State Health Flexibility Act of 2012 - Amends the Social Security Act (SSA) to replace the Medicaid and the Children's Health Insurance Program with a program of block grants to states for health care services to indigent individuals. Requires states receiving such block grants to pay for health-care-related items and services provided to a citizen, legal resident, or an alien not lawfully admitted for permanent residence or otherwise permanently residing in the United States under color of law, if: (1) such health-care-related items and services are necessary for the treatment of an emergency medical condition; (2) the individual meets all necessary eligibility requirements for health-care-related items and services under the block grant program except for any immigration status requirement; and (3) such items and services are not related to an organ transplant procedure. Repeals the Patient Protection and Affordable Care Act, the Health Care and Educational Reconciliation Act of 2010, SSA title XIX (Medicaid), and SSA title XXI (State Children's Health Insurance Program) (CHIP).

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Amends the Internal Revenue Code to include within the definition of "manufacturer of tobacco products," for excise tax purposes, any person who for commercial purposes makes available for consumer use a machine capable of producing tobacco products.

Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

Condemns Iran for its state-sponsored persecution of religious minorities and its continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. Calls for Iran to release Youcef Nadarkhani and all other individuals held or charged on account of their religion. Recognizes that religious freedom is a universal human right and a fundamental individual freedom.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Energizing America through Employment Act - Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act. Instructs the Secretary of State, for purposes of making a national interest determination under Executive Order 13337 (or any successor Executive Order) regarding a pipeline application, to solicit the views of specified congressional committees regarding such application and pertinent information.

Harriet Tubman National Historical Parks Act - Establishes in Caroline, Dorchester, and Talbot Counties, Maryland, the Harriet Tubman Underground Railroad National Historical Park as a unit of the National Park System. Establishes in Auburn, New York, the Harriet Tubman National Historical Park also as a unit of the National Park System. Authorizes the Secretary of the Interior to enter into cooperative agreements with certain entities for the historic preservation, restoration, interpretation, and maintenance of such historical parks. Requires the Secretary to complete a general management plan for them.

Protect VA Healthcare Act of 2012 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exclude veterans' medical care accounts from the maximum 2% permissible reduction in budget authority pursuant to a sequestration order.

Prohibits federal funds from being used by a federal agency or instrumentality to participate in a lawsuit to overturn, enjoin, or otherwise invalidate specified immigration-related laws in Oklahoma, Missouri, Arizona, Utah, Indiana, Alabama, South Carolina, or Georgia.

Affirms that it is U.S. policy to support the Republic of Georgia's sovereignty, independence, and territorial integrity and to recognize Abkhazia and South Ossetia as regions of Georgia illegally occupied by the Russian Federation. Calls on: (1) the Russian Federation to end the occupation of Abkhazia and South Ossetia; and (2) the Russian Federation, Venezuela, Nicaragua, and Nauru to reverse their recognition of Abkhazia and South Ossetia as independent. Supports: (1) strengthened U.S. engagements with Georgia aimed at helping Georgia enhance its security and to restore its territorial integrity through exclusively peaceful means, (2) implementation of the United States-Georgia Charter on Strategic Partnership, and (3) Georgia's North Atlantic Treaty Organization (NATO) membership aspirations. Encourages Georgia to continue strengthening its democracy. Affirms that a peaceful resolution to this conflict is a U.S. priority in the Caucasus region.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions or any claim or diagnosis that the woman will engage in conduct intended to result in her death. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.

One Subject at a Time Act - Requires: (1) each bill or joint resolution to embrace no more than one subject, and (2) the subject to be clearly and descriptively expressed in the measure's title. Prohibits an appropriations bill from containing any general legislation or change of existing law requirement, if its subject is not germane to the subject of such bill. Declares void: (1) an entire Act or joint resolution if its title addresses two or more unrelated subjects, (2) provisions in legislation not clearly and descriptively expressed in the measure's title, (3) appropriation provisions in legislation outside the relevant subcommittee's jurisdiction, and (4) provisions of appropriation bills not germane to their subject matter. Grants aggrieved persons and Members of Congress the right to bring an action against the United States to seek appropriate relief, including an injunction against the enforcement of any law, the passage of which did not conform to this Act.

