Coronavirus Assistance for American Families Act This bill allows individual taxpayers an additional 2020 recovery rebate in the amount of $1,000 ($2,000 for joint returns), plus $1,000 for each dependent of the taxpayer. The amount of such rebate is phased out for taxpayers whose adjusted gross income exceeds $75,000 ($150,000 for joint returns). A recovery rebate is a stimulus payment for taxpayers and their dependents who are adversely affected by COVID-19 (i.e., coronavirus disease 2019).

Flood Level Observation, Operations, and Decision Support Act or the FLOODS Act This bill addresses forecasting and the communication of flood, tornado, and hurricane events by the National Oceanic and Atmospheric Administration (NOAA). Among other provisions, the bill directs NOAA to establish a National Integrated Flood Information System to better inform and provide for more timely decision-making to reduce flood-related effects and costs; establishes partnerships with institutions of higher education and federal agencies to improve total water predictions; designates a service coordination hydrologist at each National Weather Service River Forecast Center to increase impact-based decision support services at the state and local level; requires NOAA to evaluate and improve flood watches and warnings and communication of information to support preparation and responses to floods; ensures that the tornado warning improvement and extension program periodically examines the value of incorporating innovative observations, such as acoustic or infrasonic measurements, observations from phased array radars, and observations from mesonets; requires NOAA to estimate and communicate the frequency of precipitation; establishes an Interagency Coordinating Committee on Water Management to ensure that federal agencies that engage in water-related matters, including water storage and supplies, water quality and restoration activities, water infrastructure, transportation on rivers and inland waterways, and water forecasting, work together where such agencies have joint or overlapping responsibilities; and directs NOAA to conduct an analysis of gaps in the availability of snow-related data to assess and predict floods and flood impacts.

Air America Act of 2020 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

Commitment to Defeat the Virus and Keep America Healthy Act This bill provides funding for various public health programs and activities and revises multiple provisions, including within the tax code, to respond to COVID-19 (i.e., coronavirus disease 2019) and otherwise address health outcomes. The bill specifically makes changes to support pharmaceutical manufacturing and supply chains; prevent diversion of controlled substances; increase access to telehealth services under Medicare; and expand various public health programs to address health disparities, maternal and infant health, and behavioral health.

This resolution supports the designation of Oxi Day in commemoration of Greece's refusal to submit to the Axis Powers during World War II and notes that this resistance likely led to the ultimate defeat of Nazi Germany. This resolution condemns the military offensive launched by Azerbaijani and Turkish-backed forces on Artsakh and calls on all involved parties to honor cease-fire negotiations. In addition, the resolution urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh, enourages open communication between officials of Artsakh and the U.S. government, and calls for the full participation of Artsakh in intergovernmental negotiations regarding its future. (Artsakh is officially recognized as a part of Azerbaijan.)

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Toxic Exposure in the American Military Act of 2020 or the TEAM Act of 2020 This bill requires the Department of Veterans Affairs (VA) to address health care, research, and resources for veterans who were exposed to burn pits or toxic substances during their military service, including by expanding eligibility for VA hospital care, medical services, and nursing home care for such veterans.

Pandemic Assistance for Student Veterans Act of 2020 This bill addresses the administration of educational assistance programs of the Department of Veterans Affairs (VA) in relation to the COVID-19 emergency, Specifically, the VA must provide educational assistance, including housing stipends and allowances, to individuals who are negatively affected by the COVID-19 emergency. The bill ensures that entitlement to educational assistance will not be charged or counted against the aggregate period in situations where an individual was unable to complete a course or program due to the COVID-19 emergency. The VA must treat an individual's withdrawal from a program of education due to COVID-19 between March 1, 2020, and December 21, 2021, as a mitigating circumstance and not charge the individual's educational assistance entitlement. The bill modifies the time limitation for use of Montgomery Bill benefits or vocational rehabilitation benefits during the pandemic so the window of eligibility does not expire during the COVID-19 emergency. Additionally, the bill adjusts the administration of certain benefits for veterans participating in an apprenticeship or other on-job training during the period between March 1, 2020, and December 21, 2021, including by proportionately reducing the 120-hour monthly training requirement to reflect an individual's period of unemployment without a reduction in training assistance. The bill expands educational assistance to include programs or courses of education at training establishments (e.g., establishment providing apprentice or other on-job training) during the COVID-19 emergency.

