Amends the Patient Protection and Affordable Care Act to declare that nothing in such Act or amendments made by such Act shall be construed to affect: (1) any authority under title 38 of the United States Code (veterans' benefits); (2) any authority under chapter 55 of title 10 of the United States Code (medical and dental care for members of the uniformed services); or (3) any health care or health care benefits program provided under the TRICARE program or by the Secretary of Veterans Affairs. Declares that the term "minimum essential coverage" includes coverage provided to members of the uniformed services and eligibility for health care provided by the Secretary of Veterans Affairs.

Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

End Veteran Homelessness Act of 2010 - Extends through FY2010, and increases the amount of, the authorization of appropriations for Department of Veterans Affairs (VA) comprehensive service programs for homeless veterans. Revises provisions concerning payments for providing services for homeless veterans to direct the Secretary of Veterans Affairs to annually adjust the rate of such payment to reflect anticipated changes in the cost of furnishing services and to take into account the cost of providing services in a particular geographic area. Directs the Secretary to make such payments quarterly, while requiring quarterly statements from recipients on amounts expended. Requires the Secretary to ensure that each VA medical center that provides treatment and services under the supported housing program of the United States Housing Act of 1937 employs or provides one or more specialists to handle program issues and to conduct outreach to landlords to encourage and facilitate program participation. Directs the Secretary to coordinate with the Secretary of Housing and Urban Development (HUD) to provide assistance to homeless veterans in accessing HUD's Homelessness Prevention and Rapid Re-Housing Program. Authorizes appropriations for FY2012 and thereafter for VA financial assistance for supportive services for very low-income veteran families occupying permanent housing. Authorizes, in connection with VA authority to advertise in the national media concerning available VA benefits, a special emphasis to be placed on promoting awareness of assistance for homeless women veterans and homeless veterans with children.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (USDA), through the Rural Utilities Service, to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Declares that the House of Representatives: (1) strongly believes that the decision to abandon the 23-year bipartisan project establishing Yucca Mountain (Nevada) as the nation's primary permanent nuclear waste storage site breaks a promise made to certain states and violates the letter of the law by extending the length of time states will be forced to store nuclear waste; and (2) calls upon the President to honor the bipartisan commitment made to taxpayers to establish Yucca Mountain as the nation's primary permanent nuclear waste storage site.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Transparency in Job Loss from Fishery Closures Act of 2010 - Prohibits the Secretary of Commerce from implementing a closure of a fishery pursuant to the Magnuson-Stevens Fishery Conservation and Management Act that would have a direct or indirect effect of at least $50,000 on each of more than 25 small businesses that do business related to the recreational, charter, or commercial fishing industries involved in the fishery being closed, unless the Secretary has certified that: (1) the closure is the only option available for maintaining the fishery at a sustainable level; (2) the stock assessment of the fishery has been updated and peer reviewed within the preceding three years; and (3) such assessment was developed using at least two models that were subjected to outside peer review. Requires the Secretary to review, in order to meet such requirements, any fishery closure for which notice was published within 12 months prior to the date of enactment of this Act, and to include in such review the effects of the closure on coastal communities. Directs the Secretary to report to Congress on fishery closures established within five years prior to the enactment of this Act.

