Stop Trading on Congressional Knowledge Act - Amends the Securities Exchange Act of 1934 and the Commodity Exchange Act to direct both the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to prohibit purchase or sale of either securities, security-based swaps, or commodities for future delivery or swap by a person in possession of material nonpublic information regarding pending or prospective legislative action if the information was obtained: (1) knowingly from a Member or employee of Congress, (2) by reason of being a Member or employee of Congress, or (3) from other federal employees and derived from their federal employment. Amends the Code of Official Conduct of the Rules of the House of Representatives to prohibit any Member, officer, or employee of the House from disclosing material nonpublic information relating to any pending or prospective legislative action relating to any publicly-traded company or to any commodity if such person has reason to believe that the information will be used to buy or sell the securities of that publicly traded company or that commodity for future delivery based on such information. Directs both the Committee on Agriculture and the Committee on Financial Services of the House of Representatives to hold hearings on the implementation by the CFTC and the SEC of such financial transaction prohibitions. Amends the Ethics in Government Act of 1978 to require formal disclosure of certain securities and commodities futures transactions to either the Clerk of the House of Representatives or the Secretary of the Senate. Amends the Lobbying Disclosure Act of 1995 to subject to its registration, reporting, and disclosure requirements, as well as requirements for identification of clients and covered legislative and executive officials, all political intelligence activities, contacts, firms, and consultants. Requires the Comptroller General to include political intelligence activities, contacts, firms, and consultants in its annual compliance audits and reports.

Holocaust Rail Justice Act - Grants U.S. district courts original jurisdiction over any civil action for damages for personal injury or death that: (1) arose from the deportation of persons to Nazi concentration camps between January 1, 1942, and December 31, 1944; and (2) is brought by or on behalf of such person against a railroad that owned or operated the trains on which the persons were deported and that was organized as a separate legal entity. Declares that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action; and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2002. Directs the Secretary of State to report to Congress on the extent to which the public has access to records, including archived information, with respect to the deportation of such persons to Nazi concentration camps on such trains.

National Health Service Corps Improvement Act of 2011 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas, (2) the National Health Service Corps Scholarship Program, and (3) the National Health Service Corps Loan Repayment Program.

Expresses the House of Representatives' belief that education about civics and civil discourse is a fitting way to honor and memorialize the life of Christina-Taylor Green. (Christina-Taylor Green was the nine-year old child who was one of the six people killed in the attack in Tucson, Arizona, that wounded Representative Gabrielle Giffords.)

Homeland Security Grant Management Improvement Act - Amends the Homeland Security Act of 2002 to prohibit the Administrator of the Federal Emergency Management Agency (FEMA) from requiring the recipient of a grant under the Urban Area Security Initiative or the State Homeland Security Grant Program to use a specified percentage of such grant for any one of the specified permitted uses. Directs the Administrator to: (1) study the use of grant funds for administrative expenses; (2) determine whether 3% of the grant amount is adequate to ensure proper oversight, management, and administration of the grant; and (3) report recommendations on whether such percentage should be adjusted to better reflect administrative costs to grant recipients. Requires the Administrator to study the feasibility, advantages, and disadvantages of issuing multiyear program guidance for such grants.

Respect for Marriage Act - Amends the Defense of Marriage Act to repeal a provision that prohibited a state, territory, possession, or Indian tribe from being required to recognize any public act, record, or judicial proceeding of any other state, territory, possession, or tribe respecting a same sex marriage. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state. Removes the definition of "spouse" (currently, a person of the opposite sex who is a husband or a wife).

Fair Employment Act of 2011 - Amends title VII (Equal Employment Opportunities) of the Civil Rights Act of 1964 to add unemployment status to the categories of prohibited discrimination. Defines "unemployment status" as being unemployed, having actively looked for employment during the then most recent four-week period, and currently being available for employment.

