Apprenticeship Enhancement Act of 2001 - Amends the National Apprenticeship Act to direct the Secretary of Labor to ensure that applications relating to apprenticeship programs are processed in a fair and timely manner. Allows aggrieved applicants to file petitions for judicial review of final determinations by the Secretary or applicable designee.

Conservation Security Act of 2001 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a conservation security program to assist agricultural owners and operators promote conservation of soil, water, and related resources such as wildlife and wetlands. Requires a participant to submit a resource security plan. Sets forth three tiers of resource security plan conservation practices, and bases a participant's annual payments upon implemented tiers.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Amends the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, as amended, to extend until October 1, 2001, the reenactment of chapter 12 of the Federal Bankruptcy Code (Adjustment of Debts of a Family Farmer with Regular Annual Income) (thereby extending family farmer bankruptcy relief). Makes this Act effective as of June 1, 2001 (the previous expiration date).

Veterans Medicare Reimbursement Demonstration Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize the Secretaries of Health and Human Services (HHS) and of Veterans Affairs (VA) to establish a Medicare subvention demonstration project under which the HHS Secretary, acting under a coordinated care health plan model, shall reimburse the VA Secretary from the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund for Medicare health care services furnished to targeted Medicare-eligible veterans who volunteer for such project. Requires the demonstration project to be conducted at up to ten sites jointly designated by the Secretaries. Directs the VA Secretary to establish and operate coordinated care health plans to provide benefits to the targeted veterans enrolled in the project.

Municipal Deposit Insurance Protection Act of 2001 - Amends the Federal Deposit Insurance Act to mandate that deposits of an in-State municipal depositor at an insured depository institution be insured in an aggregate amount not to exceed the total equity capital of the institution.

Farmers to Africa and the Caribbean Basin Act of 2001 - Directs the Secretary of Agriculture to establish the Farmers for Africa and Caribbean Basin Program to provide grants for exchange programs with African-American and other American farmers and other agricultural specialists and (sub-Saharan) African, Caribbean Basin, and other developing-nation farmers.

Clean Diesel Fuel Provider Relief Act - Amends the Clean Air Act to prohibit, after September 1, 2006, the manufacture or introduction into commerce of motor vehicle diesel fuel that contains a concentration of sulfur exceeding 15 parts per million or fails to meet a cetane minimum index of 40 and a maximum aromatic content of 35 volume percent.

Expresses the sense of the House of Representatives that bonuses for managerial personnel of the U.S. Postal Service should not be awarded in any year in which the Postal Service anticipates that it will operate at a deficit or in which a general increase in postal rates has been requested, has gone into effect, or is likely to become effective.

Greater Access to Affordable Pharmaceuticals Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to provide for an accelerated date of approval for a generic drug application. Allows a drug to be considered a bioequivalent to a listed drug if the effects of such drug and the listed drug do not show a significant difference based on certain tests or studies. Sets forth requirements concerning the filing of a citizen petition review. Revises provisions concerning: (1) abbreviated new drug applications and new drug applications with respect to the time required for approval and the certification that a patent is invalid or will not be infringed; and (2) filing an application. Requires a report concerning the extent to which this Act has: (1) has enabled products to come to market in a fair and expeditious manner, consistent with the rights of patent owners under intellectual property law; and (2) has promoted lower prices of drugs and greater access to drugs through price competition..

Post Office Community Partnership Act of 2001 - Modifies Federal postal law to revise requirements for the closing or consolidation of a post office and apply them, as well, to its proposed closing, consolidation, relocation, or construction. Requires a 60-day notice, under certain conditions, to persons (including local government officials) who are (or would be) served by the post office involved to allow such individuals an opportunity to present their views before such proposed action. Requires the notice: (1) by the deadline, to be hand delivered or delivered by mail and published once a week for at least four weeks in one or more newspapers regularly issued and of general circulation within the zip code areas which are (or would be) served by the post office involved; and (2) to include a description of the proposed action, a summary of the reasons for it, and the date on which the action is to be taken (or, in the case of the construction of a post office, the proposed timetable). Revises the factors to be considered in deciding whether or not to take such proposed actions. Requires the Postal Service to follow a community's public participation procedures to address the relocation, closing, consolidation, or construction of buildings in the community if such procedures are more stringent than those provided in this Act.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment. Sets forth certain limits on the reduction of duties on such products.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) proscriptions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Provides for Federal and State enforcement of this Act.