Wildlife and Zoological Veterinary Medicine Enhancement Act of 2010 - Authorizes the Secretary of the Interior to award grants to wildlife or veterinary institutions to create additional clinical and research positions for wildlife and zoological veterinarians, with preference to institutions that will create positions in areas of need, including wildlife disease research and training, disease surveillance, ecology and wildlife population management, and conservation and management of the health of endangered, threatened, and sensitive species. Directs the Secretary to establish: (1) the Wildlife and Zoological Veterinary Workforce Loan Repayment Program to repay educational loans of applicants who have received, in the previous ten years, a doctoral degree in veterinary medicine or a graduate degree in veterinary medicine after receiving such doctoral degree, or who are enrolled in an accredited school or college of veterinary medicine program that leads to such a degree, and who agree to serve for at least four consecutive years at a wildlife or veterinary institution as a wildlife or zoological veterinarian; and (2) the Wildlife and Zoological Veterinary Workforce Scholarship Program to award students enrolled in an accredited school or college of veterinary medicine scholarships for up to four years in exchange for entering a contract to serve for at least four consecutive years as wildlife or zoological veterinarians at wildlife or veterinary institutions beginning no later than four years after graduation. Requires the Secretary to: (1) establish a pilot program to award competitive grants to accredited schools and colleges of veterinary medicine to develop and provide new or existing curricula that specialize in wildlife or zoological veterinary medicine; and (2) award competitive grants to eligible wildlife or veterinary institutions to establish or expand training programs (i.e., externship, internship, fellowship, or residency programs) in veterinary medicine for wildlife or zoological populations, under which financial assistance will be provided to traineeship candidates (i.e., individuals who hold, or who are enrolled in a program leading to, a doctoral degree in veterinary medicine).

Expresses the sense of the House of Representatives that: (1) the use of a basic pilot program (E-verify program) by employers of workers within the United States should be mandatory and that enforcement policies should hold both employers and employees responsible for violations; (2) sustaining the necessary border infrastructure and manpower to secure U.S. borders to prevent the unauthorized passage of persons or contraband is a critical responsibility of the federal government; and (3) immigration reform should not legalize, grant amnesty for, or confer any other legal status condoning the unlawful U.S. entry or presence of any individual.

Within Our Means Budget (WOMB) Act of 2009 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to eliminate sequential and cumulative adjustments for inflation from Congressional Budget Office (CBO) baseline projections for discretionary appropriations with respect to: (1) expiring housing contracts and social insurance administrative expenses; (2) offset pay absorption and pay annualization; (3) inflation; and (4) any accounting for changes required by law in the level of agency payments for personnel benefits other than pay. Exempts from the requirement that budgetary resources (other than unobligated balances) be at the level available in the current year any resources designated as an emergency requirement or provided in supplemental appropriations laws. Prohibits adjustments for inflation or or any other factor. Amends the Act to extend indefinitely the formula used to calculate the baseline.

Department of Veterans Affairs Acquisition Improvement Act of 2009 - Requires the Secretary of Veterans Affairs to include in the responsibilities of the Assistant Secretaries responsibilities for acquisition, construction, and asset management functions. Requires the Secretary to assign one Deputy Assistant Secretary to each of the following: (1) information technology acquisition; (2) acquisition services for the Veterans Benefits Administration, the National Cemetery Administration, and the Department headquarters; (3) construction acquisitions and leasing; (4) acquisition services for the Veterans Health Administration (VHA); (5) national contracts, including contracts for health care products and services awarded by the National Acquisition Center (other than contracts for information technology); (6) policy; and (7) asset enterprise management and logistics. Establishes in the Department of Veterans Affairs (VA): (1) a Chief Acquisition Officer, with the Assistant Secretary for Acquisition, Construction, and Asset Management serving as the Chief Acquisition Officer; (2) a Principal Deputy Assistant Secretary for Acquisition, Construction, and Asset Management; and (3) seven Deputy Assistant Secretaries for Acquisition, with the seven functions listed in the preceding paragraph. Directs the Secretary of Veterans Affairs to establish and maintain a Department-wide acquisition program under which the Secretary shall develop, implement, and enforce a streamlined approach to entering into contracts and purchasing goods and services. Authorizes the Secretary to enter into personal services contracts for medical specialist services and the sharing of VA health care resources. Amends the Federal Property and Administrative Services Act of 1949 to include under the term "competitive procedures" the procedures established by the Secretary for the use of federal supply schedules that are open to all responsible sources and result in the lowest cost alternative to meet the needs of the government. Requires the Secretary to prescribe regulations to provide procedures for soliciting, negotiating, awarding, and administering such supply schedules. Revises VA small business contracting goals. Prohibits the Secretary from including in a database of small businesses owned and controlled by veterans a small business that is the vendor of a commercial item unless the vendor is the manufacturer or regular dealer of the item, unless the Secretary specifically provides a waiver with respect to that vendor. Requires the Secretary to: (1) establish specific criteria for verifying the status of each small business proposed to be included in the database; and (2) specify the North American Industry Classification System code or codes of the goods and services that may be procured from each small business so listed.

