SCORE Act

Student Compensation and Opportunity through Rights and Endorsements Act or the SCORE Act This bill provides a framework for the compensation of student athletes for the use of their name, image, or likeness (NIL). This includes addressing certain elements of the court approved agreement to settle the In re College Athlete NIL Litigation (i.e., House settlement ). Specifically, the bill statutorily prohibits institutions, conferences, or interstate intercollegiate athletic associations (e.g., the National Collegiate Athletic Association (NCAA)) from restricting the ability of a student athlete to enter an NIL agreement. The bill also requires institutions of higher education that generate $20 million or more in annual revenue from the institution's intercollegiate athletics activities to (1) provide counseling and medical benefits to student athletes, and (2) establish and maintain at least 16 varsity sports teams. Further, the bill authorizes interstate intercollegiate athletic associations to establish rules with respect to athletic eligibility, transfers, recruitment, and the disclosure of NIL agreements. Under the bill, student athletes may not be considered employees of an institution, conference, or interstate intercollegiate athletic association. The bill also preempts state laws with respect to compensation, payments, benefits, employment status, eligibility, and academic standards applicable to student athletes. Compliance with the provisions of this bill is considered lawful under federal and state antitrust laws.

The system must also track the period of availability of the amounts in the applicable appropriation, receipt, or other fund account.

Florida Safe Seas Act of 2025

Florida Safe Seas Act of 2025 This bill prohibits shark feeding in the U.S. Exclusive Economic Zone (EEZ) seaward of Florida for any purpose other than to harvest sharks, subject to limited exceptions. (Florida state waters generally extend 3 miles from the shore in the Atlantic Ocean and 9 miles from the shore in the Gulf of America. The EEZ is seaward of and adjacent to state waters and generally extends to 200 miles from the U.S. coastline.) Specifically, the bill makes it unlawful to introduce, or attempt to introduce, food or any other substance into these waters to attract sharks for any purpose other than to harvest sharks. Exceptions allow shark feeding (1) for research programs funded by federal appropriations, or (2) to the extent that the feeding presents no public health hazard or safety risk (as determined by the National Oceanic and Atmospheric Administration or under state law).

Expanding Access to Diabetes Self-Management Training Act of 2025 This bill expands Medicare coverage of diabetes outpatient self-management training. Specifically, the bill specifies that in addition to physicians, other health care practitioners may also provide such services. It also specifies that coverage includes an initial 10 hours of training until used, as well as an additional 2 hours of training per year. The bill also prohibits the Centers for Medicare & Medicaid Services from limiting training that is deemed medically necessary.  Additionally, the Center for Medicare and Medicaid Innovation must test a model in which such training is provided virtually and evaluate any effects on costs, services, and health outcomes.

Fighting Irrational Regulatory Enforcement to Avert Retailers’ Misfortune Act or the FIREARM Act This bill prohibits the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) from bringing an enforcement action to revoke or deny renewal of a federal firearms license on the basis of a self-reported violation that is correctable, so long as the violation did not involve the transfer of a firearm to a prohibited person. The term self-reported violation means a violation of a statutory provision or implementing regulation by a federal firearms licensee (e.g., a gun dealer) that the licensee reports to the ATF before it is discovered during a compliance inspection. The bill applies retroactively.

