Quality Cancer Care for Life Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to improve the quality of cancer care and the quality of life for cancer patients and survivors by expanding CDC cancer control programs, including the National Comprehensive Cancer Control Program and the National Program of Cancer Registries. Requires the Director of CDC to award grants to: (1) develop, implement, and evaluate cancer case management and coordination programs to enhance the quality of cancer care and the quality of life for patients and survivors and to improve cancer outcomes; and (2) train individuals to undertake the quality of life needs of cancer patients, survivors, and family caregivers. Requires the Secretary to establish a Quality of Life Advisory Committee to advise, coordinate, and assist the CDC in creating and conducting the cancer quality of life and survivorship activities, program enhancements, and training initiatives under this Act. Requires the Director of the National Institutes of Health (NIH) to undertake additional cancer quality of life and survivorship research that addresses pain, symptom management, side effects and late effects, and psychosocial factors to improve cancer clinical communication and care planning, treatment and post-treatment, and follow-up care across the life course.

Commemorates the 60th anniversary of the National Institute of Diabetes and Digestive and Kidney Diseases and commends the Institute for its leadership in research, research training, and science-based education programs. Recognizes the Institute-supported scientists, the volunteers who participate in clinical studies, and the patient and professional health organizations who contribute to the shared research goals of preventing, treating, and curing the diseases within the Institute's mission. Reaffirms support for the Institute.

Improving Nutrition for America's Children Act - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to revise the school lunch and breakfast programs, the summer food service program, the child and adult care food program (CACFP), and the special supplemental nutrition program for women, infants, and children (WIC program). Reauthorizes appropriations for such programs through FY2015. Includes among such revisions: (1) encouraging the direct certification of children who receive other public assistance as eligible for free meals under the school lunch and breakfast programs; (2) establishing new mechanisms by which schools or local educational agencies (LEAs) with very high proportions of low-income children can receive federal reimbursement for free or reduced price meals under such programs without collecting individual paper applications from households; (3) establishing a program awarding competitive grants to states and, through them, competitive subgrants to LEAs to establish or expand the school breakfast program at low-income schools; (4) expanding the access of low-income rural areas to the summer food service program; (5) requiring updates to meal patterns and nutrition standards for the school lunch and breakfast programs based on recommendations made by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences (NAS); (6) requiring the establishment of science-based nutrition standards for all foods sold in schools outside the school lunch and breakfast programs; (7) requiring LEAs participating in the school lunch and breakfast programs to establish local school wellness policies for their schools that include goals for nutrition promotion and education, physical activity and education, and other school-based activities that promote student wellness; (8) requiring reimbursable meals and snacks provided under the CACFP to meet the most recent Dietary Guidelines for Americans and certain authoritative scientific recommendations; (9) encouraging WIC program participants to breastfeed; and (10) requiring WIC electronic benefit transfer (EBT) systems to be implemented nationwide by October 1, 2020.

Energy Efficient Heat Pump Tax Parity Act of 2010 - Amends the Internal Revenue Code to: (1) allow, for periods ending before January 1, 2017, an energy tax credit for investment in equipment that uses natural gas to heat and cool a structure; and (2) allow a residential energy efficient property tax credit for 30% of the qualified natural gas heat pump property expenditures for a taxpayer's residence. Defines "qualified natural gas heat pump property" as equipment that uses natural gas as an energy source to heat and cool a dwelling unit and that has a specified heating and cooling performance measure.

Authorizes the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling to issue subpoenas to compel the attendance and testimony of witnesses and the production of books, records, correspondence, memoranda, and other documents. Requires the Commission, in the case of contumacy of any person issued a subpoena or refusal by such person to comply with the subpoena, to request the Attorney General to seek enforcement of the subpoena in any U.S. district court for a district in which a person issued a subpoena under this Act resides, is served, or may be found, or where the subpoena is returnable. Deems failure to obey an order requiring the subpoenaed person to appear at any designated place to testify or produce documentary or other evidence to be contempt of court.

