Patient Advocate Tracker Act This bill requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.

COVID-19 Access to Testing and Support for Immune Response Research Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to provide for coverage during the COVID-19 public health emergency of T-cell diagnostic laboratory tests for individuals with a current or prior COVID-19 infection. In addition, the Department of Health and Human Services must develop a national strategy to research the immune response to COVID-19 and may award research grants.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Preserving Recreation, Oceans, Tourism, Environment, and Coastal Towns in Florida Act or the PROTECT Florida Act This bill prohibits oil and gas exploration and leasing on the Outer Continental Shelf in certain areas off the coast of the Gulf of Mexico and Florida. Specifically, the bill extends the moratorium until June 30, 2032, on oil and gas exploration, preleasing or leasing in certain areas of the Gulf of Mexico. Additionally, the bill establishes a moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing, or any related activity (including seismic testing) in the (1) Straits of Florida Planning Area, and (2) the area in the South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida.

This resolution recognizes the ultimate sacrifice of the unknown soldiers interred at Arlington National Cemetery and expresses gratitude and appreciation of all the members of the Armed Forces who have served during wars and peacetime. Additionally, the resolution commends all members of the 3d Infantry Regiment, specifically those who guard the Tomb of the Unknown Solider.

Clean Water Allotment Modernization Act of 2021 This bill revises the formula the Environmental Protection Agency (EPA) uses to determine how to distribute funds from the Clean Water State Revolving Fund (SRF) program. Under the program, the EPA allocates funding to states for water quality infrastructure projects, such as wastewater systems and stormwater management projects. In FY2022-FY2026, the EPA must provide an initial allotment to each state that is equal to the amount the state received in FY2023. The EPA must also provide an additional allotment to each state that is based on its share of the U.S. population. In FY2027 and each subsequent fiscal year, the EPA must use an updated allotment formula, which is based on the needs of states as identified in the most recently available clean watersheds needs survey. Beginning in FY2022, the formula must also provide allotments for Indian tribes and territories. In addition, the formula must provide an allotment for EPA's oversight of SRF projects to ensure they use American iron and steel.

Guardianship Accountability Act of 20 21 This bill requires the Department of Health and Human Services (HHS) to create a National Resource Center on Guardianship for the publication of resources and data relating to court-determined adult guardianships. Further, the bill requires HHS to award at least 5% of certain grant funds for state programs related to overseeing the administration of court-appointed guardian arrangements.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on October 1, 2021.

Flood Risk Transparency for Homebuyers Act This bill requires the Department of Housing and Urban Development (HUD) to disclose certain flood hazards to prospective buyers when listing a one-to-four-unit residential property for sale. The requirement applies to every such HUD-owned property located in a special flood hazard area and requires HUD to disclose (1) the estimated monthly cost to insure the property under the National Flood Insurance Program in the zip code where the property is located and (2) whether the property is a severe repetitive loss property. A one-to-four-unit residential property is considered a severe repetitive loss property under existing law if the property is covered by flood insurance under the National Flood Insurance Program and has incurred flood-related damage resulting in either (1) four or more separate claim payments each exceeding $5,000, or (2) two or more separate claim payments that cumulatively exceed the value of the property. Severe repetitive loss properties are subject to higher flood insurance rates under the National Flood Insurance Program, but may be eligible for grants to mitigate the flood risk under certain circumstances.

Student Veteran COVID-19 Protection Act of 2021 This bill addresses the administration of certain Department of Veterans Affairs (VA) educational assistance benefits and home loans, including by authorizing the VA to waive certain enrollment verifications, exempting foreign educational institutions from certain requirements, extending the time limitations on the use of educational assistance benefits, and adjusting certain home loan fees.

