Honors all those participating in a production of "The Laramie Project: 10: Years Later" in remembrance of Matthew Shepard. Expresses its continuing condemnation of all violent acts motivated by hatred, including the torture and murder of Matthew Shepard, and commends all Americans' involvement in building a more civil and tolerant society. Congratulates the participants and patrons involved for continuing to engage in activities that raise awareness of hate crimes in our society.

Medicare Premium Fairness Act - Amends title XVIII (Medicare) of the Social Security Act with respect to the part B (Supplementary Medical Insurance Benefits for Aged and Disabled) premium for 2010. Makes such premium, and the related monthly actuarial rate, the same as those for 2009. Requires transfer from the Treasury general fund to the Federal Supplementary Medical Insurance Trust Fund of an amount estimated to be equivalent to the aggregate reduction in part B premiums resulting from application of this Act. Revises the formula for funding the Medicare Improvement Fund (MIF) to reduce (offset) the amount available to the MIF for FY2014 by the transferred amount plus $567 million. Makes $567 million the amount available to the MIF for FY2015.

Expresses the sense of the House of Representatives that the United States should: (1) ensure that promotion of inter-religious dialogue and protection of religious freedom and human rights are key components of the U.S. engagement strategy with the Islamic Republic of Pakistan; and (2) support efforts by the government of Pakistan to protect the religious freedom of all Pakistanis and prioritize the prevention of religiously motivated and sectarian violence; and (3) urge the government of Pakistan to review legislation that restricts the right to practice and propagate religion or that constitutes discrimination on the basis of religion or belief in order to bring Pakistani law into conformity with international human rights standards.

Commemorates the lives and work of Jesuit Fathers Ignacio Ellacuria, Ignacio Martin-Baro, Segundo Montes, Amando Lopez, Juan Ramon Moreno, Joaquin Lopez y Lopez, and housekeeper Julia Elba Ramos and her daughter Celina Mariset Ramos who were executed by members of the Salvadoran Army on November 16, 1989, at the University of Central America Jose Simeon Canas (UCA) in San Salvador, El Salvador. Extends sympathy to their families, friends, colleagues, and religious communities. Recognizes the continuing academic, spiritual, and social contributions of the UCA. Commends the 28 Jesuit colleges and universities in this country for their solidarity with the UCA and annual remembrances of the Jesuit martyrs. Continues to find inspiration in the lives and work of the Jesuit martyrs. Remembers the seminal reports by Chairman John Joseph Moakley and the Speaker's Special Task Force on El Salvador in investigating the murders. Acknowledges the role played by the Speaker's Special Task Force, Congressman John Joseph Moakley, the Jesuit leadership of the UCA, and the Salvadoran judicial investigation and convictions in advancing negotiations to end the war so that the deaths of the Jesuits and two laywomen contributed directly to achieving the peace to which they had dedicated their lives. Calls upon the people of this country, schools, and churches to participate in local, national, and international events commemorating the 20th anniversary of their deaths. Recognizes that despite significant post-war progress, social and economic hardships persist among many sectors of Salvadoran society. Calls upon our government to support and work with the El Salvadoran government and other public, private, nongovernmental, and religious organizations in efforts to reduce poverty and hunger and promote educational opportunity, human rights, the rule of law, and social equity for Salvadorans.

Tribal Health Benefits Clarification Act of 2009 - Amends the Internal Revenue Code to allow an exclusion from gross income for certain medical care or benefits provided to American Indians, including: (1) certain health services or benefits provided or purchased by the Indian Health Service; (2) specified medical care provided by an Indian tribe or tribal organization to a member of an Indian tribe; (3) the value of accident or health plan coverage provided by an Indian tribe or tribal organization for medical care to a member of an Indian tribe; and (4) any other medical care provided by an Indian tribe that supplements, replaces, or substitutes for federal programs and services provided to Indian tribes or Indians.

