Accelerating the End of Breast Cancer Act of 2011 - Directs the President to establish the Commission to Accelerate the End of Breast Cancer to help end breast cancer by January 1, 2020. Directs the Commission to: (1) identify opportunities and ideas within government and the private sector that are key components in achieving the end of breast cancer and which have been overlooked, yet are ripe for collaboration and investment; (2) recommend projects to leverage such opportunities and ideas in the areas of the primary prevention of breast cancer and the causes and prevention of breast cancer metastasis; and (3) ensure that its activities are coordinated with, and do not duplicate the efforts of, programs and laboratories of other government agencies. Directs the President to enter into an agreement with the Institute of Medicine for an evaluation of the Commission's progress. Terminates the Commission on June 1, 2020.

Welcoming Business Travelers and Tourists to America Act of 2011 - Directs the Secretary of State to: (1) set a visa processing standard of 12 or fewer calendar days at U.S. diplomatic and consular missions in China, Brazil, and India; and (2) use machine readable nonimmigrant visa fees to hire a sufficient number of Foreign Service officers and limited non-career appointment consular officers to maintain such standard. Directs the Secretary to: (1) conduct a two-year pilot program for the processing of nonimmigrant visas using secure remote video-conferencing technology for visa interviews, and (2) work with other federal agencies that use such secure communications to help ensure security of the video-conferencing transmission and encryption. Directs the Secretary to provide Congress with an annual forecast of demand through 2020 for nonimmigrant visas in the high-growth markets of Brazil, China, and India. Authorizes the Secretary to modify or enter into agreements with certain countries on a non-reciprocal basis to allow for longer visa validity periods if doing so causes no adverse effects to the United States.

Raoul Wallenberg Centennial Celebration Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation on behalf of Congress of a gold medal of appropriate design to the next of kin or personal representative of Raoul Wallenberg in recognition of his achievements and heroic actions during the Holocaust.

Taiwan Air Power Modernization Act of 2011 - Expresses the sense of Congress that: (1) a critical element to maintaining peace and stability in Asia in the face of China's military expansion is ensuring a militarily strong Taiwan, (2) the United States has a statutory obligation under the Taiwan Relations Act to help Taiwan maintain sufficient self-defense capabilities, and (3) the proposed fighter aircraft sale to Taiwan would have significant economic benefits to the U.S. economy. Directs the President to carry out the sale of no fewer than 66 F-16C/D multirole fighter aircraft to Taiwan.

Real Estate Jobs and Investment Act of 2011 - Amends the Internal Revenue Code to increase from 5% to 10% the allowable ownership interest in real estate investment trust (REIT) stock for purposes of tax exemptions allowed by the Foreign Investment in Real Property Tax Act relating to foreign investment in United States real property interests.

American Horse Slaughter Prevention Act of 2011 - Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition. Increases the cap on the amount of appropriations that may be used to carry out such Act.

Fix America's Schools Today (FAST) Act of 2011 - Directs the Secretary of Education to allocate grants to states and, through them, subgrants to local educational agencies (LEAs) to modernize, renovate, or repair early learning or elementary or secondary education facilities. Requires the Secretary to allocate grants directly to the 100 LEAs with the largest numbers of children aged 5-17 living in poverty to modernize, renovate, or repair such facilities. Requires allocation of such funds among these LEAs in proportion to each LEA's respective share of school improvement funds under part A of title I of the Elementary and Secondary Education Act of 1965. Requires states to give subgrant priority to projects that comply with certain green building standards. Prohibits the use of such grants for new construction or routine maintenance costs. Reserves funds for a survey, by the National Center for Education Statistics, of nationwide public school construction, modernization, renovation, and repair needs. Directs the Secretary to allocate grants to states to modernize, renovate, or repair existing facilities at community colleges. Prohibits the use of such grants: (1) for routine maintenance costs, (2) on facilities used for events for which the public is charged admission, or (3) on facilities which are used for sectarian purposes. Requires states, in providing assistance to community college projects, to consider the extent to which the project complies with certain green building standards. Limits the amount of time states and LEAs have to obligate this Act's grants and subgrants. Requires, with certain exceptions, the iron, steel, and manufactured goods used in projects funded by this Act to be domestic. Applies the prevailing wage rate requirements of the Davis-Bacon Act to projects assisted pursuant to this Act.

