Homes for Heroes Act of 2007 - Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veteran access to HUD housing and homeless assistance programs; (2) coordinate all HUD programs and activities relating to veterans; and (3) serve as a HUD liaison with the Department of Veterans Affairs. Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veteran families (that is, families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to homeless veterans; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans; and (2) report annually to specified congressional committees and the Secretary of Veterans Affairs on HUD activities relating to veterans.

Student and Teacher Safety Act of 2007 - Requires local educational agencies to have in effect policies that deem to be reasonable and permissible a search of any minor student on public school grounds if conducted by a full-time teacher or school official, acting on any reasonable suspicion based on professional experience and judgment, to ensure that the school and students remain free from the threat of all weapons, dangerous materials, or illegal narcotics. Requires search measures to be reasonably related to search objectives, without being excessively intrusive in light of the nature of the offense and the student's age and sex. Denies Safe and Drug Free School funds, provided under the Elementary and Secondary Education Act of 1965, to local educational agencies that fail to comply with this Act.

Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Encourages moderate Muslim leaders to speak out against any elements of extremism within the Saudi educational system. Urges the Palestinian Authority (PA) to: (1) remove any inciteful dialogue about martyrdom and jihad and any anti-Semitic references from its textbooks; and (2) officially recognize and accept Israel in maps and educational texts. Expresses the sense that educational reforms in Saudi Arabia and the PA are necessary in the global struggle against terrorism.

No More Excuses Energy Act of 2007 - Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. Terminates all existing federal laws prohibiting expenditures to conduct oil and natural gas leasing and preleasing activities in the Outer Continental Shelf. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Social Security Number Privacy and Identity Theft Prevention Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and display to the general public of Social Security account numbers (SSNs) by governmental entities; (2) prohibit the display of SSNs (or any derivatives) on checks issued for payment by such entities; (3) prohibit governmental entity display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by governmental entities; (5) prohibit the selling, purchasing, or displaying of SSNs (with certain exceptions) to the general public, or the acquisition or use of any individual's SSN to locate or identify such individual with the intent to physically injure or harm him or her, or to use the individual's ID for any illegal purpose by any person; (6) provide for uniform standards for truncation of an SSN; and (7) establish new criminal penalties for the misuse of SSNs. Amends SSA title XI to provide for the application of civil monetary penalty to specified offenses involving SSNs or Social Security cards. Establishes: (1) new criminal penalties for employees of the Social Security Administration who knowingly and fraudulently issue Social Security cards or SSNs; and (2) enhanced penalties in cases of terrorism, drug trafficking, crimes of violence, or prior offenses. Amends SSA title XI with respect to regulatory and enforcement authority with respect to misuse of SSNs. Directs the Commissioner of Social Security to enter into an arrangement with the National Research Council to study and report to the Commissioner and Congress on: (1) the extent of the use of SSNs as a primary means of authenticating identity or for verification in commercial transactions; and (2) the feasibility of a prohibition on such use. Requires the study also to examine possible alternatives to SSNs for such uses.

Provides that if a veteran who is a claimant dies before completing the submission of a claim for benefits, the person who would receive any accrued benefit(s) due to such veteran shall be treated as the claimant for purposes of completing submission of the claim. Directs the Secretary to contract with a private entity to evaluate the training and assessment programs for VBA employees.

