Honest Elections and Campaign, No Gain Act This bill requires each authorized candidate committee or leadership political action committee (PAC) to disburse all unused funds within a specified time period beginning after an election, unless the candidate files to run for office again before the disbursement period begins. A committee or PAC disbursing unspent funds shall first pay any obligations incurred and, if funds are left over, it may disburse the funds in specified ways, such as by transferring the funds to a national or state committee of a political party.

Sustainable Shark Fisheries and Trade Act This bill requires any country that seeks to import shark products into the United States to obtain a certification from the Department of Commerce that the country has a regulatory program in effect to provide for the conservation and management of sharks, including measures to prohibit the removal of any of the fins of a shark (including the tail). Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program. (The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce.)

Education Savings Accounts for Military Families Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to direct the Department of Education to establish a program to provide children with parents on active duty in the uniformed services with funds for specified educational purposes. Children of active duty service members who reside in a local education agency that receives payments under the Impact Aid Program or who reside within the boundaries of a federal military installation are eligible to receive funds.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Recovery Home Certification Act of 2018 This bill requires the Center for Substance Abuse Treatment and Recovery to establish model criteria for recovery homes and award grants to states that establish and operate recovery homes based on such model criteria. The bill also makes it unlawful to make or receive payments for referrals to recovery homes or clinical treatment facilities.

Medicare Enrollment Protection Act This bill creates a special Medicare enrollment period for individuals enrolled in, or transitioning out of, continuation coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA). The bill exempts such individuals from certain monthly premium increases associated with delaying Medicare coverage.

Heroes Lesley Zerebny and Gilbert Vega First Responders Survivors Support Act of 2018 This bill makes changes to benefits under the Public Safety Officers' Benefits (PSOB) program. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or permanently disabled in the line of duty. Among other things, the bill increases the death and disability benefit and increases the monthly education assistance benefit.

VA Community Care Enhancement Act This bill directs the Department of Veterans Affairs (VA) to carry out a demonstration program under which the VA shall furnish certain medical services through community care collaborative arrangements between VA medical centers and federally qualified health centers.

Preserving Recreation, Oceans, Tourism, Environment, and Coastal Towns in Florida Act or the PROTECT Florida Act This bill extends the moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing in certain areas of the Gulf of Mexico. The bill amends the Outer Continental Shelf Lands Act to establish a moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing in the (1) Straits of Florida Planning Area, and (2) the area in the South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida.

Cardiac Arrest Survival Act of 2018 This bill expands immunity from civil liability related to emergency use of automated external defibrillator devices (AEDs). Among other things, the bill specifies that immunity applies regardless of whether the person who used the AED complied with signage, received training, or was assisted or supervised, including by a licensed physician.

Concentrating on High-Value Alzheimer's Needs to Get to an End (CHANGE) Act of 2018 This bill makes a series of changes to Medicare and the directives of the Center for Medicare and Medicaid Innovation in order to address Alzheimer's disease and related dementias, such as incorporating certain cognitive impairment detection tools and diagnostic service referrals into the Medicare annual wellness visit.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Pay Our Protectors Not Our Politicians Act of 2018 This bill provides FY2018 appropriations for military pay during any period in which interim or full-year appropriations for FY2018 are not in effect. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2019. The bill provides continuing appropriations for pay and allowances of: members of the Armed Forces, including reserve components, who perform active service; members of the reserve components of the Armed Forces who perform inactive-duty training; civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security [DHS] in the case of the Coast Guard) who are providing support to members of the Armed Forces; and DHS employees who are performing national security activities. It also provides continuing appropriations for payments related to: death gratuities, funeral and burial expenses, authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services, and the temporary continuation of a basic allowance of housing for dependents of members dying on active duty. The bill also prohibits Members of Congress from being paid when a government shutdown is in effect during the 116th and succeeding Congresses. During the 115th Congress, congressional pay must be withheld during a government shutdown and released at the end of the Congress.

Servicemembers Improved Transition through Reforms for Ensuring Progress Act or the SIT-REP Act This bill authorizes the Department of Veterans Affairs (VA) to require educational institutions, in order to be eligible for educational payments, to adopt policies that prohibit penalizing student veterans for late VA assistance payments. Such policies shall: (1) permit a veteran who provides the institution with a certificate of VA assistance eligibility to attend courses for a period without VA payment; and (2) ensure that the educational institution will not impose penalties such as late fees, course denial, or requiring an individual to borrow additional funds because of delayed VA payments.