Family Farm Estate Tax Relief Act of 2010 - Amends the Internal Revenue Code to: (1) exclude from the value of a decedent's gross estate farmland used by an heir for farming purposes; (2) impose a recapture tax on an heir who disposes of such farmland after the decedent's death or who ceases to use such farmland for farming purposes; and (3) increase the limitation on the estate tax exclusion for land subject to a qualified conservation easement to $5 million and the percentage of the value of such land that is excludable.

Christopher Bryski Student Loan Protection Act and Christopher's Law - Amends the Truth in Lending Act to require private educational lenders and institutions of higher education (IHEs) that provide student loan counseling to discuss the benefits of advanced directives with the signers and cosigners of student loans. Requires lenders of private educational loans for which cosigners are held jointly liable to clearly and concisely define the terms of cosigners' obligations regarding such loans. Directs lenders of private educational loans which are cosigned to inform the signers and cosigners regarding the benefits of purchasing credit insurance; but prohibits such lenders from conditioning or varying the terms of such loans on the basis of whether or not credit insurance is purchased. Directs the Board of Governors of the Federal Reserve System by regulation to set standards for determining when a private educational loan signer or cosigner has died or become incapacitated or disabled. Requires such regulations to treat a determination by the Secretary of Veterans Affairs (VA) that a borrower is unemployable due to a service-connected condition as proof that such borrower is incapacitated or disabled. Amends the Higher Education Act of 1965 to require: (1) prospective borrowers of federal PLUS and consolidated loans to be informed about creation of advanced directives; and (2) borrowers of federal educational loans to be provided entrance counseling regarding the creation of advanced directives and the effect their death, incapacitation, or disability would have on their federal and private educational loans.

Teen Parent Graduation and College Achievement Act - Amends the Elementary and Secondary Education Act of 1965 and the Higher Education Act of 1965 to require the Secretary of Education to award grants to local educational agencies (LEAs) and institutions of higher education (IHEs) to help pregnant and parenting students stay in school by expanding their access to services. Includes tutoring, pregnancy-related health care, child care, transportation, after-school support, academic counseling, school social work, or family planning among such services. Requires LEA and IHE grantees to: (1) enter into partnerships and share grant funds, when appropriate, with public agencies or community-based organizations to help pregnant or parenting students stay in school; and (2) use no more than 10% of their grant for administrative costs.

Congratulates the Convention on International Trade in Endangered Species of Wild Fauna and Flora on its 35th anniversary. Recognizes the important contributions the Convention has made in regulating international trade in endangered species and protecting such species worldwide. Recognizes the increasing importance of the Convention in addressing multiple and compounding threats on species and ecosystems arising from over-exploitation, habitat loss, invasive species, disease, and the effects of climate change. Applauds the Convention's recent leadership in reaffirming strong protections for the African elephant, and other endangered species. Urges: (1) renewed, expanded, and accelerated commitments to the Convention by all Parties to ensure the Convention's contribution to species conservation; (2) the U.S. delegation to the Convention to utilize international cooperation to encourage other Parties to the Convention to collaborate effectively to curb excessive exploitation of species for international trade; and (3) the Convention to adopt stronger protections for the polar bear, sharks, bluefin tuna, and other endangered species at the 16th meeting of the Conference of the Parties in 2013.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Green Energy Efficient Roofs and Job Creation Act of 2010 - Amends the Internal Revenue Code to classify as 20-year property for depreciation purposes a roof replacement on a commercial building during 2010 or 2011 with a roof assembly which has the new insulation installed entirely above the roof deck and which meets or exceeds the minimum R-value for the appropriate climate zone as specified in the International Energy Conservation Code.

Congratulates Israel for its accession to membership in the Organization for Economic Co-operation and Development (OECD). Commends the 31 nations of the OECD, as well as OECD Secretary-General Angel Gurria, for recognizing Israel's economic success as well as its commitment to the principles of democratic government and market economy by unanimously electing Israel to OECD membership. Recognizes the importance of the strong role played by the United States in Israel's successful bid for accession to membership in the OECD. Calls on responsible nations to support efforts by Israel to accede to membership or enhance its participation, as the case may be, in international forums.

