Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

Small Business Government Contracting Reform Act - Simplifies Government contracting procedures with respect to small businesses. Establishes Government contract arbitration panels within the Small Business Administration to facilitate the resolution of disputes between any small business concern and any Federal agency having procurement authority. Directs Federal agencies to take the apparent low responsive bidder's small business concern subcontracting plan into account in determining the responsibility of such bidder for the award of such contract. Assigns an employee of the Small Business Administration to each Federal agency to monitor compliance with specified small business programs. Establishes the Small Business Procurement Advisory Committee.

Amends Title XVIII (Medicare) of the Social Security Act to include within the services to be provided under such Act medically required outpatient rehabilitation services. Defines the terms "outpatient rehabilitation facility," and "outpatient rehabilitation services" for purposes of this Act.

Drought Relief and Water Conservation Act - Authorizes the Secretary of the Interior to establish a loan program to provide financial assistance to drought-impacted water districts and to provide Federal assistance to water districts for acquisition and installation of residential and agricultural water conservation devices and equipment.

Retirement Savings Equal Treatment Act - Amends the Internal Revenue Code to allow certain individuals whose employers make contributions to pension plans a deduction for their contributions to employer pension funds, and to allow a deduction to certain individuals who establish modified individual retirement plans when the employer-employee pension contributions are small.

Child Health Assurance Act - Amends Title XIX (Medicaid) of the Social Security Act to require early, periodic screening of physical and mental defects in children under the age of 21 who are members of families eligible for Aid to Families with Dependent Children. Establishes a Child Health Assurance Program under Medicaid. Requires State Medicaid plans to include child health assessments and primary care to specified individuals under the age of 21. Directs that child health care assessments be provided only by a health care provider who enters into an agreement with the State agency responsible for the administration of the Medicaid plan to: (1) provide to specified individuals periodic health assessments; (2) provide a minimum range of diagnostic and treatment services; (3) arrange for referrals where necessary; (4) be readily accessible on an ongoing basis; (5) provide for timely followup services; (6) make required reports to the State or Secretary of Health, Education, and Welfare. Allows an individual who has received a health assessment to remain eligible for all care and services provided under the State plan for six months after such individual's family has become ineligible for Medicaid or Aid to Families with Dependent Children. Sets forth requirements which a State Medicaid program must meet in administering a Child Health Assurance Program. Provides for reimbursement for payments made by the States in providing services under the program. Allows the Secretary to reduce, by 20 percent, a State's Medicaid funds if the State does not comply with the standards promulgated for the Child Health Assurance Program. Allows the Secretary to make additional payments to States that have met specified criteria for good performance of the State's Child Health Assurance Program. Repeals the previous provision of the Social Security Act relating to appropriations for Child Health Care Assurance programs.

National Oil Recycling Act - Amends the Energy Policy and Conservation Act to direct the Administrator of General Services and the Secretary of Defense to prohibit the disposal of used oil produced by Federal Government activities and to encourage the recycling of used oil. Directs the Administrator of the Environmental Protection Agency to carry out a program of public education on the recycling of used lubricating oil. Authorizes the Administrator to make grants to States which submit acceptable waste oil management plans in accordance with prescribed criteria. Imposes monetary limitations on the amount of such grants. Stipulates that this Act shall not preempt stricter State controls over recycled oil. Requires that automobile oil packaged for sale to consumers be sold in resalable containers with a mandatory 30-cent refund value for each container. Prohibits restrictive covenants designed to discourage the recycling of used oil. Imposes a fine of $50,000 and/or imprisonment of up to one year for violations of such prohibition. Directs the Administrator of Energy Research and Development to establish a program of research to improve the performance and marketability of recycled oil. Requires the development of performance standards and testing standards designed to compare the performance of recycled oil with new oil. Directs the Administrator of the Environmental Protection Agency to submit annual reports to Congress containing information on the implementation of the provisions of this Act. Authorizes the mandatory licensing of patent rights where necessary to accomplish this Act's purposes. Imposes criminal penalties for violation of the provisions of this Act. Authorizes appropriations through fiscal year 1980 to carry out the various programs authorized by this Act.

