Financial Consumer Hotline Act of 2007 - Amends the Federal Financial Institutions Examination Council Act of 1978 to require federal financial institution regulatory agencies, coordinating through the Federal Financial Institutions Examination Council, to establish: (1) a single, toll-free telephone number for consumer complaints and inquiries concerning institutions under their jurisdiction; and (2) a system for routing such calls to the federal financial institution regulatory agency that primarily supervises the financial institution, or that is otherwise the appropriate agency to address the subject of the complaint or inquiry. Cites circumstances under which state agencies may receive appropriate call transfers from such federal systems.

Emergency Relief Tax Check-Off for Our Armed Forces Act of 2007 - Amends the Internal Revenue Code to allow a tax deduction (available to taxpayers who do not itemize their tax deductions) for charitable contributions of up to $1,000 ($2,000 in the case of a joint return) to the Armed Forces Relief Trust. Allows taxpayers to designate on their tax returns a portion of any overpayment of tax as a contribution to the Trust or to make a cash contribution to the Trust with their tax returns. Establishes an advisory board to advise the Trust on its operation and on the distribution of contributed funds.

Justice for the Newark College Students Act - Amends the Immigration and Nationality Act to require: (1) the Secretary of Homeland Security (current law refers to the Attorney General) to make investigative resources available to state and local law enforcement agencies to determine whether an individual arrested for a felony or an aggravated felony (current law refers to only an aggravated felony) is unlawfully in the United States; (2) state and local agencies to use such information to determine whether an arrested individual is unlawfully in the United States and to provide the appropriate court with such information; (3) the court to report such case's disposition to the Department of Homeland Security (DHS); and (4) mandatory federal detention of such individuals pending removal, and release only in furtherance of the felony case for which the arrest was made.

Establishes a Joint Select Committee on Earmark Reform to study and report to the House and the Senate on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Prevention of Unsafe Licensing Act - Amends the REAL ID Act of 2005 to prohibit a state from issuing a driver's license or identification document to a person unless the state has satisfied certain citizenship or lawful immigration status verification requirements.

IDEA Fairness Restoration Act - Amends the Individuals with Disabilities Education Act to include expert witness fees, including the reasonable costs of any test or evaluation necessary for the preparation of the parent or guardian's case in the action or proceeding, within the definition of "attorneys' fees" that may be awarded to the prevailing party in a civil action brought under such Act.

Authorizes the Secretary of the Army to place in Arlington National Cemetery an American Braille tactile flag honoring blind members of the Armed Forces, veterans, and other Americans. Grants the Secretary exclusive authority to approve an appropriate design and site within Arlington National Cemetery for the memorial.

Requires the Secretary of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highways funds for FY2010 and thereafter if driver licenses or personal identification cards issued by the state do not meet with certain minimum federal standards to be accepted by a federal agency.

Registered Nurse Safe Staffing Act of 2007 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) require each participating hospital to adopt and implement a staffing system that ensures a number of registered nurses on each shift and in each unit of the hospital to ensure appropriate staffing levels for patient care; (2) provide for the public reporting of certain staffing information, including a daily posting for each shift in the hospital of the current number of licensed and unlicensed nursing staff directly responsible for patient care; (3) prescribe recordkeeping, data collection, and evaluation requirements for participating hospitals; (4) specify civil monetary penalties for violations of such requirements; and (5) provide whistleblower protections.

Requires the determination of whether a veteran can be transferred to a Department of Veterans Affairs medical facility after receiving emergency medical treatment in a non-Department facility to be based both on the condition of the veteran and on the availability of a bed in a Department facility that is not geographically inaccessible to the veteran.