Countering Iran in the Western Hemisphere Act of 2012 - States that it shall be U.S. policy to use all elements of national power to counter Iran's growing presence and hostile activity in the Western Hemisphere. Directs the Secretary of State to submit to Congress a strategy to address Iran's growing presence and activity in the Western Hemisphere.

Irene and Lee Tax Relief Storm Recovery Act - Amends the Internal Revenue Code to allow an increase in 2012, 2013, and 2014 of the amount of the low-income housing tax credit that may be allocated in states containing counties covered by the natural disaster declaration of the Secretary of Agriculture in 2011 due to damage from Hurricane Irene or Tropical Storm Lee.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Hospital Admissions in Need of Study Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to delay implementation of the Medicare hospital readmissions reduction program for five years from the start of FY2012 to the start of FY2017. Prohibits expansion of applicable conditions (for which readmissions are high volume or highly expensive) except to the extent specified in a subsequent law. Requires a report on the potential impact of the reduction program.

Amends the Internal Revenue Code to: (1) make permanent the low-income housing tax rate for new buildings that are not federally subsidized, and (2) establish a minimum 4% low-income tax credit rate for existing buildings that are not federally subsidized.

Help Our Hospitals Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act and the Health Care Education Reconciliation Act of 2011, to repeal their reductions to Medicare disproportionate share (DSH) payments for FY2015 and ensuing fiscal years, especially to subsection (d) hospitals, to reflect lower uncompensated care costs relative to increases in the number of insured. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system when providing covered inpatient services to eligible beneficiaries.)

