Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

VA Asset and Infrastructure Review Act of 2017 This bill establishes the Asset and Infrastructure Review Commission, which shall make recommendations to the President regarding the closure, modernization, and/or realignment of Veterans Health Administration (VHA) facilities based upon its own and Department of Veterans Affairs (VA) recommendations. The President shall transmit to the commission and to Congress a report containing the President's approval or disapproval of such recommendations by February 15, 2023. Within three years after transmittal of such report, the commission shall begin to implement the recommendations approved by the President and not disapproved by Congress. The commission shall: (1) carry out appropriate environmental restoration and historic preservation in connection with facility closures or realignments, and (2) consult with state and local governments with respect to the treatment of roads or the disposal of surplus real property or infrastructure. The VA may transfer the title of a VHA facility to the facility's redevelopment authority for lease to the VA or another federal agency. The bill establishes in the Treasury the Department of Veterans Affairs Asset and Infrastructure Review Account. The bill revises the definitions of: (1) "major medical facility project," and (2) "major medical facility lease." The VA may enter into agreements with other federal agencies for the planning, designing, constructing, or leasing of shared medical facilities. The Veterans Access, Choice, and Accountability Act of 2014 is amended to exclude recruitment, relocation, or retention incentives from the limitation on awards and bonuses. The bill provides funds for: (1) the Veterans Choice Program, and (2) medical facility minor construction and nonrecurring maintenance.

Protecting Home Oxygen & Medical Equipment Access Act of 2017 or the Protecting HOME Access Act of 2017 This bill: (1) requires the Centers for Medicare & Medicaid Services (CMS) to delay by one year the full implementation of new Medicare payment rates for durable medical equipment, and (2) revises a Medicare budget-neutrality requirement related to oxygen. Under current law, the CMS may establish separate payment classes under Medicare for items of oxygen and related equipment only if doing so does not result in increased program expenditures. The bill provides an exception to this budget-neutrality requirement with respect to such items that are included in a competitive acquisition program.

Burma Unified through Rigorous Military Accountability Act of 2017 or the BURMA Act of 2017 This bill expresses the sense of Congress that the government of Burma (Myanmar) should ensure the safe and voluntary return of displaced people and fully implement the recommendations of the Advisory Commission on Rakhine State. The U.S. Executive Director of each international financial institution shall use U.S. influence to support only projects in Burma that do not partner or contract with or otherwise benefit any enterprise owned or controlled by the Burmese military. The United States may not supply security assistance or engage in military programs with the Burmese armed forces or security forces until the Department of Defense certifies that such armed forces have demonstrated significant progress in abiding by international human rights standards and are undertaking significant security sector reform. U.S. import restrictions on Burmese jadeite and rubies shall remain in effect until the President certifies that Burma has taken substantial measures to reform its gemstone industry. The President shall: (1) submit a list of each senior Burmese military or security official who has played a substantial role in the commission of human rights abuses or who has failed to investigate human rights abuses, and (2) exclude any such individual from U.S. entry. The President shall determine whether specified individuals should be included in the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. The Department of State, Treasury, and the U.S. Agency for International Development shall jointly submit to Congress an assistance strategy to promote broad-based economic development in Burma.

This bill requires the Centers for Medicare & Medicaid Services to pay, to a provider that furnishes a hematopoietic stem cell transplant, an adjusted Medicare payment consistent with the Medicare payment methodology for kidney-acquisition costs outlined in regulation. Under the applicable regulation, kidney-acquisition costs are treated apart from the prospective payment rate for inpatient operating costs, and payment is adjusted to compensate the hospital for certain reasonable expenses. "Hematopoietic stem cell transplant" means the infusion of allogeneic hematopoietic cells (including bone marrow, peripheral blood stem cells, and cord-blood units, but excluding embryonic stem cells) that are: (1) not more than minimally manipulated; and (2) intended to reestablish hematopoietic function in an individual whose blood marrow or immune system is damaged, defective, or adversely affective by a congenital disorder.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

No Abortion Bonds Act This bill amends the Internal Revenue Code to impose taxes on state, local, and tax credit bonds that are used to provide a facility owned or used (for any purpose) by an abortion provider for more than 30 days during a year in which interest is paid on the bond. An entity is not considered an abortion provider solely as a result of performing abortions if: (1) the pregnancy is the result of an act of rape or incest; or (2) a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. The Department of the Treasury may exempt certain hospitals from being considered an abortion provider by making the name of the hospital available on Treasury's public website.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Affirms the Jewish people's historical connection to Jerusalem. Recognizes that the archaeological discoveries from the City of David, the site of ancient Jerusalem, present evidence of the millennia-old connection of Jerusalem to the Jewish people, and, by extension, to Christianity. Commends the government of Israel for protecting the freedoms of all faiths in Jerusalem including Jews, Christians, and Muslims, and ensuring their access to holy sites so that they may worship freely. Condemns efforts by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to delegitimize Israel through attempts to rewrite and deny Jerusalem's history. Encourages the United States to continue working with allies to prevent UNESCO from passing biased anti-Israel resolutions in the future.

