Expresses the sense of the House of Representatives that the National Collegiate Athletic Association (NCAA), its member colleges and universities, and athletic conferences should affirm a commitment to a policy of discouraging alcohol use among underage students and other young fans by ending all alcohol advertising during radio and television broadcasts of collegiate sporting events.

Expresses the sense of the House of Representatives that judicial determinations regarding the meaning of U.S. laws should not be based on foreign judgments, laws, or pronouncements unless such foreign judgments, laws, or pronouncements are incorporated into the legislative history of laws passed by the House and Senate or otherwise inform an understanding of the original meaning of U.S. laws.

States that the House of Representatives: (1) condemns in the strongest possible terms the terrorist bombing attacks in Madrid that occurred on March 11, 2004; (2) expresses its condolences to the families of the individuals murdered in the terrorist attacks, expresses its sympathies to the individuals injured in the attacks, and conveys its hope for the rapid and complete recovery of all such injured individuals; (3) expresses its condolences to the people and Government of the Kingdom of Spain for the losses they have suffered; and (4) expresses its solidarity with Spain and all other countries which stand united against terrorism and which work together to bring to justice the perpetrators of these and other terrorist attacks.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in U.S. district court to resolve conflicting child custody determinations. Directs the Attorney General to establish a registry of child custody and visitation orders and proceedings. Authorizes State and local law enforcement officers to hold any child listed as missing for a proper custody disposition. Amends the International Child Abduction Remedies Act to require the U.S. Central Authority under the Hague Convention on the Civil Aspects of International Child Abduction to establish a funding program for the provision of legal services to persons seeking remedies in interstate or international parental kidnapping cases. Authorizes the Legal Services Corporation to provide Convention-related legal assistance to qualified aliens. Requires the Central Authority to encourage the designation of courts to hear Convention-related cases. Amends the Federal judicial code to require the Federal Judicial Center to include in its continuing education programs information on the Convention and related laws. Requires various reports relating to international child abduction. Requires the Attorney General to support, through specified activities, the adoption and implementation in the States of the Uniform Child Custody Jurisdiction and Enforcement Act. Amends the Violence Against Women Act of 2000 to expand the Safe Havens for Children Pilot Program to include children at risk of parental kidnapping. Amends the Internal Revenue Code of 1986 to authorize the disclosure of taxpayer identity information to the National Center for Missing and Exploited Children.

States that the House of Representatives: (1) welcomes the accession of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia to the North Atlantic Treaty Organization (NATO); (2) reaffirms that NATO's enlargement enhances United States and North Atlantic area security; (3) agrees that NATO's enlargement should be open to membership by any European democracy that meets NATO membership criteria and whose admission would further the principles of the Washington Treaty of 1949 and enhance North Atlantic area security; and (4) recommends that NATO heads of state and government should review the enlargement process, including the applications of Albania, Croatia, and Macedonia, at a summit meeting to be held no later than 2007.

Presidential $1 Coin Act of 2004 - Amends Federal monetary law to set forth requirements for the redesign and issuance of circulating $1 coins emblematic of each of the Presidents of the United States. Prohibits the inclusion of a President who has not completed such President's term of service (sitting President). Instructs the Secretary of the Treasury to issue bullion coins that are emblematic of the spouse of each such President during the same period in which the $1 coins are issued. Expresses the sense of Congress about the issuance of such coins.

National Trails System Willing Seller Act - Amends the National Trails System Act to: (1) prohibit the Government acquisition of lands outside the exterior boundaries of any federally administered area, except with the owner's consent, for the Oregon, Mormon Pioneer, Lewis and Clark, Iditarod, and Nez Perce National Historic Trails and the Continental Divide, North Country, Ice Age, and Potomac Heritage National Scenic Trails; and (2) provide that the Government's authority to acquire fee title shall be limited to an average of not more than one-quarter mile on either side of such national historic trails and the Continental Divide National Scenic Trail.

Microenterprise Results and Accountability Act of 2004 - Amends the Foreign Assistance Act of 1961 to repeal existing microenterprise development grant authority and reestablish and revise it as a separate title, title VI - Microenterprise Development Assistance, which shall be administered by an Office of Microenterprise Development (established by this Act) within the United States Agency for International Development (USAID).

