Renames the Technology Assessment Act of 1972 as the Office of Technology Assessment Reestablishment Act of 2001. Authorizes appropriations for the Office of Technology Assessment for FY 2002 through 2007.

College Fire Prevention Act - Authorizes the Secretary of Education to make competitive grants to States, private or public colleges or universities, fraternities, or sororities for up to half the cost of providing fire sprinkler systems in student housing and dormitories. Directs the Comptroller General to gather, and report to Congress, data on the number of college and university housing facilities and dormitories that have and do not have fire sprinkler systems and other forms of built-in fire protection mechanisms. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity.

Nutrition Assistance for Working Families and Seniors Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make legal immigrants eligible for food stamp program benefits. Amends the Food Stamp Act of 1977 respecting the food stamp program to: (1) increase standard income deductions; (2) increase the minimum household allotment; (3) increase the transitional benefits period; (4) provide for personnel training, a toll-free information number, pilot programs for inter-program application and verification, and Internet and telephone participation; (5) provide grants for partnerships and technology to enhance program access, including outreach to families with low program participation, or participating in (or unable to participate in) the temporary assistance for needy families program. Amends the Emergency Food Assistance Act of 1983 to authorize additional appropriations for emergency food assistance commodities.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

Small Business Tax Fairness Act of 2001 - Amends the Internal Revenue Code, with respect to small businesses, to, among other things: (1) provide for the full deduction of the health insurance costs of self-employed individuals; (2) increase the expensing limitation; (3) increase the business meal deduction, including individuals subject to Federal hours of service limits; (4) exclude income averaging for farmers and fishermen from alternative minimum tax liability; (5) repeal occupational taxes relating to distilled spirits, wine, and beer; (6) provide for an accelerated phase-in of specified increases in the volume cap on private activity bonds; and (7) exclude, subject to limitation, from gross income the discharge of certain qualified residential indebtedness. Minimum Wage Increase Act of 2001 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage, as of September 1, 2001, and April 1, 2002, respectively.

Rural Teachers Recruitment Act of 2001 - Authorizes the Secretary of Education to make grants to eligible rural local educational agencies to recruit and retain qualified teachers for elementary and secondary schools. Includes among authorized uses of such teacher incentive program funds: (1) salary increases; (2) reimbursement for teacher certification and relocation expenses; and (3) assistance to pay college and graduate school tuition and training expenses.

Medicare Medical Nutrition Therapy Amendment Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide coverage of medical nutrition therapy services for certain Medicare beneficiaries with cardiovascular diseases.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

National Health Service Corps Reinvestment Act of 2001 - Amends the Public Health Service Act to extend from FY 2001 through FY 2006 the authorization of appropriations for certain programs of the National Health Service Corps. Requires the Secretary of Health and Human Services to consider certain grant-receiving health centers, federally-qualified health centers, and rural health clinics to be health professional shortage areas. Repeals cost-sharing requirements that entities approved for assignment of Corps members: (1) charge for their health services; and (2) make certain payments to the United States. Authorizes the Secretary to carry out demonstration projects allowing individuals to satisfy obligated service requirements through part-time clinical service, but not less than 20 hours per week. Amends the Internal Revenue Code to exclude from gross income certain scholarship and loan repayment amounts under the National Health Services Corps Program.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Farmers to Africa and the Caribbean Basin Act of 2001 - Directs the Secretary of Agriculture to establish the Farmers for Africa and Caribbean Basin Program to provide grants for exchange programs with African-American and other American farmers and other agricultural specialists and (sub-Saharan) African, Caribbean Basin, and other developing-nation farmers.

Federal Law Enforcement Pension Adjustment Equity Act of 2001 - Amends the Law Enforcement Pay Equity Act of 2000 to repeal a provision that prohibited the conversion of members of the United States Park Police and the Secret Service Uniformed Division to a new salary schedule and the associated initial adjustments in basic pay rates from being treated as salary increases for purpose of provisions providing for increased pension benefits for annuitants of such members.

