Monroe County HUBZone Act of 2011 - Provides that, for purposes of the Small Business Act, Monroe County, Pennsylvania, shall be a HUBZone (historically underutilized business zone) during the three-year period beginning on October 1, 2011.

Congressional Retirement Age Act of 2011 - Prohibits a Member of Congress serving on or after the enactment of this Act from being eligible for an annuity under the Civil Service Retirement System (CSRS) or the Federal Employees' Retirement System (FERS), unless he or she is separated from the service after attaining retirement age under the Social Security Act and completing five years of service. Makes a Member serving on or after the enactment of this Act ineligible for a CSRS or FERS deferred retirement annuity, unless the Member is separated from the service, or transferred to a position in which the individual does not continue subject to CSRS or FERS annuity requirements, after completing five years of service. Denies an early retirement annuity under FERS to any Member serving on or after enactment of this Act who otherwise meets FERS early retirement requirements. Delays entitlement to a FERS annuity until after attaining retirement age under the Social Security Act.

Prioritize Spending Act of 2011 - Requires amounts necessary for incurred federal obligations, in the event that the public debt reaches the statutory limit, to be made available to certain obligations, in prioritized order, before all other obligations. Prioritizes such obligations in the following descending order: (1) amounts necessary to carry out the authority of the Department of the Treasury to pay with legal tender the principal and interest on public debt; (2) amounts determined by the Secretary of Defense (DOD) (and the Secretary of Homeland Security [DHS] in the case of the Coast Guard) to be necessary to continue to provide pay and allowances (without interruption) to members of the Army, Navy, Air Force, Marine Corps, and Coast Guard, including their reserve components, who perform active service; (3) amounts certified to Congress by the President as necessary to carry out vital national security priorities; (4) amounts necessary to carry out the authority of the Commissioner of Social Security to pay monthly old-age, survivors', and disability insurance benefits under title II of the Social Security Act (SSA); and (5) amounts necessary to make payments under the Medicare program under SSA title XVIII.

Authorizes the American Legion under its federal charter to provide guidance and leadership to the individual Departments and Posts. Prohibits it from controlling or otherwise influencing the specific activities and conduct of independent, autonomous Departments and Posts.

Tribal Labor Sovereignty Act of 2011 - Amends the National Labor Relations Act to provide that any enterprise or institution owned and operated by an Indian tribe and located on its lands is not considered an employer (thus excluding such enterprises or institutions from coverage by such Act).

Delaware River Basin Conservation Act of 2011 - Requires the Director of the United States Fish and Wildlife Service to establish a Delaware River Basin restoration program, under which the Director shall: (1) draw on management plans for the four-state Delaware Basin region (defined as including all of Delaware Bay and portions of Delaware, New Jersey, New York, and Pennsylvania located in the Delaware River watershed) and work in consultation with applicable management entities, including representatives of the Partnership for the Delaware Estuary, the Delaware River Basin Commission, the federal government, other state and local governments, and regional and nonprofit organizations to identify, prioritize, and implement restoration and protection activities within the Basin; and (2) adopt an investment strategy that supports the implementation of such activities, targets cost-effective conservation projects, and supports measurable conservation efforts. Requires the Director to: (1) provide technical assistance to carry out the restoration program; and (2) establish the Delaware River Basin restoration grant program to provide competitive matching grants to carry out the restoration program. Requires the Director to develop criteria to ensure that funded activities: (1) restore or protect fish and wildlife species and their habitats; (2) improve or protect water quality by reducing nonpoint and point source pollutants; (3) reduce or improve management of water volume and flooding; (4) include priority needs or actions identified in the investment strategy; and/or (5) include restoration and protection activities with multiple benefits in the Basin, including habitat, water quality, and flood damage reduction. Limits the federal share of the total cost of a funded project to 75%. Authorizes the Director to contract with the National Fish and Wildlife Foundation or another organization with applicable expertise to manage the grant program.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to save the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Home Health Care Planning Improvement Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner, (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law, (3) a certified nurse-midwife, or (4) a physician assistant under a physician's supervision.

