Disability Insurance Amendments - Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to reduce the maximum amount of monthly benefits payable under such Title on the basis of wages and self-employment income to the smaller of: (1) 80 percent of an individual's average indexed monthly earnings; or (2) 150 percent of an individual's primary insurance amount. Amends the procedure for computing the primary insurance amount of an individual to reduce the number of years of low earnings which must be discarded in determining the number of an applicant's benefit computation years in cases in which an individual ceased earning income before attaining age 45 because of a disability. Requires the Commissioner of Social Security to develop and carry out experiments and demonstration projects designed to compare various methods of treating the work activity of disabled beneficiaries under Title II, including reductions in benefits based on earnings designed to encourage disabled beneficiaries to work. Requires the Commissioner to report to Congress on such projects. Excludes from an individual's earnings, in determining whether an individual can engage in gainful activity, an amount equal to the cost of any attendant care services, medical devices, and similar items and services necessary to enable such individual to work, whether or not such assistance is needed to enable such individual to carry out such individual's normal daily functions. Establishes new criteria for determining the "period of trial work" of a disabled individual. Extends the length of such period from nine to 24 months. Eliminates the requirement that the 24 months which an individual must be disabled in order to qualify for hospital insurance benefits under the Medicare program be consecutive. Entitles spouses of insured individuals to benefit payments under Title II if the insured individual is entitled to a disability insurance benefit and is in need of regular aid and attendance which is being provided by such spouse. Authorizes the Secretary of Health, Education, and Welfare, in addition to designated State agencies as is currently provided for, to determine whether or not an individual is disabled and the date on which the disability began or ceased. Directs the Secretary to review specified percentages of such determinations made by States so that at least 80 percent of such determinations are reviewed after fiscal year 1980. Requires the Secretary to provide specified information on which a decision concerning the rights of an applicant for Title II benefits may be made. Directs the Commissioner of Social Security to carry out a demonstration project to determine the feasibility of simplifying and strengthening the initial disability determination process under Title II. Requires the Commissioner to report to Congress on such project. Requires the Secretary to submit to Congress a report recommending the establishment of appropriate time limitations governing decisions on benefit claims. Authorizes the transfer from the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund of such sums as may be necessary to reimburse the general fund in U.S. Treasury for the Federal share and the State for twice the State share of the costs of vocational rehabilitation services furnished certain disabled individuals under a State plan for vocational rehabilitation services which result in a cessation of such an individuals' disability. Directs the Secretary to study alternative methods of financing vocational rehabilitation services to disabled beneficiaries under Title II to the end that maximum savings will result to the Trust Funds. Authorizes the continuation of disability insurance benefit payments to an individual whose impairment has ceased if such individual is participating in an approved vocational rehabilitation program and the Commissioner of Social Security determines that the completion of such program, or its continuation for a specified period, will increase the likelihood that such individual may be permanently removed from the disability benefit rolls. Requires, in any case in which an individual is determined to be under a disability, unless such disability is found to be permanent, that the case be reviewed for the purposes of continuing eligibility at least once every three years. Provides that blind individuals need only one-half the number of quarters of coverage which a sighted person must have in order to qualify for benefits under Title II. Increases the amount blind individuals may earn in any month and still be regarded as disabled for the purpose of receiving benefits under Title II.

Veterans' Geriatrics and Gerontological Health Services Act - Establishes the Office of Assistant Chief Medical Director for Geriatrics, Gerontology, and Extended Care within the Office of the Chief Medical Director in the Veterans' Administration. Directs the Administration of Veterans' Affairs to designate 20 Veterans' Administration hospitals as geriatrics centers. Establishes a Geriatrics, Gerontology, and Extended Care Task Force within the Veterans' Administration.

Expresses the sense of Congress that the Environmental Protection Agency, the Nuclear Regulatory Commission, and the Federal courts should expedite all remaining administrative and judicial proceedings with respect to the Seabrook Nuclear Station project (New Hampshire), and that all licensing and permitting procedures for the construction and operation of nuclear generating stations should be reviewed and modified to improve the efficiency of such procedures.

Amends Title IV, part A (Aid to Families with Dependent Children) of the Social Security Act to extend the period in which States will receive additional Federal financial assistance for programs under such Title. Increases to $50,000,000 the ceiling on total funds available among the States for such programs beginning in the first quarter after September 30, 1978. Subjects the single installment payment required for such assistance to specified limitations.

Medicare Home Health Amendments - Amends Title XVIII (Medicare) of the Social Security Act to remove the 100 visit limitation presently applicable to home health care services under such Title. Eliminates prior hospitalization as a condition of eligibility for home health care services under part A (Hospital Insurance Benefits for the Aged and Disabled) of such Title. Eliminates confinement to home as a requirement for receiving home health care services under part B (Supplementary Medical Insurance Benefits for the Aged and Disabled) of such Title. Includes "periodic chore services" within those home health services for which payment may be made under the supplementary medical insurance program.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Internal Revenue Code to reduce tax rates below the level established by the Social Security Amendments of 1977 on employment income for both employers and employees and on self-employment income. Increases Federal contributions to the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund established under Title XVIII (Medicare) of the Social Security Act by 50 percent. Increases the ceiling on the amount of income that is subject to social security taxation to $100,000 in 1979.

Amends Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to provide that an individual may work without being considered as having engaged in substantial gainful activity, and thus forfeiting disability status, if such individual's earnings are at a rate that does not exceed the amount specified by this Act. Excludes from an individual's income, for purposes of determining eligibility for benefits under such Title, an amount equal to the expenses which such individual incurs in earning income.

Social Services Amendments - Amends Title XX (Grants to States for Services) of the Social Security Act to increase the ceiling on the total amount allocable to the States for social services. Specifies a formula for determining increases for fiscal year 1978 and succeeding years. Requires State officials to consult with local officials in developing a comprehensive services program plan. Extends through fiscal year 1979 the provisions of Public Law 94-401 which provides $200,000,000 in additional funds for social services under Title XX of the Social Security Act. Extends, for one year, provisions of Public Law 94-401 pertaining to child day care services. Makes permanent the authorization granted under Public Law 94-120 to use funds to provide for medical care associated with the initial detoxification of alcoholics and drug addicts. Authorizes payment for emergency shelter for adults in danger of physical or mental injury, neglect, maltreatment, or exploitation. Prohibits payment for such shelter for more than 30 days in any six month period. Authorizes appropriations under Title XX for Puerto Rico, Guam, the Northern Mariana Islands, and the Virgin Islands for fiscal year 1979 and succeeding years.

Directs that Federal Employees Group Life Insurance be made available at any time before retirement to any otherwise eligible Member of Congress or congressional employee who is not covered by such insurance. Stipulates that no Member or employee who is already covered by such insurance shall be required to provide medical evidence of insurability as a condition for optional additional insurance.

Denounces the assassination of Aldo Moro as an abhorrent criminal act which deserves the fullest condemnation. Expresses the sense of the Congress: (1) that the people and Government of Italy have the full confidence of the United States and should receive its full support in their efforts to apprehend the perpetrators of the murder of Aldo Moro and to eliminate the campaign of terrorism; and (2) that the President should redouble United States efforts to gain international cooperation in wiping out the scourge of terrorism.
