Pulmonary Fibrosis Research Enhancement Act - Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to: (1) establish the National Pulmonary Fibrosis Advisory Board, (2) develop a system to collect data on pulmonary fibrosis and other interstitial lung diseases, and (3) establish the National PF Registry. Requires the Secretary of Health and Human Services (HHS), in developing the Registry, to: (1) expand and coordinate existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure; and (2) provide for research access to pulmonary fibrosis data. Directs the Secretary to ensure that epidemiological and other types of information are made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs (VA). Requires the Director of CDC to prepare the National Pulmonary Fibrosis Education and Awareness Plan, which shall: (1) focus on strategies to increase public education and awareness of pulmonary fibrosis, (2) address the need for new physician education strategies to improve diagnosis and treatment standards, and (3) assess and monitor the costs of pulmonary fibrosis and its burden on patients and families. Encourages the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate Institute pulmonary fibrosis research activities.

All Children are Equal Act or the ACE Act - Amends part A of title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965 to alter the formula for determining the share of targeted grant funds and education finance incentive grant funds a local educational agency (LEA) receives. Alters the formula so that LEAs that have a high percentage of impoverished students, but a comparatively low number of such students, receive a higher allocation of such funding.

Amends the federal criminal code to permit a video tape service provider to obtain a consumer's consent, which is required to disclose personally identifiable information concerning the consumer: (1) through the Internet, and (2) in advance for a set period or until such consent is withdrawn.

Creating American Prosperity through Preservation Act of 2011 - Amends the Internal Revenue Code, with respect to tax credits for building rehabilitation expenditures, to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures, (2) provide for an additional 2% credit amount for a building that is a qualified energy efficient rehabilitated building (increased energy efficiency of 30% or more), (3) change the placed-in-service requirement for non-historic rehabilitated buildings from before 1936 to 50 years prior to the year in which qualified rehabilitation expenditures are taken into account, and (4) exempt from tax the proceeds of a state historic tax credit.

Expresses the sense of Congress that appropriate reform to strengthen Social Security's long-term outlook should happen in a bipartisan fashion and should ensure that Social Security remains a critical source of protection for the people of the United States and their families without further increasing the retirement age or otherwise decreasing benefits.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, U.S. Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Expresses support for the designation of National Prostate Cancer Awareness Month. Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) support research so that the screening and treatment of prostate cancer may be improved and the causes of, and a cure for, prostate cancer may be discovered; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Kate Puzey Peace Corps Volunteer Protection Act of 2011 - Amends the Peace Corps Act to require the Director of the Peace Corps: (1) as part of the training provided to all volunteers, to develop and implement comprehensive sexual assault risk-reduction and response training that conforms to best practices in the sexual assault field; and (2) once a trainee has arrived in such trainee's country of service, to provide that individual with training tailored to such country, including cultural training relating to gender relations, risk-reduction strategies, a safety plan in the event of an assault, treatment available in such country, MedEvac procedures, and information regarding the legal process for pressing charges against an attacker. Requires the Director to provide each: (1) applicant for enrollment with a historical analysis of crimes against, and risks to, volunteers in the country in which the applicant has been invited to serve; and (2) trainee, before enrolling as a volunteer, with contact information of the Peace Corps' Inspector General for purposes of reporting violations of the sexual assault protocol or any other criminal or administrative wrongdoing by individuals who do business with the Peace Corps, and with clear, written guidelines regarding whom to contact and what steps to take in the event of a sexual assault. Requires the Director to: (1) develop, implement, and distribute comprehensive sexual assault protocol guidelines that conform to best practices in the sexual assault field that are applicable to all posts at which volunteers serve, and train all in-country staff regarding the protocol and guidelines; (2) expeditiously remove a volunteer who feels at risk of imminent bodily harm and requests removal from the site in which such volunteer is serving, and assess and evaluate the safety of the site; (3) establish sexual assault response teams; (4) conduct case reviews of a statistically significant number of cases on a quarterly basis; (5) establish a global tracking and recording system to track and record incidents of assault against volunteers; (6) establish an alternative reporting system and hotline access system through which volunteers who are assault victims can report and receive support anonymously; and (7) assign a certified victims advocate in Peace Corps headquarters who shall report directly to the Director. Establishes in the Peace Corps a Sexual Assault Advisory Council. Requires the Director to: (1) establish goals, metrics, and monitoring and evaluation plans for all Peace Corps programs and Country Directors; (2) annually conduct a confidential survey of volunteers regarding the effectiveness of Peace Corps programs and staff and the safety of volunteers; (3) establish and maintain a process to protect confidentiality and safety of volunteers reporting incidents and the information reported and to ensure that such information is acted on appropriately; and (4) determine the level of access to communication, including cellular and Internet access, of each volunteer. Prohibits the Director from: (1) disclosing personally identifying information or personal information of a volunteer who is a victim of assault collected in connection with services requested, utilized, or denied through Peace Corps programs; or (2) revealing such information without the informed, purpose-limited, and reasonably time-limited consent of such volunteer about whom such information is sought.

