Cancer Drug Parity Act of 2019 This bill requires health plans that cover anticancer medications administered by a health care provider to provide no less favorable cost sharing for patient-administered anticancer medications. This requirement applies to medications that are (1) approved by the Food and Drug Administration; (2) medically necessary for the cancer treatment; and (3) clinically appropriate in terms of type, frequency, extent site, and duration. To comply with this requirement, health plans may not, with respect to anticancer medications (1) change or replace benefits to increase out-of-pocket costs, (2) reclassify benefits to increase costs, or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

CHampioning Apprenticeships for New Careers and Employees in TECHnology Act or the CHANCE in TECH Act This bill requires the Department of Labor to enter into contracts with industry intermediaries to promote the development of and access to apprenticeships in the technology sector. The Department of Education (ED) may issue CHANCE in TECH Awards for 21st Century Schools to secondary schools or junior or community colleges that demonstrate high achievement in providing students necessary skills to compete in the 21st century workforce. In making an award, ED must consider the availability of science, technology, engineering, and mathematics (STEM), career and technical education, and computer technology courses at the schools.

Community Services Block Grant Reauthorization Act of 2019 This bill reauthorizes the Community Services Block Grant program through FY2028 and makes other changes to the program, including with respect to administration and leadership; performance measurement; and minimum and maximum allotments to states and territories.

New Markets Tax Credit Extension Act of 201 9 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2018, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2018).

Internet of Things Cybersecurity Improvement Act of 2019 or the IoT Cybersecurity Improvement Act of 2019 This bill requires the National Institute of Standards and Technology (NIST) and the Office of Management and Budget (OMB) to take specified steps to increase cybersecurity for Internet of Things (IoT) devices. IoT is the extension of internet connectivity into physical devices and everyday objects. The bill establishes September 30, 2019, as the deadline for the completion of NIST's efforts regarding considerations for managing IoT cybersecurity risks, especially regarding examples of possible cybersecurity capabilities of IoT devices. By March 31, 2020, NIST must develop recommendations for the appropriate use and management of IoT devices owned or controlled by the government, including minimum information security requirements for managing cybersecurity risks. The OMB shall then issue guidelines for each agency that are consistent with such recommendations. NIST and the OMB shall publish guidance on policies and procedures for the reporting, coordinating, publishing, and receiving of information about a security vulnerability relating to an IoT device used by the government and the resolution of such security vulnerability.

Helping Emergency Responders Overcome Act of 2019 or the HERO Act of 2019 This bill establishes a series of programs relating to the behavioral health of public-safety officers (e.g., law-enforcement officers, firefighters, ambulance crew members, and 9-1-1 operators). For example, the bill establishes (1) a public-safety officer suicide-reporting system at the Centers for Disease Control and Prevention, and (2) a grant program for peer-support behavioral health and wellness programs within fire departments and emergency medical services agencies.

Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act This bill establishes various entities and procedures to address the wrongful detainment of U.S. nationals abroad. The President shall appoint a Special Presidential Envoy for Hostage Affairs. The envoy's duties shall include leading diplomatic engagement on U.S. hostage policy and coordinating diplomatic engagements in support of hostage recovery efforts. The President shall establish an interagency Hostage Recovery Fusion Cell, which shall assess and track all hostage cases of U.S. nationals and coordinate agency efforts to safely recover hostages. The President shall also establish the Hostage Recovery Group, which shall make recommendations regarding hostage recovery options and coordinate the development and implementation of U.S. hostage recovery policies. The President is authorized to impose visa- and property-blocking sanctions against any foreign person responsible for or complicit in the unlawful or wrongful detention of a U.S. national abroad. The Department of State shall review cases where U.S. nationals are detained abroad and refer instances of wrongful or unlawful detainment to the Special Presidential Envoy for Hostage Affairs.

John S. McCain Opioid Addiction Prevention Act This bill establishes a new registration requirement for practitioners who are licensed to prescribe controlled substances in schedule II, III, or IV. Specifically, a practitioner must agree to limit the supply of opioids prescribed for the initial treatment of acute pain, as a condition of obtaining or renewing a registration through the Drug Enforcement Administration. An opioid that is approved and prescribed for the treatment of addiction is not subject to the limit.

National Nurse Act of 2019 This bill requires the Department of Health and Human Services to designate the Chief Nurse Officer of the Public Health Service as the National Nurse for Public Health. The position includes the authority to (1) provide leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Public Health Service, (2) conduct outreach and education, and (3) provide guidance and leadership for activities that will increase public safety and emergency preparedness. The National Nurse for Public Health must (1) participate in identification of national health priorities, (2) encourage volunteerism of nurses and strengthen the relationship between government agencies and health-related national organizations, and (3) promote the dissemination of evidence-based practice in educating the public on health promotion and disease prevention activities.

