PFAS Federal Facility Accountability Act of 2018 This bill requires the federal government, on the request of a state, to cooperate with the state to address drinking water, surface water, ground water, sediment, or soil contaminated from a perfluorinated compound released from a federal facility or a former federal facility. A perfluorinated compound means a perfluoroalkyl substance, or a polyfluoroalkyl substance, that is man made and contains at least one fully fluorinated carbon atom. Within a year, the Environmental Protection Agency must determine whether to designate perfluorinated compounds as hazardous substances.

The applicable funds are those received by Iran as sanction relief or as a cash payment from the United States in 2016. The Department of State must demand repayment of funds from the Government of Iran if the ODNI determines funds were used for such actions.

Protecting Family and Small Business Tax Cuts Act of 2018 This bill amends the Internal Revenue Code to make permanent several tax provisions that were enacted in 2017 and are scheduled to expire at the end of 2025. The bill makes permanent provisions that: reduce individual tax rates, modify the taxation of the unearned income of children, allow a deduction for qualified business income of pass-through entities, increase the standard deduction, increase and modify the child tax credit, increase the limitation for certain charitable contributions, allow additional contributions to ABLE accounts (tax-favored accounts designed to enable individuals with disabilities to save for and pay for disability-related expenses), allow certain members of the Armed Forces in the Sinai Peninsula of Egypt to receive combat zone tax benefits, exclude from gross income discharges of student loan debt due to the death or disability of the student, repeal the deduction for personal exemptions, limit individual deductions for state and local taxes, limit the mortgage interest deduction, double the estate and gift tax exemption amount, increase the alternative minimum tax exemption amount for individuals, and repeal or limit several other deductions and exclusions. The bill also: extends through 2020 the reduction in the adjusted gross income threshold for the medical expense deduction, modifies the capital gains tax brackets, and modifies tax filing requirements for married taxpayers.

Family Savings Act of 2018 This bill modifies the requirements for employer-provided retirement plans and tax-favored savings accounts. With respect to employer-provided retirement plans, the bill modifies requirements regarding: multiple employer and pooled employer plans, nonelective contributions to 401(k) plans, loans, the portability of lifetime income investments, the treatment of custodial accounts upon termination of section 403(b) plans, retirement income accounts for church-controlled organizations, required minimum distributions, retirement plan contributions picked up by government employers for new or existing employees, elective deferrals by members of the Ready Reserve of a reserve component of the Armed Forces, and nondiscrimination rules. The bill modifies requirements for other tax-favored savings account to: treat taxable non-tuition fellowship and stipend payments as compensation for the purpose of an Individual Retirement Account (IRA), repeal the maximum age for traditional IRA contributions, allow individuals to establish tax-favored universal savings accounts, expand the purposes for which qualified tuition programs (commonly known as 529 plans) may be used, and allow certain penalty-free withdrawals from retirement plans if a child is born or adopted.

American Innovation Act of 2018 This bill consolidates and expands the existing tax deductions for start-up expenditures and organizational expenditures of taxpayers beginning an active trade or business. For the year in which an active trade or business begins, the bill allows a single deduction equal to the lesser of (1) the aggregate amount of start-up and organizational expenditures paid or incurred in connection with the active trade or business, or (2) $20,000, reduced (but not below zero) by the amount by which the aggregate amount exceeds $120,000. The $20,000 and $120,000 limits must be adjusted for inflation after 2019. The bill also allows a start-up business to use net operating loss carryforwards, net operating losses, and unused general business tax credits after an ownership change without being subject to certain limitations required under current law.

Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2018 This bill amends the Public Health Service Act to establish several programs and entities relating to public health emergency preparedness and response, including: an interagency advisory panel on health security, a dedicated unit within the Centers for Disease Control and Prevention to address the needs of children during public health emergencies, a grant program to support the provision of services by military trauma teams at high-acuity trauma centers, and programs to address pandemic influenza and emerging infectious diseases. The bill also reauthorizes for FY2019-FY2023 and revises several other programs and entities relating to public health emergencies, including the National Disaster Medical System, the Volunteer Medical Reserve Corps, and the Biomedical Advanced Research and Development Authority. The bill also expands the responsibilities of the Assistant Secretary for Preparedness and Response (ASPR) and the scope of the National Health Security Strategy. ASPR must also develop a strategy to reunify children and parents who were separated at the U.S.-Mexico border under a specified immigration enforcement policy (i.e., the "zero-tolerance" policy) and submit weekly reports on the status and welfare of children awaiting reunification.

Public Employee Pension Transparency Act This bill amends the Internal Revenue Code to deny the tax exemption for interest on state and local bonds to bonds issued by a state or political subdivision that does not comply with specified reporting requirements for state or local government employee pension benefit plans. For the tax exemption to apply, sponsors of a state or local government employee pension benefit plan must submit annual reports to the Department of the Treasury that include details regarding: the funding status of the plan, contributions by the plan sponsor for the plan year, projections for each of the next 60 plan years of the cash flows associated with the plan liability, actuarial assumptions used for the plan year, the types of plan participants, investment returns, the funding policy and the degree to which unfunded liabilities are expected to be eliminated, the amount of pension obligation bonds outstanding, the current cost of the plan for the plan year, and administrative and investment expenses. Treasury must: (1) develop model reporting statements, and (2) create and maintain a searchable public website for posting pension plan information required by this bill. The bill also grants the United States an exemption from liability for any current or future shortfall in any state or local government employee pension plan.

The bill also specifies that public infrastructure property is not considered investment-type property for the purpose of determining whether a bond is a taxable arbitrage bond. (Taxable arbitrage bonds are used to acquire higher yielding investments, or to replace funds which were used directly or indirectly to acquire higher yielding investments.)

Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time up to two additional hours, if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

NIST shall transfer its technology and techniques through MEP centers to small manufacturers to implement security measures to protect defense information. DOD shall establish a cyber counseling certification program, or approve a similar existing program, to certify small business professionals and DOD acquisition staff to furnish cyber planning assistance to small manufacturers in the defense industrial supply chain.

With respect to cybersecurity and identity protection, the bill: requires the IRS to work with the public and private sectors to protect taxpayers from identity theft refund fraud, requires the Electronic Tax Administration Advisory Committee to make recommendations to prevent identity theft and refund fraud, authorizes the IRS to participate in an information sharing and analysis center for identity theft tax refund fraud, and prohibits the disclosure of returns or return information to contractors or other agents for agencies that do not comply with confidentiality safeguards. The IRS must develop and implement: online accounts to provide services to taxpayers and return preparers, a process for accepting electronic tax forms and supporting documents, an Internet platform for Form 1099 filings, a fully automated program for disclosing taxpayer information for third-party income verification using the Internet, and uniform standards and procedures for the acceptance of electronic signatures. The bill also: establishes the position of IRS Chief Information Officer; limits redisclosures and uses of tax return information by individuals designated by taxpayers to receive the information; allows the IRS to require additional taxpayers to file returns electronically; and allows the IRS to pay fees for the use of credit, debit, or charge cards for tax payments if the fees are recouped by charging taxpayers.

GAO-IG Act

Good Accounting Obligation in Government Act or the GAO-IG Act This bill requires each federal agency, in its annual budget justification, to include a report on: (1) each public recommendation of the Government Accountability Office (GAO) that is classified as "open" or "closed, unimplemented"; (2) each public recommendation for corrective action from the agency's office of the inspector general (OIG) for which no final action has been taken; and (3) the implementation status of each such recommendation. Each agency shall also provide a copy of this information to its OIG and to the GAO.