Trafficking Victims Protection Reauthorization Act of 2011 - Authorizes the Secretary of State to: (1) limit to one year or such period of time as appropriate the period of validity of a passport issued to a sex offender, and (2) revoke the passport or passport card of an individual who has been convicted by a court of competent jurisdiction in a foreign country of a sex offense. Amends the Trafficking Victims Protection Act of 2000 (TVPA) to rename the State Department's Office to Monitor and Combat Trafficking as the Office to Monitor and Combat Modern Slavery and Other Forms of Human Trafficking. Replaces the head of the Office (currently, a Director) with an Ambassador-at-Large for Combating Human Trafficking. Authorizes the Ambassador to provide assistance on an urgent basis for vulnerable populations at risk of severe forms of trafficking in persons in conjunction with post-conflict situations and humanitarian emergencies. Includes public-private partnerships to generate youth employment opportunities among the international initiatives to enhance economic opportunity for potential victims of trafficking that the President shall carry out as a method to deter trafficking. Authorizes the President to give priority to specified categories of persons who are potential trafficking victims, such as stateless persons. Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (Wilberforce Act) to extend an authorized fee increase for certain consular services through September 30, 2015. Amends the TVPA to direct the head of the Department of Labor's Bureau of International Labor Affairs to carry out specified additional activities to monitor and combat forced labor and child labor in the United States as well as foreign countries, including to develop and make available to the public and Congress a list of goods from the United States that the Bureau has reason to believe are produced by forced labor or child labor in violation of international standards Business Transparency on Trafficking and Slavery Act - Requires the Ambassador to encourage any publicly-traded or private entity wherever located, carrying out business operations in the United States, and having annual worldwide global receipts exceeding $100 million, to disclose annually on its website and to the Secretary any measures it has taken during the year to identify and address conditions of forced labor, slavery, human trafficking, and the worst forms of child labor within its supply chains. Amends the federal criminal code to expand the scope of the prohibition against foreign travel and engagement in illicit sexual conduct by a U.S. citizen or permanent resident alien to include travel affecting foreign commerce even if an individual is residing temporarily or permanently in a foreign jurisdiction. Declares that it is not a defense that a defendant is not criminally liable or is subject to reduced criminal liability due to the de jure or de facto acceptance of the illicit conduct in the foreign jurisdiction in which the defendant travels or resides. Expresses the sense of Congress that: (1) the measures taken by the government of Cambodia are insufficient in addressing the scope of Cambodia's human trafficking problem, and (2) Cambodia should be designated as a Tier 3 country. Amends the Child Soldiers Prevention Act of 2008 to prohibit peacekeeping operations assistance to governments of countries that recruit and use child soldiers. Revises requirements for the national interest waiver of such prohibition. Directs the Senior Policy Operating Group to report to Congress by January 1, 2013, on Internet-facilitated human trafficking. Amends the TVPA to eliminate the Secretary of Health and Human Services' (HHS) membership on the Interagency Task Force to Monitor and Combat Trafficking. Transfers the HHS Secretary's duties to the Attorney General with respect to: (1) expanding benefits and services to victims of severe forms of trafficking in persons in the United States, and nonimmigrants, without regard to their immigration status; and (2) assisting U.S. citizens and permanent resident aliens who are victims of severe forms of trafficking. Transfers the HHS Secretary's duty to the Secretary of Homeland Security (DHS) with respect to providing training to state and local officials to improve identification and protection of victims of severe forms of trafficking, including juvenile victims. Makes the Director of the Peace Corps a member of the Interagency Task Force to Monitor and Combat Trafficking. Sets forth reporting requirements regarding the activities of: (1) U.S. government contractors and subcontractors and establishes a zero tolerance policy for their trafficking in persons, and (2) Bureau of Justice Assistance grant assistance for human trafficking task forces and information about trafficking victims. Extends the authority of the DHS Secretary to permit an alien to remain in the United States to facilitate the investigation and prosecution of those responsible for a severe form of trafficking. Allows the Secretary to permit the alien to remain even if the alien may be a victim of such trafficking (currently, only if the alien is such a victim). Requires a federal law enforcement official to respond to a request for continued presence in the United States within 15 days, and the Secretary to approve or deny the application for continued presence within 1 month. Prohibits knowingly destroying or concealing or confiscating for more than 48 hours the passport or other immigration or personal identification document of an individual: (1) in the course of violating, or with intent to violate, the prohibition against bringing in and harboring certain aliens; or (2) in order, without lawful authority, to maintain, prevent, or restrict the labor or services of the individual. Makes fraud in foreign labor contracting a predicate offense under the Racketeer Influenced and Corrupt Organizations Act (RICO). Amends the Wilberforce Act to: (1) provide that, to the extent feasible, unaccompanied alien children from countries that are contiguous with the United States should be housed and screened by an immigration officer with expertise in child welfare in separate child-friendly facilities conducive to disclosing information related to human trafficking or exploitation; and (2) require each federal agency to notify the HHS Secretary within 24 (currently 48) hours regarding the apprehension or discovery of an unaccompanied alien child or regarding any claim or suspicion that an alien in custody is under age 18. Amends Social Security Act provisions regarding federal payments for foster care and adoption assistance to require state plans for such assistance, by January 1, 2013, to describe state child welfare existing practice and future plans regarding prevention measures and victim assistance related to the human trafficking and commercial sexual exploitation of foreign, U.S. citizen, and legal resident children. Directs the Attorney General to consult with the HHS Secretary to distribute information to enable grantees under the TVPA to publicize the National Human Trafficking Resource Center hotline on their websites. Authorizes appropriations for FY2012-FY2013 for the TVPA and the Trafficking Victims Protection Reauthorization Act of 2005. Prohibits an organization, including a faith-based organization, that is otherwise eligible to receive assistance under any specified federal laws from being: (1) required, as a condition of receiving such assistance, to endorse, utilize, provide, make a referral to, become integrated with, or otherwise participate in any program, project, or activity to which the organization has a religious or moral objection; or (2) discriminated against in the solicitation or issuance of grants, contracts, cooperative agreements, or other federal funding under such laws for refusing to meet any such requirements. Grants jurisdiction to U.S. courts to prevent and redress actual or threatened violations of such prohibition by issuing any form of legal or equitable relief.