Elementary and Secondary School Emergency Preparedness Planning Act - Requires the Secretary of Homeland Security (DHS) to establish a competitive program to make grants for emergency preparedness planning and implementation to local educational agencies and districts located in areas under a high threat of terrorist attacks, natural disasters, or public health emergencies. Directs the Secretary, in awarding grants, to give priority to: (1) local educational agencies and districts located in areas with higher population densities that are under a higher threat of terrorist attacks, natural disasters, or public health emergencies; and (2) such agencies and districts that have demonstrated the ability to formulate and implement effective emergency preparedness plans. Requires a local educational agency or district receiving a grant to use such funds to formulate and implement an emergency preparedness plan, which shall provide for: (1) the creation in the office of the superintendent or other chief executive officer of the local educational agency or district of a School Emergency Response Center; (2) the creation of a Regional Advisory Council; and (3) the development of a plan specific to each school under the local educational agency's or district's authority for each type of emergency likely to occur in the area. Permits remaining funds to be used for any purpose relating to emergency preparedness planning or implementation.

TIFIA Expansion Act of 2011 - Revises Transportation Infrastructure Finance and Innovation Act (TIFIA) program requirements to make eligible for TIFIA funding any projects that: (1) are for the design, acquisition, construction, or rehabilitation of one or more transportation projects that reduce emissions of greenhouse gases or have a positive impact on traffic congestion; and (2) receive not more than 30% of their funding for capital costs from federal public transportation grant funds. Defines "master credit agreement" as one entered into between the Secretary of Transportation (DOT) and an obligor for such projects that: (1) makes contingent commitments of one or more secured loans or other federal credit instruments at future dates, (2) establishes the amounts and general terms and conditions of such loans or other instruments as well as identifies dedicated revenue sources that will secure their repayment, and (3) provides for the obligation of funds for the loans or other instruments after certain federal requirements have been met. Requires such projects to meet certain planning and programming requirements (as under current law) at the time that loan proceeds are disbursed or other credit assistance is provided pursuant to the master credit agreement. Makes projects with eligible costs reasonably anticipated to equal or exceed $1 billion (mega transportation projects) eligible for federal transportation infrastructure funding. Revises terms of secured loans and lines of credit used to finance certain transportation infrastructure projects to increase the maximum loan amount for such projects from the lesser of 33% to the lesser of 49% of the reasonably anticipated eligible project costs or (as under current law), if the loan does not receive an investment grade rating, the amount of the senior project obligations. Authorizes the Secretary to allow a 1% reduction in the interest rate for such loans if the ordinary interest rate has increased by more than 1% between the time the Secretary signs the master credit agreement and the time at which the secured loan is made with respect to a project that is the subject of the master credit agreement. Allows a 1.5% reduction in the interest rate for a secured loan with respect to a project only using clean construction equipment. Defines "clean construction equipment" as nonroad construction vehicles or equipment powered by diesel engines that: (1) are certified to meet Environmental Protection Agency's (EPA) Tier 4 nonroad engine fine particulate emission standards, or (2) achieve through other means a particulate matter emission reduction of 85% or more from uncontrolled engine emission levels. Authorizes the Secretary to waive the prohibition against subordination of secured loans to the claims of a holder of project obligations in the event of bankruptcy, insolvency, or liquidation of the obligor, but only if the loan amount does not exceed 33% of the reasonably anticipated eligible project costs and the loan is secured by tax revenue.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services (HHS) to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment for, and retention, research, and reinvestment in, the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, translating social work research to practice, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Terminates the Commission 30 days after it submits such report within 18 months of its first meeting. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants, and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Cooking Helps Elevate Futures Act or CHEF Act - Directs the Attorney General to establish a pilot program providing federal inmates with training and certification in the culinary arts, and job placement assistance after their release from custody. Directs the Attorney General to select ten different federal correctional facilities in different regions of the continental United States to participate in the program.

Expresses deepest condolences to the victims' families. Applauds the commitments of support and humanitarian efforts by the international community, relief agencies, and private citizens. Reaffirms the longstanding friendship between the United States and Japan. Pledges full support and solidarity with the people of Japan and all others affected by this tragedy as they struggle to rebuild their lives. Urges the U.S. government to continue to provide assistance to Japan and damaged U.S. communities during their recovery and reconstruction efforts.

