Universal Service Reform Act of 2007 - Amends the Communications Act of 1934 concerning procedures for the review of universal service requirements to require the Federal-State Joint Board on universal service to complete recommendations for changes to such requirements within 18 months after the date of enactment of this Act. Includes high-speed broadband services within universal service. Directs the Federal Communications Commission (FCC) to assess contributions to universal service support mechanisms from communications service providers. Provides support contribution limits. Requires the FCC to revise it's support mechanism for rural, insular, and high cost areas. Requires communications service providers to ensure that all traffic contains or preserves sufficient information to allow traffic identification by other communications service providers that transport or terminate the traffic. Outlines eligibility requirements for communications service providers to receive universal service support. Makes current limitations on universal service support and individual support caps imposed upon carriers inapplicable after the date of enactment of this Act. Requires all residential and business lines served by an eligible telecommunications carrier to be eligible for federal universal service support. Allows states to: (1) adopt regulations not inconsistent with FCC universal service rules; and (2) require communications service providers to contribute regardless of whether the service contains an interstate component.

Biogas Production Incentive Act of 2007 - Amends the Internal Revenue Code to allow a business tax credit for the production and sale of biogas. Defines "biogas" as a gas that is derived by processing qualified energy feedstock (i.e., manure of agricultural livestock and other waste material) in an anaerobic digester and which contains at least 60% methane and carbon dioxide and trace gases. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to: (1) use Commodity Credit Corporation funds for making countercyclical payments to qualified biogas producers for biogas production facilities placed in service before December 31, 2013; and (2) make loans, loan guarantees, and grants to providers of qualified energy feedstock for collecting and transporting such feedstock to a biogas facility or for the purchase or construction of equipment of facilities for such collection and transportation activities.

Promoting Lifelong Active Communities Every Day Act or the PLAY Every Day Act - Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop the Community Play Index to measure the policy, program, or environmental barriers in communities to participating in physical activity. Requires the Index to include: (1) measurements that examine barriers to physical activities across multiple settings; and (2) measurements to assist economically and culturally diverse communities in examining the social determinants of health. Requires the Secretary, acting through the Director, to award grants to state health departments for work in partnership with community-based coalitions to plan and implement model communities of play that: (1) increase the physical spaces and places available for physical activity; (2) increase the opportunities for children and families to participate in quality play and the number of children and families participating in quality play; and (3) increase knowledge and awareness about the importance of individuals achieving 60 minutes of recommended physical activity every day.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Employment Non-Discrimination Act of 2007 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the armed forces. States that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act with regard to: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) dress and grooming standards; and (5) certain matters relating to marriage. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings against state governments and, subject to limitation, the federal government.

Amends the Internal Revenue Code to increase the standard mileage rate for the tax deduction for the charitable use of passenger automobiles from 14 cents per mile to the standard mileage rate prescribed by the Secretary of the Treasury for business purposes (48.5 cents per mile in 2007).

Impeaches Richard B. Cheney, Vice President of the United States, for high crimes and misdemeanors. Sets forth articles of impeachment stating that Vice President Cheney: (1) has purposely manipulated the intelligence process to deceive the citizens and Congress of the United States about a threat of Iraqi weapons of mass destruction, and about an alleged relationship between Iraq and al Qaeda, to justify the use of the U.S. Armed Forces against Iraq in a manner damaging to U.S. national security interests; and (2) has openly threatened aggression against Iran absent any real threat to the United States, and has done so with the U.S. proven capability to carry out such threats, thus undermining U.S. national security.

Rural Veterans Health Care Improvement Act of 2007 - Authorizes the Secretary of Veterans Affairs to pay travel expenses for veterans receiving treatment at Department of Veterans Affairs (VA) facilities at the rate provided to federal employees in connection with the performance of official duties. Directs the Secretary to: (1) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities; (2) establish a grant program to provide innovative transportation options to veterans in remote rural areas; (3) carry out demonstration projects to examine alternatives for expanding care for veterans in rural areas; and (4) report annually to Congress on matters related to VA care for veterans residing in rural areas.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Greater Hells Canyon ecosystem; (6) Islands in the Sky Wilderness; and (7) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as wilderness and components of the System; and (3) certain biological connecting corridors as special corridor management areas. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Veterans Traumatic Brain Injury Treatment Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program to screen veterans eligible for Department of Veterans Affairs (VA) hospital, medical, and nursing home care for symptoms of traumatic brain injury (TBI); (2) develop and carry out a program of long-term care for post-acute TBI rehabilitation; (3) establish a TBI transition office at each VA polytrauma network site to coordinate the provision of health care and services to veterans who suffer from moderate to severe TBI and are in need of health care and services not immediately offered by the VA; and (4) establish and maintain the Traumatic Brain Injury Veterans' Health Registry.