Waives compliance with Federal Highway Administration (FHWA) minimum retroreflectivity standards by existing traffic control devices on or before the compliance dates established by the FHWA. Exempts from this waiver (thus requiring compliance with such standards by) traffic control devices installed on or after enactment of this Act. (Replacement of regulatory, warning, and post-mounted guide [except street name] signs is required by January 22, 2015. Replacement of street name signs and overhead guide signs is required by January 22, 2018.)

Auto Enroll Repeal Act - Amends the Fair Labor Standards Act of 1938 to repeal provisions requiring employers that have more than 200 full-time employees and that offer employees enrollment in one or more health plans to automatically enroll new full-time employees in a health care plan and provide notice of the opportunity to opt-out of such coverage.

Debt Elimination By Tax-Deductible Contribution Act of 2011 - Amends the Internal Revenue Code to allow taxpayers to designate a specified portion (not less than $1) of their income tax liability for deposit in the general fund of the Treasury to reduce the public debt. Allows any such gift to the United States for reduction of the public debt to be treated as a tax deductible charitable contribution.

Lions Clubs International Century of Service Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue as legal tender $1 coins in commemoration of the centennial of the founding of the Lions Clubs International. Requires the design of the coins to be emblematic of the centennial. Permits the Secretary to issue such coins only during calendar 2017. Requires sales of the coins to include a surcharge of $10 per coin, to be paid by the Secretary to the Lions Clubs International Foundation.

Repeals certain Department of Education regulations that for purposes of determining whether a school is eligible to participate in programs under the Higher Education Act of 1965 (HEA): (1) require institutions of higher education and postsecondary vocational institutions (except religious schools) to be legally authorized by the state in which they are situated, (2) delineate what such legal authorization requires of states and schools, and (3) define "credit hour." Prohibits the Secretary of Education from promulgating or enforcing any regulation or rule that defines "credit hour" for any purpose under the HEA.

Protect HUBZones Act of 2011 - Amends the Small Business Act to revise the definition of "redesignated area" for HUBZone designation purposes to extend the time period during which a census tract or nonmetropolitan county that loses its HUBZone status due to the 2010 census may be so designated.

Calls for the Secretary of Health and Human Services (HHS), in implementing existing federal epilepsy public education, outreach, and awareness campaigns under the Public Health Service Act, to collaborate with the Secretaries of Defense (DOD), Veterans Affairs (VA), Education, Labor, and Homeland Security (DHS) and the Attorney General to deliver the campaign's educational materials and messages to individuals and organizations, including: (1) teachers, administrators, and other school or education personnel; (2) federal, state, county, and local law enforcement personnel and first responders; (3) employers and labor organizations; and (4) other individuals and organizations the HHS Secretary deems to have regular interaction with individuals who are subject to epilepsy and seizure incidents.

Calls for the Secretary of Health and Human Services (HHS) to: (1) enhance quality of care and patient safety by advancing the development of process and outcome measures for the management of atrial fibrillation by national developers, supporting pilots and demonstration projects to reduce avoidable hospital admissions and readmissions for patients with atrial fibrillation, and facilitating the adoption of evidence-based guidelines by the medical community to improve patient outcomes; (2) advance atrial fibrillation research and education by encouraging basic science research to determine the causes and optimal treatments, exploring development of a screening tool and protocols to determine the risk for the development of atrial fibrillation, and enhancing current surveillance and tracking systems to include atrial fibrillation; and (3) improve access to appropriate medical care for patients suffering from atrial fibrillation by encouraging education programs that promote collaboration among federal health agencies and that increase public and clinician awareness of atrial fibrillation.

World War II Memorial Prayer Act of 2011- Directs the Secretary of the Interior to install at the World War II memorial in the District of Columbia a suitable plaque or an inscription with the words that President Franklin D. Roosevelt prayed with the nation on June 6, 1944, the morning of D-Day.

