Bear Protection Act of 2008 - Amends the Lacey Act Amendments of 1981 to make it unlawful for any person to import, export, transport, sell, receive, acquire, or purchase in interstate or foreign commerce bear viscera. Defines "bear viscera" as the body fluids or internal organs of a bear, including its gallbladder and excluding its blood or brains. Provides that this Act does not affect the regulation by any state of its bear populations or affect the hunting of bears that is lawful under state laws.

Paul D. Wellstone Muscular Dystrophy Community Assistance, Research, and Education Amendments of 2008 - Amends the Public Health Service Act to designate centers of excellence for research on various forms of muscular dystrophy as Paul D. Wellstone Muscular Dystrophy Cooperative Research Centers. Requires the Muscular Dystrophy Interagency Coordinating Committee to give special consideration to enhancing the clinical research infrastructure required to test emerging therapies for the various forms of muscular dystrophy. Requires the Secretary of Health and Human Services to ensure that any data on patients that is collected as part of the Muscular Dystrophy Surveillance, Tracking and Research Network (MD STARnet) is regularly updated to reflect changes in patient condition over time. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) report to the appropriate congressional committees on MD STARnet and data collection; and (2) provide prospective health outcome data on the health and survival of people with muscular dystrophy. Requires the Director of CDC, in carrying out a program to provide information and education on muscular dystrophy to health professionals and the general public, to: (1) partner with leaders in the muscular dystrophy patient community; and (2) widely disseminate the Duchenne-Becker muscular dystrophy care considerations. Requires the Director of the Agency for Healthcare Research and Quality to: (1) evaluate the available scientific evidence to develop and issue an initial set of care considerations for Duchenne-Becker muscular dystrophy and provide ongoing review and updates where appropriate; and (2) replicate the same methodology used to develop such care considerations as a model for other muscular dystrophies.

Renewable Biomass Facilitation Act of 2008 - Amends the Clean Air Act to redefine the term "renewable biomass" as: (1) materials, precommercial thinnings, or exotic species that are removed as byproducts of preventive treatments to reduce hazardous fuels, to reduce or contain disease or insect infestation, or to restore ecosystem health, that would not otherwise be used for higher-value products, and that are harvested from National Forest System land or public lands in accordance with federal and state law, land management plans, and requirements for old-growth maintenance, restoration, management direction, and large-tree retention under the Healthy Forests Restoration Act of 2003; or (2) any organic matter that is available on a renewable or recurring basis from non-federal land or Indian land held in trust by the United States or subject to a restriction against alienation imposed by the United States, including renewable plant material (including feed grains, other agricultural commodities, other plants and trees, and algae) and waste material (including crop residue, other vegetative waste material, animal waste and byproducts, and construction, food, and yard waste).

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to federal, state, and local governmental agencies and civic groups to carry out such activities; and (3) study other federal activities to honor Ronald Reagan, including the issuance of a postal stamp, the issuance of a $1 coin for one year, and the convening of a joint session of Congress.

Condemns the City Council of Berkeley, California, for impugning the integrity and professionalism of the Marine Corps. Recommends that any special federal projects funding provided under the Consolidated Appropriations Act, 2008, for Berkeley be rescinded. Recognizes: (1) the service and sacrifices of members of the Armed Forces and their families; and (2) the efforts of the United States Marine Corps Recruiting Command. Commends the unique and significant role the Marine Corps has played in upholding U.S. freedom and security. Reaffirms a commitment to ensuring that policy disagreements do not compromise the honor and sacrifice of serving military personnel.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain members of the armed forces or veterans who die as a result of an injury incurred or aggravated on active duty in a war or a combat zone after September 11, 2001. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

Our Nation's Trade, Infrastructure, Mobility, and Efficiency Act of 2007 or the ON TIME Act of 2007 - Declares that it is the purpose of this Act to: (1) address major transportation investment needs in national trade gateway corridors; (2) reduce freight congestion along current and future trade corridors along surface transportation routes that are or will be congested as a result of current or future growth in international trade; and (3) develop corridors that will increase freight transportation system reliability. Directs the Secretary of Transportation (Secretary) to assess and collect a national trade gateway corridor fee on each article imported into, and exported from, the United States. Requires collected fees to be deposited in the National Trade Gateway Corridor Fund for projects in the transportation trade corridors for the Customs port of unloading of imported, or loading of exported, articles. Sets forth requirements with respect to: (1) the allocation of Fund amounts in the form of grants to state departments of transportation to carry out eligible projects in the corridors for the Customs ports of entry; and (2) project selection and eligibility. Requires the Secretary to establish a transportation trade corridor for each Customs port of entry where fees are collected.

