Provides that, if the federal medical assistance percentage (FMAP) determined under title XIX (Medicaid) of the Social Security Act without regard to this Act for a state for FY2008 is less than the FMAP as so determined for FY2007, the FY2007 FMAP shall be substituted for the FMAP for the third and fourth calendar quarters of FY2008, before the application of this Act. Provides that, if the FMAP determined without regard to this Act for a state for FY2009 is less than the FMAP as so determined for FY2008, the FY2008 FMAP shall be substituted for the FMAP for the first, second, and third calendar quarters of FY2009, before the application of this Act. Provides that, for each eligible state for the third and fourth calendar quarters of FY2008, and for the first, second, and third calendar quarters of FY2009, the FMAP shall be increased by 2.95 percentage points. Provides for an increase in the cap on Medicaid payments to Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. Declares that, only for FMAP computation purposes, any significant disproportionate employer pension or insurance fund contribution shall be disregarded in computing the per capita income of a state, but not in computing the per capita income for the continental United States (and Alaska) and Hawaii.

Credit Cardholders' Bill of Rights Act of 2008 - Amends the Truth in Lending Act to prohibit a creditor from using certain adverse information, including information in a consumer report or any change in a consumer's credit score, as the basis for increasing any annual percentage rate (APR) of interest on the consumer's outstanding balance under an open end consumer credit plan, except for actions or omissions of the consumer directly related to such account. (Thus eliminates the universal default for credit already outstanding.) Bars a creditor from changing any term of the contract or agreement of an open end consumer credit plan until contract renewal, except for specific material reasons already contained in the contract or agreement. Requires advance notice of credit card account rate increases. Authorizes a consumer who receives such notice to: (1) cancel the credit card without penalty or the imposition of any fee; and (2) pay any outstanding balance that accrued before the effective date of the increase at the APR and in the repayment period in effect before notice was received. Prohibits a creditor from imposing interest on credit repaid within the interest-free repayment time period. (Thus prohibits double cycle billing). Prohibits the imposition of fees on any outstanding balance on a credit card account attributable only to accrued interest on previously repaid credit. Requires each periodic statement of account to provide specified information on obtaining the payoff balance. Prohibits a creditor from furnishing information to a consumer reporting agency concerning a newly opened credit card account until the consumer has used or activated the credit card. Details mandatory pro rata payment allocations by a creditor. Authorizes a consumer to opt-out of creditor authorization of over-the-limit transactions if fees are imposed. Restricts the frequency of over-the-limit fees. Specifies the contents of credit card price and availability information the Board of Governors of the Federal Reserve System must collect and make public semiannually. Prescribes a standard for the initial issuance of subprime or "fee harvester" cards (accounts requiring first-year fee payments in excess of 25% of the total amount of credit authorized).

Armed Forces Suicide Prevention Act of 2008 - Directs the Secretary of Defense to undertake specified actions to enhance the suicide prevention programs of the Department of Defense (DOD), including: (1) suicide prevention training for all members of the Armed Forces and DOD civilian health care community and family support professionals; and (2) a suicide prevention outreach program throughout the Armed Forces and military family communities. Directs the Secretary to provide readjustment assistance to spouses and parents of members returning from deployments, including information on: (1) ways to identify signs and symptoms of risk factors for suicide; and (2) the national suicide prevention hotline and other suicide prevention resources. Authorizes the Secretary to award grants and enter into cooperative agreements to identify and implement within DOD strategies for: (1) the recruitment and retention of qualified military behavioral health professionals to provide mental health services, and substance abuse disorder prevention and treatment services, to members; and (2) reducing the stigma associated with seeking mental health treatment.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain members of the armed forces or veterans who die as a result of an injury incurred or aggravated on active duty in a war or a combat zone after September 11, 2001. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

States that any formal agreement emerging from the "Declaration of Principles for a Long-term Relationship of Cooperation and Friendship Between the Republic of Iraq and the United States of America" shall not have the effect of force of law unless the agreement is approved by Congress after the date of enactment of this Act. Expresses the sense of Congress that any formal agreement emerging from such Declaration must be approved by the Iraqi legislature. Prohibits funds appropriated or otherwise made available to the Department of Defense (DOD) or any other U.S. department or agency from being used to enforce or implement any formal agreement emerging from such Declaration unless the agreement is approved by Congress.

Requires, if the Secretary of the Interior acquires by donation from the Borlaug Heritage Foundation fee simple and unencumbered title to the Norman E. Borlaug Birthplace site and the Norman E. Borlaug Childhood Home site (both in Cresco, Iowa) and any related personal property, designation of all such property as a National Historic Site and as a unit of the National Park System, to be known as the "Dr. Norman E. Borlaug Birthplace Home National Historic Site."