Mobilizing Against Sanctuary Cities Act of 2011 - Prohibits a state or local government from receiving federal financial assistance for a minimum of one year if such jurisdiction restricts or prohibits a government entity or official from: (1) sending to or receiving from the responsible federal immigration agency information regarding an individual's citizenship or immigration status, or (2) maintaining or exchanging information about an individual's status. Restores assistance eligibility upon a determination by the Attorney General (DOJ) that the jurisdiction no longer restricts or prohibits such actions. Directs the Attorney General to report each year to Congress regarding state or local jurisdictions that restrict or prohibit such actions.

Secure America Through Verification and Enforcement Act of 2011 or SAVE Act of 2011 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel, (2) recruitment of former military personnel, (3) use of Department of Defense (DOD) equipment, (4) infrastructure improvements, (5) aerial and other surveillance, (5) a national strategy to secure the borders, (6) accountable financing under the Secure Border Initiative, (7) emergency deployment of Border Patrol agents, and (8) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Directs the Secretary of Homeland Security (DHS) to check against terrorist watchlists those persons suspected of alien smuggling and smuggled individuals who are interdicted at U.S. borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture (USDA) or the Secretary of the Interior. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the E-verify program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with DHS; and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Authorizes border relief grants for local law enforcement agencies within 25 miles of the southern U.S. border. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities, (2) additional immigration court judgeships, and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Prohibits any entity that receives funds from the federal government from using such funds to file a class action lawsuit involving the residents of an intermediate care facility for the mentally retarded (ICF/MR) unless the resident (or the resident's legal representative), after receiving notice of the proposed class action lawsuit, has the opportunity to elect not to have the action apply to the resident. Directs the Department of Justice (DOJ) to consult with ICF/MR residents among all other interested parties before taking actions (including investigations and actions under the Americans with Disabilities Act and Civil Rights for Institutionalized Persons Act) involving such residents. Permits a resident to intervene in any such DOJ action. Prohibits this Act from requiring a state to include ICFs/MR services as an option under its Medicaid plan under title XIX (Medicaid) of the Social Security Act.

Clean Water Cooperative Federalism Act of 2011 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from: (1) promulgating a revised or new water quality standard for a pollutant when the Administrator has approved a state water quality standard for such pollutant unless the state concurs with the Administrator's determination that the revised or new standard is necessary to meet the requirements of such Act; (2) taking action to supersede a state's determination that a discharge will comply with effluent limitations, water quality standards, controls on the discharge of pollutants, and toxic and pretreatment effluent standards under such Act; (3) withdrawing approval of a state program under the National Pollution Discharge Elimination System (NPDES), limiting federal financial assistance for a state NPDES program, or objecting to the issuance of a NPDES permit by a state on the basis that the Administrator disagrees with the state regarding the implementation of an approved water quality standard or the implementation of any federal guidance that directs the interpretation of such standard; and (4) prohibiting the specification of any defined area as a disposal site for the discharge of dredged or fill material into navigable waters and denying or restricting the use of such area as a disposal site in a permit if the state where the discharge originates does not concur with the Administrator's determination that the discharge will result in an unacceptable adverse effect on municipal water supplies, shellfish beds, and fishery areas. Shortens the period in which the Director of the United States Fish and Wildlife Service must submit comments with respect to a general dredge and fill permit application. Requires the Administrator and other agencies to submit comments on an application for a general permit or a permit to discharge into navigable waters at specified disposal sites within 30 days (or 60 days if additional time is requested) after the date of receipt of such application.

Pharmacy Competition and Consumer Choice Act of 2011 - Amends the Public Health Service Act, the Employee Retirements Income Security Act of 1974 (ERISA), the Internal Revenue Code, and part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to prohibit a group or individual health plan from entering into a contract with any pharmacy benefits manager (PBM) to manage the prescription drug coverage provided under such plan or to control the costs of such coverage unless the PBM satisfies the requirements of this Act. Directs a PBM to provide at least annually a report to each plan sponsor that includes information on the number and total costs of prescriptions under the contract, payments to pharmacies, payments from pharmaceutical manufacturers, and generic drugs and brand name drugs dispensed. Sets forth provisions governing the interaction between a PBM and pharmacies that contract with the PBM, including requiring a PBM to: (1) include in contracts drug pricing information and agree to provide timely updates on pricing, (2) agree to pay pharmacies promptly for clean claims, (3) not exclude qualifying pharmacies willing to accept terms and conditions of the PBM, and (4) require each pharmacy to sign a contract before assuming responsibility to fill prescriptions for the PBM. Prohibits a PBM from mandating or providing incentives to beneficiaries for use of a pharmacy in which the PBM has an ownership interest. Sets forth limits on audits of pharmacy providers by a PBM, including with respect to record keeping, appeals, and recoupment. Establishes limits and notice requirements related to PBMs selling claims or utilization data.