Timber Revitalization and Economic Enhancement (TREE) Act of 2007 - Amends the Internal Revenue Code to: (1) allow a tax deduction for 60% of qualified timber gains; (2) exempt deductible timber gains from the excise tax on the undistributed income of real estate investment trusts (REITs); (3) provide for the treatment of timber gains as qualifying REIT income and for mineral royalty income as qualifying income for timber REITs; and (4) provide special rules relating to income limitations and prohibited transactions for timber REITs.

Amends Internal Revenue Code provisions allowing a tax credit for holders of clean renewable energy bonds (CREBs) to: (1) extend the period for reimbursement of costs paid by CREB borrowers; (2) require ratable amortization of CREB principal; (3) revise the maximum term for maturity of such bonds; and (4) extend through 2009 the authority for issuing CREBs.

America's Red Rock Wilderness Act of 2007 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase-Escalante; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of state-owned lands within such areas; (3) federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Colon Cancer Screen for Life Act of 2007- Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase Medicare part B (Supplementary Medical Insurance) reimbursement for colorectal cancer screening and diagnostic tests; and (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a colonoscopy, or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether the screening is medically indicated with respect to the beneficiary.

Save the Family Farm and Ranch Act of 2007 - Amends the Internal Revenue Code to exclude from the gross estate of a decedent the value of farmland used by an heir of the decedent for farming purposes. Imposes a recapture tax on an heir who disposes of such farmland after the decedent's death or who ceases to use it for farming purposes.

Medicare Access to Rural Anesthesiology Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide payment under Medicare part A (Hospital Insurance) on a reasonable cost basis for anesthesia services furnished by a physician who is an anesthesiologist in certain rural hospitals in the same manner as payment is made for anesthesia services furnished by a certified registered nurse anesthetists in such hospitals.

Summer of Service Act of 2007 - Amends the National and Community Service Act of 1990 to create Summer of Service programs providing at least 100 hours of summer community service learning opportunities to youth who will subsequently enroll in grades six through nine. Requires the Chief Executive Officer of the Corporation for National and Community Service to provide competitive three-year grants to: (1) states under a State Grant program; and (2) public or private organizations under a National Direct Grant program, when a state does not apply for funding or the community service program includes multiple states. Requires states and organizations, in making project subgrants, to favor entities with established track records that: (1) have leadership positions in the communities from which participating youth will be drawn; (2) focus on youth service during the transition year before high school; (3) encourage or enable youth to continue providing community service throughout the school year; (4) involve youth in the design and operation of the community service project; and (5) include youth of diverse backgrounds, at least 50% of which are from low-income families. Permits such entities to charge the parents of participants an income-based fee to contribute to the nonfederal share of project costs. Makes each youth serving at least 100 hours in a service-learning project eligible for an educational award of up to $500.

National Health Service Corps Improvement Act of 2007 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

Expanding the Promise for Individuals With Autism Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) convene, on behalf of the Interagency Autism Coordinating Committee, a Treatments, Interventions, and Services Evaluation Task Force to evaluate evidence-based biomedical and behavioral treatments and services for individuals with autism; (2) establish a multi-year demonstration grant program for states to provide evidence-based autism treatments, interventions, and services. (3) establish planning and demonstration grant programs for adults with autism; (4) award grants to states for access to autism services following diagnosis; (5) award grants to University Centers of Excellence for Developmental Disabilities to provide services and address the unmet needs of individuals with autism and their families; (6) make grants to protection and advocacy systems to address the needs of individuals with autism and other emerging populations of individuals with disabilities; and (7) award a grant to a national nonprofit organization for the establishment and maintenance of a national technical assistance center for autism services and information dissemination. Directs the Comptroller General to issue a report on the financing of autism services and treatments.

Family Care Act of 2007 - Amends the Internal Revenue Code to: (1) increase the rate of the tax credit for expenses for household and dependent care services; and (2) allow an inflation adjustment after 2007 to the adjusted gross income limitation applicable to such credit. Makes such increased tax credit permanent.

United States-Israel Energy Cooperation Act - Directs the Secretary of Energy, in consultation with the United States-Israel Binational Industrial Research and Development Foundation (BIRD), or the United States-Israel Binational Science Foundation (BSF), and acting through existing programs at the Office of Energy Efficiency and Renewable Energy, to establish a grant program for joint ventures, comprised of both Israeli and U.S. private business entities or of U.S. and Israeli academic persons, to implement projects to encourage cooperation between the United States and Israel on research, development, or commercialization of alternative energy, improved energy efficiency, or renewable energy sources. Establishes in the Department of Energy an International Energy Advisory Board to advise the Secretary on the grant program and grant recipients.

