Regulations From the Executive in Need of Scrutiny Act of 2009 - Rewrites provisions regarding congressional review of agency rulemaking to require congressional approval of major rules of the executive branch before they may take effect (currently, major rules take effect unless Congress passes and the President signs a joint resolution disapproving them). Provides that if a joint resolution of approval of a major rule is not enacted by the end of 90 session days or legislative days after such resolution is introduced, the rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for 90 calendar days without such approval if the President determines such rule is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth procedures of the House of Representatives and the Senate for joint resolutions: (1) approving major rules; and (2) disapproving nonmajor rules.

Directs the Secretary of the Interior to report to the appropriate congressional committees regarding the economic situation in the Commonwealth of the Northern Mariana Islands (CNMI). Extends by one year the date for beginning the transition period of U.S. immigration laws to the CNMI. States that during such one-year period the CNMI visitor entry program shall be administered under CNMI law.

Mourns the loss of life caused by the earthquakes and tsunamis that occurred on September 29, 2009, in American Samoa and Samoa, and offers condolences to the victims' families. Pledges full support to the people of American Samoa and the villages of Fagamalo, Poloa, Amanave, Failolo, Afao, Asili, Amaluia, Leone, Fagasa, Faga'alu, Fagatogo, Pago Pago, Afono, Vatia, Lauli'i, Faga'itua, Masefau, Alao, Tula, and Aoa. Expresses appreciation to the foreign governments that are lending their support to the United States Territory of American Samoa. Commends: (1) the efforts of all persons and relief organizations; and (2) the over 100,000 Samoans residing in the United States from American Samoa and Samoa for coming to the aid of their "aiga" in the affected islands.

Amends Rule XVI (Motions and Amendments) of the Rules of the House of Representatives with respect to the division of a question under debate. Provides that any division of a question into distinct propositions shall depend on the propositions involved and not upon grammatical structure. Amends Rule XIII (Calendar and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order that would waive clause 5 (on the divisibility of questions under debate) of Rule XVI.

Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials to exercise their authority under existing law, including regarding land use planning, to provide for the use of, and access to, federal public lands and waters for fishing, sport hunting, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports, promotes, and enhances recreational fishing, hunting, and shooting opportunities, to the extent authorized under applicable law. States that Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, shall be open to recreational fishing, hunting, and shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such lands for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, or compliance with other law. Requires publication of a public notice preceding any such closures or restrictions, unless mandated by other law. Requires annual reports on closures of federal public lands to recreational fishing, sport hunting, or shooting. Sets forth requirements for specified closures or significant restrictions involving 640 or more acres of federal public lands or waters to fishing or hunting. Establishes the Sport Fishing and Boating Partnership Council and the Sporting Conservation Council.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Health Care Bill of Rights Act or 10 Prescriptions for a Healthy America Act - Prohibits Congress and the President from enacting health reform legislation that: (1) includes government-run health insurance; (2) reduces benefits for seniors under Medicare; (3) increases the federal deficit; (4) imposes new taxes; (5) allows the federal government to ration care: (6) imposes a mandate on individuals to purchase health care coverage or on employers to provide such coverage; or (7) provides taxpayer-funded health insurance to illegal immigrants. Requires Congress and the President to enact health reform legislation on or before December 31, 2009, that: (1) protects individuals with preexisting conditions; (2) reforms medical liability law and curbs abusive litigation; and (3) reduces the overall cost of health care for all.

Transparency and Executive Accountability Act - Amends the Ethics in Government Act of 1978 to require individuals subject to financial disclosure filing requirements by virtue of an appointment to a position in the Executive Office of the President to file required reports with the Director of the Office of Government Ethics (curently, with the ethics official of the individual's employing agency).

Limiting the Intrusive Miles of International Terrorist Sponsors Act of 2009 or LIMITS Act of 2009 - Directs the President to restrict to a specified designated area the travel of officials and representatives of countries that are designated as state sponsors of terrorism who are visiting the U.N. headquarters complex in connection with official business. Authorizes presidential waiver of such restriction upon submission of a report to Congress explaining why it is in the national interest to do so. Excludes from such restriction: (1) direct travel to and from John F. Kennedy International Airport or LaGuardia Airport to the designated area in connection with official business at the U.N. headquarters complex; (2) land travel to and from any lodgings or other hotel accommodations in which an official or representative is staying if such lodging or other hotel accommodation is within the designated area; and (3) travel to and from New York University medical center or Bellevue Hospital Center for emergency medical care.