TANF Supplemental Grants Extension Act - Makes appropriations through FY2011, at the same level as provided through the fourth quarter of FY2010, for supplemental grants for population increases in qualifying states under title IV part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act.

EPA Regulatory Relief Act of 2011 - Provides that the following rules shall have no force or effect and shall be treated as though they had never taken effect: (1) the National Emission Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters; (2) the National Emission Standards for Hazardous Air Pollutants for Area Sources: Industrial, Commercial, and Institutional Boilers; (3) the Standards of Performance for New Stationary Sources and Emission Guidelines for Existing Sources: Commercial and Industrial Solid Waste Incineration Units; and (4) Identification of Non-Hazardous Secondary Materials That are Solid Waste. Requires the Administrator of the Environmental Protection Agency (EPA), in place of such rules, to promulgate within 15 months, or on such later date as may be determined by the Administrator, regulations for industrial, commercial, and institutional boilers and process heaters and commercial and industrial solid waste incinerator units subject to such rules, that: (1) establish maximum achievable control technology standards, performance standards, and other requirements for hazardous air pollutants or solid waste combustion under the Clean Air Act; and (2) identify non-hazardous secondary materials that, when used as fuels or ingredients in combustion units of such boilers, heaters, or incinerator units, are solid waste under the Solid Waste Disposal Act for purposes of determining the extent to which such combustion units are required to meet emission standards for such pollutants under such Act. Requires the Administrator to establish compliance dates for such standards and requirements after considering compliance costs, non-air quality health and environmental impacts and energy requirements, the feasibility of implementation, the availability of equipment, suppliers, and labor, and potential net employment impacts. Sets forth guidelines for such rules and regulations, including requiring the Administrator to: (1) ensure that emissions standards for existing and new sources can be met under actual operating conditions consistently and concurrently with emission standards for all other air pollutants regulated by the rule for the source category; and (2) impose the least burdensome regulatory alternative for each regulation promulgated.

Home Health Care Planning Improvement Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner, (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law, (3) a certified nurse-midwife, or (4) a physician assistant under a physician's supervision.

Preserving Access to Life-Saving Medications Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to require the manufacturer of a prescription drug marketed in interstate commerce to notify the Secretary of Health and Human Services (HHS) of a discontinuance or interruption in the manufacture of such drug. Requires the notification to be submitted six months prior to the date of a discontinuance or interruption, if possible. Allows the reduction of the notification period if the manufacturer certifies to the Secretary that good cause exists for the reduction. Authorizes the Secretary to reduce the notification period based on the type of discontinuance or interruption at issue or any other factor. Treats any information provided to the Secretary under this Act as a trade secret or confidential information. Establishes civil monetary penalties for violations. Requires the Secretary to publish on the website of the Food and Drug Administration (FDA) and distribute to the appropriate health care providers and patient organizations information on discontinuances, interruptions, and drug shortages. Requires the Secretary to notify a manufacturer of: (1) any determination by the Secretary that a drug may be vulnerable to a drug shortage, and (2) the Secretary's duty to collaborate to improve continuity of supply. Prohibits the Secretary from requiring a manufacturer to: (1) manufacture a drug in the event of a discontinuance or interruption, or (2) delay or alter a discontinuance or interruption. Declares that no provision of federal law shall be construed to prohibit a manufacturer from, or penalize a manufacturer for, allocating distribution of its products in order to manage an actual or potential drug shortage. Requires the Comptroller General to examine issues related to drug shortages.

