Clean Fuels Innovation Act of 2012 - Requires the Secretary of the Interior to: (1) complete the Programmatic Environmental Impact Statement (EIS) for Solar Energy Development in Six Southwestern States in accordance with the National Environmental Policy Act of 1969 (NEPA) to analyze the potential impacts of the development of renewable energy on public land and any land use plans, and (2) amend such land use plans as determined appropriate. Establishes similar requirements for the Secretary of Agriculture (USDA) with respect to National Forest System land. Requires the Secretary of Interior to establish a renewable energy leasing pilot program under which lease sales of certain sites are conducted on covered lands administered by the Secretary to carry out renewable energy projects. Requires the Secretary of the Interior and the Secretary of Agriculture to jointly determine whether or not to expand the pilot program to all covered lands. Defines "covered land" to mean land that is public land or National Forest System land and not excluded from the development of renewable energy under federal law. Establishes the Renewable Energy Resource Conservation Fund to be administered by the Secretary of the Interior for mitigating the impacts of renewable energy on federal land and carrying out any activity authorized under the Land and Water Conservation Fund Act of 1965, with the exception of the acquisition of land, water, or interests therein. Requires the Secretary of Defense (DOD) to submit a report that: (1) identifies locations on certain military installations in the United States that could be developed for renewable energy production, and (2) describes the administration of the development of commercial-scale renewable energy projects on such installations. Requires the Secretary of Defense to publish a notice of intent to prepare an EIS to support the development of renewable energy on the locations identified. Requires the Secretary of the Interior and the Secretary of Agriculture to determine the feasibility of carrying out a mitigation banking program on federal lands administered by the Secretaries to offset the impacts of renewable energy on such lands.

Life-Threatening Diseases Compassion through Combination Therapy Act of 2012 - Amends the Federal Food, Drug, and Cosmetic Act to authorize the Secretary of Health and Human Services (HHS) to designate a combination of drugs as a significant drug combination if such combination: (1) includes two or more drugs or biological products that, when used in combination, offer the potential to significantly advance treatment for a serious or life-threatening disease and, in combination, meet the criteria for co-development of drug combinations in Food and Drug Administration (FDA) guidance; and (2) includes at least two drugs that are not approved. Requires the Secretary to develop, publish, and revise annually a list of combinations of two or more drugs designated as significant drug combinations. Extends the market exclusivity for a drug by six months if it is designated as a significant drug combination before it is approved as a new drug. Requires the Secretary to review and take action on a drug in a significant drug combination designated under this Act within six months after receiving an application for approval of a new drug application or licensure of a biosimilar biological product. Requires the Secretary, at the request of the sponsor of a drug, to expedite development and review for designated drug combinations. Requires the Secretary to establish an interagency task force to encourage the co-development of drugs in significant drug combinations. Requires the task force to develop, revise in response to public comments, and update annually a list of types of drug combinations it recommends that the Secretary designate as significant drug combinations. Directs the Secretary to study the impact of the extension of market exclusivity under this Act.

Defend Your Home Against Wildfire Act - Directs the Secretary of Agriculture (USDA) and the Secretary of the Interior to establish a process for the expedited consideration of a permit application submitted by the owner of eligible private property to remove vegetation on federal land adjacent to the property to reduce the risk of catastrophic wildfire that would threaten a residential structure on such property. Requires the final decision on an application for a vegetation removal permit to be made no later than 14 days after the application is received. Prohibits a vegetation removal permit from authorizing vegetation removal activities by a private landowner on federal land more than 100 feet beyond the boundary or boundaries shared by such land and the eligible private property. Authorizes the Secretary concerned to make a grant to a recipient of a vegetation removal permit to help cover up to 25% of the vegetation removal costs.