Roofing Efficiency Jobs Act of 2011 - Amends the Internal Revenue Code to classify any qualified energy-efficient cool roof replacement property as 20-year property for depreciation purposes. Defines "qualified energy-efficient cool roof replacement property" as any roof system that: (1) is placed in service above conditioned or semiheated space on an eligible commercial building, (2) replaces an existing roof system, (3) is a low-slope roof, and (4) includes insulation meeting specified standards and a primary roof covering that has a cool roof surface.

Taiwan Policy Act of 2011 - States that nothing in this Act shall be construed to amend or supersede the Taiwan Relations Act. States that it shall be U.S. policy to: (1) support Taiwan and the human rights of its people, (2) permit senior leaders of Taiwan to enter the United States under conditions of appropriate respect and permit meetings between high level Taiwanese and U.S. officials in all U.S. executive departments, (3) sign a comprehensive extradition agreement, (4) accept a letter of request from Taiwan for price and availability data or for a formal sales offer regarding the F-16C/D Fighting Falcon aircraft, and (5) include Taiwan in the visa waiver program. States that in conducting relations with Taiwan and China the United States continues to assent to the six assurances provided to Taiwan in 1982. Directs: (1) the President to appoint a Director of the American Institute in Taiwan, (2) the Department of State to continue its program to ensure meaningful participation by Taiwan in international organizations, and (3) the Secretary of State to brief Congress about any potential defense-related transfers to Taiwan. Authorizes the President to make available to Taiwan defense items or defense services, including: (1) air, maritime, and ground capabilities; and (2) capacity for partnership with friendly foreign militaries. Expresses the sense of Congress that the goal of trade negotiations with Taiwan should be the negotiation of a free trade agreement.

Fallen Heroes of 9/11 Act - Authorizes the President to award a Fallen Heroes of 9/11 Congressional Medal to: (1) the Flight 93 National Memorial in Pennsylvania, (2) the National September 11 Memorial and Museum in New York, and (3) the Pentagon Memorial. Instructs the Secretary of the Treasury to strike three designs of such gold medal to honor, respectively: (1) those who lost their lives in the the attack at the World Trade Center, (2) the passengers and crew aboard United Airlines Flight 93 that was brought down in rural Pennsylvania, and (3) those who lost their lives at the Pentagon. Authorizes the Secretary to strike and sell bronze duplicates of such medals and to distribute any funds from such sales exceeding costs equally between the three memorial sites.

Joint Select Committee on Job Creation Act of 2011 - Establishes the Joint Select Committee on Job Creation, whose goal shall be to restore the nation's workforce to full employment over FY2012 and FY2013. Requires the joint committee to provide recommendations and legislative language that will significantly improve the short-term and long-term employment levels in the United States. Prescribes legislative procedures for consideration in both chambers of the Joint Committee's recommendations.

Microenterprise and Youth Entrepreneurship Development Act of 2011 - Amends the Riegle Community Development and Regulatory Improvement Act of 1994 for purposes of the microenterprise technical assistance and capacity building grant program to include in the definition of "disadvantaged entrepreneur" a microentrepreneur operating or intending to operate a business in an investment area. Increases to 60% (currently, 50%) the minimum percentage of such grants required to be used to benefit very low-income persons, including those residing on Indian reservations. Requires the Administrator of the Small Business Administration (SBA) to consider the impact of the 2007-2009 economic crisis on an applicant's geographic area when deciding whether to reduce or eliminate matching requirements for applicants with severe constraints on available funding sources. Directs the Administrator to establish an SBA Microenterprise Coordinator position. Requires the Administrator to establish an Office of Youth Entrepreneurship and appoint a Director to carry out: (1) the youth entrepreneur technical assistance grant program to make grants to assist entities, including nonprofit microenterprise development organizations, to provide individuals under 25 years of age with technical assistance related to entrepreneurship; and (2) the youth entrepreneurship curriculum grant program to make grants to applying local educational agencies of states and federally recognized Indian tribes.

Heat is Power Act - Amends the Internal Revenue Code to allow through 2017: (1) an energy tax credit for investment in wasted heat to electricity property; and (2) a tax credit for the production of electricity from renewable resources for wasted heat. Defines "wasted heat to electricity property" as property comprising a system which generates electricity through the recovery of a qualified wasted heat resource (e.g., exhaust heat or flared gas from any industrial process or waste gas or industrial tail gas, but not a heat resource from a process whose primary purpose is the generation of electricity using a fossil fuel).