Women Veterans Health Care Improvement Act - Requires the Secretary of Veterans Affairs to: (1) conduct a long-term epidemiological study on the health of women veterans who served on active duty in Operations Iraqi Freedom and Enduring Freedom; (2) assess barriers encountered by women veterans to the provision by the Department of Veterans Affairs (VA) of comprehensive health care; (3) assess all health care services and programs provided by the VA for women veterans; (4) provide training for mental health professionals who provide counseling to women veterans suffering from sexual trauma; (5) develop a plan for the identification, development, and dissemination of treatments for post-traumatic stress disorder (PTSD) and other conditions attributable to combat or sexual trauma that are proven effective for women veterans; (6) conduct a study of the provision of readjustment counseling and related mental health services for women veterans at vet centers; (7) carry out a pilot program for child care for certain women veterans receiving health care from VA facilities; and (8) carry out a pilot program to evaluate the feasibility and advisability of providing counseling and transition adjustment assistance for women veterans who are newly separated from active duty service. Requires women veterans recently separated from active duty service to be included on the Advisory Committee on Women Veterans.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Amends Internal Revenue Code provisions relating to bullion held in individual retirement accounts (IRAs) and other tax-exempt individually directed retirement plans to allow: (1) such bullion to be held in the form of a bar, ingot, or coin; (2) IRA trustees to satisfy physical possession requirements for such bullion by merely holding indicia of ownership; and (3) the transfer of the physical possession of such bullion to a custodian engaged in the business of holding bullion, coins, and precious metals.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

Credit and Debit Card Receipt Clarification Act of 2007 - Amends the Fair Credit Reporting Act (FCRA) to declare that any person who printed an expiration date on any receipt provided to a consumer cardholder at a point of sale (POS) or transaction between December 4, 2004, and the enactment of this Act, but otherwise complied with FCRA requirements for such receipt, shall not be in willful noncompliance by reason of printing such expiration date on it.

Safe Building Code Incentive Act of 2007 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to increase the maximum total of contributions for a major disaster by an amount equal to 4% of the estimated aggregate amount of grants to be made under the Act, if at the time of a declaration of a major disaster the affected state has in effect and is actively enforcing an approved state building code. Requires a state, to be eligible for the increased federal share, to submit its state building code to the President for approval at least once every six years. Directs the President to approve a state building code submitted upon determining that it: (1) is consistent with the most recent version of a nationally recognized model building code; (2) has been adopted by the state within six years of the most recent version of the nationally recognized code; and (3) uses the nationally recognized code as a minimum standard. Authorizes the use by states and local governments of technical and financial assistance to implement predisaster hazard mitigation measures to establish and operate a building department and carry out enforcement activities to implement an approved state building code. Directs the President, in determining whether to provide technical and financial assistance to a state or local government, to take into account the extent to which that government is carrying out activities to implement an approved state building code.

Veterans Emergency Care Fairness Act of 2007 - Requires (current law authorizes) the Secretary of Veterans Affairs to reimburse certain veterans without a service-connected disability enrolled as active participants of the Department of Veterans Affairs (VA) health care plan for the cost of emergency treatment received in a non-VA facility until such time as such veterans are transferred to a VA facility. Requires (current law authorizes) the Secretary to reimburse certain veterans with a service-connected disability or a non-service-connected disability associated with or aggravating a service-connected disability for the value of emergency treatment for which such veterans have made payment from sources other than the VA.

Commercial Motor Vehicle Advanced Safety Technology Tax Act of 2007 - Amends the Internal Revenue Code to allow a general business tax credit for 50% of the cost of placing in service any qualified commercial vehicle advanced safety system. Defines "qualified commercial vehicle advanced safety system" as a manufacturer-certified brake stroke monitoring system, lane departure warning system, collision warning system, or vehicle stability system identified by the Federal Motor Carrier Safety Administration or the National Highway Traffic Safety Administration as significantly enhancing the safety or security of commercial drivers, vehicles, or passengers. Terminates such credit after 2012.

Earmark Reform Act 2007 - Amends the Congressional Budget of 1974 to subdivide amounts allocated to the congressional appropriations committees into: (1) a specified total of new budget authority and outlays for earmarks in appropriations measures for the first fiscal year of the first concurrent budget resolution; and (2) an amount of total new budget authority and outlays for such earmarks for the first fiscal year of each ensuing budget resolution equal to 1% of total new budget authority and total outlays allocated to such committees. (Thus caps total earmarks at 1% of total new budget authority and total outlays allocated each fiscal year to such committees.) Makes it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, or amendment if its enactment would cause the applicable allocation of new budget authority or outlays for a fiscal year to be exceeded.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Amends the Internal Revenue Code to: (1) exclude from gross income amounts attributable to a discharge of mortgage indebtedness on a principal residence; (2) extend through 2014 the tax deduction for mortgage insurance premiums; (3) expand the definition of cooperative housing corporation for purposes of the tax deduction for payments to such corporations; and (4) limit the exclusion from gross income of gain from the sale of a principal residence by denying an exclusion of the gain allocated to a nonqualified use of such residence. Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase (from 114.75% to 116.50%) in the third quarter of 2012 the estimated tax rate for corporations with assets of not less than $1 billion.

