Expresses the sense of Congress that: (1) Breast Cancer Awareness Month is a special opportunity to educate about the importance of monthly breast self-examinations and annual mammograms; (2) it is appropriate to salute the more than 2,000,000 breast cancer survivors in the United States and the efforts of victims, volunteers and professionals who are combating breast cancer; and (3) national and community organizations should be recognized for their work in promoting awareness about breast cancer and providing information and treatment to its sufferers.

Restoring Budget Disciplines Act of 2002 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to extend Pay-As-You-Go provisions through FY 2007. Expresses the sense of Congress that the President should agree upon an extension of the discretionary spending limits by establishing caps for FY 2003 through 2007. Extends discretionary spending limits.

Military Survivor Benefits Improvement Act of 2002 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2005; (3) 45 percent of such pay for months beginning after September 2005 and before October 2012; and (4) 55 percent of such pay for months after September 2012. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Hometown Heroes Survivors Benefits Act of 2002 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Tobacco Smuggling Eradication Act of 2002 - Amends chapter 52 (Tobacco Products and Cigarette Papers and Tubes) of the Internal Revenue Code to require all packages of tobacco products to carry a unique legibly printed serial number by which the Secretary of the Treasury can identify the manufacturer or importer and the location and date of manufacture or importation. Requires tobacco products sold on Indian reservations to be labeled as such. Requires a tobacco wholesaler to have a permit and to maintain certain records. Requires export warehouse proprietors to file certain reports with the Secretary. Authorizes the Secretary to enter into certain tobacco related information agreements with foreign countries. Establishes new offenses relating to the distribution of tobacco. Raises the $1,000 civil penalty under chapter 52 to $10,000. Amends the Contraband Cigarette Trafficking Act to: (1) expand the applicability of such Act from cigarettes only to "tobacco product" (cigars, cigarettes, smokeless tobacco, and pipe tobacco); (2) define "contraband tobacco product" as a quantity of tobacco product that is equivalent to or more than 30,000 cigarettes (currently, 60,000) which bear no evidence of the payment of applicable State tobacco taxes; (3) establish new unlawful acts; and (4) require additional recordkeeping. Repeals Federal law provisions concerning reports required to State tobacco tax administrators by individuals engaged in interstate cigarette commerce.

Energy and Science Research Investment Act of 2002 - Instructs the Secretary of Energy to: (1) conduct a comprehensive program of fundamental research, including chemical sciences, physics, materials sciences, biological and environmental sciences, geosciences, engineering sciences, plasma sciences, mathematics, and advanced scientific computing; (2) expand scientific user facilities maintained by the Office of Science and make them an integral part of the departmental mission for exploring the frontiers of fundamental science; (3) maintain a leading-edge research capability in the energy-related aspects of nanoscience and nanotechnology, advanced scientific computing, and genome research; and (4) ensure that its fundamental science programs help inform Department of Defense DOE applied research and development programs. Authorizes appropriations for FY 2003 through 2006. Amends the Department of Energy Organization Act to create the position of Under Secretary for Energy Research and Science to: (1) serve as Science and Technology Advisor to the Secretary of Energy; (2) monitor (DOE) research and development programs; and (3) exercise authority over Assistant Secretaries implementing certain energy research, development, and energy technology functions. Replaces the position of Director of the Office of Science with the position of Assistant Secretary of Science, who shall carry out DOE fundamental science and engineering research functions, including policy and management. Expresses the sense of the House of Representatives that leadership for departmental missions in nuclear energy should be at the Assistant Secretary level. Establishes in the Office of Science a Science Advisory Board to serve as the science advisor to the Assistant Secretary of Science.