George McGovern-Robert Dole International Food for Education and Child Nutrition Act of 2001 - Directs the Secretary of Agriculture, using specified authority under the Agricultural Act of 1949, to provide eligible commodities and financial and technical assistance to establish and expand overseas preschool and school feeding programs, and maternal, infant, and child nutrition programs. Urges the President to engage multilateral and private sector involvement.

Authorizes units and members of the National Guard to conduct and participate in small arms competitions and qualifying athletic competitions in conjunction with required training. Allows amounts appropriated for the National Guard to be used for costs and expenses incurred by Guard members engaging in such activities.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Amends the Water Resources Development Act of 1992 to authorize the Secretary of the Army to pay for the non-Federal share of work carried out under the challenge cost-sharing program for the management of recreation facilities and natural resources at water resource development projects by a non-Federal interest if the Secretary has entered into an executed agreement with the non-Federal interest that provides for reimbursement.

Conveys the sympathies of the House of Representatives to Jim and Cory Bowers and to their extended families, friends, co-workers, and fellow missionaries at the Association of Baptists for World Evangelism for the loss of Veronica "Roni" Bowers and Charity Bowers in an attack by a Peruvian Air Force fighter jet on the plane in which they were traveling. Commends Kevin Donaldson for his heroic actions in safely landing the plane and wishes Mr. Donaldson a speedy and complete recovery from his injuries. Encourages the Governments of the United States and Peru to work together to determine all the circumstances that led to this incident and to ensure that an incident of this kind never occurs again.

Rewarding Performance in Compensation Act - Amends the Fair Labor Standards Act of 1938 to provide that an employee's regular pay rate, for purposes of calculating overtime compensation, will not be affected by additional payments to reward an employee or group of employees for meeting or exceeding productivity, quality, efficiency, or sales goals under a gain sharing, incentive bonus, commission, or performance contingent bonus plan.

Amends the Internal Revenue Code respecting the small ethanol producer credit to: (1) authorize credit allocation among a cooperative's patrons; (2) increase the gallon capacity for eligible producers; (3) make the credit a non-passive income credit; and (4) remove the credit from the alcohol fuel credit gross income inclusion.

Medicaid Safety Net Improvement Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to increase the allowed Federal Medicaid disproportionate share hospital (DSH) allotment in "extremely low-DSH" States from one percent to three percent of the State's Medicaid program costs.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Expresses the sense of Congress that: (1) Lithuania, Latvia, and Estonia are to be commended for their progress toward political and economic liberty and meeting the guidelines for prospective members of the North Atlantic Treaty Organization (NATO); (2) such countries would make an outstanding contribution toward furthering NATO goals should they become members; (3) extension of full NATO membership to the Baltic states would contribute to stability, freedom, and peace in the Baltic region and Europe as a whole; and (4) with complete satisfaction of NATO guidelines and criteria for membership, such countries should be invited to become full NATO members.

Declares that Congress supports the strongest possible commitment to space exploration and development as a national priority, and that the nation must give the highest commitment to: (1) policies that ensure economic opportunities in the market that space offers; (2) U.S. global leadership and competitive advantage in the development of commercial space products and services; (3) space defense systems that allow the armed forces the greatest advantage in guarding national security and defending American people and interests; (4) assurance that the National Aeronautics and Space Administration can guarantee American leadership in space exploration and the development of advanced technologies; and (5) policies that promote private investment in space products and services.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Mentoring for Success Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make competitive grants to establish and support mentoring programs and activities designed to link children with greatest need with responsible adults and to achieve specified goals. Makes eligible for such grants: (1) local educational agencies; (2) nonprofit community-based organizations; or (3) partnerships between such an agency and such an organization. Requires selection of at least one grant recipient in each State for which there is a qualified applicant. Directs the Comptroller General to study and report to the Secretary and to Congress on successful school-based mentoring programs.