Beginning Farmers and Ranchers Act of 2007 [ sic ] - Amends the Internal Revenue Code to exclude from gross income 100% of the gain, up to $500,000, from the sale of qualified farm property to a first-time farmer who certifies that such property will be used for farming purposes for 10 years. Allows: (1) a 50% exclusion for the sale of qualified farm property to any other person who certifies that such property will be used for farming purposes for 10 years; and (2) a 25% exclusion for the sale of qualified farm property to any other person for any other use. Defines "qualified farm property" as real property located in the United States which is used for farming purposes for a specified three-year period and in which there was material participation by the taxpayer or the taxpayer's spouse or family member. Requires the recapture of tax benefits if qualified farm property is sold or ceases operation as a farm before the required 10-year period.

Amends title XVIII (Administration) of the Social Security Act to: (1) require the Commissioner of Social Security to submit the annual budget of the Social Security Administration (SSA) directly to Congress and the President; (2) specify the general contents of the budget, including the amount of funds required to combat fraud committed by applicants and beneficiaries, the number of pending cases and the average processing time, as well as employment statistics for each hearing and field office; (3) prohibit the Commissioner from closing or otherwise limiting public access to an SSA field office until 180 days after submitting to specified congressional committees a detailed report outlining and justifying the process for selecting field offices to be closed or otherwise have limited access; and (4) require the Commissioner to submit to the same committees, 90 days before revising the comprehensive work force plan which must accompany any appropriations request for SSA staffing and personnel, a document setting forth the revision.

Emergency Unemployment Compensation Act of 2008 - Provides for federal-state agreements during a period of rising unemployment under which a state will pay emergency unemployment compensation to individuals who: (1) have exhausted all rights to regular compensation under state or federal law for a benefit year (excluding any benefit year that ended before March 1, 2007); (2) have no rights to regular compensation or extended compensation with respect to a week under such law or any other state unemployment compensation law or to compensation under any other federal law; and (3) are not receiving compensation for such week under the unemployment compensation law of Canada. Requires federal payments to states to cover 100% of such temporary extended unemployment compensation payments. Provides for federal-state agreements for increased regular unemployment compensation payments to certain individuals. Amends the Social Security Act to provide for special transfers to state accounts in the Unemployment Trust Fund for unemployment compensation modernization incentive payments and for administration.

The Guard and Reserves Are Fighting Too Act of 2008 - Recodifies under federal veterans' benefits provisions former federal armed forces provisions relating to educational assistance programs for members of the Ready Reserve ordered to active duty by reason of war or national emergency. Revises the amount of assistance available for licensing or certification tests. Includes under such recodification provisions concerning an educational assistance allowance for members of the Ready Reserve for flight training. Repeals the authority for accelerated payment of such assistance. Provides for program administration through the Department of Veterans Affairs (VA) for FY2010 and thereafter (with transition provisions). Extends the time limitation for the use of the Ready Reserve educational assistance entitlement to ten years after separation from the Ready Reserve.

Directs the Secretary of Agriculture to conduct studies on: (1) the economic and trade impact of exports of food products from cloned animals; (2) Department of Agriculture programs to monitor products from cloned animals in the food supply; (3) the health effects and costs attributable to milk from cloned animals in the food supply; and (4) the safety of food products derived from cloned animals.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Recognizes the need to pursue research into the causes, treatment, and a cure for primary lateral sclerosis. Commends: (1) hospitals, community clinics, educational institutes, and other organizations that are working to increase awareness of, and conducting research for methods to help patients suffering from, the disorder; and (2) the Spastic Paraplegia Foundation for its efforts to educate, support, and provide hope for individuals who suffer from the disorder, while funding research to help find a cure. Expresses support for the designation of a Hardy Brown Primary Lateral Sclerosis Awareness Month.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Code Talkers Recognition Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for: (1) the award on behalf of Congress of a single gold medal of appropriate design to honor the Native American members of the U.S. Armed Forces, collectively, who served as Code Talkers in any foreign conflict in which the United States was involved during the 20th century for display in the Smithsonian Institution; and (2) presentation of a gold duplicate of such medal to each Indian tribe that had tribal members who served as such Code Talkers. Directs the Secretary of the Treasury to strike: (1) silver duplicates for transmittal to each individual who served as a Code Talker (or next of kin); and (2) bronze duplicates for public sale.

Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.

