Southern Nevada Limited Transition Area Act - Directs the Secretary of the Interior to convey to the city of Henderson, Nevada, all right, title, and interest of the United States in and to specified federal land in Henderson (the Transition Area). Permits the city, after conveyance, to sell, lease, or otherwise convey any part or parts of the Transition Area for nonresidential development purposes, or to elect to retain parcels in the Transition Area for public recreation or other public purposes consistent with the Recreation and Public Purposes Act. Requires the city to: (1) plan and manage the Transition Area in accordance with federal law and regulations relating to airport noise compatibility planning; and (2) agree that if any land in the Transition area is sold, leased, or otherwise conveyed by the city, the sale, lease, or conveyance shall contain a limitation to require uses compatible with that airport noise compatibility planning.

Advanced Geothermal Energy Research and Development Act of 2007 - Instructs the Secretary of Energy to support research, development, demonstration, and commercial application programs to expand geothermal energy production from hydrothermal systems. Specifies programs to: (1) develop advanced geophysical, geochemical, and geologic tools to assist in locating hidden hydrothermal resources and increase the reliability of site characterization; (2) demonstrate technologies and techniques of exploratory drilling for undiscovered resources in a variety of geologic settings; (3) research, develop, demonstrate, and apply commercially components and systems capable of withstanding extreme geothermal environments and necessary to develop, produce, and monitor geothermal reservoirs and produce geothermal energy; and (4) research, develop, demonstrate, and apply commercially enhanced geothermal systems. Instructs the Secretary to award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Directs the Secretary to study and report to specified congressional committees on advanced uses of geothermal energy.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Pay Veterans First Act - Prohibits for FY2007 the payment of a performance-based bonus to any officer of the Department of Veterans Affairs (VA) who is appointed by the President, by and with the consent of the Senate, or who is a senior politically appointed officer unless, at the time of the payment, fewer than 100,000 claims for veterans' disability compensation are pending before the VA. Requires the Comptroller General to conduct an audit of VA claims processing, and report audit results to Congress, for any quarter of FY2007 during which the percentage of disallowed claims exceeds by more than 10% the percentage that were disallowed during FY2006.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Responsibility to Iraqi Refugees Act of 2007 - Authorizes the Secretary of Homeland Security to provide special immigrant status to an Iraqi national (and spouse or child of such alien) who: (1) worked directly with the U.S. government, the United Nations, certified government or U.N. contractor or subcontractor, or U.S.-based nongovernmental organization for at least one year; and (2) has a not manifestly unfounded fear of persecution, violence, or harm to the alien or the alien's family because of such work. Sets forth annual entry limits through FY2011 for such aliens. Directs the Secretary of State to: (1) provide such aliens who are in imminent danger with protection, including temporary housing on U.S. military bases or at provincial reconstruction team offices or immediate removal from Iraq; and (2) establish at least five alien processing facilities in Iraq. Establishes in the Department of State a Special Coordinator for Iraqi Refugees and Internally Displaced Persons, to be based at the U.S. embassy in Baghdad, Iraq. States that the Special Coordinator shall be responsible for the development and implementation of policies and programs for Iraqi refugees and internally displaced persons, and shall establish a related inter-agency task force. Directs the Secretary of State to seek to negotiate a bilateral refugee resettlement agreement with each country containing a significant population of displaced Iraqis, including Jordan, Syria, Turkey, and Lebanon. Increases FY2007-FY2008 refugee admissions for persons who are not not firmly settled in a foreign country and who are of humanitarian concern to the United States in order to admit Iraqi refugees. Sets forth priority groups. Revises the authority of the Secretary of State or the Secretary of Homeland Security to determine that security and related grounds for inadmissibility shall not apply to an individual or a group. Waives the FY2008-FY2009 funding cap for the United States Emergency Refugee and Migration Assistance Fund. Authorizes appropriations to specified entities and agencies for Iraqi refugee-related assistance.

Validates the conveyance made by: (1) the Union Pacific Railroad Company pursuant to the Memorandum of Understanding for Reno Rail Corridor, entered into on December 1, 1998, to the City of Reno, Nevada, of land (as depicted on the map entitled "Release of Land to City of Reno, Nevada" prepared by the Bureau of Land Management and dated May 2, 2007) originally granted by the United States to the predecessor of the Union Pacific Railroad Company to facilitate construction of transcontinental railroads; and (2) CTB Inc., a Nevada Corporation, to the City of Reno, Nevada, of certain land deeded dated October 22, 2002. Releases all right, title, and interest of the United States in and to such lands to the City of Reno, Nevada, without consideration.