Wildlife Refuge System Conservation Semipostal Stamp Act of 2011- Directs the United States Postal Service (USPS) to issue and sell, at a premium, a Wildlife Refuge System Conservation Semipostal Stamp. Requires the use of such stamp to be voluntary on the part of postal patrons. Requires proceeds from the sale of the semipostal stamp to be transferred to the United States Fish and Wildlife Service (USFWS) to help fund the maintenance backlog and operational shortfall of the National Wildlife Refuge System. Requires the stamp to be made available to the public for at least two years.

Home Inspection Act of 2011 - Directs the Bureau of Consumer Financial Protection (CFPB) of the Federal Reserve System to prescribe regulations to prohibit any lender from making any federally related mortgage loan under which a home inspection is conducted in connection with settlement of the mortgage loan unless the inspection is conducted by a home inspector licensed, certified, approved, or otherwise regulated by the inspector's home state or the state in which the real property is located. Amends the Real Estate Settlement Procedures Act of 1974, as amended by the Dodd-Frank Wall Street Reform and Consumer Protection Act, to direct the CFPB to include home inspection information in settlement forms.

Generating Antibiotic Incentives Now Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to extend the exclusivity period for a new prescription drug by five years for a drug that the Secretary of Health and Human Services (HHS) determines to be a qualified infectious disease product. Defines "qualified infectious disease product" to mean an antibiotic drug for treating, detecting, preventing, or identifying a qualifying pathogen (certain pathogens that are resistant to antibiotics). Excludes drugs that are: (1) a supplement to a new drug application for which an extension is in effect or has expired; or (2) a subsequent application for a change that results in a new indication, route of administration, dosing schedule, dosage form, delivery system, delivery device or strength, or a modification to the structure of the product that does not result in a change in safety or effectiveness. Extends such period of exclusivity an additional six months for a sponsor or manufacturer of a qualified infectious disease product that identifies a companion diagnostic test. Requires the Secretary to give priority review to any drug determined to be a qualified infectious disease product. Includes qualified infectious disease products as fast track products for which the Secretary shall facilitate development and expedite review. Directs the Comptroller General to study the need for incentives to encourage the research, development, and marketing of qualified infectious disease biological products. Requires the Secretary to: (1) review Food and Drug Administration (FDA) guidelines for clinical trials of antibiotic drugs; and (2) revise such guidelines, as appropriate, to reflect developments in scientific and medical information and technology and to ensure clarity regarding the procedures and requirements for approval of an antibiotic drug.

Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2011 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to establish the Interagency Prostate Cancer Coordination and Education Task Force, with duties to include: (1) developing a summary of advances in federal prostate cancer research and compile a list of best practices that warrant broader adoption in health care programs; (2) considering establishing guidance to enable physicians to allow screening of men over age 74; (3) coordinating information on federal research and health care program activities relating to prostate cancer; and (4) submitting recommendations regarding federal research and health care programs. Directs the Secretary to establish and carry out a program to coordinate and intensify prostate cancer research, including by developing advances in diagnostic and prognostic methods and tests, better understanding the etiology of the disease, and establishing clinical registries for prostate cancer and awarding research grants. Establishes in the Office of the Chief Scientist of the Food and Drug Administration (FDA) a Prostate Cancer Scientific Advisory Board to be responsible for accelerating real-time sharing of the latest research data and accelerating movement of new medicines to patients. Directs the Secretary of VA, the Secretary of Defense (DOD) and the Secretary of Health and Human Services (HHS) to establish four-year telehealth pilot projects to analyze the clinical outcomes and cost effectiveness associated with telehealth services in a variety of geographic areas that contain high proportions of medically underserved populations and those in rural areas. Requires the Secretary of VA to develop a national education campaign for prostate cancer.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2012-FY2016. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with people without disabilities, (2) education programs that dispel negative stereotypes about people with intellectual disabilities, and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Lions Clubs International Century of Service Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue as legal tender $1 coins in commemoration of the centennial of the founding of the Lions Clubs International. Requires the design of the coins to be emblematic of the centennial. Permits the Secretary to issue such coins only during calendar 2017. Requires sales of the coins to include a surcharge of $10 per coin, to be paid by the Secretary to the Lions Clubs International Foundation.