Supporting Accurate Views of Emergency Services Act of 2019 or the 911 SAVES Act This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.

Education Savings Accounts for Military Families Act of 2019 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED shall establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for, among other things, the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

Removing Barriers to Colorectal Cancer Screening Act of 2019 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Botanical Sciences and Native Plant Materials Research, Restoration, and Promotion Act This bill directs the Bureau of Land Management (BLM), the U.S. Geological Survey, the U.S. Fish and Wildlife Service, the National Park Service, and other appropriate entities to support a program of intramural and extramural botanical science research to support the land management responsibilities of the Department of the Interior. Interior may hire additional personnel to augment its expertise in the botanical sciences. Interior's land management agencies and the Forest Service shall give preference to using locally adapted native plant materials when undertaking land management activities on lands under their respective jurisdictions. Specified federal agencies shall collaborate regarding land use responsibility when undertaking specified activities, including the development of genetically appropriate seed, related to native plant materials. The bill authorizes the BLM to undertake specified activities for the development and use of native plant materials, including the protection of rare plants on public lands. The National Fish and Wildlife Foundation shall ensure that a program of activities which is focused on conservation and protection of native plants is incorporated into its existing programs and activities.

Treat and Reduce Obesity Act of 2019 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Education Freedom Scholarships and Opportunity Act This bill allows individual and corporate taxpayers a tax credit for cash contributions to tax-exempt scholarship-granting organizations for elementary and secondary education expenses. It imposes a cap of $5 billion on the amount of contributions that qualify for a tax credit. The bill directs the Department of Education, in coordination with the Department of the Treasury, to establish, host, and maintain a web portal that (1) lists all eligible scholarship-granting organizations; (2) enables contributions to such organizations; (3) provides information about the benefits of this bill; and (4) enables a state to submit and update information about its programs and scholarship-granting organizations, including information on student eligibility and allowable educational expenses.

Hidden Figures Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and President pro tempore of the Senate to arrange for the presentation of one Congressional Gold Medal to Katherine Johnson, in recognition of her service to the United States as a mathematician; one Congressional Gold Medal to Dr. Christine Darden, for her service to the United States as an aeronautical engineer; two Congressional Gold Medals in commemoration of the lives of Dorothy Vaughan and Mary Jackson, in recognition of their service to the United States during the Space Race; and one Congressional Gold Medal in recognition of all the women who served as computers, mathematicians, and engineers at the National Advisory Committee for Aeronautics and the National Aeronautics and Space Administration (NASA) between the 1930s and the 1970s.

Mobile Health Record Act of 2019 This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a program that enables Medicare enrollees to connect claims data with trusted applications, services, and research programs. The program must allow an enrollee to access claim information through a mobile health record application that is chosen by the enrollee and that is also approved by the CMS, in accordance with specified requirements. Information must be made available to such applications in a similar manner as under the current Blue Button 2.0 program. The bill also allows states that choose to develop or purchase similar applications for Medicaid enrollees to receive federal payment for the associated costs. Currently, the CMS administers the Blue Button program, which allows Medicare enrollees to download and save health information on personal computers or other devices. The CMS subsequently launched the Blue Button 2.0 program, which allows enrollees to link health information with mobile applications (these applications are posted on the CMS website, but are not endorsed by the CMS).

Health Insurance Tax Relief Act of 2019 This bill delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year. The fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018); reimposition is scheduled for 2020.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment services for congenital anomalies and birth defects, such as reconstructive services and prosthetics. Coverage must include services that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician.

Breast Cancer Patient Equity Act This bill provides for Medicare coverage of custom fabricated breast prostheses following the surgical removal of the breast (i.e., a mastectomy), including replacements of such prostheses. Currently, Medicare covers surgically implanted breast prostheses, as well as some external breast prostheses (e.g., post-surgical bras).

Responsible Additions and Increases to Sustain Employee Health Benefits Act of 201 9 This bill modifies the tax exclusion for distributions from health flexible spending arrangements provided to employees under a cafeteria plan to (1) increase the annual limit on employee salary reduction contributions to $5,000, with an additional $500 for each additional employee dependent above two dependents that has not been taken into account by another person for the year; (2) revise the adjustment for inflation after 2020; and (3) allow a carryforward into the next year for unused amounts in such plans.

Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in certain circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Advancing Critical Connectivity Expands Service, Small Business Resources, Opportunities, Access, and Data Based on Assessed Need and Demand Act or the ACCESS BROADBAND Act This bill requires the Department of Commerce to establish the Office of Internet Connectivity and Growth within the National Telecommunications and Information Administration. The office shall connect with communities that need access to high-speed internet and hold regional workshops to share best practices and effective strategies for promoting broadband access and adoption. The bill also requires the office to (1) develop targeted broadband training and presentations for various demographic communities through media, (2) develop and distribute publications providing guidance to communities for expanding broadband access and adoption, and (3) track construction and use of and access to any broadband infrastructure built using federal support. Under the bill, the office shall consult with any agency offering a federal broadband support program in order to streamline the application process for financial assistance or grants. The office, any agency that offers a federal broadband support program, and the Federal Communications Commission through the Universal Service Fund shall coordinate to ensure that broadband support is being distributed in an efficient, technology-neutral, and financially sustainable manner.