Unemployment Insurance Modernization Act - Amends the Social Security Act to require the Secretary of Labor to make unemployment compensation modernization incentive payments in FY2008-FY2012 by certain transfers from the federal unemployment account to the accounts of the states in the Unemployment Trust Fund. Prescribes a formula for determining the maximum allowable incentive payments. Specifies requirements state law must meet for the state to qualify for such a payment. Limits the use of transferred amounts to the payment of cash unemployment benefits to individuals (including for dependents' allowances and for unemployment compensation, exclusive of administrative expenses). Requires the Secretary of the Treasury to reserve specified funds out of the federal unemployment account for such incentive payments. Amends the Internal Revenue Code to extend through FY2013 the Federal Unemployment Tax Act (FUTA) excise tax imposed on every employer.

Geriatric Assessment and Chronic Care Coordination Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare part B (Supplementary Medical Insurance) coverage of geriatric assessments and chronic care coordination services for eligible individuals. Directs the Secretary of Health and Human Services to conduct outreach activities to inform likely eligible individuals of such assessments and services. Directs the Secretary to contract for a study and report to Congress and the Secretary on: (1) the effectiveness of such coverage in improving the quality of care provided to Medicare beneficiaries with chronic conditions; and (2) the impact of such assessments and services on reducing Medicare expenditures. Directs the Secretary to study and report to Congress on: (1) the effectiveness of pay-for-performance programs to serve Medicare beneficiaries with multiple conditions; (2) the cost-effectiveness of chronic care coordination under Medicare; and (3) whether the quality measures used for making Medicare part B payments improve the quality of care provided to Medicare beneficiaries with multiple chronic illnesses.

Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than 15 years before the date of a disability determination.

EEOICPA Ombudsman Extension and Enhancement Act of 2007 - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to: (1) make permanent the authority of the Office of the Ombudsman of the Department of Labor; and (2) increase the duties of the Ombudsman under the Energy Employees Occupational Illness Compensation Program, including to assist in making claims for benefits for Department of Energy (DOE) contractor employees who have contracted a covered illness through exposure at a DOE facility and to act as an advocate for such employees in appropriate cases.

Clarification of Federal Employment Protections Act - Repudiates, in order to dispel any public confusion, any assertion that federal employees are not protected from discrimination on the basis of sexual orientation. Prohibits any federal employee who has authority to take, direct others to take, recommend, or approve any personnel action, from discriminating for or against any federal employee or applicant for federal employment on the basis of sexual orientation. Affirms that, in the absence of such prohibition, discrimination against federal employees and applicants for federal employment on the basis of sexual orientation is already prohibited under current law.

Adults Achieving the American Dream Act of 2007 - Amends the Adult Education and Family Literacy Act to reauthorize appropriations through FY2013 for adult education and literacy services, including integrated English literacy and civics education programs. Increases the maximum amounts that can be reserved from such funds for: (1) the National Institute for Literacy; and (2) national leadership activities. Reserves an amount for integrated English literacy and civics education programs. Directs the Secretary of Education to award grants to states for integrated English literacy and civics education programs for immigrants admitted for lawful residence in the United States. Amends the Elementary and Secondary Education Act of 1965 to reauthorize appropriations for Even Start Family Literacy Programs for FY2008 and each of the five succeeding fiscal years. Amends the Education Sciences Reform Act of 2002 to require the establishment of a national research and development center that includes research in adult education. Amends the Internal Revenue Code to allow a tax credit for employer-provided adult education and literacy programs.

Veterans Suicide Prevention Hotline Act of 2007 - Directs the Secretary of Veterans Affairs to award a grant of not more than three years in duration to an eligible entity to establish, publicize, and operate a national toll-free telephone number to serve as a suicide prevention hotline targeted to and staffed predominately by veterans.

Traumatic Brain Injury Health Enhancement and Long-Term Support Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program to screen veterans eligible for Department of Veterans Affairs (VA) hospital, medical, and nursing home care for symptoms of traumatic brain injury (TBI); (2) develop and carry out a program of long-term care for post-acute TBI rehabilitation; (3) establish a TBI transition office at each VA polytrauma network site to coordinate the provision of health care and services to veterans who suffer from moderate to severe TBI and are in need of health care and services not immediately offered by the VA; (4) establish and maintain the Traumatic Brain Injury Veterans' Health Registry; (5) establish and operate centers for TBI research, education, and clinical activities; (6) establish the Committee on Care of Veterans with Traumatic Brain Injury; (7) carry out a pilot program to provide veterans' readjustment counseling and related mental health services through mobile Vet Centers; and (8) establish the Advisory Committee on Rural Veterans.