Ambulatory Surgical Center Quality and Access Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to require alignment of updates for ambulatory surgical center (ASC) services under a revised prospective payment system (PPS) with updates for hospital outpatient department (OPD) services. Revises requirements for the reporting of quality measure data by ASCs and hospital OPDs. Directs the Secretary of Health and Human Services (HHS) to establish an ASC value-based purchasing program under which each ASC that the Secretary determines meets (or exceeds) performance standards established, with respect to selected quality measures, for the performance period for a calendar year is eligible for shared savings in the form of a payment increase determined according to a specified formula. Revises requirements for the composition of the expert outside advisory panel the Secretary of HHS is required to consult during the annual review of the clinical integrity of the groups and payment weights in the PPS for hospital OPD services. Requires the panel to include suppliers subject to the PPS as well as at least one ASC representative. States that the conditions for coverage of ASC services specified by the Secretary shall not prohibit ASCs from providing individuals with any notice of rights or other required notice on the date of a procedure if more advanced notice is not feasible under the circumstances, including when a procedure is scheduled and performed on the same day.

High Risk Rural Roads Safety Act of 2011 - Directs the Secretary of Transportation (DOT) to carry out a program to improve the safety of high risk rural roads. Requires the Secretary to apportion formulated percentages of federal funds to states to carry out specified projects and activities to improve the safety of such roads. Prescribes the federal share of project costs at 90%. Authorizes a state to use not more than 1.25% or $100,000 (whichever is greater) of apportioned funds for a road safety assessment program.

Protect HUBZones Act of 2011 - Amends the Small Business Act to revise the definition of "redesignated area" for HUBZone designation purposes to extend the time period during which a census tract or nonmetropolitan county that loses its HUBZone status due to the 2010 census may be so designated.

Calls for the Secretary of Health and Human Services (HHS), in implementing existing federal epilepsy public education, outreach, and awareness campaigns under the Public Health Service Act, to collaborate with the Secretaries of Defense (DOD), Veterans Affairs (VA), Education, Labor, and Homeland Security (DHS) and the Attorney General to deliver the campaign's educational materials and messages to individuals and organizations, including: (1) teachers, administrators, and other school or education personnel; (2) federal, state, county, and local law enforcement personnel and first responders; (3) employers and labor organizations; and (4) other individuals and organizations the HHS Secretary deems to have regular interaction with individuals who are subject to epilepsy and seizure incidents.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2011 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2014: (1) certification in each medical imaging or radiation therapy modality and service they plan or perform from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants from the requirements of this Act. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a process for the certification of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program; and (4) publish a list of approved accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to ensure access to quality medical imaging. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Combating Autism Reauthorization Act of 2011 - Amends the Public Health Service Act to extend and reauthorize through FY 2014: (1) the surveillance and research program for autism spectrum disorder and other developmental disabilities; (2) the education, early detection, and intervention program for autism spectrum disorder and other developmental disabilities; and (3) the Interagency Autism Coordinating Committee.