National Mathematics and Science Partnerships Act - Requires the Director of the National Science Foundation (NSF) to establish the following programs of grants to institutions of higher education (or, in some cases, eligible nonprofit institutions), in support of activities relating to elementary and secondary school mathematics and science teaching and education: (1) Mathematics and Science Education Partnerships with local educational agencies; (2) Teacher Research Scholarships in mathematics, science, and engineering; (3) establishment of four multidisciplinary Centers for Research on Learning and Education Improvement; and (4) Robert Noyce Scholarships for teacher recruitment and training, with recipient service commitments. Requires the Director of NSF to establish a program to expand the National Science, Mathematics, Engineering, and Technology Education Digital Library program to enable timely and continuous dissemination of elementary and secondary science, math, engineering, and technology educational resources, materials, practices, and policies through the Internet and other digital technologies. Requires the Director of the Office of Science and Technology to convene a conference on improving kindergarten-through-12th grade science, mathematics, and technology education. Requires the Director of NSF to ensure that any NSF program that awards grants for the establishment of research centers at institutions of higher education after the date of the enactment of this Act: (1) requires every center to offer programs for elementary and secondary mathematics and science teachers and students to increase their understanding of the field in which the center specializes; and (2) uses the quality of a center's proposed precollege education programs as a criterion in determining grant awards.

Small Business Liability Protection Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide (with exceptions) that persons shall be liable for response costs at a National Priorities List (NPL) facility as non-owners or operators only if the total of material containing a hazardous substance that the business arranged for disposal, transport, or treatment of, or accepted for transport, was greater than 110 gallons of liquid material or 200 pounds of solid material. Applies this exemption only to activities taking place before April 1, 2001. Exempts a person from liability for response costs (with exceptions) at a NPL facility for municipal solid waste (MSW) as a non-owner or operator if the person is an owner, operator, or lessee of residential property from which all of the person's MSW was generated, or a certain small business or small charitable tax-exempt organization that generated all its MSW, with respect to the facility concerned. Makes nongovernmental entities that commence a contribution action liable to the defendant for all reasonable costs of defending the action if the defendant is not liable based on the above-described exemptions. Adds to the list of parties eligible for de minimis final settlements certain persons and businesses that demonstrate an inability or limited ability to pay response costs. Revises conditions of eligibility for such settlements for de minimis parties.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Directs the Secretary of the Army to close the Western Hemisphere Institute for Security Cooperation (Institute). Repeals statutory authority for the Institute. Prohibits any training or education facility from being established in the Department of Defense (DOD) for Latin American military personnel for ten months. Establishes a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations.

Airline Passenger Bill of Rights Act - Amends Federal aviation law to make it an unfair or deceptive practice or an unfair method of competition for a domestic or foreign air carrier to: (1) fail to provide a consumer full access to all the carrier's fares; (2) fail to disclose, without request, the on-time performance and cancellation rate for a chronically delayed or chronically canceled flight whenever a customer makes a reservation or purchases a ticket on such a flight; and (3) prohibit a customer from only using a portion of the ticket purchased (including using it only for one-way travel instead of round-trip) or assess an additional fee on such customer or any ticket agent that sold the ticket. Makes it an unfair or deceptive practice or an unfair method of competition for an air carrier, in the case of a termination, cancellation, nonrenewal, or substantial change in the competitive circumstances of the appointment of a ticket agent, to fail: (1) to provide written notice and a full statement of reasons at least 90 days before the action; and (2) to provide the ticket agent with at least 60 days to correct any deficiency. Specifies requirements and prohibitions with respect to airline passenger protection. Requires the Secretary of Transportation to consider whether a foreign air carrier has engaged in any unfair or deceptive practice or unfair method of competition in the preceding five years before issuing the carrier a certificate. Extends certain prohibitions against unfair methods of competition to any major air carrier that: (1) restricts a code share partner from entering into a code share agreement with another air carrier; (2) fails to utilize airport assets fully; and (3) refuses or fails to provide an underutilized airport asset to another carrier on fair, reasonable, and nondiscriminatory terms. Prescribes a maximum civil penalty for engaging in unfair methods of competition. Authorizes an air carrier to transfer a slot (take-off and landing rights at an airport) to another air carrier only upon the Secretary's approval. Requires a major air carrier, upon application by another air carrier or on the Secretary's own motion, to make gates, facilities, and other assets available to other air carriers on fair, reasonable, and nondiscriminatory terms. Directs the Secretary to investigate each hub airport (that has at least .25 percent of the total annual boardings in the United States) to determine whether, in the preceding five years, a dominant air carrier (that accounts for more than 40 percent of the total annual passenger boardings) at such airport has: (1) charged higher than average fares; or (2) limited competition by, or engaged in an unfair method of competition in response to, a new entrant air carrier. Directs the Secretary to issue final regulations defining flight delay and chronically delayed flights.