Holocaust Survivors Assistance Act of 2011 - Amends the Older Americans Act of 1965 to: (1) include specifically within its purview older Americans who are Holocaust survivors; (2) authorize the Assistant Secretary for Aging of the Department of Health and Human Services (HHS) to designate within the Administration of Aging an individual who is to have responsibility for such individuals; and (3) create a grant program to increase and improve transportation services for older Americans, with preference for Holocaust survivors.

Water Infrastructure Resiliency and Sustainability Act of 2011 - Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) establish the Water Infrastructure Resiliency and Sustainability Program to provide grants to owners or operators of water systems for programs or projects to increase the resiliency or adaptability of the systems to any ongoing or forecasted changes to the hydrologic conditions of a U.S. region; and (2) give priority to owners or operators of water systems that are at the greatest and most immediate risk of facing significant negative impacts due to changing hydrologic conditions. Requires the Administrator to ensure that the list of grant applications funded includes a substantial number that propose to utilize innovative approaches that: (1) promote more efficient water use, water conservation, water reuse, or recycling; (2) use decentralized, low-impact development technologies and nonstructural approaches, including practices that use, enhance, or mimic the natural hydrological cycle or protect natural flows; (3) reduce stormwater runoff or flooding by protecting or enhancing natural ecosystem functions; (4) modify, upgrade, enhance, or replace existing water system infrastructure in response to changing hydrologic conditions; (5) improve water quality or quantity for agricultural and municipal uses, including through salinity reduction; and (6) provide multiple benefits, including to water supply enhancement or demand reduction, water quality protection or improvement, increased flood protection, and ecosystem protection or improvement.

Innovative Energy Systems Act of 2011 - Amends the Internal Revenue Code to allow an energy tax credit for highly efficient combined heat and power system property. Defines such property as property at an industrial, commercial, or institutional facility comprising a system that is placed in service before January 1, 2017, and that: (1) uses the same energy source for the simultaneous or sequential generation of electrical power, mechanical shaft power, or both, in combination with the generation of steam or other forms of useful thermal energy; and (2) has a system design that provides an energy efficiency percentage of at least 70%.

Amends the Internal Revenue Code, with respect to regulations governing the tax deduction for income attributable to domestic production activities, to specify that such regulations shall be written to prevent more than one taxpayer from being allowed a deduction with respect to the same qualified production activities income derived from any activity qualifying for a tax deduction.

Amends the Internal Revenue Code to revise the energy tax credit for investment in combined heat and power system property to: (1) increase the capacity limitations for such property; and (2) expand the definition of such property to include property which produces electrical or mechanical energy from recovered waste energy using back-pressure turbines, rankine, sterling, kalina, or other heat engines.

Education for All Act of 2011 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote quality universal basic education. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic quality education plans. Directs the Administrator of the United States Agency for International Development (USAID) to designate a Coordinator of United States Government Actions to Provide Basic Education Assistance who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Stop Tax Haven Abuse Act - Authorizes the Secretary of the Treasury to impose restrictions on foreign jurisdictions or financial institutions operating in the United States that are of prime money laundering concern or that impede U.S. tax enforcement. Amends the Internal Revenue Code to: (1) establish a rebuttable presumption against the validity of transactions by institutions that do not comply with reporting requirements under the Foreign Account Tax Compliance Act (FATCA), (2) treat certain foreign corporations managed and controlled primarily in the United States as domestic corporations for tax purposes, (3) require tax withholding agents and financial institutions to report certain information about beneficial owners of foreign-owned financial accounts, (4) treat credit default swap payments sent offshore as taxable U.S. source income, (5) allow the use of tax return information to evaluate foreign financial account reports, (6) increase penalties for promoting abusive tax shelters and for aiding and abetting the understatement of tax liability, (7) prohibit tax advisor contingent fee agreements for obtaining a tax savings or benefit, and (8) impose additional requirements for third party summonses used to obtain information in tax investigations that do not identify the person with respect to whose liability the summons is issued (i.e., John Doe summons). Amends the Securities Exchange Act of 1934 to: (1) require corporations registered with the Securities and Exchange Commission (SEC) to report annually, on a country-by country basis, on employees, sales, financing, tax obligations, and tax payments; and (2) authorize a fine of up to $1 million for failure to disclose any holding or transaction involving equity or debt instruments known to involve a foreign entity that would otherwise be subject to disclosure requirements. Requires the Secretary to publish a proposed rule in the Federal Register requiring unregistered investment companies, including hedge funds or private equity funds, to establish anti-money laundering programs and submit suspicious activity reports. Extends anti-money laundering requirements to persons engaged in the business of forming new businesses or other legal entities. Requires federal banking agencies and the SEC to develop examination techniques to detect and prevent abusive tax shelter activities or the aiding or abetting of tax evasion by financial institutions. Requires the Secretary to: (1) disclose tax return information to federal financial regulators for purposes of tax shelter investigations; (2) disclose to Congress documents relating to a determination to grant, deny, revoke, or restore the tax-exempt status of an organization; and (3) expand the standards applicable to tax practitioners for issuing written advice on transactions which have a potential for tax avoidance or evasion.