Federal Firefighters Fairness Act of 2011- Provides that: (1) specified diseases, including heart disease, lung disease, tuberculosis, hepatitis, human immunodeficiency virus, and specified cancers, of federal employees in fire protection activities shall be presumed to be proximately caused by such employment if the employee is diagnosed with the disease within 10 years of the last active date of employment in fire protection activities; (2) the disability or death of such an employee due to such a disease shall be presumed to result from personal injury sustained while in the performance of duty; and (3) such presumptions may be rebutted by a preponderance of the evidence. Defines an "employee in fire protection activities" as a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who: (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility of his or her job. Directs the National Institute of Occupational Safety and Health in the Centers for Disease Control and Prevention (CDC) to examine the implementation of this Act and appropriate scientific and medical data related to the health risks associated with firefighting and to report to Congress on: (1) an analysis of the injury claims made under this Act; (2) an analysis of the available research related to the health risks associated with firefighting; and (3) recommendations for any administrative or legislative actions necessary to ensure that those diseases most associated with firefighting are included in the presumption created by this Act.

Seniors' Tax Simplification Act of 2011 - Directs the Secretary of the Treasury to make available a new federal income tax Form 1040SR (similar to Form 1040EZ) to individuals who have turned 65 as of the close of the taxable year. Allows the form to be used even if income includes: (1) social security benefits; (2) distributions from qualified retirement plans, annuities, or other such deferred payment arrangements; (3) interest and dividends; or (4) capital gains and losses.

Reduce Unnecessary Spending Act of 2011 - Amends the Impoundment Control Act of 1974 to require the Office of Management and Budget (OMB) to transmit, within 45 calendar days after enactment of the funding in question, a message to Congress with specified information requesting any rescission the President proposes under the procedures in this Act. Prescribes requirements for timing and packaging of rescission requests. Authorizes OMB, subject to a specified time limit, to withhold funding from obligation temporarily if the President proposes a rescission. Prohibits the President from invoking such expedited procedures or such authority to withhold funding on more than one occasion for any Act providing funding. Sets forth procedures for expedited congressional consideration of proposed rescissions.

Wireless Tax Fairness Act of 2011- Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act.

Student Non-Discrimination Act of 2011 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Federal Price Gouging Prevention Act - Makes it unlawful for any person, during a proclaimed international crisis affecting the oil market, to sell gasoline or any other petroleum distillate at a price that: (1) is unconscionably excessive; and (2) indicates the seller is taking unfair advantage of the circumstances of the crisis to increase prices unreasonably. Authorizes the President to issue such a proclamation citing the geographic area, gasoline or other petroleum distillate, and time period (not to exceed 30 consecutive days) covered. Permits such a proclamation to be renewed as the President determines appropriate and to include a period of up to one week preceding a reasonably foreseeable emergency. Sets forth factors to be considered in determining if a violation of this Act has occurred. Requires the Federal Trade Commission (FTC) to enforce a violation of this Act as an unfair or deceptive act or practice and to give priority to enforcement actions concerning companies with U.S. sales over $10 billion per year. Prescribes civil and criminal penalties for violations, but limits the criminal penalty to criminal actions brought by the Department of Justice (DOJ). Authorizes a state to bring a civil action to enforce this Act. Declares that nothing in this Act preempts any state law.

Reaffirms the commitment of the House of Representatives to ending discrimination and violence against women and girls, to ensuring their safety and welfare, and to pursuing policies that guarantee their basic rights. Encourages the President to: (1) reaffirm his commitment to pursue policies to protect the health and rights of women and girls, and (2) issue a proclamation calling upon the people of the United States to observe International Women's Day.

Veterans Pensions Protection Act of 2011 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.

Positive Reduction of Incarceration by Maximizing Education Act or PRIME Act - Directs the Attorney General, through the Director of the Office of Juvenile Justice and Delinquency Prevention, to establish national, regional, and local public awareness campaigns focused on promoting the advantages of continued education among youth.

Maternal Health Accountability Act of 2011 - Amends title V (Maternal and Child Health Services) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to award grants to states for: (1) mandatory reporting to the state department of health by health care providers and other entities of pregnancy-related deaths; (2) establishment of a state maternal mortality review committee on pregnancy-related deaths occurring within such state; (3) implementation and use of the comprehensive case abstraction form by such committee to preserve the uniformity of the information collected; and (4) annual public disclosure of committee findings. Directs the Secretary, acting through the Director of the National Institutes of Health (NIH), to: (1) organize a national workshop to identify definitions for severe maternal morbidity and make recommendations for a research plan to identify and monitor such morbidity in the United States; and (2) develop uniform definitions of severe maternal morbidity, a research plan, and possible data collection protocols to assist states in identifying and monitoring such cases. Amends the Public Health Service Act to direct the Secretary to carry out specified research and demonstration activities to eliminate disparities in maternal health outcomes.