Preserving Our Hometown Independent Pharmacies Act of 2011 - Treats independent pharmacies negotiating contract terms with a health plan for the provision of health care items or services the same under the antitrust laws as an employee engaged in concerted activities, and not as an employer, independent contractor, managerial employee, or supervisor, only in connection with such negotiations. Exempts actions taken in good faith reliance on this Act from being subject to criminal sanctions or civil penalties beyond actual damages incurred. Provides that this Act does not exempt from application of antitrust laws any agreement or unlawful conspiracy that: (1) would have the effect of boycotting any independent pharmacy; (2) would exclude, limit the participation or reimbursement of, or otherwise limit the scope of services to be provided by any independent pharmacy or group of independent pharmacies with respect to the performance of services that are within their scope of practice as defined or permitted by relevant law or regulation; (3) allocates a market among competitors; (4) unlawfully ties the sale or purchase of one product or service to the sale or purchase of another product or service; or (5) monopolizes or attempts to monopolize a market. Provides that this Act shall not apply to negotiations between pharmacies and health plans regarding benefits provided under specified federal programs, including Medicaid, veterans' medical care, and the federal employees' health benefits program. Requires the Comptroller General to study the impact of this Act after five years. Provides that this Act does not preclude the Federal Trade Commission (FTC) or the Department of Justice (DOJ) from overseeing the conduct of independent pharmacies covered under this Act.

