Protecting Human Rights During Pandemic Act This bill establishes strategies and reporting requirements related to internationally recognized human rights and COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the Department of State and the U.S. Agency for International Development to submit (1) a strategy for carrying out programs to support democratic institutions, freedom of the press, civil society, and human rights defenders in countries where government measures in response to COVID-19 violated or undermined internationally recognized human rights; and (2) a five-year strategic plan outlining the steps to address persistent human rights issues in the aftermath of COVID-19. The bill also conditions the provision of security assistance to a foreign government on consideration of whether the foreign government used emergency laws, policies, or administrative procedures in violation of internationally recognized human rights. Further, the bill requires the State Department to author initial, monthly, and final reports describing, among other things (1) specified countries' adherence to certain human rights principles in responding to COVID-19, (2) the actions of the U.S. government to address foreign governments' violations of human rights in responding to COVID-19, (3) the impact of such violations on things such as access to health care and the efforts and ability to control the pandemic, and (4) the U.S government's global efforts to counter disinformation and disseminate accurate information about the pandemic. The bill also requires the inclusion of certain information, such as the misuse and abuse of emergency powers, in the annual country reports on human rights practices.

Maximizing Our Money and Addressing Novel Disasters by Protecting Our Proprietors Act or the MOM-AND-POP Act This bill reserves assistance under the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), for specified small entities. Specifically, the bill establishes a set-aside of at least 25% of amounts appropriated for paycheck protection loans to guarantee loans of $150,000 or less made to small entities such as a (1) business or nonprofit with 25 employees or fewer, (2) sole proprietor, or (3) self-employed individual. The Small Business Administration must consider implementing a similar set-aside for any future loan programs created in direct response to a major disaster.

Protecting the Health of America's Older Adults During COVID-19 and Beyond Act This bill establishes a resource center and other programs to address the health needs of older adults. Specifically, the Office of the Assistant Secretary for Health and the Centers for Disease Control and Prevention (CDC) must establish the National COVID-19 Resource Center for Older Adults and the Healthy Aging Program, respectively. The center must collaborate with state and local governments, Indian tribes and tribal organizations, and nonprofits to disseminate, and support the implementation of, best practices related to the care and well-being of older adults in a variety of settings during and after the COVID-19 (i.e., coronavirus disease 2019) pandemic. As part of the Healthy Aging Program, the CDC must, among other activities, coordinate public health interventions and multi-sector efforts, disseminate evidence-based practices and programs, and award grants or cooperative agreements to promote the health and well-being of older adults. Eligible grant recipients include health departments in states, specified territories and tribes, and large cities. Permitted uses of funds include improving data on older adult populations and linking health care and community services. In addition, the CDC must evaluate the activities of this program, including its impact on health disparities.

Healthy Dog Importation Act This bill imposes requirements on the importation of live dogs. Specifically, the bill prohibits the importation of a live dog into the United States unless the Department of Agriculture (USDA) determines the dog (1) is in good health, (2) has received all necessary vaccinations and demonstrated negative test results as evidenced by a certificate from a licensed veterinarian, and (3) is officially identified by a permanent method approved by USDA. Additionally, dogs entering the United States for transfer must be at least six months of age and accompanied by a USDA permit. Transfer is defined as a change of ownership or control of an imported dog to another person, including by sale, adoption, exchange, or donation. USDA must provide an exception to any requirements under the bill for dogs that are transferred for (1) research purposes; (2) veterinary treatment under certain conditions, including appropriate quarantining; or (3) lawful importation into the state of Hawaii if the dog is not transported out of Hawaii for resale at less than six months of age. USDA also has enforcement authority under the bill.

ALS is a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord.

COVID-19 Accountability Act This bill authorizes sanctions in relation to the Chinese government's response to the COVID-19 (i.e., coronavirus disease 2019) outbreak. It also increases the research tax credit and imposes requirements related to the acquisition of items for the Strategic National Stockpile. The President shall periodically certify to Congress that the Chinese government (1) is cooperating with efforts related to the COVID-19 outbreak, (2) has prohibited wet markets, and (3) has released and dropped all charges for anyone involved in protests in Hong Kong related to COVID-19. If the President cannot make such a certification, the President may (1) impose sanctions on Chinese government officials, entities owned or controlled by the Chinese government, and individuals affiliated with such entities; or (2) prohibit Chinese nationals from obtaining student visas (i.e., F and M visas) or exchange visitor visas (i.e., J visas). With respect to the research tax credit, the bill increases the alternative simplified credit from 14% to 20% of qualified research expenses above a certain threshold. The Department of Health and Human Services generally may not purchase personal protective equipment, critical medical supplies, or certain fabric products not produced in the United States for the Strategic National Stockpile. However, this restriction shall not apply if (1) there is not a sufficient amount of U.S.-produced items available at U.S. market prices when needed, or (2) the purchase is worth less than $150,000.