Fair Mortgage Practices Act of 2007 - Prohibits any person, with certain exceptions, from engaging in the business of loan origination without first obtaining and maintaining a registration or a state license as a loan originator. Imposes on the federal banking agencies the sole responsibility for developing a system of registration for loan originators. Directs the Secretary of Housing and Urban Development (HUD) to establish a system for: (1) licensed loan originators; and (2) state-licensed mortgage originators. Amends the Truth in Lending Act to set forth: (1) disclosure requirements for consumer credit plans secured by the consumer's principal dwelling; and (2) consumer counseling requirements governing nontraditional mortgages. Expanding Housing Opportunities Through Education and Counseling Act - Amends the Department of Housing and Urban Development Act to: (1) establish the Office of Housing Counseling; and (2) direct the HUD Secretary to establish and monitor counseling procedures for home ownership counseling and rental housing counseling provided in connection with any HUD program. Amends the Housing and Urban Development Act of 1968 to instruct HUD to makes grants to states, local governmental entities, and nonprofit organizations providing home ownership or rental counseling that is HUD-certified. Directs the HUD Secretary to study and report to Congress on the root causes of default and foreclosure on home loans. Amends the Real Estate Settlement Procedures Act of 1974 to revise requirements for HUD consumer education booklets on the nature and costs of real estate settlement services. Amends the Truth in Lending Act to: (1) require a creditor to establish, in connection with a subprime mortgage transaction, an escrow or impound account for payment of taxes and hazard insurance; (2) require a disclosure notice for consumers who opt out of escrow services; and (3) limit prepayment penalties for certain introductory adjustable rate mortgages (ARMs). Authorizes appropriations to the Attorney General for mortgage fraud prevention, investigation, and prosecution efforts. Sets forth property appraisal requirements governing the sale of subprime mortgages. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to revise requirements for the Appraisal Subcommittee of the Federal Financial Institutions Examination Council, and prescribe requirements regarding appraiser independence and approved appraiser education. Directs the Comptroller General to study and report to specified congressional committees on possible improvements in the appraisal process. Amends the Community Reinvestment Act of 1977 to permit a federal financial supervisory agency, in its examination of a regulated financial institution, to take into account certain counseling and transition programs of the institution for subprime borrowers.

Stop the Misuse of ITINs Act of 2007 - Amends the Code to require Department of Homeland Security (DHS) and employer notification of the employment status of individuals not authorized to work in the United States. Sets forth birth certificate security provisions. Provides for immigration enforcement sharing of social security information. Revises the temporary agricultural worker program. States that English shall be the official language of the U.S. government. Sets forth related English-language provisions. Prohibits federal agency acceptance for any official purpose of personal identification issued by a foreign government (with a passport exception).

Section 202 Supportive Housing for the Elderly Act of 2007 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Changes from discretionary to mandatory the authority of the Secretary of Housing and Urban Development to adjust the annual amount of a contract for project rental assistance to provide for reasonable project costs. Directs the Secretary to delegate review and processing of selected capital advance projects to a state or local housing agency meeting specified criteria. States that owner deposits shall be used only to cover operating deficits during the first three years of operations and shall not be used to cover construction shortfalls or inadequate initial project rental assistance amounts. Allows a national private nonprofit organization that owns multiple housing projects assisted under such Act to satisfy the local governing board requirement by having a local advisory board to its national governing board. Amends the American Homeownership and Economic Opportunity Act of 2000 to revise requirements governing: (1) prepayment of debt for project-based rental housing assistance programs; (2) use of unexpended amounts; and (3) use of project residual receipts. Sets forth requirements governing senior preservation rental assistance contracts in order to: (1) prevent displacement of elderly project residents in the case of refinancing or recapitalization; and (2) further project preservation and affordability. Directs the Secretary to carry out a demonstration program to sell to state housing finance agencies portfolios of mortgages associated with loans related to supportive housing for the elderly. Expands the definition of assisted living facility with respect to grants for conversion of elderly housing to such facilities. Amends the United States Housing Act of 1937 with respect to rental assistance on behalf of a family that uses an assisted living facility as a principal place of residence. Provides that a family may be required at the time it initially receives such assistance to pay rent in an amount exceeding 40% of its monthly adjusted income.