Amends the Immigration and Nationality Act to define the term "public charge" as an alien who receives financial support or medical treatment from any Federal, State, or local program designed to support needy individuals. Prohibits the admission of any immigrant unless a United States citizen has agreed in writing to sponsor such immigrant and to reimburse the Federal, State, or local government for financial support or medical treatment provided to the immigrant during the five year period after entering the United States.

Social Security Benefit Decoupling Act - Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to revise the computation of OASDI benefits on the basis of the individual's ten or fewer years of highest earnings. Directs the Secretary of Health, Education, and Welfare to recompute, in accordance with the method set forth in this Act, the primary insurance amount of an individual who has wages or self-employment income for a year after 1978 for any part of which he is entitled to OASDI benefits. States that the primary insurance amount to be used after such recomputation shall be the larger of the two amounts.

Requires the Bureau of Labor Statistics, in compiling unemployment statistics, to classify as unemployed: (1) any farmer who reports a farm net loss on his or her income tax return; and (2) any dependent of such farmer whose sole occupation consists of working 15 or more hours per week on the farm. Requires the Secretary of the Treasury to report the number of such farmers and dependents to the Bureau of Labor Statistics. Requires any Federal programs in which funds are allocated, in whole or in part, on the basis of unemployment statistics, to base such allocations, after September 30, 1978, on unemployment statistics compiled pursuant to this Act.

Older Americans Long-Term Care Act - Title I: Long-Term Care for the Elderly and the Disabled - Establishes a program of long-term comprehensive services for the elderly financed by the Federal Government and the States. Establishes within the Department of the Treasury a Federal Long-Term Care Trust Fund for such program. Requires a State to establish a State Long-Term Care Agency in order to receive funds under this Act. Requires such State agency to create within the State a system of Community Long-Term Care Centers. Title II: Miscellaneous Provisions - Sets forth the relationship between the program established by this Act and certain programs under the Social Security Act.

Amends the Federal Meat Inspection Act to require that any imported meat or meat food product made in part whole or in part of imported meat, or its package, be labeled "imported", "imported in part", or show the country of origin. Requires that anyone other than the ultimate consumer who cuts such meat or meat food product into pieces or breaks a package containing such products affix an "import" or country of origin label to each piece of meat or to each package. Requires certain restaurants serving imported meat to inform customers of this fact.

Anti- Foreign Compulsion Act - Prohibits as a defense in any proceeding against any person for violation of any law of the United States a claim that such person was under compulsion by a foreign state to act, or fail to act, in violation of such law.

Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to prohibit the sale, offering for sale, or distribution of certain detergents containing excessive amounts of phosphorus for use within the Great Lakes Region. Defines the Great Lakes Region to include the States of New York, Pennsylvania, Ohio, Indiana, Michigan, Illinois, Wisconsin, and Minnesota. Stipulates that the maximum allowable amounts of phosphorus in such detergents shall not exceed (1) 0.5 percent in the case of machine laundry detergents and household cleaning agents; (2) 11 percent in the case of machine dishwashing detergents; and (3) 20 percent in the case of chemical water conditioners for machine laundry use. Authorizes the Administrator to exempt certain cleaning or water conditioning agents where compliance is deemed unreasonable, impractical, or not feasible. Imposes civil penalties of up to $10,000 for each violation of the prohibitions contained in this Act. Stipulates that illegal agents or conditioners shall be liable to be proceeded against and condemned in United States district courts. Establishes procedures for condemnation and disposal of such illegal products. Authorizes the Administrator to make inspections within reasonable limits in order to enforce the provisions of this Act. Directs the Administrator to study the feasibility of applying such regulations on a nationwide basis.

Authorizes the Secretary of Agriculture, through the Packers and Stockyards Administration, to monitor sales and transfers of meat and meat food products of forty thousand pounds or more and to require persons involved in such sales and transfers to report information concerning prices and quantities. Imposes a $10,000 to $100,000 fine on any person who knowingly makes inaccurate or incomplete reports on such matters.