Iran Threat Reduction Act of 2011 - Declares that it is U.S. policy to deny Iran the ability to support acts of foreign terrorist organizations and develop unconventional weapons and ballistic missiles. Urges the President to initiate diplomatic efforts to expand the multilateral sanctions regime regarding Iran. Directs the President to initiate an investigation into the imposition of sanctions upon receipt of credible information that a person is engaged in a sanctionable activity under this Act. Directs the President to impose specified sanctions on a person who knowingly: (1) makes specified investments with respect to Iran's ability to develop petroleum resources; (2) sells, leases, or provides to Iran goods, services, technology, information, or support that could facilitate Iran's domestic production of refined petroleum products; (3) sells or provides to Iran refined petroleum products, or provides goods, services, technology, information, or support that could contribute to Iran's ability to import refined petroleum products; or (4) exports or otherwise facilitated transshipment to Iran of any goods, services, technology, or other items that would contribute to Iran's ability to acquire or develop chemical, biological, or nuclear weapons, or acquire or develop destabilizing numbers and types of advanced conventional weapons. Sets forth exceptions to such sanctions for: (1) the procurement of certain defense articles or services; (2) eligible products to designated countries or instrumentalities; (3) products, technology, or services under contracts entered into before the date on which the President publishes in the Federal Register the name of the person on which the sanctions are to be imposed; (4) spare or component parts, or information and technology that are essential to U.S. products or production, and related servicing and maintenance; or (5) medicines, medical supplies, or other humanitarian items. Defines sanctions to include: (1) prohibitions on Export-Import Bank assistance, (2) prohibitions on loans from U.S. financial institutions and other financial services, (3) prohibitions on foreign exchange and other banking transactions, (4) prohibitions on property transactions, and (5) export and procurement sanctions. Authorizes: (1) the Secretary of State to issue, upon request, an advisory opinion with respect to whether a proposed activity would be sanctionable, and (2) a person to rely in good faith on such opinion and proceed without being subject to sanctions. Imposes sanctions under this Act for at least two years. Authorizes the President to terminate sanctions after one year if the sanctioned person is no longer engaging in a sanctionable activity and the President has received reliable assurances that the person will not knowingly engage in such future activity. Authorizes the President to waive imposition of sanctions if in the national security interest of the United States. States that a determination to impose sanctions under this Act shall not be reviewable in any court. Repeals the Iran Sanctions Act of 1996. Authorizes the President to provide financial and political assistance to certain foreign and domestic individuals, organizations, and entities that support democracy in Iran. Imposes visa, property, and financial sanctions on persons identified as officials of the government of Iran, security services, or the Islamic Revolutionary Guard Corps (IRGC) who were complicit in the commission of serious human rights abuses against citizens of Iran or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Directs the Secretary of State to submit an annual report to Congress regarding the promotion of Internet freedom and information access in Iran. Imposes specified sanctions on a person that knowingly assisted in the exportation of petroleum, oil, or natural gas produced by the IRGC or its affiliates. Blocks the U.S. property interests of foreign persons or their affiliates that have committed, or pose a significant risk of committing, acts of violence threatening the peace or economic stability of Iraq or Afghanistan. Directs the President to develop a National Strategy to Counter Iran. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to direct the Secretary of the Treasury to require any person owned or controlled by a domestic financial institution to certify that such person is not engaged in corresponding relations or business activity with the IRGC. Requires a report on the Central Bank of Iran's activities to facilitate Iran's efforts to acquire nuclear missile capacities and promote terrorism. Amends the Securities Exchange Act of 1934 to require securities issuers to disclose in their mandatory annual or quarterly reports to the Securities and Exchange Commission (SEC) whether they or their affiliates have: (1) engaged in certain activities relating to Iran, terrorism, and the proliferation of weapons of mass destruction; (2) knowingly engaged in specified activities, or knowingly violated certain regulations prescribed under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010; (3) knowingly conducted any transaction or dealing with a person whose property and interests in property are blocked by certain Executive Orders; or (4) knowingly conducted a transaction or dealing with any person listed in the Iranian Transactions Regulations. Requires the President to: (1) initiate an investigation into the possible imposition of sanctions when the SEC receives a report that an issuer or its affiliate has engaged in the cited activities, and (2) determine whether sanctions should be imposed on the issuer or the affiliate concerned. States that, except to meet U.S. international obligations, the Secretary of State shall deny a visa to, and the Secretary of Homeland Security (DHS) shall exclude from U.S. entry, a person who is an agent, official, or a representative of the government of Iran; and (2) presents a threat to the United States or is affiliated with terrorist organizations. Restricts the movement of such persons in the United States. Terminates the provisions of this Act when Iran: (1) has dismantled its efforts to develop or acquire nuclear, chemical, and biological weapons; (2) no longer provides support for acts of international terrorism; and (3) poses no threat to U.S. national security, interests, or allies.

Alzheimer's Breakthrough Act of 2011 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to coordinate and focus all Alzheimer's research activities of NIH, which shall include: (1) the establishment of a strategic Alzheimer's research plan to expedite therapeutic outcomes for individuals with or at risk for Alzheimer's; and (2) the provision of budget estimates, without regard to the probability that such amounts will be appropriated, of the amounts required to carry out the strategic plan. Requires NIH to make available contracts, grants, or cooperative agreements to facilitate partnerships between public and private entities to execute the Alzheimer's research plan, support the development of diagnostic technologies and protocols, and develop and diffuse data sharing practices. Expands the Alzheimer's Disease Center program to include translational research and research into outcome measures.

Reaffirms support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic Jewish state of Israel and a democratic Palestinian state living in peace and mutual recognition. States that any Palestinian unity government must forswear terrorism, accept Israel's right to exist, and reaffirm previous agreements made with Israel. Opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians. Urges Palestinian leaders to cease efforts at circumventing the negotiation process, including through a unilateral declaration of statehood or by seeking recognition of a Palestinian state from other nations or the United Nations (U.N.). Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Affirms that Palestinian efforts to circumvent direct negotiations will harm U.S.-Palestinian relations and will have implications for U.S. assistance programs for the Palestinians and the Palestinians Authority (PA). Reaffirms the U.S. statutory requirement precluding assistance to a PA that includes Hamas unless that PA and all its ministers accept Israel's right to exist and all prior agreements and understandings with the United States and Israel.