Aviation Jobs and Safety Act of 2011 - Amends the Internal Revenue Code to extend through September 30, 2011, increased excise taxes on aviation fuels, the excise tax on air transportation of persons and property, and the expenditure authority for the Airport and Airway Trust Fund. Extends through September 30, 2011: (1) the authorization of appropriations for airport planning and development and noise compatibility planning projects (known as airport improvement projects [AIPs]), and (2) the authority of the Secretary of Transportation to make new AIP grants. Extends until October 1, 2011: (1) the pilot program for passenger facility fee authorizations at non-hub airports, and (2) disclosure requirements for large and medium hub airports applying for AIP grants. Directs the Secretary to extend through September 30, 2011, the termination date of insurance coverage for domestic or foreign-flag aircraft. Grants the Secretary discretionary authority to further extend such coverage through December 31, 2011. Extends through December 31, 2011, the authority of the Secretary to limit air carrier liability for claims arising out of acts of terrorism. Extends through September 30, 2011: (1) grant eligibility for airports located in the Marshall Islands, Micronesia, and Palau; (2) grants to state and local governments for land use compatibility AIPs; and (3) authority for approving an application of the Metropolitan Washington Airports Authority for an airport development grant or for permission to impose a passenger facility fee. Amends the Vision 100 - Century of Aviation Reauthorization Act to extend through September 30, 2011: (1) the temporary increase to 95% of the federal government's share of certain AIP costs, and (2) funding for airport development at Midway Island Airport.

Global Democracy Promotion Act - States that in determining eligibility for assistance under part I of the Foreign Assistance Act of 1961 foreign nongovernmental organizations shall not: (1) be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States, and (2) be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Pregnant and Parenting Students Access to Education Act of 2011 - Authorizes the Secretary of Education to make formula grants to states and, through them, competitive subgrants to local educational agencies (LEAs) to establish or enhance educational programs and related services that enable pregnant and parenting students to enroll in, attend, and succeed in school. Requires state grantees to: (1) designate a Coordinator for Education of Pregnant and Parenting Students who is to develop and implement a state plan for educating pregnant and parenting students, and (2) develop and implement high-quality professional development programs for LEAs and school personnel. Requires subgrantees to: (1) provide academic support services to pregnant and parenting students; (2) assist such students in accessing quality, affordable child care, and early childhood education services; (3) provide transportation services or assistance to such students and their children; (4) educate students, parents, and community members regarding the educational rights of such students; (5) train school personnel regarding the challenges facing pregnant and parenting students and their educational rights; (6) revise school policies and practices that hinder or discourage such students from continuing their education; (7) provide student parents with training and support in parenting, healthy relationship, and other life skills; and (8) provide educational and career mentoring services and peer groups to pregnant and parenting students. Gives subgrant priority to LEAs in geographic areas with teen birth rates that: (1) exceed the state average; or (2) are below the state average, but higher than the state average for one or more racial or ethnic groups. Directs the Secretary to conduct national activities that include: (1) providing technical assistance to states and reviewing their plans for educating pregnant and parenting students, (2) evaluating subgrantees' programs and education program service delivery models for such students, and (3) gathering and disseminating information regarding the education of such students and best practices in facilitating it.

Authorizes a Wall of Remembrance as part of the previously authorized Korean War Veterans Memorial to include, in regards to the Korean War: (1) a list by name of members of the U.S. Armed Forces who were killed such action; (2) the number of members who were wounded, missing, or prisoners; and (3) the number of members of the Korean Augmentation to the U.S. Army, the Republic of Korea Armed Forces, and the other nations of the United Nations (U.N.) Command who were killed, wounded, missing, or prisoners. Allows certain private contributions for the memorial to fund such wall.