STEM Jobs Act of 2012 - Amends the Immigration and Nationality Act to make up to 55,000 visas available to qualified immigrants who: (1) have a doctorate degree in a field of science, technology, engineering, or mathematics (STEM degree) from a U.S. university; (2) agree to work for at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; and (3) have taken all doctoral courses in a STEM field, including all correspondence courses, while physically present in the United States. Makes any such unused visas available to aliens who: (1) hold a master's degree in a STEM field from a U.S. university; (2) agree to work for a total of at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; (3) have taken all master's degree courses in a STEM field, including all correspondence courses, while physically present in the United States; and (4) hold a baccalaureate degree in a STEM field or in the biological and biomedical sciences. Prohibits the Secretary of Homeland Security (DHS) (Secretary) from approving an employer petition on behalf of either of the above class of aliens unless the Secretary receives a determination by the Secretary of Labor that there are not sufficient American workers available for the job. Requires: (1) employers of foreign STEM graduates to submit a job order for the position with the appropriate state workforce agency, and (2) such agency to post the position on its website for at least 30 days. Requires DHS to make available on its website specified information regarding foreign STEM employers, the number of aliens granted STEM status, and their occupations. Eliminates the diversity immigrant program. States that: (1) the permanent priority date for any employment-based petition shall be the date on which the petition is filed, unless such filing was preceded by the filing of a labor certification with the Secretary of Labor, in which case that date shall constitute the priority date; and (2) an alien who is the beneficiary of an employment-based petition that was approvable when filed shall retain such petition's priority date in the consideration of any subsequently filed employment-based petition. Revises student visa provisions.

Amends the Horse Protection Act (HPA) to direct the Secretary of Agriculture to prescribe regulatory requirements for the Department of Agriculture (USDA) to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. (The soring of horses refers to the application of blistering agents, burns, lacerations, sharp objects, or other substances or devices to a horse's limb to produce a higher gait by making it painful for the horse to step down.) Replaces the current horse inspector appointment process under which the management of a horse show, exhibition, sale, or auction appoints inspectors with a new process requiring the Secretary to assign USDA-licensed inspectors after receiving notice that management intends to hire such inspectors. Specifies that the term "management" includes sponsoring organizations and event managers. Directs the Secretary to disqualify a horse the Secretary determines is sore for specified minimum time periods that increase after the first, second, and third instance. Prohibits a person from causing or directing a horse to become sore for the purpose of any horse show, exhibition, sale, or auction or allowing any such activity respecting a horse which is sore by the owner of such horse. Expands a list of activities designated as unlawful conduct under such Act to include a prohibition on showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter the gait of such horses and is not strictly protective or therapeutic. Defines "action device" as any boot, collar, chain, roller, or other device that encircles or is placed upon the lower extremity of the leg of a horse in such a manner that it can: (1) rotate around the leg or slide up and down the leg, so as to cause friction; or (2) strike the hoof, coronet band, fetlock joint, or pastern of the horse. Increases the maximum criminal penalties and maximum civil liability penalties to the United States for certain HPA violations. Expands the categories of activities the Secretary may disqualify a violator of such Act from participating in to include: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted; or (4) financing the participation of other individuals. Permits the Secretary to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Patient Choice Act of 2012 - Amends the Federal Food, Drug, and Cosmetic Act to authorize provisional approval of fast track products determined by the Secretary of Health and Human Services (HHS) to be adequately safe. Treats provisional approval in the same manner as approval of a drug, except that provisional approval is subject to requirements related to informed consent and continued pursuit of safety and efficacy data for purposes of gaining approval for the drug. Defines the term “adequately safe” to mean that: (1) for at least one population, the risk of death or morbidity caused directly by an adverse effect of the drug is unlikely to be greater than the combined direct and secondary risks of death or morbidity of the disease and existing therapies; or (2) the drug has had a valid marketing authorization for at least four years in specified countries and data adequate for the approval of such marketing authorization has been submitted to the Secretary. Prohibits the Secretary from imposing any requirements for safety studies or data in addition to, or different than, the requirements for studies to establish safety for purposes of Phase 1 (initial introduction of an investigational new drug into humans) or Phase 2 (controlled clinical studies to evaluate the effectiveness of the drug for a particular indication in patients with the disease or condition under study and to determine the common short-term side effects and risks associated with the drug). Applies the provisional approval only to the indication for the drug: (1) which is related to the treatment of the condition with respect to which the drug was designated as a fast track product, and (2) for which the drug is demonstrated to be adequately safety. Prescribes requirements for termination of provisional approval, withdrawal of such approval, and application of market exclusivity to fast-track approval products.

