Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Amends the Internal Revenue Code to allow, through December 31, 2006, a limited credit for energy-efficient building property. Defines such property as a stationary fuel cell power plant that: (1) generates electricity using an electrochemical process; and (2) has an electricity-only generation efficiency greater than 30 percent. Allows, through December 31, 2006, a credit to an individual for nonbusiness energy-efficient building property expenditures.

Computer Security Enhancement Act of 2001 - Amends the National Institute of Standards and Technology Act to require the Institute to provide assistance to Federal agencies in the protection of computer networks, promote Federal compliance with computer information security and privacy guidelines, and assist Federal response efforts to unauthorized access to Federal systems. Requires the Institute to develop uniform standards for the cost-effective security and privacy of sensitive information in certain Federal systems, provide a list of certified commercial Federal computer system security products, and report annually on Federal computer system evaluations. Directs the Institute to solicit Computer System Security and Privacy Advisory Board recommendations regarding standards. Authorizes appropriations to enable the Board to identify emerging computer security, privacy, and cryptography issues. Prohibits the Institute from adopting encryption and electronic authentication standards for other than Federal computer systems. Authorizes (current law requires) the Institute to draw upon National Security Agency computer security guidelines. Amends the Computer Security Act of 1987 to require Federal computer security training to emphasize protecting sensitive information accessible through public networks. Authorizes appropriations for fellowships to students in computer security. Requires a National Research Council of the National Academy of Sciences study of electronic authentication technologies. Directs the Under Secretary of Commerce for Technology to promote an increased use of security technologies for the nation's information infrastructure, establish a central repository of information on security vulnerability and risks, and promote the development of national infrastructures for encryption technologies. Directs the Institute's Director to develop technology-neutral electronic authentication infrastructure standards for Federal agencies, provide a list of commercially available authentication products, establish core specifications for Federal electronic certification and management technologies, provide a list of conforming systems, and report annually on infrastructure implementation.

Detroit River International Wildlife Refuge Establishment Act - Establishes the Detroit River International Wildlife Refuge (Refuge) which shall consist of specified lands and waters in Michigan, including the Wyandotte National Wildlife Refuge. Authorizes the Secretary of the Interior to: (1) conserve, enhance, and restore the native aquatic and terrestrial community characteristics of the Detroit River; (2) use available authority for the conservation of fish and wildlife and for provision of appropriate fish and wildlife oriented recreational opportunities in the Refuge; (3) ensure that compatible hunting, fishing, wildlife observation and photography, and environmental education and interpretation are the priority public uses of the Refuge; and (4) permit such activities on Federal lands and waters within the Refuge. Allows the Secretary to designate zones where and periods when such activities will not be permitted. Authorizes the Secretary to enter into cooperative agreements with the State of Michigan, any political subdivision thereof, or any other person or entity: (1) for the management of lands within the Refuge owned by such person or entity; and (2) to promote public awareness of the Refuge's resources and encourage public participation in the conservation of those resources. Directs the Secretary to encourage the State to use existing authorities under the Transportation Equity Act for the 21st Century to provide funding for acquisition and development of trails within the Refuge.

Clean Smokestacks Act of 2001 - Amends the Clean Air Act (CAA) to require the Administrator of the Environmental Protection Agency to promulgate regulations to achieve specified reductions in emissions of sulfur dioxide, nitrogen oxide, carbon dioxide, and mercury from powerplants (electric generation facilities with a nameplate capacity of 15 megawatts or more that use a combustion device to generate electricity for sale) by January 1, 2007. Requires powerplants, on the later of the date 30 years after the powerplant commenced operation or five years after this Act's enactment, to comply with the most recent new source performance standards under CAA provisions regarding air quality and emissions limitations and with specified requirements for modified sources.

