Transparency and Accountability in Security Contracting Act of 2007 - Requires each contract, subcontract, or task order awarded or issued by a federal agency that includes private security functions (covered contract) to require the contractor to provide to the agency contracting officer specified information, including the number of persons to perform the security functions and the hiring and training process for such employees. Requires agency oversight in the performance of the covered contract. Directs the Chairman of the Joint Chiefs of Staff (JCS) to issue rules of engagement regarding the circumstances under which force may be used by contractor personnel performing private security functions within the area covered by a contingency operation, and the types of force authorized. Provides for: (1) hiring, training, and equipment standards relating to private security contractors; and (2) coordination and communication between U.S. Armed Forces and contractor personnel. Provides for the legal status of contractor personnel with respect to investigations and prosecution of abuses by private security contractors. Requires the Federal Bureau of Investigation (FBI), for each theater of operations established in connection with a contingency operation in which contract personnel are carrying out work under a covered contract, to establish a Theater Investigative Unit to investigate allegations of contractor personnel criminal misconduct. Requires a study by the Comptroller General of the total federal costs of procuring security services through private contractors.

Notch Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to the benefit computation formula for individuals affected by the changes in benefit computation rules enacted in the Social Security Amendments of 1977 who became eligible (at age 62) for (early retirement) old-age insurance benefits after 1978 and before 1989 (and reached age 65 for full-retirement benefits after 1981 and before 1992). Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55% to 5% keyed to the year an individual became eligible for (early retirement) benefits between 1978 and 1989. Provides for an election to receive such payments in a lump sum.

Methamphetamine Remediation Research Act of 2007 - Requires the Administrator of the Environmental Protection Agency to establish: (1) voluntary guidelines, based on the best currently available scientific knowledge, for the remediation of former methamphetamine laboratories, including guidelines regarding preliminary site assessment and the remediation of residual contaminants; and (2) a program of research to support the development and revision of such guidelines. Directs the Administrator to: (1) periodically convene a conference of appropriate state agencies, as well as individuals or organizations involved in research and other activities directly related to the environmental or biological impacts of former methamphetamine laboratories; and (2) enter into an arrangement with the National Academy of Sciences for a study of the status and quality of research on the residual effects of methamphetamine laboratories. Requires the Director of the National Institute of Standards and Technology to support a research program to develop: (1) new methamphetamine detection technologies, with an emphasis on field test kits and site detection; and (2) appropriate standard reference materials and validation procedures for methamphetamine detection testing.

Gifted and Talented Education Enhancement Act of 2007 - Amends the Higher Education Act of 1965 to include teacher quality enhancement programs relating to the needs of gifted and talented students among authorized uses of title II grants for states and partnerships.

Pharmaceutical Market Access and Drug Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to revise provisions governing the importation of prescription drugs. Waives the limitation on importation of prescription drugs that have been exported from the United States. Prohibits the importation of a qualifying drug unless such drug is imported by: (1) a registered importer; or (2) an individual for personal use. Establishes registration conditions for importers and exporters. Requires the Secretary to inspect places of business, verify chains of custody, inspect facilities, and determine compliance with registration conditions. Sets forth provisions governing the importation of qualifying drugs that are different from U.S. label drugs, including standards for judging such differences. Prohibits manufacturers from: (1) discriminating against registered exporters or importers; (2) causing there to be a difference in a prescription drug distributed in the United States and one distributed in a permitted country; (3) engaging in actions to restrict, prohibit, or delay the importation of a qualifying drug; or (4) engaging in any action that the Federal Trade Commission (FTC) determines discriminates against a person that engages or attempts to engage in the importation of a qualifying drug. States that the resale in the United States of prescription drugs that were properly sold abroad is not patent infringement. Requires the Secretary to educate consumers regarding prescription drug importation. Sets forth provisions governing the sale of prescription drugs through an Internet site. Includes the dispensing or selling of a prescription drug in violation of this Act as a prohibited act under FFDCA. Prohibits the introduction of restricted transactions with unregistered foreign pharmacies into a payment system or the completion of such transactions using a payment system.

Joshua Omvig Veterans Suicide Prevention Act - Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary of Veterans Affairs should take into consideration the special needs of such veterans and of elderly veterans who are at high risk for depression and experience high rates of suicide in developing and implementing the comprehensive program outlined in this Act. Directs the Secretary to develop and carry out a comprehensive program designed to reduce the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline.