National Commission on American Recovery and Reinvestment Act of 2009 - Establishes in the legislative branch the National Commission on American Recovery and Reinvestment. Requires the Commission to: (1) investigate and make findings on the number of jobs saved or created as a result of the American Recovery and Reinvestment Act of 2009; and (2) make recommendations on changes that could be made to such Act to save or create more jobs as well as steps that could be taken to prevent the improper payment of funds allocated under it.

Promoting Jobs for Veterans Act of 2009 - Reinstates the Department of Veterans Affairs (VA) small business loan program, under which the Secretary of Veterans Affairs provides financial assistance to veterans' small businesses. Qualifies for such assistance any veteran business owner with a disability rated at 10% (under current law, 30%) or more. Removes VA authority to provide such assistance through direct loans, while maintaining authority for loan guaranties. Increases from $200,000 to $500,000 the maximum guaranty amount. Authorizes the Secretary to: (1) contract-out to provide such loans; and (2) subsidize the interest rates paid under such loans. Provides a loan guarantee preference for National Guard and reserve members activated in support of the Global War on Terrorism. Requires (current law authorizes) a VA contracting officer to award contracts to small businesses owned and controlled by veterans using other than competitive procedures for contracts above the simplified acquisition threshold in order to meet VA small business procurement contracting goals. Allows the Secretary to evaluate a contract bid submitted by a small business owned and controlled by veterans on the same basis as the Administrator of the Small Business Administration (SBA) evaluates a bid submitted by a socially and economically disadvantaged small business. Amends the Small Business Act to extend the period of eligibility for certain small business assistance in the case of small businesses owned by individuals who are called or ordered to active duty for more than 30 days. Increases the amount of the monthly subsistence allowance payable to veterans participating in VA vocational rehabilitation programs. Directs the Secretary to award up to 2,000 internships annually to veterans who have completed a vocational rehabilitation program. Requires the Secretary to pay to a veteran who is unemployed for at least four months, 59 years old or younger, and ineligible for other VA education or training assistance a training assistance allowance for each month the veteran is enrolled in a program of apprenticeship or other on-job training. Authorizes the Secretary to pay a $500 monthly assistance allowance to a rural veteran teacher. Amends the Workforce Investment Act of 1998 to authorize appropriations for veterans' workforce investment programs. Directs the Secretary to include on the main VA Internet website a hyperlink with a drop-down menu entitled "Veterans Employment," which shall link to appropriate Internet employment websites.