Still Saving Women's Lives Act of 2002 - Amends the Foreign Assistance Act of 1961 to set forth permanent guidelines for U.S. voluntary contributions to the United Nations Population Fund (UNFPA) by requiring such contributions to be obligated and expended not more than 30 days after they become available unless the President certifies that the UNFPA performs coercive abortions or involuntary sterilizations. Authorizes appropriations for FY 2003 for U.S. voluntary contributions to the UNFPA.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2002 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; and (2) the Director of the National Cancer Institute to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Darlene's Law - Amends the Public Health Services Act to direct the Secretary of Health and Human Services to establish and maintain the National Organ Donor Registry. Provides for an opt-in organ donation checkoff on income tax forms. Sets forth notice and disclosure requirements. Requires the Secretary of the Treasury to transfer the name and taxpayer identification number of individuals opting for organ donation to the Registry, exempting such disclosure from otherwise applicable prohibitions on the non-tax use of tax form information. Authorizes the Secretary to award grants to qualified organ procurement organizations to establish programs coordinating organ donation activities with hospitals to increase the rate of organ donation for such hospitals. Directs the Secretary to establish an interagency task force on organ donation and research. Requires the Secretary to: (1) award peer-reviewed grants for studies and demonstration projects to increase organ donation and recovery rates, including removing financial disincentives; (2) establish an organ donation public awareness program; (3) support model curricula in relevant issues; (4) develop scientific evidence to support increased donation and improve recovery, transportation, and preservation of organs and tissues; and (5) support research to develop a uniform vocabulary, apply information technology, and enhance the skills and technologies used in organ procurement.

Liver Research Enhancement Act - Amends the Public Health Service Act to establish the National Center on Liver Disease Research in the National Institute of Diabetes and Digestive and Kidney Diseases. Establishes the Liver Disease Research Advisory Board to help the Director of the Center develop the Liver Disease Research Action Plan identifying scientific opportunities and priorities of liver disease research. Requires the Director to coordinate the Plan's implementation by the national research institutes, which shall allocate adequate funds for same.

Inflammatory Bowel Disease Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand activities addressing inflammatory bowel disease, emphasizing genetic, animal model, and clinical research. Requires the Director of the Centers for Disease Control and Prevention to establish a national program of prevention and epidemiology concerning such disease, addressing its prevalence and public and professional awareness. Directs the Institute of Medicine of the National Academies of Science to study public and private insurance standards for coverage of inflammatory bowel therapies. Directs the General Accounting Office to study problems inflammatory bowel disease patients have applying for disability insurance benefits under the Social Security Act.

Yellowstone Protection Act - Directs the Secretary of the Interior to implement the final rule to phase out snowplane use in Grand Teton National Park and snowmobile use in Yellowstone National Park, the John. D. Rockefeller Jr. Memorial Parkway, and Grand Teton National Park. Prohibits the Secretary from modifying or superseding any provisions of that final rule.

Cancer Survivorship Research and Quality of Life Act of 2002 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to: (1) study the health challenges associated with cancer survivorship and carry out projects and interventions; and (2) make grants for the monitoring and evaluation of cancer care and survivorship.

Health Disparities Tax Refund Act of 2002 - Amends the Internal Revenue Code to permit taxpayers to designate a portion (not less than $1) or all of any overpayment of tax to the Office of Minority Health of the Department of Health and Human Services and the Department's Office of Women's Health. Requires the Secretary of the Treasury to transfer to each Office at least once annually 50 percent of the amounts so designated, for use in improving the health of minorities and women respectively.

Mammography Quality Standards Reauthorization Act of 2002 - Amends the Public Health Service Act to extend funding for the mammography facilities certification program through FY 2007. Permits the Secretary of Health and Human Services to issue a temporary certificate to facilities seeking reaccreditation and awarded an accreditation extension for specified reasons, including inability of accrediting body to complete the process in time and unforeseen situations which cause the facility to be unable to meet the reaccreditation timeframes, but do not compromise the quality of mammography. Requires the Comptroller General to evaluate the Mammography Quality Standards Act, including the demonstration program's frequency of inspections, accessibility of services, and the role of States as both accreditation and certification bodies. Directs the Secretary to contract with the Institute of Medicine to study health professional training in the area of mammography.

Patriotic Purchasing Act of 2002 - Prohibits any foreign corporation that acquires a domestic corporation or partnership on or after the date that is ten years before this Act's enactment from being eligible to be awarded a Federal contract if immediately after such transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders or partners of the domestic corporation or partnership. Substitutes 50 percent for 80 percent if: (1) the acquiring corporation does not have substantial business activities in the foreign country in which or under the law of which such corporation is created or organized; and (2) the stock of such corporation is publicly traded and the principal market for trading it is in the United States.

