Nurse Loan Forgiveness Act of 2003 - Amends the Higher Education Act of 1965 (HEA) to include, under HEA student loan forgiveness and cancellation programs, nurses who serve at least one calendar year in an approved health care facility or setting. Limits the maximum amount of such loan repayment by the Secretary of Education to not more than $2,000 after the first year of such a nurse's employment, with incremental increases after the second through fourth years, up to $5,000 after the fifth year of such employment.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Instructional Materials Accessibility Act of 2003 - Directs Secretary of Education to: (1) develop and publish instructional materials accessibility standards for the national electronic file format to be used by publishers of instructional materials in the preparation of electronic files suitable for efficient conversion into specialized formats; (2) establish a National Instructional Materials Accessibility Advisory Committee to provide technical expertise and guidance in creating such national electronic file format; (3) periodically review and amend such standards to reflect technological advances or changes; and (4) establish a National Instructional Materials Access Center. Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Condemns the practice of execution by stoning, and calls upon the international community to recognize this practice as a gross violation of human rights. Requests that the President: (1) communicate this resolution to governments imposing this cruel punishment and urge the suspension of sentences of death by stoning; and (2) direct the Secretary of State to work with the international community to repeal stoning laws and adhere to international standards of human rights.

Violence Against Women Civil Rights Restoration Act of 2003 - Rewrites provisions of the Violence Against Women Act of 1994 regarding remedies for civil rights violations. Makes a person who commits a crime of violence motivated by gender and thus deprives another of a prescribed right liable to the injured party where: (1) in connection with the offense, the defendant or the victim travels in interstate or foreign commerce, the defendant or the victim uses a facility or instrumentality of interstate or foreign commerce, or the defendant employs a weapon, a narcotic or drug listed under the Controlled Substances Act, or other noxious or dangerous substances that have traveled in interstate or foreign commerce; (2) the offense interferes with commercial or other economic activity in which the victim is engaged; or (3) the offense was committed with intent to interfere with the victim's commercial or other economic activity. Authorizes the Attorney General, whenever there is reasonable cause to believe that any State, political subdivision, official, employee, or agent thereof has discriminated on the basis of gender in the investigation or prosecution of gender-based crimes and that discrimination is pursuant to a pattern or practice of resistance to investigating or prosecuting gender-based crimes, to institute a civil action in U.S. district court for appropriate equitable relief.

Do-Not-Call Implementation Act - Authorizes the Federal Trade Commission to promulgate regulations establishing fees to implement and enforce provisions relating to the "do-not-call" registry of the Telemarketing Sales Rule (provisions which prohibit a telemarketer from calling an individual listed on a do-not-call registry), as promulgated under the Telephone Consumer Fraud and Abuse Prevention Act. Allows such fees to be collected for FY 2003 through 2007. Directs the Federal Communications Commission to issue a final rule pursuant to a rulemaking proceeding begun under the Telephone Consumer Protection Act concerning its promulgation of do-not-call regulations.

National AMBER Alert Network Act of 2003 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national Coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Koby Mandell Act of 2003 - Directs the President to establish within the Department of Justice an office which shall assume responsibility for administration of the Rewards for Justice program and its website to ensure that rewards are offered to capture all terrorists involved in harming American citizens overseas, regardless of the terrorists' country of origin or residence. Directs the office to take specified steps, including: (1) establishing a program which will update American victims of overseas terrorism or their families on the status of efforts to capture the terrorists; (2) undertaking a comprehensive assessment to determine the reasons for the absence of indictments of terrorists residing in some regions; (3) monitoring public actions pertaining to terrorists by governments and regimes overseas, such as naming schools, streets, or other public institutions or sites after terrorists who have harmed American citizens; (4) initiating negotiations to secure financial compensation for American citizens (or their families) who were harmed by terrorist acts overseas by an organization that subsequently became part of a governing regime with which the U.S. Government maintains diplomatic or official contacts; and (5) coordinating with other Government agencies to seek the transfer to the United States of terrorists released from incarceration abroad who are eligible for further prosecution in the United States.

Amends Federal civil service law to provide for the indexation of deferred annuities, including survivor annuities, under the Civil Service Retirement System (CSRS), Federal Employees' Retirement System (FERS), and for individuals becoming subject to FERS by election. Terminates for remarriage before age 55 (currently remarriage at any age) a survivor's entitlement to an annuity based on the service of a deferred annuitant who dies before establishing a valid claim for annuity under CSRS (conforms with requirements under FERS).