Medicare and Medicaid Nursing Services Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services to conduct a demonstration project under which a resident assistant who lacks certain nurse aide training requirements may perform feeding and hydration for a resident of a skilled nursing facility under the Medicare program under title XVII of the Social Security Act (SSA), or a nursing facility under the Medicaid program under SSA title XIX, in the States of Wisconsin, North Dakota, and not more than six other select States. Directs the Secretary to convene an advisory panel to submit recommendations on the use or improvement of resident assistants in such nursing facilities. Amends SSA titles XVIII and XIX, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to authorize the use of resident assistants to perform feeding and hydration that would otherwise be performed by a nurse aide for residents of nursing facilities receiving payments under the Medicare or Medicaid program.

Amends Federal aviation law to authorize an air carrier to file with the Secretary of Transportation a request for: (1) authority to discuss with one or more other air carriers or foreign air carriers agreements or cooperative arrangements limiting flights at an airport during a time period when scheduled air transportation exceeds airport capacity; and (2) approval of such agreements or cooperative arrangements with respect to such limits on interstate air transportation. Directs the Secretary to approve such requests if: (1) such discussions and resulting agreements are not adverse to the public interest; (2) they will facilitate voluntary adjustments in air carrier schedules that could lead to a substantial reduction in travel delays and improvement of air transportation service to the public; and (3) such reduction in delays cannot be achieved by any other immediately available means. Prohibits participants in approved discussions from: (1) discussing or entering into agreements regarding rates, fares, charges, or in-flight services; or (2) discussing particular city pairs, or submitting to other air carriers or foreign air carriers information on their proposed service or schedules in a fashion that indicates the involvement of city pairs. Exempts such agreements from U.S. antitrust laws.

Two Floods and You Are Out of the Taxpayers' Pocket Act of 2001 - Amends the National Flood Insurance Act of 1968 to require the Director of the Federal Emergency Management Agency, in awarding grants for mitigation activities, to give priority to properties for which repetitive flood insurance claim payments have been made (repetitive claim properties). Authorizes the Director to waive mitigation assistance limits when the State or community has repetitive claim properties and such waiver is cost-effective and in the best interests of the National Flood Insurance Fund. Increases amounts credited to the National Flood Mitigation Fund from the National Flood Insurance Fund, such amounts to be used only for repetitive claim properties. Extends through FY 2005 the authority to enter into flood insurance contracts and the authorization of appropriations for the national flood insurance program. Provides chargeable national flood insurance premium rates for: (1) repetitive claim properties; and (2) certain coastal and river properties leased from the Government. Authorizes annual premium increases with respect to such properties. Amends the National Flood Insurance Reform Act of 1994 to prohibit Federal disaster relief assistance from being used for repair, replacement, or restoration of any property in the area for which: (1) repetitive claim payments have been made; and (2) Federal mitigation assistance has been offered to, but refused by, the property owner. Authorizes the Director to provide for funding for mitigation actions that reduce flood damages to repetitive claim properties, under certain conditions. Provides funding for such assistance from the National Flood Insurance Fund.

Electric Power Industry Tax Modernization Act - Amends the Internal Revenue Code to permit a governmental unit to make an irrevocable election to terminate certain tax-exempt bond financing for electric output facilities. Sets forth provisions concerning independent transmission companies. Provides for the exclusion from gross income as contributions to capital of certain amounts received by electric utilities. Revises the special rules concerning the tax treatment of nuclear decommissioning costs.

Hunger to Harvest Resolution: A Decade of Concern for Africa - Expresses the sense of Congress that: (1) the United States should declare "A Decade of Concern for Africa" and commit to increased levels of effective, poverty-focused development assistance to sub-Saharan Africa until significant progress is made toward reversing current levels of hunger and poverty; (2) the President should work with the heads of other advanced industrial and sub-Saharan African countries, and with United States and sub-Saharan African private voluntary and other civic organizations, to increase development assistance to sub-Saharan Africa; (3) Congress should undertake a multi-year commitment with other donors to provide the resources necessary to cut hunger by one-half in that region; (4) such funding should support both bilateral and multilateral poverty-focused development efforts; and (5) the Administrator of the United States Agency for International Development should annually submit to Congress a progress report.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Sustaining Access to Vital Emergency Medical Services Act of 2001 - Amends the Public Health Service Act, as amended by the Children's Health Act of 2000, to direct the Secretary of Health and Human Services to award grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Amends titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) of the Social Security Act to establish a prudent layperson standard for emergency ambulance services under Medicare and Medicaid.

