Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians Act or HELLPP Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to include podiatrists as physicians in order to cover their services under the Medicaid program. Amends SSA title XVIII (Medicare) to revise requirements for coverage of therapeutic shoes for individuals with diabetes regarding the processes of: (1) documentation by a physician of, and certification of a comprehensive plan of care related to, the diabetic condition; (2) prescription by a podiatrist or other qualified physician upon a finding of the medical necessity for the therapeutic shoes, including findings communicated to a certifying doctor of medicine or osteopathy of certain related foot conditions; and (3) fitting and supplying the shoes. Amends the Internal Revenue Code to subject to the continuing levy upon property and property rights, for collection of unpaid taxes, any payments made to a Medicaid provider or supplier.

Patients First Act of 2013 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, including pluripotent stem cells that have the flexibility of embryonic stem cells (whether or not such pluripotent stem cells have an embryonic source), provided that such techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this Act. Requires the Secretary to issue guidelines implementing this Act to ensure that any research (including any clinical trial) supported under this Act: (1) is clearly consistent with the standards established in this Act, if conducted using human cells; and (2) is prioritized in terms of potential for near-term clinical benefit in human patients. Requires the Secretary to report on peer reviewed stem cell research proposals that were not funded.

Medicare DMEPOS Market Pricing Program Act of 2013 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program, which is terminated as of December 31, 2013. Terminates contracts awarded before enactment of this Act on July 1, 2013. Prescribes requirements for transitional payments for items and services, including payments for diabetic supplies and off-the-shelf orthotics, in areas designated for rounds 1 and 2 of the erstwhile phase-in of the competitive acquistion program, as well as during the initial two-year period of the market pricing program. Directs the Secretary to: (1) conduct market-priced auctions in eligible auction areas throughout the United States for the furnishing of market priced items and services, (2) establish an auction design through a specified process and meeting certain requirements, and (3) ensure that the first auction will be conducted for all eligible auction areas not later than 14 months after contracting with an auction expert. Directs the Secretary to: (1) select a combination of two categories of items and services for each auction, (2) establish a lead product for each product category, (3) establish for each market priced item and service a clearing price equal to the highest cost bid that will meet capacity targets in the market area, (4) award a contract to any entity in an auction's eligible market area whose bid is at or below the clearing price, and (5) monitor the performance of suppliers that are awarded a contract to ensure their compliance with certain requirements. Requires the Secretary, through the Office of the Assistant Secretary for Planning and Evaluation, to contract with an auction expert and a market monitor to assist in the design, development, implementation, and functioning of the auction. Requires the market monitor, on an ongoing basis, also to monitor suppliers and the effects of the market pricing program. Rescinds unobligated balances of all discretionary appropriations for each fiscal year (except those for accounts, programs, projects and activities operated by the Department of Defense [DOD] or the Department of Veterans Affairs [VA]) in an amount necessary to make this Act budget neutral for such fiscal year.

Census Reform Act of 2013 - Repeals various census programs of the Department of Commerce, including: (1) the collection and publication of agricultural statistics; (2) the census of manufactures, mineral industries, and other businesses; (3) the mid-decade census, and (4) the census of governments. Repeals the authority of the Secretary of Commerce to conduct any surveys, sampling, or questionnaires other than those necessary to conduct the decennial census of population. Repeals the Census of Agriculture Act of 1997. Prohibits the Secretary of Agriculture from carrying out any activities required to be conducted in 2013 under such Act.

Veteran's I.D. Card Act - Directs the Secretary of Veterans Affairs (VA) to issue a veteran's identification card to any veteran who requests such card and is neither entitled to military retired pay nor enrolled in the VA system of patient enrollment. Requires such card, among other things, to: (1) display their name and photograph, and (2) serve as proof that the veteran honorably served in the Armed Forces and has a DD-214 form or other official document in their personnel file that describes their military service. Directs the Secretary to charge a card fee. States that such card shall not serve as proof of entitlement to any benefits.

Eliminating Government-funded Oil-painting Act or EGO Act - Prohibits the use of funds appropriated or otherwise made available to the federal government to pay for an official portrait of a Member of Congress, the head of an executive agency, or the head of an office of the legislative branch.