Personal Responsibility in Food Consumption Act - Shields the manufacturer, distributor, or seller of a food or non-alcoholic beverage product intended for human consumption from civil liability, relating to consumption of such products, in Federal or State court, unless the plaintiff proves that the product was not in compliance with applicable statutory and regulatory requirements at the time of sale.

Robin Danielson Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to provide for the conduct or support of research on the extent to which additives in feminine hygiene products pose any risks to the health of women or to the children of women who use those products during or before the pregnancies involved. Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention: (1) to establish a program to collect, analyze, and make available data on toxic shock syndrome, including data on the causes of such syndrome; and (2) in carrying out such program, to determine the national incidence and prevalence of such syndrome.

Calls for the United States to: (1) support the independence of Kosova and the establishment of Kosova as a sovereign and democratic state in which human rights are respected as the only way to lasting peace and stability in the Balkans; (2) recognize the danger that delay in the resolution of Kosova's final status poses for the political and economic viability of Kosova and the future of Southeast Europe; (3) work in conjunction with the United Nations, the North Atlantic Treaty Organization, and other multilateral organizations to facilitate an orderly transition to the independence of Kosova; and (4) provide its share of assistance, trade, and other programs to support the government of an independent Kosova and to encourage the further development of democracy and a free market economic system.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Access to Hospitals Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Inflammatory Bowel Disease Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand activities addressing inflammatory bowel disease, emphasizing genetic, animal model, and clinical research. Requires the Director of the Centers for Disease Control and Prevention to establish a national program of prevention and epidemiology concerning such disease, addressing its prevalence and public and professional awareness. Directs the Institute of Medicine of the National Academies of Science to study public and private insurance standards for coverage of inflammatory bowel therapies. Directs the General Accounting Office to study problems inflammatory bowel disease patients have applying for disability insurance benefits under the Social Security Act.

Treatment of Children's Deformities Act of 2003 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to set standards requiring that group and individual health insurance and group health plans provide coverage for treatment of a minor child's congenital or developmental deformity or disorder due to trauma, infection, tumor, or disease.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each State's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final Federal or State court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its Federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in Federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Blind Empowerment Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to rename the Act as the Servicemembers' Civil Relief Act and to revise provisions with respect to certain civil protections and rights afforded to servicemembers while on active-duty assignment. Authorizes any servicemember to waive any of such rights and protections, pursuant to written agreement. Provides certain protections of servicemembers against default judgments, including a minimum 90-day stay of proceedings, with respect to the payment of any tax, fine, penalty, insurance premium, or other civil obligation or liability. Prohibits an eviction or distress from being made against a servicemember or his or her dependents during a period of military service for a premise for which rent does not exceed $1,700 (currently $1,200), except by court order. Prohibits: (1) rescinding or terminating for breach of contract during a period of military service a contract for the purchase or lease of real or personal property entered into prior to such service; and (2) a person holding a lien on property or effects of a servicemember from foreclosing or otherwise enforcing such lien (with penalties and protection for materially affected dependents) during a period of service and 90 days thereafter. Increases the total amount of life insurance coverage protection provided under the Act to $250,000, or an amount equal to the Servicemembers' Group Life Insurance maximum limit, whichever is greater. Allows findings of fact and conclusions of law made by the Secretary of Veterans Affairs in administering the life insurance provisions of the Act to be reviewed by the Board of Veterans Appeals and the U.S. Court of Appeals for Veterans Claims (not reviewable under current law).

Museum and Library Services Act of 2003 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA, which is subchapter B of MLSA) to extend authorizations of appropriations and revise programs under such Acts. Prohibits projects which are determined to be obscene from receiving funds under MLSA. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Entitles subchapter C of MLSA as the Museum Services Act. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Informed Choice Act - Allows the Secretary of Health and Human Services to make grants to free community based pregnancy help medical clinics for the purchase of ultrasound equipment, which shall be used to provide free ultrasound examinations to pregnant women. Requires each grant recipient to undertake certain actions, including to: (1) provide to each woman receiving services a visual image of the fetus from the ultrasound examination and a general anatomical and physiological description of the characteristics of the fetus; and (2) provide information on abortion and alternatives to abortion such as childbirth and adoption, and information concerning public and private agencies that will assist in those alternatives. Limits each grant to a maximum amount of 50 percent of the purchase price cost of the ultrasound machine involved or $20,000, whichever is less.