Securing America's Future Act of 2018 This bill amends the Immigration and Nationality Act to revise immigrant visa allocation provisions, including family-related visas. A nonimmigrant classification for parents of adult U.S. citizens is created. The diversity visa program is eliminated. Annual immigration levels are revised. The limit on the worldwide level of employment-based immigrants is increased. The H-2C visa temporary agricultural worker program is revised. A trust fund is established to provide incentives for such workers to return to their country of origin. DNA testing to establish family relationships is authorized. Employment eligibility verification provisions are revised. The Department of Homeland Security (DHS) shall establish an employment verification system. No federal, state, or local government entity or individual may prohibit or restrict a federal, state, or local government entity or official from complying with the immigration laws or assisting related federal law enforcement activities. The bill revises provisions regarding: (1) detention of aliens in removal proceedings; (2) illegal entry and reentry; (3) inadmissibility and deportability of criminal aliens, gang members, drunk drivers, and sex offenders; (4) repatriation; (5) asylum and asylum fraud; (6) unaccompanied alien children; (7) foreign students; and (8) visa fraud. The bill: (1) transfers authority for strengthening the southern border from the Department of Justice to DHS; (2) revises border security provisions; (3) provides for additional border security personnel; (4) authorizes new ports of entry along the northern border and southern borders; (5) authorizes National Guard border security activities; (6) provides contingent nonimmigrant status for certain aliens who entered the United States as minors; (7) authorizes appropriations for specified border barriers and infrastructure; and (8) establishes Operation Stonegarden to make border security grants to law enforcement agencies. DHS shall: (1) submit a southern border threat analysis, (2) establish the Integrated Border Enforcement Team program, (3) implement the Border Security Deployment Program, (4) review social media activities of visa applicants, and (5) establish a biometric exit data system.

Stands with the people of Iran who are engaged in legitimate and peaceful protests against an oppressive, corrupt regime. Condemns the Iranian regime's human rights abuses, corruption, and destabilizing activities abroad. Notes the statements of support for the protestors from key allies and calls on all democratic governments and institutions to support the Iranian people's right to live in a free society. Demands that the Iranian regime abide by its international obligations with respect to human rights and civil liberties. Urges the Administration to use targeted sanctions and work to convene United Nations Security Council and United Nations Human Rights Council emergency sessions to condemn the Iranian regime's human rights violations and establish a mechanism by which the Security Council can monitor such violations. Encourages the Administration to expedite the license of communications technology to Iran to improve the Iranian people's ability to speak freely. Calls on companies to reject regime requests to cut off the Iranian people from social media and other communications platforms. Supports efforts by the people of Iran to promote the establishment of basic freedoms that build a freely elected and democratic political system. Urges the President and the Department of State to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Recognizes the necessity for Egypt's leaders to take steps toward education reform that prioritizes impartial instruction of all religions and political reform that prioritizes human rights, fundamental freedoms, and the rule of law. Urges the government of Egypt to: (1) enact reforms to ensure that Coptic Christians are given the same rights and opportunities as all other Egyptian citizens; (2) end the culture of impunity for attacks on Christians; and (3) arrest, prosecute, and convict individuals who carry out such attacks.

Nursing Home Comfortable Air Ready for Emergencies Act or the Nursing Home CARE Act This bill (1) provides statutory authority for certain emergency-preparedness requirements applicable to skilled-nursing facilities and nursing-facility providers and suppliers under the Medicare and Medicaid programs, (2) establishes a loan program to assist such facilities in complying with the requirements, and (3) otherwise revises provisions regarding the emergency preparedness of such facilities.

Ensuring Access to Quality Sober Living Act of 2017 This bill requires the Substance Abuse and Mental Health Services Administration to publish best practices for operating recovery housing, to distribute such publication to the states, and to provide technical assistance to states seeking to adopt such practices. "Recovery housing" means a shared living environment free from alcohol and illegal drug use and centered on peer support and connection to services to promote recovery from substance use disorders.

Open Internet Preservation Act This bill amends the Communications Act of 1934 by prohibiting broadband internet access service providers from: (1) blocking lawful content, applications, services, or non-harmful devices; and (2) impairing or degrading lawful internet traffic on the basis of internet content, application, or service, or use of a non-harmful device. These prohibitions do not prevent providers from offering specialized services that are offered over the same network and may share network capacity with the broadband internet access service. The bill allows broadband internet access services to be eligible for federal universal service support funding.