Requires, when measuring subsidy benefits, the use of benchmarks outside of a nonmarket economy country when benchmarks in such a country are not available or are inappropriate. Includes fundamental and actionable misalignment of a currency (undervaluation of a foreign currency) by a foreign country as a countervailable subsidy. Directs the Secretary of the Treasury (Secretary) to: (1) report annually to Congress on international monetary policy and currency exchange rates (including fundamentally misaligned currencies); (2) analyze semiannually the prevailing real exchange rates between the U.S. dollar and foreign currencies and to designate fundamentally misaligned foreign currencies for priority action; and (3) seek bilateral consultations with fundamentally misaligned currency countries designated for priority action to eliminate such misalignment. Requires the United States to inform the Managing Director of the International Monetary Fund (IMF) of countries that fail to eliminate fundamentally misaligned currencies designated for priority action and to request the IMF Managing Director to consult with such countries regarding their observance of the IMF Articles of Agreement and to report the results of such consultations to the IMF Executive Board. Prohibits the Overseas Private Investment Corporation (OPIC) from, and instructs multilateral banks to oppose, financing projects in countries that issue fundamentally misaligned currencies designated for priority action. Requires: (1) the Secretary to take certain actions with respect to countries that fail to eliminate fundamentally misaligned currencies designated for priority action; and (2) the United States Trade Representative (USTR) to request consultations in the World Trade Organization (WTO) with such countries regarding the consistency of their actions with regard the WTO Agreement. Establishes an Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988.

Credit Monitoring Clarification Act - Amends the Credit Repair Organizations Act to cite conditions under which provision to a consumer of credit reports, credit score analysis, and assistance in a case of identity theft shall not be considered as an activity to improve a consumer's credit status, which is subject to regulation under such Act. Exempts from regulation under such Act any person (credit repair organization, or CRO) representing that it can modify or remove, or assist the consumer in modifying or removing, any information in the consumer's credit report if the CRO gives clear and conspicuous notice, before the consumer pays or agrees to pay it, that: (1) neither the consumer nor anyone else has the right to have accurate and current information removed from a credit report; and (2) the consumer has the right to dispute any inaccurate information by contacting the credit bureau directly. Requires a CRO, to qualify for this exemption from regulation, also to give the consumer, before payment or agreement to pay, a specified disclosure entitled "Your Rights Concerning Your Consumer Credit File."

Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Limits annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.

Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Ensuring the Future Physician Workforce Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the formula for calculating payments for physicians' services. Resets to 2007 the base year for application of the sustainable growth rate formula, which shall be eliminated in 2010. Extends the current quality reporting system. Amends the Medicare Improvement and Extension Act of 2006 to extend and increase transitional bonus incentive payments. Amends SSA title XVIII to direct the Secretary of Health and Human Services to: (1) establish a new physician quality incentive system; and (2) create standards for health information technology (HIT) payment incentives. Amends SSA title XI to create safe harbors to antikickback and civil and criminal penalties for provision of HIT and training services. Directs the Secretary to study and report to Congress on the impact of such safe harbors. Amends SSA title XVIII to create an exception to the limitation on certain physician referrals for the provision of HIT and training services to health care professionals. Directs the Secretary to report annually to: (1) each physician information on the physician's total Medicare billings; and (2) each individual entitled to benefits under Medicare part A (Hospital Insurance) and part B (Supplementary Medical Insurance) on the amount of Medicare payments made to or on behalf of the individual during the year involved. Directs the Secretary to collect data on annual savings in expenditures in the Medicare program due to physicians' services that resulted in hospital or in-patient diversion. Requires the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different funding mechanisms under Medicare parts A, B, and D (Voluntary Prescription Drug Benefit Program) provide an appropriate alignment with the program goals of the respective parts. Directs the Secretary to arrange for a study of price inputs and relative values for physicians' services recommended by the AMA/Speciality Society Relative Value Unit Scale Update Committee process. Requires the Secretary to provide for a study of, and report to Congress on, health care disparities in high-risk health condition areas and minority communities with respect to the impact reporting requirements may have on physician penetration in such communities. Amends SSA title XVIII to accelerate the deadline for nationwide implementation of the recovery audit contractor element of the Medicare Integrity Program.
