Access to Cancer Clinical Trials Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to provide coverage for qualified individuals participating in approved cancer clinical trials if a group health plan or an issuer offering health insurance coverage in connection with a group health plan or in the individual market otherwise provides coverage to such an individual. Directs the Secretaries of Health and Human Services (HHS), of Labor, and of the Treasury to: (1) analyze cancer clinical research and its cost implications for managed care; and (2) report to Congress an assessment of any incremental cost to group health plans resulting from this Act and any recommendations regarding action on other diseases. Requires the Secretaries of Labor, of the Treasury, and of HHS to ensure coordinated administration of this Act.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Sudan Peace Act - Declares that Congress: (1) condemns violations of human rights on all sides of the conflict in Sudan (including the Government of Sudan), the ongoing slave trade there, the Government's use and organization of "murahalliin" (or "mujahadeen"), Popular Defense Forces (PDF), and regular Sudanese Army units into raiding and slaving parties in Bahr al Ghazal, the Nuba Mountains, Upper Nile, and Blue Nile regions, and its aerial bombardment of civilian targets; and (2) recognizes that the use of raiding and slaving parties is a tool for creating food shortages as a systematic means to destroy the societies, culture, and economies of the Dinka, Nuer, and Nuba peoples in a policy of low-intensity ethnic cleansing. Authorizes the Secretary of State to utilize Department of State personnel for the support of ongoing negotiations, and eventual implementation of a peace settlement, between the Government of Sudan and opposition forces. Expresses the sense of Congress that the United Nations (UN) should be used as a tool to facilitate peace and recovery in Sudan. Directs the President to develop a contingency plan to provide, outside UN auspices, the greatest amount of U.S. Government and privately donated relief to all affected areas in Sudan, including the Nuba Mountains, Upper Nile, and the Blue Nile regions, in the event the Government of Sudan imposes a ban on Operation Lifeline Sudan air transport relief flights.

Clean Diamonds Act - Prohibits the import of diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or a future international agreement which implements such controls and to which the United States is a signatory. Sets forth both civil and criminal penalties for violations of the requirements of this Act. Prohibits the Overseas Private Investment Corporation and the Export-Import Bank from engaging in certain transactions in connection with projects or exports to countries violating the requirements of this Act. Expresses the sense of Congress that the President should take steps to negotiate an international agreement to eliminate the trade in diamonds used to support conflict in the country or regions in which such diamonds are mined. Provides a waiver for the requirements of this Act.

Condemns the destruction of pre-Islamic statues in Afghanistan by the Taliban regime. Urges such regime to: (1) stop destroying such statues; and (2) grant international organizations immediate access to Afghanistan to survey the damage and facilitate international efforts to preserve and safeguard the remaining statues.

Seniors Mental Health Access Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for coverage under Medicare part B (Supplementary Medical Insurance) of marriage and family therapist services generally, particularly services provided in rural health clinics and in hospice programs. Amends SSA title XVIII part D (Miscellaneous) to provide for the exclusion of such services from the skilled nursing facility prospective payment system. Authorizes marriage and family therapists to develop discharge plans for post-hospital services.

Teaching Fellows Act of 2001 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to make competitive matching grants to States for Teaching and Partnership Fellows programs of scholarships for prospective public school teachers. Provides for scholarships: (1) under the Teaching program, for high school seniors and second-year college students, to encourage them to enter the teaching field and become career educators; and (2) under the Partnership program, for individuals, such as teaching assistants and others currently in the education field, to complete a bachelor's degree with a State license or certification in education, through partnerships among associate-and-bachelor-degree-granting institutions. Requires scholarship recipients to repay specified amounts if they do not fulfill certain obligations to teach in their State's public elementary or secondary schools, under such Federal Teaching and Partnership Fellows program.

Steel Revitalization Act of 2001 - Directs the President to impose quotas, tariff surcharges, or other measures on, and to negotiate enforceable voluntary export restraint agreements with respect to, imports of steel products in order to ensure that: (1) the tonnage of iron ore, coke and coke products, semifinished steel, and pig iron imported into the United States during any month does not exceed the average tonnage of each product that was imported monthly into the United States during the 36-month period preceding July 1997; and (2) the share of domestic consumption of any other applicable steel product in the United States derived from imports during any month does not exceed the average monthly share of domestic U.S. consumption of that steel product during any month in the 36-month period preceding July 1997. Authorizes the Customs Service to refuse entry into the U.S. customs territory for a five-year period of any steel products that exceed their allowable levels. Establishes: (1) the Steel Retiree Health Care Board in the Department of Labor; (2) the Steelworker Retiree Health Care Trust Fund; and (3) the Health Care Benefit Costs Assistance Program. Sets forth the functions of the Board, including to: (1) provide, under the Health Care Benefit Costs Assistance Program, for payments to designated steelworker group health plans to assist in the funding of qualified retiree health benefits under such plans; and (2) establish policies for the investment and management of the Steelworker Retiree Health Care Trust Fund that provides for prudent investments and low administrative costs. Amends the Internal Revenue Code to impose an excise tax on steel sold by the manufacturer, producer, or importer (such taxes to be deposited into the Steelworker Retiree Health Care Trust Fund). Amends the Emergency Steel Loan Guarantee Act of 1999 to increase the aggregate amount of loans guaranteed and outstanding (including additional costs of such loans) at any one time under Emergency Steel Guarantee Loan Program or with respect to a single qualified steel company. Requires the Loan Guarantee Board to approve or deny an application for a guarantee within 45 days after its receipt. Authorizes any person who acquires another person that produces any of the specified categories of steel products contained in this Act to apply to the Secretary of Commerce for a grant to defray the costs necessary to bring, and maintain, the resulting entity into compliance with U.S. environmental laws. Requires the Secretary to make a determination whether or not such mergers will promote the retention of at least 80 percent of the jobs of the steel workers and production of capacity of such steel products. Sets forth penalties for failure to achieve such retention levels.

