Urges European governments and the European Union (EU) to: (1) designate Hizballah as a terrorist organization so that Hizballah cannot use EU territories for fund raising, recruitment, and propaganda; and (2) impose sanctions on Hizballah for providing material support to Bashar al Assad's violent repression against the people of Syria. Supports Bulgaria's investigation into the July 18, 2012, terrorist attack in Burgas, and urges the President to provide related diplomatic, intelligence, and law enforcement support. Supports Bulgaria as a member of the North Atlantic Treaty Organization (NATO) and urges the United States, NATO, and the EU to work with Bulgaria to safeguard its territory and citizens from terrorism. Urges the President to make available to European allies and the European public information about Hizballah's terrorist activities, efforts to subvert democracy in Lebanon, and material support for Bashar al Assad's campaign of violence in Syria.

Expresses the sense of the House of Representatives that: (1) the President should not sign the Arms Trade Treaty and, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement Treaty, or any similar agreement, or to conduct activities relevant to the Treaty or any similar agreement.

States that: (1) Congress condemns the attacks on the U.S. diplomatic missions in Libya, Egypt, and Yemen; and (2) the American people mourn the loss of our public servants and offer our condolences to the families of those killed in Benghazi, Libya. Directs the President to report to Congress on: (1) the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya; (2) the attacks on the U.S. Embassy in Cairo, Egypt, that began on September 11, 2012; (3) the September 13, 2012, attack on the U.S. Embassy in Sana'a, Yemen; and (4) the state of security at U.S. diplomatic missions globally.

Medicare DMEPOS Market Pricing Program Act of 2012 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program for DMEPOS, which is hereby terminated. Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

STEM Jobs Act of 2012 - Amends the Immigration and Nationality Act to make up to 55,000 visas available to qualified immigrants who: (1) have a doctorate degree in a field of science, technology, engineering, or mathematics (STEM degree) from a U.S. university; (2) agree to work for at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; and (3) have taken all doctoral courses in a STEM field, including all correspondence courses, while physically present in the United States. Makes any such unused visas available to aliens who: (1) hold a master's degree in a STEM field from a U.S. university; (2) agree to work for a total of at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; (3) have taken all master's degree courses in a STEM field, including all correspondence courses, while physically present in the United States; and (4) hold a baccalaureate degree in a STEM field or in the biological and biomedical sciences. Prohibits the Secretary of Homeland Security (DHS) (Secretary) from approving an employer petition on behalf of either of the above class of aliens unless the Secretary receives a determination by the Secretary of Labor that there are not sufficient American workers available for the job. Requires: (1) employers of foreign STEM graduates to submit a job order for the position with the appropriate state workforce agency, and (2) such agency to post the position on its website for at least 30 days. Requires DHS to make available on its website specified information regarding foreign STEM employers, the number of aliens granted STEM status, and their occupations. Eliminates the diversity immigrant program. States that: (1) the permanent priority date for any employment-based petition shall be the date on which the petition is filed, unless such filing was preceded by the filing of a labor certification with the Secretary of Labor, in which case that date shall constitute the priority date; and (2) an alien who is the beneficiary of an employment-based petition that was approvable when filed shall retain such petition's priority date in the consideration of any subsequently filed employment-based petition. Revises student visa provisions.

No Hungry Kids Act - Nullifies the rule published by the Department of Agriculture on January 26, 2012, establishing nutrition standards for the school lunch and breakfast programs. (This rule is summarized as requiring most schools to increase the availability of fruits, vegetables, whole grains, and fat-free and low-fat fluid milk in school meals; reduce the levels of sodium, saturated fat and trans fat in meals; and meet the nutrition needs of school children within their calorie requirements.) Amends the Richard B. Russell National School Lunch Act to prohibit the Secretary of Agriculture's minimum nutritional requirements for school lunches from being construed as establishing a calorie maximum for individual school lunches or prohibiting a child from eating a lunch provided by the child's parent or legal guardian.

Justice for Imprisoned Americans Overseas Act of 2012 or Jacob's Law of 2012 - Directs the Secretary of State to submit a semiannnual report to Congress for five years that identifies: (1) U.S. citizens imprisoned in foreign countries whose fundamental due process and human rights are being violated, (2) the due process and human rights violations that are being committed against such U.S. citizens, and (3) the government officials who are responsible for such violations or who are not fulfilling their official responsibility to protect such rights. Prohibits the Secretary of State from issuing any visa to, and the Secretary of Homeland Security (DHS) from permitting entry to the United States of, any such identified official and his or her immediate family members. Makes such ban permanent if an identified U.S. citizen dies while in foreign custody.

Amends the Patient Protection and Affordable Care Act (PPACA) to provide that provisions of such Act imposing a penalty for failure to purchase minimum essential health care coverage shall not be construed as imposing any tax or as an exercise of any power of Congress under the Constitution to impose a tax. Makes the effective date of the amendment made by this Act retroactive to the enactment date of PPACA.