Amends the Internal Revenue Code to allow an election to treat business-related tax credits for the production of electricity from wind, solar, or biomass facilities and for investment in solar energy property as refundable in taxable years beginning in 2010 or 2011. Provides that credit amounts shall not exceed the basis of renewable energy facilities placed in service in the subsequent taxable year.

Demands that Hamas: (1) immediately and unconditionally release Israeli soldier Gilad Shalit; (2) allow access to the Israeli captives by competent medical personnel and representatives of the International Committee of the Red Cross; and (3) provide Gilad Shalit the humane treatment all captives are entitled to as a fundamental human right, including communication with his family. Expresses: (1) commitment to the survival of Israel as a Jewish and democratic state within recognized and secure borders; (2) support in resolving the Israeli-Palestinian conflict through the creation of a democratic, viable, and independent Palestinian state living in peace alongside Israel; (3) sympathy for Gilad Shalit's family; and (4) commitment to seek the release of Gilad Shalit and other missing Israeli soldiers. Recalls Israeli soldiers Ehud Goldwasser, Eldad Regev, Zecharya Baumel, Zvi Feldman, Yehuda Katz, Ron Arad, Guy Hever, and Majdy Halabi. Condemns: (1) Hamas for the cross border attack and kidnapping of Gilad Shalit; and (2) Iran and Syria for their support for international terrorism.

Recognizes the untimely and tragic loss of the 11 workers from the states of Louisiana, Mississippi, and Texas who died on the Deepwater Horizon offshore oil platform in the Gulf of Mexico off the coast of Louisiana. Extends the deepest condolences of the nation to the families of these men. Recognizes all employees on the Deepwater Horizon for their hard work and sacrifice. Commends the rescue crews for their valiant efforts to rescue these workers and others on the platform. Honors the many volunteers who provided support and comfort for the families of these people during this difficult time.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Democracy is Strengthened by Casting Light on Spending in Elections Act or DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Authorizes judicial review of the provisions of this Act.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Sergeant Coleman S. Bean Individual Ready Reserve Suicide Prevention Act of 2010 - Directs the Secretary of Defense (DOD) to ensure that each of the following individuals receive, at least once every 90 days, a telephone call from properly-trained DOD personnel to determine their emotional, psychological, medical, and career needs and concerns: (1) members of the Individual Ready Reserve who deployed to Afghanistan or Iraq in support of a contingency operation; or (2) a member of a reserve component who the Secretary determines is an individual mobilization augmentee who has so deployed. Requires the person making the call to refer a member identified as being at-risk of self-caused harm to the nearest military medical treatment facility or accredited TRICARE (a DOD managed health care program) provider for immediate evaluation and necessary treatment. Requires annual reports from the Secretary to Congress on the number of members so referred, as well as their health and career status.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

Grow a Renewable Energy Economy Now--Jumpstart Other Biofuels Act of 2010 - Amends the Internal Revenue Code to: (1) allow a 30% energy tax credit for investments in qualified cellulosic and algae-based biofuel facilities; (2) extend through 2016 the special depreciation allowance for qualified cellulosic biofuel plant property; (3) include algae-based biofuel within the definition of cellulosic biofuel for purposes of the cellulosic biofuel producer tax credit; (4) exclude from the definition of cellulosic biofuel any processed fuel with an acid number greater than 25; (5) extend through 2016 the cellulosic biofuel producer tax credit; and (6) allow a direct payment of 30% of the basis of cellulosic and algae-based biofuel facility property.