Stabilizing Medicare Access to Rehabilitation and Therapy Act or the SMART Act This bill modifies the application of a certain Medicare payment methodology for outpatient physical therapy services and outpatient occupational therapy services that are furnished by a therapy assistant. Under current law, effective January 1, 2022, payment for such services is 85% of the otherwise applicable rate. The bill delays this effective date by one year and excludes services that are furnished in rural or medically underserved areas from this payment methodology. The bill also specifies that supervision requirements for outpatient physical therapy services that are furnished through private practice may not be more stringent for purposes of Medicare coverage than under state law.

Improving Mental Health and Wellness in Schools Act This bill requires local educational agencies (LEAs) participating in the school lunch or breakfast programs to include in their local school wellness policies (1) goals for mental health promotion and education, and (2) nutrition guidelines for reducing childhood eating disorders. Such LEAs must also include registered dietitians and school-based mental health services providers in the development, implementation, and periodic review of such policies. The bill also requires the Department of Agriculture to provide information and technical assistance to school health professionals (including school-based mental health services providers) for use in establishing healthy school environments. Such technical assistance must promote mental health, encourage mental health assessments, and establish resilient school environments.

This bill requires online marketplaces (e.g., Amazon) to collect and verify certain contact and financial information from third-party sellers whose transactions and related revenues exceed specified thresholds. Subject to certain exceptions, online marketplaces must clearly and conspicuously disclose the contact information of certain high-volume third-party sellers to consumers and must also provide consumers with methods to report suspicious activity on the marketplace. The bill provides the Federal Trade Commission and state attorneys general with the authority to enforce these requirements.

Burma Unified through Rigorous Military Accountability Act of 2021 or the BURMA Act of 2021 This bill imposes sanctions pertaining to Burma (Myanmar) and addresses related issues. The President must impose property- and visa-blocking sanctions on certain foreign persons (i.e., an individual or entity), including those that (1) knowingly operate in Burma's defense sector, (2) are responsible for or complicit in undermining Burma's democratic processes, or (3) are senior leaders in Burma's military or government. The Department of the Treasury must prohibit or impose strict conditions on certain accounts used to facilitate transactions for such sanctioned persons. The President may impose sanctions on Myanma Oil and Gas Enterprise if such sanctions would support certain objectives, including reducing the Burmese military's ability to undermine democracy in Burma. The President may also prohibit imports of precious and semiprecious gemstones from Burma. Before removing certain foreign persons from a list of specially designated nationals and blocked persons (commonly known as the SDN list), the President must certify to Congress that the person in question has not knowingly engaged in certain activities, such as supporting terrorism. The bill authorizes Department of State and U.S. Agency for International Development activities in Burma and the surrounding region to support democracy activists, humanitarian assistance, and reconciliation efforts. The State Department may (1) continue to assist organizations supporting political prisoners in Burma, and (2) provide assistance to entities investigating crimes against humanity. The President must direct U.S. representatives to the United Nations to vote and advocate for certain actions related to Burma, such as cutting off assistance to Burma's government.

Protecting the Integrity of our Biomedical Research Act of 2021 This bill requires, as a condition of receiving extramural biomedical research funding through the Department of Health and Human Services, that researchers disclose their participation in foreign talent programs. In general, foreign talent programs are programs in which foreign states attempt to acquire U.S. scientific research or technology through recruitment programs that target scientists, engineers, academics, researchers, and entrepreneurs of all nationalities working or educated in the United States.

Health Freedom for All Act This bill prohibits the Department of Labor from issuing an emergency temporary occupational safety or health standard requiring employers to ensure that their employees receive a COVID-19 vaccine or undergo COVID-19 testing.

Preventing Unjust Red Flag Laws Act of 2021 This bill prohibits the use of federal funds to implement or enforce red flag laws. The term red flag laws means a risk-based, temporary, and preemptive protective order that authorizes the removal of firearms without due process.

This bill prohibits certain departments and agencies from promulgating any rule to require a a person to provide proof of a COVID-19 vaccination in order to engage in interstate commerce. The prohibition applies to The Department of Transportation, Amtrak, The Surface Transportation Board, The Transportation Security Administration, The National Transportation Safety Board, The Federal Maritime Commission, and The Department of Commerce. The bill also limits the authority of the Department of Health and Human Services to mandate vaccination against COVID-19 as a prerequisite for engaging in interstate commerce or travel.

