President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Transparency and Honesty in Energy Regulations Act of 2017 This bill prohibits the Department of Energy, the Environmental Protection Agency (EPA), the Department of the Interior, and the Council on Environmental Quality from considering the social cost of carbon, methane, or nitrous oxide as part of any cost benefit analysis in the rule making process, unless a federal law is enacted authorizing such consideration. They may also consider those social costs if they use an estimate that: (1) complies with the requirements of the Office of Management and Budget's "Circular A-4" document; (2) uses the discount rates of three and seven percent specified in that document; (3) considers only the domestic costs and benefits of the activity; and (4) uses only the most up to date and empirically estimated equilibrium climate sensitivity distributions, and realistic time horizons. The EPA must report on the number of proposed and final rulemakings, guidance documents, and agency actions since January 2009 that use those social costs, including as part of any cost benefit analysis required under Executive Order 12866 or other relevant authority.

Graduate Student Savings Act of 201 7 This bill amends the Internal Revenue Code to allow funds paid to an individual to aid in the pursuit of graduate or postdoctoral study or research to be saved in an Individual Retirement Account (IRA). The bill permits the funds to be considered compensation for purposes of current law provisions that limit annual deductible IRA contributions to the lesser of: (1) the deductible amount permitted under current law, or (2) the compensation includible in the individual's gross income for the year.

Nuclear Waste Policy Amendments Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to direct the Department of Energy (DOE) to initiate a program to consolidate and temporarily store commercial spent nuclear fuel during the development, construction, and operation of a permanent nuclear waste repository. The bill addresses federal land withdrawal and related management issues, including the permanent withdrawal of specific federal land for repository use by DOE, updating the Nuclear Regulatory Commission licensing process and conditions for the repository, and limiting activities relating to developing a separate defense waste repository used for storing high-level radioactive waste and spent nuclear fuel derived from the atomic energy defense activities of DOE. DOE may enter into agreements to provide benefits to state, local, and Tribal governments that might host or be affected by facilities related to storing nuclear waste. The bill revises the method by which DOE funds its nuclear waste management activities though the collection and usage of the Nuclear Waste Fund.

Securing the Homeland by Increasing our Power on the Seas Act or the SHIPS Act This bill declares that it shall be the policy of the United States to have available, as soon as practicable, at least 355 battle force ships, comprised of the optimal mix of platforms, with funding subject to the annual authorization and appropriation of funds.

Resilient Federal Forests Act of 2017 This bill shall apply whenever the Department concerned, either the Department of Agriculture for National Forest System (NFS) lands or the Department of the Interior for public lands, prepares an environmental assessment or an environmental impact statement pursuant to the National Environmental Policy Act of 1969 (NEPA) for specified forest management activities, including those that: will occur on lands identified as suitable for timber production; or will occur on a landscape-scale area designated by the Department concerned as part of an insect and disease treatment program on NSF land pursuant to the Healthy Forests Restoration Act of 2003, notwithstanding whether such activity is initiated before September 30, 2018. In such an environmental assessment or environmental impact statement, the Department concerned shall study, develop, and describe only these two alternatives: the forest management activity, and the alternative of no action. In the case of the alternative of no action, the Department concerned shall evaluate: the effect of no action on forest health, habitat diversity, wildfire potential, insect and disease potential, and timber production; and the implications of a resulting decline in forest health, loss of habitat diversity, wildfire, or insect or disease infestation on domestic water supply in the project area, wildlife habitat loss, and other economic and social factors. The bill establishes categorical exclusions regarding certain other forest management actions. A process is established for declaration of a major disaster for wildfire on federal lands managed by specified federal land management agencies.

Joint Consolidation Loan Separation Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to allow two borrowers, who had previously received a joint consolidation loan for their student debt under the William D. Ford Federal Direct Loan Program, to submit a joint application to sever their consolidated loan. One borrower may submit a separate application in the event that the individual is experiencing domestic or economic abuse from the other individual borrower, or is unable to reasonably reach or access the loan information of the other borrower.