Lewis and Clark National Historical Park Designation Act of 2004 - Designates the Lewis and Clark National Historical Park as a unit of the National Park System. Defines the boundaries of the park, located in the States of Oregon and Washington, according to a map entitled "Lewis and Clark National Historical Park, Boundary Map" which includes the Fort Clatsop National Memorial and other specified lands. Authorizes the Secretary of the Interior to acquire land within park boundaries. Directs that such land may be acquired only with the consent of the owner except with regard to specified corporately owned timberlands. Requires the Secretary, if the owner of such corporately owned timberlands agrees to sell, to enter into a memorandum of understanding with the owner addressing post-acquisition management of those lands. Requires the map of the park to be made available for public inspection in the appropriate offices of the National Park Service (NPS). Requires the Secretary to: (1) administer the park in accordance with this Act and with laws generally applicable to the NPS; and (2) prepare a management plan for the park. Authorizes the Secretary to enter into cooperative management agreements with appropriate officials in Oregon and Washington.

Mandatory IDEA Full-Funding Act - Amends the Individuals with Disabilities Education Act (IDEA) to revise and reauthorize part B programs of education of all children with disabilities. Authorizes appropriations in specified amounts for part B for FY 2005 through 2011 and thereafter. (Provides phased-in increases of funding designed to reach a promised 40 percent Federal share of funding by FY 2011.) Makes appropriations in specified amounts for part B for FY 2005 through 2011 and thereafter. Provides an exception to local educational agency (LEA) maintenance of effort requirements under part B. Repeals certain provisions relating to LEA treatment of Federal funds as local funds under part B.

Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to permit rural local educational agencies to defer the application of certain requirements relating to the employment of highly qualified teachers. Allows such deferral for a one-year period beginning with: (1) their employment as middle or secondary school teachers, for teachers new to the profession; or (2) their teaching an academic subject they have not previously taught, for middle or secondary school not new to the profession.

Help Establish Access to Local Timely Healthcare for Your Vets (HEALTHY Vets) Act of 2004 - Directs the Secretary of Veterans Affairs, in the case of a veteran for whom Department of Veterans Affairs medical facilities are geographically inaccessible, to use current authority for contracting out veterans' medical care to non-Department facilities in order to provide the following care to such veterans: (1) primary care; (2) acute or chronic symptom management; (3) nontherapeutic medical services; and (4) other medical services determined appropriate by the director of that geographic service region, after consultation with the Department physician responsible for the primary care of the veteran. Outlines conditions under which Department facilities shall be deemed geographically inaccessible. Authorizes the Secretary to waive the requirement of geographic inaccessibility, on a case-by-case basis, if the Secretary determines that the costs to the Department of providing such care significantly outweigh the benefits of localized health care for the veteran.

Undocumented Alien Emergency Medical Assistance Amendments of 2004 - Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to: (1) prohibit Federal reimbursement of hospital-provided emergency and certain transportation services to undocumented aliens unless the hospital provides the Secretary of Homeland Security with information regarding an alien's citizenship, immigration status, financial data, and employer; (2) make the employer of certain undocumented aliens responsible for such costs; and (3) direct the Secretary to initiate removal procedures against an alien determined to be removable under Federal immigration law. Directs the Secretary of State to analyze the feasibility of effecting treaties for international medical evacuations.

Broadcast Decency Enforcement Act of 2004 - Amends the Communications Act of 1934 to provide that, if the violator of the terms and conditions of any Federal Communications Commission (FCC) license, permit, or certificate is either a broadcast station licensee or permittee or an applicant for a broadcast license, permit, or certificate, and such violator is determined by the FCC to have broadcast obscene, indecent, or profane language, the amount of forfeiture penalty shall not exceed $275,000 for each violation or day of such violation, to a maximum of $3 million for any single act or failure to act.

Resolves that the Federal Communications Commission should: (1) reverse its Enforcement Bureau's decision of In the Matter of Complaints Against Various Broadcast Licensees Regarding the Airing of the "Golden Globe Awards" of October 3, 2003, which found that no violation of the decency laws or regulations had occurred as a result of the airing of indecent language during the televised broadcast of the Golden Globe Awards; (2) return to vigorously enforcing the indecency and profanity statute pursuant to its declaratory order of In the Matter of a Citizen's Complaint Against Pacifica Foundation StationWBAI, which was affirmed by the U.S. Supreme Court; (3) make every reasonable and lawful effort to protect children from indecent and profane programming; (4) resolve expeditiously all indecency and profanity complaints and consider reviewing such complaints at the full Commission level; (5) aggressively investigate and enforce all indecency and profanity allegations; and (6) reassert its responsibility as defender of the public interest with respect to profane and indecent utterances in broadcast media.

