Catastrophic Disaster Risk and Insurance Commission Act of 2006 - Establishes the Catastrophic Disaster Risk and Insurance Commission to assess: (1) the condition of the property and casualty insurance and reinsurance markets in the aftermath of Hurricanes Katrina, Rita, and Wilma in 2005, and the four major hurricanes that struck the United States in 2004; and (2) the ongoing exposure of the United States to hurricanes, typhoons, earthquakes, volcanic eruptions, tsunamis, floods, wildfires, and other extreme weather events or natural disasters.

Veterans Identity and Credit Security Act of 2006 - Requires: (1) the Director of the Office of Management and Budget (OMB) to establish policies and standards for federal agencies to follow in the event of a breach of data security involving the disclosure of sensitive personal information; and (2) each federal agency to establish procedures for notifying individuals whose sensitive personal information is compromised. Establishes in the Department of Veterans Affairs (VA) an Under Secretary for Information Services. Outlines responsibilities of the VA's Chief Information Officer with respect to personal information security management. Requires the Secretary of Veterans Affairs to report quarterly to the congressional veterans' committees on any data breach with respect to sensitive personal information possessed or maintained by the VA. Requires within the VA, with respect to each data breach, an independent risk analysis to determine the level of risk for the potential misuse of such information. Provides for, after a data breach: (1) fraud alerts; (2) credit security freezes; and (3) credit protection services. Outlines requirements for contractors who contract to perform any VA function that requires access to sensitive personal information. Directs the Secretary, in order to ensure appropriate information security skills for VA employees, to carry out programs to provide financial support for the education of such personnel in information security at institutions of higher education. Authorizes: (1) a scholarship program under which the Secretary may provide financial assistance to an individual for up to five years with a limit of $50,000 per year; and (2) a debt reduction program under which the Secretary makes payments on loans taken by VA employees to obtain appropriate information security education, with a payment limit of $82,500 over a five-year period. Provides a first and second priority, in the provision of assistance under this section, to: (1) veterans with service-connected disabilities; and (2) other veterans. Requires any veteran receiving assistance to have been discharged from the Armed Forces under honorable conditions.

Directs the Secretary of Agriculture, if the State of Florida notifies the Secretary that encroachments by improvements or occupation have occurred before July 13, 2006, on one or more of the parcels of real property described in this Act, to release to Florida any reversionary interest of the United States in and to any identified parcel without further federal administrative review or analysis. Bars the United States from receiving any funds as consideration for the release of the reversionary interests specified above. Requires all net proceeds from the disposition of such real property to be used by the State for the acquisition of other lands adjacent to the exterior boundaries of Blackwater River State Forest and Withlacoochee State Forest. Requires: (1) any lands so acquired to become a part of the state forest; and (2) that the acquired lands be used for public purposes. Requires the State to agree to indemnify and hold the United States harmless with regard to any boundary disputes related to any parcel released under this Act.

Government Efficiency Act of 2006 - Authorizes the establishment of Federal Review Commissions with respect to specific aspects of federal programs and agencies. Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Soldiers Targeted by Offensive Profiteering Act of 2006 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Industrial Bank Holding Company Act of 2006 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Children of Fallen Soldiers Pell Grant Act of 2006 - Amends the Higher Educaton Act of 1965 to eliminate the expected family contribution used in determining Pell Grant eligibility in the case of a student applicant whose parent or guardian was killed while performing military service in Iraq or Afghanistan after September 11, 2001.

Directs: (1) the U.S. Trade Representative to certify to Congress by August 31, 2006, that Japan is no longer prohibiting the importation of U.S. beef; (2) the Secretary of the Treasury, if such certification is not made, to impose additional tariffs (which shall continue until the certification is submitted to Congress) on Japan by September 30, 2006; and (3) the Secretary of Agriculture to begin negotiations with Japan to end such beef import prohibitions.