Amends the Low-Income Home Energy Assistance Act of 1981 to revise the formula for a state's allotment percentage for low-income home energy assistance to make it the percentage the state would have received under such Act as originally enacted in the Omnibus Budget Reconciliation Act of 1981.

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act - Amends the Multinational Species Conservation Funds Semipostal Stamp Act of 2010 to require such stamp to be: (1) made available to the public for an additional four years; and (2) offered in a a choice of five versions depicting an African or Asian elephant, a rhinoceros, a tiger, a marine turtle, or a great ape.

Financial Institutions Examination Fairness and Reform Act - Amends the Federal Financial Institutions Examination Council Act of 1978 to require a federal financial institutions regulatory agency to make a final examination report to a financial institution within 60 days of the later of: (1) the exit interview for an examination of the institution, or (2) the provision of additional information by the institution relating to the examination. Sets a deadline for the exit interview if a financial institution is not subject to a resident examiner program. Sets forth examination standards for financial institutions. Prohibits federal financial institutions regulatory agencies from requiring a well capitalized financial institution to raise additional capital in lieu of an action prohibited by the examination standards. Establishes in the Federal Financial Institutions Examination Council an Office of Examination Ombudsman. Grants a financial institution the right to appeal a material supervisory determination contained in a final report of examination. Requires the Ombudsman to determine the merits of the appeal on the record, after an opportunity for a hearing before an independent administrative law judge. Declares the decision by the Ombudsman on an appeal to: (1) be the final agency action, and (2) bind the agency whose supervisory determination was the subject of the appeal and the financial institution making the appeal. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to require: (1) the Consumer Financial Protection Bureau (CFPB) to establish an independent intra-agency appellate process in connection with the regulatory appeals process; and (2) appropriate safeguards to protect an insured depository institution or insured credit union from retaliation by the CFPB, the National Credit Union Administration (NCUA) Board, or any other federal banking agency for exercising its rights.

Better Agriculture Resources Now Act or the BARN Act - Revises the H-2A nonimmigrant agricultural worker visa program, including provisions regarding: (1) agricultural labor and services, (2) application requirements, (3) wages, (4) period of authorized nonimmigrant status, (5) housing, (6) legal assistance, and (7) violations.

Achieving a Better Life Experience Act of 2011 or the ABLE Act of 2011 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

Fallen Heroes of 9/11 Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of congressional gold medals in honor of the men and women who perished as a result of the September 11, 2001, terrorist attacks on the United States to the Flight 93 National Memorial in Pennsylvania, the National September 11 Memorial and Museum in New York, and the Pentagon Memorial at the Pentagon. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the United States Mint Public Enterprise Fund.

Foreign Oil Spill Liability Act of 2011 - Amends the Oil Pollution Act of 1990 to make the owner or operator of a facility liable for removal costs and specified damages that result from a discharge, or substantial threat of discharge, of oil from a foreign offshore unit that reaches or threatens to reach the navigable waters or adjoining shorelines of the exclusive economic zone. Treats such owners or operators as a responsible party with respect to the incident for the purposes of such Act in the same manner as a responsible party for an offshore facility. Requires the current liability limit to be multiplied by three when applied to a foreign offshore unit that is involved in such incident and is located in the territorial sea or on the continental shelf of a foreign country that is a state sponsor of terrorism. Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to: (1) prohibit the discharge of oil from a foreign offshore unit that reaches the navigable waters of the United States, adjoining shorelines, or waters of the contiguous zone; and (2) subject the owner or operator of the unit to penalties under such Act; and (3) require maximum penalties under such Act to be multiplied by three when applied with respect to such unit located in the territorial sea or on the continental shelf of a foreign country that is a state sponsor of terrorism.

American Renewable Energy Production Tax Credit Extension Act of 2011 - Amends the Internal Revenue Code to extend through 2016 the date by which specified alternative or renewable energy facilities (i.e., wind, biomass, geothermal or solar energy, landfill gas, trash, qualified hydropower, and marine and hydrokinetic renewable energy facilities) must be placed in service to qualify for the electricity production tax credit.

