Graduated Income Tax Rate Act - Amends the Internal Revenue Code to provide graduated income tax rates for corporations ranging from a 14 percent rate on the first $25,000 in income to a 48 percent rate on income in excess of $100,000,000.

Shortens the period after which notice has been sent to the last known address of an owner of unclaimed property which has come into the custody or control of one of the armed forces before such property may be disposed of. Stipulates that where the armed force concerned has been unable to ascertain the owner of such property worth more than $200, such property may be disposed of 30 days after it has been received at a storage point (previously property worth $25 or more could be disposed of after three months in storage).

Federal Statistical Activity Control Act - Directs the President to make a compilation of all Federal statistical activities and to submit such compilation to Congress. Specifies the type of data to be included in such compilation including the purpose, statutory authority, and cost of such activities. Terminates all Federal statistical authority at the end of the five year period beginning on the date such authority takes effect or the date the President's compilation is submitted to Congress, whichever is later, unless the statistical authority is otherwise provided for by law. Requires that each report accompanying any bill or resolution which provides for Federal information authority to contain specified information regarding the authority involved including its cost, the number of respondents involved, and the purpose for which the information is being collected. Requires the Bureau of the Census, upon request, to provide Congress with information regarding the evaluation of any existing or proposed Federal statistical authority or information which would be appropriate for the formation or evaluation of the estimates required to be included in committee reports pursuant to this Act.

Amends the Export Administration Act to prohibit United States persons from making investments in South Africa, other than those consisting soley of earnings derived from existing enterprises and made in such enterprises. Imposes fines of up to $1,000,000 for violations of this Act. Prohibits United States persons with major investments in South Africa from: (1) receiving licenses for exports to South Africa; (2) entering into Federal Government contracts; (3) receiving income tax credits for South African taxes; or (4) using Export-Import Bank services, if engaged in unfair employment practices or if not listed on the roster established by this Act. Establishes the mechanism for enforcement of such prohibitions. Establishes an Advisory Board to recommend policy with respect to the exercise of the authority granted under this Act. Requires persons having major investments, as defined in this Act, to notify the Administrator designated by the President to carry out the Act's provisions. Requires the Administrator to establish a roster of all persons complying with required employment practices. Prescribes procedures for findings of unfair employment practices and for enforcement of violations.

Directs the President to promulgate and publish regulations for merit selection of nominees for United States attorney. Stipulates that the President may waive such procedures and that no nomination may be invalidated for failure to comply with such procedures.

Directs the Secretary of the Interior to establish the Channel Islands and Santa Monica Mountains National Park and Seashore. Places various administrative responsibilities with the Secretary. Abolishes the Channel Islands National Monument. Directs the Secretary, in cooperation with the State of California, the Secretary of Transportation, and local agencies to plan a coordinated public and private transportation system to and within the Park. Directs the Secretary to make and submit a study as to the design, construction, and operation of a public scenic transportation system with the Park area and to implement the construction and operation of such system unless either House of Congress passes a resolution against such construction. Establishes the Channel Islands and Santa Monica Mountains National Park and Seashore Advisory Commission.

Amends Title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to increase from 22 to 26 the age until which child's insurance benefits may be paid on the basis of full-time student status, and the age before which a child must have become disabled to qualify for disability benefits.

Independent Local Newspaper Act - Amends the Internal Revenue Code to promote the survival of independent newspapers by providing for the establishment of tax exempt trusts for paying estate taxes on such papers, and by postponing the payment of estate taxes on such papers.

Tribally Controlled Community College Assistance Act - Title I: Tribally Controlled Community Colleges - Provides for educational grants by the Secretary of the Interior to tribally controlled Indian community colleges. Provides that schools eligible for such grants shall be: (1) formally controlled, sanctioned or chartered by an Indian tribe or tribes; (2) governed by a board of directors, a majority of whom are Indians; (3) directed by stated goals, philosophy, or plan of action aimed at meeting the needs of Indians; and (4) attended by students, a majority of whom must be Indians if the school has been in operation more than one year. Authorizes technical assistance to the schools. Authorizes the Secretary of the Interior to contract with the Assistant Secretary of Education of the Department of Health, Education and Welfare for feasibility studies of individual schools. Requires such studies to be conducted by the Secretary of the Interior upon tribal request. Provides for the administration, and funding of these grants, with certain rule-making authority being vested in the Secretary. Authorizes appropriations of stated amounts for three years. Directs the Secretary to make annual reports and recommendations to Congress on the program. Stipulates that assistance under this Act shall not, in itself, prevent any recipient college from receiving other educational assistance. Directs the Secretary to prepare a report, on existing and planned tribally controlled community college facilities, Bureau of Indian Affairs facilities which could reasonably be converted to such use. Excludes the Navajo Tribe from the provisions of this title, as well as any colleges which limit enrollment to specific tribes. Title II: Construction Grants - Directs the Secretary to submit to Congress by November, 1979, a survey and study on the academic facilities required by tribally controlled community colleges. Authorizes the Secretary to make planning and construction grants to the colleges upon proper applications and showings. Excludes the Navajo Tribe, as well as any colleges which limit enrollment to specific tribes, from the provisions of this title. Title III: Navajo Community College - Navajo Community College Assistance Act - Amends the Navajo Community College Act to authorize construction appropriations of $60,000,000 for the College over the three years following this enactment. Appropriates additional operating and maintenance appropriations for the College. Directs the Secretary of the Interior to establish procedures to control such appropriations and to segregate them from appropriations for Navajo programs historically expended by the Bureau of Indian Affairs.