Requires the American Battle Monuments Commission to proceed expeditiously with the construction of the National World War II Memorial at the dedicated Rainbow Pool site in the District of Columbia. Declares that: (1) the requirements of the National Environmental Policy Act of 1969, the Commemorative Works Act, and any other law pertaining to the siting and design of the Memorial have been met; and (2) the decision to construct the Memorial at such site, decisions implementing this Act, and decisions about design are final, conclusive, and not subject to administrative or judicial review.

Amends the Internal Revenue Code with respect to limitations on benefits and contributions under qualified plans to apply to multiemployer plans the same treatment in the adjustment to the $90,000 limit on benefits, where the benefit begins before the Social Security retirement age, as is accorded to plans maintained by governments and tax-exempt organizations. Exempts multiemployer plans from the alternative benefit limit of 100 percent of the participant's average compensation for his or her high three years. States that multiemployer plans shall not be combined or aggregated with other plans for limitation purposes.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Artists' Contribution to American Heritage Act of 2001 - Amends the Internal Revenue Code to provide a fair market value (determined at time of contribution) deduction for charitable contributions of literary, musical, artistic, scholarly compositions, or the copyright created by a qualifying donor. Exempts certain non-personal letters and memorandum from such treatment. Limits such increased deduction to the donor's artistic adjusted income (as defined by this Act).

Reforestation Tax Act of 2001 - Amends the Internal Revenue Code to allow a deduction to a taxpayer who has a qualified timber gain in an amount equal to the qualified percentage of such gain. Decreases the amortization period for reforestation expenditures.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

American Wetland Restoration Act - Amends the Federal Water Pollution Control Act to authorize the Secretary of the Army to issue mitigation bank (specified wetland resource restoration, creation, or enhancement projects or projects consisting solely of preservation of wetlands chartered by the Secretary for purposes of providing mitigation credits to offset wetland losses authorized by permits allowing activities in U.S. waters) charters. Authorizes a mitigation bank, upon receipt of its charter, to offer mitigation credits for sale and to provide compensatory mitigation for activities requiring authorization under the Act or provide required injunctive relief in an enforcement action by the Secretary or the Administrator of the Environmental Protection Agency. Directs the Secretary and the Administrator to establish standards and criteria applicable to the use of on-site mitigation, in lieu fees, and other off-site mitigation as compensatory mitigation that are similar to those applicable to a mitigation bank. Allows a State that operates an approved program regulating the discharge of dredged or fill material into navigable waters to administer a wetland mitigation banking program in accordance with State procedures if such banking program is approved by the Administrator as part of the State's dredged or fill material program.

Social Security Benefits Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that a monthly OASDI benefit shall be paid for the month in which the recipient dies, subject to a reduction of 50 percent if the recipient dies during the first 15 days of such month.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such public safety employee rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Amends the Food Security Act of 1985 to extend the wetlands reserve program. Replaces the total program acreage limitation with an annual acreage enrollment limitation through FY 2005. Authorizes program related cooperative agreements for goods and services.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) develop and issue public service announcements that advertise and promote the nursing profession, highlight the advantages and rewards of nursing, and encourage individuals from diverse communities and backgrounds to enter the nursing profession; and (2) award grants to designated eligible entities in order to increase the number of nurses. Establishes a fast-track nursing school faculty training program. Establishes a National Nurse Service Corps Scholarship program that provides scholarships to individuals seeking nursing education in exchange for service by such individuals in areas with nursing shortages. Amends the Internal Revenue Code to provide for the exclusion from gross income of accounts received under the National Nursing Service Corps Scholarship Program. Amends title XVIII (Medicare) of the Social Security Act to provide for nurse education training payments to qualified entities. Amends title XIX (Medicaid) of the Social Security Act to temporarily increase the matching rate for Medicaid nurse aide training and competency evaluation programs.

Broadband Expansion Grant Initiative of 2001 - Authorizes the Secretary of Commerce to: (1) make grants to eligible recipients to facilitate the deployment by the private sector of broadband telecommunications networks and capabilities to underserved rural areas; and (2) guarantee loans used for such purpose. Requires particular emphasis to be given to entities that use grant proceeds to: (1) provide underserved rural areas with access to Internet services by local telephone; (2) demonstrate models or technologies to bring broadband services to such areas; and (3) use broadband services to stimulate economic development in such areas. Limits to $100 million the total amount of such grants.