Elder Justice Act - Amends the Social Security Act (SSA) to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry. Directs the Attorney General to: (1) study and report to the EJCC, the Advisory Board, and Congress on state laws and practices relating to elder abuse, neglect, and exploitation; and (2) develop and implement a long-term plan for elder justice programs and related activities. Authorizes the Attorney General to award advocacy grants for study of elder abuse victim needs. Directs the Attorney General to award grants to provide training and other types of support to local and state prosecutors as well as police and other front line law enforcement responders handling elder justice-related cases. Requires increased Department of Justice support for federal cases involving elder justice. Amends the Internal Revenue Code to create a long-term care facility worker employment tax credit.

Congressional Commission on Civic Service Act - Establishes the Congressional Commission on Civic Service to make recommendations to Congress for: (1) improving the ability of individuals to serve others; (2) training leaders in public service organizations to better utilize individuals committed to national service and volunteerism as they manage human and fiscal resources; (3) identifying solutions to the barriers that make it difficult for some individuals to volunteer or perform national service; and (4) building on the foundation of current service and volunteer opportunities. Specifies topics to be addressed by the Commission, including deterrents to service, a mandatory service requirement, and the need for a public service academy.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Safe American Roads Act of 2007 - Prohibits the Secretary of Transportation from granting authority to a Mexico-domiciled motor carrier to operate beyond U.S. municipalities and commercial zones on the U.S.-Mexico border, except under a pilot program that complies with provisions: (1) directing Mexico-domiciled motor carrier compliance with certain federal motor carrier safety and inspection requirements under the Department of Transportation and Related Agencies Appropriations Act, 2002; (2) authorizing the Secretary to conduct pilot programs to evaluate alternatives to regulations relating to, or innovative approaches to, motor carrier, commercial motor vehicle, and driver safety; and (3) prohibiting Mexico-domiciled motor carriers from operating beyond U.S. municipalities and commercial zones on the U.S.-Mexico border until U.S.-domiciled motor carriers are allowed similarly to operate in Mexico. Directs the Inspector General of the Department of Transportation to monitor and review, and submit an interim and final report to Congress regarding, the pilot program. Requires the Secretary, not later than 60 days after the termination of the pilot program, to report to Congress on the results of such program.

House Ethics Commission Establishment Act of 2007 - Establishes an independent House Ethics Commission within the legislative branch. Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to revise the duties of the Committee on Standards of Official Conduct to conform with this Act.

Colorectal Cancer Prevention, Early Detection, and Treatment Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and Indian tribes for colorectal cancer programs that include: (1) providing colorectal cancer screening to individuals who are over 50 years of age or at high risk for such cancer; (2) providing case management and referrals for medical treatment; (3) ensuring the full continuum of follow up and cancer care for individuals screened; (4) carrying out activities to improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; and (5) developing and disseminating public information and education programs for the detection and control of colorectal cancer and promoting the benefits of receiving screenings through this program. Gives priority to low-income individuals who lack adequate coverage under health insurance and health plans with respect to screenings for colorectal cancer. Allows the Secretary to provide training and technical assistance with respect to the planning, development, and operation of programs funded by a grant under this Act. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for colorectal cancer under this Act and who need treatment for complications due to screening or colorectal cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

MedPAC Rural Representation Act - Amends title XVIII (Medicare) of the Social Security Act to require that the proportion of members of the Medicare Payment Advisory Commission (MEDPAC) who represent the interests of health care providers and Medicare beneficiaries located in rural areas be no less than the proportion of the total number of Medicare beneficiaries who reside in such areas.

Protection Against Transmission of HIV for Women and Youth Act of 2007 - States that it shall be U.S. policy to: (1) pursue a global HIV prevention strategy that emphasizes the needs of married and unmarried women and girls and addresses the factors that lead to gender disparities in HIV infection rates; and (2) balance funding for HIV prevention methods. Directs the President to: (1) formulate and submit to the appropriate congressional committees, and make available to the public, a comprehensive and culturally appropriate global HIV prevention strategy that addresses the HIV vulnerability of married and unmarried women and girls and seeks to reduce the factors that lead to gender disparities in HIV infection rates; (2) ensure that the United States coordinates its overall HIV/AIDS policy and programs with foreign governments, international organizations, other donor countries, and indigenous organizations; and (3) provide clear guidance to U.S. field missions.

Training for Realtime Writers Act of 2007 - Directs the Secretary of Commerce to make competitive grants to eligible entities to promote recruitment, training, and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers providing closed captioning in video programming. Sets forth priorities in making grants. Limits grants to $1.5 million for a two-year period. Repeals this Act five years after funds are appropriated to carry it out.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a single gold medal of appropriate design in honor of the passengers and crew members, collectively, on board United Airlines Flight 93 in recognition of their heroic service to the Nation. Requires the gold medal, after such award, to be given to the Flight 93 National Memorial located in Stonycreek Township, Somerset County, in Pennsylvania, to be displayed as appropriate and made available for research.