Rural Housing Act - Amends the Housing Act of 1949 to state that foreclosure of any rural housing loan made, insured, or guaranteed under Title V of such Act shall be undertaken only as a last resort. Authorizes and directs the Secretary of Agriculture to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped facilities to include supervisory assistance personnel for congregate housing facilities. Makes it mandatory for the Secretary to provide rural rental assistance. Amends the Housing Act of 1949 to direct the Secretary to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1979.

Solar Photovoltaic Energy Research, Development, and Demonstration Act - Requires the Secretary of Energy to develop research, development, and demonstration programs concerning the use of solar photovoltaic energy systems. Authorizes the Secretary to provide up to 75 percent of the purchase and installation costs of selected systems used for research purposes. Requires the Secretary to formulate definitive performance criteria concerning solar photovoltaic systems and to develop a system certification for conforming systems. Directs the Secretary to consult with relevant Federal agencies concerning the use of solar photovoltaic systems in Federal facilities. Requires the Secretary to set up a development and demonstration program of prototype photovoltaic systems at the Solar Energy Research Institute in Golden, Colorado. Directs the Secretary to establish a solar energy data bank at the Golden facility. Requires relevant Federal officials to ensure that small business concerns are granted realistic and adequate opportunities to participate, to the maximum extent possible, in the programs under this Act.

Permits the Administration to make grants to non-profit organizations for the establishment of training seminars that teach small business concerns methods of design, installation, and maintenance of solar energy equipment and to provide manuals on such subjects.

Amends the Internal Revenue Code to provide identical income tax rates for single persons and married couples filing joint returns. Limits the earned income that must be reported by a married individual filing a separate return to the amount actually earned by that individual.

Voluntary Job Preservation and Community Stabilization Act - Directs the Secretary of Commerce to conduct a continuing investigation to identify those industrial, business, agricultural, and service organizations (1) which are in danger of ceasing operation or of outmigration and (2) whose closing or relocation would result in substantial unemployment and economic dislocation in the community. Provides, through the Secretary, loans for technical assistance and status and operating costs to an employee or employee/community corporation which meets certain requirements in order that it may assume ownership and operation of an organization so identified. Conditions loans, among other factors, upon certification that the corporation will allow new employees to participate and will adopt a method for acquisition of stock of persons no longer associated with the organization for the purpose of making it available to all employees on a nondiscriminatory basis. Authorizes loans of up to $15,000 to an employee who wishes to purchase stock in a purchasing corporation and who is unable to secure financing elsewhere.

Comprehensive Family Planning Services, Research in Human Reproduction, and Prevention of Unwanted Teenage Pregnancy Act - Amends the Public Health Service Act to authorize the Secretary of Health, Education, and Welfare to make grants to, and enter into contracts with, public or nonprofit entities to assist: (1) in the establishment, maintenance and expansion of voluntary family planning projects which offer a broad range of family planning methods (including natural family planning methods) to all persons who need and desire them; (2) in the provision through such projects of comprehensive services appropriate to the needs of teenagers who are at risk of unwanted pregnancy; and (3) in the establishment and operation of demonstration projects aimed toward the alleviation of problems of infertility through counseling, referral, and medical services to persons who need and desire them. Authorizes the Secretary to make grants to public or nonprofit private entities and enter into contracts with public or nonprofit private entities and individuals: (1) to establish and maintain a network of community-based informational and educational services designed to help adolescents more fully understand the risks and consequences of teenage pregnancy and childbearing; and (2) to assist in developing appropriate information and educational materials for dissemination to such community-based services. Requires the Secretary to annually report a plan for achieving the purposes set forth in this Act with particular emphasis on assistance to adolescents. Authorizes the appropriation of specified amounts for fiscal years 1979 through 1981 to carry out the programs specified in this Act.