Concrete Masonry Products Research, Education, and Promotion Act of 2013 - Directs the Secretary of Commerce to issue orders applicable to manufacturers of concrete masonry products (concrete). Requires any such order to provide for the establishment of a Concrete Masonry Products Board, which shall carry out a program of promotion, research, and information regarding concrete products. Requires manufacturers and importers to maintain, and make available, specified records. Requires any such order to provide that assessments shall be paid by concrete manufacturers with respect to concrete manufactured and marketed in the United States. Provides assessment rates. Requires at least 50% of the assessments paid by a manufacturer to be used to support research, education, and promotion plans and projects in support of the geographic region of the manufacturer. Directs the Secretary, during the 60-day period preceding the proposed effective date of an order, to conduct a referendum for order approval among the manufacturers required to pay assessments under the order. Outlines referendum procedures. Provides for petition and review of an order, and order enforcement through U.S. district courts. Authorizes the Secretary to conduct appropriate investigations in order to administer this Act (with power of subpoena). Directs the Secretary to suspend or terminate any order or provision that obstructs or does not tend to effectuate the purposes of this Act, or that is not favored by persons voting in a referendum.

Condemns the government of Iran for its persecution of religious minorities, including Saeed Abedini (a U.S. citizen sentenced to prison in Iran after being tried for his religious beliefs and convicted for undermining the government of Iran). Calls on: (1) Iran to release Saeed Abedini to the United States; and (2) the U.S. government to work aggressively for his release by designating appropriate Iranian officials for human rights abuses pursuant to the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010.

Working Families Flexibility Act of 2013 - Amends the Fair Labor Standards Act of 1938 to authorize private employers to provide compensatory time off to private employees at a rate of 1 1/2 hours per hour of employment for which overtime compensation is required. Authorizes an employer to provide compensatory time only if it is in accordance with an applicable collective bargaining agreement or, in the absence of such an agreement, an agreement between the employer and employee. Prohibits an employee from accruing more than 160 hours of compensatory time. Requires an employee's employer to provide monetary compensation, after the end of a calendar year, for any unused compensatory time off accrued during the preceding year. Requires an employer to give employees 30-day notice before discontinuing compensatory time off. Prohibits an employer from intimidating, threatening, or coercing an employee in order to: (1) interfere with the employee's right to request or not to request compensatory time off in lieu of payment of monetary overtime compensation, or (2) require an employee to use such compensatory time. Makes an employer who violates such requirements liable to the affected employee in the amount of the compensation rate for each hour of compensatory time accrued, plus an additional equal amount as liquidated damages, reduced for each hour of compensatory time used.

State Nutrition Assistance Flexibility Act of 2013 - States that the purpose of this Act is to provide federal financial assistance to the states in the form of a single grant to allow the states flexibility in providing, and financing the provision of, supplemental food and nutrition assistance. Directs the Secretary of the Treasury to provide each qualifying state with a specified quarterly grant for each of FY2014-FY2023. Requires a state to certify that such supplemental food and nutrition assistance will include specified work and benefits use requirements. Authorizes states to: (1) set aside funds to be used during periods of unexpectedly high unemployment or program enrollment, and (2) use up to 30% of funds for other welfare-related programs. Prohibits supplemental food and nutrition assistance from being provided to aliens who are not residing legally in the United States. Requires annual state audits. Sets forth federal program authorities and nondiscrimination provisions. Repeals the: (1) the supplemental nutrition assistance program (SNAP, formerly known as the food stamp program); (2) the emergency food assistance program; (3) community food projects; (4) the commodity supplemental food program; (5) the senior farmers' market nutrition program; and (6) the fresh fruit and vegetable program.

Electronic Health Records Improvement Act - Amends title XVIII (Medicare) of the Social Security Act to exempt certain eligible physicians in solo practice and physicians near early retirement age from the application of the Medicare payment adjustment for not demonstrating electronic health record (EHR) meaningful use for certain payment years. Establishes a special rebate for eligible professionals who receive a negative adjustment to their payments for failure to establish an EHR process but subsequently do establish a process meeting the criteria for establishing meaningful use of certified EHR technology. Creates specified additional exceptions to the application of the Medicare negative payment adjustment for certain Medicaid providers participating in the Medicaid EHR incentive program and hospital-based eligible professionals not demonstrating EHR meaningful use. Adds as a criterion for meaningful EHR user that an eligible professional satisfactorily uses a qualified national specialty registry system that measures quality improvement or improves patient safety. Directs the Secretary to specify criteria for determining: (1) if a national specialty registry system is qualified under this Act, and (2) if an eligible professional has demonstrated satisfactory use of such a system for a period. Extends: (1) Medicare EHR incentives (increased payments and adjustments) to eligible professionals practicing in rural health clinics, and (2) Medicare Electronic Prescribing (ERx) and quality reporting incentives to rural health clinics. Disqualifies claims for items or services furnished by an eligible professional at an ambulatory surgical center during performance years for the 2015, 2016, or 2017 payment determinations from inclusion in data used to determine if the eligible professional is a meaningful EHR user. Exempts certain eligible professionals from certain EHR meaningful use requirements for purposes of the Medicare payment adjustment. Creates a process for eligible professionals to appeal a determination that they did not qualify as a meaningful EHR user. Amends SSA title XIX (Medicaid) to make certain requirements of this Act inapplicable to eligible professional Medicaid provider incentives to encourage the adoption and use of certified EHR technology.