Military Overseas Voter Empowerment Act of 2001 - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person who is absent from a State in compliance with military or naval orders shall not, solely by reason of that absence be deemed to have: (1) lost a residence or domicile in that State, without regard to whether or not the person intends to return to that State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to provide for: (1) extension of registration and balloting rights for absent uniformed services voters to State and local elections; (2) treatment of applications and absentee ballots submitted by absent uniformed services voters; and (3) coverage of recently separated uniformed services voters as absent uniformed services voters. Directs the Secretary of Defense to carry out a demonstration project under which absent uniformed services voters are permitted to cast ballots in the regularly scheduled general election for Federal office for November 2002 through an electronic voting system.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Lyme Disease Initiative of 2001 - Directs the Secretaries of Health and Human Services, of Agriculture, of the Interior, and of Defense to: (1) establish specified detection test, improved surveillance and reporting system, and prevention goals to provide for a reduction in the incidence and prevalence of Lyme disease and related tick borne infectious diseases; and (2) establish a five-year plan of activities toward achieving those goals, and carry them out. Establishes the Lyme Disease Taskforce to advise the Secretaries with respect to achieving such goals.

Solid Waste Interstate Transportation Act of 2001 - Amends the Solid Waste Disposal Act to prohibit a landfill or incinerator (facility) from receiving out-of-State municipal solid waste (MSW) for disposal or incineration unless the waste is received pursuant to a new or existing host community agreement or an exemption from this prohibition (which may be limited by the State). Establishes conditions for exemptions. Authorizes States to establish limits on the amount of out-of-State waste received annually for disposal at each facility. Allows a State to limit the amount of out-of-State MSW received annually at each facility to the amount received during 1995 if the State has enacted a comprehensive, statewide recycling program. Prohibits State limits from conflicting with permits or host community agreements that set higher (or no) limits. Sets the limitation amount for any facility that began receiving documented out-of-State waste before enactment of this Act at the amount received during 1993. Prohibits discrimination against shipments of such waste on the basis of State of origin. Allows States to require that a permit issued for a new facility or an expansion include an annual limitation of not less than 20 percent on the total quantity of out-of-State MSW relative to the total waste received by the facility. Requires percentage limitations to be uniform for all facilities and not discriminate against out-of-State waste according to the State of origin.

Amends the Elementary and Secondary Education Act of 1965 to reauthorize and revise provisions for the National Writing Project (NWP). Increases the maximum amount for any one contractor under limits on the Federal share of NWP teacher training programs. Repeals the classroom teacher grants program under NWP. Increases and extends through FY 2006 the authorization of appropriations for NWP.

Tribal College or University Teacher Loan Forgiveness Act - Amends the Higher Education Act of 1965 to provide for the cancellation of a specified percentage of the total amount of any Federal Perkins loan, Federal Family Education loan, or direct student loan for each year of employment (up to five) as a full-time teacher at a tribal college or university if the borrower is not in default on such loan. Prohibits a borrower from receiving, for the same service, such a benefit and a national service educational award. Provides that the amount of any loan forgiven under this Act shall not be treated as gross income for Federal tax purposes.

Historic Homeownership Assistance Act - Amends the Internal Revenue Code to allow a tax credit for 20 percent (up to a maximum limit of $40,000 for a joint return) of the qualified rehabilitation expenditures made by a taxpayer with respect to the certified rehabilitation of a qualified historic home which has been substantially rehabilitated and which is owned by the taxpayer and used as his or her principal residence. Allows the credit for such expenditures to be taken by a purchaser of the rehabilitated home. Permits, in lieu of the credit, a historic rehabilitation mortgage credit certificate, which may be transferred to a lender in exchange for a reduction in the rate of interest on the loan secured by the building.