Mary Colella Autoimmune Disease Awareness Act of 2012 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to establish an Autoimmune Diseases Interdepartmental Coordinating Committee for the purpose of formulating recommendations for the coordination of governmental and private programs and activities relating to autoimmune diseases. Requires the Coordinating Committee to: (1) develop criteria to be used in defining and identifying autoimmune diseases; (2) monitor federal, state, and private activities with respect to such diseases; (3) make recommendations regarding any appropriate changes to such activities, including recommendations to the Director of the National Institutes of Health (NIH) with respect to the development of a strategic plan for the coordination of governmental and private programs and activities relating to autoimmune diseases; (4) develop, annually update, and submit to Congress, biennially, such strategic plan; and (5) make recommendations regarding public participation in decisions relating to autoimmune diseases.

Recognizes, in light of the upheaval brought by the Arab Spring, that religious freedom is critical to democratization, so that: (1) all people can freely associate, speak, and peacefully participate equally in the political process; and (2) religious minorities are protected during the time of transition in the region. Calls upon the Arab League and the Organization of Islamic Cooperation to press all member nations to protect the rights of religious minorities within their borders and to treat such minorities as equal citizens. Calls for the prosecution of any crimes against such minorities. Urges the U.S. government to lead an international effort to support legal and political reforms for the equal protection of religious freedom as a foundation for a stable, peaceful, and lasting democracy in the region by: (1) making legal protection for the freedom of religion and for all who peacefully practice their faith a top priority in all meetings with senior foreign officials; (2) supporting and directing U.S. officials with international programs in the Middle East to work with officials, civil society actors, and ethno-religious communities to educate all sectors of society that religious freedom provides a foundation for democratic freedoms; (3) supporting Internet freedom throughout the region to provide access to information and the free exchange of ideas; and (4) encouraging the protection of places of worship and historic religious and cultural sites against terrorist attacks. Encourages the Supreme Council of the Armed Forces and the newly elected Egyptian President to ensure that the constituent assembly will draft a new constitution representing all parts of Egyptian society, including religious minorities. Calls on the Egyptian government and the local and federal governments of Iraq to prosecute acts of violence against Christians and to make the protection of religious minorities a priority.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Repeal of Obamacare Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Child Protection Act of 2012 - Amends the federal criminal code to impose a fine and/or prison term of up to 20 years for transporting, receiving, distributing, selling, or possessing pornographic images of a child under the age of 12. Requires a U.S. district court to issue a protective order prohibiting harassment or intimidation of a minor victim or witness if the court finds evidence that the conduct at issue is reasonably likely to adversely affect the willingness of the minor witness or victim to testify or otherwise participate in a federal criminal case or investigation. Directs the U.S. Sentencing Commission to review and amend the federal sentencing guidelines and policy statements to ensure that such guidelines provide an additional penalty for sex trafficking of children and other child abuse crimes. Allows the Director of the U.S. Marshals Service to issue an administrative subpoena for the investigation of unregistered sex offenders by the U.S. Marshals Service. Amends the PROTECT Our Children Act of 2008 to: (1) double the amount that the Attorney General may award a non-law enforcement agency entity annually to establish and conduct training courses for National Internet Crimes Against Children Task Force Program task force members and other law enforcement officials, (2) require the Attorney General to designate a senior official at the Department of Justice (DOJ) with experience in investigating or prosecuting child exploitation cases as the National Coordinator for Child Exploitation Prevention and Interdiction to be responsible for coordinating the development of the National Strategy for Child Exploitation Prevention and Interdiction, (3) authorize appropriations for carrying out such strategy for FY2014-FY2018, (4) delete a requirement that the National Internet Crimes Against Children Data System identify high-priority suspects based on the volume of suspected criminal activity, and (5) require the Attorney General to report within 90 days after enactment of this Act on the status of the establishment of such System.

Permits the chief executive of a state to exempt persons in the state acting in their capacity as farmers from a requirement of a covered federal environmental law by determining that such requirement is unduly burdensome to such persons. Requires the chief executive to solicit and accept public comments for at least 90 days before finalizing any such determination. Defines "covered federal environmental law" to mean the Clean Air Act insofar as it applies to emissions of air pollutants other than those resulting from the combustion of fossil fuel, the Federal Water Pollution Control Act (commonly known as the Clean Water Act), and the Solid Waste Disposal Act.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Government Employee Accountability Act - Sets forth guidelines for granting administrative leave to career employees of the Senior Executive Service (SES). Defines "administrative leave" as an absence from duty administratively authorized, for disciplinary reasons, of a period greater than 13 days and less than 91 days. Authorizes the head of a federal agency to: (1) place an SES employee on administrative leave, without loss of pay and without charge to annual or sick leave, only for misappropriation of funds, misconduct, neglect of duty, and malfeasance; or (2) place such employee on leave without pay if such employee's conduct is determined to be serious or flagrant. Requires an agency head to periodically review the investigation into the conduct of an SES employee placed on administrative leave and take certain actions with respect to such employee at the end of a period of administrative leave, including removal, suspension without pay, or reinstatement to duty. Grants an employee placed on administrative leave certain rights, including the right to answer charges, to be represented by an attorney, and to appeal to the Merit Systems Protection Board (MSPB).