Emergency Interim Consumer Product Safety Rule Act - Amends the Consumer Product Safety Act to provide an interim mandatory safety standard for flame resistance and corrosiveness for cellulose insulation. Requires the Consumer Product Safety Commission to enforce such safety rule until a final cellulose home insulation product safety rule is in effect. Establishes procedures for amendments to the interim rule as promulgated by the General Services Administration. Directs the Commission to study: (1) the need for safety standards for other forms of home insulation; (2) the methods of testing such insulation; and (3) the methods of enforcing home insulation standards.

Amends Title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to require the financing of disability insurance benefits from general revenues, rather than through the imposition of employment and self-employment taxes. Amends the Internal Revenue Code to reduce employment and self- employment tax rates below the level established by the Social Security Amendments of 1977 for purposes of the Old-Age and Survivors Insurance program and the Hospital Insurance program. Requires deductions from disability benefits based on family income on the same basis that such deductions are made from old-age and survivors benefits. Directs the Secretary of Health, Education, and Welfare to establish within the Social Security Administration an Office of Training to provide specialized training for State and Federal officials required to make determinations of disability. Requires that such officials be certified by the Secretary as having successfully completed such training before engaging in making disability determinations. Entitles an individual whose disability claim has been rejected or partially disallowed to a personal interview with the examiner making the determination. Directs the Secretary to publish in the Federal Register regulations defining physical and mental impairments which would qualify an individual for disability benefits.

Solar Global Marketing Survey Act - Directs the Secretary of Commerce, in consultation with the Secretary of Energy, to conduct a global market survey to determine which foreign countries might serve as markets for solar energy equipment manufactured in the United States. Requires such survey be computed by September 1, 1980. Limits the amount which may be authorized to carry out the provisions of this Act.

Bilingual Education Act Amendments - Revises the Bilingual Education Act to extend the general authorization for appropriations under such Act to 1981. Stipulates that grants for assistance to bilingual education programs will be available for fiscal years 1979, 1980, and 1981. Revises application requirements for such grants, including provisions regarding an evaluation plan and bilingual personnel recruitment. Provides special provisions for Puerto Rico regarding use and distribution of funds under such Act. Directs the Commissioner of Education to conduct a study of the need for compensatory English proficiency programs in Puerto Rico. Directs the Commissioner to make authorized payments directly to the applicants rather than to the Secretary of the Interior for specified programs of bilingual education for Indian children. Transfers specified evaluation responsibilities of the Secretary regarding such programs to the Commissioner of the Bureau of Indian Affairs. Revises specified bilingual education training provisions under such Act to place particular emphasis on degree programs in bilingual education. Extends indefinitely the Commissioner of Education's authority to award fellowships for bilingual teacher training. Directs the Commissioner to undertake an ongoing study of the impact of such fellowships on the field of bilingual education. Revises the definition of "eligible applicant" for purposes of such training grants. Requires an individual receiving such assistance to work in a bilingual education related activity for a period equivalent to the period such assistance was received. Establishes within the Office of Education in place of the existing Office of Bilingual Education a Bureau of Bilingual Education to be headed by a Deputy Commissioner of Bilingual Education. Revises the composition of the National Advisory Council on Bilingual Education, including a requirement that at least two parents of children whose language proficiency is other than English be included in such Council. Extends authorizations for research and demonstration projects under such Act to fiscal year 1981. Authorizes appropriations for fiscal years 1979-1983 for a grant program to local educational agencies and private nonprofit organizations eligible for Emergency School Aid assistance to meet the needs of minority children from an environment in which English is not the dominant language. Stipulates that such grants be designed to complement local programs carried out under the Emergency Aid Act. Provides for a program of grants for fiscal years 1982 and 1983 to States for bilingual education and for supplementary incentive grants to States providing State assistance to bilingual education programs. Provides guidelines for State applications for such bilingual education grants, including an annual State plan for distribution of such funds to local educational agencies giving priority to those programs that have been funded in previous years. Amends the Emergency School Aid Act to revise certain appropriation allocations and application requirements regarding: (1) educational television; (2) special projects; and (3) evaluations of specific projects assisted under such Act.

Foreign Mission Solar Energy Demonstration Act - Requires the Secretary of State to demonstrate solar energy and other renewable energy technologies by using such energy sources in Foreign Service buildings located abroad. Directs the Secretary to consult with the Secretary of Energy concerning the most viable techniques adaptable to the local resources and environmental conditions of the host country. Requires the Secretary of State to insure that projects under this Act are demonstrated to, and are available for inspection by, officials and other citizens of the host country. Directs the Secretary to give priority to projects in less developed countries.