Campus Sexual Violence Elimination Act or Campus SaVE Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require each institution of higher education (IHE) participating in a title IV program to include in its annual security report on campus security policy and crime statistics a statement of current policies for reporting crimes or other emergencies in or on noncampus buildings or property (currently, only reporting of crimes on campus is required). Requires such report to include statistics concerning the occurrence of domestic violence, dating violence, and stalking incidents reported to campus security authorities or local police. Requires schools to protect victim confidentiality when reporting criminal threats to the campus community. Directs IHEs to include in their annual security report a statement of policy regarding their programs to prevent domestic violence, dating violence, sexual assault, and stalking and the procedures they follow when such an offense is reported. Requires such procedures to include: (1) the provision, in writing, to students or employees that report that they have been the victim of such an offense certain information regarding their rights, disciplinary processes, victim services, and safety planning; (2) a description of how the IHE will help enforce any protective order; and (3) information about how the IHE will protect victim confidentiality. Requires an IHE's policy regarding such offenses to include: (1) education that promotes awareness of the offenses; (2) possible sanctions or protective measures imposed following disciplinary action; (3) procedures victims should follow after such an offense occurs; (4) information about to whom the alleged offense should be reported; (5) institutional disciplinary procedures; and (6) the notification of victims regarding their options for, and assistance in, changing academic, living, transportation, and working situations. Directs the Secretary of Education to seek the counsel of the Attorney General and Secretary of Health and Human Services (HHS) regarding the development, and dissemination to IHEs, of best practices for preventing and responding to incidents of domestic violence, dating violence, sexual assault, and stalking.

Transportation Opportunity and Accountability Act of 2011 - Directs the Secretary of Transportation (DOT) to ensure administrative compliance with title VI of the Civil Rights Act of 1964 prohibiting discrimination by recipients of federal transportation funding. Allows a person aggrieved by violation of such nondiscrimination regulations to bring a civil action in federal or state court for equitable or legal relief, including reasonable attorney's fees, expert fees, and costs. Directs the Secretary to carry out research and demonstration activities relating to the impact of transportation planning, investment, and operations on low-income and minority populations, including populations that are transit dependent. Directs the Secretary to assess the extent to which nondiscrimination and equal opportunity exist in the United States in the construction and operation of federally-funded transportation projects.

Psoriasis and Psoriatic Arthritis Research, Cure, and Care Act of 2011 - Authorizes the Director of the Centers for Disease Control and Prevention (CDC) to undertake psoriasis and psoriatic arthritis data collection efforts to collect information regarding: (1) the prevalence of psoriasis and psoriatic arthritis in the United States; (2) the age of onset; (3) health-related quality of life; (4) health care utilization; (5) the burden of such disease; (6) direct and indirect costs; (7) health disparities, including with respect to age, gender, race, and ethnicity; and (8) comorbidities and the natural history of such disease. Allows such data collection efforts to include: (1) incorporating questions into public health surveys, questionnaires, and other databases in existence as of the date of the enactment of this Act; and (2) the consideration and development of a patient registry. Encourages the Director of the National Institutes of Health to explore the development of a virtual Center of Excellence for Collaborative Discovery in Psoriasis and Comorbid Research or some other mechanism through which public and private sector findings regarding psoriasis and its comorbid conditions can be regularly shared and leveraged.

Birth Defects Prevention, Risk Reduction, and Awareness Act of 2011 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and implement a birth defects prevention and public awareness program, which includes: (1) a nationwide media campaign to increase awareness among health care providers and at-risk populations about pregnancy and breastfeeding information services; (2) grants for the provision of, or campaigns to increase awareness about, pregnancy and breastfeeding information services; and (3) grants for the conduct or support of surveillance of or research on maternal exposures and maternal health conditions that may influence the risk of adverse pregnancy outcomes and maternal exposures that may influence health risks to a breastfed infant, or of networking to facilitate such surveillance or research.

Conservation Easement Incentive Act of 2011 - Amends the Internal Revenue Code to make permanent the tax deduction for charitable contributions by individuals and corporations of real property interests for conservation purposes.

Preserving Our Hometown Independent Pharmacies Act of 2011 - Treats independent pharmacies negotiating contract terms with a health plan for the provision of health care items or services the same under the antitrust laws as an employee engaged in concerted activities, and not as an employer, independent contractor, managerial employee, or supervisor, only in connection with such negotiations. Exempts actions taken in good faith reliance on this Act from being subject to criminal sanctions or civil penalties beyond actual damages incurred. Provides that this Act does not exempt from application of antitrust laws any agreement or unlawful conspiracy that: (1) would have the effect of boycotting any independent pharmacy; (2) would exclude, limit the participation or reimbursement of, or otherwise limit the scope of services to be provided by any independent pharmacy or group of independent pharmacies with respect to the performance of services that are within their scope of practice as defined or permitted by relevant law or regulation; (3) allocates a market among competitors; (4) unlawfully ties the sale or purchase of one product or service to the sale or purchase of another product or service; or (5) monopolizes or attempts to monopolize a market. Provides that this Act shall not apply to negotiations between pharmacies and health plans regarding benefits provided under specified federal programs, including Medicaid, veterans' medical care, and the federal employees' health benefits program. Requires the Comptroller General to study the impact of this Act after five years. Provides that this Act does not preclude the Federal Trade Commission (FTC) or the Department of Justice (DOJ) from overseeing the conduct of independent pharmacies covered under this Act.