Providing Annual Pap Tests to Save Women's Lives Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to extend coverage of screening pap smears and screening pelvic exams to annual examinations regardless of whether a woman is of childbearing age or at high-risk.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to limit the late enrollment penalty to a ten percent increase in the monthly part B premium due over a period equal to twice the number of years that the part B beneficiary could have been but was not enrolled under Medicare part B.

Historic Homeownership Assistance Act - Amends the Internal Revenue Code to allow a tax credit for 20 percent (up to a maximum limit of $40,000 for a joint return) of the qualified rehabilitation expenditures made by a taxpayer with respect to the certified rehabilitation of a qualified historic home which has been substantially rehabilitated and which is owned by the taxpayer and used as his or her principal residence. Allows the credit for such expenditures to be taken by a purchaser of the rehabilitated home. Permits, in lieu of the credit, a historic rehabilitation mortgage credit certificate, which may be transferred to a lender in exchange for a reduction in the rate of interest on the loan secured by the building.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Equity in Prescription Insurance and Contraceptive Coverage Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold drugs, devices, or services. Amends the Public Health Service Act to apply those prohibitions to coverage offered in the individual market.

High Performance Schools Act of 2001 - Establishes the High Performance Schools Program, in the Department of Energy, to assist school districts in the production of high performance elementary and secondary school buildings that are healthful, productive, energy efficient, and environmentally sound. Authorizes the Secretary of Energy to make program grants to State energy offices for: (1) program participation promotion and administration; and (2) subgrants to qualified school districts to implement such school building construction and renovation.

Assistant United States Attorneys Retirement Benefit Equity Act of 2001 - Makes applicable to Assistant United States Attorneys the provisions of the Civil Service Retirement System and the Federal Employees Retirement System that apply to Federal law enforcement officers. Directs the Department of Justice to provide notice to incumbent Assistant U.S. Attorneys as to their election rights under this Act and the effects of making or not making a timely election under this Act. Allows such incumbents to elect the option to be treated either: (1) in accordance with the amendments made by this Act; or (2) as if this Act had never been enacted.

America's Better Classroom Act of 2001 - Amends the Internal Revenue Code to establish a limited credit for qualified public school modernization bonds (qualified school construction bonds and qualified zone academy bonds). Amends the General Education Provisions Act to provide for the application of certain labor standards to projects financed under this Act. Amends the Workforce Investment Act of 1998 to establish provisions concerning employment and training activities related to the construction or reconstruction of public school facilities.

Marriage Tax Elimination Act of 2001 - Amends the Internal Revenue Code (IRC) to provide that the basic standard deduction on a joint return shall be equal to 200 percent of the dollar amount of an individual who is not married. Provides a schedule for making, by 2005, the maximum taxable income in the lowest married bracket equal to double the maximum taxable income in the lowest single filer bracket. Increases the earned income credit phaseout amount on a joint return by $2,000. Revises IRC provisions relating to limitation based on tax liability and the definition of such liability to provide that the aggregate amount of credits allowed as nonrefundable personal credits shall not exceed the sum of: (1) the taxpayer's regular tax liability for the taxable year reduced by the foreign tax credit; and (2) the tax imposed by the alternative minimum tax.

Railroad Track Modernization Act of 2001 - Amends Federal rail transportation law to direct the Secretary of Transportation to establish a program of capital grants to Class II and Class III railroads to rehabilitate, preserve, or improve railroad track (including roadbed, bridges, and related track structures) used primarily for freight transportation to a standard to accommodate 286,000 pound rail cars in a safe and efficient manner. Authorizes the Secretary to also make grants to supplement direct loans or loan guarantees (including for paying credit risk premiums, lowering rates of interest, or providing for a holiday on principal payments) for projects primarily benefitting non-Class I freight railroad carriers. Sets forth certain prevailing wage requirements with respect to projects financed by such grants.

