This resolution provides for consideration of the bill ( H.R. 115 ), which allows Congress to disapprove multiple regulations under one joint resolution of disapproval if the regulations were submitted for review during a portion of the final year of a President's term. Under current law, the Congressional Review Act generally provides for a period of additional review during the succeeding Congress for regulations that were submitted during the last 60 legislative days of the prior Congress. However, each joint resolution may disapprove of only one regulation.

This resolution expresses support for the goals and ideals of Sickle Cell Disease Awareness Month and encourages the President to support access to innovative therapies for the disease. Sickle cell disease is an inherited blood disorder than can lead to pain, anemia, infections, and stroke.

This resolution sets forth the rule for consideration of multiple measures: the bill (H.R. 3334) to provide for the imposition of sanctions on members of the Central Committee of the Chinese Communist Party; the bill (H.R. 8205) to amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide that funds for the Edward Byrne Memorial Justice Assistance Grant program may be used for public safety report systems; the bill (H.R. 8790) to expedite the review of certain forest management projects under the National Environmental Policy Act (NEPA) of 1969 and improve forest management activities on National Forest System lands, public lands under the jurisdiction of the Bureau of Land Management, and tribal lands; the resolution (H.Res. 1469) to ensure accountability for key officials in the Biden-Harris administration responsible for decision-making and execution failures throughout the withdrawal from Afghanistan; and an amendment to H.Res. 5 , which established the rules of the House of Representatives for the 118th Congress, to modify the rule for the remote appearance of witnesses.

This resolution expands the jurisdiction of the House of Representatives Task Force on the Attempted Assassination of Donald J. Trump to include all actions related to the attempted assassination on September 15, 2024, in West Palm Beach, Florida. As background, Congress established the task force with jurisdiction over the attempted assassination of Trump on July 13, 2024, in Butler, Pennsylvania. The task force must investigate and fully examine all actions related to this event by any (1) federal agency, department, officer, or employee; (2) state or local government, including state and local law enforcement; and (3) private entities or individuals. The task force must issue a final report on its findings no later than December 13, 2024, including any recommendations for legislative changes needed to prevent future security lapses.

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

This resolution states that the House of Representatives (1) condemns Iran's drone and missile attack on Israel; (2) stands with Israel as it defends itself against Iran's attacks and reaffirms the U.S. commitment to Israel's security; (3) supports Israel's right to self-defense and right to respond to this aggression; (4) commends the U.S. military, the United Kingdom, France, and Jordan for intercepting Iranian missiles and drones; and (5) urges full enforcement of U.S. sanctions and export controls against Iran.

Rosie the Riveter Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition and celebration of the women who contributed to the U.S. home front during World War II. All sales of coins issued under this bill must include a surcharge to be paid to the Rosie the Riveter Trust to support the National Park Service in maintaining and repairing the Rosie the Riveter WWII Home Front National Historical Park.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Sickle Cell Disease Comprehensive Care Act This bill allows state Medicaid programs to cover home health services for those with sickle cell disease. States that choose to provide these services must report on the quality of health care provided to these individuals, their access to care, and the associated costs. The Centers for Medicare & Medicaid Services must issue best practices for states with respect to these services.

Creating Hope Reauthorization Act of 2024 This bill extends until FY2029 a Food and Drug Administration program that awards priority review vouchers to manufacturers of drugs that treat rare pediatric diseases. (A priority review voucher entitles the voucher holder to priority review of a single human drug application.)
