International Violence Against Women Act of 2022 This bill requires a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to gender-based violence. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall coordinate policies, programs, and funding regarding gender equality and women's empowerment.

Keep Americans Safe Act

Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Afghan Adjustment Act

Afghan Adjustment Act This bill expands eligibility for special immigrant visas to certain Afghan nationals (and accompanying spouse and children) and addresses related issues. The Department of Homeland Security may provide such visas to Afghan nationals who provided qualifying service as a member of the Afghan Air Force or other specified entities and meet eligibility requirements, such as passing a background check. Currently, special immigrant visas for Afghan nationals are generally only available to those who were employed by or on behalf of the U.S. government in Afghanistan. Such visas shall also be available to an Afghan national who is a qualifying relative of a veteran or member of the U.S. Armed Forces. The bill also modifies procedures for providing lawful permanent resident status to certain classes of Afghan nationals, such as by (1) providing a streamlined process with specified vetting requirements for certain individuals, including those who provided support to the U.S. government in Afghanistan; and (2) preserving the eligibility of certain battered spouses whose eligibility for such status stemmed from a marriage that has terminated. Furthermore, the Department of State (1) must respond to inquiries from Members of Congress about specific applications from Afghan nationals seeking special immigrant or refugee status; and (2) establish an office in Afghanistan to perform certain tasks, such as issuing visas, if no U.S. embassies are operational in Afghanistan. The President must establish a task force to develop and implement a strategy to assist Afghan nationals who qualify for admission to the United States.

Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances access to contraception and cannot be achieved through less restrictive means. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Ensuring Access to Abortion Act of 2022 This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.

Faster Payments to Veterans' Survivors Act of 2022 This bill modifies policies and procedures related to the payment of benefits under certain life insurance programs administered by the Department of Veterans Affairs (VA). If a primary beneficiary has not made a claim for payment within one year (currently two years) after the death of the insured under the National Service Life Insurance (NSLI) program or the United States Government Life Insurance (USGLI) program, the VA is authorized to make payment to another designated beneficiary as if the primary beneficiary had predeceased the insured. If no designated beneficiary makes a claim within two years (currently four years) after the death of the insured, the VA is authorized to make a payment to a person the VA deems to be equitably entitled to such benefit. The bill also modifies the beneficiary designation process under NSLI and USGLI. Specifically, if a person does not designate a beneficiary for insurance, or if the designated beneficiary predeceases the insured person, the VA must determine the beneficiary in a specified order of succession. Additionally, the bill requires the VA to improve its processes and procedures with respect to identifying, locating, and paying hard-to-find beneficiaries of life insurance policies, including by improving its website search tools.

Sustaining Our Democracy Act This bill establishes and provides funds through FY2032 for the State Election Assistance and Innovation Trust Fund for purposes of promoting election activities. Specifically, the bill establishes the Democracy Advancement and Innovation Program, through which the Office of Democracy Advancement and Innovation (also established by this bill) shall make allocations to states for carrying out democracy promotion activities. These activities include improving the administration of federal elections, recruiting and training nonpartisan election officials and poll workers, and increasing voting access. The bill requires each state, in order to receive allocated funds, to (1) submit a plan for approval that describes how the state will distribute resources and carry out democracy promotion activities, and (2) establish uniform and nondiscriminatory state-based administrative complaint procedures. The bill prohibits states from using funds for certain activities, including any activity that diminishes the ability of any eligible voter to participate in the electoral process.

Specifically, the President must periodically identify foreign persons who facilitate evasion of Russian sanctions using digital assets. The bill authorizes sanctions against such persons. The bill requires a U.S. taxpayer engaged in offshore digital asset transactions greater than $10,000 to file an annual Report of Foreign Bank and Financial Accounts with the Financial Crimes Enforcement Network. The bill allows the Department of the Treasury to prohibit U.S. digital asset trading platforms and transaction facilitators from transacting with Russian digital asset addresses. Additionally, Treasury must report on its progress in implementing the bill and must annually identify foreign digital asset trading platforms that are a high risk for sanctions evasion, money laundering, and other illicit activities.

For example, the bill increases workforce representation on state and local workforce investment boards from 20% to 30%; reworks one-stop center infrastructure funding by requiring costs to be covered by state allocations of WIOA funds; establishes subsidized youth employment programs that include work-readiness training and mentoring; eliminates a requirement that the Department of Labor ensure that individuals participating in WIOA activities comply with Selective Service laws; modifies the allotment of youth workforce investment funds to states; expands the Job Corps program, including by serving individuals in outlying areas and relaxing age requirements; establishes grants to expand training programs through industry or sector partnerships; expands grants for integrated English literacy and civics education to outlying areas; and expands Wagner-Peyser employment services to the Northern Mariana Islands and American Samoa. The bill also provides statutory authority for Labor to award competitive grants, contracts, and cooperative agreements to improve employment and training outcomes and reduce recidivism of justice-involved youth; and competitive grants for states to create workforce longitudinal administrative databases.

Specifically, the bill requires USACE to provide assistance to state and local agencies and tribal entities for projects that include (1) sediment and erosion control, (2) ecosystem restoration, (3) protection of essential public works, and (4) the beneficial uses of dredged material. Further, the bill requires USACE, stakeholders, and state and local agencies to develop a comprehensive Chattahoochee River Basin restoration plan. The plan must give priority to eligible projects that will also improve the quality or quantity of the water or that use natural hydrological features and systems.

Credit Union Board Modernization Act This bill revises the frequency of meetings required to be held by a credit union's board of directors. Specifically, the bill requires monthly meetings for new credit unions during their first five years and for credit unions with a low soundness rating. All other credit unions must hold at least six meetings annually, with at least one meeting held during each fiscal quarter. Currently, all credit union boards must meet at least once a month.

Election Worker and Polling Place Protection Act This bill addresses certain protections for election workers and polling places. In particular, the bill prohibits, with enhanced penalties for certain types of threats and harms (1) intimidation of poll watchers, election officials, and election agents, vendors, and contractors involving violence or threats of harm; and (2) physical damage to or threats to physically damage a polling place, tabulation center, or other election infrastructure.
