Hire More Heroes Act of 2015 This bill amends the Internal Revenue Code to add a provision to exempt any employee with coverage under a health care program administered by the Department of Defense, including the TRICARE program, or by the Veterans Administration, from classification as an eligible employee of an applicable large employer for purposes of the employer mandate under the Patient Protection and Affordable Care Act to provide such employees with minimum essential health care coverage.

Pain-Capable Unborn Child Protection Act Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion except in conformity with this Act's requirements. Requires the physician to first determine the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater, except: (1) where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions; or (2) where the pregnancy is the result of rape, or the result of incest against a minor, if the rape has been reported at any time prior to the abortion to an appropriate law enforcement agency, or if the incest has been reported at any time prior to the abortion to an appropriate law enforcement agency or to a government agency legally authorized to act on reports of child abuse or neglect. Permits a physician to terminate a pregnancy under such an exception only in the manner that provides the best opportunity for the unborn child to survive, unless that manner would pose a greater risk than other available methods would pose of the death or substantial and irreversible physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. Subjects individuals who violate this Act to a fine, imprisonment for not more than five years, or both. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act for violating or conspiring to violate this Act. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device to intentionally kill an unborn child or to intentionally terminate a pregnancy with an intention other than: (1) after viability, to produce a live birth and preserve the life and health of the child; or (2) to remove a dead unborn child.

Protecting Volunteer Firefighters and Emergency Responders Act This bill amends the Internal Revenue Code to exclude services rendered by bona-fide volunteers providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt charitable organization from the category of services usually rendered by an employee of an applicable large employer subject to the mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act (PPACA), thus exempting such employers from PPACA requirements with respect to such volunteers. The bill defines "bona fide volunteer" as an employee of any government entity and any tax-exempt charitable organization whose only compensation is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performance of volunteer services, or (2) reasonable benefits (including length-of-service awards) and nominal fees customarily paid by similar entities for the services of volunteers.

Save American Workers Act of 2015 This bill amends the Internal Revenue Code to change the definition of "full-time employee" for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act from an employee who is employed on average at least 30 hours of service a week to an employee who is employed on average at least 40 hours of service a week.

Birthright Citizenship Act of 2015 Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national, (2) a lawful permanent resident alien whose residence is in the United States, or (3) an alien performing active service in the U.S. Armed Forces. States that this Act shall not be construed to affect the citizenship or nationality status of any person born before the date of its enactment.

Defense of Legal Workers Act of 2015 Amends the Immigration and Nationality Act to: (1) exclude from the definition of "unauthorized alien," with respect to the unlawful employment of aliens, any alien otherwise admitted to and lawfully present in the United States; and (2) consider an alien without lawful status to be an unauthorized alien whose employment is unlawful.

Preventing Executive Overreach on Immigration Act of 2015 Prohibits the executive branch of the government from: exempting or deferring from removal, by executive order, regulation, or any other means, categories of aliens considered under the immigration laws to be unlawfully present in the United States; treating such aliens as if they were lawfully present or had a lawful immigration status; or treating them other than as unauthorized aliens. States that such prohibition shall not apply: to the extent prohibited by the Constitution; upon the request of federal, state, or local law enforcement agencies for purposes of maintaining aliens in the United States to be tried for crimes or to be trial witnesses; or for humanitarian purposes where the aliens are at imminent risk of serious bodily harm or death. Declares that any executive branch action intending to circumvent the objectives of this Act shall be null and void and without legal effect. States that this Act shall take effect as if enacted on November 20, 2014, and shall apply to requests submitted on or after that date for: (1) work authorization; or (2) exemption from, or deferral of, removal.

Keystone XL Pipeline Act Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain the pipeline and cross-border facilities specified in an application filed by TransCanada Corporation to the Department of State on May 4, 2012. Deems the Final Supplemental Environmental Impact Statement regarding the pipeline issued by the Secretary of State in January 2014 to fully satisfy the National Environmental Policy Act of 1969 and any law that requires federal agency consultation or review, including the Endangered Species Act of 1973. Maintains in effect any applicable federal permit or authorization issued before enactment of this Act. Grants original and exclusive jurisdiction, except for review in the Supreme Court, to the U.S. Court of Appeals for the District of Columbia Circuit over any civil action for the review of a federal agency action regarding the pipeline and related facilities. Declares that this Act does not alter any federal, state, or local process or condition in effect on the date of enactment of this Act that is necessary to secure access from an owner of private property to construct the pipeline and cross-border facilities.