Condemns the Democratic People's Republic of Korea (North Korea) for its: (1) continued violations of U.N. Security Council resolutions; (2) December 12, 2012, ballistic missile launch; (3) February 12, 2013, explosion of a nuclear device; and (4) threats and acts of provocation that aim to destabilize international security. Calls for North Korea to renounce further acts of aggression and abide by the Korean War Armistice Agreement. Condemns North Korea for its acts of oppression against its people. Reaffirms the support of the United States for its strategic allies. Supports Security Council Resolution 2094 (2013), and calls on the U.S. government and all responsible nations to apply all sanctions and obligations contained within Security Council Resolutions 1695 (2006), 1718 (2006), 1874 (2009), 2087 (2013), and 2094 (2013).

Common Sense Nutrition Disclosure Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to revise the nutritional information that restaurants and retail food establishments must disclose. Requires the nutrient content disclosure statement on the menu or menu board to include: (1) the number of calories contained in the whole product; (2) the number of servings and number of calories per serving; or (3) the number of calories per the common unit division of the product, such as for a multi-serving item that is typically divided before presentation to the consumer. Permits such information to be provided by a remote-access menu, such as through the internet, for food establishments where the majority of orders are placed by customers who are off-premises at the time the order is placed. Defines “reasonable basis” for a restaurant or similar food establishment’s nutrient content disclosures to mean that the nutrient disclosure is within acceptable allowances for variation in nutrient content, which include variations in serving size or ingredients, and inadvertent human error in formulation of menu items. Sets forth the methods a restaurant or similar food establishment may use to determine nutritional content for disclosure, including ranges, averages, individual labeling of flavors or components, or labeling of one preset standard build (i.e., the finished version of a menu item most commonly ordered by consumers). Applies the nutritional disclosure requirements to retail food establishments that derive more than 50% of their total revenue from the sale of food.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award, on behalf of Congress, of a gold medal in honor of the members of the 17 Bombardment Group (Medium), who became known as the Doolittle Tokyo Raiders, in recognition of their military service during World War II. Requires the medal to be given to the National Museum of the United States Air Force for display. Expresses the sense of Congress that such Museum should make the medal available for display elsewhere, particularly at locations and events associated with the Doolittle Tokyo Raiders.

Northern Route Approval Act - Declares that a presidential permit shall not be required for the pipeline described in the application filed on May 4, 2012, by TransCanada Keystone Pipeline, L.P. to the Department of State for the Keystone XL pipeline, including the Nebraska reroute evaluated in the Final Evaluation Report issued by the Nebraska Department of Environmental Quality in January 2013 and approved by the Nebraska governor. Deems the final environmental impact statement issued by the Secretary of State on August 26, 2011, coupled with such Final Evaluation Report, to satisfy all requirements of the National Environmental Policy Act of 1969 and of the National Historic Preservation Act. Grants original and exclusive jurisdiction to the U.S. Court of Appeals for the District of Columbia Circuit to determine specified issues (except for review by the Supreme Court on writ of certiorari). Deems the Secretary of the Interior to have issued a written statement setting forth the Secretary's opinion that the Keystone XL pipeline project will not jeopardize the continued existence of the American burying beetle or destroy or adversely modify American burying beetle critical habitat. States that any taking of the American burying beetle that is incidental to the construction or operation and maintenance of the Keystone XL pipeline shall not be considered a prohibited taking of such species under the Endangered Species Act of 1973. Deems the Secretary to have issued: (1) a grant of right-of-way and temporary use permit pursuant to the Mineral Leasing Act and the Federal Land Policy and Management Act of 1976, and (2) a special purpose permit under the Migratory Bird Treaty Act (described in a certain application filed with the United States Fish and Wildlife Service for the Keystone XL pipeline). Directs the Secretary of the Army to issue permits pursuant the Rivers and Harbors Appropriations Act of 1899 for the construction, operation, and maintenance of the Keystone XL pipeline. Authorizes such Secretary to waive any procedural requirement that the Secretary considers desirable in order to accomplish the purposes of this Act. Prohibits the Administrator of the Environmental Protection Agency (EPA) from prohibiting or restricting an activity or use of an area that is authorized under this Act.

Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to establish the House Committee on Elimination of Nonessential Federal Programs to: (1) modify or eliminate underperforming or nonessential federal programs, and (2) identify federal programs and activities that duplicate or compete with activities available from the private sector. Requires the Committee to: (1) research, review, and study federal programs underperforming or nonessential, and determine which ones should be modified or eliminated; (2) develop recommendations to the House designed for such action; and (3) report annually to the House a detailed statement of its findings and conclusions, a list of such programs, legislation to eliminate them, and rescissions based on the findings of the report. Prescribes expedited procedures for legislation reported by the Committee.

Sound Dollar Act of 2013 - Amends the Federal Reserve Act (FRA) to direct the Board of Governors of the Federal Reserve System (Board) and the Federal Open Market Committee (FOMC) to: (1) pursue the goal of long-term price stability, and (2) establish metrics to evaluate whether long-term price stability is being achieved. Prescribes procedures for the establishment and evaluation of such metrics. Directs the Board and the FOMC to: (1) make such information available to the public on a website, and (2) report to Congress each time such metrics are set or revised. Directs the Board to include in its semiannual report to Congress: (1) the results of the evaluation process, (2) whether the goal of long-term price stability is being met, (3) the main monetary policy instruments and strategy used by the Board and the FOMC to achieve long-term price stability, and (4) an analysis of how the policies of the Board and the FOMC are affecting the foreign exchange rate value of the U.S. dollar. Directs the Board to clearly articulate its lender-of-last-resort policy. Revamps FOMC membership to consist of one representative from each of the Federal Reserve banks (in addition to members of the Board). Directs the FOMC to release meeting transcripts to the public within three years after each meeting. Redesignates the Department of the Treasury stabilization fund as the Special Drawing Rights Fund. Instructs the Secretary of the Treasury to liquidate all property in the Fund (other than Special Drawing Rights) and to use all such amounts to reduce the public debt. Limits the availability of the Fund solely to stabilize exchange rates and arrangements. Repeals the authority of the Secretary to deal in U.S. instruments of credit and securities. Permits only Special Drawing Rights to be deposited into the Fund. Requires funds that would otherwise have been deposited into the Fund to be paid, instead, to the Secretary to reduce the public debt. Amends the FRA to authorize the FOMC, in unusual and exigent circumstances, by the affirmative vote of two-thirds of its members, to grant any Federal Reserve bank emergency authority to buy and sell U.S. debt obligations and revenue bonds in anticipation of the collection of taxes or the receipt of assured revenues by any state or local governmental entity, as well as obligations of, or guaranteed by, a foreign government or agency. Amends the Consumer Financial Protection Act of 2010 to repeal: (1) funding for the Consumer Financial Protection Bureau (CFPB), and (2) the Bureau of Consumer Financial Protection Fund.

Constitutional Amendment - Prohibits total outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Prohibits total outlays for any fiscal year from exceeding the following: for the first fiscal year for which this Amendment takes effect, 20% of the estimated gross domestic product (GDP) of the United States for that year, and for each subsequent fiscal year, a percentage of the estimated GDP equal to the applicable percentage for the preceding fiscal year reduced by .1%. States, however, that spending for any fiscal year is not required to be less than 16% of the estimated GDP. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget (budget plan) to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a three-fifths majority of the whole number of each chamber by rollcall vote. Requires the budget plan to include a justification by each federal department or agency for any funding proposed in that plan. Authorizes waivers of these requirements: (1) when a declaration of war is in effect or under other specified circumstances involving military conflict, or (2) during declaration of a natural disaster.