DC Personal Protection Reciprocity Act This bill declares that the prohibitions of the District of Columbia Official Code against carrying a pistol within Washington, DC either openly or concealed without a license under DC law shall not apply to an individual who is: not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm; carrying a valid license or permit for a concealed firearm issued under the law of a state; and carrying a valid identification document containing the individual's photograph. The Metropolitan Police Department, upon application by a person with a bona fide residence or place of business within the United States and a license to carry a concealed pistol under the law of any state or local government, shall issue that person a license to carry a concealed pistol within DC for up to two years from its date of issue, regardless of the applicant's reason for applying for the license. The bill repeals the condition on the permission for a non-DC resident who lives in a state that does not require a license to carry a concealed pistol to apply to the department for a license to carry one within DC for up to two years. The condition repealed states that the non-resident may apply for a license to carry a concealed weapon only if the non-resident meets the same reasons and requirements a person must meet who has a bona fide residence or place of business in DC. The department shall enter into reciprocity agreements with each other state that requires such an agreement in order to grant recognition to a license to carry a concealed firearm issued by that state.

Stop the Importation and Trafficking of Synthetic Analogues Act of 2017 or the SITSA Act This bill amends the Controlled Substances Act to establish a new, sixth schedule of controlled substances—schedule A. A drug or substance in schedule A has a chemical structure that is similar to, and an effect on the body that is similar to or greater than, a controlled substance in schedule I, II, III, IV, or V. The bill adds 13 synthetic fentanyl-related substances to schedule A. It also authorizes, and establishes procedures for, the Drug Enforcement Administration (DEA) to temporarily and permanently place a drug or substance in schedule A. The bill establishes criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute a schedule A substance. However, it explicitly prohibits criminal and civil penalties solely for possession of a schedule A controlled substance. The bill makes it unlawful to import, export, manufacture, distribute, dispense, or possess with intent to manufacture, distribute, or dispense, a schedule A substance that is not clearly labeled. Finally, it establishes new, separate DEA registration requirements for manufacturers, distributors, and importers and exporters of schedule A substances.

Workforce Democracy and Fairness Act This bill amends the National Labor Relations Act to require a waiting period of at least 14 days after a petition is filed by an employer or employee relating to collective bargaining rights before the National Labor Relations Board (NLRB) may begin an investigative hearing into questions of representation affecting commerce. A hearing must be non-adversarial and the hearing officer must identify any relevant and material pre-election issues and create a full record. The bill requires the NLRB, in cases where it finds that a question of representation affecting commerce exists, to: (1) direct an election by secret ballot as soon as practicable but not before 35 calendar days after the filing of the election petition, and (2) certify election results after it has ruled on each pre-election issue not resolved before the election and any additional issue pertaining to the conduct or results of that election. The bill deems a collective bargaining unit appropriate for collective bargaining if it consists of employees who share a sufficient community of interest and sets forth factors for the NLRB to consider in determining whether employees share a sufficient community of interest.

Employee Privacy Protection Act This bill amends the National Labor Relations Act to require the National Labor Relations Board, not earlier than seven days after it makes a final determination of the appropriate bargaining unit in a proposed election for collective bargaining representation, to acquire from the employer a list of all employees eligible to vote in the election, which shall: (1) be made available to all parties; and (2) include the employees' names and not more than one additional form of personal contact information (e.g., telephone number, email address, or mailing address) chosen by the employees in writing.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees. .

Horseracing Integrity Act of 2017 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for: (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races that have a substantial relation to interstate commerce, (2) such horse races, and (3) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission (FTC) shall have exclusive jurisdiction over all horse racing anti-doping and medication control matters. The Authority and such FTC jurisdiction shall terminate if an interstate compact providing for services consistent with such program is established within five years after the program takes effect. The Authority may enter into agreements with state racing commissions to implement the program within their jurisdictions. Program elements shall include: anti-doping and medication control rules, lists of permitted and prohibited substances and methods, a prohibition on the administration of any such substance within 24 hours of a horse's next racing start, and testing and laboratory standards. The Authority shall: develop, maintain, and publish such lists; establish a list of anti-doping and medication control rule violations applicable to either covered horses or persons; establish standards and the process for laboratory accreditation and sample testing; and promulgate rules for anti-doping and medication control results management, for the disciplinary process for violation results management, and for imposing sanctions for violations. The bill sets forth civil enforcement provisions. Activities under this bill are funded by an assessment placed on state racing commissions based on the calculation of cost per racing starter.