Defund ACORN Act - Prohibits any federal contract, grant, cooperative agreement, or other form of agreement from being awarded to, any federal funds in any other form from being provided to, or any federal employee or contractor from promoting any organization that: (1) has been indicted for a violation under any federal or state law governing the financing of a campaign for election for public office or any law governing the administration of such an election, including a voter registration law; (2) had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements; (3) has filed a fraudulent form with any federal or state regulatory agency; or (4) employs, has under contract, or retains to act on its behalf any individual who has been indicted for a violation under federal or state law relating to an election for federal or state office. Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Junior Duck Stamp Conservation and Design Program Reauthorization Act of 2009 - Amends the Junior Duck Stamp Conservation and Design Program Act of 1994 to: (1) require reports every five years on the status of the Junior Duck Stamp Conservation and Design Program in each state; and (2) authorize appropriations for the administrative expenses of the Program through FY2015.

Healthy Savings Act of 2009 - Amends Internal Revenue Code provisions relating to health savings accounts (HSAs) to allow: (1) spouses to make increased catch-up contributions to a single HSA; (2) Medicare Part A beneficiaries to establish and contribute to an HSA; (3) veterans eligible for service-connected disability benefits and individuals eligible for Indian health service assistance to establish an HSA; (4) HSAs to incorporate flexible spending and health reimbursement arrangements; (5) the use of HSAs to purchase health insurance; (6) payment of certain medical expenses incurred before the establishment of an HSA; and (7) payments from an HSA for prescription and over-the-counter drugs that aid in the prevention and management of chronic diseases. Allows Medicare beneficiaries participating in a Medicare Advantage medical savings account (MSA) to exclude from gross income payments made to their MSAs. Treats as medical care for purposes of the tax deduction for medical expenses certain exercise equipment and physical fitness programs and certain nutritional and dietary supplements.

Severely Injured Veterans Benefit Improvement Act of 2009 - Increases rates of the following veterans' benefits: (1) wartime disability compensation for veterans in need of regular aid and attendance or higher levels of care; and (2) the non-service-connected disability pension for veterans of a period of war whose disability is rated permanent and total and who are permanently housebound. Makes disabled veterans with severe burn injuries eligible for automobile and adaptive equipment assistance. Makes veterans who suffer traumatic brain injury eligible for wartime disability compensation. Authorizes the Secretary of Veterans Affairs (VA) to increase the rate of the special pension for persons entered on Medal of Honor rolls. Extends to September 30, 2021, provisions concerning the treatment of pension amounts of Medicaid-covered veterans who are receiving nursing facility services.

Empowering Patients First Act - Amends the Internal Revenue Code to allow a tax credit for qualified health insurance costs to residents of a state that implements a high-risk pool, a reinsurance pool, or other risk-adjustment mechanism. Amends the Public Health Service Act to provide for the establishment and governance of individual membership associations (IMAs) to make available health benefits coverage to IMA members and their dependents. Small Business Health Fairness Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Directs that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Amends title XXI (Children's Health Insurance) (CHIP, formerly known as SCHIP) of the Social Security Act (SSA) to: (1) require a state CHIP plan to specify how it will achieve coverage for 90% of targeted low-income children; and (2) prohibit CHIP payments for children with family income above 300% of the applicable poverty line. Help Efficient, Accessible, Low-cost, Timely Healthcare (HEALTH) Act of 2009 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Establishes a statute of limitations and limits noneconomic and punitive damages. Permits a group health plan to vary premiums and cost-sharing by up to 50% of the benefits based on participation (or lack of participation) in a wellness program. Requires a health insurance issuer to provide claims information, on request, to a plan, plan sponsor, or plan administrator. Prohibits the Secretary of Health and Human Services (HHS) from using comparative effectiveness research to deny coverage of an item or service under a federal health care program. Authorizes a state to establish a Health Plan and Provider Portal website to standardize information on health insurance plans available in the state. Revises the formula for determining rates in the fee schedule for Medicare physician payments. Sets forth provisions regarding students loans and loan repayment for health care professionals. Establishes discretionary spending limits for FY2010-FY2019 for new budget authority in the nondefense category. Rescinds unobligated balances of certain discretionary appropriations made available under the American Recovery and Reinvestment Act of 2009. Repeals other provisions of such Act, including provisions providing fiscal assistance to states and setting limits on executive compensation.