Preventing Unkind and Painful Procedures and Experiments on Respected Species Act of 2019 or the PUPPERS Act of 2019 This bill prohibits the Department of Veterans Affairs, in carrying out research within the Veterans Health Administration, from purchasing, breeding, transporting, housing, feeding, maintaining, disposing of, or experimenting on dogs as part of the conduct of any study that causes significant pain or distress.

Utilizing Significant Emissions with Innovative Technologies Act or the USE IT Act This bill addresses the capture, utilization, and sequestration of carbon dioxide. The Environmental Protection Agency must (1) establish a competitive prize program for certain technology projects that capture carbon dioxide directly from the air, (2) research and develop technologies or approaches that transform carbon dioxide generated by industrial processes into a product of commercial value, and (3) support research and infrastructure activities relating to carbon dioxide utilization by providing technical and financial assistance. The bill includes the construction of infrastructure for carbon capture (e.g., carbon dioxide pipelines) among those projects subject to performance schedules designed to reduce permitting and project delivery time. The Government Accountability Office must issue a report that identifies grant programs that research carbon capture and utilization technologies and examines whether the programs overlap. The Council on Environmental Quality (CEQ) must publish guidance to (1) facilitate reviews associated with the deployment of carbon capture, utilization, and sequestration projects and carbon dioxide pipelines; and (2) support the development of such projects and pipelines. The CEQ must also establish at least two task forces to (1) identify challenges and successes that permitting authorities and project developers and operators face, and (2) improve the performance of the permitting process and regional coordination.

Law Enforcement Officers Equity Act This bill expands the definition of law enforcement officer under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include (1) federal employees whose duties encompass the investigation or apprehension of suspected or convicted criminals and who are authorized to carry a firearm; (2) Internal Revenue Service employees whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns; (3) U.S. Postal Inspection Service employees; (4) Department of Veterans Affairs police officers; and (5) certain U.S. Customs and Border Protection employees who are seized-property specialists with duties relating to custody, management, and disposition of seized and forfeited property. The bill deems service performed by an incumbent law enforcement officer on or after the enactment date of this bill to be service performed as a law enforcement officer for retirement purposes. The past service of such incumbents shall be treated as service performed by a law enforcement officer for retirement purposes only if a written election is submitted to the Office of Personnel Management within five years after the enactment of this bill or before separation from government service, whichever is earlier. An incumbent who makes an election before the enactment of this bill may pay a deposit into the Civil Service Retirement and Disability Fund to cover prior service. A law enforcement officer shall not be subject to mandatory separation during the three-year period beginning on the enactment of this bill.

Craft Beverage Modernization and Tax Reform Act of 2019 This bill modifies the tax treatment of certain alcoholic beverages to exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; permit the transfer of beer between bonded facilities without payment of tax; increase the amount of the small wine producer tax credit and expand the categories of producers covered by such credit; allow an adjustment to the producer credit for hard cider; and modify the alcohol content limitations that apply to certain wines for tax purposes. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages. The bill also increases funding for the Alcohol and Tobacco Tax and Trade Bureau.

Aviation Funding Stability Act of 2019 This bill provides continuing appropriations to the Federal Aviation Administration (FAA) from the Airport and Airway Trust Fund if an appropriations bill for the FAA has not been enacted before a fiscal year begins or a joint resolution making continuing appropriations for the FAA is not in effect. The bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year.

Accountability for Quality VA Healthcare Act This bill requires the Department of Veterans Affairs (VA) to address functionality and accountability in regard to its facilities and provision of care. Specifically, the bill requires the VA to carry out a two-year pilot program to enhance the physical security of five selected VA medical facilities. The VA must submit a report that includes its plan and time frame to address specified findings and recommendations of the Government Accountability Office report titled VA Real Property: VA Should Improve Its Efforts to Align Facilities with Veterans' Needs . The bill requires the VA to update its Planning and Activating Community Based Outpatient Clinics handbook at least once every five years to reflect current policies and clarify the responsibilities of VA leasing project personnel. The VA must strengthen its medical facility inspection process and monitor women veterans' access to gender-specific care services under community care contracts, including appointment scheduling and completion times. Finally, the bill requires the VA to (1) clarify measures for medical appointment wait times in a manner that reduces the likelihood of misinterpretation, (2) ensure that patient indicated date (the earliest date the patient needs to be seen) is clearly defined for purposes of Veterans Health Administration scheduling and related training documents, (3) improve recruitment and retention of scheduling staff and require facilities to routinely assess scheduling and resource needs, and (4) improve telephone access at its medical facilities.