Constitutional Amendment This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless Congress authorizes the excess by a three-fifths roll call vote of each chamber. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires a three-fifths roll call vote of each chamber of Congress to increase the public debt limit. It requires a majority roll vote of each chamber to increase revenue. It also requires the President to submit a balanced budget to Congress annually. Congress is authorized to waive these requirements when a declaration of war is in effect or if the United States is engaged in a military conflict which causes an imminent and serious military threat to national security.

Separation of Powers Act of 2015 Prohibits the use of funds appropriated or otherwise made available to any federal department or agency to: parole an alien into the United States or grant deferred action on a final order of removal for any reason other than on an individual case-by-case basis for urgent humanitarian reasons; or issue to an alien who is unlawfully present in the United States any document attesting to such alien's lawful permanent resident status or U.S. employment authorization.

Authorizes the Speaker of the House of Representatives to initiate or intervene in civil actions on behalf of the House of Representatives in a federal court of competent jurisdiction to seek any appropriate relief regarding the failure of the President, the head of any department or agency, or any other executive branch officer or employee to act in a manner consistent with that official's duties under the Constitution and laws of the United States regarding immigration laws or laws pertaining to illegal aliens, undocumented immigrants, or non-American citizens. Directs the Speaker to notify the House of a decision to initiate or intervene in any such civil action. States that the Office of the General Counsel of the House shall represent the House in any such civil action, and may employ outside counsel and other experts.

Proudly Restoring Officers of Prior Enlistment Retirement Act or the PROPER Act - Reduces to four the number of years that previously enlisted commissioned officers who have performed a certain minimum number of years of military service to become eligible for retirement must have actively served in the rank of commissioned officer in order to retire in the officer rank instead of in their previous enlisted rank. (Currently, a requirement for 10 years of active service as a commissioned officer has been reduced temporarily to 8 years.) Makes the reduction to four years applicable during the period from January 1, 2014, to September 30, 2016.

Executive Amnesty Prevention Act of 2014 - States that no provision of the Constitution, the Immigration and Nationality Act, or other federal law shall be interpreted or applied to authorize the executive branch of the government to exempt, by executive order, regulation, or any other means, categories of persons unlawfully present in the United States from removal under the immigration laws. Declares any action by the executive branch with the purpose of circumventing the objectives of this statute null and void and without legal effect. Makes this Act effective retroactively, applying to any such exemption made at any time.

Safer Trucks and Buses Act of 2014 - Directs the Secretary of Transportation (DOT) to ensure that covered motor carrier data is not made available to the public, and prohibits such data from being used in a civil action for damages resulting from an incident involving a motor carrier, until the Secretary submits a report certifying that recommendations required by this Act have been implemented. Defines "covered motor carrier data" as data generated with respect to a motor carrier under the Compliance, Safety, Accountability initiative of the Federal Motor Carrier Safety Administration. Requires the Secretary to submit to Congress a report that contains recommendations on how to improve such initiative, including by ensuring that it: utilizes and generates only safety data and scores determined to be predictive of motor carrier accidents, appropriately addresses concerns relating to the age of utilized safety data, does not unfairly harm small motor carriers as a result of limited safety data availability, appropriately addresses differences between motor carriers transporting passengers and those transporting freight, generates safety data that allows individual motor carriers and their safety scores to be effectively compared, and utilizes accurate safety data. Establishes deadlines for such report, for implementation of such recommendations, and for certification of such implementation.

Unaccompanied Alien Children Transparency Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to require the Secretary of Health and Human Services (HHS), before awarding grants or contracts to provide housing facilities for unaccompanied alien children (UAC), to consult with state and local officials regarding: the facility's location and the grant or contract's duration; the grant or contract's impact on the community's fiscal needs, public safety, and educational and health systems; health screenings and background checks of such children; state and local review of the proposed contract or grant, including a public hearing in the affected locality; and state and local authority to preclude the Secretary from awarding the grant or contract.

Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Pet and Women Safety Act of 2014 - Amends the federal criminal code to prohibit threats or acts of violence against a person's pet under the offenses of stalking and interstate violation of a protection order. Defines "pet" to mean a domesticated animal that is kept for pleasure rather than for commercial purposes. Requires the "full amount of the victim's losses" for purposes of restitution in domestic violence and stalking offenses to include any costs incurred for veterinary services relating to physical care for the victim's pet. Directs the Secretary of Agriculture (USDA) to award grants to eligible entities to carry out programs to provide specified housing assistance, support services, and training of relevant stakeholders to victims of domestic violence, dating violence, sexual assault, or stalking and their pets. Expresses the sense of Congress that states should encourage the inclusion of protections against violent or threatening acts against the pet of the person in domestic violence protection orders.

Child Welfare Provider Inclusion Act of 2014 - Prohibits the federal government, and any state that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Federal Payments for Foster Care and Adoption Assistance) of title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act (SSA), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. Bars such prohibition from applying to SSA requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. Requires the Secretary of Health and Human Services (HHS) to withhold 15% of the federal funds that a state receives for such programs if the state violates this Act. Allows an aggrieved child welfare service provider to assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney fees and costs).

Prohibits any federal agency or instrumentality from using federal funding or resources to: (1) consider or adjudicate any new or previously denied application of any alien requesting consideration of deferred action for childhood arrivals, as authorized by Executive memorandum on August 15, 2012; or (2) authorize any alien to work in the United States who was not lawfully admitted into the United States and who is not in lawful status in the United States on the date of enactment of this Act.

Asylum Reform and Border Protection Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to direct the Secretary of State to negotiate agreements between the United States and other countries for the repatriation of children. Requires that such agreements protect children from severe forms of trafficking in persons and provide for their safe removal and repatriation. (Current law provides separate procedures for unaccompanied alien children from countries that are or are not contiguous to the United States.) Subjects all children who do not make a claim of asylum or fear of persecution to initial screening and expedited removal. (Maintains the exception for Cuban children arriving by air.) Prohibits the government from bearing any expense of counsel for any person in a removal or related appeal proceedings. Adds an additional requirement in order to establish a credible fear of persecution claim in an asylum interview. Limits humanitarian and public interest parole authority. Prohibits the Secretary of Homeland Security (DHS) from using parole authority for an alien who is ineligible for refugee status. Authorizes the DHS Secretary to designate groups as criminal street gangs. Requires detention for anyone found inadmissible or deportable for criminal street gang membership. Bars individuals found inadmissible or deportable for such membership from asylum, temporary protected status, or special immigrant juvenile status. Amends the Homeland Security Act of 2002 to revise the definition of "unaccompanied alien child." Prohibits an unaccompanied alien child (UAC) from applying for asylum if such child: (1) may be removed to a safe third country, or (2) has not applied for asylum within one year after arrival in the United States. Provides for additional immigration judges and U.S. Immigration and Customs Enforcement (ICE) attorneys. National Security and Federal Lands Protection Act - Prohibits the Secretary of the Interior or the Secretary of Agriculture (USDA) from restricting specified U.S. Customs and Border Protection (CBP) activities on federal land within 100 miles of an international land border to: (1) execute search and rescue operations, and (2) prevent unlawful U.S. entries through the international land borders of the United States. Directs the Secretary of State to suspend all foreign assistance to certain countries that refuse to: (1) negotiate a child repatriation agreement, or (2) accept from the United States repatriated unaccompanied alien children who are nationals or residents of the sending country. Permits the use of foreign assistance for repatriation and reintegration purposes.

Condemns the use of innocent civilians as human shields, including Hamas's use of this illegal tactic. Calls on: (1) the international community to recognize Hamas's grave breaches of international law by using human shields, and (2) Mahmoud Abbas to condemn the use of innocent civilians as human shields. Places responsibility for launching the rocket attacks on Hamas and other terrorist organizations, such as Islamic Jihad, in Gaza. Supports Israel's sovereign right to defend its territory and stop the rocket attacks on its citizens. Expresses condolences to the families of the innocent victims on both sides of the conflict. Supports Palestinian civilians who reject Hamas and all forms of terrorism and who desire to live in peace with their Israeli neighbors.