Holocaust Insurance Accountability Act of 2011 - Authorizes any person who purchased a covered policy, or a beneficiary or heir of such person, to bring a civil action in federal district court against the insurer, or a related company of the insurer, to recover proceeds due or enforce any rights under the policy. (Defines "covered policy" as any life, dowry, education, property, or other insurance policy that: (1) was in effect at any time between January 30, 1933, and December 31, 1945; and (2) was issued to a policyholder domiciled in any area occupied or controlled by Nazi Germany). Permits nationwide service of process in order to bring such civil action. Directs the court to award certain remedies to the prevailing beneficiary in such action. Prohibits any executive agreement between the United States and any foreign country from invalidating or preempting any state law creating a cause of action against an insurer or related company based upon a claim arising out of, or related to, a covered insurance policy by reason of either any specified executive foreign policy or specified executive agreement. Deems effective upon its enactment any state law enacted on or after March 1, 1998, which requires an insurer doing business in that state to disclose information regarding such covered policies. Prohibits any federal department or agency from expending funds for the purpose of issuing a statement of interest seeking to encourage a federal court to dismiss any claim or action brought to recover compensation arising out of or related to a covered policy. Prohibits a court from dismissing a claim or action brought under this Act within 10 years after its enactment on the ground that the claim or action is barred under any statute of limitations or the doctrine of laches.

Transition-to-Success Mentoring Act - Amends title I of the Elementary and Secondary Education Act of 1965 (ESEA) to reauthorize appropriations under part H (School Dropout Prevention). Establishes a transition-to-success mentoring program under part H of the ESEA requiring the Secretary of Education to award five-year grants to local educational agencies (LEAs) or partnerships between LEAs and community-based nonprofit organizations to establish, expand, or support school-based mentoring programs to assist at-risk students in transitioning from middle to high school. Requires grantees to assign to each at-risk student in his or her middle school a success coach who: (1) creates a plan of success for the student; (2) enters into an agreement with the student's parents regarding their role in implementing such plan; (3) meets with the student at least once a month to assess and assist the student's progress; (4) meets at least quarterly with the student and the student's parents, teachers, or counselors to evaluate the student's progress and revise or establish new goals for the next academic year; and (5) serves as the student's advocate between the student's parents and teachers. Authorizes the use of grant funds to train success coaches and cover the cost of any materials they use under the mentoring program.

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Department of Peace Act of 2011 - Establishes a Department of Peace, which shall be headed by a Secretary of Peace (Secretary). Sets forth the mission of the Department, including: (1) cultivation of peace as a national policy objective; and (2) development of policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful conflict resolution, and structured conflict mediation. Establishes in the Department: (1) the Office of Peace Education and Training, (2) the Office of Domestic Peace Activities, (3) the Office of International Peace Activities, (4) the Office of Technology for Peace, (5) the Office of Arms Control and Disarmament, (6) the Office of Peaceful Coexistence and Nonviolent Conflict Resolution, (7) the Office of Human Rights and Economic Rights, and (8) the Intergovernmental Advisory Council on Peace. Directs the Secretary of Defense (DOD) and the Secretary of State to consult with the Secretary concerning nonviolent means of conflict resolution when a conflict between the United States and any other government or entity is imminent or occurring. Transfers to the Department the functions, assets, and personnel of various federal agencies. Establishes the Federal Interagency Committee on Peace. Directs the Secretary to encourage citizens to celebrate the blessings of peace and endeavor to create peace on a Peace Day.

Mental Health in Schools Act of 2011 - Amends the Public Health Service Act to revise a community children and violence program to assist local communities and schools in applying a public health approach to mental health services, including by: (1) revising eligibility requirements for a grant, contract, or cooperative agreement; and (2) providing for comprehensive school mental health programs that are culturally and linguistically appropriate and age appropriate. Makes only a partnership between a local educational agency and at least one community program or agency that is involved in mental health eligible for such funding. Sets forth assurances required for eligibility, including that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each partner; (2) the program will include training of all school personnel, family members of children with mental health disorders, and concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Responsible End to the War in Afghanistan Act - States that it is the policy of the United States to ensure that funds made available for operations of the Armed Forces in Afghanistan are to be used only for providing for the safe and orderly withdrawal of all U.S. military personnel and Department of Defense (DOD) contractor personnel in Afghanistan. Allows such funds to be obligated and expended only for such purpose.