Helping Homeless Heroes Act of 2011 - Allows grants made by the Secretary of Veterans Affairs (VA) for homeless veterans' comprehensive services programs (outreach, rehabilitation, vocational counseling, and transitional housing assistance) to be used for the construction of new facilities. Prohibits the Secretary from denying applications for such grants solely on the basis that the grant entity proposes to use funding from other private or public sources, as long as such entity demonstrates that a private nonprofit organization will provide project oversight and site control. Revises eligibility: (1) under the grant program for entities serving homeless veterans with special needs, and (2) for treatment and rehabilitation of homeless veterans who are not seriously mentally ill. Includes all individuals caring for minor dependents (current law applies only to women caring for minor dependents) within the definition of "homeless veterans with special needs." Directs the Secretary to submit to Congress a comprehensive plan to end homelessness among veterans. Requires the plan to consider circumstances and requirements unique to veterans located in rural areas. Extends provisions concerning: (1) homeless veterans' health care to December 31, 2012; (2) centers for provision of comprehensive services and property transfers for housing assistance to December 31, 2014; and (3) the Advisory Committee on Homeless Veterans to December 30, 2013.

Free File Program Act of 2011 - Authorizes and directs the Secretary of the Treasury to continue to implement and operate the Internal Revenue Service (IRS) Free File program (free online individual income tax preparation and electronic filing services provided by the private sector technology industry to lower income taxpayers).

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations.

No Child Left Inside Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 to require states, as a prerequisite to receiving implementation grants, to develop environmental literacy plans, approved by the Secretary of Education, for pre-kindergarten through grade 12 that include environmental education standards and teacher training. Directs the Secretary to award Environmental Education Professional Development Grants to states and, through them, competitive subgrants to partnerships that include a local educational agency (LEA) and, permissibly, institutions of higher education (IHE), other educational entities, or federal, state, regional, or local natural resource or environmental agencies, for activities involving, among other things, teacher training and the development of more rigorous environmental education curricula that advance the teaching of interdisciplinary courses. Authorizes the Secretary to award competitive matching grants to partnerships that include an LEA and, permissibly, IHEs, other educational entities, federal, state, regional, or local natural resource or environmental agencies, or park and recreation departments, for activities to improve and support environmental education that include: (1) advancing content and achievement standards, and (2) developing or disseminating innovations or model programs.

Directs the Secretary of Veterans Affairs (VA) to enter into a contract or agreement with each state home to pay for nursing home care provided in the home to certain veterans with service-connected disabilities. Requires such payment to be based on a methodology, developed by the Secretary in consultation with the home state, to adequately reimburse the state home for the care provided under such contract or agreement. (Current law requires payment at the lesser of the prevailing rate in the geographic area for non-VA nursing homes or the daily cost of care, both of which are determined by the Secretary.)

Restoring Access to Medication Act - Repeals provisions of the Patient Protection and Affordable Care Act that limited payments for medications from health savings accounts, medical savings accounts, and health flexible spending arrangements to only prescription drugs or insulin. Rescinds appropriated but unobligated discretionary funds determined by the Director of the Office of Management and Budget (OMB) to be equal to the reduction in tax revenues resulting from the repeal in this Act. Requires the Director to report to the Secretary of the Treasury and Congress the accounts and amounts identified for rescission. Exempts unobligated funds of the Department of Veterans Affairs (VA) or the Social Security Administration (SSA).

Three Kids Mine Remediation and Reclamation Act - Directs the Secretary of the Interior to convey to the Henderson Redevelopment Agency of the city of Henderson, Nevada, the Three Kids Mine Project Site for the environmental remediation and reclamation of the Site. Requires the Secretary to administratively adjust the fair market value of such site based on reasonable approximate assessment, remediation, and reclamation costs. Requires Henderson Redevelopment Agency to pay the fair market value, if any, of the federal land, as determined under this Act. Adjusts the boundary of the River Mountains Area of Critical Environmental Concern. Releases the United States, upon making the conveyance, from any and all liabilities or claims of any kind or nature arising from the presence, release, or threat of release of any hazardous substance, pollutant, contaminant, petroleum product, solid waste, or mining related materials at the Three Kids Mine Project Site in existence on or before the date of the conveyance. Makes the provisions of the Southern Nevada Public Land Management Act of 1998 non-applicable to land conveyed under this Act.