Nonadmitted and Reinsurance Reform Act of 2006 - Prohibits any state other than the home state of an insured from requiring any premium tax payment for nonadmitted insurance. Prescribes requirements for reporting, payment, and allocation of premium taxes. Subjects nonadmitted insurance solely to the regulatory requirements of the insured's home state. Prohibits a state, beginning two years after enactment of this Act, from collecting any fees relating to licensing of a nonresident insurance broker in the state unless the state has laws or regulations in effect that provide for its participation in the national insurance producer database of the National Association of Insurance Commissioners (NAIC). Prohibits a state from establishing eligibility criteria for nonadmitted insurers domiciled in a U.S. jurisdiction except in conformance with the Non-Admitted Insurance Model Act. Prohibits a surplus lines broker from placing nonadmitted insurance with, or procuring nonadmitted insurance from, a nonadmitted insurer domiciled outside the United States that is listed on the Quarterly Listing of Alien Insurers maintained by the NAIC International Insurance Division. Prescribes conditions under which a surplus lines broker seeking to procure or place nonadmitted insurance in a state for an exempt commercial purchaser shall not be required to satisfy any state requirement to make a due diligence search to determine whether the full amount or type of insurance sought by such exempt commercial purchaser can be obtained from admitted insurers. Specifies the preemption of state laws regarding a ceding insurer, except those of the ceding insurer's state of domicile. Declares the state of domicile of a reinsurer solely responsible for regulating the reinsurer's financial solvency if such state is NAIC-accredited.

Permanent Estate Tax Relief Act of 2006 - Amends the Internal Revenue Code to: (1) increase the estate and gift tax exclusion amount to $5 million beginning in 2010; (2) lower to 15% the estate tax rate for estates up to $25 million and 30% for estates of $25 million or more; (3) repeal after 2009 the estate tax deduction for estate, inheritance, legacy, or succession taxes paid to states; (4) allow a surviving spouse to claim any unused portion of a deceased spouse's estate or gift tax exclusion amount; and (5) allow a taxpayer election to deduct from gross income the lesser of 60% of qualified timber gain or net capital gain. Provides that the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001(EGTRRA) (i.e., December 31, 2010) shall not apply to the estate, gift, and generation-skipping transfer tax provisions of EGTRRA not amended by this Act. Repeals provisions of EGTRRA relating to carryover basis of estate property to allow heirs of such property after 2009 to use date-of-death fair market values.

Screening Applied Fairly and Equitably to Truckers Act of 2006 or the SAFE Truckers Act of 2006 - Amends the Homeland Security Act 2002 to prohibit an individual from operating a motor vehicle in commerce while transporting a security sensitive material, unless the operator of the motor vehicle holds a security sensitive material permit issued by the Secretary of Homeland Security. Prohibits a person from offering a security sensitive material for transportation by motor vehicle or causing the transportation of such material by motor vehicle, unless the operator of the motor vehicle holds a security sensitive material permit issued by the Secretary of Homeland Security. Requires the Secretary to conduct a fingerprint-based background records check before issuing a security sensitive material permit to an individual. Allows the Secretary to issue a security sensitive material permit to an individual as an integrated component of a transportation security card. Sets forth both civil and criminal penalties for persons who violate the requirements of this Act. Prohibits a motor vehicle registered in Mexico or Canada from transporting security sensitive material in U.S. commerce until the operator of the motor vehicle has undergone a similar background records check. Establishes task forces on: (1) highway security; (2) disqualifying crimes; and (3) redundant background checks.

Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Veterans Identity Protection Act or VIP Act - Establishes as an independent office in the executive branch the Office of Veterans Identity Protection Claims, headed by a Director, to receive, process, and pay claims for injuries suffered as a result of the unauthorized use, disclosure, or dissemination of identifying information stolen from the Department of Veterans Affairs (VA). Authorizes judicial review of claim determinations.

Securing the Homeland Through Agency Reporting Enhancement Act - Amends title II (Old Age, Survivors and Disability Insurance) with respect to any case in which the Social Security account number in the wage records of an employee provided by the employer to the Social Security Administration do not match relevant records otherwise maintained by the Administration. Requires the Commissioner of Social Security, in such a case, to send a prompt written notice ("no match" letter): (1) informing the employer of the discrepancies; (2) requesting information that would assist the Commissioner in resolving the discrepancies; and (3) informing the employer that a copy of such notice is being forwarded to assist the Secretary of Homeland Security in the enforcement of applicable federal immigration laws relating to employment of individuals who are not authorized to work in the United States. Requires the Commissioner to forward such a copy to the Secretary of Homeland Security, including the information in which discrepancies appear.

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2006 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to waive, for two-year periods, requirements for awarding breast and cervical cancer grants to states if certain conditions are met, including that granting such a waiver will not reduce the number of women in the state receiving examinations and screening for breast or cervical cancer or the quality of such services. Requires the Secretary to review performance under the waiver and allows the Secretary to extend such waivers. Authorizes appropriations for breast and cervical cancer grants through FY2012.