Community College Energy Training Act of 2011 - Directs the Secretary of Energy (DOE), in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) high-performance green building construction, design, and redevelopment; (3) sustainable energy technologies; (4) water, energy, and resource conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates, credentials, or degrees in one or more of these industries or practices.

Pension Benefit Guaranty Corporation Pilots Equitable Treatment Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), with regard to both single-employer and multiemployer plan guaranteed benefits, to require the Pension Benefit Guaranty Corporation (PBGC), in the case of commercial airline pilots required by Federal Aviation Administration (FAA) regulation to retire before age 65, to compute the actuarial value of monthly benefits in the form of a life annuity commencing at the required retirement age.

United States Ferry Systems Investment Act of 2011 - Makes funds available from the Highway Trust Fund to the Secretary of Transportation (DOT) for FY2012-FY2018 for construction of ferry vessels and ferry terminal facilities. Revises general requirements and the formula for the allocation of such funds to ferry systems and public entities responsible for developing ferries. Includes ferries within the federal clean fuels grant program. Directs the Secretary to establish within the Department of Transportation (DOT) a Ferry Joint Program Office to: (1) coordinate federal programs affecting ferry vessel and ferry facility construction, maintenance, operations, and security; and (2) promote ferry service as a component of the U.S. transportation system. Requires the Secretary to: (1) ensure that the national ferry database is consistent with the national transit database maintained by the Federal Transit Administration (FTA); and (2) award a grant to a college to establish a National Ferry Transportation Institute for research, development, and training programs relating to U.S. ferry transportation systems.

Regenerative Medicine Promotion Act of 2011 - Requires the Comptroller General to submit to Congress a report identifying all ongoing federal programs and activities regarding regenerative medicine. Directs the Secretary of Health and Human Services (HHS) to establish a Regenerative Medicine Coordinating Council in the Office of the Secretary, the duties of which shall include: (1) preparing a national strategy to support research into regenerative medicine and the development of drugs, biological products, medical devices, and biomaterials for use in regenerative medicine; (2) identifying sources of funding for research into regenerative medicine and areas where such funding is inadequate; and (3) making recommendations regarding federal policies to support development and marketing of regenerative medicine products. Authorizes the Secretary, acting through the Director of the National Institutes of Health (NIH), to make grants for: (1) basic or preclinical research into regenerative medicine; (2) research and development of drugs, biological products, medical devices, and biomaterials for use in regenerative medicine; and (3) the making of an investigational new drug application or an investigational device exemption application within four years of receiving such grant. Amends the Public Health Service Act to authorize the Director of NIH to award grants, contracts, or cooperative agreements to accelerate the development of high need cures through the development of medical products and behavioral therapies for use in regenerative medicine. Authorizes the Secretary, acting through the Commissioner of Food and Drugs, to: (1) conduct, support, or collaborate in regulatory research to assist the Food and Drug Administration (FDA) in performing its functions with respect to regenerative medicine; or (2) make grants to fund regulatory research for such purpose.

Directs the Secretary of Health and Human Services (HHS) to establish a demonstration project under title XVIII (Medicare) of the Social Security Act (SSA) to evaluate the benefits of providing payment for items and services needed for the administration, within the homes of Medicare beneficiaries, of intravenous immune globin (IVIG) for the treatment of primary immune deficiency diseases. Amends SSA title XVIII to treat as durable medical equipment (DME) any disposable drug delivery systems, including elastomeric infusion pumps, for the treatment of colorectal cancer.