Community Post Office Relocation Act - Authorizes the U.S. Postal Service (USPS) to sell, at fair market value, to certain tax-exempt private organizations fee simple title to USPS-owned post office buildings containing an office subject to relocation. Requires such tax-exempt private organizations, in order to be considered an eligible buyer, to have operated primarily within the geographic area served by the relevant post office building for at least five years prior to a USPS announcement that the building will be available for sale. Sets forth a procedure for the USPS to enter negotiations with eligible buyers in the order in which buyers submit their offers. Directs the USPS to sell such a building to the first organization submitting an offer for fair market value if all other relevant conditions are met within specified time periods. Permits the USPS, after the sale of a building under this Act, to lease the building from the buyer at fair market value for purposes of operating a post office. Requires the USPS, if a buyer under this Act makes the building available for sale, to maintain a right of first refusal to purchase the building back from the buyer at the lesser of fair market value or the purchase price plus any improvements.

Defines "covered land" to mean land that is: (1) public land administered by the Secretary of the Interior, or National Forest System land administered by the Secretary of Agriculture; and (2) not excluded from development of solar or wind energy under a final land use plan established under the Federal Land Policy and Management Act of 1976, a final land and resource management plan established under the National Forest Management Act of 1976, or federal law. Establishes in the Treasury the Renewable Energy Resource Conservation Fund to be administered by the Secretary of the Interior for mitigating the impacts of renewable energy on federal land and carrying out any activity authorized under the Land and Water Conservation Fund Act of 1965, with the exception of the acquisition of land, water, or interests therein within that state. Behavioral Health Information Technology Act of 2012 - Amends the Public Health Service Act to include as a health care provider behavioral and mental health professionals, substance abuse professionals, psychiatric hospitals, certain community mental health centers, and residential or outpatient mental health or substance abuse treatment facilities. Amends title XVIII (Medicare) of the Social Security Act (SSA), with respect to incentives for meaningful use of certified electronic health records (EHR) technology under the pay schedule for physician's services, to include as eligible professionals clinical psychologists providing qualified psychologist services. Makes inpatient psychiatric hospitals eligible for payment for inpatient hospital services. Amends SSA title XIX (Medicaid) to treat as Medicaid providers: (1) public and certain private hospitals that are principally psychiatric hospitals, (2) certain community mental health centers, and (3) certain residential or outpatient mental health or substance abuse treatment facilities. Makes eligible professionals under the Medicaid program certain clinical psychologists providing qualified psychologist services. Authorizes a covered entity to submit to a Patient Safety Organization information on electronic health record (EHR)-related adverse events with respect to certified EHR technology the entity has used or provided. Specifies covered entities as certain EHR users, health information exchange entities, and health care professionals who use EHR technology. Defines an EHR-related adverse event as a defect, malfunction, or error in the certified health information technology or electronic health record used by a provider, or in the input or output of data maintained through such technology or record, that results or could reasonably result in harm to a patient. Limits electronic discovery (e-discovery) in any health care lawsuit against a covered entity relating to an Reallotted adverse event involving certified EHR technology to information: (1) related to that event, and (2) from the period in which the event occurred. Prohibits a claimant from commencing a lawsuit more than three years after the manifestation of injury or one year after the claimant discovers, or should have discovered, the injury, whichever occurs first. Requires tolling of this limitation, however, to the extent that the claimant is able to prove: (1) fraud; (2) intentional concealment; or (3) the presence of a foreign body, with no therapeutic or diagnostic purpose or effect, in the injured person. Subjects each party to such a lawsuit which is not a covered entity to proportionate liability only. Allows punitive damages against a covered entity only upon proof by clear and convincing evidence that the entity acted with reckless disregard for the claimant's health or safety. Shields covered entities, employees, agents, and representatives from civil liability for libel or slander arising from information or entries made in certified EHR technology, or transferred to another eligible provider, if the information, entries, or transfer were made in good faith and without malice.