Reliable Power Act This bill directs the electric reliability organization (i.e., the North American Electric Reliability Corporation) to conduct annual long-term assessments of the reliability of electric power in the bulk-power system. It also establishes a process for the Federal Energy Regulatory Commission (FERC) to review federal regulations before they are finalized if the electric reliability organization finds that the system is at risk of not having sufficient electric generation to maintain reliability. If the electric reliability organization finds that the system does not have sufficient generation to maintain reliability, it must notify FERC that the bulk-power system is in a state of generation inadequacy. FERC must then notify the Department of Energy, the Environmental Protection Agency, and any other appropriate federal agencies of the generation inadequacy. Upon receiving the notice, the federal agency must provide proposed regulations that affect any generation resource in the bulk-power system to FERC for review and comment. If applicable, FERC must provide recommendations to modify the regulations. Federal agencies may not finalize such a regulation until FERC finds that it will not be likely to have a significant negative impact on the ability of the bulk-power system to supply sufficient electric energy necessary to maintain an adequate level of reliability.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Chip Security Act This bill requires covered integrated circuit products (e.g., advanced computing chips) to incorporate certain security mechanisms. Specifically, the bill directs the Department of Commerce to require any covered integrated circuit product to have chip security mechanisms that implement location verification before the product is exported, reexported, or in-country transferred to or in a foreign country. Commerce must require any person that has received a license or other authorization under the Export Control Reform Act of 2018 to export, reexport, or in-country transfer a covered product to promptly report to Commerce's Bureau of Industry and Security if the person obtains credible information that the product has been diverted away from its intended location or has been subjected to tampering. Additionally, Commerce must conduct an assessment and report to Congress on whether additional chip security mechanisms should be adopted. If Commerce determines additional security measures are necessary, then Commerce must require any covered product to include the secondary chip security mechanisms before the product is exported, reexported, or in-country transferred to or in a foreign country. The bill authorizes Commerce to take certain enforcement actions, such as verifying the ownership and location of a covered product that has been exported, reexported, or in-country transferred to or in a foreign country. Commerce must, within two years of the bill's enactment and annually thereafter for three years, assess new chip security mechanisms and report to Congress.

Supporting Access to Falls Education and prevention and Strengthening Training Efforts and Promoting Safety initiatives for Veterans Act of 2025 or the SAFE STEPS for Veterans Act of 2025 This bill addresses certain mobility and aging care and services provided by the Department of Veterans Affairs (VA). First, the bill requires the establishment and operation of the Office of Falls Prevention within the Veterans Health Administration (VHA) for purposes of providing, evaluating, and improving VA health care services related to falls prevention. Among other duties, the office must oversee and support a national education campaign for veterans, their families, and health care providers that focuses on reducing falls and increases awareness of available benefits or services provided by the VA to reduce falls. The bill also expands membership of the Interagency Coordinating Committee on Healthy Aging and Age-Friendly Communities by including the VA. The VA must issue or update directives of the VHA for facilities and providers relating to safe patient handling and mobility policies. Additionally, the VA must determine the feasibility and advisability of implementing a pilot program to provide home improvements and structural alterations to prevent falls for veterans who are eligible for such services under VA laws. Finally, the bill requires the VA to ensure certain veterans receive a falls risk assessment from a licensed physical therapist or occupational therapist.

BRAVE Burma Act

Bringing Real Accountability Via Enforcement in Burma Act or the BRAVE Burma Act This bill extends and expands a law imposing sanctions on Burma. The bill also requires the President to appoint a Special Envoy for Burma. Current law authorizes, and in some cases requires, the President to impose sanctions on certain Burmese state-owned enterprises, Burmese officials and family members, and other foreign persons. The bill extends this law through December 23, 2032. The bill also requires the President to annually determine, for the next seven years, whether the Myanma Oil and Gas Enterprise, the Myanma Economic Bank, or foreign persons operating in Burma's jet fuel sector meet the criteria for required sanctions under (1) the previously mentioned law; or (2) Executive Order 14014 , Blocking Property With Respect to the Situation in Burma .  The U.S. Executive Director at the International Monetary Fund (IMF) must advocate and vote to limit any increase to Burma's IMF shareholding while Burma's State Administrative Council is in power. (The State Administrative Council is the junta installed after Burma's 2021 military coup.)  The President must appoint a Special Envoy for Burma with the advice and consent of the Senate. The envoy shall have the rank and status of ambassador and be responsible for coordinating all aspects of U.S. policy regarding Burma, including sanctions, arms embargoes, and assistance to the people of Burma.

Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.