Service Members Home Ownership Tax Act of 2009 - Amends the Internal Revenue Code to: (1) exempt members of the uniformed services, the Foreign Service, and employees of the intelligence community on official extended duty service from the recapture requirements of the first-time homebuyer tax credit; (2) extend the first-time homebuyer tax credit through November 30, 2010, for individuals serving on official extended duty service outside the United States for at least 90 days in 2009; (3) exclude from gross income payments to military personnel to compensate for declines in housing values due to a base closure or realignment; and (4) increase penalties for failure to file a partnership or S corporation tax return. Amends the Corporate Estimated Tax Shift Act of 2009 to increase corporate estimated tax payments in the third quarter of 2014 by an additional 0.5%.

Plastics Recycling Act of 2009 - Amends the Internal Revenue Code to allow a business-related tax credit equal to 60 cents per gallon of qualified synthetic oil produced from recycled waste plastics. Defines "qualified synthetic oil" as oil derived from post-consumer and post-industrial waste plastics and which has a minimum market value of 90% of crude oil. Directs the Secretary of the Treasury to make grants to persons eligible for the waste plastic recycling tax credit provided by this Act in lieu of such credit.

Respect for Marriage Act of 2009 - Amends the Defense of Marriage Act to repeal provisions allowing states, territories, possessions of the United States, or Indian tribes to give no effect to a public act, record, or judicial proceeding of any other such entity respecting a relationship between persons of the same sex that is treated as a marriage under that entity's laws or a right or claim arising from such relationship. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

Supporting ColoRectal Examination and Education Now (SCREEN) Act of 2009 - Declares the sense of Congress that colorectal cancer screening tests and the provisions of this Act should be included as part of any basic benefit package in any legislation that may be enacted to provide health insurance coverage, public or private, to persons under age 65. Authorizes the Secretary of Health and Human Services (HHS) to make grants to states and Indian tribes for colorectal health programs. Directs the Secretary to establish a program to notify all beneficiaries annually about coverage of colorectal cancer screening tests under title XVII (Medicare) of the Social Security Act (SSA). Amends SSA title XIX (Medicaid), as amended by the American Recovery and Reinvestment Act of 2009, to require any state Medicaid plan that includes colorectal cancer screening tests to provide for a program to notify individuals at risk for colon cancer, including high-risk minorities, who are over an appropriate age, of the availability of medical assistance for colorectal cancer screening tests. Amends SSA title XVIII (Medicare) to eliminate coinsurance for colorectal cancer screening tests. Prescribes annual reporting requirements under the Medicare Advantage program with regard to colorectal cancer screening tests. Directs the Secretary to: (1) establish a national minimum standard for basic knowledge, training, continuing education, and documentation for suppliers who furnish colorectal cancer screening tests; (2) determine age-based goal rates for such tests; and (3) establish an upward preventive service payment modifier for qualifying tests furnished on or after January 1, 2010, which reflects the Secretary's annual determination of the appropriate amount of additional payment sufficient to increase the rate of colorectal cancer screening tests. Extends Medicare coverage to an office visit or consultation prior to a qualifying screening colonoscopy.

Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Internal Revenue Code to extend from 2009 through 2010 the 6.2% surtax on employers under the Federal Unemployment Tax Act (FUTA). Delays the scheduled 2010 reduction in the surtax to 6% until 2011. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require an employer to report to the state Directory of New Hires, in addition to other information, the date services for remuneration were first performed by a newly hired employee. Qualifies the requirement that an employer file new hire reports on a W-4 or equivalent form by adding the phrase "to the extent practicable."

Mourns the loss of life caused by Typhoon Morakot that occurred on August 8, 2009, in the Republic of China (Taiwan) and expresses condolences to the families of the many victims. Recognizes the deep ties between the United States and Taiwan and expresses continued solidarity with its people during this time of crisis. Expresses gratitude to the people of the United States who have supported those humanitarian aid agencies working to assist the people of Taiwan in this time of need.