Fair and Simple Tax Act of 2008 - Amends the Internal Revenue Code to: (1) establish an alternative income tax rate system with three tax brackets (10, 15, and 30%); (2) repeal the estate and gift tax; (3) adjust the increased alternative minimum tax (AMT) exemption amounts for inflation after 2007 and make such exemptions permanent; (4) reduce the maximum corporate income tax rate to 25%; (5) reduce the maximum tax rate on capital gains to 10%; (6) allow an inflation adjustment to the basis of capital assets for purposes of determining gain or loss; (7) establish new tax-exempt accounts for retirement savings, lifetime savings, and lifetime skills accounts; (8) exempt individuals under age 65 who do not have employer health care coverage from the adjusted gross income threshold for the medical care tax deduction; and (9) make permanent the tax credit for increasing research activities. Repeals the terminating dates applicable to provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 and the Jobs and Growth Tax Relief Reconciliation Act of 2003.

Stealth Tax Relief Extension Act of 2008 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2008; and (2) extend through 2008 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Community-Based Mental Health Infrastructure Improvements Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants to eligible entities for the construction or modernization of facilities to provide mental health and behavioral health services to individuals. Defines an "eligible entity" as: (1) a state that is the recipient of a Community Mental Health Services Block Grant and a Substance Abuse Prevention and Treatment Block Grant under such Act; or (2) an Indian tribe or a tribal organization. Includes among grant application requirements assurances that facilities will be used for not less than 10 years for community-based mental health or substance abuse services for those who cannot pay for such services. Permits a grant recipient to request permission to transfer such 10-year obligation to another facility. Authorizes a state that receives a grant to award a subgrant to a qualified community program for activities such as: (1) the construction, expansion, and modernization of mental and behavioral health facilities; and (2) the construction and structural modification of facilities to permit the integrated delivery of behavioral health and primary care of specialty medical services to individuals with co-occurring mental illnesses and chronic medical or surgical diseases at a single service site. Requires a grant recipient to agree to make available nonfederal contributions matching federal funds provided.

Soboba Band of Luiseno Indians Settlement Act - Approves, ratifies, and confirms the Settlement Agreement dated June 7, 2006, between the Soboba Band of Luiseno Indians (Tribe) and certain water districts in California relating to the water rights of such Tribe. Establishes in the Treasury: (1) the San Jacinto Basin Restoration Fund to pay costs associated with the construction, operation, and maintenance of the basin recharge project for accommodating supplemental imported water deliveries; and (2) the Soboba Band of Luiseno Indians Water Development Fund for costs associated with constructing and maintaining water-related development projects. Provides for waivers and releases of specified claims made by the Tribe. Declares that the United States consents to jurisdiction in the case of Soboba Band of Luiseno Indians v. Metropolitan Water District of Southern California , No. 001-04208, for the purpose of entering the judgment and decree rendered in such case. Allows the Tribe to use water made available to it under the Settlement Agreement for any use it deems advisable on the Reservation and to enter into contracts and other agreements to exchange water made available to it under the Settlement Agreement, subject to certain limitations. Requires the Secretary of the Interior to comply with all federal environmental requirements in implementing the Agreement.

Commends: (1) hospitals, community clinics, educational institutes, and other organizations that are working to increase awareness of, and conducting research for methods to help patients suffering from, the disorder; and (2) the Spastic Paraplegia Foundation for its efforts to educate, support, and provide hope for individuals who suffer from the disorder, while funding research to help find a cure. Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Pediatric, Adolescent, and Young Adult Cancer Survivorship Research and Quality of Life Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to expand and intensify CDC's cancer control programs. Requires the Secretary to: (1) provide guidance to states, in collaboration with the Director of the National Cancer Institute (NCI), on interventions that may be incorporated into state cancer control programs to improve the long-term health status of childhood cancer survivors; (2) encourage states to incorporate strategies for improving their care into their comprehensive cancer plans; (3) collaborate with the NCI Director to improve or develop systems for tracking cancer survivors; and (4) enhance control programs to include a focus on childhood cancer survivorship. Directs the NCI Director to: (1) coordinate National Institutes of Health (NIH) activities regarding cancer survivorship; (2) make grants for research regarding pediatric cancer survivors and health disparities in cancer survivorship within minority populations; (3) conduct or support research to evaluate followup care for childhood cancer survivors; and (4) make grants to establish pilot programs to develop, study, or evaluate model systems for monitoring and caring for cancer survivors. Directs the Secretary to make grants to: (1) establish or improve training programs for health care professionals to improve followup care for young cancer survivors and to ensure that such care is linguistically and culturally competent; (2) pay costs incurred during the first four years of operating a clinic for comprehensive long-term followup services for childhood cancer survivors; and (3) improve physical and psychosocial care for such survivors.