Mosquito Abatement for Safety and Health Act - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to make grants on a matching funds basis to political subdivisions of States for the establishment and operation of mosquito control programs to prevent mosquito-borne diseases, including the costs of purchasing or updating equipment and laboratory facilities. Gives priority to subdivisions where the incidence of mosquito-borne disease is relatively substantial.

Pension Protection Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to direct the Secretary of Labor to undertake enforcement actions with respect to requirements for pension plan participation, vesting, benefit accrual, and funding, including an appropriate enforcement response in connection with a report on oversight of certain cash balance plan lump sum distributions. Directs the Secretary, with the Secretary of the Treasury, to develop improved guidance for defined benefit plan administrators, with respect to requirements for such plans which express accrued benefits in the form of an account balance, including further assistance relating to all factors involved in determining lump sum distributions of accrued benefits.

Establishes a National Commission on Terrorist Acts Upon the United States. Directs the Commission to: (1) investigate facts and circumstances relating to the September 11, 2001 terrorist attacks; and (2) evaluate lessons learned regarding the abilities of the Federal Government, and, if appropriate, of State and local governments and nongovernmental entities to detect, prevent, and respond to such attacks.

Space Exploration Act of 2002 - Requires the Administrator of the National Aeronautics and Space Administration (NASA) to set forth as goals for the future activities of NASA's human space flight program, the development and flight demonstration, within 8, 10, 15, and 20 years, respectively, of a reusable space vehicle capable of carrying humans between: (1) low Earth orbit and Earth-Sun and Earth-Moon libration points; (2) low Earth orbit and an Earth-orbit crossing asteroid; (3) lunar orbit and the surface of the moon, as well as deployment of a human-tended facility on the lunar surface; and (4) low Earth orbit and Martian orbit and between Martian orbit and the surface of Mars, as well as deployment of a human-tended facility on the surface of a Martian moon. Requires the Administrator to establish: (1) an Office of Exploration to be responsible for planning, budgeting, and managing activities undertaken by NASA to accomplish these goals; (2) a process for conducting competitions for innovative, cost-effective mission concepts to accomplish the goals; and (3) an independent panel to conduct a merit-based competitive review of the proposals submitted under each competition and to submit a rank-ordered evaluation of such proposals to the Administrator. Requires the Administrator to provide to the Committee on Science of the House of Representatives and to the Committee on Commerce, Science, and Transportation of the Senate for each competitively selected proposal its implementation plan and the results of an independent external review of the initial proposal and of each annually updated implementation plan.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Aeronautics Research and Development Revitalization Act of 2002 - Establishes an Office of Aeronautics responsible for planning, budgeting, and managing all aeronautics research, development, and demonstration activities undertaken by the National Aeronautics and Space Administration (NASA). Directs the NASA Administrator to establish certain initiatives to develop technologies that would: (1) significantly reduce aircraft noise, harmful emissions, and fuel consumption; (2) make certain performance improvements to existing rotorcraft; and (3) enable overland flight of supersonic civil transport aircraft with certain performance characteristics. Directs the NASA Administrator to provide specified congressional committees a plan for the implementation of such initiatives. Directs the NASA Administrator to: (1) award grants to establish university-based Centers for Research on Aviation Training; and (2) establish NASA aeronautics scholarships for U.S. citizens enrolled in accredited Masters degree programs in aeronautical engineering at institutions of higher education. Authorizes appropriations for certain Federal Aviation Administration research and development projects and activities. Requires certain aviation-related studies and assessments.

Life Insurance Employee Notification Act - Requires an employer to notify an employee in writing upon the purchase of an employer-owned insurance policy on the life of such employee for a beneficiary other than the individual who is the subject of the policy. Declares that violation of this Act constitutes an unfair method of competition and an unfair or deceptive act or practice under the Federal Trade Commission Act.