Condemns the release of Abdel Basset Mohamed al-Megrahi, who was convicted for participating in the bombing of Pan Am 103 causing the deaths of 270 innocent people, including 189 U.S. citizens. Extends deepest sympathies to the family members of the victims of Pan Am Flight 103. Recognizes that this type of action sends a negative message to terrorists and undermines the judicial system in terrorist convictions. Expresses concern for the celebration of Abdel Basset Mohamed al-Megrahi's return to Libya and urges the government of Libya to immediately place Abdel Basset Mohamed al-Megrahi under house arrest.

Enable Divestment from Sudan and Iran Act of 2009 - Amends the Internal Revenue Code to promote the divestment of investments in Iran or the Sudan by permitting the deferral of tax on gain from the sale of securities in any business that is engaged in certain discouraged activities in Iran or the Sudan if the holder of such securities purchases replacement securities from a business not engaged in such discouraged activities. Includes as discouraged activities in Iran: (1) investment of $20 million or more in the energy sector of Iran (i.e., petroleum, natural gas, or nuclear power) or in a person who provides Iran with oil or liquefied natural gas tankers or pipelines; (2) an extension of credit of $20 million or more to a person who invests in the energy sector of Iran; (3) investment that enhances Iran's ability to develop petroleum resources; (4) the sale of goods, services, technology, information, or support to Iran that allows it to maintain or expand its petroleum industry; or (5) providing Iran with refined petroleum resources. Defines "Sudan discouraged activity" as an investment in any business operation described in the Sudan Accountability and Divestment Act of 2007 (e.g., businesses engaged in power production activities, mineral extraction activities, oil-related activities, or the production of military equipment). Includes as an Iran or Sudan discouraged activity business transactions with or charitable donations to any Iranian or Sudanese person designated as a terrorist or to any foreign terrorist organization. Requires the Secretary of the Treasury to publish and update every six months a list of business entities engaging in any Sudan or Iran discouraged activities.

Recognizes the contributions of U.S. automobile dealerships. Expresses the sense of the House of Representatives that a quantifiable number of automobile dealerships that have been successful and are being closed not of their own doing, but as a function of the auto market as a whole, should be given an opportunity to obtain a dealership franchise when auto manufacturers seek new partners to open dealerships in their respective geographic areas.

Improving Assistance to Domestic and Sexual Violence Victims Act of 2009 - Amends the Violence Against Women Act of 1994 to: (1) amend certain definitions, grant conditions relating to confidential information, and matching fund requirements under such Act; (2) expand the role of the national resource center on workplace responses to domestic violence to require information and assistance to victim service providers and other community-based organizations and coalitions; and (3) expand requirements for providing culturally and linguistically specific services to domestic and sexual violence victims. Amends grant provisions under the violence against women program of the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) impose limits on Internet publication of protection order information in domestic violence cases; (2) exempt victims of dating violence from certain costs for criminal proceedings and protection orders; (3) provide for sexual assault forensic medical personnel examiners to collect and preserve evidence in sexual assault cases; and (4) expand grant purposes to include HIV, hepatitis, and sexually transmitted infection testing and treatment for victims of sexual assault. Amends the Immigration and Nationality Act and the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to expand visa eligibility for aliens who are victims of domestic violence and sex trafficking. Amends the Housing and Community Development Act of 1980 to permit certain aliens lawfully present in the United States to qualify for low-income housing assistance.

