Mammography Quality Standards Act of 1992 - Amends the Public Health Service Act to require certification (or provisional certification) in order for a facility to perform or interpret mammograms, inspect equipment, or provide for the processing of mammography film. Authorizes the Secretary of Health and Human Services to issue and renew certificates for a specified period of time. Allows the Secretary to approve a private nonprofit organization or State agency to be an accreditation body if it meets certain standards. Mandates standards to assure the safety and accuracy of mammograms, including regarding: (1) quality assurance and control programs; (2) equipment used; (3) licensing, certification, and training of personnel; and (4) recordkeeping and retention. Directs the Secretary to conduct annual inspections of certified facilities. Requires, subject to waiver, 48 hours notice of inspections. Provides for: (1) directed plans of correction, on site monitoring costs payment, and civil money penalties; (2) suspension, revocation, and limitation of certificates; and (3) injunctions. Limits State inspection fees to the costs of conducting the inspections. Requires annual publication of a list of facilities convicted of fraud and abuse, false billings, or kickbacks, facilities that have had certificates revoked, suspended, or limited, and facilities that have been the subject of a sanction or other similar matters. Establishes the National Mammography Quality Assurance Advisory Committee. Mandates grants to establish surveillance systems to evaluate breast cancer screening programs. Authorizes appropriations to carry out this Act.

Financial Institution Restitution Collection Improvement Act of 1992 - Amends the Federal Deposit Insurance Act to permit prejudgment attachment of certain property where there is probable cause to believe banking laws have been violated. Provides that an order of restitution issued in connection with a conviction for a banking law violation shall: (1) be due in full as of the date of the order; (2) remain enforceable until the total amount of restitution has been paid; and (3) constitute a lien against all of the defendant's property. Authorizes the court to appoint a temporary receiver to administer the defendant's assets to ensure payment of restitution. Requires the court, after the sentencing of the defendant, to make available to any recipient of a court-ordered restitution any financial information contained in the defendant's presentencing investigation report. Mandates that the defendant pay directly to the Federal Deposit Insurance Corporation (FDIC) any court-ordered restitution which accrues to its benefit. Prohibits the court from taking into consideration the defendant's ability to pay when determining the amount of restitution ordered. Requires the United States Parole Commission (or the probation officer of Federal district court) to notify each recipient of court-ordered restitution if the full amount of such an order has not been fully paid before the end of the defendant's period of supervised release. Prescribes guidelines under which any private person may file a court action to recover, on behalf of the FDIC, any asset of any person liable for the satisfaction of a restitution order. Grants such person a prescribed percentage of recovered assets.

Long-Term Care Insurance Standards and Consumer Protection Act of 1992 - Amends the Social Security Act to require the National Association of Insurance Commissioners (NAIC), or if NAIC does not, the Secretary of Health and Human Services, to establish and modify minimum Federal standards for long-term care insurance. Authorizes appropriations. Prohibits the offering of a long-term care insurance policy in a State unless the State has a regulatory program meeting the requirements of this Act or the policy has been certified by the Secretary. Directs the Secretary to periodically review State regulatory programs. Provides for enforcement of the requirements of this Act in the case of carriers and policies in nonregulatory States. Imposes on agents selling long-term policies a duty of good faith and fair dealing. Prohibits: (1) twisting, high pressure tactics, and cold lead advertising; and (2) the agent from completing the medical history portion of the application. Mandates minimum financial guidelines, including income and asset criteria, for the purchase of a long-term policy. Prohibits sales: (1) to an individual eligible for assistance under title XIX (Medicaid) of the Social Security Act; and (2) of duplicate service-benefit policies. Provides for penalties. Mandates agent training and certification. Sets forth additional carrier responsibilities relating to refunding of premiums, mailing of policies, providing information on denials of claims, post-claims underwriting and denials of claims, reporting of information, and determination on market and sales abuses by carriers and agents. Provides for penalties. Prohibits cancellation or nonrenewal of a long-term care policy except for nonpayment of premium, fraud, or material misrepresentation. Sets forth continuation and conversion rights for group policies. Requires guaranteed issuance to an individual if the individual meets the minimum medical requirements of the policy. Limits cancellation for nonpayment by an incapacitated individual. Provides for penalties. Requires standard definitions and terminology and a uniform format for each policy. Limits certain conditions on benefits, including those based on preexisting conditions. Requires that eligibility for, and the level of, benefits be based on a functional assessment. Provides for inflation protection. Prohibits certain premium increases. Requires nonforfeiture benefits. Requires NAIC to establish a Steering Committee on Long-Term Care Insurance Standards in order to make recommendations concerning such minimum Federal standards and their modification. Authorizes appropriations. Defines "long-term care insurance policy," excluding: (1) any Medicare supplemental policies; (2) other insurance offered primarily to provide specified types of coverage; and (3) certain life insurance policies. Requires NAIC to issue guidelines applicable to organizations that endorse long-term policies or permit such policies to be offered through their organization. Mandates reports to the Congress on: (1) standards to assure the solvency of insurers regarding long-term care policies; and (2) a standard measure of value for long-term care policies.

All-Soy Ink Printing Act of 1992 - Requires that all federally performed or procured printing be done with all-soy inks and pigment vehicles as soon as commercially cost competitive. Requires that all solicitations for printing and binding services made by the Government Printing Office encourage the use of ink with soy-based pigment vehicles.

Urges the Department of Commerce and the International Trade Commission to process expeditiously, while ensuring enforcement of relevant statutes and regulations, any petitions filed by domestic producers regarding unfair steel trade practices.