Disabled Veterans Tax Termination Act - Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to claim both retired pay and disability compensation; (2) eliminate provisions requiring a phase in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) provide a special reduction rule with respect to the concurrent receipt of retired pay and disability compensation in the case of disability retirees with less than 20 years of creditable service; and (4) extend combat-related special compensation to certain veterans with less than 20 years of service who have a combat-related disability.

Condemns Iranian President Mahmoud Ahmadinejad's statements and policies aimed at Israel's destruction. Calls on the U.N. Security Council to charge President Ahmadinejad with violating the 1948 Convention on the Prevention and Punishment of the Crime of Genocide and Article 2, Section 4, of the U.N. Charter. Calls on the Security Council and all U.N. member states to consider measures to prevent Iran from obtaining nuclear weapons, which would be a dangerous violation of the Nuclear Non-Proliferation Treaty and a potential means of carrying out President Ahmadinejad's threats against Israel. Reaffirms the strategic U.S.-Israel partnership and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

Universal Right to Vote by Mail Act of 2007 - Amends the Help America Vote Act of 2002 to prohibit a state from imposing additional conditions or requirements on the eligibility of an individual to cast a vote in federal elections by mail, except to the extent that it imposes a deadline for requesting the ballot and returning it to the appropriate state or local election official.

Amends the Wild Free-Roaming Horses and Burros Act to: (1) prohibit the sale or transfer of any free-roaming horse or burro or its remains on U.S. public lands for consideration for processing into commercial products; and (2) repeal provisions permitting the sale of certain excess animals or their remains and excluding from criminal fine or imprisonment a person who processes or permits the processing of such animals' remains.

Retired Pay Restoration Act - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Medicare Prescription Drug Price Negotiation Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to negotiate with pharmaceutical manufacturers the prices that may be charged to prescription drug plan sponsors and Medicare Advantage organizations for covered part D drugs for part D eligible individuals enrolled under a prescription drug plan or under a Medicare Advantage prescription drug (MA-PD) plan.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Implementing the 9/11 Commission Recommendations Act of 2007 - Provides for implementation of recommendations of the National Commission on Terrorist Attacks Upon the United States (9/11 Commission). Amends the Homeland Security Act of 2002 to set forth provisions governing Department of Homeland Security (DHS) grants for first responders to prevent, prepare for, respond to, mitigate against, or recover from terrorist attacks. Directs the DHS Secretary to: (1) evaluate and prioritize applications based on the degree to which applicants would lessen the threat to persons and critical infrastructure; and (2) ensure that each state receives no less than .25% of grant funds available in a fiscal year (.45% for international border states). Requires the Secretary to establish the Improve Communications for Emergency Response Grant Program. Requires state, local, and tribal governments to pre-identify sites where a unified command system can be quickly established. Establishes the Checkpoint Screening Security Fund. Directs the Secretary to establish a system to inspect 100% of cargo transported on passenger aircraft. Permits containers to enter the United States only if scanned with equipment, and secured by seals, that meet prescribed standards. Directs the Secretary to: (1) take specified actions regarding human trafficking and terrorist travel; and (2) report on international collaboration and a plan to accelerate implementation of an automated biometric system. Requires the Secretary to carry out a Fusion and Law Enforcement Education and Teaming Grant Program. Establishes in DHS the Border Intelligence Fusion Center Program. Homeland Security Information Sharing Enhancement Act of 2007 - Renames the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Directs the Under Secretary for Intelligence and Analysis to implement a Homeland Security Advisory System. Establishes, within the Office, an Internal Continuity of Operations Plan. Homeland Security Information Sharing Partnerships Act of 2007 - Directs the Secretary to: (1) establish a State, Local, and Regional Fusion Center Initiative; and (2) establish a Homeland Security Information Sharing Fellows Program. Establishes, within DHS, an Office of Infrastructure Protection. Protection of Civil Liberties Act - Makes the Privacy and Civil Liberties Oversight Board an independent agency within the executive branch. Privacy Officer With Enhanced Rights Act of 2007 or the POWER Act - Sets forth provisions governing the DHS privacy officer's investigative authority. Directs the Secretary to prepare vulnerability assessments of critical infrastructure and to establish a National Asset Database, a National At-Risk Database, a National Asset Database Consortium. Requires the Secretary to establish a Strategic Transportation Security Information Sharing Plan. Directs the Secretary to implement a program to enhance private sector preparedness for acts of terrorism and other emergencies and disasters through the promotion of the use of voluntary consensus standards. Repeals or modifies limitations on assistance for preventing weapons of mass destruction (WMD) proliferation. Expresses the sense of Congress that the President should strive to expand and strengthen the Proliferation Security Initiative, including by working with the United Nations Security Council to authorize the Initiative under international law. Authorizes appropriations for the Department of Defense Cooperative Threat Reduction Program and for the Department of Energy National Nuclear Security Administration programs to prevent WMD proliferation and terrorism. Establishes: (1) within the Executive Office of the President the Office of the United States Coordinator for the Prevention of Weapons of Mass Destruction Proliferation and Terrorism; and (2) the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. Nuclear Black Market Counter-Terrorism Act of 2007 - Directs the President to impose sanctions for transfers of nuclear technology involving foreign persons and terrorists. Requires the President to: (1) identify nuclear proliferation network countries; and (2) suspend arms sales to such countries. 9/11 Commission International Implementation Act of 2007 - Declares U.S. policy regarding increasing the availability of modern basic education in Arab countries. Authorizes: (1) the President to establish an International Arab and Muslim Youth Opportunity Fund; and (2) the Secretary of State to fund a private, nonprofit Middle East Foundation. Sets forth authority for providing a surge capacity for international broadcasting activities to support U.S. foreign policy objectives. Requires reports on: (1) expanding U.S. scholarship, exchange, and library programs in Arab and predominantly Muslim countries; and (2) progress towards implementing 9/11 Commission recommendations for developing a common coalition approach toward the detention and humane treatment of captured terrorists. Sets forth statements of U.S. policy and strategy with respect to Afghanistan, Pakistan, and Saudi Arabia.

Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage in the Commonwealth shall be gradually increased to equal the federal minimum wage.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Darfur Accountability and Divestment Act of 2007 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Veterans Outreach Improvement Act of 2007 - Directs the Secretary of Veterans Affairs to establish, maintain, and modify as necessary procedures for ensuring the effective coordination of outreach activities of the Department of Veterans Affairs between and among the Office of the Secretary, the Office of Public Affairs, the Veterans Health Administration, the Veterans Benefits Administration, and the National Cemetery Administration. Directs the Secretary to ensure that state and county outreach assistance is provided in locations that: (1) have relatively large concentrations of veterans; or (2) are experiencing growth in veteran populations. Authorizes the Secretary to make grants to state veterans agencies for state and local outreach services.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Student Support Act - Amends the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to make matching grants of at least $1 million to states for allocation to local educational agencies (LEAs) so that additional school-based mental health and student service providers may be hired, thereby reducing the student-to-provider ratios in elementary and secondary schools to specified levels recommended by the Institute of Medicine of the National Academy of Sciences. Includes school counselors, school psychologists or other psychologists, child or adolescent psychiatrists, and school social workers among such providers. Requires grants to states and state allocations to LEAs to be made pursuant to specified formulas that take into account a state's and school district's share of disadvantaged children.

Public Housing Drug Elimination Program Reauthorization Act of 2007 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program. Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.

Ending the Medicare Disability Waiting Period Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Nevada Cancer Institute Expansion Act - Directs the Secretary of the Interior, acting through the Director of the Bureau of Land Management (BLM), to convey to the City of Las Vegas, Nevada, all interest of the United States in and to the Alta-Hualapai Site for use by the City for the development of: (1) a nonprofit cancer treatment facility; (2) ancillary commercial projects; (3) an adjacent park; (4) a flood control project; and (5) a water pumping facility.

Provides that, for purposes of carrying out the duties of the Special Inspector General for Iraq Reconstruction (Inspector General), any funds appropriated or otherwise made available for FY2007 for the Iraq Security Forces Fund shall be treated as amounts appropriated or otherwise made available for the Iraq Relief and Reconstruction Fund. Amends the Emergency Supplemental Appropriations Act for Defense and for the Reconstruction of Iraq and Afghanistan, 2004 to terminate the Office of the Inspector General ten months after the date on which 80 percent of the amounts appropriated or otherwise made available to both the Iraq Relief and Reconstruction Fund and the Iraq Security Forces Fund have been expended.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest.