Stop the Sale of Murderabilia to Protect the Dignity of Crime Victims Act of 2007 - Amends the federal criminal code to: (1) restrict the items that a federal prisoner may place in the mail or for delivery; and (2) provide for civil and criminal forfeiture of real or personal property used to commit a crime or obtained as a result of such crime. Provides civil remedies, including injunctions, damages, and attorney fees, for persons aggrieved by federal prisoners using the mail in violation of this Act.

Expresses the sense of Congress that: (1) Congress should verify that current immigration and border security laws are enforced; (2) the Secretary of Homeland Security should ensure the expedited construction of the border fence; (3) a report required by the Secretary concerning progress made toward achieving and maintaining operational control over the international border should include recommendations to enhance U.S. national security on the northern border and emphasize the Administration's commitment to protecting both the southern and northern borders; (4) Congress should fully fund the 18,000 Border Patrol agents currently authorized; and (5) there should be an expansion of the program under which state and local law enforcement authorities investigate, detain, and arrest aliens who have violated U.S. law.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Military Eye Trauma Treatment Act of 2007 - Directs the Secretary of Defense (Secretary) to establish within the Department of Defense (DOD) the Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of Military Eye Injuries to: (1) develop and oversee the Military Eye Injury Registry for tracking the diagnosis, treatment, and follow-up for each case of eye injury incurred by a member of the Armed Forces while on active duty; and (2) ensure the electronic exchange of Registry information with the Secretary of Veterans Affairs. Requires the Secretary to: (1) include in the Registry records of members who incurred eye injuries while on active duty on or after September 11, 2001, but before the Registry's establishment; and (2) report to Congress on the Center's establishment. Directs the Secretary and the Department of Veterans Affairs (VA) to conduct a cooperative study on neuro-optometric screening and diagnosis of members with traumatic brain injury (TBI) by military medical treatment facilities and VA medical centers for purposes of vision screening, diagnosis, rehabilitative management, and vision research on visual dysfunction related to TBI.

Accountability in Enforcing Immigration Laws Act of 2007 - Amends the Immigration and Nationality Act to subject all illegal alien entrants to fines. (Under current law, first-time offenses are subject to such fines and/or six months' imprisonment, and subsequent offenses are subject to such fines and/or two years' imprisonment.) Directs United States Immigration and Customs Enforcement to provide for: (1) detention of illegal aliens who are apprehended by state or local law enforcement officers; and (2) reimbursement of state and local detention costs. Requires certain airport security screeners to undergo immigration status checks. Requires owners and operators of high-risk critical infrastructure sites, in order to receive buffer zone protection grants, to conduct terrorist watchlist and immigration status database checks of security employees. Condemns rapes by smugglers along the U.S. land border and urges the government of Mexico to work with United States Customs and Border Protection to take preventive action. Affirms the inherent authority of state and local law enforcement personnel to assist in immigration enforcement while carrying out their routine duties. States that such provision shall not be construed to require such personnel to: (1) report the identity of a victim of, or a witness to, a criminal offense to the Department of Homeland Security (DHS); or (2) arrest such victim or witness for an immigration-related violation. Directs DHS to establish an immigration-related training manual for state and local law enforcement personnel. Provides financial assistance to state and local law enforcement agencies for immigration enforcement assistance. Continues the institutional removal program and expands it to all states. Authorizes permanent appropriations for the state criminal alien assistance program. Provides for the listing of immigration violators in the National Crime Information Center Database.