HSA Accessibility and Portability Act of 2006 - Amends the Public Health Service Act to authorize a health insurance issuer to elect, instead of complying with the guaranteed issue requirements (that require a health insurance issuer offering coverage in the small group market in a state to accept every small employer that applies and to accept all eligible individuals without certain restrictions), to: (1) guarantee continuation of coverage through individual health insurance for an individual who no longer qualifies as an eligible individual of the employer at a rate that does not exceed 150% of the standard individual rate applicable to individual coverage in the state; and (2) furnish information for the Secretary of Health and Human Services to monitor the impact of such election on access to, and affordability of, health insurance coverage in the small group market and in the individual market. Requires such an election to apply to all eligible individuals of that small employer at the time of such election, but does not require applicability to an individual who becomes eligible after such election. Allows an election under this Act to be made only with respect to coverage of a small employer under health insurance coverage that consists of a high deductible health plan and a contribution to a health savings account.

States that the provisions of section 235 the Immigration and Nationality Act (inspection of aliens, expedited removal of inadmissible arriving aliens, and referral for hearing) in effect on the date of the enactment of this Act supersede any court order issued prior to the effective date specified in section 309(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (inspection, apprehension, detention, adjudication, and removal of inadmissible and exportable aliens) if the court order affects the Secretary of Homeland Security's ability to carry out expedited removal of inadmissible arriving aliens.

National Emergency Management Reform and Enhancement Act of 2006 - Amends the Homeland Security Act of 2002 to provide for the establishment within the Department of Homeland Security (DHS) of a Directorate of Emergency Management (DEM) (replacing the Directorate of Emergency Preparedness and Response). Requires DEM to be headed by an Under Secretary for Emergency Management and to include Deputy Under Secretaries for: (1) Emergency Preparedness and Mitigation; and (2) Emergency Response and Recovery. Directs the Under Secretary to serve as a Cabinet Officer during an Incident of National Significance. Establishes within DEM: (1) an Office of State, Local, and Tribal Government Coordination and an Office of Public and Community Preparedness; (2) a National Citizen Corps Council; (3) a National Incident Management System and National Response Plan Integration Center; and (4) a National Urban Search and Rescue Response System. Establishes in DHS Offices of Grants and Planning, Training and Exercises, Emergency Communications, Infrastructure Protection, and Cybersecurity and Telecommunications. Establishes the Emergency Communications Preparedness Center. Directs the Secretary of DHS to: (1) regularly update, revise, or replace essential capabilities for state, local, and tribal government emergency preparedness; (2) require any state or urban area that applies for federal homeland security assistance to maintain a catastrophic emergency plan; (3) establish the National Advisory Council on Emergency Management, a System Assessment and Validation for Emergency Responders Program, a Homeland Security Education Program in the National Capital Region, a Prepositioned Equipment Program, and a National Asset Inventory Program; (4) develop an integrated national public alert and warning system; and (5) establish within DHS a Gulf Coast Long-Term Recovery Office. Redesignates the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Requires the Secretary to: (1) ensure that all programs within DEM administering federal assistance maintain proper internal management controls to prevent and detect fraud, waste, and abuse; and (2) annually certify that such controls are in place. Provides for the establishment within DHS of a Deputy Inspector General for Response and Recovery.

401Kids Family Savings Act of 2006 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

Retirement Enhancement Act of 2006 - Amends the Internal Revenue Code to increase limits on contributions to certain tax-exempt retirement plans, including: (1) individual retirement accounts; (2) deferred compensation plans, including plans of state and local governments and tax-exempt organizations; and (3) defined contribution plans. Allows a one-time taxpayer election to double adjusted gross income levels used to determine the allowable amount of the tax credit for retirement savings contributions. Makes such tax credit permanent.