Recreational Lands Self-Defense Act of 2011 - Prohibits the Secretary of the Army from promulgating or enforcing any regulation that prohibits an individual from possessing a firearm at a water resources development project administered by the Chief of Engineers if: (1) the individual is not otherwise prohibited by law from possessing the firearm, and (2) the possession of the firearm is in compliance with the law of the state in which the project is located.

Community Pharmacy Fairness Act of 2011 - Entitles independent pharmacies negotiating contract terms with a health plan for the provision of health care items or services to the same treatment under the antitrust laws as the treatment to which bargaining units recognized under the National Labor Relations Act are entitled. Treats such a pharmacy as an employee engaged in concerted activities in connection with such negotiations. Exempts actions taken in good faith reliance on this Act from being subject to criminal sanctions or civil penalties beyond actual damages incurred. Provides that this Act does not exempt from application of antitrust laws any agreement or unlawful conspiracy that: (1) would have the effect of boycotting any independent pharmacy; (2) would exclude, limit the participation or reimbursement of, or otherwise limit the scope of services to be provided by any independent pharmacy or group of independent pharmacies with respect to the performance of services that are within their scope of practice as defined or permitted by relevant law or regulation; (3) allocates a market among competitors; (4) unlawfully ties the sale or purchase of one product or service to the sale or purchase of another product or service; or (5) monopolizes or attempts to monopolize a market. Provides that this Act shall not apply to negotiations between pharmacies and health plans regarding benefits provided under specified federal programs, including Medicaid, veterans' medical care, and the federal employees' health benefits program. Requires the Comptroller General to study the impact of this Act after five years. Provides that this Act does not preclude the Federal Trade Commission (FTC) or the Department of Justice (DOJ) from overseeing the conduct of independent pharmacies covered under this Act.

International Religious Freedom Act Amendments of 2011 - Amends the International Religious Freedom Act of 1998 (IRFA) to require the Ambassador at Large for International Religious Freedom to: (1) integrate U.S. international religious freedom policies and engagement programs into U.S.-funded democracy and civil society programs and counterterrorism policies of U.S. agencies, including the Department of Defense (DOD), Department of State, Department of Homeland Security (DHS), and Department of the Treasury; and (2) coordinate programs including such agencies and the U.S. Agency for International Development (USAID). Recognizes that the absence of religious freedom is related to the persecution of religious minorities, religious conflict, violence, extremism, and terrorism (including terrorism reaching the United States). Extends U.S. policy to assisting nongovernmental organizations (currently, only governments) promoting religious freedom. Authorizes the Ambassador, subject to the direction of the President and the Secretary of State, to represent the United States in contacts with nongovernmental organizations impacting religious freedom in their respective societies, regions, or internationally. Specifies the minimum training requirements for foreign service officers, including chiefs of mission, under the Foreign Service Act of 1980. Modifies: (1) procedures for appointing members to the Commission on International Religious Freedom, and (2) terms of office for such members. Establishes the Executive Committee of the Commission. Extends the Commission's termination date to September 30, 2018. Requires the President, within 120 days after designating a country of particular concern for religious freedom, to transmit to Congress: (1) any identification of the agency or instrumentality and specific officials responsible for religious freedom violations, and (2) an evaluation of the actions taken by the President. Limits, to a 180-day period, the President's authority to waive specified actions with respect to a country in response to religious freedom violations. Terminates any action by the President under the IRFA upon the President's certification that the foreign government has ceased (or taken steps to cease) particularly severe violations of religious freedom. (Currently, without such certification, an action terminates within two years unless reauthorized by law.)