Solar Energy Bank Act - Creates a Government corporation to be known as the Solar Energy Development Bank to make long-term, low-interest loans to encourage the use of solar energy in commercial and residential dwellings. Establishes procedures governing the processing and approval of loan applications by the Bank. Prohibits conflicts of interest, on the part of officers or employees of the Bank. Prohibits the Bank or its employees from utilizing the Solar Bank to finance political activities. Imposes criminal penalties for the furnishing of false or misleading information by applicants for loans under this Act. Declares that the Solar Bank and its assets shall be exempt by Federal, State, and local taxation. Establishes a Solar Energy Fund in the Treasury of the United States to pay the expenses of the Bank. Authorizes the appropriation of $5,000,000,000 to the Fund.

Amends Title XVIII (Medicare) of the Social Security Act to include within the medical and other health services covered by such Title the transportation of patients confined to a stretcher or wheelchair in a vehicle which is not equipped as an ambulance but which is adequately equipped to transport such patients.

Natural Diversity Preservation Act - Title I: Statement of Findings and Purposes - States that the purpose of this Act is to establish a nationwide policy of preserving representative examples of the full range of the elements of natural, biological, and geological diversity found in the United States. Title II: Responsibility and Function - Establishes in the Department of the Interior the Office of Nationwide Ecological Reserves which shall have as its function, among other things, the development and administration of a identifying those examples of elements of natural diversity deemed relevant for potential inclusion on the Nationwide Registry of Ecological Reserves. Establishes the Nationwide Ecological Reserves Board. Title III: Inventory and Registry - Requires the development of a Nationwide Registry of Ecological Reserves which shall classify resources according to their relative significance: National, State or local. Sets forth standards of protection for National Classification Registry entries. Title IV: Funding Authorization - Establishes the Natural Diversity Preservation Fund in the Department of the Treasury. Defines the terms which must be followed by the Secretary of the Interior in providing financial assistance for Federal agencies, State and local governments, and the private sector.

National Historic Preservation Act - Title I: Assistance for the Preservation of Historic Structures under Certain Housing Laws - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure financial institutions against losses resulting from loans for the purpose of preserving historic structures regardless of whether they are residential. Redefines the term "historic structures" to include buildings which are listed in a State inventory of historic places or so designated under a statute of a State or unit of local government. Increases the limit on the size of a loan financing a historic structure preservation which may be insured under this Act. Amends the Housing Act of 1964 to authorize the Secretary to make loans to finance the rehabilitation of historic structures. Redefines the term "historic structures" to include buildings which are listed in a State inventory of historic places or so designated under a statute of a State or unit of local government. Permits increases, up to 20 percent in the amount of a loan allowed under this Act, if such increase in necessary for architectural rehabilitation of historic structures. Title II: Authorization of Matching Assistance for the Preservation of Historic Structures under Certain Housing Laws and the Act of October 15, 1966 - Permits the making of matching grants to States for historic preservation projects regardless of whether such projects receive federally-insured or guaranteed loans or direct loans. Title III: Short Title - States that this Act may be cited as the National Historic Preservation Act.

Amends the Immigration and Nationality Act to prohibit the admission into the United States of an alien who is likely to become a public charge unless a United States citizen posts a $5,000 bond on behalf of such alien. Terminates the liability of the sponsor upon the death of the alien, or three years after such bond is given.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require that comprehensive State law enforcement plans submitted thereunder include, where appropriate, police escort programs for elderly residents of high crime areas. Directs the Law Enforcement Assistance Administration to conduct a study to determine the effect of denying release to persons convicted of violent crimes against the elderly and of prosecuting juveniles committing crimes against the elderly as adult.

Establishes within the House of Representatives the Commission on South Korean Influence to conduct an investigation into alleged South Korean influence-buying in Congress. Vests exclusive jurisdiction to investigate such alleged South Korean influence buying in the Commission. Directs the House Committee on standards of Official Conduct to cease its investigation into such matter.