This bill prohibits a provider of broadband internet access service from taking certain actions to restrict content and requires the Federal Communications Commission (FCC) to enforce such obligations. Specifically, the bill bars a broadband internet provider from (1) blocking lawful content, applications, or services; (2) prohibiting the use of non-harmful devices; (3) throttling lawful internet traffic; and (4) engaging in paid prioritization. Additionally, a provider is required to disclose accurate and relevant management practices, performance information, and commercial terms sufficient for consumers to make informed choices and for providers of content, applications, services, and devices to develop and market new internet offerings. Additionally, the bill prohibits the FCC or a state commission from relying on their duty to encourage the deployment of advanced telecommunications capability as a grant of authority.

Promoting Internet Freedom and Innovation Act of 2019 This bill establishes transparency requirements for a provider of broadband internet service and prohibits a provider from taking certain actions to restrict content. Specifically, the bill requires a broadband internet provider to disclose accurate management practices, performance information, and commercial terms sufficient for consumers to make informed choices and for entrepreneurs and small businesses to develop, market, and maintain new internet offerings. Additionally a provider is barred from (1) blocking lawful content, applications, or services; (2) prohibiting the use of non-harmful devices; (3) throttling lawful internet traffic; or (4) engaging in paid prioritization.

Fairness for High-Skilled Immigrants Act of 2019 This bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. The bill also establishes transition rules for employment-based visas from FY2020-FY2022, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers), and EB-5 (investors) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country.

Autism Collaboration, Accountability, Research, Education, and Support Act of 2019 or the Autism CARES Act of 2019 This bill reauthorizes through FY2024 and revises several programs and activities relating to autism spectrum disorder (ASD). Among other things, the bill reauthorizes provisions relating to (1) expanded ASD research at the National Institutes of Health; (2) ASD education, early detection, and intervention activities supported by the Health Resources and Services Administration; and (3) the Interagency Autism Coordinating Committee. The bill also generally revises the scope of such programs and activities to encompass ASD individuals of all ages, rather than only youth.

Full Military Honors Act of 2019 This bill requires full military honors to be provided for the funerals of certain veterans. Specifically, a veteran shall receive full military honors if the veteran (1) is first interred or inurned in Arlington National Cemetery, (2) was awarded the medal of honor or the prisoner-of-war medal, and (3) is not entitled to full military honors because of such veteran's grade.

Open Internet Act of 2019 This bill prohibits a provider of broadband internet access service from taking certain actions to restrict content and requires the Federal Communications Commission to enforce such obligations. Specifically, the bill bars a broadband internet provider from (1) blocking lawful content, applications, or services; (2) prohibiting the use of non-harmful devices; and (3) discriminating in transmitting lawful internet traffic. Additionally, a provider is required to disclose accurate and relevant information regarding price, performance, and network management practices sufficient for consumers to make informed choices and for providers of content, applications, services, and devices to develop and market new internet offerings.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Empower our Girls Act This bill allows certain grants, which are authorized under the Violence Against Women Act to assist victims of violence and assault, to be used to assist victims of female genital mutilation. It also requires the Federal Bureau of Investigation (FBI) to classify the offense of female genital mutilation as a Part II crime in the Uniform Crime Reports. (The FBI compiles crime statistics through the Uniform Crime Reporting Program and periodically releases these reports to the public.)

Protect our Girls Act of 2019 This bill criminalizes additional conduct with respect to female genital mutilation. Specifically, it prohibits interstate travel to commit or facilitate female genital mutilation.

Never Again Education Act This bill creates the Holocaust Education Assistance Program Fund for the Department of Education (ED) to (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, to advise on content for the Holocaust education program website, and to lead efforts to solicit donations for the fund.

Veteran Treatment Court Coordination Act of 2019 This bill directs the Department of Justice to establish a Veterans Treatment Court Program to provide grants and technical assistance for state, local, and tribal governments to develop and maintain veterans treatment courts.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Threat Assessment, Prevention, and Safety Act of 2019 This bill directs the Department of Homeland Security (DHS) to establish a Joint Behavioral Threat Assessment and Management Task Force, which shall provide recommendations to Congress and DHS on the development and implementation of a national strategy for preventing targeted violence through behavioral threat assessment and management. The bill defines behavioral threat assessment and management as the systematic and evidence-based process of (1) identifying individuals whose behavior indicates a capacity for committing acts of violence, (2) investigating and gathering information from multiple sources to assess whether such individuals pose a threat, and (3) the subsequent management of such a threat. DHS shall (1) develop and implement the national strategy and provide information and training services related to it, and (2) award grants to establish community based units for implementing the national strategy.

Middle Class Health Benefits Tax Repeal Act of 201 9 This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.