Visit America Act This bill implements measures to support the U.S. travel and tourism industry and to address the declining percentage of international visitors to the United States. Specifically, the bill requires the Department of Commerce to develop a 10-year travel and tourism strategy with the goal of achieving, by 2028, 116 million annual international visitors to the United States and $445 billion in travel exports. The bill also establishes the role of Assistant Secretary of Commerce for Travel and Tourism, whose responsibilities shall include (1) setting an annual goal for the number of international visitors to the United States, (2) providing support for improved visitor visa processing, and (3) promoting travel exports abroad. Further, the assistant secretary must develop and implement a COVID-19 (i.e., coronavirus disease 2019) pandemic recovery strategy to assist the recovery of the U.S. travel and tourism industry from travel restrictions necessitated by the pandemic. The bill also provides statutory authority for the United States Travel and Tourism Advisory Board, which shall aid the assistant secretary in developing and implementing the COVID-19 pandemic recovery strategy.

This bill establishes funding for, expands, and provides additional economic assistance to small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the Small Business Administration is authorized to provide second draw loans of up to $2 million under the Paycheck Protection Program. A recipient shall be eligible for forgiveness of a second draw loan in the same manner as an initial paycheck protection loan. Further the bill modifies the Paycheck Protection Program by, among other things, (1) expanding forgivable expenses, (2) allowing borrowers to select an eight-week period through December 31, 2020, to use their paycheck protection loan, (3) simplifying the forgiveness application for smaller loans, (4) expanding eligibility to certain chambers of commerce and destination marketing organizations, and (5) establishing a specific loan calculation for farmers and ranchers.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Curbing Realistic Exploitative Electronic Pedophilic Robots Act 2.0 or the CREEPER Act 2.0 This bill expands the federal prohibition on importing or transporting obscene materials to include child sex dolls and makes it a crime to buy, sell, or distribute a child sex doll in interstate or foreign commerce. An individual who imports, transports, buys, sells, distributes, or possesses these dolls is subject to a fine, a prison term, or both.

Surplus Utilization of Pharmaceutical Products Leveraged In Emergency Scenarios Act of 2020 or the SUPPLIES Act of 2020 This bill excludes certain short-dated drugs from rebate calculations under the Medicaid Drug Rebate Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill excludes from such calculations direct sales of drugs that (1) have a shelf life of one year or more and expire one year after the date of sale, or (2) have a shelf life of less than one year and expire after the same number of days as the shelf life following the date of sale.

Supporting Education Recognition for Veterans during Emergencies Act or the SERVE Act This bill addresses opportunities for certain veterans with medical experience. The bill requires the Department of Veterans Affairs (VA) to update its web portals to allow the identification of veterans who had a medical occupation as a member of the Armed Forces. Specifically, the bill authorizes veterans to elect to provide their contact information and a history of their medical experience and trained competencies. The VA, the Department of Defense (DOD), and the Department of Labor must establish a program to share the veteran's provided information with specified entities (e.g., state credentialing bodies) for purposes of facilitating civilian medical credentialing and hiring of veterans seeking to respond to a national emergency, including a public health emergency. The VA must implement a program to train and certify veterans who served as basic health care technicians during their service to work as VA intermediate care technicians, specifically at VA medical center locations with staffing shortages. Additionally, the VA must prepare a communications campaign under the Transition Assistance Program to convey opportunities related to the intermediate care technician program to members of the Armed Forces who are separating from active duty. Finally, the bill requires the VA and DOD to notify veterans service organizations and members of the reserve components of the Armed Forces about the opportunities for veterans provided under this bill.