Expresses the sense of Congress that the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health, should conduct or support research on the effectiveness of medical screening techniques for ovarian cancer, including the use of proteomic patterns in blood serum in combination with other techniques. Requires a report to Congress and the inclusion of such technique in Federal health care programs and group and individual health plans if it proves effective.

Airport Streamlining Approval Process Act of 2002 - Amends Federal transportation law to direct the Administrator of the Federal Aviation Administration (FAA) to take action to encourage the construction of airport capacity enhancement projects at congested airports. Directs the Secretary of Transportation to develop and implement a coordinated review process for such projects, which shall provide that all environmental reviews, analyses, opinions, permits, licenses, and approvals that must be issued or made by a Federal agency or airport sponsor for such a project will be conducted concurrently in cooperation with specified Federal and State environmental agencies. Authorizes the Secretary, at the request of an airport sponsor for a congested airport, to approve a restriction on use of a runway to be constructed at the airport to minimize potentially significant adverse noise impacts from the runway, if certain criteria are met. Authorizes the Secretary, in specified circumstances, to allow an airport sponsor carrying out such a project to make payments, out of airport revenues (including local taxes on aviation fuel), for measures to mitigate the environmental impacts of the project, including aircraft noise. Permits the FAA Administrator to accept funds from an airport sponsor to hire additional staff or obtain the services of consultants in order to facilitate the timely processing, review, and completion of environmental activities associated with an airport development project. Repeals the requirement that the Secretary approve a project grant application only if the chief executive officer of the State in which the project will be located certifies that there is reasonable assurance that the project will be located, designed, constructed, and operated in compliance with applicable air and water quality standards. Revises the approval criteria without the requirement of an environmental impact statement for an airport development project that does not involve the location of an airport or runway, or a major runway extension, at an existing airport. Allows such a project without an environmental impact statement if completing the project would allow airport operations involving aircraft complying with the noise standards prescribed for "stage 3" aircraft (currently "stage 2" aircraft).

Expresses: (1) solidarity with Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas; and (2) commitment to Israel's right to self-defense and support for additional U.S. assistance. Condemns the recent wave of Palestinian suicide bombings and the ongoing support and coordination of terror by Yasir Arafat and other members of the Palestinian leadership. Demands that the Palestinian Authority fulfill its commitment to dismantle the terrorist infrastructure in the Palestinian areas. Expresses concern that Arafat's actions are not those of a viable partner for peace. Urges all Arab states to declare their unqualified opposition to all forms of terrorism, particularly suicide bombing, and all parties in the region to pursue peace in the Middle East. Commends the President for his leadership in addressing the Israeli-Palestinian conflict.

Presidential Records Act Amendments of 2002 - Amends the Presidential Records Act to require the Archivist of the United States, when making available any Presidential record not previously made available publicly, to: (1) promptly provide written notice of such determination to the former President during whose term of office the record was created and the incumbent President; and (2) make the notice available to the public. Requires such a record to be made available upon the expiration of 20 days, except any record with respect to which the Archivist receives a specified written claim of constitutionally based privilege against disclosure from a former President or the incumbent President. Requires the provision of a copy of each such claim to: (1) the person seeking such record; (2) each chairman and ranking minority member of the Committee on Government Reform of the House of Representatives and the Committee on Governmental Affairs of the Senate; and (3) any member of the public, upon request. Sets forth requirements regarding the release of a Presidential record that is subject to a privilege claim.

Promoting Self-Reliance for the World's Poorest Act of 2002 - Amends the Foreign Assistance Act of 1961 to reauthorize sustainable poverty-focused microenterprise assistance programs through micro- and small enterprise development credits and microenterprise development grants for developing countries. Revises certain requirements with respect to such programs to require 50 percent of all microenterprise resources to be obligated and expended in support of programs or services under which 50 percent or more of the clients are initially very poor, that is, those persons living in the bottom 50 percent below the poverty line or those living on the equivalent of less than $1 per day. Requires the Administrator of the United States Agency for International Development (AID) to develop and implement certain interim methods to measure the level of poverty of clients of sustainable poverty-focused microenterprise programs under the Act.

