American Energy Act - Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the Outer Continental Shelf Lands Act to: (1) allow the Secretary of the Interior (Secretary) to grant natural gas leases in the outer Continental Shelf (OCS); and (2) revise provisions concerning oil and gas leases and withdrawals of unleased land. Provides for federal agency coordination with adjacent states on the construction of pipelines for crude oil or petroleum products or natural gas produced from the OCS. Sets forth provisions concerning the application of the National Environmental Policy Act of 1969 to OCS programs. Declares existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas to be without force or effect. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts that are geologically prospective for oil or natural gas. Directs the Secretary to establish OCS Regional Headquarters in designated locations. Repeals: (1) the coastal impact assistance program; and (2) the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Provides for the authorization of Special Areas to be managed so as to protect and preserve the area's unique and diverse character including its fish, wildlife, and subsistence resource values in the Coastal Plain. Requires the Secretary to designate Sadlerochit Spring as a Special Area. Requires the Secretary to: (1) issue specified rights-of-ways and easements across the Coastal Plain for the transportation of oil and gas; and (2) convey specified estates to the Kaktovik Inupiat Corporation and the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund and the American Renewable and Alternative Energy Trust Fund. Amends the Consolidated Appropriations Act, 2008 to terminate the prohibition against using federal funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Internal Revenue Code to set forth provisions concerning credits for fuel efficiency, alternative fuel vehicles, energy efficiency, nuclear energy, and renewable energy. Requires the Secretary of Energy to provide awards for activities concerning the: (1) research, development, demonstration, and commercial application of innovative energy technologies and new energy sources; (2) manufacture of midsized sedan automobiles that operate on gasoline and can travel 100 miles per gallon; and (3) manufacture of advanced batteries. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states or tribes to facilitate the hiring of personnel with expertise in federal refinery authorizations. Requires the President to: (1) appoint a federal coordinator to facilitate such authorizations; and (2) designate at least three closed military installations as potentially suitable for the construction of a refinery and at least one for producing biofuel. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Energy Independence and Security Act of 2007 to repeal restrictions on federal agencies procuring alternative or synthetic fuel for mobility-related uses. Requires the Secretary of the Treasury to auction to the public coal-to-liquid fuel put option contracts. Provides for standby loans for qualifying coal-to-liquid projects. Amends the Nuclear Waste Policy Act of 1982 to revise provisions concerning the recycling and disposal of spent nuclear fuel or high-level radioactive waste.

Access to America's Orthopedic Services Act of 2008 - Requires the Secretary of Health and Human Services to establish criteria for accounting and reporting the effort expended by researchers on musculoskeletal research funded with certain grants. Sets forth reporting requirements related to musculoskeletal health, including on: (1) research funded by the National Institutes of Health (NIH); (2) federal programs and activities relating to musculoskeletal trauma care; (3) a standard unit for the measurement of bone mass under the Medicare program; (4) access to orthopedic services by certain federal health program beneficiaries; and (5) childhood musculoskeletal diseases, conditions, and injuries in the United States. Amends the Public Health Service Act to require the Organ Procurement and Transplantation Network to establish the Transplantation Transmission Sentinel Network to track disease transmission from organ, tissue, or eye transplants. Requires the Secretary to issue regulations relating to the accreditation of: (1) establishments engaged in the manufacture of human cells, tissues, and cellular and tissue-based products; and (2) personnel who participate in related activities. Requires the Secretary to conduct studies related to: (1) a national registry of artificial joint replacements in Medicare beneficiaries; (2) severe trauma to extremities resulting from motor vehicle crashes; (3) workplace-related musculoskeletal injuries and conditions; (4) funding available for graduate medical education in orthopedics; (5) methods for measuring bone mass in Medicare beneficiaries; and (6) aging in the United States. Requires the Secretary to: (1) conduct a national public awareness program on musculoskeletal health; and (2) award grants for certain health and aging activities for seniors. Provides for musculoskeletal diseases and conditions to be treated as a priority within the Office of Minority Health.

Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor, or in the case of Native American tribes or tribal territories, the designated leader of the tribe or tribal community, to provide financial assistance to hire additional personnel to assist the state or tribe or tribal community with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide, upon the request of a state governor, or in the case of Native American tribes or tribal territories, the designated leader of the tribe or tribal community, technical, legal, or other nonfinancial assistance to facilitate state or tribal consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Requires the coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to refine biomass in order to produce biofuel. Requires the redevelopment authority, in preparing or revising the redevelopment plan for each such designated installation, to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization.

Veterans' Medical Personnel Recruitment and Retention Act of 2008 - Authorizes the Secretary of Veterans Affairs to appoint personnel for health care positions within the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA) not specifically listed as authorized categories for appointment, as long as the Secretary provides prior notification to the congressional veterans' committees and the Office of Management and Budget. Requires newly-appointed nurses to serve a probationary period. Authorizes the Secretary to: (1) appoint nurse assistants; and (2) waive required pay offsets for federal annuitants reemployed in VA health care positions. Sets the minimum rate of basic pay for appointees to certain positions in the Office of the Under Secretary for Health at the lowest rate of basic pay for a Senior Executive Service position. Allows for the payment of: (1) comparability pay of up to $100,000 annually for Office positions which are not physicians or dentists; and (2) special incentive pay of up to $40,000 annually to a VHA pharmacist executive. Removes or waives certain pay restrictions for: (1) physicians or dentists occupying administrative or executive leadership positions; (2) nurses; and (3) certified registered nurse anesthetists. Revises locality pay scale computations. Increases from $25,000 to $100,000 the special pay for nurse executives. Makes part-time nurses eligible for additional nurse pay. Provides limitations on overtime duty, weekend duty, and alternative work schedules for nurses, with exceptions for emergency situations. Reinstates the VA's health professionals educational assistance scholarship program, and increases maximum assistance amounts. Authorizes the Secretary to provide an educational loan repayment program for clinical researchers from disadvantaged backgrounds.

Renewable Fuel Adjustment Act of 2008 - Repeals specified amendments made to renewable fuel program provisions of the Clean Air Act by the Energy Independence and Security Act of 2007, including the renewable fuel standards and related definitions prescribed by such Act. Requires the President to recommend changes to renewable fuel standards based upon the findings of the National Academy of Sciences (NAS) study of the impact of the renewable fuel program on producers of feed grains, livestock, food, forest products, and energy when the Secretary of Energy submits it to Congress. Requires the Secretary to enter into an arrangement with NAS to assess the impact of federal and state requirements to use ethanol on such producers and producers of other consumer goods. Amends the Internal Revenue Code to provide for reductions in the ethanol blender credits for ethanol derived from corn kernels, soybeans, or any other substances that are suitable for human food or livestock feed consumption.

Directs the Nuclear Regulatory Commission to complete a rulemaking establishing a process for licensing by the Nuclear Regulatory Commission (NRC), under the Atomic Energy Act of 1954, of facilities for the recycling of spent nuclear fuel. Amends the Nuclear Waste Policy Act of 1982 to provide that the receipt and disbursements of the Nuclear Waste Fund shall not be counted as new budget authority, outlays, receipts, or deficits or surplus for purposes of the executive budget, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) (thereby moving the Fund off-budget).

Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of lateral offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the OCSLA with respect to Adjacent Zones and Planning Areas in the outer Continental Shelf (OCS) subsoil and seabed. Revises procedures governing natural gas lease administration. Prohibits the President from: (1) revising or revoking a withdrawal that is extended by a state; or (2) withdrawing from leasing any area for which a state has failed to prohibit leasing. Requires the Secretary of the Interior (Secretary) to include, in each five-year OCS leasing program, lease sales that, when viewed as a whole, propose to offer to lease at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas. Prescribes conditions for a federal agency permit, without adjacent state concurrence, to construct a crude oil or petroleum products pipeline within the part of the adjacent state's Adjacent Zone that is withdrawn from oil and gas or natural gas leasing. Exempts lease suspensions and all preliminary activities on OCS tracks from the requirement to prepare environmental assessments or impact statements under the National Environmental Policy Act of 1969. Establishes the Federal Energy Natural Resources Enhancement Program to manage wildlife and natural resources related to energy and minerals development on federal lands. Declares without force or effect existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts geologically prospective for oil or natural gas. Requires the Secretary to repurchase and cancel certain federal oil and gas, geothermal, coal, oil shale, tar sands, or other mineral leases, whether onshore or offshore. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2008 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for an artificial reef, scientific research, or any other use authorized for leases, easements, or rights-of-way for energy and related purposes. Redesignates the Mining and Mineral Resource Institutes Act of 1984 as the Energy and Mineral Schools Reinvestment Act. Directs the Secretary to provide funds to state-chartered petroleum or mining schools. Establishes the Office of Petroleum and Mining Schools. Directs the Secretary to appoint an advisory Committee on Petroleum, Mining, and Mineral Engineering and Energy and Mineral Resource Education. Authorizes grants to schools for career technical education. Establishes a Physical Science, Engineering, and Technology Scholarship Program. Directs the Secretary to establish OCS Regional Headquarters in designated locations. National Geo Fund Act of 2008 - Directs the Secretary to establish a program for production of: (1) fuels from strategic unconventional resources; and (2) oil and gas resources using CO2 enhanced recovery. Directs the Secretary to establish grant programs for production of: (1) geothermal and geopressure oil and gas energy; (2) liquid fuels; and (3) renewable energy from ocean waves, currents, and thermal resources. Grants the lessee of an existing oil and gas lease located completely within 100 miles of the coastline within the California or Florida Adjacent Zones the option of exchanging such lease for a new oil and gas lease having a primary term of five years. Amends OCSLA to repeal the coastal impact assistance program. Amends the Energy Policy Act of 2005 to repeal the requirement for payments for oil shale and tar sands leases. Amends the Mineral Leasing Act to prescribe requirements for treatment of oil shale or tar sands lease revenues and royalty rates for commercial leases. Amends OCSLA to make OCS receipts available in certain circumstances for payments under the Secure Rural Schools and Community Self-Determination Act of 2000. Repeals the Gulf of Mexico Energy Security Act of 2006.

Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Amends the Employee Retirement Income Security Act of 1974 to set forth rules governing association health plans. Establishes the Health Care Services Commission to enhance health care services and access to them, and the Office of the Forum for Quality and Effectiveness in Health Care. Terminates the Agency for Healthcare Research and Quality. Independent Health Record Trust Act of 2008 - Directs the Federal Trade Commission to prescribe standards for independent health record trusts (IHRTs) in a nationwide health information technology network. Revises title XIX (Medicaid) of the Social Security Act (SSA) to: (2) require states to elect either a block grant for acute care services or implement a refundable tax credit for the Medicaid population for such services; (2) phase-out disproportionate share hospital (DSH) payments; and (3) establish a block grant to states for long-term care services. Abolishes SSA title XXI (State Children's Health Insurance Program) (SCHIP), effective January 1, 2010. Amends SSA title XVIII (Medicare) to create a program for new beneficiaries beginning in 2019, increasing the Medicare eligibility age to 65, and making an income-related reduction in the part D (Voluntary Prescription Drug Benefit Program) premium subsidy. Social Security Personal Savings Guarantee and Prosperity Act of 2008 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to establish a Personal Social Security Savings Program, under which participating individuals will have their Social Security contributions directed to personal Social Security savings accounts. Establishes a Self-Liquidating Social Security Transition Fund. Amends the Internal Revenue Code to exempt certain account investments from taxation. Provides for the creation of a Social Security Lockbox Budget. Revises part A benefits. Provides for phase-in of normal retirement age to 67 by 2021. Taxpayer Choice Act of 2008 - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax on individual taxpayers after 2006; and (2) allow taxpayers to elect an alternative income tax system without tax credits. Makes permanent the capital gains and dividends rate reductions enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2001. Excludes from gross income net capital gains, qualified dividends, and interest. Repeals estate and gift taxes. Competitive American Business Tax - Amends the Internal Revenue Code to: (1) repeal the corporate income tax; and (2) impose a tax on the sale of property in the United States, the performance of services in the United States, and the importing of property into the United States by a taxable person in a transaction engaged in by a corporation or any other person (other than a corporation) in connection with a business. Allows as a credit against such tax any tax paid by sellers to the taxpayer of property and services which the taxpayer uses in the business to which the transaction relates. Exempts certain organizations and transactions from such new tax. Budget Control Act of 2008 - Establishes a mechanism for issuance by the President and the Office of Management and Budget (OMB) of spending reduction orders. Exempts Social Security benefits and obligated balances from such orders. Provides for suspension of such mechanism in the event of war or low-growth. Authorizes the majority leader of either House of Congress to introduce a joint resolution to direct the President to modify a final spending reduction order or provide an alternative to eliminate the spending excess for a fiscal year. Amends the Congressional Budget Act to make it out of order for the House or Senate to consider any legislation that would cause: (1) an excess spending amount; or (2) aggregate federal revenue levels exceeding a specified percentage of revenue relative to the Gross Domestic Product, unless so determined by a vote of at least three-fifths of the Members voting, a quorum being present.

Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Increases rates of educational assistance: (1) under the Montgomery GI Bill; (2) for members of the Selected Reserve; and (3) for Selected Reserve members with extended (more than 12 years) service who provide support for contingency operations and other operations. Provides an annual stipend for individuals receiving basic educational assistance and pursuing a program of education at an approved institution of higher education. Allows a member who has completed six years of service (current law allows only members who have completed six years of service and have a military skill designated as critical) to transfer to one or more dependents any unused portion of the member's educational assistance entitlement. Provides similar authority for members of the Selected Reserve. Authorizes a member on active duty and entitled to basic educational assistance to use all or a portion thereof to repay any outstanding federal student loan. Makes eligible for educational assistance an individual who, after September 30, 2009, receives a commission upon graduation of a service academy or completion of Senior Reserve Officers' Training, and completes at least five years of continuous active duty. Makes eligible for enrollment under the Montgomery GI Bill certain retired personnel originally enrolled in the veterans' educational assistance program. Requires the Secretary of Veterans Affairs to carry out a supplemental educational grant program under which a participating institution of higher education provides certain veterans with the non-federal share of a percentage of such veteran's unmet educational financial need.

Requires the Secretary to: (1) annually determine and notify centers of their eligibility to receive a grant; and (2) periodically report on the status of such grants, the financial stability of the centers, the populations using the centers, and the effectiveness and efficiency of center activities. Authorizes appropriations for such grants for FY2009-FY2014 and specifies percentages to be reserved for the different types of grants.

Directs the Secretary to encourage and facilitate the adoption of state reciprocity agreements for practitioner licensure in order to expedite the provision of telehealth services across state lines. Requires the Secretary to report to Congress on: (1) including coverage for telehealth services as part of Medicare home health services; and (2) expanding the list of telehealth payment-eligible originating sites to include publicly funded mental health facilities. Directs the Secretary, acting through the Director of the Office for the Advancement of Telehealth, to report to Congress on the use of store and forward technologies in the provision of telehealth services. Amends the Public Health Service Act to deem that any health care provider participating in certain government health programs meets any requirement for the maintenance of data in paper form if the required data is maintained in an electronic form. Directs the Secretary to: (1) report to Congress on state, regional, and community health information exchanges; and (2) establish a project to demonstrate the impact of health information technology on disease management under state Medicaid plans.

Requires a report from the Secretary to Congress on the number and types of noncombat-related military occupational specialties in the Armed Forces and Department of Defense (DOD) civilian employee positions that would be available for such members.

Requires the Director of the National Institutes of Health (NIH), acting through the Office of Behavioral and Social Sciences Research, to: (1) develop a plan on how best to develop the science of health promotion through NIH agencies; and (2) conduct or support early research programs and research training regarding health promotion. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop a plan to establish a research agenda regarding health promotion for CDC. Requires the Director of the National Center for Chronic Disease Prevention and Health Promotion to award grants to develop Health Promotion Research Centers. Requires the Director of CDC to: (1) make an effort to attract grant applications from groups experienced in providing programs; (2) fund research to develop the applied science of health promotion for specified settings; and (3) develop a research agenda for workplace health promotion. Requires the Secretary to modify the application process for grants, cooperative agreements, and contracts awarded under this Act to attract the most qualified individuals and organizations, rather than those most experienced with the application process.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.