NASA Innovation Fund and Sponsorship Act of 2007 - Establishes within the National Aeronautics and Space Administration (NASA) a NASA Innovation Fund into which amounts collected from charitable donations or in accordance with the Innovation Fund Sponsorship Program (created by this Act) shall be transferred. Authorizes and sets limits on the use of amounts in the Fund for: (1) advertising prize competitions under NASA's Centennial Challenges prize program to stimulate innovation in basic and applied research, technology development, and prototype demonstration that have the potential for application to the performance of space and aeronautical activities of NASA; and (2) expenses incurred in the administration of such competitions. Establishes the NASA Innovation Fund Sponsorship Advisory Committee to advise the Administrator of NASA on carrying out the Innovation Fund Sponsorship Program. Permits any person, under the Innovation Fund Sponsorship Program, to develop and implement a promotional program that includes the use of a partnership logo in exchange for a monetary contribution to the Fund from such person. Requires the NASA Administrator to select and adopt the logo to be used in the promotional program of any sponsor, based upon the recommendations of the Advisory Committee. Requires the NASA Administrator to transmit annual reports to Congress on all action taken by NASA under such Program. Requires the Advisory Committee to annually consult with the directors of specified NASA Centers to solicit ideas for the improvement of such Program.

Medicare Electronic Medication and Safety Protection (E-MEDS) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to: (1) make incentive payments for physician use of an electronic prescription drug program (E-prescribing); and (2) reduce by 10% the fee schedule amount for failure to use E-prescribing. Directs the Administrator of the Centers for Medicare & Medicaid Services to report to Congress on progress on implementing E-prescribing under the Medicare electronic prescription drug program.

Prioritizing Resources and Organization for Intellectual Property Act of 2007 - Amends federal copyright law to: (1) provide a safe harbor for copyright registrations that contain inaccurate information; (2) provide that copyright registration requirements apply to civil (not criminal) infringement actions; (3) require courts to issue protective orders to prevent disclosure of seized records relating to copyright infringement; (4) revise standards for civil damages in copyright infringement and counterfeiting cases; and (5) prohibit importing and exporting of infringing copies of copyrighted works. Amends the federal criminal code with respect to intellectual property to: (1) enhance criminal penalties for infringement of a copyright, for trafficking in counterfeit labels or packaging, and for causing serious bodily harm or death while trafficking in counterfeit goods or services; and (2) enhance civil and criminal forfeiture provisions for copyright infringement and provide for restitution to victims of such infringement. Establishes within the Executive Office of the President the Office of the United States Intellectual Property Enforcement Representative to formulate a Joint Strategic Plan for combating counterfeiting and piracy of intellectual property and for coordinating national and international enforcement efforts to protect intellectual property rights. Directs the Under Secretary of Commerce for Intellectual Property and the Director of the U.S. Patent and Trademark Office (USPTO) to appoint 10 additional intellectual property attaches to work with foreign countries to combat counterfeiting and piracy of intellectual property. Establishes within the Department of Justice (DOJ) the Intellectual Property Enforcement Division to be headed by an Intellectual Property Enforcement Officer (IP Officer). Amends the Computer Crime Enforcement Act to modify grant programs for combating computer crime to include infringement of copyrighted works over the Internet. Directs the Office of Justice Programs of DOJ to make grants to state and local law enforcement agencies to combat intellectual property theft and infringement crimes. Directs the Attorney General to: (1) review Computer Hacking and Intellectual Property (CHIP) units and provide such units with additional support and resources; (2) direct each U.S. attorney to review policies for accepting or declining prosecutions of criminal cases involving intellectual property theft; (3) deploy five additional Intellectual Property Law Enforcement Coordinators in foreign countries to protect the intellectual property rights of U.S. citizens; and (4) increase DOJ training and assistance to foreign governments to combat counterfeiting and piracy of intellectual property.