Quality Cheese Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit: (1) using Federal funds to amend specified regulations to include dry ultra-filtered milk, milk protein concentrates, or casein in the definition of "milk" or "nonfat milk" as specified in the domestic natural standards for cheese and cheese products; and (2) amending such regulations and definitions to include wet ultra-filtered milk until 60 days after submission of the study required by this Act. Requires a study of the impact of wet ultra-filtered milk's use on dairy farmers.

Death Tax Elimination Act - Repeals the estate tax, gift tax, and the tax on generation-skipping transfers, effective January 1, 2011. Provides for annual reductions of the tax until such date. Increases the unified estate and gift tax credit to $1.3 million. Repeals the estate and gift tax provisions applicable to family-owned businesses. Amends provisions concerning the special rules for allocation of the generation-skipping tax (GST) exemption to provide, as a general rule, that: (1) if any individual makes an indirect skip during such individual's lifetime, any unused portion of such individual's GST exemption shall be allocated to the property transferred to the extent necessary to make the inclusion ratio for such property zero; and (2) if the amount of the indirect skip exceeds such unused portion, the entire unused portion shall be allocated to the property transferred. Declares that, if a trust is severed in a qualified severance, the trusts resulting from such severance shall be treated as separate trusts thereafter. Revises valuation rules for gifts for which a gift tax return was filed or deemed allocation made. Provides that, if an allocation of the GST exemption to any transfers of property is deemed to have been made at the close of an estate tax inclusion period, the value of the property shall be its value at such time. Directs the Secretary of the Treasury to prescribe circumstances and procedures under which extensions of time will be granted to make an allocation of GST exemption or an election not to apply specified allocation requirements to certain lifetime direct skips, indirect skips, or transfers to a particular trust. Increases the permissible number of partners or shareholders in a closely held business for purposes of eligibility for an extension of estate tax payments.

James Guelff Body Armor Act of 2001 - Directs the United States Sentencing Commission to review and amend the Federal sentencing guidelines and policy statements to provide an appropriate enhancement for any crime of violence or drug trafficking crime in which the defendant used body armor. Expresses the sense of Congress that any such sentencing enhancement be at least two levels. Amends the Brady Handgun Violence Prevention Act to prohibit the purchase, ownership, or possession of body armor by violent felons. Makes it an affirmative defense that: (1) the defendant obtained prior written certification from his or her employer that the defendant's purchase, use, or possession of body armor was necessary for the safe performance of lawful business activity; and (2) the use and possession by the defendant were limited to the course of such performance. Sets penalties for violations. Authorizes the head of a Federal agency to donate body armor that is surplus property and in serviceable condition, and that meets or exceeds National Institute of Justice Standard 0101.03, directly to any State or local law enforcement agency. Allows specified officials in the Treasury and Justice Departments to act as the head of a Federal agency. Specifies that the United States shall not be liable for any harm occurring in connection with the use or misuse of any body armor donated under this Act.

Budget Responsibility and Efficiency Act of 2001 - Amends the Congressional Budget Act of 1974 to revise the Federal and congressional budget processes by establishing a two-year budgeting and appropriations cycle and timetable. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Conforms provisions of the Rules of the House of Representatives, provisions governing the President's budget, and requirements for certain strategic and performance plans and reports to the biennial framework. Provides a point of order against any measure that contains a specific authorization of appropriations unless such authorization is for each fiscal year in a biennium. Requires the President's budget submission for FY 2004 to identify budget accounts for which an appropriation should be made for each fiscal year of the FY 2004-2005 biennium. Directs congressional committees, during the 108th Congress, to work with the Comptroller General to develop plans to transition program authorizations to a multi-year schedule. Sets forth additional transition requirements. Makes this Act applicable to budget resolutions and appropriations for the biennium beginning with FY 2006.