Constitutional Amendment - Prohibits all outlays for a fiscal year (including those for debt service and other debt functions) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Prohibits outlays for the total budget from exceeding the previous fiscal years' outlays plus population growth and inflation, unless such increase is approved by two-thirds of each chamber by a roll call vote. Directs the House of Representatives to develop a balanced budget annually. Prohibits any bill to increase revenue from becoming law unless approved by two-thirds of each chamber by a roll call vote. Authorizes waivers of these provisions when a declaration of war is in effect only by a vote of a majority of both chambers. Requires all: (1) outlays above revenues from the previous fiscal year to be accounted for in the outlays and budgets of the following fiscal year; and (2) surplus revenues at the end of a fiscal year to be allocated to a fund to be returned to the taxpayers, determined by legislation before the end of the subsequent fiscal year.

Protecting U.S. Missile Defense Information Act of 2013 - Directs the President to report semiannually to the congressional defense and appropriations committees on: (1) any discussions on missile defense between the U.S. government and the Russian Federation during the preceding six months, and (2) meetings held by the National Disclosure Policy Committee with respect to declassifying documents containing information on U.S. missile defense systems. Requires briefings to such committees in connection with the latter reports. Prohibits Department of Defense (DOD) funds for FY2014 or thereafter from being used to provide the Russian Federation with access to: (1) U.S. missile defense hit-to-kill technology, or (2) telemetry data with respect to missile defense interceptors or target vehicles. Declares that the United States shall not be bound by the terms of any executive agreement relating to U.S. missile defense capabilities, including basing, locations, and numbers of missiles. Prohibits DOD funds for FY2014 or thereafter from being used to: (1) negotiate or implement any executive agreement relating to such capabilities, or (2) implement rules of engagement or guidance for employment of forces relating to such an agreement. Provides an exception with respect to any country with which the United States has entered into a treaty of alliance or a security guarantee. Directs the President to: (1) seek to encourage the Russian Federation to disclose any support provided for the ballistic missile programs of China, Syria, Iran, or North Korea; and (2) submit to the above committees a semiannual report on any such support.

Iron Dome Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, enhancement, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short- and medium-range rockets, missiles, and projectiles launched against Israel.

Expresses the sense of Congress that: (1) the President should not sign the Arms Trade Treaty, and that, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement the Treaty, or any similar agreement, or to conduct activities relevant to the Treaty, or any similar agreement.

Life at Conception Act - Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, or other moment at which an individual comes into being. Prohibits construing this Act to authorize the prosecution of any woman for the death of her unborn child.

Preserving Jobs in the Oilfield Act of 2013 - Directs the Secretary of Transportation (DOT) to ensure that, with respect to maximum hours of service for drivers, on-duty time does not include waiting time at a natural gas or oil well site for operators of commercial motor vehicles transporting supplies, equipment, or materials, including sand or water, to or from a natural gas or oil well site. Applies this exclusion without regard to whether operators have received special training or operate vehicles specially constructed to service wells.

Freedom from Government Competition Act of 2013 - Requires each executive or military department or independent establishment to obtain all goods and services necessary for or beneficial to the accomplishment of its authorized functions by procurement from private sources, except if: (1) such goods or services are required by law to be produced or performed by such agency; or (2) the head of the agency determines and certifies that federal production, manufacture, or provision of a good or service is necessary for the national defense or homeland security, that a good or service is so inherently governmental in nature that it is in the public interest to require production or performance by government employees, or that there is no private source capable of providing the good or service. Requires such private sector provision of goods and services to be performed through: (1) the divestiture of federal involvement, (2) the award of a contract using competitive procedures, or (3) conducting a public-private competitive sourcing analysis in accordance with Office of Management and Budget (OMB) procedures and determining that using the private sector is in the best interest of the United States and provides the best value to the taxpayer. Authorizes an agency head to utilize federal employees to provide goods or services previously provided by a private sector entity upon completion of a public-private competitive sourcing analysis and after determining that provision by federal employees provides the best value. Requires the Director of OMB to carry out a study, in conjunction with the Comptroller General (GAO), to evaluate the activities carried out in each agency.

Recognizes, in the spirit of the "Arab Spring" revolution (where ordinary citizens have taken to the streets demanding an end to corruption, political cronyism, and government repression), that religious minority freedoms and rights must be protected. Defund Obamacare Act - Deauthorizes appropriations to carry out the Patient Protection and Affordable Care Act or the Health Care and Education Reconciliation Act of 2010, or any amendments made by them. Rescinds the unobligated balance of funds made available under such Acts.