Expresses support for efforts that raise awareness about all childhood, adolescent, and young adult cancers. Encourages: (1) the National Institutes of Health (NIH), the National Institute of Mental Health, and the Substance Abuse and Mental Health Services Administration to take steps to address the psychosocial needs of the children, adolescents, young adults, and their families living with childhood cancer; and (2) the federal government and the private sector to devote resources to find better treatments for, and build awareness of, childhood cancer and to emphasize the importance of such needs. Urges: (1) public and private sector health organizations to take steps to increase physician, nursing, and other health care providers' awareness of those needs, as well as increase access to readily available mental health services in support of these efforts; and (2) the federal government and the private sector to invest in the development of new and improved psychosocial and medical treatments and therapies for children, adolescents, and young adults diagnosed with and surviving cancer.

Home Construction Lending Regulatory Improvement Act of 2011 - Directs the appropriate federal banking agencies to initiate a coordinated rulemaking with respect to financial institutions under their respective jurisdictions that make real estate loans to home builders. Requires such rulemaking to provide for: (1) elimination of the 100% of bank capital measurement, (2) realistic market-based appraisals, and (3) a prohibition against compelling lenders to call or curtail loans in good standing. Prohibits a federal banking agency also from preventing a qualified financial institution from making a real estate loan to a home builder that has a viable project.

Secure Visas Act - Amends the Homeland Security Act of 2002 to grant the Secretary of Homeland Security (DHS) (Secretary), except for the Secretary of State's authority with respect to diplomatic- and international organization-related visas, exclusive authority to issue regulations, establish policy, and administer and enforce the provisions of the Immigration and Nationality Act (INA) and all other immigration or nationality laws relating to U.S. consular officer visa functions. Authorizes the Secretary to refuse or revoke any visa to an alien or class of aliens if necessary or advisable for U.S. security interests. Provides that any such visa revocation shall become effective immediately and cancel any other visa in an alien's possession. Prohibits any court from: (1) reviewing such a determination, or (2) hearing any claim arising from such revocation. Authorizes the Secretary of State to direct a consular officer to refuse or revoke a visa if necessary or advisable for U.S. foreign policy interests. Prohibits a decision by the Secretary of State to approve a visa from overriding a revocation or refusal determination by the Secretary. Directs the Secretary to review on-site all visa applications and supporting documentation before adjudication at visa-issuing posts in Algeria, Canada, Colombia, Egypt, Germany, Hong Kong, India, Indonesia, Iraq, Jerusalem and Tel Aviv in Israel, Jordan, Kuala Lumpur in Malaysia, Kuwait, Lebanon, Mexico, Morocco, Nigeria, Pakistan, the Philippines, Saudi Arabia, South Africa, Syria, Turkey, United Arab Emirates, the United Kingdom, Venezuela, and Yemen. Authorizes the Secretary to assign DHS employees to such posts. States that if the Secretary or the Secretary of State revokes a visa: (1) the relevant consular, law enforcement, and terrorist screening databases shall be immediately updated; and (2) look-out notices shall be posted to all DHS port inspectors and Department of State consular officers. Amends INA to eliminate the exception permitting judicial review of a visa revocation where such revocation is the sole ground for a deportation process based upon an alien's unlawful presence in the United States. Prohibits any court from hearing any claim arising from a visa or document revocation.

American Job Protection Act - Amends the Internal Revenue Code to repeal provisions added by the Patient Protection and Affordable Care Act requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Civilian Property Realignment Act or CPRA - Establishes the Civilian Property Realignment Commission, headed by an Executive Director, to: (1) identify opportunities to reduce significantly the federal government's inventory and cost of federal civilian real property, (2) perform an independent analysis of such inventory, (3) transmit to the President its findings and recommendations for consolidating and otherwise reducing such inventory, and (4) establish and maintain a website for making relevant information about federal civilian real property publicly available. Exempts from the application of this Act certain military installations, properties necessary for national security, and properties reserved for national forest or national park purposes. Requires federal agencies to submit to the Administrator of General Services (GSA) and to the chairperson of the Federal Real Property Council current data on all federal civilian real property and recommendations for the sale or other disposition of such property and for operational efficiencies. Requires the Administrator to develop standards and criteria for the sale or disposal of federal civilian real property. Provides for a review of the Commission's recommendations by the President and by Congress. Establishes procedures for the approval or disapproval by the President and by Congress of, and for implementation of, such recommendations. Exempts properties included in the recommendations for disposal or realignment under this Act from certain public benefit conveyance requirements, including the McKinney-Vento Act (requiring surplus property to be used to assist the homeless). Limits the authority of executive agencies to lease space for the purposes of a public building.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Amends the Tariff Act of 1930 to increase from $200 to $1,000 the aggregate retail value of articles that may be imported duty-free into the United States by one person on one day. Changes from a maximum of $2,500 to a minimum of $2,500 the threshold aggregate value of a shipment of merchandise for the declaration and entry of which the Secretary of the Treasury is authorized to prescribe rules and regulations.

