Declares that the following presidential actions shall constitute impeachable "high crimes and misdemeanors," which will cause the House of Representatives to vote articles of impeachment to send to the Senate for trial: initiating war without express congressional authorization; killing American citizens in the United States or abroad who are not engaged in active hostilities against the United States without due process (unless the citizen was under indictment for a felony and the killing was necessary to prevent imminent serious physical danger to third parties); failing to superintend subordinates guilty of chronic constitutional abuses; expending money in violation of conditions imposed for the expenditure of appropriated funds; intentionally lying to Congress to obtain an authorization for war; failing to take care that the laws be faithfully executed through signing statements or systematic policies of non-enforcement; substituting executive agreements for treaties; intentionally lying under oath to a federal judge or grand jury; misusing federal agencies to advance a partisan political agenda; and refusing to comply with a congressional subpoena for documents or testimony issued for a legitimate legislative purpose. Makes this Act effective January 20, 2017.

Amends the Internal Revenue Code to allow individual taxpayers a tax deduction for the qualified expenses, up to $10,000 in a taxable year, of attending a private school. Includes within the definition of "qualified expenses" expenses for tuition, fees, books, supplies, and other equipment in connection with the enrollment or attendance of an individual at an elementary or secondary school at a private institutional day or residential school, including a parochial school, or a home school, that provides elementary or secondary education. Disallows any amount claimed as home school tuition.

Safer American Streets Act - Directs the Secretary of Transportation (DOT), for FY2015 and subsequent fiscal years, to withhold 10% of a state's apportionment of specified federal-aid highway program funds for any state or municipal government that employs an automated traffic enforcement system on a federal-aid highway. Prohibits: the Mayor of the District of Columbia from using an automated traffic enforcement system to detect a moving infraction, and the use of any information obtained through such a system as proof of an infraction in an administrative adjudication. Repeals title IX of the Fiscal Year 1997 Budget Support Temporary Amendment Act of 1996 (relating to automated traffic enforcement in the District of Columbia).

Amends the Fair Credit Reporting Act (FCRA) to require any person (any individual, partnership, corporation, trust, estate, cooperative, association, government or governmental agency, or other entity) who develops a tool or system for deriving a credit score to make such tool or system available to the public, including on such person's website. Removes provisions that prohibit FCRA from being construed to require: (1) a consumer reporting agency to disclose to a consumer any information concerning credit scores or any other risk scores or predictors relating to the consumer, or (2) a consumer reporting agency that distributes credit scores developed by another person or entity to provide a further explanation of such scores or to process a dispute regarding the accuracy of a consumer's file. Requires a person or entity who furnishes information to a consumer reporting agency with respect to a debt of a consumer to notify the consumer reporting agency of any settlement agreement that the person or entity has entered into with the consumer regarding such debt within 30 days of any such agreement.

Authorization for Use of Military Force Against the Organization Called the Islamic State - Authorizes the President to use appropriate force against the threat posed by the organization called the Islamic State (IS), formally known as the Islamic State of Iraq and the Levant (ISIL), as well as any successor organization. States that this resolution is intended to constitute specific statutory authorization pursuant to section 5(b) of the War Powers Resolution. Directs the President to report to Congress setting forth: (1) U.S. strategy to defeat IS or any successor organization; and (2) every 90 days thereafter, a description and assessment of such strategy's implementation.

Veterans Small Business Enhancement Act of 2014 - Amends the Small Business Act to require the interagency task force that is responsible for coordinating federal efforts to improve the business development and federal contracting opportunities available to small business concerns owned and controlled by veterans to coordinate administrative and regulatory activities and develop proposals to provide access to, and manage the distribution of, excess or surplus U.S. property to small business concerns owned and controlled by veterans, pursuant to a memorandum of understanding with the appropriate state agency.

