Calling for 2-1-1 Act of 2009 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Belated Thank You to the Merchant Mariners of World War II Act of 2009 - Establishes in the Treasury the Merchant Mariner Equity Compensation Fund for payments by the Secretary of Veterans Affairs of a monthly benefit of $1,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit before October 1, 2009; and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Renames the basic employment eligibility verification pilot program established under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 as the Employment Eligibility Verification System. Directs the Secretary of Homeland Security to provide for permanent nationwide implementation of the System. Requires entities hiring individuals for employment in the United States to participate in such System. Phases in compliance requirements over a seven-year period according to the number of persons employed by the entity. Establishes sanctions for noncompliance. Provides for voluntary participation by entities not required to participate.

Suspension of Federal Income Tax on Unemployment Benefits Act of 2009 - Amends the Internal Revenue Code to suspend, for taxable years beginning after December 31, 2008, and before January 1, 2011, the taxation of unemployment compensation.

Requires government contributions for health benefits for an individual who first becomes an annuitant by reason of retirement from employment with the United States Postal Service on or after July 1, 1971, or for a survivor of such an individual or of an individual who died on or after that date while employed by the Postal Service, to be paid first from the Postal Service Retiree Health Benefits Fund up to the amount contained in the Fund, with any remaining amount paid by the Postal Service (current law requires such contributions to be paid by the Postal Service through September 30, 2016).

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Teacher Tax Reduction Act of 2009 - Amends the Internal Revenue Code to increase from $250 to $500 the dollar limit on the tax deduction for certain expenses of elementary and secondary school teachers and to extend such deduction through 2011.

Prohibits the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) and their affiliates from making: (1) lobbying expenditures; (2) political contributions; or (3) contributions to any nonprofit tax-exempt organization. Declares that violating this Act shall constitute violation of federal law limiting the use of appropriated funds to influence certain federal contracting and financial transactions (thus, imposing the same penalties).

Informed P2P User Act - Makes it unlawful for any person who is not the owner or authorized user of a protected computer to cause or induce the owner or authorized user of the protected computer to install any component of a peer-to-peer file sharing program that intentionally obtains files on the protected computer, or makes such files available to another computer without first providing clear and conspicuous notice that such program obtains files on the protected computer, or makes such files available to another computer, and obtaining the informed consent to the installation of such program for such activities from the owner or authorized user of the protected computer. Makes it unlawful for any person who is not the owner or authorized user of a protected computer to prevent reasonable efforts by such owner or authorized user to: (1) block the installation of a peer-to-peer file sharing program that intentionally obtains files on the protected computer or makes such files available to another computer; or (2) disable or remove any peer-to-peer file sharing program that intentionally obtains files on the protected computer or makes such files available to another computer. Treats a violation of this Act as a violation of a rule defining an unfair or deceptive act or practice prescribed under the Federal Trade Commission Act.

Public-Private Partnerships Community Stabilization Act of 2008 - Directs the Secretary of the Treasury, in carrying out any Act that provides authority to purchase troubled assets from financial institutions, to provide systematically for purchases from the Secretary, by public-private partnerships established at the community, local, and regional levels, of vacant residential properties the Secretary owns, holds, or controls by reason of purchases of troubled assets. Requires any federal property manager to provide for purchases by such partnerships of properties owned, held, or controlled by the manager, for the purpose of retaining the value of such properties, stabilizing communities, and minimizing the fiscal impacts of such Act on taxpayers.

Establishes the Office of the Federal Oil and Gas Permit Coordinator, headed by a Federal Permit Coordinator, to: (1) coordinate permitting activities by federal and state agencies regarding any oil and gas project under a federal lease either onshore or on the Outer Continental Shelf (OCS), including oil shale projects; and (2) ensure the compliance of participating federal and state agencies. Directs the Secretary of the Interior to establish regional offices to coordinate review of federal permits for oil and gas projects on federal lands onshore and on the OCS. Sets forth a schedule for federal agency review of oil and gas applications for: (1) Class I permits, that require preparation of an environmental impact statement to inform the permitting decision; (2) Class II permits, for activities that would not significantly affect the quality of the human environment; and (3) Class III permits, for activities that qualify for a statutory or regulatory categorical exclusion under the National Environmental Policy Act of 1969. Prescribes dispute resolution procedures governing oil and gas permit reviews. Empowers the Regional Permit Coordinator to resolve all administrative issues affecting such reviews. Directs the Regional Permit Coordinators to facilitate and coordinate concurrent state reviews of permits for oil and gas projects in the state or on an adjacent portion of the OCS. Grants the U.S. District Court for the District of Columbia exclusive original jurisdiction over any civil action for the review of a permit decision.

