Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Legislative Line Item Veto Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed cancellation. Dedicates any cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Dependence Reduction through Innovation in Vehicles and Energy Act or DRIVE Act - Directs the Director of the Office of Management and Budget to publish in the Federal Register an oil savings target and action plan for specified calendar years. Directs the Secretary of Energy to conduct a national media campaign to decrease oil consumption in the United States over the next decade. Directs the Secretary of Transportation to develop: (1) a fuel efficiency program for passenger car and light truck tires; (2) a program to designate Transit-Oriented Development Corridors; and (3) pilot projects to save oil by reducing vehicle miles traveled. Directs the Administrator of the Environmental Protection Agency to: (1) develop a testing and assessment program to determine the fuel economy of heavy duty vehicles; (2) establish a near-term electric transportation deployment program; and (3) implement a fuel and technology neutral program to reduce tailpipe emissions. Directs the Secretary of Transportation to prescribe average heavy duty vehicle fuel economy standards. Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to make loan guarantees for eligible projects to improve hybrid technologies or to encourage production of efficient hybrid and advanced diesel vehicles. Requires a specified graduated percentage of passenger cars manufactured by light-duty motor vehicles manufacturers to be fuel choice enabling motor vehicles or alternative fuel automobiles. Amends the Internal Revenue Code to: (1) allow an advanced technology motor vehicles manufacturing tax credit; (2) allow a flexible fuel vehicle tax credit; (3) extend the alternative vehicle tax credit for new qualified hybrid motor vehicles; (4) allow a fuel-efficient tax credit for private fleets; (5) subject heavy vehicles to the depreciation limitation for certain luxury automobiles; (6) increase the alternative fuel vehicle refueling property tax credit; (7) provide a graduated tax credit for plug-in hybrid electric passenger and light truck vehicles; and (8) allow an idling reduction tax credit for heavy-duty diesel-powered on-highway vehicles. Establishes the Alternative Fueling Infrastructure Trust Fund. Authorizes the Secretary of Energy to obligate sums from the Fund for the Clean Cities grant program to increase the availability to consumers of ethanol, biodiesel, and other alternative fuels. Amends the Clean Air Act to prescribe minimum annual quantities of renewable fuel from cellulosic biomass. Directs the Secretary of Energy to: (1) require at least a 20% reduction in the federal fleets' petroleum consumption (including that at least 30% of federal vehicles required to be alternative fuel vehicles be flexible fuel hybrid or flexible fuel plug-in hybrid vehicles); (2) submit to Congress an action plan calling for a specified graduated percentage of the nation's ground fuel demand to be supplied by fuels derived from sources other than oil; and (3) carry out a plug-in hybrid electric vehicle prize program.

Export Freedom to Cuba Act of 2007 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision does not: (1) restrict presidential authority in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers; and (2) authorize U.S. importation of personal consumption goods acquired in Cuba.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Digital Television Consumer Education Act of 2007 - Amends the Communications Act of 1934 to require through December 1, 2009: (1) retail distributors that sell or rent televisions with analog receivers, including distributors that sell by direct mail or electronic means, to prominently display a specified consumer alert respecting digital television transition information; (2) multichannel video programming distributors to include specified transition information in consumer bills; and (3) full-power commercial television broadcast licensees or permittees to report at least quarterly to the Federal Communications Commission (FCC) respecting transition education efforts to consumers. Authorizes the FCC to issue civil forfeitures for violations of such requirements. Requires the FCC to establish: (1) a digital television public outreach program, including FCC website information; and (2) the DTV Working Group to consult with state and local governments, providers of low-income assistance programs, educational institutions, community groups, and the National Telecommunications and Information Administration to promote consumer outreach regarding such transition and the converter-box program. Amends the Digital Television Transition and Public Safety Act of 2005 to require the Assistant Secretary of Commerce for Communications and Information to establish energy consumption standards applicable to digital-to-analog converter boxes in order for such boxes to qualify for certain coupon purchases. States that such standards shall be the exclusive energy consumption standards for converter boxes manufactured or imported for use in the United States on and after the effective date established by the Assistant Secretary and until January 1, 2010.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Teacher Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $400; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Home Ownership for America's Veterans Act of 2007 - Amends the Internal Revenue Code to: (1) extend the eligibility period of veterans for mortgage financing; and (2) require annual inflation adjustments after 2010 to limits on state veteran bond amounts based on the Conventional Mortgage Home Price Index (compiled by Freddie Mac).