Prenatal Nondiscrimination Act (PRENDA) of 2017 This bill imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex or gender of the child, (2) use force or the threat of force to coerce a sex-selection abortion, (3) solicit or accept funds for the performance of such an abortion, or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. The bill authorizes civil actions by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of a prohibited sex-selection abortion; or (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to coerce a sex-selection abortion. The bill also authorizes injunctive relief to prevent an abortion provider from performing or attempting further such abortions. Violations of this bill are deemed to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. Medical and mental health professionals must report known or suspected violations to law enforcement authorities. A woman having such an abortion may not be prosecuted or held civilly liable. Courts must make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. In the absence of such consent, any party, other than a public official, who brings an action must use a pseudonym.

This bill directs the Department of Veterans Affairs (VA) to ensure that the veterans peer counseling program includes a sufficient number of peer counselors for women veterans. Such counselors may be VA employees and may have expertise in: (1) gender-specific issues and services, (2) VA services and benefits, and (3) employment mentoring. The VA shall: (1) emphasize facilitating peer-to-peer counseling for women veterans who suffered sexual trauma while in the Armed Forces, have post-traumatic stress disorder or suffer from another mental health condition, or are otherwise at risk of becoming homeless; (2) conduct program outreach; and (3) coordinate with community organizations, state and local governments, institutions of higher education, local business organizations, and legal assistance organizations.

Security Assessment Feasibility for Equipment Testing and Evaluation of Capabilities for our Homeland Act or the SAFE TECH Act This bill directs the Transportation Security Administration (TSA) to develop a program allowing a vendor to obtain performance testing of transportation security screening technology through a third party as an alternative to the TSA's regular testing process. The TSA must also develop a process for reciprocal recognition of security standards in coordination with the European Civil Aviation Conference.

Access to Independent Health Insurance Advisors Act of 2017 This bill amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative costs for purposes of calculating the medical loss ratio of a health insurance plan. The bill defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under state law to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance.

Water Infrastructure Finance and Innovation Reauthorization Act of 2017 This bill amends the Water Infrastructure Finance and Innovation Act of 2014 to: (1) exclude the U.S. Army Corps of Engineers from specified activities that it currently carries out in conjunction with the the Environmental Protection Agency (EPA), and (2) increase and extend funding through FY2024. The Corps shall approve specified water infrastructure projects and issue guidance on information required to be included in applications for projects requiring its approval. The EPA (currently, the Corps and the EPA): may enter into agreements to make secured loans, and shall establish a uniform system to service the federal credit instruments made available; may collect and spend fees, subject to specified limitations, and may appoint a financial entity to assist in servicing the federal credit instruments; shall set aside for each fiscal year at least 15% of the amounts made available for that fiscal year for small community water infrastructure projects; and shall publish pilot program implementation reports on a public Internet site. The bill modifies the date of the Government Accountability Office report to Congress on projects receiving assistance under the Act.

No Arms Sales to Iran Act This bill prohibits military assistance or military export licenses from being provided to a country that engages in U.N.-restricted arms transfers to or activity with Iran. The President may waive such prohibitions if in the U.S. national interest.

NICS Denial Notification Act of 2017 This bill amends the federal criminal code to require the Department of Justice (DOJ) to report certain information to state and local law enforcement authorities following a determination, by the National Instant Criminal Background Check System, that a prospective firearm purchaser is a prohibited person (i.e., a person who is barred from receiving or possessing a firearm). DOJ must report annually on: (1) certain details regarding denied firearm purchases in each category of prohibited persons, and (2) the number of background check notices reported to states.

This bill provides temporary authority for the Department of Health and Human Services (HHS) to appoint candidates directly to certain emergency response positions, in response to a critical hiring need. HHS must first provide public notice. It may appoint candidates without regard to certain requirements of the competitive rating and ranking process (e.g., application of veterans' preference points).

Veteran Treatment Court Coordination Act of 2017 This bill expresses the sense of Congress that veterans treatment courts are a successful program aimed at helping veterans charged with non-violent crimes receive the help and the benefits to which they are entitled. The Department of Justice (DOJ) shall establish a Veteran Treatment Court Program to provide assistance to state circuit court systems that have adopted or filed a notice of intent to establish such a program. The DOJ program shall include veterans treatment court grant programs carried out pursuant to laws establishing other incarceration alternatives programs.

Warrior Act This bill includes veterans in the military adaptive sports program of the Department of Defense. The military adaptive sports program provides reconditioning activities and competitive athletic opportunities to all wounded, ill and injured members of the Armed Forces.