Medicare's Equitable Drugs for Seniors Act of 2004 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, to repeal provisions prohibiting the Secretary of Health and Human Services from: (1) interfering with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors; and (2) requiring a particular formulary to institute a price structure for the reimbursement of covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Grants the Secretary instead, in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage prescription drug plans pay the lowest possible price, authority similar to that of the Secretary of Veterans Affairs, Secretary of Defense, and the heads of other Federal agencies and departments that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered Medicare part D drugs, consistent with the requirements and in furtherance of the goals of providing quality care and containing costs under such part.

Pharmacy Education Aid Act of 2003 - Amends the Public Health Service Act to permit payments of up to $35,000 on behalf of a qualifying individual with a pharmacy degree for the repayment of pharmacy education loans for each year (two-year minimum) that such person serves in a health care facility with a critical shortage of pharmacists. Provides for: (1) additional tax liability payments; (2) financial need preference; and (3) Federal repayment for recipient breach of agreement unless otherwise waived. Directs the Secretary to make payments of up to $35,000 on behalf of a qualifying individual with a pharmacy degree or in the final year of such study for the repayment of pharmacy educational loans for each year (two-year minimum) that such person serves as a faculty member at a school of pharmacy which provides assistance to: (1) medically underserved areas; (2) prisons; (3) veterans or the armed forces; (4) the Indian Health Service; or (5) a disproportionate share hospital under the Social Security Act .

Transportation Equity Act: A Legacy for Users - Reauthorizes the Federal-aid surface transportation program through FY 2009. Reauthorizes appropriations from the Highway Trust Fund (HTF) for: (1) specified highway (including highway safety) programs; (2) research and technology; (3) motor carrier safety; and (4) transportation research. Directs the Secretary of Transportation to establish a National Commission on Future Revenue Sources to Support the HTF. Establishes: (1) a National Commission on the Future of the Dwight D. Eisenhower National System of Interstate Defense Highways; and (2) a Commission on Intelligent Transportation Systems Procurement Policy. Requires States with an urbanized area population of over 200,000 to obligate specified funds for congestion relief. Federal Public Transportation Act of 2004 - Sets forth revised provisions governing public transportation funding and the Secretary's authority to make specified grants, including grants for capital projects, planning, and transit and for commercial driver's license program improvements. Directs the Secretary to establish programs involving: (1) long-term bridge performance; (2) innovative highway safety technologies; (3) freight planning capacity building; (4) freight transportation research; (5) future strategic highway research; (6) surface transportation congestion solutions research; and (7) commercial remote sensing products and spatial information technologies. Intelligent Transportation Systems Act of 2004 - Directs the Secretary to conduct an ongoing intelligent system transportation program to research, develop, and operationally test and advance nationwide deployment of intelligent transportation systems as a component of the U.S. surface transportation systems. Incorporates Federal Highway Administration and Federal Transit Administration planning provisions. Reauthorizes the hazardous materials transportation program. Makes the guaranteed funding levels provided under this Act dependent on identifying additional budgetary resources.

Establishes the Federal Interagency Task Force to Promote the Benefits, Safety, and Potential Uses of Agricultural Biotechnology to improve interagency cooperation and to develop and disseminate accurate written scientific information on the benefits, safety, and potential uses of agricultural biotechnology. Terminates the Task Force ten years after enactment of this Act.

Post Office Community Partnership Act of 2003 - Modifies Federal postal law to revise requirements for the closing or consolidation of a post office and apply them, as well, to its proposed closing, consolidation, relocation, or construction. Requires a 60-day notice, under certain conditions, to persons (including local government officials) who are (or would be) served by the post office involved to allow such individuals an opportunity to present their views before such proposed action. Requires the notice: (1) by the deadline, to be hand delivered or delivered by mail and published once a week for at least four weeks in one or more newspapers regularly issued and of general circulation within the zip code areas which are (or would be) served by the post office involved; and (2) to include a description of the proposed action, a summary of the reasons for it, and the date on which the action is to be taken (or, in the case of the construction of a post office, the proposed timetable). Revises the factors to be considered in deciding whether or not to take such proposed actions. Requires the Postal Service to follow a community's public participation procedures to address the relocation, closing, consolidation, or construction of buildings in the community if such procedures are more stringent than those provided in this Act.