Public Service Academy Act of 2007 - Establishes in the Department of Homeland Security a U.S. Public Service Academy for the instruction in and preparation for public service of selected individuals. Sets forth provisions relating to: (1) key personnel positions and faculty and departments; (2) student qualifications and requirements for admission; (3) procedures for the appointment of students to the Academy by Members of Congress and the President; (4) curriculum standards; and (5) study abroad requirements. Requires each Academy student to sign an agreement with respect to length of public service. Imposes tuition and cost repayment requirements for Academy students who fail to graduate or accept or complete assigned public service. Establishes a Board of Visitors to inquire into the efficiency and effectiveness of the operations of the Academy. Requires the tuition of each Academy student to be fully subsidized. Provides for public (80%) and private funding for the Academy.

Re-Empowerment of Skilled and Professional Employees and Construction Tradesworkers (RESPECT) Act - Amends the National Labor Relations Act to revise the definition of "supervisor" in the following ways: (1) require the individual to have authority over employees for a majority of the individual's worktime; and (2) remove authority to assign other employees and to responsibly direct employees as conditions for being considered a supervisor.

Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations through FY2012 for the McGovern-Dole International Food for Education and Child Nutrition Program. Specifies Commodity Credit Corporation fund amounts to be used for the Program in each of FY2008-FY2012. Makes the Secretary of Agriculture responsible for specified program administration provisions currently delegated to the President.

Expresses support for: (1) efforts to increase awareness of the causes of, and treatments for, autoimmune diseases; and (2) increasing federal funding for research to learn the root causes of, and the best diagnostic methods and treatments for, such diseases.

Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2007, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Authorizes the Secretary of Defense to waive the recoupment requirement in certain cases. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Directs the Secretary of Transportation to establish a flexibility incentive grant pilot program to encourage states to establish new sources of revenue for public transportation projects and services and to reward states for creating more flexibility in the use of their existing transportation funds. Requires the Secretary to make a grant for FY2008-FY2011 to: (1) each state whose increase in expenditures for public transportation projects and services over the preceding fiscal year was 10% or more and aggregate expenditures for such projects and services was $1 billion or less; (2) each large state whose increase in expenditures for such projects and services over the preceding fiscal year was 1% or more and aggregate expenditures for such projects and services was more than $1 billion; (3) each state that established in the first preceding fiscal year a dedicated source of revenue (i.e., state motor fuels tax, sales tax, or other specified sources of revenue) for carrying out public transportation projects and services that was not in effect in the second preceding fiscal year and which will result in a 10% increase of state funds expended for such projects and services within two years after such implementation; and (4) each state that in the preceding fiscal year amended state law or the state constitution to allow restricted highway funds to also be used for public transportation projects and services. Sets forth certain grant eligibility requirements. Directs the Secretary to conduct, and report to Congress on, a study to evaluate the pilot program.

Second Chance Act of 2007: Community Safety Through Recidivism Prevention or the Second Chance Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Directs the Attorney General to award grants for: (1) state and local reentry courts; (2) Comprehensive and Continuous Offender Reentry Task Forces: (3) evaluation of methods to improve academic and vocational education for offenders at prisons, jails, and juvenile facilities; (4) demonstration programs to reduce the use of alcohol and other drugs in long-term substance abusers and reduce illegal drug demand by providing drug treatment; (5) incentive grants to improve drug treatment for offenders in prisons, jails, and juvenile facilities; (6) pharmacological drug treatment services to incarcerated offenders; (7) technology career training for offenders; and (8) mentoring services for reintegrating offenders into the community. Authorizes the Attorney General to award grants for: (1) the establishment of a National Adult and Juvenile Offender Reentry Resource Center; (2) drug treatment programs as an alternative to imprisonment; (3) prison-based family treatment programs for incarcerated parents of minor children; and (4) a study of parole or post-incarceration supervision violations and revocations. Requires the Director of the Bureau of Prisons to establish: (1) a prisoner reentry program; and (2) a pilot program for the release of elderly nonviolent offenders (age 60 or older).

Local Law Enforcement Hate Crimes Prevention Act of 2007 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state, local, or Indian tribal law; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of the state, local, or tribal hate crime laws. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one state and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement agencies with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state and local programs designed to combat hate crimes committed by juveniles. Amends the federal criminal code to prohibit willfully causing bodily injury to any person because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of such person. Amends the Hate Crimes Statistics Act to expand data collection and reporting requirements under such Act to include: (1) crimes manifesting prejudice based on gender and gender identity; and (2) hate crimes committed by and against juveniles.

Amends the Internal Revenue Code to: (1) increase the allowable amount of the railroad track maintenance tax credit; (2) extend such credit through 2010; and (3) allow such credit against alternative minimum tax liabilities.