Deleting Online Predators Act of 2006 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that prohibits access to a commercial social networking website or chat room through which minors may easily: (1) access or be presented with obscene or indecent material; (2) be subject to unlawful sexual advances, requests for sexual favors, or repeated offensive sexual comments from adults; or (3) access other material that is harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Communications Commission (FCC) to: (1) establish an advisory board; (2) annually publish a list of commercial social networking websites and chat rooms that have been shown to allow sexual predators easy access to personal information of, and contact with, children; (3) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (4) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Gang Elimination Act of 2006 - Directs the Attorney General to report to Congress on a national strategy to eliminate the illegal operations of National Threat Drug Gangs (i.e., the top three international drug gangs that present the greatest threat to law and order in the United States). Sets forth criteria for the Attorney General to consider in identifying a National Threat Drug Gang, including (1) ties to international terrorist organizations or state-sponsored terrorism; (2) the volume of controlled substances imported or distributed by such gangs; and (3) the threat to children and schools in the United States.

Encourages parents to take online safety concerns seriously and to safeguard family members from such threats. Asks state governors to actively promote National Internet Safety Month. Encourages the launch of a national media campaign on Internet safety awareness.

American Flag Display Protection Act - Prohibits an elementary school, secondary school, or institution of higher education from receiving federal funds by grant or contract if the school has a policy or practice preventing students from respectfully displaying or wearing a representation of the U.S. flag in a manner at least equal in quality and scope to their right to respectfully display or wear any other representation.

Tax Free Health Savings Act of 2006 - Amends the Internal Revenue Code to: (1) allow individual taxpayers a tax deduction for high deductible health plan premiums, a tax credit for employment taxes related to the payment of such premiums, and a refundable tax credit for the coverage costs under a high deductible health plan: (2) direct the Secretary of the Treasury to establish a program for advance payments of tax credit amounts to providers of high deductible health plans; (3) increase the tax deduction for contributions to health savings accounts; (4) allow health savings accounts to incorporate flexible spending arrangements or health reimbursement arrangements, or both; (5) allow payment of high deductible health plan premiums from health savings accounts; and (6) exempt employers from health savings account contribution requirements for certain employees with high levels of medical expenses.

Veterans Certification and Licensure Act of 2006 - Establishes within the Department of Labor the Veterans Advisory Committee on Certification, Credentialing, and Licensure to carry out a national program to: (1) facilitate the transition of members of the Armed Forces from active-duty service to employment in the private sector through credentialing; (2) collect and disseminate data on certification, licensing, and credentialing programs of the states and of the Departments of Defense, Labor, and Veterans Affairs; and (3) advise the Secretary of Labor on certification, licensing, and credentialing issues related to converting the skills acquired by veterans while serving in the Armed Forces to skills relevant to civilian occupations.

Tax and Education Assistance for Children (TEACH) Act of 2006 - Amends the Internal Revenue Code of 1986 to establish a tax credit for the tuition paid by taxpayers to send their dependents to private or religious elementary or secondary schools. Sets the annual credit limit at $4,500 for single individuals and taxpayers filing a joint return, and $2,250 for a married individual filing a separate return.

Senior Citizen's Improved Quality of Life Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to require the Managing Trustee of the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (Social Security trust funds) to ensure that the annual surplus of the Social Security Trust Funds is invested in: (1) marketable interest-bearing obligations of the United States or obligations guaranteed by the United States; or (2) certificates of deposit in insured depository institutions. Prescribes a formula for determining the annual surplus of the Trust Funds. Prohibits any delay in making normal deposits in such Trust Funds, any refraining from making such investments to avoid increasing the public debt, or any disinvestment of Trust Fund amounts invested in public debt obligations to reduce the public debt. Requires the sale of Trust Fund public debt obligations, despite the public debt limit, for the payment of cash benefits and administrative expenses in certain circumstances. Prohibits the crediting for OASDI coverage of any wages earned, and self-employment income derived, by individuals during any time they were not U.S. citizens or nationals. Revises the President's authority to enter into agreements establishing totalization arrangements between the U.S. Social Security System and the social security system of any foreign country. Extends such authority to arrangements to resolve entitlement and participation questions about the respective systems, taking into account the limitation placed by this Act on the crediting of wages and self-employment. Amends SSA title XVIII (Medicare) to repeal the physician or practitioner affidavit requirements for private, non-reimbursement contracts with Medicare beneficiaries. Declares that no persons otherwise eligible for old-age benefits under Social Security shall be denied such benefits because of their voluntary refusal to participate in any part of the Medicare program. Amends the Internal Revenue Code to: (1) repeal the inclusion in gross income of Social Security benefits; and (2) allow a nonrefundable tax credit for 80% of the amount paid for a prescribed drug (not compensated for by insurance or otherwise) by a taxpayer who has attained Social Security retirement age. Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to repeal certain requirements relating to the importation of prescription drugs. Allows a person who meets applicable legal requirements to be an importer, with an approved import application, to import a prescription drug. Requires the Secretary to approve such an application if the drug meets all FFDCA requirements for admission into the United States, including approval by the Food and Drug Administration (FDA), and absence of adulteration or misbranding. Prohibits the Secretary from taking any action against any of the persons involved with the interstate sale of a prescription drug through an Internet site if: (1) the sale was made in compliance with applicable federal and state laws; and (2) accurate information regarding compliance with such laws is posted on the website.