Missouri River Enhancement and Monitoring Act of 2004 - Directs the Secretary of the Interior, acting through the Biological Resources Division of the U.S. Geological Survey, to establish a program at the River Studies Center of the Biological Resources Division to: (1) determine and monitor the biological and chemical characteristics of the Missouri River; (2) determine and monitor the interrelationship of those characteristics with the hydrology and geomorphology of the River; and (3) monitor and assess the biota, including threatened or endangered species, habitats, and water quality of the River. Directs the Secretary of the Interior (the Secretary) to: (1) establish a database on River biota; and (2) make such database readily available to specified entities, including the Governors of affected States, the Secretaries of Agriculture and the Army, the Fish and Wildlife Service, the Administrator of the Environmental Protection Agency, the Missouri River Basin Indian tribes, and the public. Requires the Secretary, acting through the Director of the Geological Survey, to: (1) review the program; (2) establish and revise the program's objectives, as necessary; and (3) report to Congress on the environmental health of the River.

Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to allow a person in military service to terminate a contract for the lease of a motor vehicle, a telecommunications contract, or a contract for the purchase of a residence at any time after: (1) entry into military service; or (2) the date of the lessee's station or deployment orders. (Currently, such a person may terminate only a residential lease and only after entry into military service.) Requires, in order for such terminations to occur: (1) the call or order to service or the deployment period to be for at least 90 days, in the case of the motor vehicle lease or the telecommunications contract; and (2) the deployment period to be at least 90 days, in the case of the contract for the purchase of a residence.

Incentives to Educate American Children (I Teach) Act of 2003 - Amends the Internal Revenue Code to permit a tax credit of $1,000 for: (1) teachers in public elementary or secondary schools or public kindergartens in rural areas or areas with high poverty; and (2) teachers certified by the National Board for Professional Teaching Standards. Grants a credit of $2,000 for a teacher meeting both criteria.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

NICS Improvement Act of 2003 - Amends the Brady Handgun Violence Prevention Act to require: (1) the head of each Federal agency that has records relating to persons for whom receipt of a firearm would violate Federal or State law to provide that information to the Attorney General for inclusion in the National Instant Criminal Background Check System (NICS); (2) the agency, upon being made aware that the basis under which a record was made available no longer applies, to correct the record and notify the Attorney General; and (3) the Department of Homeland Security to make available to the Attorney General records relevant to a determination that a person is disqualified from possessing or receiving a firearm and information about a change in such person's status for removal from NICS, where appropriate. Directs the Attorney General to make grants to: (1) States and Indian tribal governments to establish or upgrade information and identification technologies for firearms eligibility determinations; and (2) States for use by the State court system to improve the automation and transmittal to Federal and State record repositories of criminal history dispositions, records relevant to determining whether a person has been convicted of a misdemeanor crime of domestic violence, court orders, and mental health adjudications or commitments. Requires: (1) the Director of the Bureau of Justice Statistics to study and evaluate NICS operations and to report annually to Congress and to specified States regarding best practices; and (2) the Comptroller General to conduct an audit of the expenditure of all funds appropriated for criminal records improvement to determine how the funds were expended.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

Purchase Card and Travel Card Accountability Act of 2003 - Directs the Administrator for Federal Procurement Policy to prescribe a Government-wide policy for the use of purchase and travel cards by Federal employees. Requires such policy to include definitions of appropriate and inappropriate uses of such cards and a system of accountability for employees using such cards.

Agricultural Job Opportunity, Benefits, and Security Act of 2003 - Directs the Secretary of Homeland Security, upon completion of specified agricultural work and residency requirements, to adjust the status of a qualifying alien agricultural worker (and spouse and minor children) to that of a: (1) lawfully admitted temporary nonimmigrant; and (2) permanent resident nonimmigrant. Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Social Security Act to provide for the correction of such aliens' social security records. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; and (3) transportation reimbursement. Establishes the Commission on Agricultural Wage Standards under the H-2A program. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. Sets forth worker protection and labor standards enforcement provisions for such aliens.

Calling for 2-1-1 Act of 2003 - Directs the Secretary of Commerce to award a grant to each State to carry out a program for making available throughout that State the 2-1-1 telephone service for information and referral on human services. Requires a participating State to ensure that at least 50 percent of the resources of the program funded by the grant will be derived from other sources. Requires a State seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a State 2-1-1 telephone service for community information and referral on human services, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.

Renewable Fuels and Transportation Infrastructure Enhancement Act of 2003 - Amends the Internal Revenue Code to establish, for a limited period of time: (1) as a credit against the gasoline and diesel fuel excise tax, a credit equal to the sum of the alcohol fuel mixture credit plus the biodiesel mixture credit; and (2) a biodiesel fuels credit business credit.