Promoting Alzheimer's Awareness to Prevent Elder Abuse Act This bill requires the Department of Justice (DOJ) to review and update, if necessary, certain best practices, replication guides, and other training materials for law enforcement, judicial officials, and others whose work may bring them in contact with elder abuse. Specifically, DOJ must address victims and witnesses who have Alzheimer's disease and related dementias in these materials. Additionally, in creating or compiling these materials, DOJ must consult with the Department of Health and Human Services and, as appropriate, other entities with relevant expertise in elder abuse.

Small Business Expense Protection Act of 2020 This bill amends the Coronavirus Aid, Relief, and Economic Security Act to provide that tax deductions for ordinary business expenses and other tax incidents shall not be affected by the exclusion from gross income of amounts related to loan forgiveness received in response to COVID-19 (i.e., coronavirus disease 2019).

Getting Americans Back to Work Act This bill prohibits an individual from receiving unemployment benefits, including pandemic unemployment compensation, during any week in an amount that exceeds that individual's average weekly wages prior to receiving such benefits.

Accelerate Long-term Investment Growth Now Act or the ALIGN Act This bill makes permanent the expensing of certain new business equipment. Expensing allows the deduction of the full amount of an expense item in the same taxable year.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

This bill provides certain lease protections for service members under stop movement orders in response to a local, national, or global emergency. A service member may terminate a lease for premises or for a motor vehicle, and may not be charged an early termination fee for doing so, if the service member (1) enters into the lease upon receipt of certain military orders for permanent change of station, deployment with a military unit, or individual support of military operations; and (2) subsequently receives, in response to a local, national, or global emergency, a stop movement order for an indefinite period or at least 30 days. For the bill to apply in the case of a lease for premises, the stop movement order must prevent the service member or the service member's dependents from occupying the premises.

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law (specifically, language that has historically been included in certain appropriations bills, commonly referred to as the Hyde Amendment) generally prohibits the use of federal funds for abortions. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.

Clarifying Easement Requirements for Existing Projects Act This bill modifies provisions requiring the Army Corps of Engineers to acquire easements in certain privately owned beaches. For example, with respect to a qualifying private beach that benefits from certain federal projects, the bill requires the Corps of Engineers to permit a nonfederal interest to periodically obtain a right of entry to the private beach to perform project-related activities, rather than requiring the nonfederal interest to obtain a permanent easement.

This concurrent resolution establishes the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus to investigate and report to Congress and the executive branch, including recommendations on the origins and causes of the coronavirus (i.e., the virus that causes COVID-19); certain coronavirus-related policies, decisions, and activities by the government of China; accountability for policies, decisions, and activities related to influencing the World Health Organization's response to the coronavirus outbreak; vulnerabilities in the U.S. domestic and global supply chain to combat a global pandemic due to reliance on Chinese manufacturing; information related to lessons learned from China's handling of the coronavirus; and actions the federal government should take in response to China's handling of the coronavirus.

Gabriella Miller Kids First Research Act 2.0 This bill directs certain penalties assessed by the Securities Exchange Commission against pharmaceutical companies for specified violations to the 10-Year Pediatric Research Initiative Fund, an existing fund that supports pediatric disease research. In making allocations from that fund, the National Institutes of Health shall prioritize pediatric research that does not duplicate existing research activities.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission, to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

Spectrum Coordination Act This bill requires the National Telecommunications and Information Administration and the Federal Communications Commission to update the Memorandum of Understanding (MOU) on Spectrum Coordination to (1) improve the process for resolving frequency allocation disputes in shared or adjacent spectrum bands, and (2) ensure the efficient use or sharing of spectrum. The MOU formalizes the cooperative relationship between the two parties to ensure that spectrum policy decisions promote efficient use of spectrum consistent with both the economic interests and national security of the nation.

This resolution condemns the Chinese government's response to the COVID-19 (i.e., coronavirus disease 2019) outbreak, including China's censorship of doctors and journalists during the early days of the outbreak and its refusal to accept assistance from the Centers for Disease Control and Prevention. The resolution also calls for (1) China to publicly state that there is no evidence that COVID-19 originated from outside China, and (2) the World Health Organization to retract misleading statements of support for China's response to COVID-19.