Emergency Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the Emergency Unemployment Compensation (EUC) program through December 31, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend through January 1, 2011: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional EUC, if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Railroad Unemployment Insurance Act to extend through December 31, 2010, the temporary increase in extended unemployment benefits for employees with 10 or more years of service and for those with less than 10. Makes additional appropriations to cover such cost. Amends the American Recovery and Reinvestment Act of 2009 to make additional appropriations to the Railroad Retirement Board to cover administrative expenses associated with such additional extended benefits. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require information entered into the data base of the National Directory of New Hires to be deleted 48 (currently, 24) months after its entry. Authorizes the Secretary of Health and Human Services (HHS) to permit federal departments and agencies or their agents to use data in each component of the Federal Parent Locator Service and information reported by employers to assess the effectiveness of federal programs in achieving positive labor market outcomes. Allows personal identifiers to be provided to such entities, subject to certain privacy provisions.

Taxpayer Responsibility, Accountability and Consistency Act of 2009 - Amends the Internal Revenue Code to: (1) require reporting to the Internal Revenue Service (IRS) of payments of $600 or more made to corporations; (2) set forth criteria and rules relating to the treatment of workers as employees or independent contractors; and (3) increase penalties for failure to file correct tax return information or comply with other information reporting requirements. Requires the Secretary of the Treasury to issue an annual report on worker misclassification.

Advocates Dedicated to Older Child Parental Tax Credit (ADOPT) Act of 2009 - Amends the Internal Revenue Code to allow a $2,000 tax credit for costs associated with the adoption of a child who has reached nine years of age before the adoption decree becomes final. Allows the credit each year until such child attains the age of 19.

Taking Responsible Action for Community Safety Act - Revises requirements with respect to the consolidation, merger, or acquisition of control (transaction) involving rail carriers to require public hearings in the affected communities if public hearings on a proposed transaction are held. Requires the Surface Transportation Board, in a proceeding with respect to a transaction that involves at least one Class I railroad (under current law, merger or control of at least two Class I railroads), to consider the effect on the public interest, including the safety and environmental effect of the proposed merger on local communities, intercity rail passenger transportation, commuter rail passenger transportation, and the public interest. Prohibits the Board from approving mergers if their adverse impacts on safety and on affected communities outweigh their transportation benefits. Authorizes the Board to impose conditions to mitigate the effect of mergers on local communities.

Protect America's Wildlife Act of 2009 - Amends the Fish and Wildlife Act of 1956 to impose criminal penalties on anyone who knowingly violates any regulation prohibiting the shooting or harassing of birds, fish, or other animals from aircraft (airborne hunting). Increases the monetary penalty for airborne hunting from $5,000 to $50,000. Expands the exceptions to the prohibition against airborne hunting to include enhancing the propagation and survival of wildlife or preventing the extinction of a species threatened or endangered under the Endangered Species Act of 1973.

US and the World Education Act - Amends the Department of Education Organization Act to require the Deputy Assistant Secretary for International and Foreign Language Education to: (1) assist the Secretary of Education in administering this Act's grant program; and (2) develop an international education research repository and make it available to states and local educational agencies (LEAs). Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Medicare VA Reimbursement Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS), in cooperation with the Secretary of Veterans Affairs (VA), to establish a Medicare VA reimbursement program under which the HHS Secretary shall reimburse the VA Secretary, from the Medicare trust funds, for any item or service: (1) furnished to a Medicare-eligible veteran by a VA medical facility for the treatment of a non-service-connected condition; and (2) covered by Medicare or determined to be medically necessary by the VA Secretary. Requires the HHS Secretary to enter a memorandum of understanding with the VA Secretary concerning administration of the program. Specifies required conditions in the memorandum. Directs the Comptroller General to report to Congress on the program every three years. Declares the sense of Congress that the amount of funds appropriated to the VA for medical care in any fiscal year should not be reduced as a result of the implementation of the Medicare VA reimbursement program.

Expresses the sense of the House of Representatives that: (1) high school students should spend at least one week in September of their senior year learning about the U.S. Constitution, as knowledge of this country's founding document is critical to being an effective citizen; and (2) upon reaching voting age, high school seniors should demonstrate their understanding of the rights and responsibilities of citizenship by petitioning the government on an issue of importance to them.