Retirement Security for Life Act of 2007 - Amends the Internal Revenue Code to allow an exclusion from gross income for 50 percent of the amount otherwise includible in gross income as guaranteed payments from certain annuity or life insurance contracts. Limits the amount of such exclusion to $20,000 in any taxable year. Provides for an inflation adjustment of the $20,000 limitation beginning in 2009.

Diabetes Prevention Access and Care Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Kinship Caregiver Support Act - Authorizes the Assistant Secretary for Children and Families of the Department of Health and Human Services to make grants to eligible entities to pay for the federal share of the cost of carrying out kinship navigator programs. Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize all states to opt to enter agreements to provide kinship guardianship assistance payments on behalf of children to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and have committed to care for on a permanent basis. Provides that adoptive parents of children with special needs remain eligible for adoption assistance, even if they receive kinship guardianship assistance. Authorizes the use of foster care independence program funds to provide independent living services and education and training vouchers for children who exit foster care to kinship guardianship or adoption after age 14. Directs the Secretary to enter into agreements with eligible entities to conduct demonstration kinship guardianship assistance projects. Requires states to: (1) notify all adult grandparents and other adult relatives (with exceptions due to family or domestic violence) when a child is removed from custody of a parent or parents; and (2) explain the options the relative has to participate in the child's care and placement. Allows state agencies to establish separate standards for foster family homes in which a foster parent is a relative of the foster child. Expands the definition of family support services to include assisting kinship caregivers or guardians in locating and accessing needed services. Requires that states inform case workers and families considering guardianship of all permanency options and service eligibility.

Sgt. Jonathan Schulze Military Health Services Improvement Act of 2007 - Directs the Secretary of Defense to prescribe a requirement that members of the Armed Forces: (1) deploying to a combat theater receive a pre-deployment mental health evaluation conducted by a qualified mental health professional; and (2) returning from service of more than 30 days in a combat theater, or injured in a combat theater, receive a post-deployment combat stress evaluation conducted by a qualified mental health professional. Directs the Secretary to implement a program designed to: (1) raise awareness about mental health issues that members may encounter during and after deployment; and (2) reduce the stigma associated with mental health care. Directs the Secretary to develop a program to improve awareness of the availability of mental health services for, and warning signs about mental health problems in, dependents of members who served or will serve in a combat theater during the previous or next 60 days. Requires such program to include a toll-free number and informational website. Directs the Secretary: (1) and the Secretary of Veterans Affairs to enter into a memorandum of understanding to improve the transition of mental health-related cases from the Department of Defense (DOD) to the Department of Veterans Affairs (VA); (2) of Veterans Affairs to implement a pilot program to treat female victims of combat stress; (3) to create an information clearinghouse to improve the availability of information about mental health professionals who treat combat stress; and (4) to provide for the availability (for afour-year period) of mental health services under the TRICARE program (a DOD managed health care program) for reserve personnel who performed certain active duty (and their family members).

Medicare Ambulance Payment Extension Act - Amends title XVIII (Medicare) of the Social Security Act to provide an additional 5% increase in Medicare payments for ground ambulance services furnished on or after January 1, 2008, and before January 1, 2010.

Nurse Staffing Standards for Patient Safety and Quality Care Act of 2007 - Amends the Public Health Service Act to require hospitals to implement staffing plans that meet specified ratios for direct care registered nurse-to-patient staffing levels for each unit and other requirements, including for receiving input from nurses. Allows the Secretary of Health and Human Services to further limit such ratios as needed to ensure public safety and to establish ratios for units not specified. Provides an exception to such staffing requirements for a declared state of emergency. Requires hospitals to provide the Secretary with their staffing plan and annual updates. Requires the Secretary to conduct audits to ensure the implementation of adequate staffing plans. Requires the Secretary: (1) acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to complete a study of licensed practical nurse staffing and its effects on patient care in hospitals; and (2) to establish requirements for hospitals based on the outcome of the study. Requires the Secretary to adjust payments to cover additional Medicare costs that are attributable to this Act. Requires the Medicare Payment Advisory Commission to submit to Congress and the Secretary a report estimating total costs and savings attributable to compliance with nurse staffing requirements. Provides nurses with the right to refuse to accept assignments that would violate staffing requirements or for which they are not prepared. Prohibits retaliation by hospitals for such refusals or for reporting violations of staffing requirements.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Internet Gambling Study Act - Requires the National Research Council of the National Academy of Sciences to conduct a comprehensive study of Internet gambling, including the existing legal framework that governs such activities and transactions and the impact of the Unlawful Internet Gambling Enforcement Act on Internet gambling in the United States.