Community-Based Independence for Seniors Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to establish a Community-Based Institutional Special Needs Plan demonstration program through which up to five eligible Medicare Advantage (MA) organizations shall provide home and community-based care to eligible Medicare beneficiaries. For purposes of the demonstration program, an eligible Medicare beneficiary is ineligible for Medicaid and unable to perform two or more activities of daily living. The Centers for Medicare & Medicaid Services (CMS) shall establish payment rates for eligible MA plans under the demonstration program. Such payment rates are capped but shall be in addition to payments otherwise made to MA organizations with respect to such plans. The CMS shall also: (1) help to educate eligible Medicare beneficiaries on the availability of the program, and (2) provide for program evaluation by an independent third party.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill allows a state to include in a single risk pool: (1) children enrolled in a state plan under the Children's Health Insurance Program (CHIP); and (2) children enrolled in a health insurance buy-in program that is run by the state and provides, at minimum, benefits identical to those provided under CHIP.

Community Coordination And Resource Empowerment Act or the Community CARE Act This bill amends the Patient Protection and Affordable Care Act to extend funding through FY2019 for community health centers. Health centers that serve medically underserved populations may receive supplemental grant funds to increase access to primary care services.

This bill allows state Medicaid fraud control units to investigate complaints of patient abuse or neglect in additional settings. Specifically, the bill allows a unit to review complaints regarding Medicaid patients who are in noninstitutional or other settings. Currently, such units may review complaints regarding patients who are in Medicaid-funded health care facilities or certain board-and-care facilities.

Protecting Seniors During Disasters Act This bill amends the Public Health Service Act to require the Department of Health and Human Services to establish the National Advisory Committee on Seniors and Disasters. The duties of the committee are to: provide advice and consultation related to activities to assist at-risk individuals (people with access and functional needs that may interfere with their ability to access or receive medical care before, during, or after a disaster or emergency); evaluate and provide input to the medical and public health needs of seniors related to preparation for, response to, and recovery from all-hazards emergencies; and provide advice and consultation related to seniors and state emergency preparedness and response activities. The committee shall terminate on September 30, 2021.

Federal Firearms Licensee Protection Act This bill amends the federal criminal code to modify provisions related to theft of firearms. Under current law, it is unlawful to steal a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. This bill broadens the scope of unlawful conduct to also prohibit stealing a firearm from a gun range that rents firearms or a shooting club. Additionally, the bill modifies criminal penalties for an offense: to increase from 10 to 20 years the maximum prison term, and to create a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. Finally, an attempt to commit an offense is subject to the same penalties as a substantive offense.

Ensuring Children’s Access to Specialty Care Act of 2017 This bill amends the Public Health Service Act to include pediatric subspecialties in primary health services for purposes of the National Health Service Corps (NHSC). Psychiatrists who are pediatric subspecialists are included in behavioral and mental health professionals. (These amendments make pediatric subspecialists, including psychiatrists, eligible for the NHSC fellowship program for the delivery of primary health services in health professional shortage areas, the NHSC Scholarship Program, and the NHSC Loan Repayment Program.) “Health professional shortage area” can mean an underserved population of children and adolescents.

(A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Local Coverage Determination Clarification Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to revise the process by which Medicare administrative contractors (MACs) issue and reconsider local coverage determinations (LCDs) that: (1) are new, (2) restrict or substantively revise existing LCDs, or (3) are otherwise specified in regulation. (MACs are private insurers that process Medicare claims within specified geographic areas.) Before such an LCD may take effect, the MAC issuing the determination must, with respect to each geographic area to which the determination applies: publish online a proposed version of the determination and other specified, related information; convene one or more public meetings to review the draft determination, receive comments, and secure the advice of an expert panel; post online a record of the minutes from each such meeting; provide a period for submission of written public comments; and post online specified information related to the rationale for the final determination. Upon the filing of an applicable request by an interested party with regard to the reconsideration of a specified LCD, the MAC that issued the determination shall: provide specified information related to whether the determination failed to correctly apply qualifying relevant evidence, exceeds the scope of its intended purpose, fails to apply as intended, or is otherwise erroneous; preserve the determination, modify the determination, or rescind the determination in part; and make publicly available a written description of such action. An interested party may appeal a reconsideration decision to the Centers for Medicare & Medicaid Services (CMS). The CMS shall appoint a Medicare Reviews and Appeals Ombudsman to carry out specified duties with regard to LCDs.