Supports the goals of a National Wild Horse and Burro Adoption Day to be held annually in coordination with the Secretary of Interior and the Secretary of Agriculture. Recognizes that creating a successful adoption model for wild horses and burros is consistent with federal law commonly known as "Wild Free-Roaming Horses and Burros Act" and beneficial to the long-term interests of the people of the United States in protecting wild horses and burros. Encourages citizens of the United States to adopt a wild horse or burro so as to own a living symbol of the historic and pioneer spirit of the West.

FLTFA Reauthorization Act of 2009 - Amends the Federal Land Transaction Facilitation Act to reauthorize the program for the completion of appraisals and satisfaction of other legal requirements for the sale or exchange of public land identified for disposal under approved land use plans under the Federal Land Policy and Management Act of 1976. Makes the Act non-applicable to land eligible for sale under specified public land laws.

Look-back Elimination Act of 2009 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to eliminate the requirement that, to be eligible for foster care maintenance payments, a child would have been eligible for aid under the former Aid to Families with Dependent Children (AFDC) program (predecessor of the Temporary Assistance for Needy Families [TANF] program under part A of SSA title IV) at the time of removal from the home. Expresses the sense of the Congress that: (1) the AFDC eligibility requirement for federal foster care and adoption assistance benefits should be eliminated and replaced with income eligibility standards that are based on modern, balanced criteria that treat all children equally; and (2) the Secretary of Health and Human Services (HHS) should collaborate with Members of Congress and child welfare advocates in developing any modification standards.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Extends and expands demonstration projects relating to Alzheimer's disease.

Establishing Grants for College Access and Completion Act of 2009 - Directs the Secretary of Education to award competitive five-year grants to certain nonprofit organizations for the provision of mentoring, support, outreach, and other services that encourage disadvantaged students to attend institutions of higher education. Prohibits a grant from covering more than 85% of the cost of the services the grant supports. Requires nonprofit applicants to have met certain requirements, including that they have provided scholarship and support programs to students in more than one state, and have a business plan in place to expand into other states.

Amends the Internal Revenue Code to exempt donations of motor vehicles to charities from the limitations and substantiation requirements applicable to such donations if: (1) the employees of the charity are solely responsible for, and perform substantially all of the services for, the daily operations of the charity's vehicle donation program; (2) the charity does not regularly use the property or services of a third party in carrying out its vehicle donation program; and (3) not more than 20% of the annual net proceeds from the sale of donated motor vehicles is paid to third parties for services used by the charity's vehicle donation program.

Tax Relief for Educators Act of 2009 - Amends the Internal Revenue Code to: (1) increase from $250 to $500 the allowable amount of the tax deduction for certain expenses of elementary and secondary school teachers; (2) make such deduction permanent; (3) revise the definition of "eligible educator" for purposes of such deduction to reduce from 900 to 450 the number of hours which such educators must spend in their positions and include as eligible educators teachers, instructors, counselors, or aides in an early childhood education program; and (4) allow an inflation adjustment to the amount of such deduction after 2010.

Expresses support for: (1) the goals and ideals of Fragile X Awareness Day; (2) raising awareness and educating the public about fragile X syndrome and associated disorders; and (3) increased funding for research into the causes, treatment, and cure for fragile X syndrome. Applauds efforts to encourage awareness, promote research, and provide education, support, and hope to those impacted by fragile X syndrome. Recognizes the commitment of those dedicated to finding an effective treatment and cure. Urges physicians, health care providers, and specialists, with respect to the syndrome and related disorders, to: (1) learn the clinical signs and symptoms; (2) use diagnostic, developmental screening, and surveillance modalities for detection; (3) test individuals exhibiting signs of developmental delay or an autism spectrum disorder to determine the status of their FMR1 gene; (4) gain a full understanding of the genetic implications and make appropriate referrals to a geneticist or genetic counselor; and (5) provide diagnosed patients with supplemental information. Encourages health insurance entities to provide full coverage for screening technologies, appropriate follow-up referrals, and genetic counseling services. Recommends that the National Institutes of Health (NIH) and related member institutes fully implement the research plan on fragile X syndrome and associated disorders developed by the Trans-NIH Fragile X Research Coordinating Group and Scientific Working Groups.