Securing Access Via Excellence for Medicare Home Health Act of 2014 or the SAVE Medicare Home Health Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act, with respect to the prospective payment system (PPS) for home health services, to repeal the rebasing reduction adjustment for 2014 and subsequent years required by the Patient Protection and Affordable Care Act (PPACA). Establishes a calendar year 2014 payment adjustment under such PPS. Directs the Secretary of Health and Human Services (HHS) to conduct a detailed analysis of the rebasing reduction in Medicare payments for home health services promulgated under the rule for home health prospective payment system rate update for calendar year 2014. Directs the Secretary to specify a home health all-cause all-condition hospital unplanned readmission measure for readmissions (for any cause) to a hospital for an individual entitled to benefits under Medicare part A (Hospital Insurance) (or enrolled under Medicare part B [Supplementary Medicare Insurance]) and who is receiving post-hospital home health services. Requires this measure to be risk adjusted for potentially preventable readmission to a hospital for such an individual. Directs the Secretary of Health and Human Services (HHS) to establish: (1) a Medicare home health agency value-based purchasing program (HHA VBP) under which value-based incentive payments are made in a year to home health agencies, and (2) performance standards for application of the unplanned readmission measure. Directs the Secretary to develop by regulation a methodology for assessing the total performance of each home health agency based on these performance standards. Directs the Secretary to: (1) withhold from the payment rates made for each year for home health services the amount necessary so that enactment of this Act is estimated not to result in any net change in payments made for Medicare services, and (2) provide for a distribution of a portion of those withheld amounts for performance payments to home health agencies. Directs the Medicare Payment Advisory Commission (MEDPAC) to review the progress of the HHA VBP and make appropriate recommendations on any improvements that should be made to the program.

Waters of the United States Regulatory Overreach Protection Act of 2014 - Prohibits the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) from: developing, finalizing, adopting, implementing, applying, administering, or enforcing the proposed rule entitled, "Definition of 'Waters of the United States' Under the Clean Water Act," issued on April 21, 2014, or the proposed guidance entitled, "Guidance on Identifying Waters Protected By the Clean Water Act," dated February 17, 2012; or using the proposed rule or proposed guidance, any successor document, or any substantially similar proposed rule or guidance as the basis for any rulemaking or decision regarding the scope or enforcement of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Requires the Army Corps and the EPA to withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. Requires the Army Corps and the EPA to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

Medicare DMEPOS Audit Improvement and Reform (AIR) Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a Medicare Administrative Contractor Payment Outreach and Education Program for DMEPOS (durable medical equipment, prosthetics, orthotics, and supplies) suppliers. Requires each Medicare administrative contractor responsible for DMEPOS payments, in order to reduce improper payments to DMEPOS suppliers under Medicare part B (Supplementary Medical Insurance), to provide suppliers, physicians and practitioners who prescribe DMEPOS, and discharge planners and case managers who coordinate DMEPOS for individuals in the contractor's area with error rate reduction training as well as: a list of suppliers' most frequent payment errors and the most expensive payment errors over the last quarter, specific instructions regarding how to correct or avoid such errors in the future as well as to prevent future issues related to new audits, and a notice of all new topics that have been approved by the Secretary of Health and Human Services (HHS) for audits. Sets forth the structure for audits of DMEPOS suppliers, requiring a contractor to give priority to activities under the DMEPOS payment outreach and education program that will reduce improper Medicare payments based on technical errors, medical necessity, and fraud. Requires annual reports to Congress on the use of recovery audit contractors under the Medicare Integrity Program to include certain information on the results of audit appeals related to DMEPOS. Requires the Secretary to: (1) increase the maximum record requests made by Medicare DMEPOS contractors in auditing claims of suppliers with a relatively high audited claims error rate for DMEPOS payments, and (2) decrease the maximum record requests for suppliers with a relatively low error rate. Directs the Secretary to limit the audit documentation review period for Medicare administrative contractors to three years.

Expedited Family Reunification Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to provide that any unaccompanied alien child (UAC) who has not been a victim of a severe form of trafficking in persons or does not have a credible fear of persecution on returning to his or her country of nationality or of last habitual residence shall be: (1) placed in removal proceedings, (2) eligible for voluntary departure at no cost to the child, and (3) provided with access to counsel. (Currently such expedited removal requirements apply to unaccompanied children from countries that are contiguous to the United States.) Directs the Secretary of State to negotiate agreements, in addition to countries contiguous to the United States, between the United States and Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and any other appropriate country regarding the repatriation of children. Applies the requirements of this Act to any UAC apprehended on or after June 15, 2012.