State Criminal Alien Assistance Program II and Local Medical Emergency Reimbursement Act - Amends the Immigration Reform and Control Act of 1986 to provide for the reimbursement of States for indirect costs of incarcerating illegal aliens. Defines such costs as: (1) court costs, county attorney costs, and non-trial criminal proceedings; (2) indigent defense; and (3) unsupervised probation costs. Provides for the reimbursement of States for costs of incarcerating juvenile aliens. Provides that reimbursement of States for incarcerating illegal aliens and certain Cuban nationals shall be allocated to give special consideration for any State that: (1) shares a border with Mexico or Canada; or (2) has a large number of undocumented aliens. Authorizes appropriations for allotments to States to be paid to local governments, hospitals, and other providers for emergency health services provided to undocumented aliens. Provides special consideration for providers: (1) in a border county with Mexico or Canada; or (2) in an area with a large number of undocumented aliens.

Medicaid Safety Net Hospital Continued Preservation Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Civil Rights Tax Relief Act of 2001 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Treatment of Children's Deformities Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to set standards requiring that group and individual health insurance and group health plans provide coverage for treatment of a minor child's congenital or developmental deformity or disorder due to trauma, infection, tumor, or disease.

Voting Improvement Act - Directs the Administrator of General Services to establish a program under which the Administrator shall make a one-time payment to each eligible State or local government which used a punch card voting system to administer the regularly scheduled Federal general election in November 2000. Requires the recipient State or local government to replace its punch card voting system with a voting system which does not use punch cards in time for the Federal general election in November 2002. Establishes as an independent entity in the executive branch the Election Administration Commission (Commission) to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections. Establishes the Election Administration Commission Advisory Group. Establishes within the Commission: (1) the Election Administration Office to develop, adopt, and update voluntary engineering and procedural performance standards for Federal election voting systems; and (2) the Grant Administration Office to make grants to eligible States, local governments, and eligible manufacturers of voting equipment. Directs the Commission to develop a model election code, and authorizes it to appoint a Model Election Code Task Force to prepare such code and submit it to the Commission for approval. Amends Federal civil service law to entitle an employee to leave without loss of or reduction in pay, leave to which otherwise entitled, credit for time or service, or performance or efficiency rating, in order to serve as an uncompensated poll worker on the day of any Federal general election. Transfers to the Commission: (1) all functions which the Office of the Election Administration, established within the Federal Election Commission (FEC), exercised before enactment of this Act; (2) all functions which the Presidential designee under the Uniformed and Overseas Citizens Absentee Voting Act exercised before such date; and (3) all functions which the FEC exercised under the National Voter Registration Act of 1993 before such date.

Global Democracy Promotion Act of 2001 - Declares that, in eligibility determinations for certain assistance under the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be: (1) ineligible for such assistance solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. Government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. Federal law if provided in the United States; and (2) subject to requirements relating to the use of non-U.S. Government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Conservation and Reinvestment Act - Establishes the Conservation and Reinvestment Act Fund (CRAF). Requires the Secretary of the Treasury to deposit into the CRAF certain Outer Continental Shelf revenues, undisbursed impact assistance and coastal conservation amounts, and interest earned on CRAF investments. Allocates CRAF funds among coastal States for impact assistance and coastal conservation, the Land and Water Conservation Fund, and Federal aid to a certain wildlife restoration fund. Provides for CRAF funding of the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, the National Maritime Heritage Act of 1994, Endangered and Threatened Species Recovery Agreements, and a specified program for payments in lieu of taxes and refuge revenue sharing. Expresses the intent of Congress that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service. Prohibits the expenditure of funds under this Act if such an expenditure diminishes benefit obligations of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Hospital Insurance Trust Fund, or the Supplementary Medical Insurance Trust Fund.