Advocates Dedicated to Older Child Parental Tax Credit (ADOPT) Act of 2007 - Amends the Internal Revenue Code to allow a $2,000 tax credit for costs associated with the adoption of a child who has reached nine years of age before the adoption decree becomes final. Allows the credit each year until such child attains the age of 19.

Enhancing Safety in Medicine Utilizing Leading Advanced Simulation Technologies to Improve Outcomes Now Act of 2007 - Amends the Public Health Service Act to require the Director of the Agency for Healthcare Research and Quality to conduct and support research, evaluations, initiatives, and demonstration projects, and provide grants or enter into contracts or cooperative agreements, to enhance the deployment of medical simulation technologies and the incorporation of such technologies and equipment into medical, nursing, allied health, podiatric, osteopathic, and dental education and training protocols. Requires the Director to: (1) establish medical simulation centers of excellence; (2) promote innovation by conducting and supporting research on complex or challenging medical simulation and interdisciplinary simulation technologies and developing an electronic clearinghouse of such technologies; and (3) award grants for purchasing, incorporating, and deploying such technologies for training of physicians, nurses, allied health professionals, and qualified students. Establishes within the Department of Health and Human Services (HHS) the Federal Medical Simulation Coordinating Council. Requires the Director to establish an advisory panel to make recommendations on how to structure programs established by this Act.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Medicare Fracture Prevention and Osteoporosis Testing Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a national minimum payment amount for CPT code 77080 (relating to dual energy x-ray absorptiometry, or DXA, the most widely accepted method of measuring bone mass to predict fracture risk) and CPT code 77082 (relating to vertebral fracture assessment, or VFA), and any successor to such codes as identified by the Secretary (bone mass scans). Directs the Secretary to arrange with the Institute of Medicine of the National Academies to conduct a study for a report to the Secretary and Congress on: (1) the ramifications of Medicare reimbursement reductions for DXA and VFA on beneficiary access to bone mass measurement benefits; and (2) the methods to increase use of bone mass measurement by Medicare beneficiaries.

Veterans Suicide Study Act - Directs the Secretary of Veterans Affairs conduct a study to determine the number of veterans who have committed suicide between January 1, 1997, and the date of the enactment of this Act.

Rural Veterans Health Care Access Act of 2007 - Directs the Secretary of Veterans Affairs (Secretary) to establish and implement a pilot program to provide mental health counseling services to eligible veterans at non-Department of Veterans Affairs (VA) medical facilities. Defines "eligible veteran" as one who: (1) served on active duty in support of a contingency operation; (2) is eligible to receive hospital care and medical services; (3) has been diagnosed with a mental health condition and recommended to receive mental health counseling; and (4) resides at least 30 miles from a VA medical facility that employs a full-time mental health professional. Requires the Secretary to issue to an eligible veteran a six-month supply of vouchers to be used to pay for counseling (including family counseling) services provided by the mental health provider. Requires the Secretary to conduct a study on the effectiveness of the pilot program.

Registered Nurse Safe Staffing Act of 2007 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) require each participating hospital to adopt and implement a staffing system that ensures a number of registered nurses on each shift and in each unit of the hospital to ensure appropriate staffing levels for patient care; (2) provide for the public reporting of certain staffing information, including a daily posting for each shift in the hospital of the current number of licensed and unlicensed nursing staff directly responsible for patient care; (3) prescribe recordkeeping, data collection, and evaluation requirements for participating hospitals; (4) specify civil monetary penalties for violations of such requirements; and (5) provide whistleblower protections.

Women Veterans Health Care Improvement Act - Requires the Secretary of Veterans Affairs to: (1) conduct a long-term epidemiological study on the health of women veterans who served on active duty in Operations Iraqi Freedom and Enduring Freedom; (2) assess barriers encountered by women veterans to the provision by the Department of Veterans Affairs (VA) of comprehensive health care; (3) assess all health care services and programs provided by the VA for women veterans; (4) provide training for mental health professionals who provide counseling to women veterans suffering from sexual trauma; (5) develop a plan for the identification, development, and dissemination of treatments for post-traumatic stress disorder (PTSD) and other conditions attributable to combat or sexual trauma that are proven effective for women veterans; (6) conduct a study of the provision of readjustment counseling and related mental health services for women veterans at vet centers; (7) carry out a pilot program for child care for certain women veterans receiving health care from VA facilities; and (8) carry out a pilot program to evaluate the feasibility and advisability of providing counseling and transition adjustment assistance for women veterans who are newly separated from active duty service. Requires women veterans recently separated from active duty service to be included on the Advisory Committee on Women Veterans.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Adoption Equality Act of 2007 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to revise requirements for children with special needs in the adoption assistance program. Requires that the child be in the care of a public or licensed private child placement agency or Indian tribal organization pursuant to a voluntary placement agreement, relinquishment, or involuntary removal of the child from the home, where the state has determined that continuation in the home would be contrary to the child's safety or welfare. Specifies related requirements. Prohibits adoption assistance to parents with respect to a child who is not a U.S. citizen or resident, and who was adopted outside of the United States or brought into the United States for the purposes of being adopted. Expresses the sense of the Congress that the states should reinvest in child welfare programs any savings resulting from the implementation of this Act.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Makes a technical amendment to the Surface Mining Control and Reclamation Act of 1977 with respect to minimum distributions from the Abandoned Mine Reclamation Fund to certain states and Indian tribes with approved abandoned mine reclamation programs. Exempts from any other requirements or restrictions of such Act the requirement that the Secretary of the Interior ensure that grant awards for approved abandoned mine reclamation programs total at least $3 million annually to each state and each Indian tribe with an approved program (including those which otherwise do not meet the active mining threshold for full funding), as well as eligible land and water, so long as an allocation of funds to the state or tribe is necessary to achieve specified reclamation priorities.

Declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over-the-air, or on any business for such public performance of sound recordings.

Combat Illegal Immigration Through Employment Verification Act - Amends the Immigration and Nationality Act to make employment of unauthorized aliens unlawful. Sets forth provisions respecting: (1) employer document verification requirements; and (2) employment authorization and/or identity documents. Sets forth employment eligibility verification system (EEVS) provisions. Amends the Internal Revenue Code to: (1) provide for the disclosure of certain taxpayer identity information to the Department of Homeland Security (DHS) to assist in immigration enforcement; and (2) increase specified penalties for employer failure to provide correct information returns. Directs the Secretary of the Treasury to establish within the Criminal Investigation office of the Internal Revenue Service (IRS) a unit to investigate tax-related violations related to the employment of unauthorized aliens. Sets forth IRS and Social Security Administration (SSA) immigration-related enforcement provisions. Provides for increases in worksite enforcement and immigration fraud detection personnel.

Bring Our Troops Home Responsibly Act of 2007 - Repeals the Authorization for Use of Military Force Against Iraq Resolution of 2002 (P.L. 107-243). States U.S. policy with respect to Iraq, including that the United States should: (1) begin withdrawing its Armed Forces from there; (2) continue assisting the Iraqi government with rebuilding and reconstruction efforts; and (3) provide humanitarian assistance to displaced Iraqi refugees. Directs the Secretary of Defense to begin the withdrawal of U.S. Armed Forces from Iraq within 30 days after the enactment of this Act, and to complete such withdrawal by January 20, 2009. Prohibits funds appropriated to the Department of Defense (DOD) from being expended: (1) to increase the number of U.S. forces in Iraq; or (2) for the construction of permanent U.S. military installations in Iraq. Allows DOD to retain members of the Armed Forces in Iraq for: (1) protection of the United States Embassy; (2) limited counterterrorism activities directed at the al-Qaeda terrorist network; (3) nonoffensive military actions to address humanitarian concerns; and (4) assisting the Iraqi military in securing Iraq's borders. Requires the Secretary of Defense to submit to Congress a strategy for removing U.S. Armed Forces from Iraq by the required deadline.

Medicare Prescription Drug Savings and Choice Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to provide for: (1) establishment of one or more Medicare operated prescription drug plan options; (2) an appeals process for denials of benefits under a Medicare operated prescription drug plan; and (3) pharmacy payments under such a plan.

Public School Repair and Renovation Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct the Secretary of Education to allocate funds to states for competitive school repair and renovation grants to local educational agencies (LEAs). Requires each state, in awarding such grants, to: (1) award high-need and rural LEAs, in the aggregate, at least the same proportion of this Act's LEA funds for the state that they received of total LEA school improvement funds for the state under part A of title I of the ESEA; and (2) consider the percentage of poor children LEAs serve, the condition of their public schools, and their fiscal capacity to cover repairs and renovations without such a grant. Directs each state to reserve a portion of their allocation for a state-level database of public school facility inventory, condition, design, and utilization. Requires the Comptroller General to study and report to Congress on the costs of, and public and private expenditures for, repairing, renovating, and constructing public elementary and secondary schools.

Urges Palestinian Authority President Mahmoud Abbas, who is also Chairman of his Fatah party, to officially abrogate the 10 articles in the Fatah Constitution that call for Israel's destruction and terrorism against Israel, oppose any political solution to the Israeli-Palestinian conflict, and label Zionism as racism. Condemns the continuing existence of these articles as part of the Fatah Constitution.