Amends the Internal Revenue Code to exempt State and local committees of candidates and of political parties from specified notification requirements. Exempts certain "exempt State or local political organizations" from specified reporting requirements. Defines "exempt State and local political organizations." Modifies characteristics of political organizations obligated to complete an informational return, such that specified political organizations with $25,000 or more in annual gross receipts must file, as well as "exempt state and local political organizations" with annual gross receipts of $100,000 or more. Directs the Secretary of the Treasury to review the components of such returns. Authorizes the Secretary to waive certain penalties for notification and reporting violations. Obligates political organizations to inform the Secretary whether they plan to seek exemptions from financial or informational returns.

Community Workforce Development and Modernization Partnership Act - Directs the Secretary of Labor to make competitive matching grants to eligible consortia (partnerships) to: (1) help workers improve job skills necessary for employment by businesses in the industry with respect to which the entity was established; (2) help dislocated workers find employment; and (3) upgrade the operating and competitive capacities of businesses that are members of the partnership. Requires such partnerships to include: (1) two or more businesses (or nonprofit organizations representing businesses) facing similar workforce development or business modernization challenges; (2) labor organizations, if such businesses employ workers covered by collective bargaining agreements; and (3) one or more businesses (or nonprofit organizations representing businesses) with resources or expertise that bear on such workforce development and business modernization challenges. Allows inclusion of: (1) State and local governments; (2) educational institutions; (3) labor organizations; or (4) nonprofit organizations. Requires priority consideration for partnerships that: (1) serve dislocated workers or workers threatened with becoming totally or partially separated from employment; (2) include businesses with fewer than 250 employees; or (3) are from a geographic region that has been adversely impacted by the movement of manufacturing operations or businesses to other regions or countries, due to corporate restructuring, technological advances, Federal law, international trade, or other factors. Sets forth partnership program requirements and authorized activities for workforce development and business modernization. Authorizes the Secretary to: (1) provide technical assistance and seed grants to help establish such partnerships; and (2) undertake outreach and promotional activities for purposes of this Act.

Domestic Violence Courts Assistance Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 (relating to grants to combat violent crimes against women) to allow such grants to be used to provide the resources to establish and maintain a court system dedicated to the adjudication of domestic violence cases. Requires a State to certify that at least five percent of grant funds shall be allocated for specialized domestic violence courts.

Multi-Cultural Domestic Violence Minority Education Campaigns Act - Authorizes the Attorney General to make grants to States and public or private nonprofit entities to carry out public information campaigns for the purpose of educating racial and ethnic minorities about domestic violence, including its effects, prevention or reduction methods, and victim services.

Amends the Microenterprise for Self-Reliance Act of 2000 to make as one of its purposes encouraging the U.S. Agency for International Development (AID) to develop, assess, and implement effective outreach methods and tools to ensure that at least 50 percent of all microenterprise assistance authorized under such Act for developing countries be used to assist the poorest of the poor, that is, those persons living in the bottom 50 percent below the poverty line or whose average daily living expenses are equal to, or less than, the equivalent of one dollar per day. Directs the Administrator of AID to take certain actions to increase the involvement of the Peace Corps in microenterprise initiatives to assist the poorest of the poor. Amends the Foreign Assistance Act of 1961 to require that, in carrying out sustainable poverty-focused microenterprise development grant assistance programs under the Act, 50 percent of all microenterprise resources be targeted to very poor entrepreneurs. Declares that, in order to maximize the sustainable development impact of microenterprise development grant assistance authorized under the Act, the Administrator of the agency primarily responsible for administering such assistance shall establish a monitoring system that, among other things, adopts the widespread use of proven and effective poverty assessment tools to identify the poorest of the poor and ensure that they receive needed microenterprise credits, loans, and assistance.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Science of Stem Cell Research Act - Establishes the Stem Cell Research Board, a bipartisan commission in the legislative branch, for four years. Requires the Board to research: (1) the effects of the President's August 9, 2001, stem cell research directive, including progress in advancing disease cures and improving organ transplantation; and (2) the effect of limited Federal funding on the private stem cell research sector and the funding process of the National Institutes of Health for human adult and embryonic stem cell research.

Community Economic Development Expertise Enhancement Act of 2002 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding Federal financial support for community economic development.
