Bus Rapid Transit Act This bill directs the Federal Transit Administration (FTA) to establish a grant program to provide grants to state, local, and tribal governments for the design and implementation of bus rapid transit systems, including for the redesign, retrofit, renovation, update, and repair of existing bus systems. As a condition of receiving a grant, eligible entities must certify that fares for riding the bus rapid transit system shall not increase solely due to improvements carried out with grant funds and for any reason for at least one year after completion of a project funded by the bill. In carrying out the program, the FTA must prioritize projects located in economically disadvantaged communities.

Haliwa-Saponi Indian Tribe of North Carolina Recognition Act This bill extends federal recognition to the Haliwa-Saponi Tribe of North Carolina. The bill makes the tribe and its members eligible for services and benefits provided to federally recognized tribes, without regard to the existence of a reservation. The service area of the tribe shall include Halifax, Warren, Nash, Franklin, Vance, and Granville Counties in North Carolina. The tribe must submit the most recent membership roll and governing documents to the Department of the Interior. The bill also authorizes Interior to take land into trust for the benefit of the tribe and proclaim a reservation for the tribe.

National Council on African American History and Culture Act of 2022 This bill establishes a National Council on African American History and Culture in the National Endowment for the Humanities (NEH). The duties of the council shall include gathering timely and authoritative information concerning historical developments and cultural trends in African-American history and culture; evaluating the various programs and activities of the NEH to determine the extent to which such programs and activities are contributing, or not contributing, to the successful preservation and celebration of African-American history and culture; and developing and recommending to the NEH national policies to foster and promote the understanding of African-American history, the preservation of African-American culture, and the celebration of African Americans as contributors to the country's economic, cultural, and political success.

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language, including by establishing incentive grants for states and political subdivisions to provide translated voting materials. Additionally, the bill directs the Government Accountability Office to study the impact of (1) reducing the threshold requirement under Section 203 of the Voting Rights Act of 1965, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Access to Inpatient Rehabilitation Therapy Act of 2022 This bill allows, for purposes of Medicare payment, an intensive rehabilitation therapy program to include other skilled therapeutic modalities besides physical therapy, occupational therapy, speech language pathology services, or orthotic and prosthetic services, as recommended by the treating physician after the patient is admitted. The bill applies after December 31, 2022, or the last day of the COVID-19 public health emergency, whichever is earlier.

Preserving Access to Home Health Act of 2022 This bill restricts the Centers for Medicare & Medicaid Services (CMS) from decreasing payments for Medicare home health services based on certain adjustments until 2026. Current law requires the CMS to make certain permanent and temporary payment adjustments under the Medicare prospective payment system for home health services based on behavioral assumptions for 2020 through 2026. The bill restricts the CMS from making adjustments that decrease payments until 2026; the CMS must also ensure that any such necessary decreases are made before 2032.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Behavioral Health Coverage Transparency Act of 2022 This bill increases oversight of the insurance coverage parity requirements for mental health and substance use disorder, including providing a process for auditing insurance providers and filing formal complaints for violations of the requirements.

Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

Tax Filing Simplification Act of 2022 This bill directs the Internal Revenue Service (IRS) to establish a free on-line tax preparation and filing service and allows taxpayers to access third-party provided tax return information and information held by the IRS. The bill prohibits the IRS from entering into any agreement that restricts its legal right to provide tax return preparation services or to provide tax return filing services. The bill requires the IRS to establish and operate programs to (1) facilitate claims for the child care and the earned income tax credits, (2) provide software for the preparation and filing of individual income tax returns for taxable years beginning after 2022, (3) allow taxpayers to download third-party provided return information and IRS-held information to their tax returns, and (4) allow taxpayers to elect to have their tax returns prepared by the IRS. The bill also requires verification of taxpayer identity and requires the IRS to conduct an outreach campaign to provide the public with information about this bill's programs and software.

Assuring Medicare’s Promise Act This bill increases net investment income tax revenues by applying such tax to the trade or business income of certain high income taxpayers and includes the increased tax revenues in the Federal Hospital Insurance Trust Fund.

Saving Access to Laboratory Services Act This bill modifies provisions relating to Medicare payment rates for clinical diagnostic laboratory services, including by requiring payment rates for certain widely available clinical diagnostic laboratory tests to be based on a statistical sampling of private sector rates.

Leading Against White Supremacy Act of 2022 This bill establishes a standard for determining whether a person engaged in a white supremacy inspired hate crime. The bill also sets forth the elements of related conspiracies. Specifically, the bill states that a person engaged in a white supremacy inspired hate crime when white supremacy ideology motivated the actions that constituted a crime or were undertaken in furtherance of activity that would have constituted a crime. Additionally, the bill sets forth the elements of an offense involving the conspiracy to engage in a white supremacy inspired hate crime. Finally, the bill authorizes the Department of Justice to investigate, prosecute, and maintain records of white supremacy inspired hate crimes and related conspiracies.