Homebound Clarification Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with respect to provisions regarding conditions on payments for services and payments of claims of service providers, as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act (BIPA). Declares that no individual shall be disqualified from being considered confined to the home for any non-medical absence (including, as currently, any absence to attend a religious service), without regard to whether the absence is infrequent or of relatively short duration. Makes this Act effective as if included in the enactment of BIPA.

Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Ready to Learn, Ready to Teach Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to revise title III (Technology for Education) part C as Ready-to-Learn Digital Television. Directs the Secretary of Education to award grants, contracts, or cooperative agreements to eligible public telecommunications entities to: (1) develop educational programming, and related support materials and services, for preschool and elementary school children; (2) develop programming and digital content designed for nationwide distribution over public television stations' digital broadcasting channels and the Internet, containing Ready-to-Learn-based children's programming and resources for parents and caregivers; and (3) disseminate and distribute such programs to the widest possible appropriate audience by the most appropriate distribution technologies. Establishes the New Century Program for Distributed Teacher Professional Development. Authorizes the Secretary to make grants to a nonprofit telecommunications entity, or partnership of such entities, for a national telecommunications-based program designed to assist elementary school and secondary school teachers in preparing all students in core curriculum areas to achieve State content standards. Establishes a Digital Education Content Collaborative. Authorizes the Secretary to award competitive matching grants to, or enter into contracts or cooperative agreements with, eligible local public television communications entities to develop, produce, and distribute educational and instructional video programming based on State standards and designed for use by kindergarten through grade 12 schools.

Allows Federal construction services contractors or recipients of Federal financial assistance for a construction project to require every contractor or subcontractor on the construction project to agree to negotiate or become a party to a project labor agreement with one or more labor organizations, for a specific project only and under certain conditions. Defines a project labor agreement as a prehire collective bargaining agreement in the construction industry that: (1) establishes the basic terms and conditions of employment for the duration of the project; and (2) is binding upon all construction employers operating on the project site.

Helping Children Succeed by Fully Funding the Individuals with Disabilities Education Act (IDEA) - Amends the Individuals with Disabilities Education Act (IDEA) to authorize and make appropriations for FY 2002 through 2007 for IDEA part B programs of assistance for education of all children with disabilities.

Assure Access to Mammography Act of 2001 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to delay until 2003 the inclusion of payment for screening mammography in the Medicare physician fee schedule. Amends title XVIII (Medicare) of the Social Security Act to provide for a change in the payment amount for screening mammography performed in 2002 under Medicare. Provides that, for cost reporting periods between October 1, 2001, and October 1, 2006, in applying the limitations regarding the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine under Medicare for a hospital, the Secretary of Health and Human Services shall not take into account a maximum of three residents in the field of radiology to the extent the hospital increases the number of radiology residents above the number of such residents for the hospital's most recent cost reporting period ending before October 1, 2001. Amends the Public Health Service Act to revise authorization of appropriations and allocation provisions with regard to interdisciplinary, community-based linkages, with changes establishing a specified authorization of appropriations for FY 2002 and a specified amount to be available for awards of grants and contracts under provisions on allied health and other disciplines. Directs the Comptroller General to study: (1) the relative value units established by the Secretary of Health and Human Services under the Medicare physician fee schedule for physicians' services that are gender-specific; and (2) adjustments to payment amounts under the prospective payment system for inpatient hospital services and for covered skilled nursing facility services that are gender-specific. Directs the Medicare Payment Advisory Commission to study the relative value units established by the Secretary under the such fee schedule for screening services that are reimbursed under it.

Governors Island Preservation Act of 2001 - Directs the Administrator of General Services to: (1) transfer the administration and management of Governors Island National Monument to the Secretary of the Interior; and (2) convey Governors Island (with the exclusion of the Monument) to New York State. Requires: (1) the Secretary to submit a management plan for the Monument within three years; and (2) the Administrator to reserve access to the Monument for the Secretary for preservation, maintenance, and public enjoyment of such Monument and for the Secretary of Transportation for the operation and maintenance of aids to navigation located on Governors Island. Requires any use of the conveyed land of Governors Island to be consistent with specified public access, preservation, and operational objectives and to be in compliance with the New York State Environmental Quality Review Act and the Governors Island Preservation and Design Manual.

Directs the Secretary of Veterans Affairs to furnish one appropriate Government headstone or marker, other than for replacement, to mark the graves of veterans. (Currently, such a headstone or marker is required only for unmarked graves of veterans.) Makes such provision effective with respect to applications received by the Secretary for individuals dying on or after November 1, 1990.