Securing America's Energy Independence Act of 2007 - Amends the Internal Revenue Code to extend through 2016: (1) the energy tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential energy efficient property expenditures. Allows such credits to be applied against alternative minimum tax liability. Includes advanced energy storage systems as energy property for purposes of the tax credit. Provides for a special credit amount for solar photovoltaic energy property and residential energy efficient property based upon kilowatt capacity. Allows accelerated depreciation (three-year recovery period) for solar energy and fuel cell property.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Native American Methamphetamine Enforcement and Treatment Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm that eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Cell Phone Tax Moratorium Act of 2007 - Prohibits states from imposing any new discriminatory tax on mobile services (cell phones), mobile services providers, or mobile services property for three years after enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property which is not generally imposed on other types of services or property or is generally imposed at a lower rate.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Amends the Internal Revenue Code to make permanent the tax deductions for state and local sales taxes, for certain expenses of elementary and secondary school teachers, and for tuition and related expenses. Exempts certain provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 relating to the child tax credit, marriage penalty relief, repeal of the estate tax, and the tax deduction for higher education expenses from the general terminating date of that Act (i.e., December 31, 2010).

Notch Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to the benefit computation formula for individuals affected by the changes in benefit computation rules enacted in the Social Security Amendments of 1977 who became eligible (at age 62) for (early retirement) old-age insurance benefits after 1978 and before 1989 (and reached age 65 for full-retirement benefits after 1981 and before 1992). Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55% to 5% keyed to the year an individual became eligible for (early retirement) benefits between 1978 and 1989. Provides for an election to receive such payments in a lump sum.

Retired Pay Restoration Act - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Illegal Immigration Enforcement and Social Security Protection Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require inclusion of encrypted machine-readable electronic identification strips on Social Security cards. Requires the Commissioner of Social Security to: (1) develop the strip in a manner that enables employers to access the Employment Eligibility Database (EED) established by this Act; and (2) transmit to the Secretary of Homeland Security necessary information from an individual's application for a Social Security card or number for inclusion in the EED. Directs the Secretary to establish and maintain the EED. Requires the EED to include data on the citizenship status and work and residency eligibility of noncitizens authorized to work in the United States. Restricts access to EED information. Prohibits individuals from commencing employment with a U.S. employer absent a Social Security card that meets the requirements of this Act and presentation of such card to the employer. Prohibits employers from hiring individuals absent verification of identity and work authorization. Authorizes the Secretary to: (1) assess penalties against employers who knowingly hire unauthorized workers or fail to comply with verification procedures; and (2) bring civil actions against those who fail to pay assessments or otherwise violate this Act. Establishes criminal penalties for such violations. Requires integration of Border Patrol and Federal Bureau of Investigation (FBI) fingerprint databases. Prohibits this Act from being construed to establish a national identification card.

Elsinore Valley Municipal Water District Wastewater and Recycled Water Facilities Act of 2007 - Amends the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior, in cooperation with the Elsinore Valley Municipal Water District, California, to participate in the design, planning, and construction of permanent facilities needed to establish recycled water distribution and wastewater treatment and reclamation facilities that will be used to treat wastewater and provide recycled water in the District. Limits the federal share of the total cost of each project to 25%.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Renames the basic employment eligibility verification pilot program established under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 as the Employment Eligibility Verification System. Directs the Secretary of Homeland Security to provide for permanent nationwide implementation of the System. Requires entities hiring individuals for employment in the United States to participate in such System. Phases in compliance requirements over a seven-year period according to the number of persons employed by the entity. Establishes sanctions for noncompliance. Provides for voluntary participation by entities not required to participate.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

High-Performance Green Buildings Act of 2007 - Directs the Administrator of General Services to establish an Office of High-Performance Green Buildings. Requires the Office Director to: (1) establish a Green Building Advisory Committee; (2) carry out public outreach; (3) develop and recommend a high-performance green building research plan; (4) analyze current budget and contracting practices that affect achievement of high-performance green buildings; and (5) develop and implement a comprehensive indoor air quality program for federal facilities. Requires the Director to identify incentives to encourage the use of green buildings and related technology in federal government operations. Requires the Director of the Office of Federal Procurement Policy to: (1) revise applicable acquisition regulations; and (2) issue guidance to federal procurement executives on renegotiating proposed facilities design, existing facilities renovations, and leased facilities improvements. Requires the Director to consult with the Committee to assist in the implementation of the Environmental Stewardship Scorecard announced at the White House Summit on federal sustainable buildings in 2006. Requires the Office to carry out specified demonstration projects at federal buildings and universities to contribute to its research goals.