Declares it the sense of Congress that the United States should encourage the United Nations to hold a World Alternate Energy Conference to consider alternate ways to meet the world's energy needs and to establish an International Alternate Energy Commission to encourage worldwide use of alternate energy sources.

Rural Community Development Act - Authorizes the Secretary of Agriculture to make grants to nonmetropolitan units of local government to help finance specified community development programs including: (1) the acquisition of real property which is blighted, deteriorating, undeveloped or inappropriately developed from the standpoint of sound community development or which is to be used for public works or other public purposes; (2) the acquisition, construction, reconstruction, or installation of public works or other improvements including neighborhood facilities, historic properties, and recreation facilities; and (3) special projects to remove material or architectural barriers which restrict the mobility of elderly and handicapped persons. Sets forth application and review requirements. Lists factors, including population growth or decline rates and unemployment rates, which the Secretary shall consider in allocating funds to States and units of general local government. Authorizes the Secretary to guarantee local government notes or other obligations where such entity is carrying out comprehensive community development programs, and public agency obligations for purposes of financing the acquisition of real property. Permits the Secretary to issue obligations to the Secretary of the Treasury in an amount outstanding at any one time sufficient to enable the Secretary of Agriculture to carry out his obligation under guarantees authorized by this Act. States that obligations guaranteed by this Act shall be subject to Federal taxation. Prohibits discrimination in the administration of this Act. Provides a procedure to be followed where the Secretary finds that a recipient of assistance under this Act has failed to substantially comply with any provision of this Act. Permits interstate agreements with respect to community development planning and programs. Directs the Secretaries of Agriculture and Housing and Urban Development to conduct a study of the feasibility and desirability of meeting the community development needs of units of general local government which are located within a metropolitan area having a population of 20,000 or less and are rural in character under the provisions of this Act rather than under the Housing and Community Development Act of 1974. Amends the Housing and Community Development Act of 1974 to prohibit the making of any grant to a unit of local government which is located outside of a metropolitan area and has a population of 20,000 or less.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Small Town Safe Drinking Water Assistance Act - Amends the Public Health Service Act to authorize the Administrator of the Environmental Protection Agency to make grants to small public water systems for the purpose of enabling such systems to meet national primary drinking water regulations.

United States Academy of Peace and Conflict Resolution Commission Act - Establishes a Commission on Proposals for a United States Academy for Peace and Conflict Resolution to study the establishment of such academy and alternative proposals which would assist the Federal Government in promoting peace. Directs the Commission to review the theory and techniques of conflict resolution and the institutions for conflict resolution. Directs the Commission to report its findings to the President and the Congress within one year from the availability of appropriations. Authorizes the appropriation of $500,000 to carry out this Act.

Amends rule XI of the Rules of the House of Representatives to require that all committee reports accompanying public bills or joint resolutions which authorize or appropriate specific sums for any fiscal year contain a computation of the annual tax impact of such legislation on the individual taxpayer.

Elephant Protection Act - Prohibits the import, export, possession, transport, or sale of any elephant product. Directs the Secretary of the Interior to administer this Act. Authorizes the Secretary to issue permits for acts herein prohibited for scientific purposes. Establishes civil and criminal penalties for violation of this Act. Establishes rewards for persons providing information regarding violations of this Act. Requires the Secretaries of the Interior, Treasury, and the department in which the Coast Guard is operating to enforce this Act, and to promulgate regulations for such enforcement. Permits citizens suits to enforce this Act.

Directs that orders of a State court or a court of the District of Columbia relative to the custody of children of divorced or separated parents be given full faith and credit by every other State and the District of Columbia until such issuing court no longer has under the law of the State in which it is located, or declines to exercise, jurisdiction over modifications of such orders. Permits a court to refuse to recognize a custody order obtained by a parent or other person who removed the child from a State in order to conceal the child from the other parent or from a person acting as a parent.

Directs the Administrator of Veterans' Affairs in regard to the eligibility for educational benefits of a veteran or other person enrolled in a farm cooperative program, to prescribe for the agricultural employment requirement standards of relevance to the courses taken which allow such veteran or person to work: (1) in establishments engaged in the processing, distribution, or sale of agricultural products; (2) less than full-time; and (3) regardless of whether such employment is expected to be the principal source of income of the veteran or person so employed.

Amends Title XX (Grants to States for Services) of the Social Security Act to increase the ceiling imposed upon payments for services under such Title for the fiscal years 1979, 1980, 1981 and maintains the 1981 level for succeeding years.