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Unsolicited Commercial Electronic Mail Act of 2001 - Amends the Federal criminal code to provide criminal penalties for intentionally initiating the transmission of any unsolicited commercial electronic mail message (message) to a protected computer in the United States with the knowledge that any domain name or other initiator identifying information contained in or accompanying such message is false or inaccurate. Prohibits any person from sending such a message unless the message contains a valid e-mail address, conspicuously displayed, to which a recipient may send notice of a desire not to receive further messages. Prohibits a person from sending other unsolicited commercial e-mail messages after a reasonable period of time following such notice. Requires any such message to include information that: (1) identifies the message as unsolicited commercial e-mail; and (2) contains notice of the opportunity for the recipient to request to not receive further messages. Makes it unlawful for a person to initiate the transmission of such a message in violation of a policy regarding unsolicited commercial e-mail messages that complies with specified requirements. Directs the Federal Trade Commission (FTC) to notify violators under this Act, to prohibit further initiation of such messages, and to require the initiator to delete the names and e-mail addresses of the recipients and providers from all mailing lists. Requires the names and e-mail addresses of any children of the recipient to be included in such notification.

Teacher Recruitment and Retention Act of 2001 - Amends the Higher Education Act of 1965 to revise student guaranteed and direct loan forgiveness programs for teachers. Extends program eligibility to any borrower by eliminating requirements allowing only certain new borrowers to participate. Expands eligible teaching locations and subjects. Eliminates a service requirement that an individual teach at least five consecutive complete school years before being eligible for program benefits. Increases from $5,000 to $10,000 the aggregate amount of an individual teacher's student loan obligation which may be forgiven, and revises the rate of repayment.

Education for Democracy Act - Amends the Elementary and Secondary Education Act of 1965 to revise and reauthorize provisions for Civic Education. Authorizes the Secretary of Education to make grants to or contracts with: (1) the Center for Civic Education (CCE) to carry out civic education activities under the We the People... The Citizen and the Constitution program and The Project Citizen program, and under Cooperative Educational Exchange programs; and (2) the National Council on Economic Education (NCEE) to carry out economic education activities under Cooperative Educational Exchange programs. Revises requirements for CCE implementation of the We the People... The Citizen and the Constitution program and The Project Citizen program. Sets forth requirements for the Cooperative Educational Exchange programs of civic education by CCE and economic education by NCEE. Makes eligible for such programs Central European countries, an Eastern European country, Lithuania, Latvia, Estonia, and the independent states of the former Soviet Union. Allows such program eligibility also for the Republic of Ireland, the province of Northern Ireland in the United Kingdom, and any developing country as defined under the Education for the Deaf Act. Amends the Goals 2000: Educate America Act to repeal provisions for an International Education Program.

Character Learning and Student Success Act of 2001 - CLASS Act of 2001 - Authorizes the Secretary of Education to make: (1) a grant to develop initiatives and disseminate information about character education; and (2) a grant to research character education.

Directs the Secretary of Health and Human Services to conduct a multistate comparative study for a report to Congress on mortality and adverse outcome rates of Medicare patients by providers of anesthesia services and by type of such providers. Requires the Secretary to revise any regulations establishing conditions of Medicare participation for hospitals and ambulatory surgical centers relating to anesthesia services to provide that nurse anesthetists may furnish such services under: (1) the medical direction of an immediately available anesthesiologist; (2) the supervision of an immediately available physician; or (3) a written collaboration agreement with an immediately available physician or physician group experienced in anesthesia administration and credentialed by the hospital and ambulatory surgical center to participate in such collaboration.

Organ Donation Improvement Act of 2001 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants or contracts to States, transplant centers, qualified organ procurement organizations, or other public or private entities for the purpose of providing payment for: (1) travel and subsistence expenses incurred by individuals toward living donations of their organs; and (2) such incidental nonmedical expenses that are so incurred as the Secretary determines to be appropriate. Sets forth payment eligibility criteria and limitations, including that payments may be made for the qualifying expenses of a donating individual only if: (1) the State in which the donating individual resides is a different State than the State in which the intended recipient of the organ resides; and (2) the annual income of the intended recipient of the organ does not exceed $35,000. Directs the Secretary to (directly or through grants or contracts) carry out a program to educate the public with respect to organ donation, including the need to provide for an adequate rate of such donations. Authorizes the Secretary to make grants to public and nonprofit private entities for the purpose of carrying out studies and demonstration projects with respect to providing for an adequate rate of organ donation. Authorizes the Secretary to make grants to States for the purpose of assisting States in carrying out organ donor awareness, public education and outreach activities and programs designed to increase the number of organ donors within the State, including living donors. Authorizes appropriations.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Comprehensive Insurance Coverage of Childhood Immunization Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require comprehensive health insurance coverage for childhood immunization to be provided by health plans and insurance issuers in both group and individual markets.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Expresses the sense of Congress that the U.S. Government should: (1) condemn the arrest of 13 and the conviction of ten Jews by Iranian authorities for spying; (2) demand that these convictions be overturned and that such individuals be released and pardoned; and (3) ensure that Iran's handling of this case is a benchmark for determining the nature of current and future U.S.-Iran relations.

Breast Cancer Patient Protection Act of 2001 - Amends the Public Health Service Act to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Military Survivor Benefits Improvement Act of 2001 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2004; (3) 45 percent of such pay for months beginning after September 2004 and before October 2011; and (4) 55 percent of such pay for months after September 2011. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.