Adds Rule XXIX (Time to Read Legislation Before Voting) to the Rules of the House of Representatives to prohibit consideration by the House of legislation between the chambers unless: (1) the text of the measure and its related accompanying comparative print has been available to all Members and their staffs in both printed and electronic format for at least three legislative days; and (2) any manager's amendment or other amendment which makes substantive changes to the legislation has been made available in such format for at least such period before such consideration. Exempts from such prohibition: (1) the intelligence authorization bill, other legislation containing classified information, or any such conference report, if Members have at least seven days to study the measure's contents; and (2) congressional declarations of war or authorization of military force to respond to attacks on the United States. Amends Rule XIII (Calendars and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order waiving Rule XXIX. Amends Rule XVI (Motions and Amendments) to prohibit consideration in the House of any measure amending existing law, or any amendment to such measure, unless the Chair of the applicable committee or the Member proposing the amendment also presents the Clerk, at least three legislative days before consideration, an electronic version of a comparative print of any part of the measure, or the amendment, showing by appropriate typographical devices the omissions and insertions proposed.

Expresses the sense of the House of Representatives that: (1) high school students should spend at least one week in September of their senior year learning about the U.S. Constitution, as knowledge of this country's founding document is critical to being an effective citizen; and (2) upon reaching voting age, high school seniors should demonstrate their understanding of the rights and responsibilities of citizenship by petitioning the government on an issue of importance to them.

Secure America Through Verification and Enforcement Act of 2009 or SAVE Act of 2009 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) accountable financing under the Secure Border Initiative; (7) emergency deployment of Border Patrol agents; and (8) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Directs the Secretary of Homeland Security (DHS) to check against terrorist watchlists those persons suspected of alien smuggling and smuggled individuals who are interdicted at U.S. borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with DHS; and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Authorizes border relief grants for local law enforcement agencies within 25 miles of the southern U.S. border. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional immigration court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Directs the Secretary of Commerce to conduct a study of the population of the South Atlantic red snapper fishery and report to Congress. Prohibits the Secretary from promulgating any interim rule under specified provisions of the Magnuson-Stevens Fishery Conservation and Management Act that prohibits fishing in the South Atlantic red snapper fishery before such report demonstrates the need for interim rules. Prohibits any interim rule that was promulgated before enactment of this Act from having any force or effect.

Military Voters' Equal Access to Voter Registration Act of 2009 - Amends the National Voter Registration Act of 1993 to require designating direct each Secretary of a military department to designate an office on each Armed Forces installation to ensure that certain individuals are provided the opportunity to register to vote in federal elections, update voter registrations, and request absentee ballots under the Uniformed and Overseas Citizens Absentee Voting Act. Designates as those individuals those who are: (1) members of the Armed Forces and are undergoing a permanent change of duty station, deploying overseas for at least 6 months, returning from an overseas deployment of at least 6 months, or requests assistance related to voter registration; and (2) are dependents of members of the Armed Forces, request assistance, and are at least 18 years old. Considers an office so designated to be a voter registration agency for all purposes of the Act. Requires informing Armed Forces members and their dependents of the assistance available under this Act.

Directs the Secretaries of Defense (DOD) and Veterans Affairs (VA) to jointly establish the Wounded Warrior K-9 Corps program for the awarding of grants to nonprofits to assist them in establishing programs to provide assistance dogs to certain members of the Armed Forces and veterans who have certain disabilities. Defines the term "assistance dog" to mean a dog specifically trained to perform physical tasks to mitigate the effects of such a disability, except that such term does not include a dog specifically trained for comfort or personal defense.