Match Veterans to Student Loan Protections Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify the federal student loan discharge process for a veteran who has a total and permanent disability. Specifically, it directs the Department of Education (ED) and the Department of Veterans Affairs (VA) to implement a computer matching program for ED to identify the borrowers who: (1) have been assigned a service-connected disability rating of 100% by the VA, or (2) are unemployable due to a service-connected condition. ED must notify such borrowers of their eligibility for federal student loan discharge and provide simple instructions for applying.

Strengthening Security in the Indo-Asia-Pacific Act This bill requires the Department of Defense (DOD) to report to Congress regarding: U.S. defense priorities and challenges emanating from the Indo-Asia-Pacific region, including challenges from North Korea and China; an assessment of the U.S. force posture and basing needs in such region; an assessment of the actions and resources necessary to retain an eleventh combat aviation brigade in South Korea; an assessment of the Air Force's ability to employ bombers and associated weapons while forward deployed in support of operations in such region; a plan for enhancing the sharing of commercial imagery and national technical means with South Korea and Japan; a plan for identifying areas of cyber security collaboration and partnership with Asian allies and enhancing information operations and strategic communication strategies to counter Chinese, North Korean, and Russian information warfare and propaganda activities; and an assessment of Freedom of Navigation Operation patrols in the South China Sea. FY2018 funds are authorized for DOD: (1) to address critical munitions shortfalls; (2) to procure area or missile defense interceptors; (3) for armed forces exercises with Japan, South Korea, and Australia; and (4) for joint training through the Combatant Commanders Exercise Engagement and Training Transformation Program.

Representation Fairness Restoration Act This bill amends the National Labor Relations Act to replace the current legal standard for determining the appropriateness of a collective bargaining unit. Under a 2011 ruling by the National Labor Relations Board (NLRB) in Specialty Healthcare and Rehabilitation Center of Mobile , the NLRB must approve a requested bargaining unit unless an employer can show that an overwhelming community of interest exists between the requested unit and some other portion of the workforce, thus allowing the formation of smaller bargaining units (i.e., micro-bargaining units). This bill requires the NLRB to determine a unit appropriate for collective bargaining if it consists of employees who share a sufficient community of interest and sets forth factors for the NLRB to consider in determining whether employees share a sufficient community of interest.

Commends the members of the Armed Forces who deployed from Camp Pendleton to fight in World War II and the Korean, Vietnam, Kuwait, Iraq, and Afghanistan wars.

Protecting Officers of the Law In Civilian Establishments Act of 2017 or the POLICE Act of 2017 This bill amends the federal criminal code to modify the restriction on possessing a firearm or other dangerous weapon in a federal facility. Specifically, the prohibition does not apply to the lawful carrying of agency-issued firearms and dangerous weapons by a uniformed law enforcement officer in certain publicly accessible federal facilities.

This bill directs the Chief of the National Guard Bureau to submit to specified recipients an annual report for 2018 through 2024 that identifies the personnel, training, and equipment required by the non-federalized National Guard to: (1) support civilian authorities in connection with natural and man-made disasters; and (2) carry out related prevention, protection, mitigation, response, and recovery activities. Such reports shall: (1) set forth the requirements for each of the emergency support functions of the National Response Framework and each of the Federal Emergency Management Agency regions; (2) assess core civilian capability gaps; and (3) consider threat and hazard identifications and risk assessments of the Department of Defense, the Department of Homeland Security, and the states.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Stop Online Booking Scams Act of 2017 This bill prohibits third-party online hotel reservation sellers from charging a consumer's credit card or financial accounts in an Internet transaction for a hotel unless they disclose: (1) a description of the offered good or service, the cost, and other material terms before the conclusion of the transaction; (2) that the third-party seller is not affiliated with the hotel owner or an entity that provides the hotel services or accommodations; (3) that the third-party seller is not an exhibition organizer, a meeting planner, or the official housing bureau for an event at the hotel; and (4) the brand identity of the third party online or over the phone. The bill provides authority to the Federal Trade Commission (FTC) and states to enforce against violations. The bill also expresses the sense of Congress that the FTC should revise its website to make it easier for consumers and businesses to report complaints of deceptive practices with respect to online booking of hotel reservations.