This bill authorizes the Department of Veterans Affairs to continue to provide educational assistance through December 21, 2020, for programs of education that have been converted to distance learning due to an emergency or health-related situation. Such assistance includes monthly housing stipends or certain subsistence allowances.

Increasing Access to Biosimilars Act of 2020 This bill requires the Centers for Medicare & Medicaid Services to establish a demonstration project to evaluate the benefits of providing additional payments to providers of biosimilars under Medicare. Specifically, under the demonstration project, participating providers receive an additional payment based on the difference between the costs to the provider of furnishing the biosimilar and the cost if the provider had furnished the underlying reference biological product instead.

Protecting Moms Who Served Act This bill authorizes an appropriation to the Department of Veterans Affairs (VA) for FY2022 to improve maternity care coordination for women veterans throughout pregnancy and the one-year postpartum period. The VA must submit a plan to improve maternity care coordination to fulfill the responsibilities and requirements in the Veterans Health Administration Handbook 1330.03 (or successor handbook). The bill requires the Government Accountability Office to report on maternal mortality and severe maternal morbidity among women veterans, with a focus on racial and ethnic disparities in maternal health outcomes.

Transparency for Student Veterans Act This bill requires the Department of Veterans Affairs (VA) to provide student outcome information to veterans and members of the Armed Forces under its comprehensive policy to provide education information on institutions of higher learning and training opportunities via the GI Bill comparison tool. Specifically, the VA must enter into a memorandum of understanding with specified agencies (e.g., Department of Defense) to receive specified information from such agencies about student outcomes with respect to students who are veterans, members of the Armed Forces, or dependents of such veterans or members. The bill requires the agencies to provide information including, but not limited to, graduation rates, student loan default rates, and median earnings for graduates. The VA must develop a plan to protect personally identifiable information when providing information on aggregate student outcomes.

Reliable Emergency Alert Distribution Improvement Act of 2020 or READI Act This bill modifies how citizens receive emergency alerts through wireless and broadcast emergency alert systems. Specifically, the bill includes emergency alerts from the Federal Emergency Management Agency (FEMA) as a type of alert that mobile subscribers may not block from their devices. (Currently, only alerts from the President may not be blocked.) The Federal Communications Commission (FCC) must adopt regulations that encourage states to establish a State Emergency Communications Committee (SECC) and provide that each SECC meets at least annually to review and update its Emergency Alert System (EAS) Plan. The FCC must approve or disapprove the updated plan. The FCC shall also (1) establish a system to receive from FEMA or state, tribal, or local governments reports of false alerts under the EAS or the Wireless EAS and to record such false alerts and examine their causes; (2) modify the EAS to provide for repeating messages while an alert remains pending; and (3) examine the feasibility of offering EAS alerts through the internet, including through audio and video streaming services.

Preventing Drug Shortages Act This bill expands existing manufacturer reporting requirements related to shortages of life-saving drugs and contains other related provisions. The bill requires a manufacturer of an active pharmaceutical ingredient of a life-saving drug to notify the Food and Drug Administration (FDA) of an interruption that is likely to lead to a meaningful disruption in the ingredient's supply, whereas under current law this requirement generally applies only to the manufacturer of a life-saving drug that faces a supply disruption. The notification must contain specified information, including any alternative sources for the ingredient. The bill also requires a manufacturer of a life-saving drug or an active pharmaceutical ingredient for such a drug to include in its annual product registration the specific facilities where the drug or ingredient is manufactured. The FDA may also require the manufacturer to conduct periodic risk assessments to address vulnerabilities in its supply chain. The Government Accountability Office shall report to Congress on the FDA's intra-agency coordination in assessing drug shortage risks.

Major Richard Star Act This bill provides that a combat-disabled uniformed services retiree with fewer than 20 years of creditable service may concurrently receive, without reduction veterans' disability compensation, and retired pay or combat-related special compensation.

K2 Veterans Toxic Exposure Accountability Act of 2020 This bill addresses toxic exposure of members of the Armed Forces deployed to Karshi-Khanabad (K-2) Air Base in Uzbekistan between October 1, 2001, and December 31, 2005. Specifically, the bill requires the Department of Defense (DOD) to conduct a study and report on such exposure. Based on the results of the study, the Department of Veterans Affairs (VA) must determine (1) whether a positive association exists between such exposure and the occurrence of a diagnosed illness in humans, and (2) whether a presumption of service-connection is warranted. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. If the VA determines a presumption of service-connection is not warranted, notice must be published and include an explanation of the basis for the determination. The bill also requires the VA to remove previous presumptions if evidence indicates such presumption is not warranted. The bill requires the VA to establish and maintain a registry for individuals who were deployed to K-2 during the specified time frame. Finally, DOD must provide access to information upon request by the National Academies of Sciences, Engineering, and Medicine for purposes of a study regarding the effects of exposure to toxic substances at K-2.