Veterans Health Care Amendments Act - Requires the Administrator of Veterans' Affairs to furnish initial readjustment professional counseling (including a general mental and psychological assessment) for any veteran with readjustment problems who requests such aid within four years after his discharge or release from service, or within two years after enactment of this Act, whichever is later. Requires further mental health services on an outpatient basis if a physician employed by the Veterans' Administration determines on the basis of initial counseling that such services are necessary for the veteran's successful readjustment. Directs the Chief Medical Director to provide for the training of professional, paraprofessional, and lay personnel necessary to carry out such programs. Directs the Administrator to ensure that all potentially eligible veterans are advised of such potential eligibility. Authorizes the Administrator to provide a preventive health care program to ensure the best possible health care for veterans with service-connected disabilities. Directs the Administrator to provide for a health maintenance pilot program to demonstrate the medical advantages and cost-effectiveness of furnishing comprehensive preventive health care services to veterans with varied types and degrees of service-connected disabilities. Requires a comprehensive annual report to Congress on such programs. Requires the Administrator to carry out programs providing inpatient and outpatient treatment and rehabilitation services on a nationwide basis to eligible veterans suffering from alcohol or drug dependence or abuse disabilities. Directs the Administrator to assist the Secretary of Labor in providing veterans receiving such treatment with appropriate job and training opportunities. Requires the Administrator, when an applicant for such treatment has received a less than honorable discharge from the armed services, to advise such applicant of his right to apply for review and correction of such discharge. Requires the provision of such services to eligible veterans who are charged with or convicted of any criminal offense and who are not confined and not required to participate in such a treatment program; and permits provision of such services, under specified conditions, to eligible veterans similarly charged or convicted, if a court does require participation in such a program. Allows a member of the active armed services with alcohol or drug problems to transfer to any Veterans' Administration facility for treatment within the last 30 days of such member's tour of duty. Directs the Secretary of Health, Education and Welfare and the Administrator to coordinate the Professional Standards Review program carried out under part B of title XI (General Provision) of the Social Security Act and the comparable programs carried out by the Department of Medicine and Surgery to assess the quality of patient care in Veterans' Administration health care facilities. Requires the Chief Medical Director, through the Administrator, to report to Congress on the effectiveness of such coordination. Requires the Chief Medical Director to report to Congress, not later than three months after the end of each fiscal year, on all activities in which he or a designee, as a representative of the Veterans' Administration, has participated in an advisory or coordinating capacity with respect to programs carried out by the executive branch.

Amends Title XIX (Medicare) of the Social Security Act to require State plans for medical assistance to include comprehensive routine maternity services provided by nurse-midwives. Requires States to establish a single prospectively determined rate for all care and services provided in the course of a normal pregnancy and to reimburse health facilities for such care and services in an amount equal to the proportion of all such services provided multiplied by the established rate.

Authorizes the Secretary of Health, Education, and Welfare to pay for medical services and treatment for any physical illness suffered by a United States citizen or permanent resident, which is directly attributable to the atomic bomb explosions on Japan in August 1945. States that this Act applies only to medical services provided in the United States on or after the date of the enactment of this Act.

Amends Title XIX (Medicaid) of the Social Security Act to require payment to States of 90 percent of the total amount expended under State plans for early and periodic screening and diagnosis, (EPSDT) and 100 percent of the total amount for treatment of defects and conditions discovered through such screening and diagnosis. Institutes a program for distribution of coupons to individuals entitled to medical assistance EPSOT which identify services to which an eligible individual is entitled. Requires an annual compilation of providers and institutions which will provide services under EPSDT and further requires such institutions to provide to the maximum extent feasible all authorized services to individuals so entitled.

Expresses the sense of the House of Representatives that the Federal Communications Commission should maximize local primary radio broadcast service in any proceeding respecting the provision of class I-A and I-B radio service. Prohibits the operation of a standard broadcast station with power in excess of 50,000 watts.

Social Security Rights Act - Requires that procedures be established for the expedited replacement of undelivered benefit checks under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act. Requires that decisions (and reconsiderations) on initial benefit claims be made within 90 days. Requires that payment of benefits on approved claims begin no later than the day regularly fixed for delivery of benefit checks in the second month following the month in which the claim was approved.