Small Business Pollution Prevention and Opportunity Act of 2001 - Amends the Internal Revenue Code to establish a dry or wet cleaning equipment credit for any taxable year equivalent to 20 percent of the basis of each qualified dry or wet cleaning property placed in service during the year (40 percent of such basis in the case of such property placed in service in an empowerment zone, enterprise community, or renewal community) which is designed primarily to clean textiles if: (1) such equipment does not use any hazardous solvent as the primary process solvent; (2) the original use of such property commences with the taxpayer; and (3) with respect to which depreciation (or amortization in lieu of depreciation) is allowable.

Home Energy Generation Act - Amends the Federal Power Act to mandate that: (1) each retail electric supplier make available an electric energy meter capable of net metering to certain retail customers that have installed an energy generation unit intended for net metering; and (2) rates, charges, and contract terms for electric energy sales to customer-generators be the same as those that would be applicable if the customer-generator did not own or operate a qualified generation unit and use a net metering system. Prescribes the manner in which such retail electric suppliers shall calculate the net energy measurement and billing for a customer using a net metering system. Subjects qualified generation units and net metering systems to specified safety, performance, and reliability standards. Authorizes the Federal Energy Regulatory Commission (FERC) to: (1) adopt additional control and testing requirements for customer-generators necessary to protect public safety and system reliability; and (2) prohibit additional charges by electric suppliers and local distribution systems for equipment or services for safety or performance additional to those necessary to meet such standards. Sets a deadline for FERC to promulgate: (1) model standards for the physical connection between local distribution systems and qualified generation units and other specified electric generation units; and (2) regulations ensuring simplified contracts will be used for the interconnection of electric energy by electric energy transmission or distribution systems and generating facilities with a power production capacity of 250 kilowatts or less.

Samuel B. Moody Bataan Death March Compensation Act - Directs the Secretary of the military department concerned to pay certain compensation to individuals (or their survivors) who, as members of the armed forces during World War II: (1) were captured on the peninsula of Bataan or the island of Corregidor in the Philippines by Japanese forces; and (2) participated in and survived the Bataan Death March. Allows a survivor payment to be made only to an unremarried former spouse of such individual.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Innocence Protection Act of 2001 - Amends the Federal judicial code to authorize a person convicted of a Federal crime to apply to the appropriate Federal court for DNA testing to support a claim that the person did not commit: (1) the Federal crime of which the person was convicted; or (2) any other offense that a sentencing authority may have relied upon when it sentenced the person with respect to such crime. Sets forth: (1) guidelines for the court to use in ordering DNA testing; (2) post-testing procedures; (3) provisions regarding preservation of evidence; (4) criminal penalties for destroying or altering DNA evidence; and (5) provisions regarding post-conviction DNA testing in State criminal justice systems. Prohibits a State from denying an application for DNA testing made by a prisoner in State custody who is under sentence of death if specified conditions apply. Provides grants to prosecutors for DNA testing programs. Establishes the National Commission on Capital Representation. Withholds funds from States not complying with standards for capital representation. Provides for capital defense incentive grants and resource grants. Increases compensation in Federal cases, and sets forth provisions regarding compensation in State cases, where an individual is unjustly sentenced to death. Adds a certification requirement in Federal death penalty prosecutions. Expresses the sense of Congress regarding the execution of juvenile offenders and the mentally retarded.

National Trails System Willing Seller Act - Expresses the sense of Congress that, in order to address problems involving multijurisdictional authority over the National Trails System, the Secretary of the Federal department with jurisdiction over a national scenic or historic trail should: (1) cooperate with appropriate State and local officials and private persons to pursue the trail's development; and (2) be granted sufficient authority to purchase from willing sellers lands and interests in lands critical to trail completion. Provides for Federal acquisition of lands from willing sellers for specified System trails. Amends the National Trails System Act to provide protection for such willing sellers.