Expresses the sense of Congress that the 110th Congress should: (1) pass meaningful legislation, before final adjournment, to protect commercial and government data, including a robust definition of encryption tied to National Institute of Standards and Technology (NIST) standards; and (2) encourage leaders of government agencies and private enterprises to take responsibility for the data collected and stored within their institution by making data security a top priority within the institution.

Amends the Internal Revenue Code to allow an income and excise tax credit for the production of algae derived fuel and fuel mixtures. Defines "algae derived fuel" as a liquid hydrocarbon product that is derived from the biomass of algal organisms (single- or multi-cellular organisms that are inherently photosynthetic and aquatic). Terminates such credits after 2012.

Establishes the Select Committee on Financial Bailouts to investigate the extraordinary actions taken by the Board of Governors of the Federal Reserve System and the Secretary of the Treasury in 2008. Requires the Select Committee to report to the House of Representatives on: (1) such extraordinary actions; (2) the role that political activities and influence had in affecting the market conditions that led to such actions; and (3) recommendations for congressional action that would prevent the need for the Secretary and the Board to intervene in the capital markets in the future.

Declares that the 110th Congress should not adjourn until comprehensive energy legislation has been enacted into law that: (1) opens the Outer Continental Shelf (OCS), the Arctic National Wildlife Refuge (ANWR), and oil shale reserves to environmentally prudent exploration and extraction; (2) extends expiring renewable energy incentives; (3) encourages the streamlined approval of new refining capacity and nuclear power facilities, and advanced research and development of clean coal, coal-to-liquid, and carbon sequestration technologies; and (4) minimizes drawn out legal challenges that unreasonably delay or prevent actual domestic energy production.

Medicare Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Directs the Secretary to recompute and apply the final Medicare hospice wage index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor.

Strengthening of FDA Integrity Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to apply debarment provisions currently applicable to abbreviated new drugs to any drug products, including new drugs, animal drugs, exported drugs, biological products, and medical devices. Expands the conditions under which persons (i.e., partnerships, corporations, and associations) are subject to mandatory and permissive debarment preventing such persons from submitting an application for approval of a drug product. Requires the Secretary of Health and Human Services, in determining the appropriateness and the period of debarment, to consider whether debarment will affect the public health because sufficient quantities of the drug would not be available. Requires the Secretary to annually report to Congress on the implementation of debarment provisions.

Healthy Transition Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants or cooperative agreements to states: (1) to develop plans for the statewide coordination of services to assist adolescents and young adults with a serious mental health disorder in acquiring the skills, knowledge, and resources necessary to ensure their healthy transition to successful adult roles and responsibilities; and (2) for the coordination of such services. Requires the Secretary to designate a federal entity, or establish a Committee of Federal Partners, to coordinate programs providing such services. Directs such entity or committee to: (1) review how federal programs and efforts that address issues related to the transition of adolescents and young adults with serious mental health disorders may be coordinated to ensure the maximum benefit for the individuals being served; and (2) provide technical assistance to the states who are planning or implementing programs under this Act.

Ryan Haight Online Pharmacy Consumer Protection Act of 2008 - Amends the Controlled Substances Act to prohibit the delivery, distribution, or dispensing of controlled substances over the Internet without a valid prescription. Exempts telemedicine practitioners. Defines "valid prescription" as a prescription that is issued for a legitimate purpose by a practitioner who has conducted at least one in-person medical evaluation of the patient. Adds definitions to the Controlled Substances Act relating to online pharmacies and the issuance of prescriptions over the Internet. Imposes registration and reporting requirements on online pharmacies. Requires an online pharmacy to: (1) display on its Internet homepage a statement that it complies with the requirements of this Act; (2) comply with state laws for the licensure of pharmacies in each state in which it operates or sells controlled substances; (3) post on its Internet homepage specified information, including the name, address, and telephone number of the pharmacy, the qualifications of its pharmacist-in-charge, and a certification of its registration under this Act; and (4) notify the Attorney General and applicable state boards of pharmacy at least 30 days prior to offering to sell, deliver, distribute, or dispense controlled substances over the Internet. Authorizes the Attorney General to issue a special registration under this Act for telemedicine practitioners. Increases criminal penalties involving controlled substances in Schedules III, IV, and V of the Controlled Substances Act. Authorizes states to apply for injunctions or obtain damages and other civil remedies against online pharmacies that are deemed a threat to state residents.