Underage Drinking Prevention Act of 2006 - Requires the Secretary of Health and Human Services to evaluate federal programs intended to prevent and reduce the consumption of beverage alcohol by minors. Directs that a program not receiving a score that demonstrates effectiveness must be modified to be eligible for future funding. Allows the Secretary to make grants to states for activities to prevent and reduce underage drinking by reallocating funds from ineffective grants and programs. Sets forth eligibility requirements, including that the state has: (1) demonstrated coordination among agencies to prevent and reduce underage drinking and abuse; (2) implemented a comprehensive plan to improve enforcement and adjudication of existing underage drinking laws; and (3) penalties for specified underage drinking offenses that escalate with repeat offenses. Allows the Secretary to terminate ineffective programs and transfer the federal amounts involved for use for: (1) programs determined to be effective; (2) evidence-based programs; and (3) incentive grants for state measures. Requires the Interagency Coordinating Committee on the Prevention of Underage Drinking to require that federally funded surveys collect and report data in a consistent manner that allows users to compare survey results. Sets forth age categories to be used in such surveys.

Toxic Right-to-Know Protection Act - Amends the Emergency Planning and Community Right-to-Know Act of 1986 to repeal provisions authorizing the Administrator of the Environmental Protection Agency (EPA) to modify the frequency of submitting toxic chemical release forms. Requires the Administrator to establish the eligibility threshold regarding the use of a form A certification statement under the toxic release inventory program at not greater than 500 pounds for nonpersistent bioaccumulative and toxic chemicals. Prohibits the use of such form with respect to any chemical of special concern identified by the Administrator. Prohibits the Administrator from implementing the proposed rule dated October 4, 2005, to revise requirements under such program.

Darfur Accountability and Divestment Act of 2006 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Resources Origin and Commodity Knowledge Act - Establishes the Mineral Commodity Information Administration under the direction of the Secretary of the Interior. Vests management of the Administration in an Administrator and Assistant Administrators whose functions include: (1) commodity information development and analysis; (2) mineral industry analysis; and (3) data acquisition and analysis. Instructs the Secretary of the Interior to transfer to the Administrator: (1) at least 200 full-time equivalent positions from the U.S. Geological Survey; and (2) at least 100 full time equivalent positions of an administrative nature from the Department of the Interior. Sets forth the duties of the Administrator, including: (1) implementation of a Mineral Commodity Data and Information Program; (2) continuance of the Mineral Commodity Data Time Series; (3) projections of usage patterns; (4) publication of mineral commodity reports; and (5) analyses of the foreign and domestic mineral commodities that will be required by the United States to sustain the energy supply, demand, and prices projected by the Annual Energy Outlook analysis. Directs the Administrator to establish the Mineral Commodity Advisory Committee.

Dr. James Allen Veteran Vision Equity Act - Modifies the standard for awarding disability compensation to veterans for loss of vision to require payment of compensation for impairment of vision (currently, blindness) involving both eyes due to a service-connected and non service-connected disability. Defines such impairment as a visual acuity of 20/200 or less. Requires the Secretary of Veterans Affairs to provide the Secretary of Health and Human Services with information for comparison with the National Directory of New Hires to determine eligibility for certain veteran benefits and services.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill or joint resolution containing an earmark unless: (1) a written request for the earmark's inclusion is sent to the chairman and ranking member of the committee of primary jurisdiction (and, in the case of the Committee on Appropriations, also to the chairman and ranking member of the subcommittee of jurisdiction) at least seven days before such earmark, or bill including it, is scheduled to be voted on by the committee or by the House; (2) such request includes the name of the Member of the House sponsoring the earmark, the name and address of its intended recipient, the earmark's purpose, and a statement of whether the Member sponsoring the earmark has a financial interest in it or in its intended recipient; and (3) the applicable committee makes available on its Internet website such information sent to it when the legislation is ordered reported. Prohibits a rule or order reported by the Committee on Rules that waives this Act or all or unspecified points of order from being considered over the objection of any Member, except when so determined by a vote of two-thirds of the total membership of the House. Amends Rule XXII (House and Senate Relations) to prohibit consideration of a conference report on such measure unless the joint explanatory statement accompanying it lists the earmarks in it (together with the names of requesting Members and all other required information) that were not committed to the conference committee by either chamber. Makes it out of order to consider: (1) a rule or order that waives such requirement; or (2) a conference report until 48 hours after such information is made available on its Internet website by the committee with primary subject matter jurisdiction over the report. Amends Rule II (Other Officers and Officials) to require the Clerk of the House to maintain, and make available to the public over the Internet free of charge, an electronic database that would link to all committee Internet websites to provide access to earmark information.