Security and Financial Empowerment Act - Authorizes appropriations for grants for the national resource center on workplace responses to assist victims of domestic and sexual violence for FY2012-FY2016. Establishes limits on the use of funds for administrative costs. Requires the center to provide information and assistance to enable victim service organizations to provide resource materials or other assistance to employers, labor organizations, or employees. Amends the Violence Against Women Act (VAWA) to set forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic violence, dating violence, sexual assault, or stalking (domestic or sexual violence). Prohibits: (1) any employer from interfering with the exercise of any right provided under this Act; or (2) discrimination against any individual for exercising any such right, opposing any practice made unlawful by this Act, or instituting any proceeding under this Act. Establishes a private right of action to enforce this Act. Directs the Secretary of Labor to receive, investigate, and attempt to resolve complaints of violations of this Act. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes state use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for victims of domestic or sexual violence on emergency leave. Adds provisions to VAWA, entitled the Victims' Employment Sustainability Act, to prohibit certain discriminatory practices against victims of domestic or sexual violence by: (1) employers with respect to the terms, conditions, or privileges of employment; or (2) public agencies with respect to the terms or conditions of public assistance. Authorizes civil actions by individuals or the Attorney General to enforce such provisions. Amends the Internal Revenue Code to prohibit denial of unemployment compensation to individuals separated from employment due to their experience of domestic or sexual violence. Amends the Social Security Act to require training of unemployment compensation and TANF personnel to provide necessary services to victims of domestic or sexual violence. Authorizes the Secretary of Health and Human Services (HHS) to award a grant to a national victim services organization to develop and disseminate a model training program. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage (including termination of health insurance coverage) or addition of a premium differential based on the status of the applicant or insured as a victim of abuse by a household or family member, intimate partner, or caretaker. Provides for enforcement of such prohibitions by the Federal Trade Commission (FTC) and by a private cause of action.

Diagnostic Imaging Services Access Protection Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services furnished: (1) in 2012; or (2) in 2013 or a subsequent year unless the reduction is based on the data, analysis, and conclusions of a study completed by an expert panel of physician members from a national medical speciality society expert in the field of diagnostic imaging services.

Government Results Transparency Act - Requires the head of each federal agency to submit to the Recovery Accountability and Transparency Board (RATB) all information concerning the agency's programs, priority goals, and results for publication online by RATB in its original format. Requires RATB to: (1) publish for each fiscal year the amount spent for each program identified by an agency and performance information for such program; (2) designate, by rule, common data elements (i.e., codes, identifiers, and fields) for information required to be reported by agencies; and (3) designate data reporting standards to govern agency reporting requirements.

Efficient Service for Veterans Act - Directs the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD) to jointly ensure that certain VA readjustment counseling centers have access to the Defense Personnel Record Image Retrieval and the VA/DOD Identity Repository Systems.

Foreign Aid Transparency and Accountability Act of 2012 - Directs the President to establish: (1) goals, performance, and evaluation guidelines for U.S. foreign assistance programs, country assistance plans, and international and multilateral assistance programs; and (2) a website to make publicly available information on U.S. foreign assistance programs.

Cormorant Management and Natural Resources Protection Act - Amends the Migratory Bird Treaty Act to delegate the authority of the Secretary of the Interior under such Act with respect to double-crested cormorants (Phalacrocorax auritus) to a state on the date the Secretary approves a cormorant management plan submitted by such state. Requires the Secretary to: (1) approve or disapprove a management plan within 60 days of the plan's submission, (2) approve such plan if it is in accordance with U.S. obligations under treaties and federal law, (3) provide to the relevant governor the reasons for disapproving a plan and an opportunity to revise and resubmit the plan, (4) review each approved state management plan every five years, and (5) revoke such approval and delegation if the plan or the governor's exercise of delegated authority is not in accordance with such Act or any treaty implemented by such Act. Deems a management plan approved if the Secretary doesn't approve or disapprove it within 60 days after submission. Applies an approved management plan in lieu of regulations issued under such Act. Requires the Secretary to conduct educational and informational activities for the owners and operators of aquaculture facilities to improve their efforts to prevent cormorants from consuming aquatic species being reared in such facilities.