Strengthening Career and Technical Education for the 21st Century Act This bill reauthorizes through FY2023 and increases funding levels for Department of Education (ED) grants to states, national programs, and tribally controlled postsecondary career and technical education (CTE) institutions under the Carl D. Perkins Career and Technical Education Act of 2006 to support CTE programs for secondary and postsecondary students. It repeals the authorization for certain occupational and information activities and the separate mandate for tech prep education. Beginning in FY2021, states must receive at least 90% of their previous year's allocation of basic state CTE grants. The bill permits states to: reserve up to 15% (currently 10%) of their grant funds for innovative CTE activities in rural areas or areas with higher numbers of CTE students, and set their own annual targets on the core indicators of performance at both the secondary and postsecondary education levels without ED's approval. The bill modifies grant application processes for states and localities and performance measures for evaluating CTE programs. It prohibits ED from withholding funds from states that do not meet certain performance measures. The bill amends the Wagner-Peyser Act to expand the duties of state agencies with respect to providing workforce and labor market information.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Longshore and Harbor Workers' Compensation Clarification Act of 2017 This bill amends the Longshore and Harbor Workers' Compensation Act to define "recreational vessel" as a vessel: being manufactured or operated primarily for pleasure; or leased, rented, or chartered to another for the latter's pleasure. In applying such definition under such Act, the following rules apply: a vessel being manufactured or built, or being repaired under warranty by its manufacturer or builder, is a recreational vessel if the vessel appears intended, based on its design and construction, to be for ultimate recreational uses (the manufacturer or builder must bear the burden of establishing that a vessel is recreational under this standard); a vessel being repaired, dismantled for repair, or dismantled at the end of its life will be treated as recreational at the time of repair or dismantling, provided that such vessel shares elements of design and construction of traditional recreational vessels and is not normally engaged in a military, commercial, or traditionally commercial undertaking; and a vessel will be treated as a recreational vessel if it is a public vessel (such as a vessel owned or chartered and operated by the United States or a state or local government) at the time of repair, or dismantling, provided that such vessel shares elements of design and construction with traditional recreational vessels and is not normally engaged in a military, commercial, or traditionally commercial undertaking. The Department of Labor must revise a specified federal regulation defining a "recreational vessel" to conform with the definition set forth in this bill.

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

United States Coast Guard Commemorative Coin Act of 2017 This bill directs the Department of the Treasury to mint and issue in commemoration of the U.S. Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. The design of such coins shall be emblematic of the traditions, history, and heritage of the Coast Guard and its role in securing the United States since 1790. The bill prescribes certain design requirements. The issuance of such coins is restricted to the one-year period beginning on January 1, 2020. The bill prescribes the sale price of the coins and coin surcharges. Surcharges shall be paid by Treasury to the National Coast Guard Museum Association to help finance the design, construction, operations, and maintenance of this museum. Treasury shall ensure that minting and issuing coins under this bill will not result in any net cost to the federal government.

Welcomes the leaders of the Association of South East Asian Nations (ASEAN) to the United States for the meetings with the Secretary of State and members of Congress and affirms the meeting as the first of regular U.S.-ASEAN meetings. Supports: (1) the elevation of the U.S.-ASEAN relationship to a strategic partnership; and (2) efforts by U.S. partners and allies in ASEAN to enhance maritime capability and maritime domain awareness, protect unhindered access to and use of international waterways in the Asia-Pacific region, counter piracy, disrupt illicit maritime trafficking activities, and enhance the maritime capabilities of countries or regional organizations to respond to emerging threats to maritime security in the Asia-Pacific region. Recommits the United States to ASEAN centrality and to helping to build a politically cohesive, economically integrated, and socially responsible ASEAN community. Reaffirms: (1) the enhancement of U.S.-ASEAN economic engagement, and (2) the U.S. commitment to continue joint efforts with ASEAN to halt human smuggling and trafficking in persons. Encourages the President to communicate to ASEAN leaders the importance of protecting human rights, strengthening civil society, safeguarding freedom of the press, the freedom of assembly, and the free flow of information and ideas, and promoting open and transparent government.