Medical Cost Containment Act of 1992 - Amends the Internal Revenue Code to exclude from gross income medical care savings benefits. Describes such benefits as a health plan which provides that all or part of the premium differential realized by instituting a qualified higher deductible health plan is credited to participating employees to pay for medical care for a plan year. Requires amounts remaining at the end of such plan year to be deposited into a tax-exempt medical care savings account (subject to rules similar to those for retirement plans) for use by the participant for medical expenses.

Tax Extension Act of 1992 - Amends the Internal Revenue Code to make the low-income housing credit permanent law. Modifies the rule for unused housing credit carryovers allocated among certain States. Expands the ten-year anti-churning rule waiver to certain projects substantially assisted, financed, or operated under the National Housing Act. Allows units occupied by certain full-time students to qualify for such credit. Authorizes the Treasury Department to waive penalties for certain de minimis errors and recertifications. Excludes assistance under the HOME Investment Partnerships Act from the definition whether a building is federally subsidized. Permits the use of tax-exempt bond financing for such purposes. Provides for State housing credit agencies to designate difficult development areas (in lieu of the Secretary of Housing and Urban Development). Allows the use of the rehabilitation investment credit for qualified low-income buildings without regard to whether interior walls are preserved. Prohibit discrimination against section 8 voucher holders in leasing units in qualified low-income buildings. Requires notice before termination of tenancy in such buildings. Allows certain building owners to elect to use apartment size or family size in determining the low-income credit gross rent limitation. Extends the following provisions from June 30, 1992, until December 31, 1993: (1) the authority to issue qualified mortgage bonds and qualified mortgage credit certificates; (2) the authority to issue qualified small issue bonds to finance manufacturing facilities and farm property; (3) employer-provided educational assistance; (4) the tax credit for increasing research activities; (5) the tax exclusion for employer-provided group legal services plans; (6) the targeted jobs credited; and (7) the credit for clinical testing expenses for certain drugs for rare diseases or conditions. Provides for the tax treatment of resale price control and subsidy lien programs under mortgage revenue bond provisions. Excludes from the five-year occupancy requirement under the tax-exempt mortgage revenue bond program any two-family residence which: (1) is a targeted area residence; or (2) is located in an area designated as an economic development zone or enterprise zone by Federal or State law. Suspends, for 1992 and 1993, the tax preference for the appreciated property charitable deduction.

Armored Car Industry Reciprocity Act of 1992 - Provides for reciprocity of weapons licenses issued to armored car company crew members among States that require the crew members to provide satisfactory information on an annual basis that each crew member: (1) has received classroom and range training in weapon safety and marksmanship during the current year by a qualified instructor for each weapon that the crew member is licensed to carry; and (2) has not been convicted of a felony under Federal or State law based on a criminal record background check conducted during the current year.

Petroleum Marketing Practices Act Amendments of 1992 - Amends the Petroleum Marketing Practices Act to allow as grounds for nonrenewal of a franchise relationship the failure of the parties to agree to changes to the franchise provisions as long as such failure is not the result of the franchisor's insistence for the purpose of converting a franchisee operation into one operated by the franchisor's employees or agents (that is, turning the franchise into a company-owned station). Prohibits a State or any political subdivision from implementing any law or regulation which requires payment for a franchisee's goodwill upon either termination or nonrenewal of a franchise. Permits State law to specify the terms and conditions under which a franchise or franchise relationship may be transferred to a franchisee's designated successor upon the franchisee's death. Requires a franchisor that does not wish to exercise its underlying lease options to lease or purchase the marketing premises, to offer to assign them to the franchisee as a prerequisite to termination or nonrenewal of the franchise relationship. Bars a franchisor from requiring, as a condition of the franchise relationship, that the franchisee waive or release its rights under Federal or State law. Declares invalid and unenforceable any franchise provision which specifies that franchise interpretation or enforcement shall be governed by the law of any State other than the one in which the franchisee has its principal place of business.

North American Environmental, Labor, and Agricultural Standards Act of 1992 - Declares that any free-trade area trade agreement negotiated under the Omnibus Trade and Competitiveness Act of 1988 (OTCA) with Canada and Mexico (NAFTA) must include the achievement of certain environmental, labor, and agricultural standards as principal negotiating objectives in addition to any other OTCA mandates. Sets forth worker rights and standards, including among others: (1) freedom of association and the right to organize free and independent unions, bargain collectively, and strike; (2) certain minimum ages for the employment of children in specified circumstances; (3) the right to a healthy working environment; (4) equal protection; and (5) humane standards of wages and hours of work. Sets forth principal negotiating objectives for environmental quality and protection, including among others: (1) protection of the integrity of ecosystems; (2) a process for full public disclosure of kinds, quantities, and risks of toxic chemical and hazardous substance discharges; and (3) prevention of the export of toxic and hazardous substances and products, and of products manufactured, extracted, or grown under environmental or workplace safety and health conditions that undermine comparable standards in the importing country. Requires adoption, in any such agreement, of the principle that systematic denial or practical negation of such labor and environmental standards constitutes an actionable unfair trade practice. Requires any such agreement to establish a comprehensive dispute resolution process with specified provisions, including one for a trinational commission with authority to investigate, adjudicate, and issue timely binding judgments. Requires the Director of the Office of Science and Technology to establish, through the Federal Coordinating Council on Science, Engineering, and Technology, an interagency committee to provide technical assistance to U.S. experts on the trinational dispute resolution commission.