Expresses sympathy to Falun Gong practitioners and their family members who have suffered persecution and even death because of adherence to their personal beliefs. Calls upon: (1) the government of the People's Republic of China (PRC) to cease its campaign against Falun Gong practitioners, including harassment activities within the United States; (2) the Secretary of State to ensure that officials of foreign embassies and consulates are not engaged in activities in the United States that are incompatible with their diplomatic status; and (3) the President and Members of Congress to mark the 10th anniversary of Chinese official repression of the Falun Gong spiritual movement.

Civil Rights Tax Relief Act of 2009 - Amends the Internal Revenue Code to allow: (1) an exclusion from gross income for amounts received (either backpay or frontpay or punitive damages) on account of an unlawful discrimination claim; (2) income averaging for backpay and frontpay amounts received from such claims, and (3) an exemption from the alternative minimum tax for any tax benefit resulting from the income averaging of amounts received from an unlawful discrimination claim.

Recognizes the fifth anniversary of the congressional declaration of genocide in Darfur, Sudan. Expresses regret that such determination has not yielded effective action on the part of the United Nations and other nations which maintain significant influence in Sudan, including China and certain Arab League members. Urges: (1) the United States to work with other nations to support a negotiated settlement to the conflict; (2) U.N. member states to provide sufficient resources to support a fully capacitated African Union/United Nations Mission in Darfur (UNAMID); and (3) the parties to the conflict in Darfur to cease attacks upon civilians and humanitarian and peacekeeping operations and to commit to finding a political solution in Darfur.

Employment Non-Discrimination Act of 2009 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) construction of new or additional facilities; (5) dress and grooming standards; and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to a legal union between one man and one woman. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Success in the Middle Act of 2009 - Directs the Secretary of Education to make grants to states, based on their proportion of poor children aged 5 to 17, to: (1) implement state middle grades needs analyses and, on the basis of such analyses, improvement plans that describe what students must master to complete successfully the middle grades and succeed in academically rigorous high school coursework; and (2) award competitive subgrants to local educational agencies (LEAs) or partnerships of LEAs and institutions of higher education, educational service agencies, or educational nonprofit organizations to implement a comprehensive middle school improvement plan for each eligible school. Favors LEAs, or partnerships that include LEAs, that serve high proportions of poor children and children attending eligible schools. Defines "eligible schools" as those where: (1) a high proportion of middle grade students matriculate to high schools with graduation rates below 65%; (2) more than 25% of the students who finish grade six, or the school's earliest middle grade level, exhibit key risk factors for failure; and (3) a majority of middle grade students are not rated proficient on required state assessments in mathematics, reading, or language arts. Permits states to make subgrants to LEAs and partnerships that did not receive a competitive subgrant to assist them in applying for competitive subgrants and developing comprehensive middle school improvement plans. Provides the Secretary with funding to: (1) contract for studies that identify promising practices for, and review existing research to identify factors that might lead to, the improvement of middle grades education; (2) create a national clearinghouse in best middle grade educational practices and a national database identifying factors that facilitate or impede middle grade student achievement; (3) require certain educational field research designed to enhance the performance of middle grade schools and students; (4) create a research and development center that addresses topics pertinent to the middle grades; and (5) provide grants to entities that partner with states and LEAs to develop, adapt, or replicate effective models for turning around low-performing middle grades.

Cure and Understanding through Research for Alzheimer's Act of 2009 or La Cura Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services (HHS), acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Amends the Immigration and Nationality Act to extend for two years the Secretary of Homeland Security's (DHS) authority to waive the low nonimmigrant visa refusal rate requirement under the visa waiver program.