Civil Asset Forfeiture Reform Act of 2014 - Amends the federal criminal code to require the government to include in any notice required to be sent in a nonjudicial civil forfeiture proceeding under a civil forfeiture statute that the person receiving the notice may be able to obtain free or reduced rate legal representation. Requires the government, in a suit or action brought under any civil forfeiture statute for the civil forfeiture of property, to prove that the property is subject to forfeiture by clear and convincing evidence (currently, by a preponderance of the evidence). Provides that where a prima facie case is made for an innocent owner defense, the government has the burden of proving that the claimant knew or reasonably should have known that the property was involved in the illegal conduct giving rise to the forfeiture (currently, the claimant has the burden of proving that the claimant is an innocent owner). Places the burden on the government to show that the property owner should have had knowledge of the criminal activity by demonstrating that the property owner did not: (1) give timely notice to law enforcement of information that led the person to know the conduct giving rise to a forfeiture occurred; and (2) in a timely fashion, revoke or attempt to revoke permission for those engaging in such conduct to use the property or take reasonable actions in consultation with law enforcement to discourage or prevent the illegal use of the property. Directs the court, in determining whether the forfeiture was constitutionally excessive, to consider such factors as the seriousness of the offense, the extent of the nexus of the property to the offense, the range of sentences available for the offense giving rise to forfeiture, the fair market value of the property, and the hardship to the property owner and dependents (currently, the court is required to compare the forfeiture to the gravity of the offense giving rise to the forfeiture). Requires the Attorney General to: (1) specify, in the annual report on the Department of Justice Assets Forfeiture Fund, deposits from each type of forfeiture, identifying which funds were obtained from criminal forfeitures and which were obtained from civil forfeitures; and (2) assure that any equitable sharing between the Department of Justice (DOJ) and a local or state law enforcement agency was not initiated for the purpose of circumventing any state law that prohibits civil forfeiture or limits use or disposition of property obtained via civil forfeiture by state or local agencies.

Restore Unalienable Rights Act of 2014 - Amends the National Defense Authorization Act for Fiscal Year 2012 (with respect to the authority of the President to use all necessary and appropriate force pursuant to the Authorization for Use of Military Force under P.L. 107-40) to prohibit U.S. Armed Forces from detaining, pending disposition under the law of war, a U.S. citizen or lawful resident alien of the United States who was captured, detained, or arrested in the United States. Amends the federal criminal code to prohibit an authorization to use military force, a declaration of war, or any similar authority from authorizing the detention without charge or trial of a citizen or lawful permanent resident of the United States apprehended in the United States.

Veterans' Assistance to Lower Unemployment and Enhance VA Services Act or the VALUES Act - Entitles disabled veterans and the mothers or spouses of certain deceased or disabled veterans to receive an additional 15 points on their examination for entrance into the competitive service at the Department of Veterans Affairs (VA). Illegal Entry Accountability Act of 2014 - Directs the Secretary of State to suspend all U.S. foreign assistance to Mexico, Honduras, Guatemala, and El Salvador, except for assistance under the international narcotic control law enforcement program. Allows reinstatement of assistance only if Congress determines that Mexico, Honduras, Guatemala, and El Salvador have taken sufficient action to mitigate unlawful U.S.-Mexico border crossings by their respective citizens.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Repairing Our Aging Roads Act - Authorizes the Secretary of Transportation (DOT) to issue Transportation Bonds in the aggregate of up to $2 billion to each state for transportation infrastructure projects. Establishes in the Treasury 50 separate State Transportation Trust Funds consisting of amounts derived from the sale and issuance of Transportation Bonds to construct or improve state transportation infrastructure. Requires an offsetting reduction, equal to the dollar amount of bonds issued, in any discretionary account in any appropriation Act.

Regulatory Agency Demilitarization Act - Prohibits a federal agency from purchasing or using a firearm. Excludes the Departments of Defense (DOD), Justice (DOJ), and Homeland Security (DHS), the military departments, the Nuclear Regulatory Commission (NRC), the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency (CIA). Directs the Comptroller General to submit a report to Congress annually that includes: information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers; a description of each such unit; a description of the training and weapons of each such unit; the criteria for activating each such unit and how often each such unit was activated for each of the previous ten years; the annual cost of equipping and operating each such unit; and any other information that is relevant to understanding the usefulness and justification for the units. Amends the Inspector General Act of 1978 to repeal provisions authorizing law enforcement powers for an Inspector General, any Assistant Inspector General for Investigations under an Inspector General, and any special agent supervised by such an Assistant Inspector General.

Every Child is a Blessing Act of 2014 - Prohibits recovery of damages in certain civil actions based on a claim that, but for the conduct of the defendant, a child, once conceived, would not or should not have been born. Makes such prohibition applicable to claims based on a child's disability, defect, abnormality, race, sex, or other inborn characteristic. Bars such prohibition from being construed to: (1) provide a defense against charges of intentional misrepresentation in state proceedings regulating the professional practices of health care providers and practitioners; (2) provide a defense in any criminal action, including cases of rape or incest; or (3) limit damages in cases where the conduct of the defendant caused personal injury or death to the child or gestational mother.