Small Business Health Plans Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to establish a small business health benefits program (SBHBP) under which small employers may offer health insurance coverage to employees and their dependents. Outlines program elements and coverage requirements, including that small employers are provided access to qualified health pooling arrangements under which their employees may elect coverage substantially similar to the federal employees benefit program (FEHB) coverage. Requires the Secretary to: (1) establish a program of premium assistance for small employers under SBHBP that provides a sliding scale of assistance based on the number of employees, the average wage level of such employees, and the employer profit margin; (2) provide for reinsurance coverage for an individual's claims that exceed a specified amount for a year; and (3) provide grants to states for the establishment, initial administration, and operations of qualified health pooling arrangements. Directs the Secretary and the Secretary of Labor to provide for a national health pooling arrangement for eligible small employers modeled after FEHB.

Healthy Kids Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to extend the SCHIP program for FY2008 and each subsequent fiscal year at increased levels. Limits to one year starting FY2008 (currently three years) the initial availability of SCHIP allotments. Revises requirements for redistribution of unused allotments to address state funding shortfalls. Provides for bonus payments for states that implement administrative policies to streamline enrollment procedures under Medicaid and SCHIP. Gives states the option to provide for "express lane" and simplified determinations of a child's financial eligibility for Medicaid or SCHIP. Provides for enhanced federal funding for improvements related to implementation of certain model outreach and enrollment practices. Provides for: (1) optional coverage of targeted low-income pregnant women under SCHIP; (2) optional coverage of legal immigrants under Medicaid and SCHIP; (3) adjustment of SCHIP allotment due to increased outreach; (4) grants to promote innovative outreach and enrollment under Medicaid and SCHIP; (5) authority for qualifying states to use a portion of their SCHIP allotment for any fiscal year for certain Medicaid expenditures; and (6) application of Medicaid outreach procedures to all pregnant women and children. Prohibits limitations on enrollment under SCHIP. Amends the Internal Revenue Code to provide for: (1) a tax credit for qualified health insurance for qualifying children; and (2) advanced payment of such credit. Requires that, if a broker is otherwise required to make a return with respect to any applicable security, the broker shall include in it the customer's adjusted basis for each such security.

Calls on Turkey to: (1) eliminate all forms of discrimination, particularly those based on race or religion, and grant the Ecumenical Patriarch appropriate international recognition and ecclesiastic succession; (2) safeguard religious and human rights; (3) continue the advancement of processes and programs to modernize and democratize its own society; (4) respect international law, European Union laws, and the basic tenets of human rights; and (5) prove that it is ready to meet the criteria set forth by the Copenhagen European Council prior to its accession into the European Union.

Free Flow of Information Act of 2007 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency) from compelling a covered person (a person engaged in journalism, including their supervisor, employer, parent, subsidiary, or affiliate) to testify or produce any document unless a court makes specified determinations by a preponderance of the evidence. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

No Child Left Behind Reform Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to include measures of individual or cohort growth over time in determining whether students are making adequate yearly progress (AYP) toward state academic performance standards. Eliminates the consideration of student attendance rates. Allows schools to be given credit for performing well on measures other than test scores when calculating student achievement. Authorizes the Secretary of Education to award competitive: (1) grants to state educational agencies to develop or increase the capacity of data systems for accountability purposes; and (2) subgrants to increase the capacity of local educational agencies to upgrade, create, or manage information databases for the purpose of measuring AYP. Allows schools to target school choice and supplemental services to the students who are members of specified types of groups that fail to make AYP. Requires placement and service in the least restrictive environment for students who receive services under the Individuals With Disabilities Education Act who use an option to transfer under ESEA. Revises the definition of highly qualified teacher to authorize states to: (1) use a generalist exam for middle school teachers; and (2) issue certificates that qualify teachers to teach a number of subjects in social studies or in science.

Urges the Former Yugoslav Republic of Macedonia (FYROM) to observe its obligations under the 1995 U.N.-brokered Interim Accord which directs the parties (FYROM and Greece) to prohibit hostile activities or propaganda by state-controlled agencies and to discourage acts by private entities likely to incite hatred or hostility and review the contents of textbooks, maps, and teaching aids to ensure that such tools are stating accurate information. Urges the FYROM to work, within the framework of the U.N. process, with Greece to reach a mutually-acceptable official name for the FYROM.

Recognizes and welcomes the leaders of the Pacific Islands to Washington, DC. Commends the East-West Center for hosting the Pacific Islands Conference of Leaders.

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.