Amends the federal criminal code to exempt the Secretary of Homeland Security (DHS) from disclosure of confidential information violations when the Secretary shares certain information and materials with intellectual property rights owners for purposes of determining whether semiconductor chip products are being imported into the United States in violation of Lanham Act provisions that prohibit infringing trademarks on imported articles or in violation of any of the exclusive rights of the owner of a mask work under the Semiconductor Chip Protection Act of 1984. Authorizes the Secretary, upon presentation of such products, to: (1) share with the holder of the registered mark or the owner of the mask work information on the semiconductor chip products and their packaging and labels, including unredacted photographs or digital images of such products, packaging, and labels; and (2) supply unredacted samples of such products to such holder of the registered mark or owner of the mask work at any time, subject to bonding requirements. Requires the Secretary, upon detention of such products, to share such product information and unredacted photographs or images with the registered mark holder or mask work owner. Sets forth exceptions for cases that would compromise ongoing law enforcement investigations or national security.

Requires the Secretary to: (1) complete and finalize the Programmatic Environmental Impact Statement (EIS) for Solar Energy Development in Six Southwestern States in accordance with the National Environmental Policy Act of 1969 (NEPA) to analyze the potential impacts of a program to develop solar energy on land administered by the Bureau of Land Management (BLM) and any necessary amendments to land use plans for such land, and (2) amend any land use plans to provide for the development of renewable energy. Requires the Secretary of Agriculture (USDA) to: (1) prepare and publish a notice of intent to prepare a programmatic EIS to analyze the potential impacts of a program to develop solar and wind energy on National Forest System land and any necessary amendments to land use plans for such land, and (2) amend such plans to provide for the development of renewable energy on completion of the programmatic EIS. Requires the Secretary of Defense (DOD) to submit a report that: (1) identifies locations on land withdrawn from the public domain and reserved for military purposes that could be developed for renewable energy production, and (2) describes the administration of public land withdrawn for military purposes for the development of commercial-scale renewable energy projects. Requires the Secretary of Interior to establish a wind and solar leasing pilot program on: (1) public land administered by the Secretary or National Forest System land administered by the Secretary of Agriculture; and (2) land not excluded from the development of solar or wind energy under a land use plan established under the Federal Land Policy and Management Act of 1976, the National Forest Management Act of 1976, or other law. Requires the Secretary of the Interior and the Secretary of Agriculture to: (1) make a joint determination on whether to establish such program within two years, (2) establish such program unless they determine that the program is not in the public interest and does not provide an effective means of developing such energy, and (3) require as a condition for any authorization for the development of such energy on such land the payment of a royalty. Establishes in the Treasury the Renewable Energy Resource Conservation Fund to be administered by the Secretary of the Interior in regions impacted by the development of wind or solar energy for addressing and offsetting the impacts of such development on federal land, securing recreational access to federal land to provide enhanced public access to existing federal land that is inaccessible or significantly restricted, and carrying out activities authorized under the Land and Water Conservation Fund Act of 1965. Requires such Secretaries to determine the feasibility of carrying out a conservation banking program. Prohibits wind or solar generation projects with a capacity of 20 megawatts or more that are issued a lease, right-of-way, permit, or other authorization from being subject to the rental fee exemption for rights-of-way under the Federal Land Policy and Management Act of 1976.

Directs the Chief to make the nine Forest Service Second Generation Modular Airborne FireFighting System (MAFFS II) units immediately available, without compensation, to specified units of the Air National Guard and Air Force Reserve in Wyoming, North Carolina, Colorado, and California. Prohibits the Chief from procuring air tankers to fight wildfires from a foreign government without certifying that MAFFS air tanker support available from units of the Air National Guard and Air Force Reserve is being fully utilized or is insufficient to address wildfires on National Forest System land.