Microenterprise Empowerment and Job Creation Act of 2011 - Amends the Foreign Assistance Act of 1961 to authorize appropriations through FY2016 for: (1) assistance for programs in developing countries to increase the availability of credit, savings, and other services to microfinance and microenterprise clients lacking full access to capital, training, technical assistance, and business development services; and (2) microenterprise development credits. Expands targeted assistance services for such microfinance and microenterprise clients. Reduces the annual fiscal year amount available for the office of microenterprise development's central funding program. Revises targeted assistance requirements for sustainable poverty-focused programs. Sets forth microfinance programs procurement policies.

Equal Access and Parity for Multi-Campus Hospitals Act - Amends title XVIII (Medicare) of the Social Security Act (SSA), with respect to payments to hospitals for inpatient hospital services, to prescribe a special rule for applying Medicare electronic health record (EHR) incentive payments, at the election of a qualified main hospital, to its remote inpatient locations. Prohibits administrative or judicial review of: (1) the methodology and standards for determining a remote inpatient location, a qualified remote inpatient location, a component facility, a qualified component facility, a main provider, and a qualified main provider, and which such locations, facilities, and providers are qualified; and (2) the methodology and standards for the election in connection with such special rule. Amends SSA title XIX (Medicaid) to set forth a special rule for applying Medicaid EHR incentive payments, at the election of a qualified main hospital, to its remote locations.

Animal Fighting Spectator Prohibition Act of 2011 - Amends the Animal Welfare Act to prohibit any person from knowingly attending an animal fighting venture or causing a minor (a person under the age of 18) to attend such a venture. Subjects any person who: (1) knowingly attends such venture to a fine and/or imprisonment for up to a year for each violation, and (2) causes a minor to attend such venture to a fine and/or imprisonment for up to three years for each violation.

Expanding Dependent and Child Care Act of 2011 - Amends the Internal Revenue Code to increase to $7,500 the amount of employer-provided dependent care assistance that an employee may exclude from gross income. Allows an annual inflation adjustment to such increased amount after 2012.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, U.S. Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Safe Cosmetics Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to provide for the regulation of cosmetics by the Secretary of Health and Human Services (HHS). Requires any establishment engaged in manufacturing and packaging cosmetics for use in the United States to register annually and pay a fee for oversight and enforcement of this Act. Requires the Secretary to: (1) establish labeling requirements; (2) establish a safety standard that provides a reasonable certainty of no harm from exposure to a cosmetic or an ingredient in a cosmetic and that protects the public from any known or anticipated adverse health effects associated with the cosmetic or ingredient; and (3) issue guidance prescribing good manufacturing practices for cosmetics and ingredients. Requires manufacturers of cosmetics and ingredients to submit to the Secretary safety data for the ingredients listed on the cosmetic label and the cosmetic itself, which shall be published in a database. Requires the Secretary to review and evaluate the safety of cosmetics and ingredients of cosmetics that are marketed in interstate commerce, including nanotechnology and contaminants. Requires the Secretary, based on an initial review and evaluation, to establish three lists for ingredients: (1) a prohibited and restricted list, (2) a safe without limits list, and (3) a priority assessment list. Authorizes the Secretary to order a recall or cease of distribution for a cosmetic that is adulterated, misbranded, or otherwise in violation of the FFDCA. Requires reporting of adverse health effects associated with cosmetics. Requires the Secretary to take action to minimize the use of animal testing of ingredients and cosmetics. Establishes an Interagency Council on Cosmetic Safety. Requires the Secretary of Labor to promulgate an occupational safety and health standard relating to cosmetics for professional use.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disconnected youth with the support needed to: (1) attain a secondary school diploma or its recognized equivalent; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to consist of entities or individuals qualified to represent the community assisted, including: (1) the head of the local government, (2) a local educational agency, (3) a local workforce system, (4) a representative from certain state and local service agencies serving young people, (5) an institution of higher education, (6) a representative of a community-based organization, (7) a representative from business or industry, (8) a representative with expertise in labor management relations, and (9) a disconnected youth and his or her caregivers Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disconnected youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disconnected youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disconnected youth, including organizations that do not receive funding under this Act.