Amends the Internal Revenue Code to allow certain small businesses with gross receipts in the preceding taxable year not exceeding $20 million a work opportunity tax credit for hiring individuals who have been receiving state unemployment compensation for not less than 4 weeks in the 1-year period ending on the hiring date. Increases the amount of wages eligible for such credit from $6,000 to $12,000 for the hiring of individuals in a high unemployment zone (a county that has an unemployment rate exceeding the greater of 4% or the national unemployment rate). Terminates such credit after December 31, 2013.

Sanctity of Eternal Rest for Veterans Act of 2011 or SERVE Act of 2011 - Amends the federal criminal code concerning the prohibition on disruptions of funerals of members or former members of the Armed Forces to increase the period covered under such prohibition from one to two hours before and after a military funeral. Includes within such unlawful conduct any disturbance or disruption occurring within 500 feet of the residence of a surviving member of a deceased's immediate family. Provides civil remedies, including actual and statutory damages. Makes identical changes under federal veterans' provisions concerning the prohibition on certain demonstrations and disruptions at national cemeteries, including Arlington National Cemetery.

Combating Dangerous Synthetic Stimulants Act of 2011 - Amends the Controlled Substances Act to include as a Schedule I controlled substance any material, compound, mixture, or preparation which contains 4-methylmethcathinone (Mephedrone) or 3,4-methylenedioxypyrovalerone (MDPV) or their salts, isomers, or salts of isomers.

Federal Law Enforcement Recruitment and Retention Act of 2011 - Directs the Attorney General and the Secretary of Homeland Security to: (1) establish a program within the Department of Justice (DOJ) and the Department of Homeland Security (DHS), respectively, to recruit individuals for authorized federal law enforcement and security positions in states that have experienced a high rate of homicides and other violent crimes; and (2) designate a federal coordinator of such program. Requires each coordinator to: (1) consult with the chief executive of, and with law enforcement agencies in, such states to determine how additional federal personnel can help; and (2) coordinate program implementation.

Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Medicare Access to Rehabilitation Services Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to repeal the cap on outpatient physical therapy, speech-language pathology, and occupational therapy services of the type furnished by a physician or as an incident to physicians' services.

Creating Jobs Through Small Business Innovation Act of 2011 - Amends the Small Business Act with respect to the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs to extend funding and revise provisions, including those concerning award levels, qualifications for program participation, acquisition preferences, collaborations, the Department of Defense (DOD) commercialization readiness program, and participation by small businesses with substantial investment from multiple venture operating companies, hedge funds, or private equity firms. Provides for: (1) an Interagency SBIR/STTR Policy Committee; (2) program oversight and evaluation; (3) SBIR and STTR program data collection and public and government databases; (4) funding for SBIR and STTR administrative, oversight, and contract processing costs; (5) a study concerning venture capital operating company, hedge fund, and private equity firm involvement; (6) measures for reducing vulnerability of SBIR and STTR programs to fraud, waste, and abuse; (7) revised program paperwork requirements; (8) a report on SBIR and STTR program goals; and (9) competitive selection procedures for SBIR and STTR programs.

Physical Therapist Student Loan Repayment Eligibility Act of 2011 - Amends the Public Health Service Act to include physical therapy within the definition of "primary health services" for purposes of the National Health Service Corps. Makes physical therapists eligible for repayment of their educational loans in order to ensure an adequate supply of physical therapists.