Accelerating the End of Breast Cancer Act of 2011 - Directs the President to establish the Commission to Accelerate the End of Breast Cancer to help end breast cancer by January 1, 2020. Directs the Commission to: (1) identify opportunities and ideas within government and the private sector that are key components in achieving the end of breast cancer and which have been overlooked, yet are ripe for collaboration and investment; (2) recommend projects to leverage such opportunities and ideas in the areas of the primary prevention of breast cancer and the causes and prevention of breast cancer metastasis; and (3) ensure that its activities are coordinated with, and do not duplicate the efforts of, programs and laboratories of other government agencies. Directs the President to enter into an agreement with the Institute of Medicine for an evaluation of the Commission's progress. Terminates the Commission on June 1, 2020.

Creating Hope Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to revise the priority review voucher program for tropical diseases to: (1) include rare pediatric diseases; (2) allow unlimited transfers of vouchers under the program; and (3) require a sponsor intending to use a voucher to notify the Secretary of Health and Human Services (HHS) at least 90 days (currently, 365 days) before submission of the application. Revises provisions regarding the priority review user fee, including to make it payable upon notification of the Secretary of intent to use the voucher. Authorizes the Secretary, upon request of the manufacturer or sponsor of a new drug, to designate that a new drug is: (1) for a rare pediatric disease, and (2) an eligible treatment. Requires the Secretary to deem a rare pediatric disease product application to be incomplete if it does not contain a description of the sponsor's plan to market the product in the United States. Authorizes the Secretary to refuse to issue a priority review voucher upon the approval of a rare pediatric disease application if the Secretary finds that the sponsor lacks a good faith intention to market the product in the United States. Directs the Secretary to issue a guidance document setting forth the evidentiary support necessary to demonstrate such a good faith intention. Requires sponsors of applications under the priority review voucher program to report to the Secretary within five years after the approval of the application on the demand and distribution of the product within the United States.

Reducing the Size of the Federal Government Through Attrition Act of 2011 - Requires the Office of Management and Budget (OMB) to take appropriate measures to ensure that: (1) the total number of federal employees, beginning in FY2015, does not exceed 90% of the total number of such employees as of September 30, 2011; (2) agencies do not appoint, until the end of FY 2014, more than one employee for every three employees retiring or otherwise separating from government service; and (3) there is no increase in the procurement of service contracts due to this Act unless a cost comparison demonstrates that such contracts would be financially advantageous to the federal government. Requires OMB to continuously monitor all agencies and make a determination whether the total number of federal employees exceeds the limitation imposed by this Act. Prohibits a federal agency from filling any vacancy unless OMB provides written notice to the President and Congress that the number of federal employees does not exceed the limitation established by this Act. Allows the President to waive the workforce limitations imposed by this Act if the President determines that the existence of a state of war or other national security concern or the existence of an extraordinary emergency threatening life, health, public safety, property, or the environment so requires. Allows the President additional discretion to waive such workforce limitations if the President determines that the efficiency of a federal agency or the performance of its critical mission so requires.

Superfund Common Sense Act - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to exclude manure from the definition of "hazardous substance" and "pollutant or contaminant" for purposes of such Act. Defines "manure" to mean: (1) digestive emissions, feces, urine, urea and other excrement from livestock; (2) any associated bedding, compost, raw materials or other materials commingled with such excrement from livestock; (3) any process water associated with such items; and (4) any byproducts, constituents, or substances contained in, or originating from, such items or any emissions relating to such items. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt from notification requirements releases associated with manure.

Roofing Efficiency Jobs Act of 2011 - Amends the Internal Revenue Code to classify any qualified energy-efficient cool roof replacement property as 20-year property for depreciation purposes. Defines "qualified energy-efficient cool roof replacement property" as any roof system that: (1) is placed in service above conditioned or semiheated space on an eligible commercial building, (2) replaces an existing roof system, (3) is a low-slope roof, and (4) includes insulation meeting specified standards and a primary roof covering that has a cool roof surface.