Amateur Radio Parity Act of 2014 - Directs the Federal Communications Commission (FCC) to amend regulations concerning the height and dimensions of station antenna structures to prohibit a private land use restriction from applying to amateur service communications if the restriction precludes such communications, fails to accommodate such communications, or does not constitute the minimum practicable restriction on such communications to accomplish the legitimate purpose of the private entity seeking to enforce such restriction.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Medicare DMEPOS Competitive Bidding Improvement Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to require state licensure and a bid and surety bond of at least $50,000 for each area for bidding entities under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program.

Transparency in Education Act - Prohibits the Secretary of Education from issuing a final rule or implementing a proposed rule affecting the determination as to whether a postsecondary career education program provides training that leads to gainful employment in a recognized occupation, which is required if it is to participate in a program under title IV (Student Assistance) of the Higher Education Act of 1965 (HEA), until 90 days after: the Secretary publishes a complete data analysis on the impact of such proposed rule on all postsecondary education programs and students at all categories of institutions of higher education that participate in a program under title IV of the HEA, that analysis is published in a format similar to the Gainful Employment 2012 Informational Rate Calculations published by the Department of Education, and the Comptroller General (GAO) issues a report that reviews such data analysis for accuracy and completeness.

Regulatory Certainty Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the period during which the Environmental Protection Agency (EPA) may prohibit the specification, or restrict the use, of an area as a disposal site for discharges of dredged or fill materials into waters of the United States to the period that: begins on the date that the Army Corps of Engineers provides notice to the EPA that the Corps has completed all procedures for processing an application for a permit for dredged or fill material and is ready to determine whether the permit should be issued; and ends on the date that the Corps issues the permit. Requires the Corps to ensure that the period consists of at least 30 consecutive days. Authorizes the Corps to issue a permit for dredged or fill material only after the Corps provides notice to the EPA.

Chronic Kidney Disease Improvement in Research and Treatment Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to revise Medicare payments for dialysis services provided to individuals with end stage renal disease (ESRD) and acute kidney injury. Extends the time period when a private health insurer, in determining benefits, cannot consider a group health insurance enrollee's ESRD or entitlement to Medicare coverage due to ESRD. Makes individuals with ESRD eligible for Medicare Advantage. Allows dialysis facilities to provide kidney disease education services and allows physician assistants, nurse practitioners, or clinical nurse specialists to refer individuals to those services. Requires the Secretary of Health and Human Services (HHS) to establish an ESRD Care Coordination program to provide higher Medicare payments to nephrologists, dialysis facilities, and other providers that reduce spending on ESRD by being part of a coordinated care organization. Amends the Public Health Service Act to include dialysis as a service provided by the National Health Service Corps in health professional shortage areas. Makes nephrologists and non-physician practitioners who provide dialysis eligible for the National Health Service Corps Scholarship Program and Loan Repayment Program. Requires the Comptroller General (GAO) to submit a report identifying gaps in chronic kidney disease research and comparing research funding to expenditures on disease treatment. Requires HHS to study the causes of kidney disease and efforts to treat kidney disease in disproportionately affected minority populations.

Coal Country Protection Act or the Protecting Jobs, Families, and the Economy From EPA Overreach Act - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from promulgating any regulation or guidance that limits or prohibits new carbon dioxide emissions from a fossil fuel-fired power plant until it is certified: (1) by the Secretary of Labor that the regulation or guidance will not generate a loss of employment, (2) by the Director of the Congressional Budget Office (CBO) that it will not result in a loss in the gross domestic product, (3) by the Administrator of the Energy Information Administration that it will not generate an increase in electricity rates, and (4) by the Chairperson of the Federal Energy Regulatory Commission (FERC) and the President of the North American Electric Reliability Corporation that it will not effect the reliability of electricity delivery.

Vector-Borne Disease Research Accountability and Transparency Act of 2014 - Amends the Public Health Service Act to require the Directors of the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC) to: (1) develop scientific frameworks for research on at least two vector-borne diseases that have a high domestic incidence, and (2) convene a working group for each identified disease. Defines "vector-borne disease" as an infection transmitted to humans or other animals by ticks, mosquitoes, or fleas. Treats tick-borne diseases, including Lyme disease, as a single such disease.

Encourages young entrepreneurs to pursue their passions and create more start-up businesses.