Helping Fill the Medicare Rx Gap Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA), with respect to the annual out of pocket threshold, to count costs incurred in providing prescription drugs by the Indian Health Service, a federally-qualified health center, an AIDS drug assistance program, certain hospitals, or a pharmaceutical manufacturer patient assistance program. Amends SSA title XI, with respect to criminal penalties for certain illegal remunerations, to exclude from prohibited remunerations (provide safe harbor for) any remuneration paid by a pharmaceutical manufacturer patient assistance program, either in cash or through the distribution or donation of covered Part D drugs, to an individual enrolled in a Part D plan or a Medicare Advantage Prescription Drug (MA-PD) plan under SSA title XVIII part C.

Internet Gambling Regulation and Enforcement Act of 2007 - Amends federal law governing monetary transactions to establish an Internet Gambling Licensing Program administered and enforced by the Director of the Financial Crimes Enforcement Network (Director). Prescribes requirements for the licensing of Internet betting or wagering. Provides that activities involving investment banking, payment and transaction processing, and financial transactions are shielded from liability if they are conducted in compliance with this Act and specified law. Authorizes states, Indian tribes and sporting leagues to prohibit internet gambling licenses. Subjects violators of this Act to criminal penalties. Instructs the Director to report annually to Congress on the licensing and regulation of Internet gambling operators.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing: (1) mortgage lending services for either a subprime federally related mortgage loan; (2) mortgage brokerage services for such a loan; and (3) appraisal of a property offered as security for repayment of the loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.

Protecting America's Workers Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to expand its coverage to federal, state, and local government employees. Authorizes the Secretary of Labor, under specified conditions, to cede OSHA jurisdiction to another federal agency with respect to certain occupational standards or regulations for such agency's employees. Declares OSHA inapplicable to working conditions covered by the Federal Mine Safety and Heath Act of 1977. Sets forth increased protections for whistleblowers under OSHA. Increases civil and criminal penalties for certain OSHA violators. Sets forth provisions relating to: (1) victims' rights; (2) posting of employee rights; (3) investigations of fatalities and serious injuries; (4) prohibition of unclassified citations; (5) right to contest citations and penalties; and (6) objections to modifications of citations. Directs the Secretary to revise regulations and promulgate OSHA standards to require employers to provide personal protective equipment for employees at no cost to employees.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Comprehensive Learning Assessment for Students and Schools (CLASS) Act - Amends the Elementary and Secondary Education Act of 1965 to revise requirements affecting adequate yearly progress (AYP) assessments of students against state academic performance standards. Allows AYP longitudinal growth calculations and the averaging of school data in a manner designed to stabilize school-building results from year to year. Identifies a school as needing improvement, corrective action, or restructuring only on the basis of the unsatisfactory AYP of a particular group of students in the same academic subject for the requisite period of time. Requires multiple measures of student academic achievement. Requires academic achievement standards to calculate AYP within a continuum of achievement by children within advanced, proficient, and basic achievement levels. Allows states to use the results of subsequent assessments of students who take more than one assessment for the same grade and subject. Limits the provision of supplemental services and transfers to those students who fall within a group whose underperformance results in the school's failure to make AYP. Requires state assessments to be aligned with curriculum and instruction so their effectiveness may be assessed. Requires alternate standards and assessments for disabled children aligned with the child's individualized education program. Allows states to measure the AYP of limited English proficient (LEP) children by including children that have attained English proficiency and excluding LEP children who have resided in the country for less than three years. Allows states to set separate starting points for measuring the AYP of each student group.

Medicaid Emergency Psychiatric Care Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act with respect to reimbursement for specified emergency care and services of private institutions for mental diseases subject (under the Emergency Medical Treatment and Active Medicaid (EMTALA) Program) to certain requirements for examination and treatment for emergency medical conditions. Requires the Medicaid program to reimburse such institutions for care and services required to stabilize an emergency medical condition of an individual between ages 21 and 65, if the treatment is within the range of services that such institution typically provides.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Consumer Price Index for Elderly Consumers Act of 2007 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Calls on U.S. and European regulatory agencies to reduce regulatory barriers across the Atlantic. Urges the United States and the EU to conduct a study of existing obstacles to creating a transatlantic market. Encourages the U.S. and EU business and labor communities to work with the U.S. Congress and the European Parliament, as well as European national parliaments, to reduce regulatory barriers and strengthen the transatlantic economic partnership.

National Landscape Conservation System Act - Establishes in the Bureau of Land Management (BLM) the National Landscape Conservation System (thus, enacting into law the National Landscape Conservation System (NLCS) created by BLM in 2000) in order to conserve, protect, and restore nationally significant landscapes that have outstanding cultural, ecological, and scientific values for the benefit of current and future generations.
