Defund ACORN Act - Prohibits any federal contract, grant, cooperative agreement, or other form of agreement from being awarded to, any federal funds in any other form from being provided to, or any federal employee or contractor from promoting any organization that: (1) has been indicted for a violation under any federal or state law governing the financing of a campaign for election for public office or any law governing the administration of such an election, including a voter registration law; (2) had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements; (3) has filed a fraudulent form with any federal or state regulatory agency; or (4) employs, has under contract, or retains to act on its behalf any individual who has been indicted for a violation under federal or state law relating to an election for federal or state office. Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Repeals the general product conformity certification requirements of the Act. Delays until August 14, 2010, the effective date of requirements that a manufacturer place permanent, distinguishing marks on a children's product and its packaging that enable the manufacturer to ascertain the product's specific source and the ultimate purchaser to ascertain its production date, location, and cohort information.

Directs the Nuclear Regulatory Commission to complete a rulemaking establishing a process for licensing by the Nuclear Regulatory Commission (NRC), under the Atomic Energy Act of 1954, of facilities for the recycling of spent nuclear fuel. Amends the Nuclear Waste Policy Act of 1982 to provide that the receipt and disbursements of the Nuclear Waste Fund shall not be counted as new budget authority, outlays, receipts, or deficits or surplus for purposes of the executive budget, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) (thereby moving the Fund off-budget).

Adds Rule XXIX (Time to Read Legislation Before Voting) to the Rules of the House of Representatives to prohibit consideration by the House of legislation between the chambers unless: (1) the text of the measure and its related accompanying comparative print has been available to all Members and their staffs in both printed and electronic format for at least three legislative days; and (2) any manager's amendment or other amendment which makes substantive changes to the legislation has been made available in such format for at least such period before such consideration. Exempts from such prohibition: (1) the intelligence authorization bill, other legislation containing classified information, or any such conference report, if Members have at least seven days to study the measure's contents; and (2) congressional declarations of war or authorization of military force to respond to attacks on the United States. Amends Rule XIII (Calendars and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order waiving Rule XXIX. Amends Rule XVI (Motions and Amendments) to prohibit consideration in the House of any measure amending existing law, or any amendment to such measure, unless the Chair of the applicable committee or the Member proposing the amendment also presents the Clerk, at least three legislative days before consideration, an electronic version of a comparative print of any part of the measure, or the amendment, showing by appropriate typographical devices the omissions and insertions proposed.

Military Voters' Equal Access to Voter Registration Act of 2009 - Amends the National Voter Registration Act of 1993 to require designating direct each Secretary of a military department to designate an office on each Armed Forces installation to ensure that certain individuals are provided the opportunity to register to vote in federal elections, update voter registrations, and request absentee ballots under the Uniformed and Overseas Citizens Absentee Voting Act. Designates as those individuals those who are: (1) members of the Armed Forces and are undergoing a permanent change of duty station, deploying overseas for at least 6 months, returning from an overseas deployment of at least 6 months, or requests assistance related to voter registration; and (2) are dependents of members of the Armed Forces, request assistance, and are at least 18 years old. Considers an office so designated to be a voter registration agency for all purposes of the Act. Requires informing Armed Forces members and their dependents of the assistance available under this Act.

Improving Health Care for All Americans Act

Improving Health Care for All Americans Act - Amends the Internal Revenue Code to allow a tax credit for the amount paid by the taxpayer for qualified health insurance coverage, excluding any employer subsidized coverage, and for medical care. Amends the Public Health Service Act to provide for the establishment and governance of individual membership associations (IMAs) to make available health benefits coverage to all members of the IMA. Requires an IMA to be operated under the direction of an association which: (1) has been actively in existence for at least five years; (2) has been formed and maintained in good faith for purposes other than obtaining insurance; and (3) does not condition membership in the association on any health status-related factor relating to an individual. Prohibits an IMA from offering health benefits coverage to a member of an IMA unless the same coverage is offered to all members of the IMA. Sets forth requirements for health benefits coverage offered through an IMA, including that such coverage must be: (1) provided only through contracts with health insurance issuers with no risk assumed by the IMAs; and (2) underwritten by a health insurance issuer that is licensed and in compliance with state law. Supersedes specified state laws related to health benefits coverage made available through an IMA. Gives funds to states for a high-risk pool, a reinsurance pool, or other risk-adjustment mechanism used for the purpose of subsidizing the purchase of health insurance coverage for the high-risk population.

Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after: (1) the 72-hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.

Allows an organization to provide de-identified patient data to providers treating the same population of patients for the purpose of measuring and improving the safety, quality, and effectiveness of patient transitions from one service provider to another. Requires the organization to establish a Medicare quality accountability program. Adds a program administration component under part B (Peer Review) of SSA title XI. Directs the Secretary to ensure that Quality Improvement Organizations (QIOs) are provided maximum freedom in designing and applying intervention strategies for local quality improvement. Revises requirements for the quality improvement program, including use of evaluation and competition, quality improvement funding, and qualifications for QIOs. Amends SSA title XIX (Medicaid) to require state medical assistance plans to provide for an alternative quality improvement program.

Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Imported Food Safety Improvement Act of 2009 - Amends the Federal Food, Drug, and Cosmetic Act to authorize the Secretary of Health and Human Services to refuse admission into the United States of any food (or any type of food) from a country, growing area, producer, manufacturer, or shipper if the Secretary determines that such food: (1) has been associated with repeated and separate outbreaks of foodborne disease or has been repeatedly determined to be adulterated; (2) presents a reasonable probability of causing significant adverse health consequences or death; and (3) is likely, without systemic intervention or changes, to cause disease or be adulterated again. Directs the Secretary to rescind such a determination if it is no longer justified because of remedial action or other circumstances. Sets forth procedures for review of such determinations. Authorizes the Secretary to make an emergency determination to refuse admission to food that has been strongly associated with a single outbreak of foodborne disease that has caused serious adverse health consequences or death. Requires that any refusal to admit food under this Act be done in a manner consistent with bilateral, regional, and multilateral trade agreements. Provides that nothing in this Act shall be interpreted to diminish the authority of the Commissioner of Food and Drugs (FDA) to ensure the safety of food.

TARP Repayment and Termination Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to grant any financial institution that received or receives assistance under the Troubled Asset Relief Program (TARP) the right to repay all of it immediately if the institution will be well capitalized after such repayment and has made any payment due to the Secretary of the Treasury by reason of receiving such assistance. Allows bank holding companies assessed under the Supervisory Capital Assessment Program (SCAP) to repay all of their TARP assistance immediately if the Secretary determines that they meet specified criteria, including the ability, along with their subsidiary banks, to meet all ongoing funding requirements and obligations to counterparties while reducing reliance on government capital and the Temporary Liquidity Guarantee Program (TLGP). Directs the Secretary to notify financial institutions unable to repay their TARP assistance of detailed steps to take to put themselves in a position to make such repayment. Gives financial institutions making a full repayment of TARP assistance the right to repurchase preferred shares purchased or held by the Secretary as a result of the Secretary's exercise of warrants at the same price paid by the Secretary for such shares or warrants. Requires the Secretary to liquidate at the market price warrants associated with repaid TARP assistance. Eliminates the Secretary's authority to extend TARP beyond its termination date.

Charles August "CAL" Long Undiagnosed Diseases Registry Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and maintain an undiagnosed diseases registry to facilitate the early recognition, prevention, treatment, cure, and control of such diseases. Authorizes the Secretary to make the information in the registry publicly available, except for: (1) individually identifiable information; or (2) trade secrets or commercial or financial information. Requires such database to be operational one year after enactment of this Act.

Payday Lending Reform Act of 2009

Payday Lending Reform Act of 2009 - Amends the Truth in Lending Act to require a creditor to make specified disclosures when making a payday loan to a consumer. Prohibits a creditor from making a payday loan to any consumer unless: (1) specified notices are posted conspicuously in the creditor's public lending area, or, if the loan is made using the Internet, fax or other means, posted conspicuously on the creditor's public internet site relating to any such payday loan; and (2) the creditor offers the consumer an extended repayment plan that meets specified requirements. Sets forth prohibited lender practices, including: (1) requiring a consumer to pay interest and fees that, combined, total more than 20 cents for every dollar loaned in connection with a payday loan; (2) threatening or seeking to have the consumer prosecuted criminally to collect the loan; and (3) taking or attempting to take an interest in any of the consumer's personal property to secure the loan. Authorizes a consumer to cancel future payment obligations on a payday loan, without cost or finance charges, by: (1) informing the creditor in writing within two days after executing the loan agreement that the consumer wants to rescind the loan; and (2) returning to the creditor the cash amount of the loan principal.

Preserving DC Student Scholarships Act of 2009 - Requires the Secretary of Education to award competitive grants for up to five years to eligible entities to provide eligible students with opportunity scholarships to attend the District of Columbia private elementary school or secondary school of their choice beginning in school year 2010-2011. Defines: (1) "eligible entity" as an educational entity of the District of Columbia government, a nonprofit organization, or a consortium of nonprofit organizations; and (2) "eligible student" as a student who is a District resident, comes from a household whose income does not exceed 300% of the poverty line, and was enrolled in a District Public School (such as a charter school) in the previous school year, or is eligible to enter kindergarten or first grade. Repeals the DC School Choice Incentive Act of 2003 beginning with school year 2010-2011.

Medical Rights Act of 2009 - Prohibits federal funds from being used to permit any federal officer or employee to exercise any supervision or control over: (1) the practice of medicine, the practice of other health care professions, or the manner in which health care services are provided; (2) the provision by a physician or a health care practitioner of advice to a patient about the patient's health status or recommended treatment for a condition or disease; (3) the selection, tenure, or compensation of any officer, employee, or contractor of any institution, business, nonfederal agency, or individual providing health care services; or (4) the administration or operation of any such institution, business, nonfederal agency, or individual with respect to the provision of health care services to a patient. Sets forth exceptions for the Veterans Health Administration, the Department of Defense (DOD), the United States Public Health Service, the Indian Health Service, the National Institutes of Health (NIH), and the Health Resources and Services Administration. Prohibits federal funds from being used by any federal officer or employee to prohibit: (1) any individual from receiving health care services from any provider under terms and conditions mutually acceptable to the patient, the provider, and the patient's group health plan; or (2) any person from entering into a contract with any group health plan, health insurance issuer, or other business for the provision of, or payment to other parties for, health care services. Sets forth provisions to prohibit specified actions to avoid the prohibitions under this Act. Repeals Medicare provisions restricting private contracts between beneficiaries and physicians or practitioners.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.