Ensuring Medicaid Continuity for Children in Foster Care Act of 2021 This bill allows states to receive federal Medicaid payment for services provided to foster care children in qualified residential treatment programs (i.e., programs with trauma-informed treatment models that address the needs of children with serious emotional or behavioral disorders or disturbances).

Cancer Patient Equity Act of 2021 This bill provides for coverage of certain cancer diagnostic and laboratory tests under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP). Specifically, the bill provides for coverage of microarray analysis, DNA and RNA sequencing, whole-exome sequencing, and other next-generation sequencing for individuals diagnosed with cancer. Additionally, the Department of Health and Human Services must establish an education and awareness program for physicians and the public about genomic testing and the role of genetic counselors.

Reese's Law This bill requires the Consumer Product Safety Commission to establish product safety standards with respect to batteries that pose an ingestion hazard (e.g., button cell or coin batteries). Specifically, consumer products with these batteries must include (1) a warning label instructing consumers to keep the batteries out of the reach of children, and (2) a battery compartment that prevents access to the batteries by children who are six years of age or younger. Additionally, such batteries, if sold separately or included separately with a product, must comply with federal child-resistant packaging regulations.

Re-using Equipment for Environmental Fortification Act or the REEF Act This bill requires the Department of the Navy to notify Congress of the pending retirement of vessels that are viable candidates for artificial reefing (intentionally sinking a vessel to promote marine life). Specifically, the Navy must provide such notice not later than 90 days before the viable candidate's retirement from the Naval Vessel Register.

National POW/MIA Memorial and Museum Act This bill designates the memorial and museum that is being constructed on an approximately 26-acre area on the POW-MIA Memorial Parkway in Jacksonville, Florida, as the National POW/MIA Memorial and Museum. The director of the memorial and museum shall submit a report to Congress that includes a budget for the memorial and museum.

Working Dog Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the service that working dogs provide to society. The designs of the coins minted under this bill shall be emblematic of the contributions of working dogs to society, including in detection, military service, therapy and assistance. Treasury may issue coins only during the one-year period beginning on January 1, 2023. All sales of coins shall include a surcharge, which shall be paid to America's VetDogs for general expenses associated with the fulfillment of its mission.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2021 This bill reauthorizes through FY2026 and revises programs and activities to support survivors of human trafficking and prevent such trafficking domestically and abroad. The bill expands and authorizes programs for survivors, including a program to prevent re-exploitation. It also extends through FY2026 a special assessment on certain persons convicted of a human trafficking offense, which funds programs for human-trafficking survivors. Additionally, the bill provides privacy and other protections for survivors, including specified financial protections and protections against retaliation for survivors who pursue civil claims against a perpetrator. The bill also allows courts to reduce sentences for certain individuals who commit human trafficking crimes as minors. To prevent trafficking domestically, federal departments must incorporate anti-trafficking efforts into contracting activities and personnel policies, and the bill supports private sector efforts to address human trafficking in its policies and services. Furthermore, the bill supports the identification, investigation, and prosecution of human trafficking crimes, with an expanded focus on forced labor. To prevent trafficking globally, the bill prohibits access to a trade program for developing countries and otherwise restricts development assistance for countries that fail to meet minimum standards for eliminating trafficking. It also changes the criteria for determining whether a country has met applicable standards. In addition, the bill authorizes sanctions on persons convicted of severe forms of trafficking and requires integration of counter-trafficking activities into foreign assistance programs. The bill also requires reporting by the Government Accountability Office, federal agencies, and states concerning human trafficking.

Col. James Floyd Turner IV U.S.M.C. GI Bill Transfer Act of 2021 This bill provides procedures for the transfer of a Post-GI Bill educational assistance entitlement in situations where an eligible individual dies after the approval of the transfer but before the entire entitlement is transferred. Specifically, the remaining entitlement must be transferred evenly between the designated transferees.