English Language Unity Act of 2013 - Makes English the official language of the United States. Requires, subject to exceptions and rules of construction, that: (1) official functions of the U.S. government be conducted in English, and (2) all naturalization ceremonies be conducted in English. Establishes a uniform English language rule for naturalization. Makes English language requirements and workplace policies, whether in the public or private sector, presumptively consistent with the laws of the United States. Directs the Secretary of Homeland Security (DHS) to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Huntington's Disease Parity Act of 2013 - Directs the Commissioner of Social Security, for purposes of determining cognitive, behavioral, and physical disability under titles II (Old Age, Survivors, and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act (SSA), to amend specified Listings of Impairments by providing medical and evaluation criteria for Huntington's Disease. Amends SSA title II to waive the 24-month waiting period for coverage under the Medicare program for individuals diagnosed with Huntington's Disease.

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to include military technicians (dual status) in military personnel accounts for purposes of any sequestration order issued by the President after January 1, 2013.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

United States-Israel Strategic Partnership Act of 2013 - Declares that Israel is a major strategic partner of the United States. Amends the Israel Enhanced Security Cooperation Act of 2012 to extend authority to: (1) make additions to foreign-based defense stockpiles, and (2) transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Amends the the Energy Independence and Security Act of 2007 to extend the grant program for U.S.-Israeli cooperation on research, development, and commercialization of renewable energy or energy efficiency. Expresses the sense of Congress that the United States and Israel should increase cyber-security cooperation. Urges the President to provide assistance for enhancement of the David's Sling Weapon System, the joint United States-Israel Arrow Weapon System, and the Iron Dome short-range rocket defense system. States that it shall be U.S. policy to include Israel in the visa waiver program when Israel satisfies such program's inclusion requirements.

Health Care Conscience Rights Act - Amends title I of the Patient Protection and Affordable Care Act to declare that nothing in such title shall require an individual to purchase individual health insurance coverage that includes coverage of an abortion or other item or service to which the individual has a moral or religious objection, or prevent an issuer from offering or issuing, to that individual, individual coverage excluding such item or service. Makes similar denials about requiring a sponsor to sponsor, purchase, or provide such coverage, or a health insurance issuer or group health plan sponsor to cover an abortion or other item or service to which the sponsor or issuer has a moral or religious objection. Denies also that such title authorizes imposition of a tax, penalty, fee, fine, or other sanction, or imposition of coverage of such an item or service, in relation to health insurance coverage or a group health plan that excludes such an item or service. Amends the Public Health Service Act to codify the prohibition against any action by the federal government and any state or local government receiving federal financial assistance to subject a health professional, a hospital, a provider-sponsored organization, a health maintenance organization, an accountable care organization, a health insurance plan, or any other kind of health care facility, organization, or plan to discrimination on the basis that the entity refuses to participate in abortion-related activities. Requires the Secretary of Health and Human Services to designate the Director of the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints alleging a violation of abortion discrimination prohibition. Creates a cause of action for the Attorney General or any person or entity adversely affected to obtain equitable or legal relief for any violation of this abortion discrimination prohibition. Allows commencement of an action to be commenced and the granting of relief without a prerequisite pursuit of administrative remedies. Allows such an action against a federal or state governmental entity.