Veterans' Insurance and Health Care Improvements Act of 2009 - Makes permanent a current temporary extension of Servicemembers' Group Life Insurance (SGLI) coverage for totally disabled veterans. Allows veterans under age 60 to increase coverage under Veterans' Group Life Insurance (VGLI) in increments of up to $25,000 during each five-year period, to a maximum amount of $400,000. Eliminates a reduction by the Secretary of Veterans Affairs (VA) in the amount of an accelerated death benefit for terminally ill persons insured under SGLI and VGLI. Establishes, with respect to the provision of VA health care, a priority level for veterans awarded the Medal of Honor equal to the level of Purple Heart recipients. Provides permanent VA authority to provide hospital care, medical services, and nursing home care to Vietnam-era herbicide-exposed veterans and Persian Gulf War veterans who have insufficient medical evidence to establish a service-connected disability. Prohibits the Secretary from collecting copayments from catastrophically disabled veterans for the receipt of VA hospital care or medical services. Establishes within the Veterans Health Administration: (1) a Director of Physician Assistant Services; and (2) a Committee on Care of Veterans with Traumatic Brain Injury. Amends the Veterans' Mental Health and Other Care Improvements Act of 2008 to revise participant eligibility requirements under a pilot program of contract care for veterans residing in highly rural areas. Establishes in the Treasury the Qualified World War II Veterans Equity Compensation Fund to provide monthly payments of $1,000 to former active-duty World War II veterans who have not received benefits under the Servicemen's Readjustment Act of 1944.

Czar Accountability and Reform (CZAR) Act of 2009 - Prohibits appropriated funds from being used to pay salaries or expenses of any task force, council, or similar office established by or at the direction of the President, if the head of such entity: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; and (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent.

Reducing Barack Obama's Unsustainable Deficit Act - Rescinds all unobligated balances of the discretionary appropriations made available in division A of the American Recovery and Reinvestment Act of 2009 (ARRA). Repeals subtitles B (Assistance for Vulnerable Individuals) and C (Economic Recovery Payments to Certain Individuals) of title II (the Assistance for Unemployed Workers and Struggling Families Act) and titles III (Premium Assistance for COBRA Benefits), IV (Medicare and Medicaid Health Information Technology; Miscellaneous Medicare Provisions), V (State Fiscal Relief), VI (Broadband Communications), and VII (Limits on Executive Compensation) of division B of ARRA. Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate upon enactment of this Act (currently, December 31, 2009) the Secretary of the Treasury's authority to establish the Troubled Asset Relief Program (TARP) and the program to guarantee troubled assets originated or issued before March 14, 2008, including mortgage-backed securities. Repeals the authorization for a two-year extension of such authority if the Secretary submits a specified certification to Congress. Requires the Secretary, each time a financial institution makes a TARP repayment, to transfer such repayments to the special account established in the Treasury for reducing public debt.

Berry Amendment Extension Act - Amends the Homeland Security Act of 2002 to prohibit the Secretary of the Department of Homeland Security (DHS) from procuring specified covered items directly related to national security interests (including clothing, tents, or natural fiber products) that are not grown, reprocessed, reused, or produced in the United States, except to the extent satisfactory quality and sufficient quantity of any such product cannot be procured as and when needed. Makes additional exceptions for: (1) procurements by vessels in foreign waters; (2) emergency procurements; and (3) purchases for amounts not greater than the simplified acquisition threshold ($100,000). Requires the Secretary to post a notification that an exception has been applied not later than seven days after the award of the contract. Directs the Secretary to ensure that: (1) each member of DHS's acquisition workforce who regularly participates in textile acquisition receives training on this Act's requirements; and (2) any such training includes comprehensive information on such requirements. Makes this Act inapplicable to the extent that it is inconsistent with U.S. obligations under an international agreement.

Declares that, during the 18 months following enactment of this Act, the Home Valuation Code of Conduct announced by the Federal Housing Finance Agency (FHFA) on December 23, 2008, shall have no force or effect.