Fort Hood Families Benefits Protection Act - Treats members of the Armed Forces and civilian employees of the Department of Defense (DOD) who were killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible. Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Veterans' Small Business Assistance and Servicemembers Protection Act of 2009 - Veterans Small Business Verification Act - Prohibits the Secretary of Veterans Affairs from including a small business in a Department of Veterans Affairs (VA)-maintained database of small businesses owned and controlled by veterans until the Secretary has verified that: (1) the small business is owned and controlled by veterans; and (2) if the small business owner claims to be a service-disabled veteran, that such person is a veteran with a service-connected disability. Requires (under current law, authorizes) a VA contracting officer to award a contract to a small business owned and controlled by veterans using procedures other than competitive procedures, as long as certain standards are met. Extends through 2015 the Veterans' Advisory Committee on Education. Amends the Servicemembers Civil Relief Act to allow a servicemember to terminate a contract for the following services, without the imposition of early termination fees, if the servicemember is deployed in support of a contingency operation for not less than 90 days or must change permanent stations to a location that does not support such contract: (1) cellular and home telephone; (2) multichannel video programming; (3) Internet; or (4) residential utilities involving the provision of water, electricity, home heating oil, or natural gas. Requires the return of any advance payments made. Prohibits lessors from charging early termination fees with respect to rental or motor vehicle leases entered into by servicemembers who subsequently enter military service or receive orders for a permanent change of station or for deployment in support of a contingency operation. Provides for enforcement by the Attorney General, or a private right of action, with respect to rights provided under the Servicemembers Civil Relief Act. Directs the Secretary to establish and maintain procedures for ensuring coordination of outreach activities between and among specified VA offices and departments. Provides for VA cooperative activities with states with respect to such outreach. Establishes a VA visual impairment and orientation and mobility professionals education assistance program to increase the supply of qualified blind rehabilitation specialists. Corey Shea Act - Provides VA burial benefits to parents of individuals who died in combat or from a combat-related training injury and are interred in a national cemetery.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Real Stimulus Act of 2009 - Prohibits the Federal Communications Commission (FCC) from proposing, promulgating, or issuing any regulations with regard to the Internet or IP-enabled services. Makes such prohibition non-applicable to regulations that are determined necessary to: (1) prevent damage to U.S. national security; (2) ensure public safety; or (3) assist or facilitate any actions taken by federal and state law enforcement agencies.

Considers the "Report of the United Nations Fact Finding Mission on the Gaza Conflict" (Goldstone Report) to be biased and unworthy of further consideration or legitimacy. Supports the Administration's efforts to combat anti-Israel bias at the United Nations (U.N.). Calls on the President and the Secretary of State to oppose endorsement of, and measures stemming from, the Report. Reaffirms support for Israel's right to defend its citizens from violent militant groups and their state sponsors.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Veterans Dog Training Therapy Act - Directs the Secretary of Veterans Affairs to carry out a pilot program for assessing the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder symptoms through a therapeutic medium of assistance dog training and handling for veterans with disabilities. Requires such program to be carried out at Department of Veterans Affairs (VA) medical centers that can provide training areas for such purposes.

Amtrak Secure Transportation of Firearms Act - Requires Amtrak, at a station that accepts checked baggage for a specific Amtrak route, to allow a passenger holding a ticket for such route to place an unloaded firearm or starter pistol in a bag that has been checked at the station if: (1) before checking the bag or boarding the train, the passenger declares to Amtrak that an unloaded firearm is in his or her checked bag; (2) the firearm is carried in a locked hard-sided container; and (3) only the passenger has the key or combination to such container. Allows an Amtrak passenger to place small arms ammunition for personal use in a checked bag on an Amtrak route if the ammunition is securely packed in specified kinds of boxes or other packaging specifically designed to carry such ammunition. Prohibits the application of such requirements in any fiscal year in which Amtrak does not receive federal assistance.

Amends part B (Supplementary Medical Insurance Benefits for Aged and Disabled) of title XVIII (Medicare) of the Social Security Act to repeal the Medicare competitive acquisition program for durable medical equipment and prosthetics, orthotics, and supplies (DMEPOS).

Wireless Freedom Act - Amends the Internal Revenue Code to: (1) repeal the limitation on depreciation for cellular telephones used for personal purposes; and (2) exempt employer-provided wireless devices from taxation as a de minimis fringe benefit.

Recognizes the valuable, historic, and continued contribution of Echo Company of the 100th Battalion of the 442d Infantry of the U.S. Army to the citizens of the Northern Mariana Islands and the United States. Commends the efforts and contributions of such soldiers and the sacrifices of their families. Recognizes and reaffirms the commitment of Congress to support the mission of Echo Company. Honors the lives of Echo Company soldiers who gave the ultimate sacrifice on behalf of the United States.

Recognizes Pediatric Acquired Brain Injury (PABI) as the leading cause of death and disability in the United States for children and young adults from birth until 25 years of age. Endorses the National Pediatric Acquired Brain Injury Plan and encourages its implementation by federal, state, and local governments.