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill expands and otherwise modifies the allowable uses of New Access Point grant funds. These grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Specifically, health centers may use funds to construct or renovate buildings or to set up mobile medical clinics. In addition, a mobile clinic may qualify for grant funding as a new delivery site regardless of whether it is associated with a permanent, full-time site.

Afghanistan Withdrawal Oversight and Liability Act or the AWOL Act This bill prohibits using federal funds appropriated for FY2021 to provide support to the Taliban. The bill also requires reports and certifications related to Afghanistan. Specifically, no FY2021 funds may be used to (1) make payments or contributions of material support to the Taliban, or (2) provide relief from sanctions against the Taliban or its leaders. The bill requires the President to report to Congress on efforts to evacuate U.S. citizens and lawful permanent residents from Afghanistan. The President must also certify to Congress when all such individuals seeking evacuation from Afghanistan have been evacuated. The Department of State must periodically report to Congress on any agreements between the United States and the Taliban. Within seven days of the United States reaching an agreement with the Taliban, the State Department must provide to Congress all materials relevant to that agreement. The bill also requires the Office of the Inspector General of the State Department to report to Congress about the State Department's compliance with legal requirements in connection to agreements with the Taliban. Specifically, the office must assess compliance with a law that requires the State Department to provide certain information to Congress when the United States enters certain international agreements. The Department of Defense must report to Congress concerning U.S. equipment, property, and classified material that was destroyed, surrendered, or abandoned in Afghanistan during a period starting from February 29, 2020.

This bill allows a new tax credit for carriage of qualified independent programmers by eligible distributors and multichannel video programming distributors based on license fees and the number of subscribers. The bill defines eligible distributor as any person engaged in the trade or business of a qualified distributor or multichannel video programming distributor and any person engaged in the trade or business of being a virtual multichannel video programming distributor. The term multchannel video programming distributor is defined in federal regulations as any entity engaged in the business of making available for purchase, by subscribers or customers, multiple channels of video programming. Such entities include, but are not limited to, a cable operator, a BRS/EBS provider, a direct broadcast satellite service, a television receive-only satellite program distributor, and a satellite master antenna television system operator, as well as buying groups or agents of all such entities. The bill defines qualified independent programmer as a U.S.-based person engaged in the production, creation, or wholesale distribution of three or fewer television channels in which no multichannel video programming distributor, cable programmer, or broadcast network has attributable interest, and includes rural, women, socially disadvantaged, and minority-owned programmers.

Information Sharing And Advanced Communication Alerting Act or the ISAAC Alerting Act This bill requires the Technological Advisory Council of the Federal Communications Commission, in consultation with relevant stakeholders, to submit a report that identifies measures, barriers, and recommendations for implementing a 9–1–1 disability alerting system. The alerting system must allow an individual to register and create a profile associated with an individual who has a disability that includes information such as whether the individual is a wandering risk, nonverbal, or physically limited. The alerting system then transmits such information to public safety answering points to be conveyed to first responders.

Combating the Persecution of Christians in China Act This bill expresses the sense of Congress that the United States should promote religious freedom in China and makes statements of policy related to such freedom. In particular, the bill states that it is U.S. policy to consider senior Chinese government officials who are responsible for the persecution of Christians in China to have committed (1) a gross violation of internationally recognized human rights for the purpose of imposing certain sanctions, and (2) a particularly severe violation of religious freedom for the purpose of determining whether such an individual is admissible into the United States.