Internet Gambling Prohibition, Poker Consumer Protection, and Strengthening UIGEA Act of 2011 - Prohibits a person from (and requires a fine under the federal criminal code, imprisonment up to five years, or both) for operating an Internet gambling facility without a license in good standing issued by a state or tribal agency qualified by the Secretary of Commerce (Secretary). Makes such prohibition inapplicable to facilities operated by persons located outside the United States in which bets or wagers are made by individuals located outside the United States. Establishes the Office of Internet Poker Oversight in the Department of Commerce. Allows a licensee to accept an Internet poker bet or wager from U.S.-located individuals and offer related services so long as the license remains in good standing. Prohibits licensees from knowingly accepting bets or wagers by persons residing where a state or Indian tribe has notified the Secretary of specific gambling limitations. Sets forth exceptions concerning the applicability of state limitations on tribal lands. Establishes a 5-year term for initial licenses, subject to renewal and transfer requirements. Authorizes enforcement and disciplinary actions by the Secretary and the appropriate state or tribal agency. Sets forth civil penalties. Requires: (1) each qualified state and tribal agency to maintain a list and submit a current copy each week to the Secretary, who shall maintain a master list, of persons self-excluded from playing Internet poker through licensed Internet poker facilities; and (2) each licensee to implement a Compulsive Gaming, Responsible Gaming, and Self-Exclusion Program as a licensure condition. Precludes persons prohibited from gaming with a licensee by law, or by order of the Secretary, a qualified state or tribal agency, or any court of competent jurisdiction, including any person on the self-exclusion list, from collecting winnings or recovering losses arising from prohibited gaming activity. Requires court-ordered child support delinquents to be included on the self-exclusion list. Prohibits licensees, except as specified, from: (1) accepting bets or wagers on sporting events and games other than Internet poker, and (2) using credit cards for Internet gambling. Establishes a violation for operating a place of public accommodation for accessing Internet gambling facilities. Requires a fine under the federal criminal code, or imprisonment up to three years, or both, for certain rules of play violations, including using tools, electronic devices, or software to obtain a prohibited or unfair advantage or to defraud any licensee or persons placing bets or wagers with a licensee. Makes specified provisions of: (1) this Act and federal monetary transaction laws inapplicable to interstate off-track wagers under the Interstate Horseracing Act of 1978 (IHA), and (2) the federal criminal code and financial transaction laws inapplicable to this Act and the IHA. Prohibits this Act from having any effect on: (1) state or tribal lottery rights, privileges, or obligations; or (2) non-Internet gaming activities within the scope of the Indian Gaming Regulatory Act or any successor provisions, tribal-state compacts, or authorities. Amends the Unlawful Internet Gambling Enforcement Act of 2006 to prohibit holding a financial transaction provider (FTP) liable for a financial activity or transaction, including a payments processing activity, in connection with a bet or wager permitted by this Act or the IHA without actual knowledge of any applicable federal or state law violation. Shields such providers from liability for blocking or refusing to honor specified transactions. Requires the Director of the Financial Crimes Enforcement Network to investigate unlicensed Internet gambling enterprises and provide the Secretary of the Treasury with a list of such enterprises updated at least every 60 days. Deems FTPs to have actual knowledge that persons or entities are unlicensed Internet gambling enterprises if they are included on such list or, under other specified circumstances, when information in addition to a list is available to an FTP demonstrating that a person or entity is such an enterprise.

Comprehensive Problem Gambling Act of 2011 - Amends the Public Health Service Act to require the Administrator of the Substance Abuse and Mental Health Services Administration to: (1) establish and implement programs for the prevention, treatment, and research of pathological and other problem gambling; (2) carry out a national campaign to increase knowledge and raise awareness of problem gambling; and (3) establish and implement a national program of research on problem gambling. Authorizes the Administrator, in carrying out the national campaign, to: (1) administer and coordinate the voluntary donation of resources to assist in implementing new programs and augmenting and supporting existing national campaigns, and (2) encourage media outlets to provide information aimed at preventing problem gambling. Requires the Administrator to target radio and television audiences of events including sporting and gambling events. Directs: (1) the Secretary of Health and Human Services (HHS) to develop a treatment improvement protocol for problem gambling; and (2) the Administrator to integrate problem gambling into existing alcohol, tobacco, and other drug prevention programs where practical.