Rightsizing Pension Premiums Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) modify the formula that the Pension Benefit Guaranty Corporation (PBGC) uses to calculate the funded percentage of single-employer pension plans, and (2) reduce single-employer PBGC premiums for pension plans that are sponsored by certain small employers or have specified PBGC funded percentages. The bill also prohibits the budget effects of provisions that change PBGC premiums from being counted for the purposes of determining budget points of order for legislation in the House or the Senate. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Canadian Snowbird Visa Act This bill amends the Immigration and Nationality Act to authorize the Department of Homeland Security to admit into the United States as a nonimmigrant visitor for a period not to exceed 240 days during any single 365-day period a Canadian citizen who: (1) is at least 50 years old, (2) maintains a Canadian residence and owns a U.S. residence or has rented a U.S. accommodation for the duration of such stay, (3) is not inadmissible or deportable, (4) will not engage in employment or labor for hire in the United States other than for a non U.S.-based person or entity by whom the Canadian citizen was employed in Canada or for whom the Canadian citizen performed services in Canada, and (5) will not seek any form of assistance or benefit under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The spouse of such person may be admitted under the same terms except that he or she is not required to separately satisfy the residence/housing requirements. The bill grants a person so admitted nonresident alien tax status.

Addressing Community Challenges Emerging From Self-Driving Systems or the ACCESS Act This bill directs the Department of Transportation (DOT) to establish in the National Highway Traffic Safety Administration an Advisory Council on Improving Mobility Access for Underserved Populations and Senior Citizens. The council shall undertake information gathering activities, develop technical advice, and present best practices or recommendations to DOT regarding mobility access for senior citizens and populations underserved by traditional public transportation services and educational outreach efforts with respect to the testing and distribution of highly automated vehicles in commerce. A "highly automated vehicle" is defined as a motor vehicle (excluding a commercial motor vehicle) equipped with an automated driving system. An "automated driving system" is defined as the hardware and software that are collectively capable of performing the entire dynamic driving task on a sustained basis, regardless of whether such system is limited to a specific operational design domain.

Designating Each Car's Automation Level Act or the DECAL Act This bill requires the Department of Transportation (DOT) to: complete research to determine the most cost effective method and terminology for informing consumers about the capabilities and limitations of each highly automated vehicle or each vehicle that performs partial driving automation; and determine whether such information includes terminology as defined by SAE International in Recommended Practice Report J3016 (published September 2016) or alternative terminology. After completion of such research, DOT shall initiate a rulemaking proceeding to require manufacturers to inform consumers about such information. The bill defines: (1) a "highly automated vehicle" as a motor vehicle, other than a commercial motor vehicle, that is equipped with an automated driving system; and (2) an "automated driving system" as the hardware and software of a vehicle that are collectively capable of performing the entire dynamic driving task on a sustained basis, regardless of whether such system is limited to a specific operational design domain.

Advancing Care for Exceptional Kids Act or the ACE Kids Act This bill amends title XIX (Medicaid) of the Social Security Act to establish a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. A state shall make payments for such health-home services regardless of whether they are provided through a fee-for-service or managed-care system. For an initial period of eight fiscal-year quarters, the federal matching rate applicable to such payments shall be increased by 20 percentage points, not to exceed 90%. A state that exercises this option shall specify its methodology for determining payment and evaluating quality of care, in accordance with requirements established by the bill. In addition, the state must meet specified requirements regarding hospital referrals, out-of-state providers, education and outreach, data collection, and reporting. The Centers for Medicare & Medicaid Services must issue guidance on best practices for using out-of-state providers to provide care to children with medically complex conditions. The Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission must report to Congress and to the Department of Health and Human Services on specified matters related to children with medically complex conditions.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.

Pups for Patriots Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a pilot program under which it shall enter into contracts with qualified nonprofit organizations to provide service dogs to eligible veterans who: served on active duty in the Armed Forces on or after September 11, 2001, have been diagnosed with severe or extreme post-traumatic stress or with a severe traumatic brain injury by a VA doctor or clinical social worker, have received evidence-based treatment and remains symptomatic of severe or extreme post-traumatic stress or severe traumatic brain injury, and commit to an evaluation by a VA doctor or social worker at least twice a year. A qualified nonprofit organization is a nonprofit organization that adheres to prescribed national standards for the selection, training, and assessment of service dogs for veterans. Such program must also furnish veterinary insurance for each such service dog. The VA shall issue to a veteran to whom a service dog is provided a national service dog credential if the veteran furnishes certain documents to the VA.