Lena Horne Recognition Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal of appropriate design in commemoration of Lena Horne in recognition of her achievements and contributions to American culture and the civil rights movement.

Expresses support for efforts that raise awareness about all childhood, adolescent, and young adult cancers. Encourages: (1) the National Institutes of Health (NIH), the National Institute of Mental Health, and the Substance Abuse and Mental Health Services Administration to take steps to address the psychosocial needs of the children, adolescents, young adults, and their families living with childhood cancer; and (2) the federal government and the private sector to devote resources to find better treatments for, and build awareness of, childhood cancer and to emphasize the importance of such needs. Urges: (1) public and private sector health organizations to take steps to increase physician, nursing, and other health care providers' awareness of those needs, as well as increase access to readily available mental health services in support of these efforts; and (2) the federal government and the private sector to invest in the development of new and improved psychosocial and medical treatments and therapies for children, adolescents, and young adults diagnosed with and surviving cancer.

Keep Teachers Teaching Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to make competitive grants to local educational agencies (LEAs), states, and partnerships of LEAs, nonprofit organizations, and institutions of higher education for the development and implementation of innovative teacher retention programs that include: (1) professional development; (2) teacher mentoring; (3) advanced certification or credentialing; (4) research, travel, or fellowship opportunities; and (5) pairing teachers with research or industry professionals. Requires the Secretary to identify, and inform states and LEAs of, the most promising teacher retention strategies.

Janey Ensminger Act - Presumes a service connection, for veterans' benefits purposes, for any illness associated with contaminants in the water supply at Camp Lejeune, during a period in which the water there was contaminated by volatile organic compounds, including known and probable human carcinogens, notwithstanding evidence of such illness during such period. Makes family members who resided at such location during such period, or were in utero during such period while the mother resided at such location, eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs (VA) for any condition or disability associated with exposure to such contaminants.

Increasing Access to Voluntary Screening for HIV/AIDS and STIs Act of 2011 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require a state plan to provide coverage of routine screening services for HIV/AIDS and sexually transmitted infections (STIs) with no cost sharing for such screening services. Amends title XVIII (Medicare) of SSA to require coverage of such screening services. Sets forth requirements for such screenings. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require health plans to provide coverage for such screening under terms and conditions that are no less favorable than the terms and conditions applicable to other routine health screenings. Prohibits certain actions to avoid these requirements. Applies such requirement to the federal employees health benefits program. Permits state Medicaid plans to provide medical coverage of individuals who have HIV/AIDS and whose income and resources do not exceed the maximum amount of income or resources disabled individuals may have to obtain such medical assistance. Provides for reimbursement to states at an enhanced federal medical assistance percentage (FMAP) for such coverage. Excludes such coverage from the limitations on Medicaid payments to territories. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) track national HIV/AIDS and STI screening trends and the burdens of HIV/AIDS and STIs among people with disabilities; (2) make sex education materials that promote voluntary screening for HIV/AIDS and STIs accessible to the deaf and hearing loss community and to people with intellectual disabilities; (3) ensure that national screening guidelines for cervical cancer state that women who have sex with women should have the same guidelines as women who have sex only with men; and (4) improve information collection concerning the transmission, morbidity, and screening for HIV/AIDS and STIs in transgender communities.

Fire Sprinkler Incentive Act - Amends the Internal Revenue Code to allow: (1) 100% expensing in a current taxable year of the cost of an automated fire sprinkler system, as defined by this Act; and (2) accelerated depreciation (i.e., a 15-year recovery period) of such an automated fire sprinkler system that is installed in a building where the floor of any occupiable story is greater than 75 feet above the lowest level of fire department vehicle access.

Annual National Classified School Employee of the Year Award Act - Directs the Secretary of Education to award National Classified School Employee of the Year Awards to classified public school employees within certain occupational specialties who provide exemplary service to students in pre-kindergarten through higher education. Requires the Secretary to choose an awardee each year, out of nominations received from each state, from one of the following occupational specialties: (1) paraprofessional services, (2) clerical and administrative services, (3) transportation services, (4) food and nutrition services, (5) custodial and maintenance services, (6) security services, (7) health and student services, (8) technical services, and (9) skilled trades.