Protecting Our Kids Act This bill makes various changes to federal firearms laws, including to establish new criminal offenses and to expand the types of weapons and devices that are subject to regulation. Among the changes, the bill generally prohibits the sale or transfer of certain semiautomatic firearms to individuals who are under 21 years of age; establishes new federal criminal offenses for gun trafficking and related conduct; establishes a federal statutory framework to regulate ghost guns (i.e., guns without serial numbers); establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels; subjects bump stocks to regulation under federal firearms laws; and generally prohibits the import, sale, manufacture, transfer, and possession of large capacity ammunition feeding devices.

NIH Clinical Trial Diversity Act of 2022 This bill sets out requirements to increase the diversity of clinical trial participants. The bill also requires other activities to foster participation in clinical trials. As a condition of funding from the National Institutes of Health (NIH) for a clinical trial investigating a drug or device, a sponsor's application must include certain information related to diversity in its trial, such as goals for recruiting and retaining trial participants, plans for achieving the recruitment and retention goals and implementing less-burdensome clinical trial follow-up requirements, and education and training requirements related to diversity in clinical trials for researchers and other individuals who conduct or support the trial. A sponsor must also annually share demographic data of clinical trial participants with the NIH. The NIH must publish on its website information about the diversity of and other information concerning the clinical trials it funds. If a sponsor fails to meet its goals or other requirements with respect to trial diversity, the sponsor must develop and implement a strategic plan to increase the diversity of the clinical trial participants. Further, the NIH and the Food and Drug Administration must carry out a national campaign to increase awareness about the need for diverse clinical trials. The bill also requires studies on barriers to participation in clinical trials. The Government Accountability Office must study actions taken by federal agencies to address such barriers while the NIH must study regulations that govern reimbursements of out-of-pocket expenses of and incentives for clinical trial participants.

Minority Fellowship Program Reauthorization Act of 2022 This bill reauthorizes through FY2027 the Minority Fellowship Program carried out by the Substance Abuse and Mental Health Services Administration. The program supports the education and training of minority students who are studying for advanced degrees in a mental or behavioral health profession.

Affordable Housing and Area Median Income Fairness Act of 2022 This bill reauthorizes through FY2032 the Community Development Block Grant and other specified programs that support affordable housing. The bill also requires the Department of Housing and Urban Development (HUD) to assess alternative methods of calculating area median income (i.e., any metric used to refer to the median income level for a given area or jurisdiction for purposes of any program administered by HUD) and the use of alternative metrics in order to make housing more affordable for low-income families in urban areas.

Building America's Health Care Workforce Act This bill extends certain flexibilities relating to training and competency requirements for nurse aides in Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs). Generally, SNFs and NFs may not hire nurse aides for longer than four months unless they meet certain training and certification requirements. The Centers for Medicare & Medicaid Services waived some of these requirements during the COVID-19 emergency period so as to allow facilities to maintain adequate staffing levels; the waiver ends in June 2022. The bill extends these flexibilities for at least two years after the bill's enactment and specifies that (1) any time worked by a nurse aide during the emergency period counts toward the 75 hours required for initial training, and (2) a competency evaluation may be conducted at the SNF or NF where the nurse aide is employed if the state does not offer such an evaluation at least once a week.

Childhood Cancer Survivorship, Treatment, Access, and Research Reauthorization Act of 2022 or the Childhood Cancer STAR Reauthorization Act This bill reauthorizes through FY2028 and modifies pediatric cancer research and related programs, including to expand collection of and access to relevant biospecimens and to support the transition of pediatric cancer survivors to primary care.

Health Equity and Accountability Act of 2022 This bill directs the Department of Health and Human Services (HHS) and others to undertake efforts to reduce health disparities. For example, the bill (1) requires more detailed reporting of demographic and health disparities data, including related to public health emergencies; (2) directs certain components of HHS to support health workforce diversity; and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, nutrition assistance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDS, kidney disease, and diabetes; investments in communities facing health and other inequities; and nondiscrimination in the provision of services in federally supported health programs. Additionally, the bill (1) revises health information technology programs to address health disparities, and (2) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health (i.e., nonmedical factors that influence health outcomes, such as income and educational attainment). The bill also requires various studies and reports on issues related to health care and health disparities, including a report by the Government Accountability Office on health workforce diversity.