Border Control and Contractor Accountability Act of 2007 - Provides that a federal contractor who employs directly or through a subcontractor an alien who is not authorized to work shall: (1) be debarred or suspended from federal contracting for three years; and (2) have the contract terminated unless the contractor or subcontractor agrees to terminate the employment of any such alien. Directs the Secretary of Homeland Security to establish the position of Small Business Administration Liaison within U.S. Immigration and Customs Enforcement to ensure that the Small Business Administration (SBA) does not make or guarantee a loan to an alien who is unlawfully present in the United States. Authorizes the Secretary to contract with private entities for domestic transport from Border Patrol custody to detention facilities of aliens apprehended at or along U.S. international land or maritime borders. Prohibits the Department of Homeland Security (DHS) from contracting with a company that employs individuals unless the company agrees to participate in the basic pilot employment confirmation program (under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996).

Amends the Internal Revenue Code to allow holders of clean renewable water supply bonds a tax credit of 25% of the annual credit amount as determined by the Secretary of the Treasury. Defines "clean renewable water supply bond" as any bond issued by a governmental body or an entity qualified to issue tax-exempt bonds that is used for capital expenditures for projects involving a qualified desalination facility, a recycled water facility, or a groundwater remediation facility. Sets forth rules for maturity limitations, arbitrage, and expenditures, including a requirement that 95% of the proceeds of a bond issue be spent on one or more clean renewable water supply projects within five years from the date of a bond issuance.

Directs the Clerk of the House of Representatives to request the Senate to return H.R. 3161 (making FY2008 appropriations for agriculture, rural development, the Food and Drug Administration, and related agencies programs) and modify the engrossment of the bill to prohibit fund use: (1) to employ an alien who is not authorized to be employed in the United States; and (2) for rental housing assistance to an alien not authorized to receive such assistance.

Bullying and Gang Reduction for Improved Education Act - Amends the Elementary and Secondary Education Act of 1965 to add bullying and gang prevention to the violence and drug abuse prevention activities currently supported under the Safe and Drug-Free Schools and Communities program. Provides that, in addition to fostering a safe and drug-free learning environment, such program should facilitate healthy, physically active lifestyles. Makes local park and recreation agencies eligible for funding under the program's mentoring programs for children.

Put School Counselors Where They're Needed Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to implement a demonstration project providing competitive, four-year grants to at least 10 secondary schools that have a four-year adjusted cohort graduation rate of 60% or lower, for the provision of additional school counselors and counselor resources. Expresses the sense of Congress that grantees should provide one additional counselor for every 250 students at risk. Requires the additional school counselors to serve primarily students identified as being at risk of not graduating in four years. Makes grantees that demonstrate progress in improving their graduation rates eligible for subsequent grants.

Homeowners' Defense Act of 2007 - Declares that the purposes of this Act is to provide a federal backstop for state-sponsored insurance programs to help homeowners prepare for and recover from the damages caused by natural catastrophes. Establishes a nonprofit National Catastrophe Risk Consortium, which shall not be an agency or instrumentality of the U.S. government, to: (1) gather an inventory of catastrophe risk obligations held by participating states' reinsurance funds, risk pools, or primary insurance corporations; (2) issue securities and other financial instruments linked to the catastrophe risk in the capital markets; (3) enter into reinsurance contracts with private parties, on a conduit basis; (4) act as a centralized repository of state risk information accessible by private-market participants interested in underwriting risk-linked securities or entering into reinsurance contracts; and (5) use an acquired catastrophe risk database to perform research and analysis that encourages standardization of the risk-linked securities market. Makes the Consortium eligible for discretionary federal grants, contracts, gifts, contributions, or technical assistance. Directs the Secretary of the Treasury to carry out a national homeowners' insurance stabilization program to make liquidity loans and catastrophic loans to state and regional reinsurance programs to: (1) ensure their solvency; (2) improve the availability and affordability of homeowners' insurance; and (3) spread the risk of catastrophic financial loss resulting from natural disasters and catastrophic events. Authorizes the Secretary to establish and collect a reasonable fee from precertified qualified reinsurance programs to offset stabilization program expenses. Prescribes requirements for qualified reinsurance programs.