Veterans Dog Training Therapy Act This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program to assess the effectiveness of addressing veterans' post-deployment mental health and post-traumatic stress disorder symptoms through the therapeutic medium of training service dogs for veterans with disabilities. The VA shall: seek to enter into contracts with non-government entities that are certified in the training and handling of service dogs and that are located in close proximity to at least three but not more than five VA medical centers, provide such entities access to a training area in a VA facility that would be appropriate for use in educating veterans with mental health conditions in service dog training and handling, administer the program through the Center for Compassionate Innovation of the Veterans Health Administration in collaboration with the Recreation Therapy Service under the direction of a certified recreational therapist, and establish a director of therapeutic service dog training. Veterans may participate in the program in conjunction with the VA's compensated work therapy program.

Help Americans in Need Develop Their Ultimate Potential Act or the HAND UP Act This bill allows state entities administering specified social-welfare programs to carry out demonstration projects designed to support individuals and families with the goal of moving them towards self-sufficiency, reducing dependence, and increasing work and earnings by testing methods of program integration and coordination of services.

Repeal of the Obamacare Bay State Boondoogle Act This bill requires that the Medicare hospital wage index floor for non-rural areas be calculated using state-specific, rather than national, budget neutrality. (The Medicare hospital wage index is used to calculate geographic adjustments to Medicare reimbursements.)

This bill amends the Public Health Service Act, if the American Health Care Act (H.R. 1628) is enacted, to make plans made available by the federal government to Members of Congress and congressional staff subject to state waivers of the Patient Protection and Affordable Care Act (PPACA) requirement for health insurance to cover the essential health benefits and PPACA restrictions on premium variation by age and health status.

Unauthorized Spending Accountability Act of 2017 This bill establishes a three-year budgetary level reduction schedule with respect to unauthorized programs funded through the annual appropriations process. The term "budgetary level" refers to an allocation provided to the congressional appropriations committees under section 302(a) of the Congressional Budget Act of 1974 by a congressional budget resolution or a deeming resolution. The schedule applies to programs included in the Congressional Budget Office's annual report listing programs that are funded through the appropriations process and have an authorization of appropriations that has either expired or will expire during the year. For the first year after a program's authorization has expired, the bill requires the budgetary level to be reduced by 10% of the funds appropriated for the program in the expiring fiscal year. The bill then requires reductions of 15% in the second and third years before terminating the program at the end of the third unauthorized year. Programs that are reauthorized during the three-year period are exempt from the budgetary level reductions if the reauthorization contains a sunset provision limiting the authorization of appropriations period to no more than three years. The bill establishes the Spending and Accountability Commission to review all mandatory spending programs and submit to Congress a legislative proposal to establish an authorization cycle for discretionary spending programs. The commission may recommend legislation to replace the budgetary level reductions required by this bill with reductions in mandatory spending. The commission's reauthorization schedule must limit reauthorizations to three years, include the budgetary level reductions established by this bill, and establish a mechanism for replacing the budgetary level reductions with reductions to mandatory spending programs. The House of Representatives must consider the commission's proposal using specified expedited legislative procedures.

New Hope and Opportunity through the Power of Employment Act or the New HOPE Act This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 to require state leadership activities funded by the Act to include consulting and coordinating with other state agencies for the identification, consolidation, or elimination of licenses or certifications that pose an unnecessary barrier to entry for aspiring workers and provide limited consumer protection.

Pension, Endowment, and Mutual Fund Access to Banking Act This bill requires the appropriate federal banking agencies to exclude, for purposes of calculating a custodial bank's supplementary leverage ratio, funds of a custodial bank that are deposited with a central bank. ("Supplementary leverage ratio" is a capital adequacy measure that refers to the ratio of a banking organization's tier-one capital to its leverage exposure.) The amount of such funds: (1) may not exceed the total value of deposits of the custodial bank linked to fiduciary or custodial and safekeeping accounts; and (2) may be otherwise limited, as specified by the bill.

Prior Approval Reform Act This bill amends the Federal Election Campaign Act of 1971 to allow a trade association or a separate segregated fund established by a trade association to solicit contributions from a member corporation's stockholders and executive or administrative personnel and their families without the approval of the member corporation. Such a solicitation may be made by more than one trade association in a calendar year.