This resolution recognizes the role of Lebanon and its institutions as historic examples of democratic values in the Middle East and expresses support for the continuation of democracy and democratic ideals in Lebanon. Further, the resolution recognizes the Lebanese Armed Forces (LAF) as the sole institution entrusted with the defense of the sovereignty of Lebanon and supports strengthening U.S. partnerships with the LAF. The resolution also expresses support for the rights of the Lebanese people, and it encourages Lebanon to combat corruption in government, execute structural reforms, and work with international financial institutions to stabilize the economy.

Strengthening America's Families Act of 2020 This bill provides statutory authority for the Infant and Toddler Court Program and permits the Health Resources and Services Administration to expand the program, including by awarding grants to states, tribes, and territories. This program supports case management services and other activities to improve the health, well-being, and development of infants, toddlers, and families in the child welfare system.

Abortion Providers Loan Elimination Act This bill modifies the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), by making any individual or entity that provides abortions ineligible to receive a paycheck protection loan. An exception is allowed for abortions performed at hospitals or if the pregnancy is the result of rape or incest or endangers the life of the mother. The Inspector General of the Small Business Administration must investigate and report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and other individuals or entities that provide abortions.

COVID-19 Benefits for Active Duty Servicemembers, the Reserve Components, and their Survivors Act of 2020 This bill establishes, for purposes of Department of Veterans Affairs benefits, a presumption of service-connection if COVID-19 symptoms manifest within a specified time period in individuals serving in the military or reserves during qualified periods of duty (i.e., active duty, training duty, or full-time National Guard duty). For individuals who become disabled or die as a result of COVID-19, it shall be presumed the individual became disabled or died during a qualified period of duty. An individual who was disabled or died due to COVID-19 and was on training duty or full-time National Guard duty shall be furnished death or disability benefits as if the individual were a veteran, without regard to whether such individual's duty period would constitute active military service.

Ensuring Parity in MA for Audio-Only Telehealth Act of 2020 This bill allows audio-only diagnoses that are made via telehealth to be used for purposes of determining risk adjustments to payments under Medicare Advantage. Additionally, the bill requires payments for Medicare telehealth services that are furnished during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019) to be made in the same amounts as those for in-person services.

Informing Consumers about Smart Devices Act This bill requires manufacturers of internet-connected devices (e.g., smart appliances) that are equipped with a camera or microphone to disclose to consumers that a camera or microphone is part of the device. The bill does not apply to mobile phones, laptops, or other devices that a consumer would reasonably expect to include a camera or microphone.

VA Clinical Training in Evidence-based treatments And Military Culture Act of 2020 or the VA Clinical TEAM Culture Act of 2020 This bill requires the Department of Veterans Affairs (VA) to establish standards and requirements for the provision of mental health care by non-VA providers in the Veterans Community Care Program (VCCP). The established standards must be the same as the standards applicable to VA employees who provide mental health care. The VA must require non-VA mental health care providers to complete training courses on military culture, core competencies for health care professionals, suicide evaluation and management, post-traumatic stress disorder, traumatic brain injury, and military sexual trauma after the provider becomes approved under the VCCP. The VA must also (1) identify additional training areas for which to develop courses, and (2) require the non-VA providers to complete such courses.

Flexible Financing for Rural America Act of 2020 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA must adjust the interest rate on the loan to match certain interest rates in effect when the bill is enacted for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications.

Coastal Broadband Deployment Act This bill excludes certain communications facility deployment or modification projects from specified review requirements. Specifically, the bill excludes from specified environmental and historic preservation review a project for the deployment or modification of a communications facility that is to be carried out entirely within a floodplain (the lowland and relatively flat areas adjoining inland and coastal waters).