Supports the mission and goals of the Global Partnership for Education (GPE) to mobilize global and national efforts to contribute to the achievement of equitable, quality education and learning. Recognizes that U.S. investments in bilateral basic education are complemented by GPE's education systems approach and convening authority. Encourages continued commitment and investments by the U.S. government, international donors, private foundations, and private sector donors through the GPE to the global effort to promote children and youth attending school.

Protecting Access to Diabetes Supplies Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to modify provisions relating to Medicare's competitive acquisition program (through which rates are set through a competitive bidding program rather than by an established fee schedule) with respect to diabetic testing strips. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to: use specified data to determine whether a bid satisfies certain requirements related to volume of coverage with respect to such products, reject a bid if the bidder does not demonstrate its ability to furnish such products in a manner consistent with its bid, and establish a process to monitor the extent to which an entity continues to cover the product types included in its bid. The CMS may terminate a contract if it determines that an entity, for reasons other than product discontinuation or market-wide shortage, fails to maintain ready access to such products included its bid. In addition, the bill specifies that an entity furnishing such products to beneficiaries under the program: (1) must furnish to each beneficiary a brand of strips that is compatible with the beneficiary's home blood glucose monitor, (2) may not attempt to influence or incentivize a beneficiary to switch the brand of either type of product, and (3) must contact and receive a request from a beneficiary no more than 14 days prior to dispensing a refill to the beneficiary.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies.

Holding SSA Employees Accountable Act This bill prohibits employees of the Social Security Administration who are convicted of certain offenses related to their official duties from further participating in federal annuity programs.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to posthumously award a Congressional Gold Medal to Justin Smith Morrill, a United States Senator from Vermont, for his lasting contributions to higher education opportunity for all Americans.

Calls for an end to the dog and cat meat industry. Urges the governments of China, South Korea, Vietnam, Thailand, the Philippines, Indonesia, Cambodia, Laos, India, and all other nations to: (1) adopt and enforce laws banning the dog and cat meat trade, (2) increase efforts to prevent any leather or fur byproducts of such trade from entering international markets, and (3) use their food safety laws to crack down on the sale of dog and cat meat. Affirms the U.S. commitment to the protection of animals and to advancing the progress of animal protection around the world. Urges executive branch officials to include the dog and cat meat trade on the agenda for discussion with the officials of countries that have a dog or cat meat industry.

Gas Pump Access Act of 2017 This bill declares that it shall be a prohibited form of discrimination against individuals with disabilities in a place of public accommodation under the Americans with Disabilities Act of 1990 for a gas station or convenience store to fail to clearly display at each self-service gas pump a decal that includes its telephone number and the words "Call for Assistance." A gas station or convenience store that is open for business to the public with at least two attendants on duty must provide gas pumping assistance to a qualified individual with a disability who makes a request for such assistance. But it shall not be considered discrimination for a gas station or convenience store with one attendant on duty to fail to provide such requested gas pumping assistance if such attendant notifies the individual that assistance cannot be provided because there is only one attendant on duty. The Department of Transportation and the Department of Justice must promulgate regulations necessary to ensure compliance with this bill and make graphics for the decals publicly available on their websites.

This bill amends the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office, upon receiving a request from Congress, to determine if legislation would reduce spending outside of the 10-year budget window through the use of preventive health and preventive health services.

Patients First Act of 2017 This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, provided that the techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this bill. HHS must issue guidelines to ensure that any research (including any clinical trial) supported under this bill: (1) is clearly consistent with the standards established in this bill, if conducted using human cells; and (2) is prioritized in terms of potential for near-term clinical benefit in human patients. HHS must report on peer reviewed stem cell research proposals that were not funded.

Strengthening Homes and Eliminating Liabilities Through Encouraging Readiness Act or the SHELTER Act This bill amends the Internal Revenue Code to allow individual and business taxpayers a tax credit for 25% of their qualified hurricane and tornado mitigation property expenditures up to $5,000 for any taxable year. The bill defines such expenditures as expenditures in a dwelling unit or place of business for property to improve the strength of a roof deck attachment, create a secondary water barrier, improve the durability of a roof covering, brace gable-end walls, reinforce the connections between a roof and supporting wall, protect against windborne debris, or protect exterior doors and garages.

Perpetual POW/MIA Stamp Act This bill directs the Postmaster General to provide for the issuance of a forever stamp that honors the sacrifices of the members of the U.S. Armed Forces who have been prisoners, missing, or unaccounted for and that depicts the National League of Families POW/MIA flag.