Aerial Firefighter Relief Act of 2007 - Amends the Federal Land Policy and Management Act of 1976 to provide for death and disability benefits for aerial firefighters who serve the Forest Service or any agency of the Department of the Interior and suffer death or disability in the line of duty. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for similar eligibility of aerial firefighters for public safety officer death benefits, applicable to a public agency.

Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

Commends all U.S. Post Offices that display photographs of local community members who are serving in the Armed Forces and are deployed overseas. Reaffirms the authority of the U.S. Postal Service to display in post offices official photographs of members of the Armed Forces at the request of the community or the servicemembers' families. Urges U.S. Post Offices to reserve or designate space in their public areas for the purpose of displaying photographs of servicemembers.

California Wildfire Tax Relief Act of 2007 - Provides special tax treatment for taxpayers in areas affected by the California wildfires of October 2007 relating to: (1) nonrecognition of gain from the involuntary conversion of property; (2) limitations on charitable contributions for relief efforts; (3) the exclusion from gross income for discharges of indebtedness; (4) mortgage revenue bonds; (5) limitations on personal casualty losses; (6) additional tax exemptions for providing housing for displaced individuals; (7) earned income calculations; (8) dependency status for purposes of tax exemptions or the child tax credit; (9) premature withdrawals from retirement plans; (10) income averaging; (11) recontributions to tax-deferred home purchase plans; and (12) loans from tax-qualified employer plans.

Truth in Accounting Act of 2007 - Requires the Secretary of the Treasury to include in the audited financial statement of executive branch accounts of the previous year a calculation of the net present value of the overall fiscal exposures of the U.S. government. Requires such financial statement to include a program-by-program calculation of: (1) the generational imbalance; (2) the fiscal imbalance; and (3) the total amount of the fiscal imbalance plus the public debt. Instructs the President, in preparing the federal budget, to take this financial statement into consideration, including the effect of the overall budget upon: (1) the generational imbalance calculation and the fiscal imbalance calculation; and (2) the net present value of the overall fiscal exposures of the federal government. Directs the Secretary to testify each year before Congress on the financial statement for the preceding fiscal year. Directs the Comptroller General to: (1) assess the financial condition of the U.S. government in an annual report to Congress; and (2) testify before Congress on that condition, upon request.

Amends the Internal Revenue Code to: (1) exclude participations and residuals from the dollar limitation on the taxpayer election to expense qualified film and television production costs; (2) allow amortization of costs ineligible for expensing; and (3) make such expensing election permanent.

Taxpayer Choice Act of 2007 - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax on individual taxpayers after 2006; and (2) allow taxpayers to elect an alternative income tax system. Makes permanent the capital gains and dividends rate reductions enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2001.

Supports the observance of Breast Cancer Awareness Month in order to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Salutes the more than 2.4 million breast cancer survivors in the United States and the efforts of victims, volunteers, and professionals who combat breast cancer each day. Recognizes and applauds the national and community organizations for their work in promoting awareness about breast cancer, providing information, and offering treatment to its sufferers. Urges organizations and health practitioners to use this opportunity to promote awareness about breast cancer, to support monthly self-examinations, and to encourage annual mammograms.

Authorizes the Administrator of the Environmental Protection Agency (EPA) to accept, as part of a settlement of any alleged violations of environmental law, diesel emissions reduction Supplemental Environmental Projects if the projects: (1) protect human health or the environment; (2) are related to the underlying alleged violations; (3) do not constitute activities that the defendant would otherwise be legally required to perform; and (4) do not provide funds for EPA's staff or for contractors to carry out EPA's internal operations.

Healthy Workforce Act of 2007 - Amends the Internal Revenue Code to allow employers a 50% tax credit for the costs of providing employees with a qualified wellness program. Defines "qualified wellness program" as a program that is certified by the Secretary of Health and Human Services and that consists of a health awareness and education component, a behavioral change component, and a supportive environment component. Terminates such credit after 2017. Requires the Secretary of the Treasury to institute an outreach program to inform businesses about the availability of such wellness program tax credit.