Exempts courses which lead to a standard college degree from the "85-15" rule whereby the Administrator of Veterans' Affairs is required to disapprove enrollment of any eligible veteran, not already enrolled, in any course offered by an educational institution where more than 85 percent of the students enrolled have their fees paid by either the Veterans' Administration or the institution itself. Limits application of the "85-15" rule to proprietary (that is, private) profit or proprietary nonprofit educational institutions. Grants the Administrator discretion to permit a veteran or an eligible person to continue a course of training, without mitigating circumstances, for a reasonable length of time beyond the approved length for the course before progress will be considered unsatisfactory. Consolidates existing provisions of title 38, United States Code, relating to the certification of courses required before educational assistance allowances will be paid to otherwise eligible veterans or eligible persons. Exempts from the required two-year minimum of operation prior to approval: (1) any course which is available only to active duty military personnel, civilian employees of the military departments, and dependents of such personnel and employees; (2) any course meeting general criteria of past compliance with regulations, specified academic standards, a 50-percent placement rate (if vocational), and recommendation by the appropriate State approving agency, if the Administrator determines such course should be approved; and (3) any course offered by a branch or extension of an approved institution if the course is identical to a course offered at the main campus of the institution. Prohibits, as of December 1, 1976, the execution of a power of attorney, by an educational assistance allowance payee, giving an attorney-in-fact authority to negotiate a benefit check.

National Home Health Care Act - Broadens the coverage of home health services under Title XVIII (Medicare) of the Social Security Act and removes the 100-visit limitation presently applicable to the home health service program. Extends the coverage of posthospital home health services to include payment for items and services which the individual could otherwise obtain in a skilled nursing facility. Amends Title XIX (Medicaid) of the Social Security Act to require the inclusion of home health services in a State's Medicaid program and permit the payment of rent under such program for elderly and handicapped persons who would otherwise require nursing home care. Provides expanded Federal funding for congregate housing for the displaced and the elderly by increasing the amount available for such housing under the low-income housing program. Establishes, in the Department of Health, Education, and Welfare, a Home Health Patient Ombudsman, who shall be appointed and provided with adequate staff and facilities by the Secretary. Makes it the duty and responsibility of the ombudsman to monitor specified programs under the Social Security and the various medical assistance programs under the State plans approved pursuant to such Act, and to maintain such oversight of those programs and their operation and administration as may be necessary to: (1) assure that home health patients under such programs are receiving the care to which they are entitled: (2) provide safeguards against over-charging for home health services; (3) identify abuses against home health patients; (4) receive, handle, and expedite complaints by home health patients; (5) recommend to the Secretary any changes in the regulations affecting home health services which may appear necessary or desirable; and (6) take appropriate action (including the transmission of findings to the Attorney General) with respect to abuses and violations of law affecting the provision or receipt of home health services under such programs. Requires the Secretary of Health, Education, and Welfare to conduct a study and report to the Congress on the feasibility of extending to the Medicare program the prospective cost-related method of computing payments to nursing homes and home health agencies which is currently provided under the Medicaid program.

Occupational Alcoholism Prevention and Treatment Act - Authorizes the Secretary of Health, Education, and Welfare, acting through the National Institute on Alcohol Abuse and Alcoholism, to make grants to employers, labor organizations, consortiums of employees or labor organizations, and to public or private nonprofit agencies and organizations to pay no more than 50 percent of the cost of establishing, and operating occupational alcoholism programs. Authorizes the appropriation of a specified percentage of Federal taxes collected on alcohol to finance such assistance. Allots such fund among the States. Requires any individual or organization desiring to receive funds to submit an annual application for approval by the Secretary. Makes applicants approved by the Secretary eligible to receive grants from the State allotment.

Provides that recipients of veterans' pension and compensation will not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits. Applies these amendments to annual income determinations made for calendar years after 1972. (Amends 38 U.S.C. 415(g), adds 38 U.S.C. 503(d))