Iran, North Korea, and Syria Nonproliferation Accountability Act of 2013 - Directs the President to impose sanctions for not less that two years on any foreign person who on or after September 1, 2007, transferred to or acquired from Iran, Syria, or North Korea: (1) certain listed nuclear, dual use, missile, chemical, biological, toxic, or nonlisted but otherwise prohibited goods, services, or technology; (2) acquired, mined, or otherwise extracted materials within the territory or control of Iran, North Korea, or Syria for purposes relating to such countries' nuclear, biological, or chemical weapons, or missile development programs; (3) transferred to Iran, Syria, or North Korea goods, services, or technology that could assist such countries' efforts to extract or mill uranium ore; or (4) provided a vessel, insurance, or any other shipping service for transporting goods to or from Iran, North Korea, or Syria for purposes relating to such countries' nuclear, biological, or chemical weapons, or missile development programs. Directs the President to impose sanctions for at least two years on any foreign person that knowingly participated in a uranium-related joint venture with Iran, North Korea, or Syria, or with persons acting on behalf of, or entities controlled by, such countries. Applies the following sanctions to such prohibited activities: (1) arms export prohibitions, (2) Executive Order 12938 prohibitions, (3) dual use export prohibitions, (4) investment prohibitions, (5) financing prohibitions, (6) financial assistance prohibitions, (7) exclusion of corporate officers from the United States, and (8) sanctions on principal executive officers. Prohibits U.S. nuclear cooperation agreements and related export licenses and transfers of materials, services and goods with a country that is assisting the nuclear program of Iran, North Korea, or Syria, or is transferring advanced conventional weapons to such countries. Directs the President to submit an annual report to Congress that identifies each country that allows foreign persons under its jurisdiction to engage in sanctionable activities. Directs the President to prohibit assistance (other than humanitarian assistance) under the Foreign Assistance Act of 1961 and not issue export licenses for defense articles or defense services under the Arms Export Control Act to a foreign country that is assisting Iran, North Korea, or Syria in the acquisition, development, or proliferation of weapons of mass destruction or ballistic missiles. Prohibits any U.S. government agency from making extraordinary payments in connection with the International Space Station to the Russian Aviation and Space Agency or any other organization of the government of the Russian Federation unless the President has reported to Congress that: (1) it is Russian policy to oppose the proliferation to or from Iran, North Korea, and Syria of weapons of mass destruction and missile delivery systems; (2) the government of the Russian Federation has demonstrated a commitment to prevent the transfer to or from Iran, North Korea, and Syria of goods, services, and technology that could make a material contribution to Iran's nuclear, biological, chemical weapons, or missile programs; and (3) the Russian Aviation and Space Agency has not, during the one-year period ending on the date of such presidential determination, made transfers that are reportable under this Act to or from Iran, North Korea, or Syria. Authorizes the National Aeronautics and Space Administration (NASA) to make extraordinary payments in connection with the International Space Station to the Russian Aviation and Space Agency that would otherwise be prohibited under this Act: (1) if such payments are necessary for crew safety aboard the International Space Station; or (2) for the construction, testing, preparation, delivery, launch, or maintenance of the Service Module, and for the purchase of the pressure dome for the Interim Control Module and the Androgynous Peripheral Docking Adapter for the U.S. propulsion module under specified conditions. Directs the President to report to Congress identifying each Russian person or entity that the U.S. government has paid since November 22, 2005, for work to be performed or services to be rendered under the Agreement Concerning Cooperation on the Civil International Space Station or any related protocol, agreement, or contract. Directs the Secretary of State to deny a visa to, and the Secretary of Homeland Security (DHS) to exclude from the United States, an alien listed in a report identifying persons involved in specified weapons proliferation activities with Iran. Amends the Ports and Waterways Safety Act to require, before a vessel arrives at a U.S. port, the owner, charterer, operator, or master of the vessel to certify that the vessel did not enter a port in Iran, North Korea, or Syria during the 180-day period ending on the date of the vessel's U.S. port arrival. Prohibits from landing in a U.S. port for at least two years: (1) any vessel for which a false certification was made; and (2) any other vessel owned or operated by a parent corporation, partnership, association, or individual proprietorship of the vessel for which the false certification was made. Directs the Secretary (of the department in which the Coast Guard is operating) to: (1) identify foreign ports at which vessels have landed during the preceding 12-month period that have also landed at ports in Iran, North Korea, or Syria during such period; and (2) inspect vessels arriving in the United States from such foreign ports to establish whether a vessel was involved, during the 12-month period ending on the date of the vessel's U.S. arrival, in any activity that would be sanctionable under this Act. Directs the President to apply foreign exchange, banking, property and loan guarantee sanctions to any person who provides to or acquires from Iran, North Korea, or Syria goods or technology that is used, or is likely to be used, for military applications. Directs the Secretary of Energy, the Secretary of Commerce, and the Nuclear Regulatory Commission (NRC), before issuing an export license for nuclear cooperation or approving a loan guarantee or any other U.S. assistance with respect to a nuclear energy project, to certify to Congress that issuing the license or approving the loan guarantee will not permit the transfer of any goods or technology that may have military application to Iran, North Korea, or Syria. Prohibits any U.S. contribution to the International Atomic Energy Agency (IAEA) from being used to support any assistance provided by the IAEA through its Technical Cooperation Program to Iran, North Korea, or Syria. Repeals the Iran, North Korea, and Syria Nonproliferation Act.