Hate Crimes Prevention Act of 2003 - Amends the Federal criminal code to set penalties for willfully causing bodily injury to any person or, through the use of fire, a firearm, or an explosive device, attempting to cause such injury, whether or not acting under color of law, because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability of any person, where the offense is in or affects interstate or foreign commerce. Directs the United States Sentencing Commission to study the issue of adult recruitment of juveniles to commit hate crimes and, if appropriate, to amend the Federal sentencing guidelines to provide sentencing enhancements for such an offense. Requires the Administrator of the Office of Juvenile Justice and Delinquency Prevention of the Department of Justice (DOJ) to make grants to State and local programs designed to combat hate crimes committed by juveniles. Authorizes appropriations to the Department of the Treasury and to DOJ to increase the number of personnel to prevent and respond to alleged violations of provisions regarding interference with specified federally protected activities, such as voting.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Emergency Unemployment Compensation Act of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA, which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend the TEUCA program through weeks of unemployment ending before July 1, 2003. Provides for a transition period of continuing payments to individuals with amounts remaining in their TEUC account after June 30, 2003, for weeks beginning before December 31, 2003. Entitles eligible individuals in all States to a total of 26 weeks of TEUCA compensation (13 weeks beyond the current 13 weeks). Provides an additional seven weeks of TEUCA benefits for workers in high unemployment States (entitling them to a total of 33, which is 20 weeks beyond the current 13). Applies a revised adjusted insured unemployment rate State trigger. Sets an additional TEUCA benefit period State trigger based on total unemployment rate.

Notch Fairness Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979 and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55 percent to five percent and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000.

Reservists Pay Security Act of 2003 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Death Tax Permanency Act of 2003 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act. (Makes estate tax repeal permanent.) States that such amendments shall take effect as if included in section 901 of such Act.

Clean Water Infrastructure Financing Act of 2003 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Directs the Administrator to provide technical and financial assistance to owners and operators of publicly-owned treatment works for: (1) inventorying critical treatment works assets; (2) evaluating the performance and condition of these assets; and (3) developing a plan for maintaining and replacing treatment works. Reauthorizes appropriations for FY 2004 through 2008 for the revolving fund program.

National Renewable Energy Lands Act of 2002 - Instructs the Secretary of the Interior, acting through the Bureau of Reclamation and the Bureau of Land Management, to: (1) evaluate all Federal hydroelectric facilities on Federal lands and identify candidates for interconnection with potential renewable energy generation facilities; (2) evaluate and identify renewable energy production candidate sites on Federal lands; (3) complete an engineering feasibility analysis for such sites; and (4) expeditiously make the most promising of the candidate sites available for long-term lease pursuant to a competitive bidding process to qualified renewable energy development firms. Requires the Comptroller General to investigate and report to Congress on the existing impediments to construction of renewable energy projects on Federal lands and the measures necessary to expedite project development.

Healthy Early Education Workforce Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make an annual allotment to each State that submits an application for formula grants to provide access to affordable health benefits coverage for: (1) eligible child care providers and the staff of center-based child care providers; and (2) certain relatives of such providers and staff, at the discretion of the State involved. Sets forth the following permissible activities for such grants: (1) to reimburse an employer or other individual specified under this Act for premiums or other costs for coverage under group or individual plans; (2) to offset the cost of enrolling individuals in public health benefits plans; and (3) to otherwise subsidize the cost of health benefits coverage to individuals specified under this Act. Requires a State to match at least 50 percent of the costs of the activities for which it receives a grant. Specifies portions of the funds appropriated under this Act to go to U.S. territories and possessions and Indian tribes. Sets forth a formula for calculating the amount to be received by each State (including the District of Columbia). Directs the Secretary to conduct an evaluation of several State programs representing various approaches to raising the rate of child workers with health benefits coverage.