Military Domestic and Sexual Violence Response Act - Establishes in the Department of Defense (DOD) an Office of the Victims' Advocate to facilitate access to services for victims of domestic or family violence, sexual assault, and stalking in the military. Directs the Secretary of Defense to require DOD policies for victim assistance, family advocacy, and equal opportunity programs to provide within each military department a victims' advocates program. Requires the Secretary to establish an interdisciplinary council to coordinate and oversee such programs and related DOD efforts. Authorizes the Secretary to award contracts to: (1) support DOD crisis intervention services for victims of such violence; and (2) provide training to DOD on prevention of such violence. Requires the Secretary to convene a national biannual conference to review policies for prevention of and response to such violence. Prohibits any person from restricting a member of the Armed Forces in communicating with the Office or from taking or withholding a personnel action in retaliation for making such a communication. Establishes as privileged, in cases arising under the Uniform Code of Military Justice, confidential communications between a client and a victim service organization or a health care professional. Provides for: (1) employment of a sexual assault nurse examiner, a psychiatrist, and a complimentary clinical team at each DOD military treatment facility; and (2) DOD community level programs and shelter services for active duty members and their families who are victims of such violence shelter . Specifies: (1) the rights of victims of such violence reported to a military law enforcement agency, including regarding notification; and (2) restitution requirements. Directs a military commanding officer who receives a qualifying complaint alleging such violence to investigate the matter, require a judge advocate's report, and report on the investigation's results. Specifies: (1) circumstances under which military law enforcement officers shall arrest a person for committing domestic violence; (2) policies regarding arrest procedures and prosecution of such offenses; and (3) domestic violence incident report requirements. Establishes a Director of Special Investigations in DOD to review investigations of allegations of such violence and refer cases for prosecution. Amends the Uniform Code of Military Justice to: (1) include as "aggravated assault" and specify penalty limits for an assault involving domestic or family violence; and (2) provide for court-martial punishment of violations of no contact or protective orders. Authorizes the Secretary to enter into contracts for treatment services for members of the Armed Forces who have committed such violence. Requires the Secretary of Veterans Affairs to: (1) ensure that Department of Veterans Affairs (VA) primary care providers receive training in the screening and referral for services of veterans who have suffered military sexual trauma; and (2) conduct pilot programs on such screening and referral and on providing confidential treatment for such trauma. Prohibits the Secretary of the military department concerned from approving a financial award or a promotion for an officer or employee who has been convicted of or disciplined for committing such violence. Directs the Secretary to conduct studies on: (1) the prevalence and nature of such violence, of intimate partner violence, and of child maltreatment, abuse, suicide, and homicide in the Armed Forces; and (2) military procedures after an incident is reported.

Independence from Oil with Agriculture Act of 2006 - Amends the Internal Revenue Code to delete provisions that terminate tax credits after a certain time (thus extending such credits) for: (1) alcohol fuels; (2) biodiesel fuels; (3) alcohol fuel mixtures; (4) biodiesel mixtures; (5) electricity produced from wind and open-loop or close-loop biomass facilities; and (6) alternative fuel vehicle refueling property. Amends the Clean Air Act to: (1) increase the applicable volume of renewable fuel for calendar years 2008-2012 that must be part of gasoline in the United States (except in noncontiguous states or territories); and (2) increase the number of gallons of renewable fuel in the calculation used to determine the required volume of renewable fuel in gasoline for calendar years 2013 and thereafter.

Securing America's Energy Independence Act of 2006 - Amends the Internal Revenue Code to extend through 2015: (1) the investment tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential photovoltaic, solar water heating, and fuel cell property expenditures. Modifies the maximum amounts for such residential credits based upon kilowatt of capacity. Allows such credits to be taken against the alternative minimum tax.

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.