Secure Rural Schools and Community Self-Determination Reauthorization Act of 2007 - Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to extend the Act through FY2013. Revises requirements regarding the merchantable material contracting pilot program. Requires counties participating in county projects to submit a specified notification for each project for which the participating county obligated county funds. Provides for the review of such notifications.

Ending the Medicare Disability Waiting Period Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) phase out the waiting period for disabled individuals to become eligible for benefits under SSA title XVIII (Medicare); and (2) eliminate the waiting period for individuals with life-threatening conditions to become eligible for such benefits. Directs the Secretary of Health and Human Services to request the Institute of Medicine of the National Academy of Sciences to study the range of disability conditions that can be delayed or prevented if individuals receive access to health care services and coverage before a condition reaches disability levels.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Combat-Related Special Compensation Act - Authorizes monthly combat-related special compensation pay to any military retiree who is entitled to retired pay and has a combat-related disability. (Currently, a retiree must meet those requirements and also have completed at least 20 years of retirement-creditable military service.) Provides a special compensation rule with respect to retirees with less than 20 years of service.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Melanie Blocker-Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify research and related activities on postpartum depression and postpartum psychosis. Requires the Director of NIMH to conduct or support research to expand the understanding of the causes of, and to find a cure for, such conditions. Directs the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such conditions and their families. Allows the Secretary to provide technical assistance to grant recipients.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Fallen Firefighters Assistance Tax Clarification Act of 2006 - Treats payments made to a family member before June 1, 2007, by a charitable foundation on behalf of any firefighter who died in the October 2006 Esperanza Incident in southern California as related to such foundation’s exempt function (and thus tax-exempt) if such payments are made in good faith using a reasonable and objective formula which is consistently applied.

California Desert and Mountain Heritage Act - Designates as wilderness: (1) certain Bureau of Land Management (BLM) lands in the Cleveland National Forest, to be part of the Agua Tibia Wilderness; (2) specified lands in the San Bernardino National Forest to be known as the Cahuilla Mountain Wilderness and the South Fork San Jacinto Wilderness and as part of the Santa Rosa Wilderness; (3) certain BLM land in Riverside County, California, to be known as the Beauty Mountain Wilderness; and (4) certain land in Joshua Tree National Park, to be part of the Joshua Tree Wilderness. Designates certain lands in the Joshua Tree National Park as potential wilderness. Requires the Secretary of the Interior to manage such land as wilderness until it is incorporated into the Joshua Tree Wilderness (effective when the Secretary publishes notice that all uses of the land prohibited by the Wilderness Act have ceased or that sufficient inholdings have been acquired to establish a manageable wilderness unit). Amends the Wild and Scenic Rivers Act to designate as wild, scenic, or recreational rivers specified segments of the North Fork San Jacinto River, Fuller Mill Creek, Palm Canyon Creek, and Bautista Creek in California. Amends the Santa Rosa and San Jacinto Mountains National Monument Act of 2000 to include additional lands within the boundaries of the Santa Rosa and San Jacinto Mountains National Monument.

Equitable Agriculture Today for a Healthy America Act or the EAT Healthy America Act - Amends provisions with respect to: (1) specialty crops; (2) the tree assistance program; (3) the conservation reserve program; (4) the wetlands reserve program; (5) the farmland protection program; (6) the grassland reserve program; (7) the wildlife habitat incentive program; (8) the environmental qualities incentives program; (9) air quality improvement; (10) integrated pest management initiative; (11) native plant habitat restoration; (12) agricultural trade; (13) invasive pests and diseases; (14) nutrition; (15) agricultural research; and (16) renewable energy, including crop biomass waste.