Airline Worker Relief Act - Directs the Secretary of Labor to certify a group of workers as eligible to apply for Federal employment adjustment assistance if the Secretary determines that a significant number or proportion of such workers have become totally or partially separated from employment with an air carrier or airport facility as a result of: (1) reductions in service by an air carrier, or closure of an airport, because of a terrorist action or security measure; or (2) a military conflict with Iraq. Includes among such adjustment assistance benefits continued health care coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA) and other Federal employee health care programs. Directs the Secretary of the Treasury to establish a program under which 75 percent of the premium for COBRA continuation coverage is provided for such individuals (with certain coverage limits and program requirements). Authorizes States to elect to provide temporary coverage under Medicaid programs for: (1) uninsured individuals who experience such separation from employment; or (2) the unsubsidized portion of COBRA continuation premiums for such individuals. Provides temporary extended unemployment compensation coverage for such individuals. Directs the Under Secretary of Transportation for Security to: (1) provide a preference for the hiring of such individuals as security screeners; and (2) carry out a program of performance incentive awards to Federal Security Managers to encourage the hiring of such employees.

Condemns all acts of violence and terrorism. Expresses sympathy and condolences to the families of the victims who were killed or injured in the bombing in Bali, Indonesia, on October 12, 2002. Expresses support to the Government and people of Indonesia. Urges: (1) the Government of Indonesia and all countries to live up to commitments adopted in the aftermath of the September 11, 2001, attacks against the United States; and (2) the President to provide any resources available to help Indonesia to address this crisis and bring those responsible to justice.

Southern Nevada Veterans Medical Center Act of 2002 - Authorizes the Secretary of Veterans Affairs to construct a major medical center in southern Nevada, consisting of a full-service patient care hospital, an outpatient clinic, and a comprehensive long-term care nursing home facility. Encourages the Secretary to: (1) co-locate the Veterans Affairs regional office at the site of such center; and (2) seek out partnerships with State and local governmental entities for sharing the cost of planning, land acquisition, construction, and maintenance of the center.

Restoring Budget Disciplines Act of 2002 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to extend Pay-As-You-Go provisions through FY 2007. Expresses the sense of Congress that the President should agree upon an extension of the discretionary spending limits by establishing caps for FY 2003 through 2007. Extends discretionary spending limits.

Reform of Energy Workers Compensation Act - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 (EEOICPA) to provide for worker compensation benefit payments to contractor employees of the Department of Energy (DOE) who were exposed to toxic substances at DOE facilities. (This new subtitle D replaces the current provisions for DOE assistance to such employees in State workers compensation proceedings.) Requires DOE to review claims and determine causation within specified time limits (with the Secretary of Health and Human Services (HHS) continuing to appoint members of physician review panels for diagnosing such occupational illnesses). Directs the Secretary of Labor to pay such benefits from the EEOICPA fund for claimants approved by DOE. Requires the Secretaries of Energy and Labor to ensure that such claims are resolved in a nonadversarial manner. Revises EEOIPA subtitle B program administration provisions to add as covered illnesses: (1) chronic renal disease, for uranium workers; and (2) lung cancer, among beryllium-related diseases. Revises provisions relating to: (1) a special exposure cohort expansion procedure; (2) the radioepidemiologic model for determining compensation; and (3) additional specified cancers. Provides administrative assistance for claimants under either subtitle B or D, including administrative relief and proof where medical records are not available, resource centers, and outreach programs. Establishes within the Office of the Secretary of Labor the Office of the Ombudsman for Occupational Illness Compensation, which is to coordinate activities of the Secretaries of Labor, Energy, and HHS under EEOICPA.

Commends: (1) Greece for its outstanding contributions to the global war against terrorism, including military support for Operation Enduring Freedom, humanitarian assistance for Afghanistan, and participation in the International Security Assistance Force in Afghanistan; and (2) U.S.-Greek law enforcement cooperation. Recognizes Greece's success in apprehending key members of the November 17 terrorist organization and urges continued efforts to completely dismantle the organization.

Medicare Beneficiary Skilled Nursing Protection Act of 2002 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to extend for three years the temporary increase in the nursing component of the Federal prospective payment rate. Amends the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 to extend for three years the increase in the skilled nursing facility adjusted Federal per diem rate under the Social Security Act.

Military Survivor Benefits Improvement Act of 2002 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2005; (3) 45 percent of such pay for months beginning after September 2005 and before October 2012; and (4) 55 percent of such pay for months after September 2012. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.