Steel Revitalization Act of 2001 - Directs the President to impose quotas, tariff surcharges, or other measures on, and to negotiate enforceable voluntary export restraint agreements with respect to, imports of steel products in order to ensure that: (1) the tonnage of iron ore, coke and coke products, semifinished steel, and pig iron imported into the United States during any month does not exceed the average tonnage of each product that was imported monthly into the United States during the 36-month period preceding July 1997; and (2) the share of domestic consumption of any other applicable steel product in the United States derived from imports during any month does not exceed the average monthly share of domestic U.S. consumption of that steel product during any month in the 36-month period preceding July 1997. Authorizes the Customs Service to refuse entry into the U.S. customs territory for a five-year period of any steel products that exceed their allowable levels. Establishes: (1) the Steel Retiree Health Care Board in the Department of Labor; (2) the Steelworker Retiree Health Care Trust Fund; and (3) the Health Care Benefit Costs Assistance Program. Sets forth the functions of the Board, including to: (1) provide, under the Health Care Benefit Costs Assistance Program, for payments to designated steelworker group health plans to assist in the funding of qualified retiree health benefits under such plans; and (2) establish policies for the investment and management of the Steelworker Retiree Health Care Trust Fund that provides for prudent investments and low administrative costs. Amends the Internal Revenue Code to impose an excise tax on steel sold by the manufacturer, producer, or importer (such taxes to be deposited into the Steelworker Retiree Health Care Trust Fund). Amends the Emergency Steel Loan Guarantee Act of 1999 to increase the aggregate amount of loans guaranteed and outstanding (including additional costs of such loans) at any one time under Emergency Steel Guarantee Loan Program or with respect to a single qualified steel company. Requires the Loan Guarantee Board to approve or deny an application for a guarantee within 45 days after its receipt. Authorizes any person who acquires another person that produces any of the specified categories of steel products contained in this Act to apply to the Secretary of Commerce for a grant to defray the costs necessary to bring, and maintain, the resulting entity into compliance with U.S. environmental laws. Requires the Secretary to make a determination whether or not such mergers will promote the retention of at least 80 percent of the jobs of the steel workers and production of capacity of such steel products. Sets forth penalties for failure to achieve such retention levels.

Civil Rights Tax Relief Act of 2001 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Amends the Internal Revenue Code to establish, for a limited time period, deductions and credits for commercial and residential properties using specified energy efficient construction or reconstruction materials or technologies, including solar energy. Sets forth provisions concerning: (1) allocation of deductions for public property; and (2) property financed by subsidized energy financing. Requires the Secretary of Energy to establish specified certification and compliance procedures.

Conservation and Reinvestment Act - Establishes the Conservation and Reinvestment Act Fund (CRAF). Requires the Secretary of the Treasury to deposit into the CRAF certain Outer Continental Shelf revenues, undisbursed impact assistance and coastal conservation amounts, and interest earned on CRAF investments. Allocates CRAF funds among coastal States for impact assistance and coastal conservation, the Land and Water Conservation Fund, and Federal aid to a certain wildlife restoration fund. Provides for CRAF funding of the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, the National Maritime Heritage Act of 1994, Endangered and Threatened Species Recovery Agreements, and a specified program for payments in lieu of taxes and refuge revenue sharing. Expresses the intent of Congress that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service. Prohibits the expenditure of funds under this Act if such an expenditure diminishes benefit obligations of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Hospital Insurance Trust Fund, or the Supplementary Medical Insurance Trust Fund.

Hope for Children Act - Amends the Internal Revenue Code to increase the expenses allowable towards the adoption credit. Renames such credit as the "Tom Bliley adoption credit."

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Men's Health Act of 2001 - Amends the Public Health Service Act to establish within the Department of Health and Human Services an office to be known as the Office of Men's Health. Requires a report.

Rural Education Initiative Amendments Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to revise the rural education achievement program to extend the authorization of appropriations through FY 2006. Provides, under both formula and competitive grants program components, for: (1) use of funds to support local or statewide education reform efforts intended to improve the academic achievement of elementary and secondary school students and the quality of instruction provided to such students; and (2) the authority of the Secretary of Education to waive a School Locale Code requirement under certain conditions.