Suicide Training and Awareness Nationally Delivered for Universal Prevention Act of 20 20 or the STANDUP Act of 2020 This bill requires state, tribal, and local education agencies that receive grant funding for priority mental-health needs, including through the Project AWARE State Education Agency Grant Program, to establish and implement evidence-based suicide awareness and prevention training policies. In addition, the Substance Abuse and Mental Health Services Administration, in coordination with the Department of Education, must provide educational agencies with best practices for these trainings.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Homeless Veterans Coronavirus Response Act of 2020 This bill addresses the administration of Department of Veterans Affairs (VA) programs and benefits for homeless veterans during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. During the COVID-19 public health emergency, the bill authorizes the VA to reallocate specified grant funds to provide homeless veterans and veterans participating in the Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program with transportation, assistance required for safety and survival, and communications equipment and services; collaborate with organizations to manage use of VA land for homeless veterans for living and sleeping; provide a maximum rate, in certain situations, for per diem payments that is three times the rate authorized for state homes for domiciliary care; provide amounts for additional transitional housing beds to facilitate access to housing and services provided to homeless veterans; and waive certain inspection and safety code requirements to allow grant recipients and therapeutic housing facilities to make adjustments (e.g., facilitating social distancing or isolation needs). Per diem payments may be used to provide assistance required for safety and survival (e.g., food) for homeless veterans and formerly homeless veterans residing in a facility operated by a grant recipient or entity that receives per diem payments for furnishing services to homeless veterans. Finally, the bill requires the VA to ensure that veterans participating in or receiving services under a program for homeless veterans have access to telehealth services. The VA must ensure telehealth capabilities are available to such veterans, VA case managers, and community-based service providers.

Veterans Economic Recovery Act of 2020 This bill addresses the employment and retraining of veterans, specifically during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill requires the Department of Veterans Affairs (VA) to implement a program under which the VA must provide up to 12 months of nontransferable retraining assistance to up to 35,000 eligible veterans for the pursuit of a specified program of education. Under the bill, an eligible veteran is an individual who, among other requirements, is unemployed due to COVID-19. Veterans who receive retraining assistance may only use such assistance to pursue specified programs, including those designed to provide training for high-demand occupations. The Government Accountability Office must report on the outcomes and effectiveness of the retraining assistance program. The bill provides access to the National Directory of New Hires to the VA and the Department of Labor for the purpose of tracking the employment of veterans. The bill makes updates to the VA's High Technology Pilot Program, including by expanding the class of providers of high technology education programs. The bill reauthorizes and expands the program for the provision of off-base transition training for veterans and their spouses, including by requiring a preference for participation by states with economies significantly impacted by COVID-19. Finally, the bill implements a five-year grant program requiring the VA to make grants to organizations for the provision of transition assistance to members of the Armed Forces who are separated, retired, or discharged from the Armed Forces, and spouses of such members.

Reopening America by Supporting Workers and Businesses Act of 2020 This bill permits states to provide not more than two weekly payments of $600 to individuals who were eligible for pandemic unemployment compensation during any week after the enactment of this bill but who are no longer eligible as a result of becoming thereafter reemployed. A state may make such payments as a lump sum. Additionally, states participating in pandemic unemployment programs must (1) establish a process for employers to report when an individual refuses an offer of employment; and (2) provide individuals claiming unemployment benefits with notice of the state’s laws with respect to returning, or refusing to return, to work.

Accelerating Access to Critical Therapies for ALS Act This bill establishes a grant program, as well as a new center within the Food and Drug Administration (FDA), to facilitate access to investigational therapies for neurodegenerative diseases such as amyotrophic lateral sclerosis (i.e., ALS, also known as Lou Gehrig's disease, a progressive and fatal disease). Specifically, the Department of Health and Human Services (HHS) must award grants for the provision of investigational drugs for ALS and other rapidly progressing neurodegenerative diseases through an expanded access (i.e., compassionate use) program. HHS may award these grants to (1) a small business that is the sponsor of an investigational new drug application, or (2) a participating clinical trial site for such a sponsor. Additionally, HHS must establish within the FDA a Center of Excellence for Neurodegenerative Diseases. The center shall have duties and authorities similar to those of the FDA's Oncology Center of Excellence, which helps expedite the development of medical products and assists providers in requesting access to investigational drugs.