Amends the Child Nutrition Act of 1966 to require local educational agencies (LEA) participating in the school lunch or breakfast programs to establish or expand a local school wellness policy for their schools that: (1) includes goals for nutrition education, physical activity, and other school-based activities that promote student wellness; (2) includes nutrition guidelines for all foods in school during the day that promote student health and reduce childhood obesity; (3) ensures that the dietary guidelines for reimbursable school meals are no less restrictive than those issued by the Secretary of Agriculture under the school lunch program; (4) provides for the measurement and oversight of the policy's implementation; and (5) involves parents, students, the school food authority, the school board, school administrators, and the public in its development. Directs the Secretary to provide LEAs, school food authorities, and states, on request, information and technical assistance in: (1) establishing healthy school nutrition environments; (2) reducing childhood obesity; and (3) preventing diet-related chronic diseases. Directs the Secretary to establish the Healthy Habits School Challenge program to reduce childhood obesity by recognizing schools that are creating healthier school environments for children by promoting good nutrition and physical activity. Requires such schools to adopt a model school wellness policy developed by the Secretary. Requires the Secretary to contract with the Institute of Medicine to provide the Secretary with recommendations for updating the nutrition rules for the school lunch and breakfast programs.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Condemns the government of Syria for transferring Scud missiles and other advanced weapons and missile systems to the Hizballah terrorist organization. Urges the President to: (1) reevaluate the nomination of Robert Ford as Ambassador to Syria; and (2) tighten and enforce all existing sanctions against Syria. Urges the President and the Secretary of State to work with U.S. allies to increase international pressure on Syria for its support of terrorist groups.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

Expresses: (1) deepest condolences for the horrific loss of life and the physical and psychological damage caused by the January 12, 2010, earthquake that struck Haiti; and (2) solidarity with Haitians, Haitian-Americans, and all those who lost loved ones or have otherwise been affected by the tragedy. Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Medicare Fraud Enforcement and Prevention Act of 2010 - Amends title XI of the Social Security Act (SSA) to increase criminal penalties for both felony and misdemeanor fraud under SSA titles XVIII (Medicare) and XIX (Medicaid). Adds a new offense of distribution of two or more Medicare or Medicaid beneficiary identification numbers or billing privileges with the intent to defraud. Applies civil monetary penalties to: (1) conspiracy to make false statements or commit other specified offenses with respect to Medicare or Medicaid claims; and (2) knowing creation or use of false records or statements with respect to the transmission of money or property to a federal health care program. Extends the statute of limitations from six to 10 years after presentation of a claim. Amends SSA title XVIII (Medicare), as amended by the Patient Protection and Affordable Care Act (PPACA), to revise screening requirements. Amends SSA title XI, as amended by PPACA, to require the access to claims and payment data granted to Inspector General of the Department of Health and Human Services (HHS) and the Attorney General to include access to real time claims and payment data. Requires the HHS Inspector General to implement mechanisms for the sharing of information about suspected fraud relating to the federal health care programs under Medicare, Medicaid, and SSA title XXI (Children's Health Insurance Program) (CHIP) with other appropriate law enforcement officials. Directs the HHS Secretary to carry out a five-year pilot program that implements biometric technology to ensure that individuals entitled to benefits under Medicare part A or enrolled under Medicare part B are physically present at the time and place of receipt of certain items and services for which payment may be made. Requires the Comptroller General to study and report to Congress on Medicare administrative contractors, including Recovery Audit Contractors.

Ponzi Scheme Victims' Tax Relief Act of 2010 - Amends the Internal Revenue Code to allow: (1) a special theft loss tax deduction for qualified fraudulent investment losses and for such losses in connection with assets held in an individual retirement account (IRA); (2) a carryback of net operating losses which are qualified fraudulent investment losses for up to 10 years; (3) withdrawals from tax-exempt retirement plans for a 10-year period without penalty to replace qualified fraudulent investment losses; (4) catch-up contributions to retirement plans to compensate for fraudulent investment losses; and (5) an extension of the limitation period for filing refund claims for overpayments of tax in connection with gifts and bequests of an interest in an investment for which there is a qualified fraudulent investment loss. Defines "qualified fraudulent investment loss" as a loss discovered in 2008 or 2009 resulting from a fraudulent arrangement in which a person receives cash or property from investors, purports to earn income for investors, reports partially or wholly fictitious income to such investors, makes payments to some investors from payments made by other investors, and appropriates some or all of the investors' cash or property.