Hemophilia SNF Access Act This bill includes certain treatments for hemophilia and other bleeding disorders as high-cost, low-probability ancillary services that may be paid for separately, rather than under the prospective payment (i.e., per diem) system for skilled nursing facilities, under Medicare.

This resolution supports the principles and goals of the Global Alliance for Vaccines and Immunization (GAVI), affirms U.S. support for the purchase of vaccines for developing countries through GAVI, and encourages continued collaboration with, and investment in, GAVI to introduce and sustain new and underused vaccines in immunization programs.

Lawful Interstate Transportation of Firearms Act This bill revises criminal provisions related to the interstate transportation of firearms and ammunition. An individual may transport a firearm between two places (e.g., states) where it is legal to possess, carry, or transport the firearm. During transport, the firearm must be unloaded and secured or securely stored. Additionally, an individual may transport ammunition, or a detachable magazine or feeding device, between two places where it is legal to possess, carry, or transport the ammunition, magazine, or feeding device. During transport, the ammunition, magazine, or feeding device must not be loaded into a firearm and must be securely stored. The term transport includes staying in temporary lodging; stopping for food, fuel, vehicle maintenance, an emergency, or medical treatment; and any other activities that are incidental to the transportation. The bill prohibits the arrest or detention of an individual for a state or local firearm or ammunition violation unless there is probable cause to believe the individual failed to comply with the provisions of this bill, and there is probable cause to believe the individual committed another crime.

This bill requires the Federal Communications Commission (FCC) to take certain actions following an activation of the Disaster Information Reporting System, which is used by communications providers to report the operational status of their service and infrastructure to the FCC. Specifically, the FCC must issue a preliminary report following an activation of the Disaster Information Reporting System, which includes information on (1) the number and duration of any outages of internet and mobile services, and (2) the approximate number of users affected by such outages. The FCC must then conduct at least one public field hearing in affected communities and issue a final report that includes recommendations on how to improve the resiliency of affected communications or networks recovery efforts. Further, the FCC must initiate a rulemaking to determine under what circumstances it should require mobile service providers to alert public safety answering points (i.e., the points where emergency calls are routed) regarding disruptions to their mobile service.

Clergy Act of 2020 This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2022, through December 31, 2022. All surcharges received by Treasury from the sale of such coins must be paid to Project Legacy in Brooklyn, New York, for the purpose of accomplishing and advancing its mission.

Streamlining GI Bill Processing Act of 2020 This bill requires the Department of Veterans Affairs (VA) to ensure that individuals who are entitled to educational assistance under specified VA programs are able to access an electronic version of the certificate of eligibility showing their entitlement to such assistance. Specifically, the VA must provide electronic certificates to those who are entitled to educational assistance under the (1) Post 9/11 GI Bill, (2) Montgomery GI Bill (Active Duty and Selected Reserve), and (3) Survivors' and Dependents' Educational Assistance program.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Care for the Veteran Caregiver Act This bill modifies the Program of Comprehensive Assistance for Family Caregivers of the Department of Veterans Affairs (VA), including by requiring the VA to continue to provide assistance to a family caregiver for at least six months after the death of a veteran participating in the program.

Commission on Sustaining Medicare and Social Security Act of 2020 This bill temporarily establishes the Commission on Sustaining Medicare and Social Security within the legislative branch to report on specified information relating to Medicare and the Old-Age, Survivors, and Disability Insurance program. The report must address (1) the impact of using alternative price indexes to determine cost-of-living adjustments; (2) the impact of using alternative formulas to calculate certain Medicare premiums; and (3) recommendations to prevent fraud, increase integrity, increase sustainability, and reduce improper payments in the programs.

Wolverine CubeSats for Education Resolution This concurrent resolution expresses the sense of Congress that as the National Aeronautics and Space Administration (NASA) continues to streamline its STEM (science, technology, engineering, and mathematics) engagement program, the CubeSat (small satellite) Launch Initiative should continue to thrive and expand as a priority of Congress and an enabler of American innovation; and NASA should prioritize awareness of the CubeSat Launch Initiative in annual budget proposals.

No Social Security for Illegal Aliens Act of 2020 This bill prohibits an individual from collecting Social Security benefits based on wages and income earned for services illegally performed in the United States while the individual was an alien.