Honors the life of David Kato and victims of violence in Uganda because of their sexual orientation or gender identity. Urges the Ugandan government to thoroughly investigate Mr. Kato's death and to share its findings with the international community. Calls on the global community to continue advocating for the human rights of all individuals and condemns the atmosphere of anti-gay sentiment that supports and endorses violence against the lesbian, gay, bisexual, and transgender (LGBT) community.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and update not less than every five years a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations as needed to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute (NCI) regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NCI and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Constitutional Amendment - Grants all U.S. citizens who are 18 years of age or older the right to vote in any public election held in the jurisdiction in which the citizen resides. Prohibits the United States, any state, or any other public or private person or entity from denying or abridging the right to vote, but allows regulations narrowly tailored to produce efficient and honest elections. Requires each state to: (1) administer public elections in the state in accordance with election performance standards established by Congress, and (2) provide any eligible voter the opportunity to register and vote on the day of any public election.

African Investment and Diaspora Act - Directs the President to appoint a Special Representative for United States-Africa Trade, Development, and Diaspora Affairs within the Department of State. States that the Special Representative should be a person of distinction, culturally sensitive to the underserved African Diaspora in the United States, with substantial experience in matters of trade or economic development and in matters relating to African Diaspora relations with Africa. Directs the Secretary of State to establish, within the Department of State, the Office of United States-Africa Trade, Development, and Diaspora Affairs, with the Special Representative as its head. Directs the Special Representative to establish five regional United States-Africa Trade, Development, and Diaspora Affairs public outreach, education, and liaison centers. Requires the Special Representative and the Office to: (1) promote U.S.-African trade and investment relations and foster socioeconomic development and economic growth; (2) design and implement public outreach, education, and liaison programs and activities intended to foster U.S.-African economic, technical, social, and cultural ties; (3) facilitate and increase the number of international learning exchange, professional, training, and educational programs between Africa and the United States; (4) establish a publicly accessible database through which U.S. and African businesses, academics, and organizations can communicate and establish ties; and (5) consult with African governments, the African Union, African intergovernmental subregional organizations, public-private partnership entities, private businesses and foundations, nongovernmental organizations, and U.N. agencies with respect to matters of Africa-related trade, economic development, and African-African Diaspora relations.

Expanded & Improved Medicare for All Act - Establishes the Medicare for All Program to provide all individuals residing in the United States and U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, dietary and nutritional therapies, prescription drugs, emergency care, long-term care, mental health services, dental services, and vision care. Prohibits an institution from participating unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that deliver care in their own facilities to participate. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay institutional providers of care and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the Medicare for All Trust Fund to finance the Program with amounts deposited: (1) from existing sources of government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a modest and progressive excise tax on payroll and self-employment income; (4) instituting a modest tax on unearned income; and (5) by instituting a small tax on stock and bond transactions. Transfers and appropriates to carry out this Act amounts that would have been appropriated for federal public health care programs, including Medicare, Medicaid, and the Children's Health Insurance Program (CHIP, formerly known as SCHIP). Requires the Medicare for All Program to give first priority in retraining and job placement and employment transition benefits to individuals whose jobs are eliminated due to reduced administration. Requires creation of a confidential electronic patient record system. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for: (1) the eventual integration of the Indian Health Service into the Program; and (2) evaluation of the continued independence of Department of Veterans Affairs (VA) health programs.

States that the House of Representatives: (1) stands in solidarity with the people of Egypt in their democratic aspirations; (2) condemns the use of violence against unarmed protestors by the Egyptian security services and hired gangs of thugs, urges the release of any peaceful protestors who remain in custody, and calls for an end to the imposition of emergency or martial law; (3) deplores the targeted beatings and arrests of Egyptian and international journalists, as well as human rights and democracy advocates; (4) expresses its gratitude to the Egyptian army for its restraint and for remembering that its mission is to safeguard the Egyptian people; and (5) calls upon the government of Egypt and the political opposition to work together to transition Egypt to a credible democracy and a new era for the Egyptian people.