Home Star Energy Retrofit Act of 2010 - Requires the Secretary of Energy to establish: (1) the Home Star Retrofit Rebate Program to provide rebates to contractors to be passed through as discounts to homeowners who retrofit their homes to achieve energy savings; (2) a Federal Rebate Processing System to enable rebate aggregators to submit claims for reimbursement; and (3) a national retrofit website and public information campaign that provide information on the Program. Requires the Secretary to: (1) develop a network of rebate aggregators that can facilitate the delivery of rebates to reimburse participating contractors and vendors for discounts provided to homeowners for energy efficiency retrofit work; (2) ensure that rebate aggregation services are available to all homeowners at the lowest reasonable cost; and (3) develop guidelines for states to allow utilities participating as rebate aggregators to count the energy savings from their participation toward state-level energy saving targets. Sets forth eligibility criteria for, and responsibilities of, rebate aggregators. Establishes: (1) a Silver Star Home Energy Retrofit Program to award rebates during the first year after this Act's enactment to reimburse participating contractors and vendors for discounts provided to homeowners for retrofit work that installs specified energy saving measures, including air-sealing and insulation measures, duct seal or replacement, window or door replacement, heating or cooling system replacement, and water heater replacement; and (2) a Gold Star Home Energy Retrofit Program to award rebates to reimburse participating accredited contractors and vendors for retrofit work that achieves whole home energy savings. Sets forth provisions concerning: (1) the amount of the rebates (up to $3,000 per home for Silver Star rebates or $8,000 per home for Gold Star rebates); and (2) the treatment of rebates for tax purposes (excluded from taxable income). Requires states that receive funding under this Act to submit to the Secretary plans to implement quality assurance programs that cover residential energy efficiency retrofit work sponsored or provided under this Act. Requires the Secretary to establish a Home Star Energy Efficiency Loan Program to make funds available to states to support financial assistance provided by qualified financing entities for qualifying energy saving measures under the Silver Star or Gold Star programs.

Taxpayer Assistance Act of 2010 - Amends the Internal Revenue Code to: (1) eliminate substantiation requirements for the depreciation of cellular telephones and similar telecommunications equipment used by employees for business purposes; (2) exempt tax return preparers who object to the use of magnetic media on religious grounds from the requirement for filing returns electronically; (3) allow interest on refunds not paid within 30 days (currently, 45 days); (4) repeal the requirement that taxpayers submitting an offer in compromise of tax liability make a 20% downpayment of the tax owed upon submission of the offer; (5) allow officers and employees of the Department of the Treasury to refer taxpayers to low-income taxpayer clinics for advice and assistance; (6) authorize the Secretary of the Treasury to make grants to develop, expand, or continue volunteer income tax assistance programs; (7) increase annual grant levels for low-income taxpayer clinics; (8) require the Secretary to notify taxpayers of their eligibility for the earned income tax credit; (9) require the Secretary to notify a taxpayer of any unauthorized use of such taxpayer's identity (suspected identity theft) and of any person who is criminally charged for unauthorized use of taxpayer information; (10) allow the Internal Revenue Service (IRS) to use any means of mass communication to publish unclaimed refund amounts; (11) extend the penalty for tendering a bad check to the IRS to any commercially acceptable payment instrument (including electronic payments); and (12) increase the penalty for failure to file correct information returns and for intentional disregard of tax return information requirements. Directs the National Taxpayer Advocate to conduct a study on the feasibility of delivering tax refunds on debit cards, prepaid cards, and other electronic means to assist individuals who do not have access to financial accounts or institutions. Directs the Secretary to conduct studies on: (1) the effectiveness of collection alternatives, especially offers-in-compromise, on long-term tax compliance; (2) the administrative and legislative changes necessary to receive and process information returns before processing income tax returns; and (3) methods to reduce the number of taxpayers making in-person payments at IRS Taxpayer Assistance Centers.

Weekends Without Hunger Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to implement a five-year pilot program providing commodities to nonprofits for the provision of nutritious food to at-risk school children on weekends and during extended school holidays during the school year. (At-risk school children are those who participate in the school lunch program and reside in an area served by a school in which at least 50% of the students receive free or reduced price meals under the school lunch or breakfast programs.) Includes elementary and secondary schools, school food authorities, and emergency feeding agencies as eligible nonprofit recipients of such commodities. Requires commodity recipients to satisfy safe food storage, handling, and delivery standards established by the Secretary.