Military Religious Freedom Protection Act - Requires the sincerely held religious or moral beliefs of a member of the Armed Forces concerning the appropriate and inappropriate expression of human sexuality to be accommodated and not the basis of any adverse personnel action, discrimination, or denial of promotion, schooling, training, or assignment (adverse actions). Prohibits a military chaplain from being directed, ordered, or required to perform any duty, rite, ritual, ceremony, service, or function (ceremony) that is contrary to the conscience, moral principles, or religious beliefs (beliefs) of the chaplain or the chaplain's faith group. Prohibits the refusal of a chaplain to perform a ceremony that is contrary to such beliefs from being the basis of any adverse actions. Requires the Secretary of Defense to issue regulations setting forth guidance to implement such requirements and prohibitions. Prohibits a military installation or other property owned, rented, or otherwise under the jurisdiction or control of the Department of Defense (DOD) from being used to officiate, solemnize, or perform a marriage or marriage-like ceremony involving anything other than the union of one man with one woman.

Chiropractic Care Available to All Veterans Act - Amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs (VA) medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2014, and (2) all medical centers by December 31, 2016. Includes chiropractic examinations and services within required VA medical, rehabilitative, and preventive health care services.

National Health Service Corps Improvement Act of 2013 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas, (2) the National Health Service Corps Scholarship Program, and (3) the National Health Service Corps Loan Repayment Program.

Amends the Diplomatic Security Act to require a determination by the Accountability Review Board that an individual's misconduct or unsatisfactory performance of duty significantly contributed to serious injury, loss of life, significant property destruction, or serious security breach in order for the Board to recommend that an investigatory or disciplinary action be initiated by the appropriate federal agency or instrumentality.

Nuclear Iran Prevention Act of 2013 - Directs the Secretary of State to determine if Iran's Revolutionary Guard Corps (IRGC) meets the criteria for designation as a foreign terrorist organization and: (1) if so, designate the IRGC as a foreign terrorist organization; and (2) if not, report to Congress concerning those criteria which have not been met. Expresses the sense of Congress regarding the imposition of sanctions on certain Iranian government persons responsible for, or complicit in, human rights abuses, diversion of food and medicine, and censorship. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to subject to mandatory sanctions a financial institution that facilitates a significant transaction or provides significant financial services for a person that: (1) is subject to human rights-related sanctions, or (2) exports sensitive technology to Iran and is subject to the prohibition on procurement contracts. Amends the Iran Threat Reduction and Syria Human Rights Act of 2012 to authorize the President to impose sanctions on a foreign person that knowingly conducted or facilitated a significant financial transaction with the Central Bank of Iran or other Iranian financial institution subject to sanctions for the purchase of goods (other than petroleum or petroleum products) or services by or from a person in Iran, or on behalf of a person in Iran. Excludes from such sanctions a transaction for the sale of agricultural commodities, food, medicine or medical devices to Iran. Directs the President to impose specified sanctions on a foreign financial institution that knowingly facilitated a significant financial transaction on behalf of any person directly or indirectly owned or controlled by an Iranian person included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. Revises the exception to the imposition of sanctions for purchases of Iranian petroleum or petroleum products. Expresses the sense of Congress that the President should coordinate with the European Union (EU) and its member states to restrict Iran's access to the euro currency. Directs the President to develop a National Strategy on Iran that provides strategic guidance for addressing threats posed by Iran. Directs the President to report to Congress every 60 days regarding the Iranian nuclear timetable and the projected economic effects of international sanctions on Iran. Requires the Government Accountability Office (GAO) to report to Congress regarding presidential implementation of specified sanctions on Iran.

Full Faith and Credit Act - Finds that the Secretary of the Treasury shall take all necessary actions to ensure all U.S. obligations with regard to debt held by the public (public debt) are fully discharged when due. Declares that such actions may include the forgoing of obligations not related to public debt for a period of time the Secretary deems necessary. Requires the authority of the Department of the Treasury to pay with legal tender the principal and interest on public debt to take priority over all other obligations incurred by the U.S. government in the event that the federal debt reaches the statutory limit. Prescribes a special rule for insufficiency of funds to make public debt payments. Requires the Secretary, if expecting there will be insufficient funds available to dispose of public debt obligations on the next calendar day on which they are due, to extend the maturities of any other obligations and refuse to issue warrants (for any money drawn on the Treasury) to the extent necessary to provide funds the Secretary deems prudent to dispose of public debt obligations within the next 30 days. Requires the Secretary, if receipts exceed those required to meet such public debt obligations, to prioritize the disposal of all other obligations either acquired for the government or delivered by an executive agency, and the issuance of warrants, in the order the Secretary considers advisable and in the public interest.