New Era of Preventing End-Stage Kidney Disease Act This bill addresses rare kidney diseases through research, training for health professionals, and other means. It also modifies requirements for Medicare drug plan formularies that include drugs for rare diseases or conditions. The Department of Health and Human Services (HHS) must convene a conference focused on diagnosis and treatment of rare kidney diseases; study risk factors, access to care (including to genetic and genomic testing), and other matters related to rare kidney diseases; and establish grants for supporting kidney disease education and referrals in communities of color. HHS may award grants to educate and train health professionals about kidney disease and nephrology. Additionally, health professional schools that receive certain HHS funding for educating underrepresented minority individuals must support postgraduate nephrology training. The National Institutes of Health (NIH) must report on diversity in its kidney disease research. The NIH may also (1) support research on rare kidney diseases that, among other requirements, includes persons of color in study populations; and (2) establish regional centers of excellence for rare kidney diseases. The Centers for Medicare & Medicaid Services must evaluate methods for (1) treating rare kidney diseases, with a focus on delaying dialysis and transplant; and (2) raising awareness about rare kidney diseases, including in communities of color. Furthermore, if a Medicare drug plan formulary includes a drug to treat a rare disease or condition, at least two members of the committee that develops or reviews the formulary must have expertise in the field of medicine related to that drug.

Student Loan Borrower Relief Act This bill revises income-driven repayment plans for federal student loans, including by reducing from 25 years to 15 years the maximum repayment period under these plans. Additionally, the bill makes changes to the Public Service Loan Forgiveness program, including by cancelling a portion of a borrower's student loans after every 12 months of eligible public service employment.

Workforce Innovation and Opportunity Act of 2022 This bill reauthorizes through FY2028 and expands programs under the Workforce Innovation and Opportunity Act (WIOA). The bill also revises workforce investment, vocational rehabilitation, employment, training, and literacy programs for eligible individuals. For example, the bill increases workforce representation on state and local workforce investment boards from 20% to 30%; reworks one-stop center infrastructure funding by requiring costs to be covered by state allocations of WIOA funds; establishes subsidized youth employment programs that include work-readiness training and mentoring; eliminates a requirement that the Department of Labor ensure that individuals participating in WIOA activities comply with Selective Service laws; modifies the allotment of youth workforce investment funds to states; expands the Job Corps program, including by serving individuals in outlying areas and relaxing age requirements; establishes grants to expand training programs through industry or sector partnerships; expands grants for integrated English literacy and civics education to outlying areas; and expands Wagner-Peyser employment services to the Northern Mariana Islands and American Samoa. The bill also provides statutory authority for Labor to award competitive grants, contracts, and cooperative agreements to improve employment and training outcomes and reduce recidivism of justice-involved youth; and competitive grants for states to create workforce longitudinal administrative databases.

Countering Malign Russian Activities in Africa Act This bill requires the Department of State to report to Congress a strategy and implementation plan outlining U.S. efforts to counter Russia's malign influence and activities in Africa. The State Department must also report to Congress annual updates on the strategy and implementation plan.

Strengthen Kids' Mental Health Now Act of 2022 This bill establishes several requirements to support the provision of behavioral health services under Medicaid and other programs, particularly for children. For example, the bill temporarily requires payment for pediatric mental, emotional, and behavioral health services under Medicaid to align with Medicare payments to providers. The bill provides for a 100% Federal Medical Assistance Percentage (i.e., federal matching rate) for any associated additional expenditures. The Centers for Medicare & Medicaid Services must issue guidance on how state Medicaid programs may expand the availability of telehealth services and mental, emotional, and behavioral health services. In addition, the Health Resources and Services Administration must award grants to support (1) pediatric behavioral health care integration in communities, (2) pediatric mental health and substance use disorder workforce training, and (3) the infrastructure of pediatric hospitals and rural health clinics with respect to behavioral health services.

Community Mental Health Services Block Grant Reauthorization Act This bill reauthorizes through FY2027 support for crisis care available under the Community Mental Services Block Grant program for adults with serious mental illnesses and children with serious emotional disturbances. The bill also requires states and territories to expend a certain percentage of their grant funds on evidence-based crisis care activities such as crisis call centers, 24/7 mobile crisis services, and crisis stabilization programs in hospitals or other licensed facilities.

Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.

LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.

Access to Prescription Digital Therapeutics Act of 2022 This bill provides for Medicare and Medicaid coverage of prescription digital therapeutics (i.e., software applications that are used to prevent, manage, or treat medical conditions). The Centers for Medicare & Medicaid Services must establish a Medicare payment methodology for payments to manufacturers that takes into account certain factors (e.g., ongoing use); manufacturers must report specified information about private payors, subject to civil penalties.

Give Kids a Chance Act of 2022 This bill authorizes the Food and Drug Administration (FDA) to take various actions regarding pediatric cancer treatments, such as requiring pediatric cancer trials involving a combination of drugs when an applicant seeks market approval for a new drug (or biological product).

Job Protection Act This bill reduces from 12 months to 90 days the employment period required for employees (including federal employees) to become eligible for family and medical leave. Additionally, the bill makes the family and medical leave requirements applicable to all employers (currently, the requirements apply to employers with 50 or more employees).