Protecting the Rights of IndiViduals Against Technological Exploitation Act or the PRIVATE Act This bill amends the Uniform Code of Military Justice to prohibit a person from knowingly and wrongfully broadcasting or distributing an intimate visual image of a private area of another individual who is at least 18 years old, who is identifiable from the image or from information displayed in connection with the image, and who does not explicitly consent, if the person knows or reasonably should have known that: the image was made under circumstances in which the individual depicted retained a reasonable expectation of privacy regarding any broadcast or distribution of such image; and the broadcast or distribution of the intimate visual image is likely to cause harm, harassment, intimidation, emotional distress, or financial loss for the individual depicted or to harm substantially the depicted individual's health, safety, business, calling, career, financial condition, reputation, or personal relationships. The perpetrator of such offense is guilty of wrongful distribution of intimate visual images and shall by punished as a court-martial may direct.

Defend Israel Act This bill authorizes the President, acting through the Department of Defense and the Department of State, to provide assistance, upon request of the Israeli government, for the development, maintenance, enhancement, sustainment, and procurement of anti-missile defense systems.

Military Asset Protection Act This bill authorizes the Department of Defense (DOD), in order to mitigate the threat of an unmanned aircraft system or unmanned aircraft to the safety or security of a covered facility or asset or to classified information, to take actions or authorize the Armed Forces or DOD contractors to take actions to: (1) disrupt, seize control of, or confiscate the system or aircraft; (2) use reasonable force to disable or destroy the system or aircraft; or (3) disrupt, alter, or intercept any communications to or from the system or aircraft. DOD may provide exceptions to such provisions. The bill provides that: (1) DOD shall develop such actions with Department of Transportation assistance, consistent with the protection of sensitive defense information; and (2) any such system or aircraft shall be subject to U.S. seizure and forfeiture. "Covered facility, asset, or classified information" means any facility, asset, or classified information that is: (1) so identified by DOD; (2) located in the United States or its territories and possessions; and (3) relating to DOD's missions of nuclear deterrence, missile defense, national space security, or homeland defense or other DOD missions involving vital security or infrastructure assets or information.

Ensuring Seniors Access to Local Pharmacies Act of 2017 This bill modifies requirements regarding access to preferred pharmacies (i.e., pharmacies that provide reduced enrollee cost sharing for prescription drugs) under a Medicare prescription drug plan (PDP). Specifically, if a Medicare PDP has, in its pharmacy network, one or more preferred pharmacies located in a health shortage or medically underserved area, then the PDP sponsor must allow any pharmacy in the health shortage or medically underserved area to join the preferred pharmacy network under comparable terms and conditions.

This bill specifies that certain Medicare payment rules applicable to imaging services shall apply to dual-energy x-ray absorptiometry services used in bone mass scans beginning in 2017. The Centers for Medicare & Medicaid Services must establish national minimum payment amounts for such services.

Child Welfare Provider Inclusion Act of 2017 This bill prohibits the federal government, and any state or local government that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSAct), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. The bill bars such prohibition from applying to SSAct requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. The Department of Health and Human Services must withhold 15% of the federal funds that a state or local government receives for such programs if the state or local government violates this bill. An aggrieved child welfare service provider may assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney's fees and costs).

ABLE to Work Act of 201 7 This bill amends the Internal Revenue Code, with respect to ABLE accounts (tax-exempt savings accounts for persons with a disability), to allow: (1) an ABLE account beneficiary to make additional contributions to an ABLE account equal to the lesser of such beneficiary's compensation or an amount equal to the federal poverty line for a one-person household, and (2) a retirement savings tax credit for contributions to an ABLE account.

Recognizes that the intent of the Agent Orange Act of 1991 included the presumption that veterans who served in the Armed Forces in the bays, harbors, and territorial seas of the Republic of Vietnam between January 9, 1962, and May 7, 1975, served in Vietnam for all purposes under the Agent Orange Act of 1991. Expresses the intent that such veterans who served in those areas and other areas exposed to Agent Orange who have been diagnosed with connected medical conditions should be equally recognized for such exposure through equitable benefits and coverage as those who served in the inland rivers and on the Vietnamese land mass. Calls on the Department of Veterans Affairs to review its policy that excludes presumptive coverage for Agent Orange exposure for such veterans.