National Institutes of Health Reform Act of 2006 - Amends the Public Health Service Act to: (1) reorganize the National Institutes of Health (NIH); (2) establish the Division of Program Coordination, Planning, and Strategic Initiatives (the Division); (3) limit the total number of national research institutes and national centers; and (4) establish procedures for future NIH reorganizations. Requires the Secretary of Health and Human Services to establish the Scientific Management Review Board to advise the appropriate officials on the organization of NIH. Requires the Secretary, acting through the Director of NIH, to: (1) be responsible for program coordination across national research institutes and national centers; (2) ensure that scientifically based strategic planning is implemented in support of research priorities; and (3) ensure that NIH resources are sufficiently allocated for research projects identified in the strategic plans. Requires the Director to establish the Council of Councils to advise the Director on matters related to the policies and activities of the Division. Requires the Secretary, acting through the Director, to establish an electronic system to uniformly code NIH research grants and activities. Sets forth NIH reporting requirements to Congress, the Secretary, the Commissioner of Food and Drugs, and the Inspector General of the Department of Health and Human Services. Allows the Secretary, acting through the Director, to allocate funds for the national research institutes and national centers to make grants for the purpose of improving the public health through demonstration projects for biomedical research at the interface between the biological, behavioral, and social sciences and the physical, chemical, mathematical, and computational sciences.

Ryan White HIV/AIDS Treatment Modernization Act of 2006 - Amends the Public Health Service Act to maintain a metropolitan area's eligibility to receive an AIDS emergency relief grant until such area fails to meet eligibility requirements for three consecutive years. Amends the formula for awarding grant funds to consider the number of living names-based cases of HIV/AIDS. Provides for exemptions and adjustments for states that continue to use code-based reporting. Limits the amount by which a grant to an eligible metropolitan area can decrease each year. Sets forth provisions regarding the use or return of unobligated balances of a grant award. Directs the chief elected official of an eligible area to use not less than 75% of grant funds to provide core medical services. Allows the Secretary of Health and Human Services to grant waivers to such requirement. Establishes a transitional grant program for metropolitan areas with lower numbers of AIDS cases. Requires the Secretary to develop and maintain a list of classes of core AIDS Drug Assistance Program (ADAP) antiretroviral therapeutics. Requires states to ensure that such medications are the minimum treatments provided by the ADAP program. Provides for supplemental grants to states that demonstrate a need for supplemental financial assistance. Provides for grants to states for the universal testing of newborns for HIV/AIDS. Expands the program for early intervention services grants to require the provision of core medical services for individuals with HIV/AIDS in underserved populations. Establishes a grant program for the provision of family-centered care involving outpatient or ambulatory care for women and children with HIV/AIDS. Provides for activities to evaluate and address the disproportionate impact of HIV/AIDS and disparities in access, treatment, care, and outcome on racial and ethnic minorities.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

High-Performance Green Buildings Act of 2006 - Directs the Administrator of General Services to establish an Office of High-Performance Green Buildings. Requires the Office Director to: (1) establish a Green Building Advisory Committee; (2) carry out public outreach; (3) develop and recommend a high-performance green building research plan; (4) analyze current budget and contracting practices that affect achievement of high-performance green buildings; and (5) develop and implement a comprehensive indoor air quality program for federal facilities. Requires the Director to identify incentives to encourage the use of green buildings and related technology in federal government operations. Requires the Director of the Office of Federal Procurement Policy to: (1) revise applicable acquisition regulations; and (2) issue guidance to federal procurement executives on renegotiating proposed facilities design, existing facilities renovations, and leased facilities improvements. Requires the Director to consult with the Committee to assist in the implementation of the Environmental Stewardship Scorecard announced at the White House Summit on federal sustainable buildings in 2006. Requires the Office to carry out specified demonstration projects at federal buildings and universities to contribute to its research goals.

Establishes the Commission for the Deployment of Hydrogen and Fuel Cells to: (1) develop a strategic plan that identifies the best methods available to marshal the resources of the federal, state, local governments, the private sector, and academia to achieve mass commercialization of hydrogen as an energy source for stationary and vehicle fuel cells; (2) examine ways to ensure that the United States can use all available feedstocks for hydrogen production; and (3) make recommendations for an appropriate entity to monitor ongoing progress in implementing the strategic plan.