Border Security for America Act of 2021 This bill addresses border security and related issues. For example, the bill requires the Department of Homeland Security (DHS) to resume all activities to construct a border barrier system along the U.S.-Mexico border that were underway or planned prior to January 20, 2021; requires DHS to deploy, in addition to physical barriers, tactical infrastructure and technology to achieve situational awareness and operational control of the southwest border; authorizes U.S. Customs and Border Protection (CBP) to carry out a program to acquire innovative commercial items through a competitive selection of proposals; imposes certain requirements for DHS border security technology acquisition programs that have a total expenditure of at least $300 million; requires CBP to implement certain technologies, including a program to establish a biometric exit data system at ports of entry; requires CBP to increase or maintain certain staffing levels for agents, officers, processing coordinators, and other positions; requires CBP to implement a workload staffing model for the U.S. Border Patrol and for CBP's Air and Marine Operations; and provides statutory authority through FY2026 for Operation Stonegarden, a Federal Emergency Management Agency program that provides grants to states and territories involved in certain active CBP border security operations.

Stop Copay Overpay Act This bill prohibits the Department of Defense (DOD) from charging a covered individual (i.e., individuals enrolled under the TRICARE program) a co-payment exceeding a certain rate for an outpatient visit for mental health or behavioral health under the TRICARE program, regardless of whether the visit is furnished by a specialty care provider. Specifically, the co-payment amount may not exceed the amount of a co-payment that would be charged under the TRICARE program for an outpatient visit for primary care services. During the one-year period after this bill is enacted, DOD may not increase the co-payment amount charged to a covered individual for any service (1) furnished by a specialty care provider under the TRICARE program, and (2) that is not mental or behavioral health care.

Mark O'Brien VA Clothing Allowance Improvement Act This bill modifies the Department of Veterans Affairs (VA) clothing allowance policy for veterans who, due to a service-connected disability, wear a prosthetic, use an orthopedic appliance (e.g., a wheelchair), or use a prescription skin medication that the VA determines causes irreparable damage to clothing. The bill requires the VA to continue the clothing allowance for such a veteran on an annual basis until the veteran elects to no longer receive the allowance, or the VA determines the veteran is no longer eligible for the allowance, whichever occurs first. The bill sets forth a procedure by which the VA must conduct reviews of clothing allowance claims to determine the continued eligibility of veterans. Specifically, the VA must conduct a review (1) five years after the date on which a veteran initially receives a clothing allowance and periodically thereafter, and (2) whenever the VA receives notice that the veteran no longer meets eligibility requirements. If a veteran is eligible for a clothing allowance based on a circumstance that is not subject to change, the VA does not need to review whether the veteran has continued eligibility. If the VA determines, as the result of a review of a claim, that a veteran no longer meets the eligibility requirements for a clothing allowance, the VA must provide notice of the determination and discontinue the clothing allowance. The notice must include a description of applicable actions that may be taken following the determination (e.g., filing a notice of disagreement).

No CRT for our Military Kids Act This bill prohibits funding for the Department of Defense Education Activity from being used to (1) teach critical race theory in any school operated by the activity, or (2) develop or distribute any curriculum that incorporates critical race theory.

Global Malnutrition Prevention and Treatment Act of 2021 This bill sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. Specifically, the USAID must leverage resources to address malnutrition through the Global Nutrition Coordination Plan (an interagency effort to strengthen the impact of U.S. investments in nutrition) and its role on the board of directors of the International Development Finance Corporation. The USAID must also select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. Additionally, the USAID may establish the Nutrition Leadership Council to coordinate activities to prevent and treat malnutrition across the agency; target resources and nutrition interventions to the populations most susceptible to severe malnutrition and otherwise support efforts to prevent and treat malnutrition globally; and coordinate activities among partner countries, United Nations agencies, civil society, private sector actors, and others to, for example, build capacity in partner countries to sustain nutrition interventions. The bill also requires the USAID to provide to Congress an implementation plan and annual reports concerning its programs for treating and preventing malnutrition. The bill's provisions terminate seven years after its enactment.

This resolution applauds and expresses support for the continued cooperation between the United States and the European Union in thwarting Hezbollah's terrorist activities. It also urges the European Union to designate Hezbollah in its entirety as a terrorist organization.

American Shores Protection Act This bill extends a moratorium on oil and gas drilling in the Gulf of Mexico through June 30, 2032, and expands the moratorium to include the South Atlantic Planning Area and the Straits of Florida Planning Area.
