Literacy Education for All, Results for the Nation Act or the LEARN Act - Authorizes the Secretary of Education to award grants to states for comprehensive planning to improve the literacy of children from birth through grade 12. Directs the Secretary to award grants to states to implement their comprehensive literacy plans for such children through: (1) competitive subgrants to local educational agencies (LEAs) or early learning programs for specified activities that support early language and literacy development in children from birth through kindergarten entry; (2) competitive subgrants to LEAs that have the highest numbers or percentages of disadvantaged students and students reading or writing below grade level for specified activities to improve the literacy of students in kindergarten through grade 12, including the provision of family literacy services; and (3) additional state activities that include providing technical assistance to subgrantees, coordinating literacy programs and resources throughout the state, disseminating information on promising literacy programs, and enhancing the credentials of literacy instructors. Allots implementation grants to states on the basis of each state's share of disadvantaged students. Requires the Secretary to: (1) perform a five-year national evaluation of the implementation and effect of the literacy initiatives supported by this Act; and (2) provide technical assistance and information on literacy instruction to educational entities. Authorizes the Secretary to withhold this Act's funding from states and subgrantees, and states to withhold funding from subgrantees, whose initiatives are not making significant progress in improving student literacy.

Veterans Burial Benefits Improvement Act of 2009 - Increases the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases the burial plot allowance for veterans who, at the time of death, were receiving hospital or nursing home care in or through the Department of Veterans Affairs (VA). Authorizes the annual adjustment of such allowances by the same percentage increase as adjustments to benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Lake Tahoe Restoration Act of 2009 - Amends the Lake Tahoe Restoration Act to require the Secretary of Agriculture, acting through the Chief of the U.S. Forest Service, to: (1) conduct forest management activities in the Lake Tahoe Basin in a manner that helps achieve and maintain the environmental threshold carrying capacities established by the Tahoe Regional Planning Agency (Agency) and attains multiple ecosystem benefits, unless the attainment of such benefits would excessively increase the project's cost in relation to the additional benefits gained; (2) establish post-project ground condition criteria for ground disturbance caused by forest management activities; and (3) provide for monitoring to ascertain the attainment of such conditions. Requires the Lake Tahoe Basin Management Unit to: (1) manage vehicular parking and traffic in the Unit; and (2) support the attainment of the environmental threshold carrying capacities. Withdraws federal land located in the Unit from: (1) all forms of entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) disposition under all laws relating to mineral and geothermal leasing. Requires the Chair of the Lake Tahoe Federal Interagency Partnership to submit to Congress a prioritized list of all Environmental Improvement Program projects for the Basin. Authorizes: (1) the Secretary, the Director of the United States Fish and Wildlife Service, and the Administrator of the Environmental Protection Agency (EPA) to implement specified projects and projects included in the prioritized list that have been subject to environmental review and approval under federal and state law and the Tahoe Regional Planning Compact; and (2) funding for such projects. Requires the Director to deploy strategies that meet or exceed specified criteria for preventing the introduction of aquatic invasive species into the Lake Tahoe Basin and that apply to all watercraft to be launched on water within the Basin. Requires the Administrator to implement a Lake Tahoe Science Program that includes: (1) developing and updating an integrated multiagency programmatic assessment and monitoring plan and evaluating the effectiveness of the Agency's Environmental Improvement Program; and (2) providing support to governments in reducing pollutants that contribute to the loss of lake clarity. Provides for the establishment of a grant to develop a Basin watershed strategy.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disadvantaged youth with the support needed to: (1) attain a secondary school diploma; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to include: (1) the head of the local government assisted by the grant; (2) representatives from certain state and local service agencies; (3) representatives from certain educational entities; and (4) a representative from a community-based organization, a business, and a secondary school or labor-management committee; and (5) disadvantaged youth and their caregivers. Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disadvantaged youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disadvantaged youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disadvantaged youth, including organizations that do not receive funding under this Act.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Truth in Trials Act - Amends the federal criminal code to: (1) allow any person on trial for a federal marijuana-related offense to introduce evidence that the alleged marijuana-related activities were performed in compliance with state law regarding the medical use of marijuana; (2) allow an affirmative defense to a marijuana prosecution that the alleged marijuana-related activities complied with state law regarding the medical use of marijuana; (3) limit the criminal liability of persons convicted of federal marijuana-related offenses; (4) require the preservation and return (if a defendant is acquitted) of property seized in connection with a marijuana prosecution; and (5) prohibit the seizure of plants grown or stored under a physician's recommendation or by order of a state or municipal agency in accordance with state law regarding the medical use of marijuana.

Accountability for Business Choices in Iran Act - Expresses the sense of Congress that: (1) Iran's illicit nuclear activities as well as development of unconventional weapons and ballistic missiles and support for international terrorism represent a serious threat to the security of the United States and its allies; (2) the United States should continue supporting diplomatic efforts in the International Atomic Energy Agency (IAEA) and the United Nations Security Council (UNSC) to end Iran's illicit nuclear activities; (3) the UNSC should take further measures beyond specified existing UNSC resolutions to tighten sanctions on Iran, including preventing new investment in Iran's energy sector as long as it fails to comply with international demands to halt its nuclear enrichment; and (4) the United States should discourage foreign banks and entities from investing in Iran's energy sector as well as seek to prohibit entities doing business with the United States from doing business with Iran. Requires the head of each federal agency to ensure that each contract with a company for the procurement of goods and services contains a requirement for the company to certify that it is not conducting business operations in Iran. Defines "business operations" as operations that: (1) provide Iran with refined petroleum resources or technology that could enhance its ability to import or expand its domestic production of such resources; (2) invest $20 million or more in aIran's ability to develop petroleum resources; and (3) provide sensitive technology to Iran. Authorizes a state or local government to adopt measures to prohibit them from entering into or renewing a contract for the procurement of goods or services with persons included on the List of Parties Excluded from Federal Procurement and Nonprocurement Programs. Terminates this Act 30 days after: (1) the President certifies to Congress that Iran has ceased support for acts of international terrorism and is no longer considered a state-sponsor of terrorism; and (2) Iran has permanently ceased the pursuit, acquisition, and development of nuclear, biological, and chemical weapons and missiles.

Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Estate Tax Relief Act of 2009 - Repeals provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA) eliminating the tax on estates and generation-skipping transfers and the step-up in basis provisions for property acquired from a decedent for estates of decedents dying after 2009. Declares that the sunset provision (general terminating date of December 10, 2010) of EGTRRA shall not apply to title V of such Act (Estate, Gift, and Generation-Skipping Transfer Tax Provisions). Amends the Internal Revenue Code to: (1) allow annual increases in the estate tax exclusion amount until it reaches $5 million in 2019 and inflation adjustments to such amount after 2019; and (2) phase in annual reductions in the estate tax rate between 2009 and 2019 (45% to 35% in 2019 and thereafter) and eliminate the deduction for state estate, inheritance, legacy, or succession taxes over the same period.

Directs the Director of the National Institutes of Health (NIH) to: (1) expand and intensify NIH research programs for osteoporosis and related bone diseases, including osteogenesis imperfecta, Paget's disease of bone, and rare bone diseases; and (2) award planning grants or contracts for the establishment or enhancement of research programs for osteoporosis and related bone diseases.

Water Efficiency, Conservation, and Adaptation Act of 2009 - Establishes within the Environmental Protection Agency (EPA) a WaterSense program to identify and promote water efficient products, buildings, landscapes, facilities, processes, and services (products, facilities, and services) so as to: (1) reduce water use and the strain on water, wastewater, and stormwater infrastructure; (2) conserve energy used to pump, heat, transport, and treat water; and (3) preserve water resources through voluntary labeling of, or other forms of communications about, products, facilities, and services that meet the highest water efficiency and performance criteria. Sets forth the duties of Administrator of the EPA under the program, including to: (1) establish a WaterSense label and certification procedures and to promote labeled products, facilities, and services for reducing water use and ensuring performance; (2) review and update WaterSense criteria for categories of products, facilities, and services; (3) estimate and make available the production and relative market shares of, and the savings of water, energy, and capital costs of water, wastewater, and stormwater infrastructure attributable to, labeled products, facilities, and services; (4) notify the public of any changes on the adoption of a new or revised WaterSense category, specification, installation criterion, or other criterion and explain such changes; (5) implement other voluntary approaches in commercial, institutional, residential, industrial, and municipal sectors to encourage recycling and reuse technologies to improve water efficiency or lower water use; and (6) apply the WaterSense label as appropriate to water-using products that are labeled by the Energy Star program. Requires the Administrator to: (1) allocate funds to establish and implement a program of financial incentives for consumer purchase and installation of water-efficient products, facilities, and services; and (2) make grants to owners or operators of specified water systems to address any ongoing or forecasted climate-related impact on the water quality or quantity of a region of the United States for the purposes of mitigating or adapting to the impacts of climate change.

Water Efficiency via Carbon Harvesting and Restoration (WECHAR) Act of 2009 - Requires the Director of the United States Geological Survey (USGS) to conduct resources assessments that collect and synthesize interagency and state data to quantify: (1) invasive plant species and excess biomass (plant matter targeted for removal from public land to promote ecosystem health) in the form of dangerous fuel loads on public land that can be used for feedstock (plant matter or materials that serve as the raw material for the production of biochar and bioenergy); (2) estimated carbon content in that feedstock; (3) estimated potential biochar (charcoal or black carbon derived from organic matter through pyrolysis) and bioenergy (hydrocarbons derived from organic matter through pyrolysis) producible from that feedstock; and (4) potential water savings resulting from removal of invasive plant species and excess biomass on public land, by watershed. Directs the Secretary of the Interior and the Secretary of Agriculture to each: (1) establish a program to provide guarantees of loans by private institutions to develop and optimize commercially and technologically viable biochar production units, to produce, respectively, four and two units for deployment to remote landscapes, and for the construction or acquisition of biochar production facilities, provided the loan applicants will be dedicated primarily to contract restoration work with the Bureau of Land Management, National Park Service, or Forest Service using pinyon pine and juniper feedstock in the Great Basin, tamarisk feedstock in the Mojave Desert, or excess biomass feedstock, such as trees killed by bark beetle infestations in the Intermountain West; and (2) initiate three-year programs to employ such biochar production units in pilot applications in various U.S. climates and ecosystems. Directs the Secretary of Agriculture to provide competitive grants to conduct research and analysis: (1) to identify attributes and composition profiles of biochar and bioenergy for various uses; (2) to identify potential uses and markets for biochar and bioenergy; (3) relating to environmental benefits and impacts of biochar and bioenergy use; and (4) regarding potential uses of biochar in landscape restoration.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.