Helping Housing, Awareness, and Navigation Demonstration Services for Individuals With Autism Spectrum Disorders Act of 2008 or the Helping HANDS for Autism Act of 2008 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS Secretary), in coordination with the Secretary of Housing and Urban Development (HUD Secretary) and the Secretary of Education, to establish a demonstration program to award grants to eligible entities to develop an autism navigator program to create a more efficient, effective, coordinated use of the health, housing, education, and social service systems for individuals with an autism spectrum disorder. Requires: (1) an eligible entity that receives a grant to develop an autism navigator program that will recruit, employ, train, assign, and supervise autism navigators; and (2) the HHS Secretary to provide for evaluations to determine the effects of navigator services. Directs the HHS Secretary, in coordination with the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop, demonstrate, and disseminate a standard curriculum for training first responders in assisting individuals with autism and other cognitive behavioral disabilities and their families during emergencies; and (2) award grants to states and local governments to train first responders in providing assistance to such individuals in emergency situations. Requires the HUD Secretary to convene a task force to establish a housing demonstration grant program to award grants to entities to provide a program aimed at providing individualized housing and services to adults with an autism spectrum disorder.

Medicare DMEPOS Competitive Acquisition Reform Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to delay generally until after 2011 full implementation of the Medicare competitive acquisition program for the purchase of durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS). Revises such program, dividing its implementation into two rounds, and specifying covered item updates for 2009-2014. Prescribes requirements for application of accreditation in implementing quality standards. Requires suppliers to disclose subcontractors. Directs the Secretary of Health and Human Services to provide for a competitive acquisition ombudsman within the Centers for Medicare & Medicaid Services to respond to complaints and inquiries by suppliers and individuals. Specifies topics for the Comptroller General's required study and report to Congress on the impact of competitive acquisition of DME on suppliers, manufacturers, and patients. Sets forth a special rule for the competitive acquisition program for diabetic testing strips.

Directs the Secretary of Energy to establish an interagency working group to study and report to specified congressional committees on: (1) factors that affect the pricing of crude oil and refined petroleum products; and (2) the roles, missions, and structures of relevant federal agencies, interagency coordination, and the gaps which need to be filled for the federal government to effectively oversee and regulate crude oil and refined petroleum product markets.

Private Property Rights Protection and Government Accountability Act - Makes any state or political subdivision thereof that carries out a public taking for any private purpose in or affecting interstate commerce ineligible for any federal economic development funds for ten fiscal years. Entitles any owner of private property subject to such a taking to injunctive and declaratory relief. Authorizes appropriations for the Department of Commerce for FY2009-FY2013.

Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor, or in the case of Native American tribes or tribal territories, the designated leader of the tribe or tribal community, to provide financial assistance to hire additional personnel to assist the state or tribe or tribal community with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide, upon the request of a state governor, or in the case of Native American tribes or tribal territories, the designated leader of the tribe or tribal community, technical, legal, or other nonfinancial assistance to facilitate state or tribal consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Requires the coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to refine biomass in order to produce biofuel. Requires the redevelopment authority, in preparing or revising the redevelopment plan for each such designated installation, to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization.

Amends the Clean Air Act to authorize the President to waive the requirement concerning the applicable volume of renewable fuels in gasoline in any year after 2007 through 2022 if the President finds that complying with such requirement in that year is not technologically feasible or that the fuel concerned is not commercially available in the required volume for that year.

Amends the Internal Revenue Code of 1986 to allow an unconventional aviation fuel mixture credit. Defines "unconventional aviation fuel mixture" as an aviation-grade fuel consisting of a mixture of unconventional fuel (any liquid fuel derived from coal and any oil produced from shale) and aviation-grade kerosene. Authorizes the Secretary of Defense to enter into contracts or other agreements to procure liquid fuel derived from coal to meet the fuel requirements of the Department of Defense (DOD), including multi-year contracts for up to 25 years.

Directs the Secretary of Energy to award at least 65 four-year grants per year to undergraduate institutions to fund scholarships for students majoring in nuclear science or nuclear engineering. Requires the Secretary to provide Congress with recommendations for developing a robust nuclear workforce in this country.
